The second part of this study explains the process of military modernization of China under the leadership of President Xi. Political discourse is a multidimensional linguistic phenomenon. With the constant expansion of political communication, it is becoming more and more important to analyse it. As China's international position is strengthening, political scientists and linguists pay more attention to the speeches of Chinese leaders, especially President Xi Jinping. Accurate and expressive language ensures the effectiveness of a political initiative. An interesting resource of verbal eloquence in a politician's speeches is the use of images popular in the networks communication practices. Alongside the development of Internet technologies, politicians often use certain words and images from Internet discourse, as the scope of using such expressions is constantly expanding, entering economy, diplomacy and culture. This article attempts to analyse the use of the most frequent 'network' words in President Xi Jinping's speeches and to identify the underlying social and political connotations associated with these words. The conclusion is that Xi Jinping makes skilful use of various types of 'network' imagery, adjusting it to the expression of political ideas. This article presents a typology of «network phraseology» in Xi Jinping's speeches, based on the subject matter of the speeches and outlines political, economic, diplomatic and everyday types of «network discourse». The target group for the Chinese President's speeches is extremely numerous and diverse (in terms of ethnic-cultural, age and intellectual characteristics), but it is the «network» imagery resources that help convey important social and political information to a wide variety of people.

Over the decade of Xi Jinping’s leadership the Chinese interpretation of human rights emphasized practical and legal aspects of the issue. At the same time, the elevation to normative status of “Xi Jinping’s ideas of a new era of socialism with Chinese characteristics” stimulated the process of theoretical systematization of the views of the party leader on the development of human rights. The notion that “happy life of the people is the greatest human right” gained key prominence. Chinese researchers underline the change of “generations” in the understanding of human rights, according to which the primary Western commitment to civil and political rights has been replaced by the priority of social and economic rights. China claims the authorship of modern comprehensive interpretation of human rights that facilitates better life for all population and all-embracing human development. Official interpretation of “China’s path of developing human rights” insists on connecting together the Marxist concept of human rights, Chinese reality, traditional Chinese culture and the achievements of human civilization. The key modern Chinese foreign policy concept of the “community of destiny of mankind” acts as a rationale for China’s human rights actions in the outside world.

Abstract This article introduces the Chinese conception of wisdom by a focus mainly on the famous discussion in Mencius. It emphasizes that everything is a change, that changes toward wisdom are natural (or in the case of Xunzi, humane), and that people are always changing toward or away from what is wise. In contrast to much Western thought, wisdom is a response to external things, not to an internal marker. Moreover, it is nearly always a commentary on conjoint actions as in a game, or ritual. The essay continues some strands of Chinese thinking about wisdom through Xunzi and up to Zhu Xi. My position as a Westerner is commented on at the end.

Although climate models predict that global heating will prove more devastating for China than for many other countries, and economic models have shown that a transition to a low-carbon economy would strengthen China in the long run, the Chinese leadership has failed to reduce fossil fuel consumption enough to avoid extremes of weather that are devastating the country. Not long after becoming president, Xi Jinping announced a project to ground “socialism with Chinese characteristics” in selected ideas from ancient Chinese philosophy and culture, promoting the agenda through quotations in his speeches from the Chinese classics, and especially Confucian and Daoist thought. These ideas turn out to be perfectly suited for a ‘reframing’ of worldviews that is required for thinking more productively about the climate crisis and developing political measures for dealing with it effectively. However, the Chinese leadership has failed to live up to its inspiring words, and has instead reverted to aggressive and repressive policies that are more in line with Chinese Legalism and Stalinism than with the Confucian, Daoist, and Marxist ideas that Xi Jinping has advocated. This has dealt a severe blow to China’s standing in the world and caused a huge loss of ‘soft power’ accumulated by previous regimes. With the United States in a shambles, the way is open for China to follow through on its promotion of traditional Chinese philosophy and take the lead, for the sake of the long-term well-being of its own people, in tackling the climate crisis—and thereby gain the greatest soft power triumph in history.

Since its inception, modern Chinese political discourse has been heavily influenced by traditional cultural thought, Confucianism’s idea of a people-oriented and benevolent government; the Taoist idea of atheism and the Taoist law of nature; the legist idea of governance by law, etc. These concepts have a very profound influence on the language of political discourse in the new period. The political discourses of various periods and dynasties in antiquity had an equally important influence on the political language of the new period leader Xi Jinping. Ancient Chinese precedent texts are an important object of study in Chinese modern linguistics, because they are related to the system of Chinese civilization and reflect the specifics of the interaction of language, thought and traditional culture. The presence of ancient Chinese precedent texts characterizes Chinese traditional linguocultures, representing different perceptions of existing values and ways of perceiving the picture of the world. The presence of ancient Chinese precedent texts is a prerequisite for successful speech in Chinese political discourse. The semantic and contextual analysis of congratulatory speeches in the structure of Xi Jinping’s discourse shows the role of precedent texts from 礼记 (“Book of Rituals”), 周易 (“Zhou Yi”), 道德经 (“Dao De Jing”), which not only function as tools of persuasion and motivation for the recipients to rally, but also development of traditional Chinese culture.

In the ancient past, much of East Asia and China was connected to different trading regions of the world through Silk Road. It got its name on the main export item of the then China: Silk. Now China has taken the initiative to rebuild the Silk Road through its OBOR initiative. OBOR has two components in the shape of two projects: over land SREB and a 21st century MSR. Later, merging these two projects under one canopy, OBOR has been termed as BRI of China. This study attempts to answer the research question: One Belt One Road Initiative (OBOR) of China as the primer to a new geo-strategic hegemony for building the competitive Chinese world order would stabilize? A content analysis was performed on pivotal media coverage about OBOR. Since the ever first speech of the President of China, Mr. Xi Jinping in 2013, a media debate is there, on this Chinese initiative. OBOR is an effort to increase the regional connectivity to embrace a China oriented future. For them, this brighter future in the shape of an economic move for Chinese domination in the global affairs, while being the centre of global trade network. China would be celebrating its hundredth anniversary in 2049 and this is exactly the target date of completing the OBOR. A keyword analysis yielded through the speeches of Chinese President Mr. Xi Jinping on the global media networks alongwith the messages conveying Chinese aspirations of its coming out as the global economic lynch pin by the new Chinese geo-strategic hegemony under the canopy of connectivity and cooperation is the pivot of these well telecasted speeches. With the globalization of the world economy and the continuous development of political multi-polarization, translators are playing an irreplaceable role. As an advocate and builder of a community with a shared future for mankind, China's communication with other political entities on the international stage is particularly important. General Secretary Xi Jinping advocated that contemporary young people should learn Chinese stories and tell Chinese stories well. Telling Chinese stories well is a huge responsibility and challenge for translators. This study bases on domestication and foreignization theory, analyses socialist texts with Chinese characteristics, and summarises translation strategies for telling the Chinese story through examples. Then the author concludes that when telling Chinese stories to the outside world, on the basis of understanding the cultural background and traditional customs of other countries, it should let the outside world understand the beauty of Chinese stories and idioms. At the same time, retain the expression of characteristic Chinese culture, so that people can feel the charm of foreign culture. Moreover, mastering the strategy of domestication and foreignization in translation is of great importance to promoting the development of socialist culture with Chinese characteristics on the world stage and the development of a community with a shared future for mankind.

Abstract:
The semantic diversity and versatility of Chinese lexis are well-known in the world. It is determined both by historical territorial factors (the long history of the cultural development, the vast territory of the country, and the large population) and by specific factors of the language development (the relatively constant form of the Chinese writing system, the monosyllabic and isolating language structure, etc.). Many Chinese characters, which previously existed as separate semantic units, are no longer used independently; they have merged into polysyllabic words. The article’s main aim is to discover multi-layered meanings and the historical development of the Chinese philosophical concept xiao xi 消息. The article traces origins and changes in the meaning of the word and is based on an etymological and semantic approach from a historical perspective. The development of the concept in classical writings, philosophical treatises, traditional prose and poetry in historical terms clearly illustrates the peculiarities of the etymology and semantics of Chinese lexis and reveals the formation of the Chinese mentality. Conclusions show that in the Chinese language, the concept of xiao xi is associated with quite different aspects and symbols than in Latvian and other Indo-European languages. It does not indicate something completely new, does not relate to knowledge or statements, nor is it a reproduced foreign word associated with the meaning of ‘information’ (from the Latin informatio). The concept was originally very symbolic, pointing to the movement of opposite forces in nature and human life. In modern Chinese, the word xiao xi is generally known by only one meaning ‘news’. It is no longer used as a verb and has no philosophical or cosmological connotations. This fact shows that the language has changed a lot, but it also allows us to make an assumption that nowadays, the way people think has become more pragmatic, and the language expression has lost its former imagery and depth.

Metaphor widely exists in daily discourse and shines people’s extremely intelligent thinking. With the development of cognitive science, metaphor has become an indispensable cognitive tool. The awards ceremony for fighting against COVID-19 was held in Beijing Great Hall of the people and the speech of general secretary Present Xi at the conference was heartening. The speech contains a large number of metaphorical expressions, carrying the Chinese cultural information that was contained in the process of China’s anti-epidemic. Under the guidance of conceptual metaphor theory and combined with cultural context, interpreting the metaphorical expression in the speech will help to understand the great anti-epidemic spirit of the Chinese nation and the profound connotation of Chinese civilization. Research results showed that war metaphors were widely used in the speech, which carried forward the Chinese people’s brave and aggressive spirit in the process of fighting against COVID-19. The use of travel metaphors showed the confidence of the Chinese people to move forward bravely. The use of examination metaphors reflected the serious attitude and extraordinary wisdom of the Communist Party of China and the Chinese government towards the epidemic.

Chaozhou Opera, selected in the first batch of national intangible cultural heritage protection list, is an ancient Chinese opera. It has been spread overseas with Chaozhou people and has become one of the most influential local opera in China, also homesickness sustenance for many overseas Chinese people. In 2013, the General Secretary Xi Jinping proposed the strategy on the construction of the “21st Century Maritime Silk Road”, which has clearly pointed out to strengthen the cultural communication and cooperation in the “Maritime Silk Road” regions. Thailand is an important country on the Silk Road. Therefore, this article takes the development of Chaozhou Opera in Thailand as the research object, analyzes the present situation of Chaozhou Opera in Thailand, points out its bottleneck and puts forward the development strategy.

In China, the year 2021 has marked a completion of Xiaokang — ‘moderately prosperous’ — society construction. Through the years of reform and opening up, the traditional concept of Xiaokang society has become a strategic goal of China’s socialist modernization and a core of socialism’s theory with Chinese features. Goals. The article primarily aims at analyzing relationship between the concept of Xiaokang society and Xi Jinping’s newly proclaimed doctrine of ‘common prosperity’, compliance of socialist modernization strategies with Chinese specifics. Since the concept of ‘common prosperity’ implies not only economic but also political contexts, it requires extensive and deep sociopolitical insights into ways and mechanisms to be involved thereto, and it is as urgent to identify potential impacts on Chinese society. Materials and methods. The paper examines Chinese periodicals of the specified era, studies contemporary historiographic sources relating to the issue. The study of public policy focuses on policy articles and documents, fundamental works by Mao Zedong, Deng Xiaoping, Xi Jinping, and the economist Li Yining. Results. Over the 40 years, the strategic goal of Chinese modernization has evolved from ‘Xiaokang level’ to ‘Xiaokang society’, and from ‘comprehensive Xiaokang society construction’ to ‘completeness of Xiaokang society in all aspects’. In addition, subtexts of the strategy has also made a significant leap — from equal emphases on material and spiritual components of civilization to strengthening of all five components, namely: material, spiritual, political, social, and environmental ones. The living standards have experienced fundamental changes: the problem of food and clothing (wenbao) has finally been solved, common well-being of the people increased, and absolute poverty of rural population eliminated. However, there are still some social issues to have remained unresolved throughout the construction of ‘moderately prosperous society’. Conclusions. The fulfillment of the ‘first century goal’ has required that the Government articulate a new goal for China’s economic and social development to deal with still existing problems, such as income inequality and social imbalance, which in turn may cause political instability and threaten the legitimacy of the ruling party’s power. In response to the growing need of the people for a better life and further economic growth of society, the PRC Government has introduced a new concept of social development — ‘common prosperity’ (gongtong fuyu). President Xi Jinping points out that ‘common prosperity is a necessary condition for socialism and an important feature of Chinese-style modernization’.

When the People’s Republic of China was excluded from US president Biden’s guest list for the virtual Summit for Democracy in December 2021, it reacted with a detailed self-depiction of the Chinese political system as a “Democracy That Works” to rebut US claims to be the world’s leading democracy. While the international media saw this as a surprise narrative, China’s “democratic” self-image has a long trajectory going back to the days of Mao Zedong and now elaborated more systematically under Xi Jinping. Based on a close reading of Chinese party-state documents, white papers, state media coverage, etc., this article analyzes the official career of the concept of “democracy” in Chinese Communist Party jargon and dissects the messages targeted at domestic and international audiences. It finds that the official self-depiction of “Chinese democracy” does not contradict, but rather complements the legitimation of Communist Party rule at home, buffering nationalist sentiments there. Despite its lack of persuasiveness vis-à-vis Western audiences, its underlying criticism of US democracy, and its subtle claims regarding China’s global leadership, the official vision might gain traction among other emerging powers and developing countries.

AbstractThis study analyzes the relational frames constructed in Chinese President Xi Jinping’s foreign visit speeches at three levels – the metaphorical surface frame; the non-metaphorical surface frame; and the deep frame – with the help of corpus-based mechanisms, e.g. semantic annotation and classification, semantic network retrieval, etc. In analyzing 11 foreign visit speeches between 2012 and 2017 (amounting to 20,213 words), the study reports three major findings. First, the metaphorical relational surface frames were constructed by intimate interpersonal concepts, war concepts and physical concepts, which are commonly shared by human beings. Second, the non-metaphorical relational surface frames were constructed by highlighting audiences’ beneficiary positions. Third, the deep frames were constructed by underscoring common benefits, cultural communication, people to people communication and the concerns about war and peace. The relational frames identified are compared with the cognition of the international audiences and it shows that the two conform significantly, which improves the acceptability of the speeches. Three strategies can be summarized for diplomatic speech design. First, the presentations based on universally shared experiences and knowledge can minimize perceptive difficulties in audiences. Second, presentations highlighting the audiences’ benefits are more easily accepted. Third, the cognition conceived in the presentations should conform to the audiences’ needs and preferences. The general communication features of Xi’s foreign visit speeches illustrated in the present study may offer a discourse model for diplomatic speeches.

The author studies main and most remarkable Chinese diplomatic concepts investigated in the new era: concepts Diplomacy of the Great Power with Chinese characteristics, New type of great powers relations, One Belt One Road initiative, Community of shared future for mankind. The purpose of our study is to understand, to comprehend which of the key concepts under study, which is the financial support for the practical implementation of in- frastructure projects; how Chinese political leadership implements them for global governance and promoting their interests in Eurasia, Latin America, Africa, and others continents. The leading approach to the study of the is- sue is determined by the ideology of “Non-West”, or non-Western theories of international relations, the National Chinese School in particular. The comparative method allows establishing the general and specific in the main theories of Chinese foreign policy from the beginning of the 21 st century till up to the present. The article identifies and defines the basic features and differences in the content of those theories. As an example, the issue of the content of the term New type of relationship in the modern Chinese foreign policy discourse is considered. It becomes obvious that Xi Jinping, by realizing the diplomacy of the great power and calling his people to the great rejuvenation of the Chinese nation ( 中华民族伟大复兴 ), expands its influence throughout the world. That is not just a foreign policy discourse. This article traces the evolution of representative claim-making by the Chinese Communist Party (CCP) since the proclamation of the People’s Republic of China in 1949 up to the present day. Based on the analysis of official political discourses on the mass line, the Three Represents and more recent ongoing discourses on digitalization, we demonstrate the change and continuity of claim-making by the CCP. We show that while representative claim-making has undergone a significant transformation from the CCP as the representative of the working class to the sole representative of the Chinese people and nation, the CCP has been consistent throughout decades in maintaining its hegemony over representative claim-making.

Much literature has highlighted the current Chinese government’s restriction on freedom of expression on the internet and religious freedom. However, very little research has examined the nexus between freedom of expression in China and globalization. This article aims to offer a view on President Xi Jinping’s increasing autocracy over the freedom of expression and its implications on China’s performance in this globalizing world. A qualitative approach was utilized in this study and data were collected via library research. It was found that China’s increasing autocracy under Xi Jinping, as shown in its tightening controls on online freedom of expression and rules on religious freedom, has created a setback for China’s participation in globalization. This argument lies in two basic assumptions. Firstly, the spirit of globalization enables people to interact around the globe more freely in any way, while China’s government restricts such interaction. Secondly, as a significant global player, China shows little respect for the freedom of religion. Accordingly, it violates the globalization of religious liberty, which is considered a universal human right in the 21st century. Corruption has been a part of Chinese society throughout its existence. The fight against corruption is one of the most important work directions of the Chinese Communist Party and the law enforcement system. After the 18th National Congress of the CPC (November 2012) and the election of Xi Jinping as General Secretary of the CPC Central Committee, the anti-corruption efforts have reached a new and higher level. Xi Jinping initiated constitutional reform by establishing a single constitutional anti-corruption body, the National Control Committee, with extensive law enforcement powers; it was formed from the Ministry of Control (a State Council’s organ), the National Bureau of Corruption Prevention (a State Council’s organ) and the departments of the People’s Procuratorates for combating corruption, bribery, and malfeasance. A reformatting of the entire anti-corruption system has taken place. The Central Commission for Discipline Inspection is no longer empowered to perform anti-corruption law enforcement functions, but rather should concentrate on controlling party discipline. At the same time, the overall control of the anticorruption fight still remains in the hands of the CPC. In addition to creating a new constitutional control authority, Xi Jinping intensified ideological education and launched a campaign for the total digitalization of the judiciary, law enforcement, finance, and banking, etc. In this way, the efficiency of control over the revenues and expenses of officials and businesses is increased. Under Xi Jinping, anti-corruption educational efforts have been enhanced by the number of documentaries and feature films about the government’s success in combating corruption. The series “In the Name of the People” (2017) was especially popular among the citizens. In Russia, unlike modern China, there is no unified body in the field of combating corruption. The fight against corruption in Russia is the responsibility of the prosecutor’s office and its own security services. From this point, low efficiency of the anti-corruption system is obvious. The experience of China in the investigated area is extremely relevant and significant both in practical and theoretical terms for domestic science and practice.

Too eager to wait to be inaugurated as President of the People' Republic of China in March 2013, the new national leader announced that in the following decade he is guided by the main objective of his predecessor Hu Jintao to double the prosperity of the people by the year 2020 and to keep the country' economy stable and growing fast. Unfortunately, it will be difficult for the new leader of China to implement his intentions, since, presumably, the country' new leadership will be from the older generation, hardliners, and, most importantly, politically conservative. But the difficulties lie in carrying out economic reforms because of rampant corruption and shadow banking in the central apparatus and in regions.According to the World Bank' analysis, China has become the world' largest economy. But the large expenditures to military reform and environmental protection are not sufficient for Xi Jinping to accomplish the goal to raise significantly the poor living standards of Chinese people. China has also faced difficulties in complying with the basic principles of its foreign policy, especially after the annexation of Crimea and its incorporation into the Russian Federation by China' strategic partner, Russia. In the past, China has carried out campaigns against “Americanization”, although with no tangible results. Thus, the leaders of today' China are faced with a number of dilemmas.

The contents of CPC General Secretary Xi Jinping report to the CPC XXth Party congress is analyzed in the article. The conclusion is made that the core thesis around which the report and the strategy that are reflected in it, are organized around the idea of the possibility and the necessity of “jumping out of the history circle that leads toward decline of the state“ by undertaking the “revolution toward to oneself” by the Communist Party. During the the construction of new system of power the conscious effort of Xi Jinping is made that has three main goals: first of all, to fine-tune the system of control over party — state apparatus from below, from the “masses of people”, second, to execute the course for “governing of the Party with utmost rigidity”, according to which a severe struggle has to be waged against corruption and decay of the ruling elite and the third one — creation of the comprehensive ideological system that has to legitimize the right of the existing party — bureaucratic elite to rule over the country. When building of this system Xi Jinping is attempting to utilize the core elements of the old Chinese ideology of governing, as well as the ideas if Mao Zedong, theoretical legacy of Deng Xiaoping, “important ideas of “three represents” of Jiang Zemin and “the scientific concept of development” of Hu Jintao. By doing this Xi Jinping is striving to create new governing elite, armed with relatively complicated theory and specific language of government, that has to legitimize their right to rule in the eyes of the “broad masse of the people”.

The article examines the theoretical foundations of socialism with Chinese characteristics and the peculiarities of building a modern social market model in China. The main stages of the process are analyzed, from the initial stage at which a socialist society was created to the comprehensive modernization of socialism, the formation of a modern social market economy, and the building of Moderately prosperous society (Xiaokang). The role and contribution of Deng Xiaoping, one of the leaders of China and the main ideologist of socialist theory, in building a socialist system with Chinese characteristics is shown. The main provisions of Xi Jinping's concept of common prosperity and the course of its practical implementation are considered. The capability of the Chinese leaders to transform China into a "rich and powerful, democratic and civilized, harmonious and modern socialist state" by 2049 – the centenary of the founding of the People's Republic of China (PRC) – is evaluated.

The present paper examines this dominant narrative focusing on the Chinese language section on the fight against COVID-19 of the multilingual online platform China Keywords, a project run by State and Party-affiliated institutions. Drawing on the theoretical background and analytical tools from Critical Discourse Studies, the paper provides an analysis of the discursive representation of social actors constructed by this tool. The analysis shows how different discursive strategies employed to represent specific social actors contribute to reinforce the constitutive elements of the Chinese leadership’s dominant narrative of the events of early 2020. Moreover, the paper argues that the section of China Keywords on the topic should be understood as one of the products of the multifaceted institutional efforts to “tell China’s Covid-19 story well,” both domestically and internationally.

The integration of the three typical narrative types enables the important discourses on the history of the CPC to contain profound philosophical speculation, heavy historical connotation, and aesthetic and literary conception. AbstractThrough use of a unique, multi-year public opinion survey, this paper seeks to measure changes in self-reported governmental satisfaction among Chinese citizens between 2003 and 2016. Despite the persistence of vast socio-economic and regional inequalities, we find evidence that low-income citizens and residents living in China's less-developed inland provinces have actually reported comparatively greater increases in satisfaction since 2003. These results, which we term the “income effect” and “region effect” respectively, are more pronounced at the county and township levels of government, which are most responsible for public service provision. Our findings also show that the satisfaction gap between privileged and more marginalized populations in China is beginning to close, in large part owing to efforts by the Hu Jintao and Xi Jinping administrations to rebalance the gains of economic growth and shift resources towards the populations most overlooked during China's first few decades of reform.

Since the 1990s, scholars around the world have focused on the complexities of governance reforms. The vicissitudes of the 21st century witnessed global waves for public administration reforms. China, a fast developing socialist country, has been building a strong, robust and modern public governance system. The Socialist Governance of China with Chinese characteristics brought considerable changes in the political, economic and social spheres, transforming the lives of people for betterment. By bringing about economic development through state intervention, introducing rule of law upholding the significance of its people, fostering new ideas, and ushering the ideology of nationalism through “China Dream”, President Xi Jinping and his socialist governance policies have created an excellent example in the world, particularly the capitalist society, demonstrating how society can be developed through socialist ways. Yet, the dynamics of Chinese governance has always been part science and part mystery to other governments that have earned legitimacy through elections, while China’s leaders earned its legitimacy through selection of the most able and their performance in delivering sustained improvements in the quality of life of the Chinese citizens and China's international standing. This paper deals with assessing the relevance of China’s Socialist governance evolution into a science of managing public affairs and the pursuit to optimizing its impact on the state’s economic, political and social spheres.

This study attempted to explain the promotion system and changes in China's publishing policy during the 13th 5-year rule period (2016-2020) and the 14th 5-year rule period (2021-2025) through literature analysis of Chinese publishing policy documents, academic research, and reporting. First of all, China's publishing-related ministries continue to support the publishing industry and public libraries during the 12th five-year period, expanding reading infrastructure in rural areas, and support overseas publications. In addition, the reading rate of Chinese people is also increasing along with the increase in the publication of paper and e-books by domestic Chinese publishers. In addition, since the Central Propaganda Department of the Communist Party of China became the responsible department of China's publishing policy from March 2018, China's publishing policy promotion system has strengthened its connection with the Communist Party and Xi Jinping's ideas and policy promotion and education. However, despite the ongoing difficulties of offline bookstores in China due to the discount competition of Chinese e-commerce companies, Chinese publishing ministries do not implement a book sales price system and only local governments in some administrative districts provide subsidies for offline bookstores. In addition, copyright infringement of overseas video content by some Chinese companies and the prohibition of publications criticizing China's political and social problems continue.
