Abstract:
Malaysia is one of the 85 member nations competing in the WorldSkills Competition, which unites two-thirds of the world's population. The WorldSkills mission is to encourage and assist 100 million young people in advancing their skills by 2030. This study investigated how teacher (special education teacher), the community (instructor), and expert, train an intellectually disabled student for the National Floristry Competition. As a precursor for the WorldSkills Competition, this study examined their experiences and difficulties in training intellectually disabled student for this competition. This study uses a purposive sampling method with three participants rather than a random one. Based on a case study research design, it employs ethnographic participant observation and indepth interviews, among other techniques. The study determined that student with special needs should participate in international skill competitions as early as possible. The Malaysian floristry industry has significant untapped potential, and students with intellectual disabilities can access it if they receive ongoing guidance and training. To be successful in the WorldSkills Competition, Malaysia must overcome financial, time, and knowledge limitations. This study illustrates the difficulties and lessons learned in preparing an intellectually disabled student for the national floristry competition. These empirical investigations result in a deeper understanding and are crucial to academicians as the path for future planning and generating future young talents for the WorldSkills Competition.

Abstract:
The international experience shows that the mechanism of the WorldSkills competitive movement contributes to the development of the vocational education system. The study aimed to consider the Russian competition movement Worldskills Russia (WSR), as part of the international movement in terms of research problems: what is the pedagogical potential of WSR technologies and how effectively it provides the formation of the necessary professional and general competencies of students of secondary vocational institutions in blended learning (for example, medical college). The subject of the analysis was Russian and foreign research related to the formation of the competition movement; special attention was paid on materials that reveal the use of WSR technologies in educational institutions of the secondary vocational education system. The questionnaire was used to get students’ vision of WSR, their motivation for participating in the WSR. It was determined that the development processes of WSR included: the formation of the legislative framework; the allocation and use of significant state budget funds for professional training of teachers with the receipt of certificates of WSR Experts; significant costs for conducting exams according to the WSR standard, aimed at increasing the competitiveness of specialists for the innovative economy of the Russian Federation. A survey of medical college students shows that the involvement of the student audience in professional competitions is not ubiquitous; only 24.6% of first-year students of the first-year vocational education system are informed about the WSR movement. Only 16.9% of students were motivated to participate in Worldskills competitions. The integration of Worldskills technologies into the educational process in the blended learning model, along with project activities, ensures the formation of the necessary professional and general competencies of students of secondary vocational institutions. Methodological guidelines for the practice of vocational education in preparation for Worldskills require the solution of a set of related pedagogical and didactic problems. The research results can be used in the educational process of the secondary vocational education system.

Abstract:
This paper examines the entrepreneurial inclinations of young people who achieved excellence in vocational occupations. We propose a three-capital approach to the study of entrepreneurship. Relying on the existing theories and original qualitative and quantitative data analyses, findings from interviews with 30 entrepreneurial and 10 non-entrepreneurial WorldSkills competitors show that psychological capital, social capital and human capital can be combined to explore how young people who excel in vocational occupations develop entrepreneurial mindsets. We show that training for and participation in the largest vocational skills event globally - WorldSkills competition - develops selected aspects of three capitals. However, we also discover that the entrepreneurial motivation precedes competitors' involvement with WorldSkills.

Abstract:
Developing and maintaining the skills of an increasingly global workforce is a challenge all governments face, particularly as the world emerges from the effects of the2020/21 pandemic. Coupled with the impact of the “Fourth Industrial Revolution” working lives are changing at an unprecedented rate. This article looks at the critical role of transversal skills in enabling ‘employability’, as traditional occupations reconfigure, shift and new roles rapidly appear. Whilst definitions and classifications vary it is agreed that transversal skills are those which an individual can apply across all work roles and life situations, - they are a platform for flexibility, adaptability, and progression. For over 70 years WorldSkills International (WSI) has been working with governments to raise the profile of technical and vocational education (TVET), principally through a biennial global skills competition focusing on excellence. In recent years WSI has been investing in a strong research base working with global partners such as the OECD, ILO and UNESCO. In 2012 it began a project to develop WorldSkills Occupational Standards (WSOS). This article plots the journey WSI has taken to strengthen and embed transversal skills within its standards to ensure the currency of the Competition and more widely drive global skills development forward.

Abstract:
This paper examines the perceptions of vocational expertise and school-to-work pathways among WorldSkills Competition (WSC) achievers and their co-workers and employers within the Finnish context. At the biennial international WSC, young people (aged 18-to-23 years) from over 60 countries demonstrate their skills in more than 40 trades. Individualized training for this competition is provided through the cooperation of vocational institutions (e.g., expert coaches, team leaders and competition panellists) and industry (e.g., mentors, sponsors, materials, equipment). Semi-structured thematic interviews (N=51) were conducted in 2013 and 2014 with former Finnish WSC medal or diploma winners (n=18) who had since begun their working lives (1-to-15 years of work experience). Their employers (n=16) and colleagues (n=17) were also interviewed. Results showed that in addition to vocation-specific knowledge and skills, problem-solving skills, creativity, social skills and self-regulatory skills were acknowledged as the most significant elements of vocational expertise. The findings also indicated that formal vocational education combined with deliberate practice and training based on expert mentoring improved the long-term career progress and vocational expertise of the WSC achievers.

Abstract:
Theoretical and methodological approaches to the training of a transprofessional in the conditions of a professional pedagogical university on the basis of specially prepared sites of the department are presented. Analyzing the accumulated experience, the conclusion arises that it is necessary to study issues (concretization, clarification, updating) from the field of technologyoriented training due to the lack of a holistic view of the formation of the personality of a specialist capable of self-improvement and self-realization in the transdisciplinary areas of machine-building industries. Currently, in professional education, a system of training a specialist with a wide production profile is presented, but it does not sufficiently take into account the structural and content component of technology-oriented activities, the absence of which is compensated by the acquisition of experience already in the conditions of the enterprise (production). The specifics of preparing for the WorldSkills competition on the basis of a transdisciplinary approach are substantiated, the target setting and the result of each component of the activity of the structural and content model are specified. The component composition of the model includes examples of modular tasks developed using the «skills-case» method and are aimed at transprofessional training of contestants in the conditions of simulation sites of the department. The use of the «skills-case» method allows you to prepare a larger number of contestants of the championship at a qualitatively new level in the learning process, as well as in the conditions of practice not only in the chosen profession, but also in related transprofessional areas.

Abstract:
The appearance of the new federal educational standards for secondary vocational education has given rise to two tools: the WorldSkills competitive movement and the independent assessment of qualifications. Today, the state final certification should be conducted in the form of a defense of the final qualification work, in the form of a thesis (diploma project) and a demonstration exam, which requires specialized sites (equipped with modern technological equipment) that allow you to perform tasks that are provided for in the passport of competencies according to the WorldSkills model. This entails financial costs for educational organizations: either for the participation and use of a specialized site on the basis of a third-party organization, or for the creation of new competencies and the development of the material and technical base of their educational institution. The article describes the experience of the teachers of the Tikhoretsk Technical School of Railway Transport in developing competencies according to WorldSkills standards, as well as the problems and ways of developing championship lines in railway specialties. The creation of new competencies, the development of an expert community, the interaction of educational organizations and the holding of competitions according to WorldSkills standards brings changes to the system of secondary vocational education and sets the pace in the development of championship lines.

Abstract:
WSR. Analysis of interdisciplinary connections in preparation for a new form of state final certification, the demonstration exam WorldSkills Russia (WSR) in the system of secondary vocational education is the purpose of the article. The professional training of paramedical personnel, in accordance with the state policy in the field of training specialists of the secondary vocational education system, is associated with improving the quality of education and passing a new form of state final certification – the WorldSkills Russia (WSR) championship standards exam. An integral part of professional training in medical specialties is the discipline “Chemistry”. With the reduction of hours in chemistry, it is necessary to reform the methodological support. For example, the training of a laboratory diagnostician or a pharmacist changes the types of activities (educational, scientific, research). The use of intersubject communications has been expanded. Professional and supraprofessional competencies are formed. The practical experience of the WS competitive movement is the goal. The main didactic principles (scientific, visual, accessible, and others) of the subjects “Chemistry”, “Biochemistry”, “Analytical Chemistry” reflect the development of these sciences for students, contribute to the expansion of scientific knowledge and its synergy. Integration of MOOC resources into the learning environment of the system of secondary vocational education in blended learning, the use of a task system for preparing for WSR exams in the pre-class, classroom and post-class phases, based on interdisciplinary connections is shown. The conditions for preparing a mid-level specialist for a new form of state final certification according to WorldSkills Russia standards have been created.

Abstract:
There is a growing need for valid tools for assessing skills and certifying qualifications in the context of increasing labour migration and mobility. Due to the growing internationalization of business activities, companies are interested in standardized skills assessments that ensure valid and comparable ratings of job applicants and employees. At the same time, assessment of professional or vocational skills, which are highly domain-specific and numerous, remains challenging, especially in terms of comparability. Therefore, objective skills assessment tops the list of challenges faced by national VET systems. This paper presents an overview of practices and tools for assessing vocational skills and VET learning outcomes, and covers the following issues: a) current practices and challenges in measuring vocational skills and learning outcomes in VET; b) initiatives for internationally comparable assessment of vocational skills, including PISA-VET and WorldSkills competitions; c) national initiatives for assessment of VET learning outcomes in the cases of Germany and Russia; d) labor market- and industry-driven initiatives in skills assessment for job seekers and qualification assurance. This paper contributes to the literature on skills assessment by providing a more comprehensive picture of approaches to skills assessments, including well-established ones and emerging initiatives outside the field of measuring learning outcomes in education.

Abstract:
Introduction. High school students are expected to define themselves in terms of vocational preference. Having estimated their readiness for self-determination, it is possible to allocate different groups, with specific psychological and pedagogical support for each group. Aim. To identify differences in readiness for professional self-determination between finalists of professionally-oriented contests and their peers not participating in analogous events. Methods. Quantitative data analysis on the basis of the test kit “Professional readiness” (or “How I Choose a Profession”) developed by the team of researchers of the Center for Testing and Development “Humanitarian Technologies” was applied. Results. The level of psychological readiness for professional self-determination among adolescents-finalists of the WorldSkills contests of professional competence and among the adolescents-finalists of The National Technology Initiative Contest by many indicators is higher compared to their peers, students of 8–11th grades of secondary school, who did not participate in these contests. Scientific novelty. The adolescents, finalists of professionally-oriented contests, compared with their peers who did not take part in such competitions have higher scores on self-esteem and independence scales; they know more about professions and the Russian education system; they have fewer stereotypes and misconceptions about choosing a profession; they took more steps towards professional self-determination. Practical significance. The results of the study can be applied by psychologists, class teachers, tutors, teachers of additional education in career guidance, consulting and educational work with schoolchildren and their parents.

The modern world is filled with a variety of data, and their volume is increasing many times every year. On the one hand, Big Data is data that cannot be processed on one computer, it is difficult to structure it. On the other hand, these are special tools, approaches and data processing methods that are used so that a person can get specific and necessary results for their further effective use. Where does big data come from? From the Internet — data from social networks, blogs, media, forums, sites, the Internet of things. From archives and databases — corporate data, transactional business information. From all sorts of instruments and devices — readings from sensors, meters, recorders, for example, data from the meteorological service and cellular operators. Billions of devices are connected to the Internet today. It is expected that within a few years millions of new devices will be connected to the global network, which will generate several tens of millions of terabytes of data every day. Such figures should interest those young people who are looking for their own way in the field of information technology. It is obvious that in the near future, specialists who know how to work with Big Data will be in demand in the labor market. Abstract:
Introduction. The transition of the state to the digital economy is characterized by turbulence in the development processes of various industries and services. New economic and technological conditions require the creation and implementation of approaches to assist citizens in the development of new competencies in the digital economy, which is only possible if the architecture of the country's vocational education system is improved. From September 1, 2022, the Ministry of Education of Russia is launching an experimental program "Professionalitet", within the framework of which about 150 thousand students of secondary vocational education organizations will start studying, taking into account the requirements of leading industry enterprises. In addition, one of the initiatives of the "Professionalitet" involves the training of teaching staff who are able to carry out advanced training of qualified competitive personnel. Today, the issue of improving the content of training a master of industrial training, as a key figure in the vocational education system, is again becoming relevant. Therefore, the competence portrait of a master who meets the challenges of modern society and provides high-quality and effective training of personnel requires a significant update.Materials and Methods. The presented research is based on competence-based and personalityoriented approaches to vocational education. Modeling and analysis of domestic and foreign scientific literature and regulatory documents were chosen as research methods.Results. A competency-based model of a vocational training master format 2.0 is proposed, which includes universal (over-professional or soft-), methodical, organizational and managerial, research and digital competencies in new descriptors.Discussion and Conclusions. During the Panel discussion "Competence portrait of a vocational training master as the basis of the human resources of the Russian VET system" within the framework of the business program of the WorldSkills National Final, held in August 2021 in the city of Ufa, experts in the field of professional and vocational pedagogical education, as well as representatives of regional ministries that determine the policy in the field of education, have confirmed the importance of each of the highlighted block of competencies for the masters of industrial training of the future. However, the gap between the psychological, pedagogical and professional components in the content of Master 2.0 training is obvious. In this regard, the task of finding ways to overcome this gap in the design of educational programs that integrate the parallel formation of pedagogical skills through the prism of sectoral content becomes relevant today.
