Abstract:
Ulos as one of Indonesia's intangible cultural heritages is the fruit of thought and the result of high quality art as an ancestral heritage that must be preserved. The sacred value of ulos is a picture of the inner world of the Batak people. Each ulos has a meaning and purpose between the giver and recipient of ulos. The stipulation of ulos as an intangible cultural heritage of Indonesia is a new hope to move towards a world heritage. The purpose of writing this article is to describe ulos as a Batak cultural identity that has been established as an intangible cultural heritage of Indonesia accompanied by efforts to become a world heritage, in addition to increasing literacy about Ulos. The method used in this paper is descriptive method, by describing the existing phenomena and collecting literature study data. Under the auspices of UNESCO as the world organization that houses cultural heritage, every country is obliged to report and propose new cultural heritage to become world heritage on a regular basis. With this step, Ulos under the auspices of the Aceh BPNB (Cultural Value Conservation Center) continues to strive and strive to be registered in accordance with the requirements of a cultural heritage to become a world heritage.

Abstract:
The analysis and global comparison of World Natural Heritage values are important for the assessment of World Natural Heritage and are relevant for the sustainable development of the nominated potential areas. Pamir Plateau, known as the “Spring Ridge”, with the world’s largest mountain junction—Pamir mountain junction—is known as the ancestor of mountains and the source of rivers. The nominated Karakorum-Pamir site was inscribed on the World Heritage Tentative List in 2010. In this paper, the characteristics of heritage resources in two areas of the Karakoram-Pamir heritage potential area are systematically analyzed according to the standard of Outstanding Universal Value (OUV) of world heritage by comprehensive analysis and geographical comparison. It puts forward that the aesthetics, geology, and biological ecology of this region are of global outstanding universal value. It is concluded that the Karakoram-Pamir Heritage Potential area meets the criteria of world natural Heritage (VII), (VIII), and (X). By comparing with 15 large mountain heritages listed in the World Heritage list, it is concluded that the Karakoram-Pamir area in Xinjiang has an OUV of world heritage and a potential of declaring world natural heritage. This study lays a scientific foundation for the declaration of Xinjiang Karakoram-Pamir as a World Heritage site.

Abstract:
The purpose of this study is to explore the value of Koryo Theart as a World Cultural Heritage Site by examining the value of Koryo Theart in Kazakhstan as a heritage and analyzing the suitability of listing it as a cultural heritage according to the World Heritage Evaluation Standards. To this end, the concept, type and the standards of world cultural heritage were confi rmed. In addition, the cultural heritage of Kazakhstan, which has already been registered, and the criteria for its registration were confi rmed. Next, in order to reveal the cultural value of Koryo Theart, the history of Koryo Theart, the relationship between Koryo Theart and Koryoin, and the role of Koryo Theart that continues to this day were examined. In addition, the World Heritage value of Koryo Theart was analyzed based on the criteria for listing cultural heritages similar to Koryo Theart. Considering the historical value of the suppression of minorities and the history of fairy tale policies, starting with the role of the Koryo Theart and the active migration policy, the Koryo Theart has cultural heritage value. The criterion for judgment is “bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared” and “be directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal signifi cance”.

The communities involved are namely: AMBO (Asosiasi Masyarakat Bangun Oudestad), Oen Semarang Foundation, Monod Diephuis, dan KPS (Komunitas Pegiat Sejarah). The result of this research shows that these communities have the great involvements in developing Semarang Old City to welcome its status as a world heritage.

Abstract:
This article introduces the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) new thematic initiative ‘Astronomy & World Heritage’ to the broader cultural astronomy community. UNESCO recognized two features of the World Heritage List (WHL) that this new initiative seeks to address: 1) very few sites have a connection to science, and 2) most of the sites are located in Europe. This new initiative specifically focuses on cultural sites related to astronomy. Four new sub-criteria were established for the Initiative in addition to the established traditional criteria leading to ‘natural’ or ‘cultural’ property designations. The first part of this paper describes this new initiative and the new sub-criteria. With these multiple layers of criteria, I address whether the goal of diversifying the WHL can be met under this new initiative by looking at the possibility of identifying sites on the African continent where most astronomy is foundamong local people rather than astronomers. The stakeholders in this initiative are 1) UNESCO, 2) nation states and their representatives called States Parties, 3) astronomers, 4) social scientists, and 5) people living in or near potential properties. I conclude that African sites do exist that appear to fit all the criteria, however identifying sites is only the first step in the long process that ends with entry on the World Heritage List. Surprisingly, very little has been done for United States sites. The initiative appears to be hampered in the USA because of 1) the many USA specific steps to nomination, 2) the concern among astronomers that heritage preservation will interfere with cutting edge science, and because 3) preservation projects of more importance to astronomers have been given priority. This UNESCO Initiative will continue into the future, however, the goal of having the first properties inscribed by 2009 for the International Year of Astronomy proved to be unlikely for either Africa or the United States.

Abstract:
This review of articles follows the methodology of H. Snyder (2019) and based on a study that was a collection, analysis and comparison of relevant publications in the field of UNESCO cultural heritage studies over the past five years by quantitative methods in the Web of Science and Scopus repositories. The scientometric analysis made by means of the VOSviewer_1.6.16_ exe CitNetExplorer_1.0.0_exe programs made it possible to distinguish the most relevant and cited articles in a vast array of publications the most relevant and cited articles, verified by the scientific community, focused the attention of scientists on semantic “nodes”, that is, values that guide social practices. The undertaken study shows that the concepts of UNESCO heritage, and identity in connection with heritage, are not limited to the traditional framework of ethnos and governance, but include a wide range of social, natural and personal conditions, the study of which is of great theoretical and practical significance. The study of the actors involved, including natural and technical non-humans, makes it possible to take more effective conservation policies in the context of natural and environmental changes, world heritage management policies, identity policies in relation to place and heritage, reduce the distance between the “managers” of heritage and those for whom it is being managed, residents close to the heritage, civil society representatives who identify with the groups re-gathering around the heritage.

Abstract Despite growing recognition of the global value of underwater cultural heritage (uch), along with intensified international efforts to ensure its protection, the possibility of its inscription on the World Heritage List has never been comprehensively examined. Arguing that the unesco 2001 Convention on the Protection of Underwater Cultural Heritage (uch Convention) is insufficient alone to protect globally outstanding wrecks, such as the Titanic and the Lusitania, this article examines in detail the many legal and practical challenges involved with listing such sites under the World Heritage Convention. By reviewing key international agreements such as the uch Convention, World Heritage Convention, Law of the Sea Convention and the International Titanic Agreement, it draws the conclusion that it is the improved offshore management of uch—through ‘cultural’ marine protected areas operating under the framework of the uch Convention—which would open the possibility of nomination to the World Heritage List.

Cultural heritage is constructed from the intrinsic relationship between three fundamentals: society; tangible cultural heritage (TCH); and intangible cultural heritage (ICH). To sustain, cultural heritage relies on the social behaviour of society. Thus, reflecting fragility of heritage. Hence, this paper attempts to discourse the society’s behaviour towards ICH. Exploratory case study was employed by adapting five social behaviour related-criterions required by UNESCO. The data was analysed using two techniques: (1) simple statistical; and (2) thematic.
