Abstract:
This study aims to understand and explain World Bank&rsquo
s changing approach to poverty since 1990. Established as a development institution and as one of the leading members of development community, the World Bank has nearly turned out to be a poverty alleviation institution especially from late 1990s on. This change is a reflection of a process in which the Bank shapes its approach to poverty not only in accordance with its own goals but also in the framework of what happens in wider social, economic and political spheres of which the Bank is a part as a subject that both shapes and is shaped by them to a certain extent. Consequently, a remarkable change is observed in the Bank&rsquo
s approach, and this process of change is investigated in this study in two sub-periods that are characterized by ruptures in continuity. The first period more or less between 1990 and 1997 is characterized by the Bank&rsquo
s neoliberal approach to poverty, which mainly assumes poverty as a complementary element of structural adjustment programs in countries they are implemented. The second period from 1997 up to present is characterized, on the other hand, by a &ldquo
third way&rdquo
approach to poverty which mainly assumes poverty-as-social-exclusion as an indispensable central element of a renewed hegemonic project. In this study, the traces of these ruptures and the continuity in the Bank&rsquo
s approach are followed through their reflections on Turkey by making a close reading of the Bank&rsquo
s documents about poverty in Turkey.

Abstract:
A study is presented on ship-bank interaction effects in which viscous-flow solvers are used to predict the hydrodynamic forces and moments on the ship. The ship under consideration is the KRISO Very Large Crude Carrier (KVLCC2). For this hull form, Flanders Hydraulics Research (FHR) has conducted shallow water model tests in their towing tank equipped with surface-piercing banks and a vertical quay wall. The forces and moments on the KVLCC2 model were obtained for various water depths and lateral distances to the banks. Additionally, the wave elevation was measured between the quay wall and the ship model. In this study, two different CFD codes are used to predict the loads on the KVLCC2 as a function of the water depth and position in the channel. The effect of propeller suction and free surface modelling on the results is quantified. Furthermore, results are compared with potential flow computations to highlight the benefits of each approach. Additionally, comparisons will be made with CFD results from literature. The paper will show that with careful setup of the computations, reliable predictions of the ship-bank interaction effects can be obtained.

The procedural standard “Environmental Assessment” and the qualitative standards of the World Bank (International Bank for Reconstruction and Development) have gained additional significance in the environmental risk analysis of multilateral banks since they were compiled into the system of “Safeguard Policies” in 1998. Their position in international lending was further consolidated by the strict application of the Safeguard Policies in the EIA for the Chad-Cameroon pipeline project which was approved in June 2000 by the Board of the World Bank. Finally, the largest internationally active commercial banks (e.g. WESTLB [Germany] CITIBANK [USA]) in 2003 voluntarily committed themselves to compliance with the World Bank standards in major projects. The “test project” for compliance with this voluntary standard is the Baku-Tiblisi-Ceyhan oil pipeline, which is being financed by both multilateral and commercial banks. The presentation concentrates on the application of the Safeguard Policies in pipeline projects during the planning and implementation phases. Using the example of the the Baku-Tiblisi-Ceyhan oil pipeline, the requirements established under Operational Directive (OP) 4.01 Environmental Assessment are discussed on the basis of selected criteria, and certain developments in the area of “best practice” are demonstrated. A further main focus of the presentation is the discussion over recent tendencies in the application of the Safeguard Policies and the demand of further developments and research.

Financial Intermediary Funds (FIFs) are a type of trust fund that provide large-scale funding for broad, coordinated interventions that are typically focused on specific themes (see section 5) and aimed at achieving Global Public Goods (GPGs). FIFs provide the global development community with multilateral platforms that are independently governed (see section 3) and support multiple implementing entities. FIFs add unique value and strength to the development finance toolkit – especially when there is a global call for collective action for a GPG requiring large-scale additional pooled funds; closely coordinated decision-making; joint implementation at scale across a significant number of multilateral organisations, when no existing instrument can fulfil these functions (World Bank, 2019a).

International financial institutions (IFIs) and multilateral development banks have been playing a vital role in the response, recovery and ‘build back anew’ agenda from the COVID-19 pandemic. This is especially true of the World Bank Group (WBG), given its high volumes of committed investments across sectors, especially in low-income and vulnerable countries. This report presents, through case studies, how care-responsive the World Bank’s COVID-19-related investments have been in four member countries: Bangladesh, Cambodia, Nepal and the Philippines. It does so by using the Care Principles and Care-Responsive Barometer for IFIs to assess the nature of the WBG’s post-COVID recovery investments in these select countries, and by building evidence through a gender- and care-responsive budget review. The foundation for care inclusion has already been laid in WBG policy. The report uses this as an entry point to urge it to bring women’s unpaid, underpaid and paid work to the centre of the IFI agenda in order to move towards rebuilding a more gender-just and equal future.

Up to World War II the Bank of Portugal (BoP) was far from possessing the features normally associated with a central bank. It was still a commercial bank, although one that had acquired some central bank functions. The World War II period was decisive to change this ambiguity. The change was mostly caused by an unusually large influx of international means of payment (gold and foreign exchange) as a consequence of Portuguese neutrality during the war, which allowed the BoP to transform its balance sheet structure: the BoP became the institution centralising commercial banks’ reserves. However, all of this happened during a very disturbing period for the BoP. The BoP had been reformed to function as the manager of the escudo in the gold-exchange standard. But just a few months after the reform, the gold-exchange standard collapsed. The BoP adapted quickly to the new environment of discretion, Government interference, and nationalism. It did it so, however, in a relatively original way: it followed the trend but kept at the same time certain features of a central bank still committed to gold standard principles. This was visible during both the World War II and Post-War periods.

This paper formed part of a Conference "Mercosur: In Search of a New Agenda"; held in the Getulio Vargas Foundation in Rio de Janeiro in June 2003. The purpose of the Conference was to was to examine future directions for Mercosur in light of emerging political dynamics pointing to renewed interest in deepening the initiative after a turbulent 1999-2002. The papers and the conference were supported by the Integration and Regional Programs Department of the Inter-American Development Bank through its Special Initiative on Trade and Integration. The Department is grateful for the collaboration of the Foundation and in particular to Professor Renato Flores. Mr. García Pelufo¿s thesis states that Mercosur will recover under stable conditions simply because its originating reasons and motivations are still current. In view of similar regional and global conditions it is to be expected that the Southern Cone countries will generate the same responses from the previous decade vis à vis similar facts. However, the trauma of recession will leave its consequences. It will probably stimulate the reformulation of an integration model that will contemplate the need to coordinate Mercosur international insertion on a compatible basis, and will take into account the size asymmetry among Mercosur members and the fact that the larger country lacks a currency solid enough to become the reference for the bloc.
