Provisions of the labor legislation were updated by the right of the employer for creation of works councils. The research of structures of non-trade union workers’ representation has special importance for Russian labour law scholarship. This is mostly so because of low efficiency of trade union representation in Russia that is still structurally influenced by centrally-planned economy’ traditions. System of works councils is a fairly complicated institution of labor law, as their activities are closely linked not only to the organization of labor, but also to the economy as well as the sociological aspects of human resource management. The multidimensional inwardness of works councils attached to this institution of labor law special significance, as consequence of their functioning must become strengthening of social dialogue at the level of the organizations and the separated structural divisions, while setting a consensus not only between the parties opposing interests in relation to a particular issue, but also creating a foundation for continuing cooperation in a spirit of cooperation. Creation of works councils is seeking to reinforce social solidarity, more equitable distribution of income between different social classes and sections of the population, increase employees’ interest in the affairs of the company. As part of the dynamic development of social and labor relations non-trade union workers’ representation becomes a key element in the development processes of industrial democracy, having a basis of workers’ participation in administrative decisions in the enterprise, directly affecting their interests, which allows the use of flexible forms of management of the organization, by providing workers the right to information and consultation.

Abstract:
Constructing a new building or any other civil engineering project from scratch is a challenge for the construction industry as novelty designs may be produced by designers but they are often constructed by low skilled labor on site. The unique and sometimes complex nature of the construction sector arises because a large number of different professional groups have different interests and requirements, which often conflict with one another. In principle, each construction company aims to construct a project without any defects from the very first activity on site right up to final completion. This aim is almost impossible to achieve throughout the entire construction duration because of many factors, including: low skilled labor, difficult site conditions, and incomplete designs, varying quality cultures in each company, poor communication and poor management. Therefore, construction defects are things which we can assume to have occurred on the site. Defects occurring during the construction process are sometimes costly and preventable mistakes. Research has shown that correcting defective components that are identified late in the construction process or during the maintenance period accounts for approximately 15% of the total construction costs. This paper presents a case study of the defects that occurred during a motorway construction project as a consequence of poor workmanship by an untrained workforce and it aims to raise awareness of the need for on-the-job training for quality managers in order to minimize defective works and reduce the project costs spent on correcting them. It also identifies the various factors that cause construction defects and suggests measures that can be taken to reduce them.

Abstract:
The management of the technical condition of the machine and tractor fleet, in order to ensure its sufficient performance and serviceability, is proposed to be implemented on the basis of a scientifically based system for the repair of automotive equipment (AT). The production capabilities of the repair body, which is part of the maintenance and repair (M&R) system of the enterprise, for the restoration of failed equipment are determined by theoretical calculation in such a way that the repair body is able to repair faulty equipment as soon as possible and in full. The method of the theory of queuing, which details the calculation of the criteria for the repair system of an enterprise, is proposed. Two methods for calculating the labor intensity of repair work during the restoration of AT, which make it possible to determine the necessary performance of the repair body in order to provide a given coefficient of technical readiness of the enterprise's fleet of vehicles, are considered. The joint implementation of the developed methods will expand the capabilities of the enterprise repair system, for the timely restoration of AT, depending on the number of failed AT, as well as develop theoretical foundations and practical recommendations that will provide the management of enterprises and their repair bodies with the ability to solve various problems. They will allow, according to the data on the failed equipment, to determine the required number and composition of repair teams, the data on which will make it possible to determine the capabilities of the repair body to restore equipment for various periods of time. Based on the data on the number of repair teams, their composition, and the existing failure of equipment, it is supposed to determine the time during which it will be restored. Based on the data on the number of equipment to be repaired and the desired duration of the work, it is supposed to determine the required number and composition of repair teams for its restoration; optimal conditions when it is rational to transport equipment to a repair body, or, conversely, a repair team to the parking lot of a failed sample; determine the composition of the technical means required for the repair work.

Abstract:
This study is a critique of the work of renowned Japanese animation director Hayao Miyazaki, specifically the recurring motif of child labor in his works. First, the recurring images of labor in his works are conceptualized as motifs in the narrative sense. In particular, it is noted that motifs are typically constructed through the repetition of key acts, which combine with each other to form and reinforce themes, and serve as the central core of a plot, the principle that forms the constitutive events. In other words, the labor motif is a principle of narrative organization. Analytic frame is suggested by drawing on Aristotle's theory of character and the theory of agency, the ability of an entity to cause an event. Applying this frame to Hayao's early works, Kiki the Witch Courier and Spirited Away, child labor motif in terms of the self-creative agency in agency theory and the plot-intensive motif of motif theory are analyzed. Through this analysis, it is clear that the labor motif is not only the attraction of the characters in Hayao's works, but also the core and driving principle of the narrative. Finally, as the philosophical origin of the labor motif, Hayao's view of labor is interpreted by using utopian views of labor, such as Fourier's, which are often found in early socialist discussions, as a framework for interpretation.

The article investigates the ways and means of improving and perfecting the state of labor protection at transport enterprises of Ukraine through the implementation of international standards for risk management and occupational safety. A detailed analysis of international standards for occupational safety, and their main benefits that improve the health and safety of enterprises. The object of research is international standards on occupational safety and risk management. The purpose of the work is to analyze the implementation and use of international standards on occupational safety and risk management at Ukrainian transport enterprises. Research methods - analytical. Quality management of labor protection at enterprises is one of the priority areas of transport enterprises in order to reduce occupational injuries and improve working conditions. In order to effectively manage labor protection in transport enterprises, the authors of the article propose the introduction of international standards in the field of occupational safety and risk management in Ukraine. Examining the chosen topic, it was found that in many works that devoted to the application of international standards on occupational safety was not a generalization of all regulations and standards on labor protection and risk management in the enterprise. The main directions for the implementation of international standards for occupational safety and risk management in transport enterprises of Ukraine are proposed. The results of research can be recommended for implementation in the management system of labor protection at transport enterprises of Ukraine. Portland, Maine had a traditional bargaining relationship. It now has one of the most complete programs of service-focused labor management cooperation of any place in the country. A broad range of city services, including an emerging effort in public safety are now run this way, with workers and their union leaders, managers and elected officials all benefitting from and praising the new relationship. Portland made this radical transformation without a crisis of fiscal pressure. New leadership in the city manager's office and responsive leadership in key bargaining units led to an experiment on the building of Hadlock Field. A partnership between the department head and the president of the AFSCME local led the project. Instead of contracting out to meet a short deadline and employ skills that didn't seem to exist, the parties worked out a special set of arrangements and via cross-training, teamwork and dedication completed the stadium in seven months, millions under the expected budget. From the pride and satisfaction of this joint effort, Portland, AFSCME and other key units worked to create a new participative relationship across the full range of city services. The effort has produced major cost savings and service improvements, has strengthened both the management and the union and has produced a far less adversarial bargaining relationship. In one innovation, separate services were split up and reorganized into district teams, providing customer-oriented public works services in areas that match city council districts. Cross training and new responsibilities have resulted in new opportunities and pay raises, yet have saved time and money. The piece, co-authored by union and management leaders from Portland, illustrates the breadth and depth of what they have achieved without a crisis as the initiating factor.

The level of profitability of innovative products depends on the correct determination and justification of the labor intensity of innovative works. The purpose of the study is to substantiate the methodological approach to determining the labor intensity of innovative work at the enterprise. The following research methods were used in the study: grouping and systematization; logical generalization and comparison; analysis and synthesis.The sequence of determining the labor intensity for rationing of innovative work is proposed. Generalization of existing methods, approaches, and tools for determining labor intensity allowed to substantiate the conceptual basis for determining the labor intensity of innovative work at the enterprise regarding the features of calculating the labor intensity of innovative work for each group of rationing methods; substantiation of recommendations for determining the labor intensity depending on the method of rationing of innovative work and determining the labor intensity on separate stages of the innovation process and management work.The proposed approach for determining the labor intensity of innovative work at the enterprise is based on the justification of the content of stages and steps of the innovation process; and on the suggested classification of labor operations into creative and inventive operations, creative and managerial operations, and routine operations. The key role in the proposed approach is given to determining the conformity of rationing methods to the scopes of works to the stages of the innovation process, which is realized with the matrix for choosing methods for determining labor intensity.The introduction of theoretical and methodological principles and practical recommendations for determining the labor intensity of innovative work at the enterprise allows to differentiate stages and types of work. In response to the prospect of service contracting and the privatization initiatives in the City of Indianapolis, a unique partnership has evolved between labor and management that encourages both cooperation and competition between city departments and their represented employees with outside private contractors. A conceptual model was utilized to analyze the Indianapolis partnership with respect to five developmental stages of collaboration. Empirical data were collected from a questionnaire given to all employees within the Department of Public Works. These data were assessed using multivariate regression and logit analyses, and combined with insights drawn from interviews with labor and management. The results from the multivariate regression indicated that 88% of the variation in the perceived success of the Indianapolis partnership could be explained by the five stages of the conceptual model. Moreover, the regression results, when coupled with the results of the logit analyses, identified a number of critical antecedents for successful service contracting in the form of labor-management partnerships.

The article outlines provisions for the establishment of a road works cost management system throughout all stages of project development and implementation. Such a system can be established by accurately determining the complete and actual cost structure of production and subsequently monitoring its adherence during the execution of labor processes that shape the project. It is recommended to ascertain the actual production cost structure using the principles of what is known as direct costing, where calculations are based on information related to the labor processes organization. Information concerning the real planned cost structure of production and the recording of actual costs of its components is conducted within the framework of the method for determining production costs and the existing accounting and reporting system. Based on a further analysis of data regarding planned and actual costs for each cost component, management decision-making procedures are implemented to adjust the development and implementation of labor processes with the goal of achieving a high-quality and loss-free project execution.

Abstract As works councils’ information, consultation and co-determination rights affect the decision process of the management, works councils play a key role in the implementation of digital technologies in establishments. However, previous research focuses on the potential of digital technologies to substitute for labor and its impact on labor market outcomes of workers. This paper adds the role of industrial relations to the existing literature by analyzing the impact of works councils on the implementation of digital technologies. Theoretically, the role of works councils in the digital transformation is ambiguous. Using establishment data from the IAB Establishment Survey of 2016 combined with individual employee data from the Federal Employment Agency and occupational level data about the physical job exposure, empirical evidence indicates an ambivalent position of works councils towards digital technologies. The sole existence of works councils is associated with statistically significant lower equipment levels with digital technologies. However, works councils seem to foster the equipment with digital technologies in those establishments, which employ a high share of workers who are conducting physical demanding job activities. Thus, this study highlights the importance of establishment-level workforce representation for the digital adoption process within Germany.

The life cycle of buildings includes the labor costs of all categories of management and construction personnel involved in construction from the beginning of preparatory work to the commissioning of the facility. Additionally included here are the costs of developing project documentation. Qualitatively developed project documentation leads to a positive result of construction activity. The price of design works is determined based on the following costs: personnel labor costs, insurance payments, expenses for all types of repairs, material costs, maintenance of buildings and/or rent, taxes and fees. A competent assessment of labor costs and their systematization will help to identify promising segments of labor cost optimization that most significantly affect the reduction of total labor costs.

Two levels of the estimation of labor productivity reserves are considered: for lower-level (secondary) subdivisions and a construction enterprise. For secondary subdivisions it is recommended to implement the full-scale approach through interconnected single-factor, multifactor and predictable methods. The ground of these methods is based on corre-lation-regressive models of changes in natural output by types of construc-tion and installation works. For the construction enterprise, the authors have allocated groups of factors that determine the average annual output per worker-production of contract works, their structure, production assets and circulating assets, labor, prime cost and operational management. The foregoing provisions are illustrated by examples based on a large body of statistical information from construction practice.

I contend that James's social economy hinges on affective labor, a range of both paid and unpaid exchanges that involve emotional management and situate his characters in relationships of proximity, intimacy, and knowledge. By juxtaposing spaces of waged and unwaged affective labor in The Wings of the Dove and In the Cage , James reveals how it simultaneously facilitates the operation of a capitalist system and enacts a form of resistance.

We show that most managers responsible for European Works Councils do not comply with the information and consultation requirements stipulated in legislation, and cite stock market regulations as the principal reason for non-compliance. Compared to employee representatives, managers also downplay the importance of articulation between European Works Councils and national institutions of labour representation, using them to achieve managerial objectives. We thus illustrate the ‘malleability’ of European Works Councils and argue that further regulatory intervention is required if they are to function as information and consultation institutions as originally intended by EU policy makers.

Labor productivity determines the level and quality of life of society. The technical and technological level of production determines the level of labor productivity in the country. Therefore, the purpose of the article is to substantiate the basic theoretical principles and practical recommendations for intensification of investment and innovation activity. The object of research is the processes of the intensification of the investment and innovation activity in the system of ensuring of productivity growth. The theoretical and methodological basis of the research is the scientific works of domestic and foreign authors on labor productivity and ways of its increasing. As a result of the research, the level and dynamics of labor productivity in the countries of the world have been analyzed. The level of labor productivity in Ukraine in comparison with other countries has been determined. The introduction of innovations has been determined among the key factors in the growth of labor productivity. Therefore, the strategy of the investment and innovation development has been proposed. The basic principles of effective implementation of the investment-innovation strategy and the state investment-innovation policy for ensuring labor productivity growth have been substantiated. In order to achieve the goals of state investment and innovation policy and obtain the results on the growth of labor productivity, the priorities of allocation of public finance, as well as measures to enhance the development of venture capital and to stimulate the production of high-tech production have been proposed. The combination of changes from the implementation of the investment and innovation strategy, the state investment and innovation policy will result in the growth of labor productivity, ensure the competitiveness of the economy and sustainable socio-economic development of Ukraine.

In the current time, the immense growth in population creates unhygienic environment for the citizen of a society with respect to waste generation. This rapid generation of waste leads to various infectious diseases in the environment. As followed by the traditional municipal system, in our surroundings, we can see over flooding of solid waste in the garbage bins. Solid waste management is a pivotal aspect in traditional systems and it is becoming dangerous in most populated areas. Arduous labor works and costs are required to manage and monitor garbage bins in real time. To maintain the cleanliness of a city and for real-time monitoring of trash bins, a smart bin mechanism (SBM) for smart cities is proposed in this paper, which is based on Artificial Intelligent of Things (AIoT). The SBM works on the 3R concept, that is, Reduce, Recycle, and Reuse. The SBM has the access to get real-time information about each bin and avoid overloading of these bins. The proposed framework reduces the labor cost and saves time and energy of the system. It also reduces the rate of disease infections by keeping the cities clean. Fuzzy logic is used for decision-making in selecting appropriate locations in the cities to install trash bins. The framework is implemented in the multiagent modeling environment, that is, NetLogo.

Abstract:
The article examines the issue of the use of labor resources in the context of land resource management of agrarian enterprises. Such indicators as the number of the population, the share of the rural population, the share of labor resources employed in agricultural production, the share of the able-bodied rural population, the area of agricultural land per person employed in agricultural production, as well as the volume of production of agricultural products per person employed in agricultural production were analyzed. Thus, during 2010-2021, the working capacity ratio of the rural population decreased slightly, from 0.59 to 0.58, which indicates that the labor potential in rural areas is not high enough. The coefficient of utilization of labor resources in 2011 was only 0.22, which indicates that in rural areas only every fourth resident is engaged in labor activities or works outside of agriculture. The load on one able-bodied person is increasing. Both the general level of economic activity of the rural population and the level of economic activity of the able-bodied population are decreasing. The number of people employed in agriculture is decreasing every year. Thus, in 2010, the number of people working in rural areas was 2870.6 thousand, in 2019 - 3010.4 thousand, and in 2021 - only 2692.7 thousand. The level of unemployment in rural areas is much higher than in the city, which is due to the limited number of vacancies and their specific characteristics. However, a significant reduction in the number of people employed in agricultural production did not have a positive effect on the dynamics of labor productivity in general in the country, since the labor force from this industry sector was displaced to personal auxiliary farms where manual labor is used mostly and, therefore, a lower level of the labor productivity is observed. The main trends in the dynamics of indicators of the working capacity ratio of the rural population, the ratio of the use of labor resources, the level of economic activity of the rural population, etc. have been determined. It is established that the level of unemployment in rural areas is significantly higher than in the city, which is due to the limited number of vacancies and their specific characteristics.

Background and Purpose: Labor pain is unpleasant and frightening experience for birth mother. In addition, labor pain cause exhaustion and childbirth trauma.Birthing ball, pelvic rocking, and endorphin (B.P.E) massage are emerging as non-pharmacology methods of pain management in labor. The aimed of this study was to investigate the effect of package of BPE on labour pain during the first stage of labor. Method: This study was quasi-experiment. Total numbers of samples were 23 mothers who were in the first stage of labor. Samples were selected by using quota sampling technique. Instrument of this study was numeric rating scale (NRS). Result: Data analysis by using paired sample t-test revealed that there were significantly different between before and after the intervention of BPE on labour pain during the first stage of labor in this study (p <0.01). Conclusion and recommendation: This study showed that BPE is effective as non-pharmacology methods on pain relieve of first stage of labor. Further study need to investigate other variables such as anxiety of birth mother. Key Words: labor pain, package of birth ball, pelvic rocking, and endorphin massage(BPE), labor process.

The World Health Organization (WHO) has recommended Partograph as a labor management tool due to its impact in reducing obstetric labor complications and maternal deaths over the years. This labor management tool is inexpensive and appropriate for use in low-resource settings, particularly in developing countries. Despite the fact that many African countries, including Ethiopia, Kenya, and Nigeria, have adopted the Partograph in labor management, there is little information on midwives' knowledge on the use of the tool in labor management. Understanding of how to use a Partograph is essential for reducing complications and maternal deaths. The purpose of this study was to determine midwives' knowledge on using the Partograph in labor management. The study adopted a cross sectional survey design. 45 midwives were randomly selected from 16 public health facilities in Tharaka Nithi County. Questionnaires were used to collect data. Focused Group Discussions were also conducted with 77 postnatal mothers who gave birth in the 16 health facilities. The collected data was analyzed using descriptive statistics (means, frequencies, and percentages) and Chi-Square tests. Thematic analysis was used to examine qualitative data. Results showed that 74% of midwives had used Partograph in labor monitoring, while 26% had never used the tool. 60% of the midwives had received Partograph training. Despite not having been trained, some midwives were using the Partograph. Findings revealed inconsistencies in the use of Partograph in labor management. A large proportion of midwives deviated from the WHO's recommended use of Partograph in the first stage of labor. The study recommended that the Tharaka Nithi County government, through the Ministry of Health, invest in Partograph utilization in-service training programs to provide nurses and midwives working in the maternity wing the necessary knowledge and skills for proper Partograph utilization. There is also a need for policy changes in institutions to ensure that nurses use of the Partograph as a strategy for reducing maternal mortality rates, improving motherhood, and labor management in the County. Статья является первым опытом анализа интеллектуального наследия осетинского просветителя Сослана (Вано) Темирханова (1881-1925 гг.), включающее разножанровые произведения – рассказы, стихи, эссе, фольклорные и этнографические публикации, исторический труд «Иры истори». Исследуется важный аспект его творчества – воззрения на роль труда и хозяйственного созидания для успешного развития пореформенной Осетии. Эту проблему просветитель рассматривает сквозь призму тысячелетней этнической истории, полной войн, миграций, демографических катастроф. Блестящее начало осетинской культурной истории – культура эпохи конца бронзового и начала железного века (кобанская археологическая культура) – демонстрировала совершенство и красоту форм. Причина такого культурного взлета – культ труда, характерный для древнеиранской мифологии и культуры вообще. Приход на Северный Кавказ ираноязычных номадов – скифов, сарматов, алан (второго компонента осетинского этногенеза) – повел к изменению культуры, где стали превалировать воинские ценности и добродетели. Залогом успеха модернизации Осетии, по мнению С. Темирханова, должна стать актуализация в общественном сознании Осетии той части древней мифологии, которая несет культ труда и хозяйственного творчества – эпических сказаний, «побуждающих к прогрессу». Необходимо отметить попытку автора выстроить целостную историю Осетии, связав воедино различные компоненты этногенеза, подчеркнуть глубину исторической перспективы осетинского этноса. Оригинальной является опора на мифологию в осмыслении исторического процесса. Творческое наследие просветителя подчинено решению основных проблем модернизации Осетии начала XX в. – обретение народом исторического самосознания и становление новой экономической реальности, опирающейся на духовно-культурную ценность труда и хозяйственного созидания. The article is the first attempt to analyze the intellectual heritage of the Ossetian educator Soslan (Vano) Temirkhanov (1881-1925), including works of different genres – stories, poems, essays, folklore and ethnographic publications, the historical work "Iry istori". An important aspect of his work is being explored – views on the role of labor and economic creation for the successful development of post-reform Ossetia. The educator considers this problem through the prism of a thousand-year ethnic history full of wars, migrations, demographic catastrophes. The brilliant beginning of the Ossetian cultural history - the culture of the era of the end of the Bronze Age and the beginning of the Iron Age (Koban archaeological culture) – demonstrated the perfection and beauty of forms. The reason for such a cultural upsurge is the cult of labor, characteristic of ancient Iranian mythology and culture in general. The arrival of Iranian-speaking nomads in the North Caucasus – Scythians, Sarmatians, Alans (the second component of the Ossetian ethnogenesis) – led to a change in culture, where military values and virtues began to prevail. The key to the success of the modernization of Ossetia, according to S. Temirkhanov, should be the actualization in the public consciousness of Ossetia of that part of ancient mythology that bears the cult of labor and economic creativity – epic tales that "encourage progress." It is necessary to note the attempt to build a coherent history of Ossetia, linking together the various components of ethnogenesis, to emphasize the depth of the historical perspective of the Ossetian ethnos. The original is the reliance on mythology in understanding the historical process. The creative heritage of the enlightener is subordinated to the solution of the main problems of the modernization of Ossetia at the beginning of the 20th century – the acquisition by the people of historical self-consciousness and the formation of a new economic reality based on spiritual and cultural value labor and economic creation

There are no developed specific tactics of labor management in patients with acute intestinal infections, therefore obstetricians and gynecologists have to use generally accepted standards of labor management in this group of patients, without having a clear idea of the frequency and nature of clinically relevant complications in childbirth. AIM: The aim of this study was to evaluate the course of labor in women with concomitant AIIs at full-term pregnancy. MATERIALS AND METHODS: We examined 120 patients aged 19 to 39 years, delivered in Clinical Infectious Disease Hospital named after S.P. Botkin, St. Petersburg in 2017-2019. The main group consisted of 60 women with concomitant acute intestinal infections who gave birth, and the comparison group comprised 60 conditionally healthy women. The spectrum of acute intestinal infection pathogens in pregnant women, the course of labor, complications during labor and the condition of newborns were evaluated. RESULTS: Women of the both study groups did not differ in the duration of labor and the anhydrous interval, the frequency of birth abnormalities, the volume of blood loss, and the frequency of maternal injury and complications in the postpartum period. The frequency of premature rupture of membranes, acute and chronic fetal hypoxia, and episiotomy was higher in patients of the main group. Asphyxia in the first minute after birth was also more common in newborns from women with concomitant acute intestinal infections. CONCLUSIONS: Acute intestinal infections may complicate the course of labor. Labor management in women with concomitant acute intestinal infections requires continuous monitoring of the condition of the fetus during labor and the provision of timely medical care to the newborn.

Purpose The concept of emotional labor refers to the management of emotions in interaction with customers. This study aims to suggest an integrative definition of emotional labor. It develops a conceptual framework that helps organize and synthesize key insights from the literature, in an interactional and multi-level perspective. Design/methodology/approach This integrated framework consists in a mapping of key research themes resulting from a systematic literature review, which includes research in sales and marketing. As critical affective processes in sales have not been studied sufficiently, both in business-to-business and business-to-customer selling, this review also incorporates works in other research fields. Findings Sales representatives’ emotional labor must be considered as a bi-directional interaction with the customer in a multi-level perspective. Moreover, emotional labor has rather negative consequences for the salesperson (e.g. burnout and job stress), but may have positive sales and customer outcomes. Findings suggest that the expression of genuine emotions should be used during sales interactions. In addition, organizations should prevent customers’ negative behaviors (e.g. mistreatment). Practical implications Emotional labor key practical implications with regard to several management functions such as the recruitment, performance management and training (Ashkanasy and Daus, 2002) of the sales representatives. Originality/value Research on emotional labor in a sales ecosystem is scarce. It has largely covered service industry employees in contact with customers, but has not paid enough attention to sales representatives (Mikeska et al., 2015). The proposed integrated framework concerning emotional labor focuses on the bi-directional interaction between the sales representatives and their customers.

Abstract:
The issues of strengthening labour discipline in the years of the New Economic Policy are the subject of this research. The author examines them in the unity of factory production process and macroeconomic circumstances of the period using the example of employee behaviour of the Tula Cartridge Works munition workers. The author states that during the first years of the new period, due to the pressure of unemployment and competition on the labour market, the labour discipline of the Tula cartridge makers was changing for the better. However, the increased labour turnover and the decline in workers’ skills created serious contradictions between different categories of workers at the workshop level. Together, they defended their measure of control over workplace behaviour by formally seeking protection from workers' organisations and informally by turning to implicit resistance practices. In the second half of the 1920s the labour discipline situation in the enterprise aggravated again. The general irritation of the workers was provoked by a worsening of cash and non-cash payments they got against the background of labour intensification campaigns. Under these conditions, the management team of this enterprise, like the leaders of labour collectives throughout the country, had to adhere to a compromise tack. Overall, in the author’s opinion, an acceptable level of labor discipline was achieved within the historical context of the New Economic Policy.

In developing the topic of ongoing research and already published works, the article reveals the peculiarity of ethno-social conflicts on the labor market in Russia (for example, Moscow). The state of ethno-social conflicts in the labor market is analyzed from the perspective of the socio-psychological paradigm of conflict management (L. Coser, C. Wright, K. Lorenz, A. Kharitonov and others). It is shown that the problem of interethnic tension is quite relevant for today's Russia.The article shows the attitude of the local population of Moscow towards labor migrants (positive and negative consequences of migration), their attitude to the dynamics of labor migration, and to cases of negative attitudes towards labor migrants. The frequency, causes, spheres of life in which the respondent was a direct participant, and how to resolve them are shown. Reasons that divide people of different nationalities. Abstract:
The article actualizes labor management in the context of considering the pedagogical system of stimulating parental labor. The author draws attention to the ways of correcting existing relationships in the family, forms, methods and means of raising children at the present time. The sources cited in this article reflect the current point of view on the problem under study. It is important in the article to consider the works of psychologists, in which models and styles of parental behavior, types of relationships, the formation of the foundations of parental behavior, psychological attitudes to parental work and pedagogical positions of parents were studied. The author claims that labor management is carried out with the help of economic, administrative-managerial and socio-psychological methods. The paper also proves the potential for widespread use by educational organizations of socio-psychological methods, in particular methods of support and encouragement. The purpose of the article is to identify and substantiate the pedagogical systems of stimulating parental labor available in theoretical and practical terms, as well as evaluating their activities. Methodology. The study was conducted on the basis of the theory of human resources with the use of activity, humanistic and culturological approaches and management methods: incentives (economic, administrative, managerial and socio-psychological). In conclusion, it is concluded that the use of methods of stimulating parental labor in the educational environment currently remains poorly understood, the development of a system of stimulating parental labor should be carried out taking into account the preferences of the parent community.

AbstractTaking the long view, this article analyzes how the expanding power of Egyptian elites, and the emergent commercial agriculture they sponsored, forever changed the rural labor practices of peasant cultivators and their relationships to environmental resources. From the Ottoman conquest of Egypt in 1517 until the second half of the eighteenth century, Egyptian farmers initiated and oversaw the construction and repair of small-scale irrigation and other infrastructural works in their local environments. They controlled how and when their labor was used. At the end of the eighteenth century, rural labor in Egypt dramatically changed. It became coerced, required the large-scale movement of peasant laborers, resulted in enormous environmental manipulation, and was often deadly. This article thus explains how forced labor, deleterious environmental exploitation, extractive economics, and population movements emerged at the end of the eighteenth century and how they have come to characterize the relationship between work and the environment in rural Egypt from that period until today.

Abstract:
Digital transformation has a significant impact on the labor market as a whole and on social and labor relations within each individual organization. This study examines the evolution of perspectives on the application of information technologies in the functioning of the organizational unit responsible for Human Resources. Study use a comprehensive chronological analysis of over 70 scientific works published from the 1970s to the present. Results indicate that an increase in the intensity of the influence of information technologies on the Human Resources, as well as on social-labor relationships. This influence has evolved, starting from the use of computers as a means of storing personnel information and the potential for remote working, and culminating in the global impact of modern information technologies on social-labor relationships and labor market – the emergence of new forms of employment, changes in the job management, the simultaneous creation of new jobs and the threat to many existing ones. Additionally, study introduces analysis of the evolution of perspectives on the ethical component of digitalizing labor relations and personnel policy.

The urgency of this problem conditioned by the demand of time because this is one of the main psychological factors of human resources’ effective work. The psychological safety of a person is conditioned by excluding the dangers in labor activity, which often expresses as psychosomatic manifestations. However, they are not often visible because of lack of the immediaterelationship between work and somatic manifestations. Numerous studies show the existence of the phenomenon. Management of labor was central to articulating and constructing U.S. colonialism in the southern Philippines. Governed by American military officers for fifteen years (1899–1914), the major island of Mindanao and those of the Sulu Archipelago became sites of intensive race management efforts. Colonial officials identified racialized Muslim and Lumad societies as out of step with the modern world of work and developed myriad programs to address this “problem,” including mandatory service on public works projects, carceral labor, industrial education, and directed markets. Unevenly applied and frequently contested, these initiatives generated a range of responses from local actors. The drive to create disciplined laborers through incentive, coercion, and violence shaped state building in the region and linked it to preoccupations with work and racial reform in other U.S. imperial possessions and the wider colonized world.

Objective: This scientific article aims to explore the importance of supervision and control as mechanisms for ensuring labor discipline. It analyzes existing scholarly views on the concept of labor discipline, offers a novel perspective, and discusses the theoretical approaches to understanding "supervision" and "control" in the context of labor discipline. Methods: The research is based on a comprehensive approach, employing logical-semantic analysis to uncover the essence of key concepts. It uses the analytical and documentary analysis methods to understand supervision, control, and labor discipline. The study is founded on legislative norms and previous works in labor law. Results: Labor discipline is defined as a system of legal norms that govern the behavior and obligations of employees, emphasizing conscientious work, adherence to legal requirements, and the protection of property and company secrets. The article outlines the role of labor discipline in ensuring stable and orderly social relations within the workplace and examines different scholarly interpretations of the concept. Conclusions: Labor discipline is crucial for maintaining an efficient work environment. Supervision and control are essential tools for enforcing labor discipline. Supervision focuses on ensuring compliance with labor laws and regulations, while control encompasses a broader range of activities, including intervening in the workplace to address deviations and violations promptly. Although these terms share similarities, they differ in nature, subject, methodology, and application. The article highlights the significance of supervision and control for employers and employees, serving to protect rights, interests, and maintain discipline in labor relations.

Abstract:
The purpose of the article is to reveal the influence of the state policy of economic restructuring and renewal on the allocation of labor resources in regions and cities of the country. The state policy has an impact on the allocation of labor resources, but causes, at times, conflicting effects. This is especially true during the economic restructuring and renewal period. As a scientific and methodological basis, the analysis of the economic structure and the four-factor shift-share analysis, adapted by the authors in earlier works, were used. The use of statistical data of 98 cities in five federal districts of Russia in 2009–2015 allowed the authors to reveal the ambiguous influence of the state policy of economic restructuring and renewal on the allocation of labor resources by regions and cities of the country. It has been confirmed that the restructuring and renewal policy of the Russian economy, as well as in other countries, is accompanied by changes in the allocation of labor resources. As a positive effect, it can be noted that economic restructuring and renewal contribute to a balance in the spatial allocation of labor resources. As negative effects of economic restructuring and renewal, the authors of the article note the inertial nature of the economic structure (the extractive sector retains a leading position in terms of employment indicators) and a reduction in the labor potential of peripheral cities, which does not correspond to the stated goals of the economic restructuring and renewal policy. It is shown that the city authorities are able to exert a greater influence on changes in the economic structure than it is generally assumed. The authors believe that the states implementing the restructuring and renewal policy should take into account changes in the allocation of labor resources by regions and cities in order to observe the balance in regions’ development and not to fall into a trap in which economic growth of regions attracting labor resources will be achieved at the expense of other regions.

The work is dedicated to the memory of Zoya Veniaminovna Moshkina, Doctor of Historical Sciences, a remarkable person, a teacher, a deep and demanding researcher of the history of political hard labor in Transbaikalia. For a long period of her activity in the field of science (about 30 years), about 100 scientific papers have been written, including a monograph, articles in journals reviewed by the Higher Attestation Commission, works on the results of participation in various All-Russian and regional conferences. Most of Zoya V. Moshkina’s scientific works are devoted to the history of political hard labor and exile in Transbaikalia (Nerchinsk penal servitude). Sudden death did not allow the scientist to create an updated systematic work on the history of penal servitude in Transbaikalia, which was planned for the near future. Systematization of the author’s works in various areas of research of the Nerchinsk political penal servitude, analysis of the problems and determination of the novelty of her research allow us to call Z.V. Moshkina a leading historian on the history of political penal servitude and exile in Transbaikalia. Zoya Moshkina’s scientific research was carried out at the junction of history, jurisprudence and psychology, it is not only regional in nature but also have all-Russian significance, since political hard labor in the second half of the XIXth century was mostly concentrated in the Nerchinsk mountain district in Transbaikalia. Zoya Moshkina’s works are a comprehensive study of the Nerchinsk political penal servitude (the organization of the management system of political convicts, the regulatory framework for the maintenance of this category of criminals, living conditions in penal servitude, the gender, age and social composition of political prisoners, the behavior of convicts in conditions of penal servitude, etc.). The works by Z. V. Moshkina reflect personal, historical-psychological, gender and sociological approaches relevant to modern historical science, the application of which in the history of political hard labor has made a significant scientific novelty. The problems of the Trans-Baikal historian’s research, new aspects of studying the problems of the Nerchinsk political penal servitude have become a scientific basis for a new generation of scientists.

Although managers of multinational companies have identified labor practices and regulations, access to skilled labor, and similar factors as important considerations in foreign direct investment decision-making, few studies have empirically examined the influence of industrial relations factors on foreign direct investment. Applying a transaction costs framework to U.S. Department of Commerce data published in 1992, the author examines the influence of several key industrial relations variables on U.S. foreign direct investment across nine industries and nineteen OECD-member countries. Across the countries studied, U.S. foreign direct investment was negatively affected by the presence of high levels of union penetration, centralized collective bargaining structures, stiff government restrictions on layoffs, and pervasive contract extension policies; it was positively affected by high levels of education and policies requiring works councils.

The article highlights the problems that arise in the management process, during the construction of buildings and structures. Operational management is an important part of a single planning system for construction production and has the following ultimate goals: the implementation of tasks for the commissioning of facilities; volume of construction and installation works; increasing labor productivity, etc. The function of operational management includes a continuous impact on the timely implementation of the work provided for in the plan. The stage of operational management includes operational planning and regulation, which includes control, accounting and decision-making. In the process of production, any management decisions related to the implementation of the project are reduced to the establishment of calendar modes of work. When making plans for a long period, it is impossible to take into account all the factors that may arise in the period immediately preceding the start of work. As we approach the planned deadlines, awareness of the specific situation is constantly growing. In modern conditions, in the absence of permanent labor collectives in construction organizations, to the previously defined functions of operational planning should be added the function of providing construction with skilled labor. Creating a network of operational management in accordance with the production program of the construction organization, its structure, possible customer requirements, with the use of modern software packages to significantly improve the quality of operational management in construction. Changes in the process of operational management of construction production should be aimed primarily at eliminating backlogs in the implementation of weekly and daily work schedules. To do this, depending on the causes of the backlog, measures are taken to speed up the work, introduce additional changes, eliminate interruptions in the material support of the work and other measures.
