Provisions of the labor legislation were updated by the right of the employer for creation of works councils. The research of structures of non-trade union workers’ representation has special importance for Russian labour law scholarship. This is mostly so because of low efficiency of trade union representation in Russia that is still structurally influenced by centrally-planned economy’ traditions. System of works councils is a fairly complicated institution of labor law, as their activities are closely linked not only to the organization of labor, but also to the economy as well as the sociological aspects of human resource management. The multidimensional inwardness of works councils attached to this institution of labor law special significance, as consequence of their functioning must become strengthening of social dialogue at the level of the organizations and the separated structural divisions, while setting a consensus not only between the parties opposing interests in relation to a particular issue, but also creating a foundation for continuing cooperation in a spirit of cooperation. Creation of works councils is seeking to reinforce social solidarity, more equitable distribution of income between different social classes and sections of the population, increase employees’ interest in the affairs of the company. As part of the dynamic development of social and labor relations non-trade union workers’ representation becomes a key element in the development processes of industrial democracy, having a basis of workers’ participation in administrative decisions in the enterprise, directly affecting their interests, which allows the use of flexible forms of management of the organization, by providing workers the right to information and consultation.

Abstract:
Constructing a new building or any other civil engineering project from scratch is a challenge for the construction industry as novelty designs may be produced by designers but they are often constructed by low skilled labor on site. The unique and sometimes complex nature of the construction sector arises because a large number of different professional groups have different interests and requirements, which often conflict with one another. In principle, each construction company aims to construct a project without any defects from the very first activity on site right up to final completion. This aim is almost impossible to achieve throughout the entire construction duration because of many factors, including: low skilled labor, difficult site conditions, and incomplete designs, varying quality cultures in each company, poor communication and poor management. Therefore, construction defects are things which we can assume to have occurred on the site. Defects occurring during the construction process are sometimes costly and preventable mistakes. Research has shown that correcting defective components that are identified late in the construction process or during the maintenance period accounts for approximately 15% of the total construction costs. This paper presents a case study of the defects that occurred during a motorway construction project as a consequence of poor workmanship by an untrained workforce and it aims to raise awareness of the need for on-the-job training for quality managers in order to minimize defective works and reduce the project costs spent on correcting them. It also identifies the various factors that cause construction defects and suggests measures that can be taken to reduce them.

Abstract:
The management of the technical condition of the machine and tractor fleet, in order to ensure its sufficient performance and serviceability, is proposed to be implemented on the basis of a scientifically based system for the repair of automotive equipment (AT). The production capabilities of the repair body, which is part of the maintenance and repair (M&R) system of the enterprise, for the restoration of failed equipment are determined by theoretical calculation in such a way that the repair body is able to repair faulty equipment as soon as possible and in full. The method of the theory of queuing, which details the calculation of the criteria for the repair system of an enterprise, is proposed. Two methods for calculating the labor intensity of repair work during the restoration of AT, which make it possible to determine the necessary performance of the repair body in order to provide a given coefficient of technical readiness of the enterprise's fleet of vehicles, are considered. The joint implementation of the developed methods will expand the capabilities of the enterprise repair system, for the timely restoration of AT, depending on the number of failed AT, as well as develop theoretical foundations and practical recommendations that will provide the management of enterprises and their repair bodies with the ability to solve various problems. They will allow, according to the data on the failed equipment, to determine the required number and composition of repair teams, the data on which will make it possible to determine the capabilities of the repair body to restore equipment for various periods of time. Based on the data on the number of repair teams, their composition, and the existing failure of equipment, it is supposed to determine the time during which it will be restored. Based on the data on the number of equipment to be repaired and the desired duration of the work, it is supposed to determine the required number and composition of repair teams for its restoration; optimal conditions when it is rational to transport equipment to a repair body, or, conversely, a repair team to the parking lot of a failed sample; determine the composition of the technical means required for the repair work.

Abstract:
This study is a critique of the work of renowned Japanese animation director Hayao Miyazaki, specifically the recurring motif of child labor in his works. First, the recurring images of labor in his works are conceptualized as motifs in the narrative sense. In particular, it is noted that motifs are typically constructed through the repetition of key acts, which combine with each other to form and reinforce themes, and serve as the central core of a plot, the principle that forms the constitutive events. In other words, the labor motif is a principle of narrative organization. Analytic frame is suggested by drawing on Aristotle's theory of character and the theory of agency, the ability of an entity to cause an event. Applying this frame to Hayao's early works, Kiki the Witch Courier and Spirited Away, child labor motif in terms of the self-creative agency in agency theory and the plot-intensive motif of motif theory are analyzed. Through this analysis, it is clear that the labor motif is not only the attraction of the characters in Hayao's works, but also the core and driving principle of the narrative. Finally, as the philosophical origin of the labor motif, Hayao's view of labor is interpreted by using utopian views of labor, such as Fourier's, which are often found in early socialist discussions, as a framework for interpretation.

The article investigates the ways and means of improving and perfecting the state of labor protection at transport enterprises of Ukraine through the implementation of international standards for risk management and occupational safety. A detailed analysis of international standards for occupational safety, and their main benefits that improve the health and safety of enterprises. The object of research is international standards on occupational safety and risk management. The purpose of the work is to analyze the implementation and use of international standards on occupational safety and risk management at Ukrainian transport enterprises. Research methods - analytical. Quality management of labor protection at enterprises is one of the priority areas of transport enterprises in order to reduce occupational injuries and improve working conditions. In order to effectively manage labor protection in transport enterprises, the authors of the article propose the introduction of international standards in the field of occupational safety and risk management in Ukraine. Examining the chosen topic, it was found that in many works that devoted to the application of international standards on occupational safety was not a generalization of all regulations and standards on labor protection and risk management in the enterprise. The main directions for the implementation of international standards for occupational safety and risk management in transport enterprises of Ukraine are proposed. The results of research can be recommended for implementation in the management system of labor protection at transport enterprises of Ukraine. Portland, Maine had a traditional bargaining relationship. It now has one of the most complete programs of service-focused labor management cooperation of any place in the country. A broad range of city services, including an emerging effort in public safety are now run this way, with workers and their union leaders, managers and elected officials all benefitting from and praising the new relationship. Portland made this radical transformation without a crisis of fiscal pressure. New leadership in the city manager's office and responsive leadership in key bargaining units led to an experiment on the building of Hadlock Field. A partnership between the department head and the president of the AFSCME local led the project. Instead of contracting out to meet a short deadline and employ skills that didn't seem to exist, the parties worked out a special set of arrangements and via cross-training, teamwork and dedication completed the stadium in seven months, millions under the expected budget. From the pride and satisfaction of this joint effort, Portland, AFSCME and other key units worked to create a new participative relationship across the full range of city services. The effort has produced major cost savings and service improvements, has strengthened both the management and the union and has produced a far less adversarial bargaining relationship. In one innovation, separate services were split up and reorganized into district teams, providing customer-oriented public works services in areas that match city council districts. Cross training and new responsibilities have resulted in new opportunities and pay raises, yet have saved time and money. The piece, co-authored by union and management leaders from Portland, illustrates the breadth and depth of what they have achieved without a crisis as the initiating factor.

ENGLISH ABSTRACT: Labour based technology has extensively been utilized in delivery of poverty alleviation programmes. Most of the projects implemented have been of construction in nature. In many cases, labour based works have been characterized with poor performance of not having projects completed within budget, in time and of good quality. Furthermore labour based works projects have been ad hoc in nature, lack spatial focus with no link to national development and sparingly involves engineering skills in its make shift administrative arrangements. Research has shown that most construction problems have been management process related and not product related. This research was initiated as a response to these challenges and represents an attempt to deliver sustainable improved performance of labour based works projects. The research identifies seven phases with various deliverables through the assessment and analysis of management processes of labour based works using the Process Protocol. The Process Protocol based phases consider the whole life cycle of a construction project whilst integrating the process elements under a common framework. To achieve a successful project and process execution, the findings indicate three operational levels of the participants of the activity zone. Several risk factors which need to receive special attention during planning and implementation of labour based works projects have been identified. The practical experiences in responding to, monitoring and controlling of the risk factors are also provided. The analysis of the key sequential phases and documentation of management of labour based works was based on a literature review of conference papers, reports, available project documents and limited interviews with officials involved in public works programmes. Best practices in management of labour based works have been used to follow and synthesise the Process Protocol approach to the management processes of labour based works.
AFRIKAANSE OPSOMMING: Arbeid-baseerde tegnologie word algemeen gebruik in programme wat ontwerp is om armoede te verlig. Die meeste van die programme wat geïmplementeer is, het te make met konstruksie. In baie gevalle is hierdie arbeid-baseerde projekte gekenmerk deur swak prestasie en die projekte is nie betyds voltooi nie, daar is nie gehou by die begroting nie, of die gehalte van die werk was swak. Verder is hierdie projekte ad hoc van aard, is daar ’n gebrek aan ruimtelike fokus, is dit nie gekoppel aan nasionale ontwikkeling nie en word daar te min gebruik gemaak van ingenieursvernuf en is die administrasie gebrekkig. Navorsing het bewys dat die meeste konstruksie probleme te wyte is aan bestuurs-prosesses en dat dit nie produk-verwant is nie. Hierdie navorsing is gedoen as gevolg van hierdie probleme en is ’n poging om volhoubare verbeterde prestasie te lewer in arbeid-baseerde projekte. Tydens die navorsing is sewe fases geïdentifiseer d.m.v. die ontleding van bestuursprosesse. Die Proses Protokol is gebruik. Hierdie Proses Protokol gebaseerde fases behels die hele lewens-siklus van ’n konstruksie projek en integreer al die proses komponente in ’n enkel raamwerk. Die bevindinge toon dat daar drie operasionele vlakke van deelnemers in die aktiwiteit sone nodig is om die sukses van ’n projek te verseker. Daar is verskillenmde risiko faktore wat tydens die beplanning en implementering van projekte spesiale aandag moet geniet . Praktiese wenke betreffende die monitor van, reageer op en beheer van risiko faktore word ook verskaf. Die ontleding van sleutel fases en die dokumentasie van die bestuur van arbeid gebaseerde projekte is gebaseer op ’n literatuur oorsig van konferensie verslae, beskikbare projek dokumente en beperkte onderhoude met amptenare wat betrokke was in openbare programme. Daar is gebruik gemaak van beste praktyke in bestuur van arbeid gebaseerde projekte in die sintese van bestuurprosesse vir arbeid gebaseerde projekte.

Abstract:
This study sets out to examine whether there was an evolving partnership approach emerging in England in the management of ‗highway works‘, which are works carried out in the highway by companies providing utility services such as gas, water, electricity, and telecommunications, and by local authorities undertaking the repair and maintenance of their highway networks. Local government in England has been extensively covered in academic literature, but the management of ‗highway works‘ is an area that has not been widely covered. It is an area that is currently receiving more widespread attention generally as local authorities implement ‗permit schemes‘, which were introduced by the Government in response to concerns about the disruption and delay caused by ‗highway works‘ and the associated cost to the national economy. There are currently a small number of ‗permit schemes‘ in operation in England, including schemes in London (2010), Kent (2010), Northamptonshire (2011), and St Helens (2012). Six Yorkshire authorities have applied to operate a permit scheme, and these come into effect in June 2012. The study takes a case study approach to examine the way in which two highway authorities in England apply the same national legislation, with research also being carried out in two additional highway authorities in order to triangulate the findings. Research was carried out between February 2010 and December 2011 using in-depth, semi-structured interviews including a councillor, local authority officers and representatives of utility companies operating in the local authority areas. The interview findings were also triangulated by an examination of relevant documents, including policies, procedures and plans. A review of the literature on public policy and policy implementation and inter-organisational collaborations was carried out, together with a review of local government in England, and the legislation relating to the management of ‗highway works‘. The research identified similarities in how local authorities approach their role in managing ‗highway works‘ by having a ―street works team‖ with responsibilities for the co-ordination of works. However, differences were identified with regard to the emphasis and focus that authorities placed upon different aspects of the national legislation. The research identified factors that influence utility companies in complying with the legislation, and that affect their relationships with individual authorities. The findings add reputational considerations to factors that are present in inter-organisational collaborations. The research draws three main conclusions: (1) that the complex, and at times ambiguous, nature of the legal framework surrounding the management of ‗highway works‘ means that utility companies need to work with authorities; (2) authorities need to work with utility companies in order to discharge their legal network management duty; and (3) utility companies and authorities need to work jointly in order to avoid the need for further legislation in an industry sector, already regarded as being heavily regulated, to address Government concerns about the disruptive effects of all ‗highway works‘.

This dissertation examines how the changing nature of work and organizations has altered the U.S. labor market to influence employment outcomes for job seekers (1) in alternative work arrangements and (2) of different genders. The first essay describes recent developments in the labor market for nonstandard workers, that is, an increase in the variety of pathways through which nonstandard workers are assigned to work. I suggest that changes in the regulatory environment, the rhetoric around competition, and technological developments have shaped inter-organizational relationships and norms in the industry to bring about a very different system of labor markets than was traditionally understood. I contend that such a multifaceted employment model with a diverse set of exchanges among multiple actors has profound implications for the future of IR research. The second essay examines the "multi-layered labor contracting" structure in which the recruitment of nonstandard workers is outsourced to an intermediating organization, who then selects workers from a group of competing suppliers. Drawing on power-dependence theories, I examine the link between these new contractual relationships and economic outcomes for lead firms and workers. Using proprietary data from employment records of nonstandard workers in Fortune 500 firms, I find that an additional contracting layer between lead firms and workers is associated with higher returns to firms and lower returns to workers. The loss from an additional contracting layer is reduced when workers gain bargaining power through pre-existing relationships with the firm. The third essay addresses how interactional processes between employers and job seekers at an initial recruitment phase online influence gender sorting of job seekers. We use unique data from a field study and (Study 1) a field experiment (Study 2) of online job postings to test two distinct interactional mechanisms: gendered language (as experienced by job seekers) and in-group preferences (as exercised by job seekers). We mostly find support for our predictions that, compared to male job seekers, female job seekers are more likely to show interest in and apply to a job when the job is described using more stereotypically feminine words or by female recruiters.

Abstract:
This thesis is concerned with the patterns of work and employment within foreign owned multinationals operating in the UK's consumer electronics industry. The focus is on evaluating current debates on whether there has been any changes or shifts in relations between capital and labour, which constitute a new paradigm. There is a growing set of literature which argues that Japanese capitalism is providing new paradigms for work relations which result in highly cooperative associations between worker and employer. Much of the evidence for such claims comes from studies of Japanese owned plants operating in the UK and US. However, there is little depth to such studies, which mainly consist of interviews with managers or questionnaires. Through selection of a case study methodology and by critically assessing the nature of Japanese managerial techniques, this research challenges fundamentally the 'Japanisation' school. Moreover, the thesis provides contradictory findings concerning 'flexibility'. More tentatively, the thesis contributes to debates on labour segmentation based on gender, and on the wider debate around 'new industrial relations'. The research was based on four case studies, three Japanese and one European, but not British, owned plants of large multinational corporations. The headquarters of the Japanese plants were also visited, as were plants in Japan. More than 50 taped interviews were conducted with over 100 managers, workers and trade union officials from the UK and Japan. In addition, factory visits were made at each plant more than once and often with a almost a year between visits. The main findings are that the plants did not display any of thefeatures attributed to 'Japanisation', except with the marginal exception of the European plant. Techniques, such as 'just-in-time' and direct participation between employees and management to the exclusion of unions, were not in evidence. Instead, management was concerned with maximising production runs, minimising change and constantly trying to control workers, who were themselves conscious that for most of them, their work was repetitive boring and, especially for the women, deskilled.

This thesis demonstrates the applicability of flexible labor and standard work in increasing labor productivity and improving quality in fulfillment center produce operations. Three hypotheses were tested: (1) labor productivity would be increased by implementing a flexible labor staffing model and shift-by-shift labor requirement projections; (2) additional labor productivity from redesigned products would be captured using the flexible labor staffing model with updated projections; and (3) product quality would be improved by defining and refining standard work for inspection processes and optimizing inspection frequency. Indeed, implementation of flexible labor generated an average 44% productivity improvement. Furthermore, introducing redesigned products and updating projections generated an additional average 16% productivity improvement. While stalled implementation of standard work made it difficult to show that standardizing inspection processes and optimizing inspection frequency improves product quality via improved inspection consistency, the project did identify several produce categories that did not require inspection and established a starting point to standardize inspection processes by documenting inspection best practices. During these changes, setting easily achievable targets that required an increase in performance improved team morale, while overly aggressive targets would have worsened morale and hindered implementation. AmazonFresh produce processes can be further improved by ensuring the Produce Receive function serves as a "first line of defense" against quality issues, redesigning more products to reduce downstream labor requirements, implementing standard work in inspections, experimenting with lower bin inspection frequencies, institutionalizing quality and productivity metrics, and deploying changes across all AmazonFresh sites. Concurrently, AmazonFresh leadership may consider installing an incentive system that supports productivity and quality improvements, create roles within the central organization to support process improvements, and incorporate volume and service level requirements when designing new sites. Finally, future research opportunities include observing the effect of inspection frequency on inspector performance and assessing whether recent advances in sensor and conveyance technology can improve or replace existing processes.

In the last years, we are witnessing an increasingly intense process of creating instruments on labor management in the transnational scope by the multinational companies, aimed at confronting from its autonomy to the very diverse needs generated by its integrated functioning at the global scale. Currently, the physiognomy of these instruments is not yet sufficiently defined; there are notable differences between one another, depending on the company that promotes them and function that assigns them. The present paper carries out a systematization of the criteria that have been presiding its construction, as well as the lines of evolution that are drawn through them.
En los últimos años asistimos a un proceso cada vez más intenso de creación de instrumentos de gestión laboral de ámbito transnacional por parte de las empresas multinacionales, dirigido a hacer frente desde su autonomía a las muy diversas necesidades generadas por su funcionamiento integrado a escala global. Actualmente la fisonomía de estos instrumentos no se encuentra todavía suficientemente definida, existiendo diferencias notables entre unos y otros, en función de la compañía que los impulsa y la función que esta se les asigna. El presente artículo lleva a cabo una sistematización de los criterios que vienen presidiendo su construcción, así como de las líneas de evolución que a través de ellos se dibujan.

AbstractWith the development of large span bridges, the height of the pylon is getting higher and higher, and the cross-sectional form of the pylon is getting more and more complicated, the construction of the pylon is a high-risk operation. The traditional pylon reinforcement construction uses manual asembling on the pylon, which is a labor-intensive high-altitude operation with high labor intensity, low construction efficiency, and not easy to guarantee quality. The pylon of Yanji Yangtze River Bridge is in the form of an octagonal outer cavity with a circular cross section, and the main reinforcement is arranged in four layers from outside to inside. The maximum diameter of the outer main reinforcement is 50 mm, the outer two layers and the third layer main reinforcement are connected by hoop reinforcement, and staggered arrangement of height directions. Based on the construction of the pylon of Yanji Yangtze River Bridge, the research on the construction technology of reinforcement bar was carried out for the characteristics of the pylon reinforcement, which solved the technical problems such as assembling of reinforcement parts, overall lifting and alignment docking on the pylon, which greatly reduced the labor intensity of operators, reduced the safety risk of overhead work and improved the quality of the pylon construction.

For Hochschild, the expression and management of emotion are social processes. What people feel and express depend on societal norms, one’s social category and position, and cultural fac¬tors. This paper summarize a framework for the study of the implications of automation and AI on the demand for labor, wages, and employment. Our task-based framework emphasizes the displacement effect that automation creates as machines and AI replace labor in tasks that it used to perform. This displacement effect tends to reduce the demand for labor and wages. But it is counteracted by a productivity effect, resulting from the cost savings generated by automation, which increase the demand for labor in non-automated tasks. The productivity effect is complemented by additional capital accumulation and the deepening of automation (improvements of existing machinery), both of which further increase the demand for labor. These countervailing effects are incomplete. Even when they are strong, automation in- creases output per worker more than wages and reduce the share of labor in national income. The more powerful countervailing force against automation is the creation of new labour-intensive tasks, which reinstates labor in new activities and tends to increase the labor share to counterbalance the impact of automation. Our framework also highlights the constraints and imperfections that slow down the adjustment of the economy and the labor market to automation and weaken the resulting productivity gains from this transformation: a mismatch between the skill requirements of new technologies, and the possibility that automation is being introduced at an excessive rate, possibly at the expense of other productivity-enhancing technologies. The labor force is important in terms of the results obtained in the national economy. In general terms, labor, according to the theories of some economists, is a major factor in production. Along with the capital and financial-material resources, the work comes to complete, from a factorial point of view, the conditions for obtaining the best possible production. The labor force must be interpreted as part of the employed population, which operates on the basis of an employment contract. In the concrete situation of Romania, the number of employees is completed with the number of unemployed who together constitute the employed population in Romania. As a rule, the labor force must be recruited from the unemployed population, the population that is made up of the unemployed or is the active population, without fulfilling the conditions to pass into the category of the employed population. In this context, the territorial employment offices pursue persons registered as unemployed, who are thus considered or as a jobseeker. Labor market rigidity is becoming an increasingly important issue in the wake of the shocks associated with economic crises. The labor market has faced major changes in the context of the economic transition process, manifested by the reduction of the active and employed population, maintaining the unemployment rate at constant values. The labor market is generally affected by the limited capacity to create new jobs. This paper involved identifying issues related to the labor crisis, both globally and in Romania.

There is a consensus that increasing labour productivity is one of the central issues in the management of manufacturing enterprises. For an enterprise leader, this means guiding the introduction of the latest technolo-gies and advanced decision making, as well as finding the most appropriate formula for the use of human resourc-es. The aim of the study is to clarify the relationship of team’s characteristics with labor productivity at manufactur-ing enterprises in Latvia. 268 managers and employees of 25 manufacturing enterprises were questioned. The results of the study revealed that the increase of labor productivity in manufacturing enterprises is mainly related to the develop-ment of an understanding of a common goal and cooperation in the planning and evaluation of work results. Relations of certain characteristics of teamwork with labor productivity was revealed, considering the size of the enterprise, the scale of the market, its purposeful focus on increasing the labor productivity and reliance on the human or technologi-cal factor as the main factor in promoting labor productivity.

The worst effect that continuous bullying can cause is dropping out of school. And these children are turning into young NEETs: young people outside the education, employment or training systems. Based on suffering, self-distrust reaches adults who find it difficult to find a job and integrate socially without frustration. Both in the European Union and individually in the countries of the European Union, the largest subcategory in the NEETs group is unfortunately made up of young unemployed.; also, in Romania, among the young people integrated on the labor market (NEETs), there are young people, children, adolescents, who dropped out of school too early, young people who are part of the category of people with disabilities, respectively young people who come from vulnerable backgrounds; of the young NEETs, some are those who do not choose to be in this category (those mentioned above, chronic diseases, poverty, etc.), but in the category of NEETs there are also young people who choose not to work, do not want to integrate on the labor market; In conclusion, it can be said that young NEETs are an inhomogeneous category, which makes it difficult to intervene at the stratum of public policies in the absence of specific profiles, related to each sectary. For this grouping, a series of actions must be considered, both at the level of Romania and at the level of the European Union. Thus, there is a comparative advantage in order to find solutions in terms of integrating young people who fail to pursue or complete a form of education, those who do not work or those who are not in personal and professional development programs. The paper is made up of three chapters and presents both approaches to the literature and the analysis of the evolution of NEETs in the European Union and in Romania. The first chapter focuses on theoretical concepts about what "NEETs" mean, as well as the literature. The second chapter captures the analysis of the situation of young NEETS in the European Union, and the third part focuses on young NEETs in Romania, measures implemented so far, but also a series of proposals. At the same time, the paper will end with the area of proposals for the strategy to reduce the NEETs rate in Romania and conclusions.

Albania, as a signatory of the Stabilization and Association Agreement, is legally obligated to meet European standards, even for pub­lic administration. This modest work attempts to provide a regulatory over­view of the status of public administration employees, the impact of politi­cal forces on sustainability, and the continuity of employment relationships of civilian servants. The primary goal of the entire regulatory system governing the status of civil servants is to establish uniform regulation for all positions related to the ex­ercise of public authority and responsibility for safeguarding the overall in­terests of the state. Simultaneously, it aims to strengthen legal protection, impartiality of civil servants, political independence, job stability, profes­sionalism, efficiency, and the optimal protection of individual rights and le­gitimate expectations of citizens from public administration. This work seeks to highlight these elements as reflected in Law No. 152/2013, as amended, also bringing to light the shortcomings or issues related to the implementation of this law. In the paper, an evolution of public administration has been reflected up to the present day, highlighting the issues related to recruitment, and move­ments within and outside public institutions. Efforts to establish sustainabil­ity in administrative positions through career progression, and staff moti­vation based on job performance, which should be objective and serve the purpose for which such a system has been established, are discussed. We have also endeavored to address these elements related to the status of civ­il servants in this work.

Child Labour: Action-Research-Innovation in South and South-Eastern Asia (CLARISSA) is an evidence and innovation-generation programme funded by the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO), responding to the challenge of the worst forms of child labour (WFCL) in Bangladesh and Nepal. It is a challenge characterised by a poor understanding of its drivers and a lack of evidence on what works to combat it. To handle such fundamental uncertainty, the programme adopts a child-centric and participatory action research approach, which is supported by an adaptive management model to respond better to challenges and opportunities. From its inception, the programme needed to navigate shocks and challenges, such as Covid-19 lockdowns, political upheaval, and sustained budget cuts, which put its capacity to learn and evolve to the test. This paper shares insights emerging from evaluating CLARISSA’s participatory adaptive management (PAM) practices, connecting them with current discussions on adaptive management. It provides an in-depth evaluation of CLARISSA’s PAM approach, exploring how adaptive strategies were implemented and evolved throughout the programme’s life cycle.

We model an environment with overlapping generations of labor to show that policies restricting labor mobility increase a firm's monopsony power and labor turnover costs. Subsequently, firms increase capital expenditure, altering their optimal capital-labor ratio. We confirm this by exploiting the statewide adoption of the inevitable disclosure doctrine (IDD), a law intended to protect trade secrets by restricting labor mobility. Following an IDD adoption, local firms increase capital expenditure (capital-labor ratio) by 3.5 percent (5.5 percent). This result is magnified for firms with greater human capital intensity. Finally, IDD adoptions do not spur investment in either R&D or growth options as intended.

Despite the rapid increase in reliance on bumble bees for food production and security, there are many critical knowledge gaps in our understanding of bumble bee biology that limit their colony production, commercial management, and pollination services. Our project focuses on the social, endocrine, and molecular processes regulating body size in the two bumble bee species most important to agriculture: Bombus terrestris in Israel, and B. impatiens in the USA. Variation in body size underline both caste (queen/worker) differentiation and division of labor among workers (foragers are typically larger than nest bees), two hallmarks of insect sociality which are also crucial for the commercial rearing and crop pollination services of bumble bees. Our project has generated several fundamental new insights into the biology of bumble bees, which can be integrated into science-based management strategies for commercial pollination. Using transcriptomic and behavioral approaches we show that in spite of high flexibility, task performance (brood care or foraging) in bumble bee colonies is associated with physiological variation and differential brain gene expression and RNA editing patterns. We further showed that interactions between the brood, the queen, and the workers determine the developmental program of the larva. We identified two important periods. The first is a critical period during the first few days after hatching. Larvae fed by queens during this period develop over less days, are not likely to develop into gynes, and commonly reach a smaller ultimate body size compared to workers reared mostly or solely by workers. The facial exocrine (mandibular and hypopharangeal) glands are involved in this queen effect on larva development. The second period is important for determining the ultimate body size which is positively regulated by the number of tending workers. The presence of the queen during this stage has little, if at all, influence. We further show that stressors such as agrochemicals that interfere with foraging or brood care specific processes can compromise bumble bee colony development and their pollination performance. We also developed new technology (an RFID system) for automated collection of foraging trip data, for future deployment in agroecosystems. In spite of many similarities, our findings suggest important differences between the Eurasian model species (B. terrestris) and the North American model species (B. impatiens) that impact how management strategies translate across the two species. For example, there is a similar influence of the queen on offspring body size in both species, but this effect does not appear to be mediated by development time in B. impatiens as it is in B. terrestris. Taken together, our collaboration highlights the power of comparative work, to show that considerable differences that exist between these two key pollinator species, and in the organization of young bumble bee nests (wherein queens provide the majority of care and then transition away from brood care) relative to later stages of nest development.

Abstract:
The incomplete privatization of the electric sector in Peru provides a unique scenario for evaluating the impact of public versus private provision. The results in this paper suggest that management of electricity firms by the private sector leads to a significant improvement in the quality of the provision of electricity. These improvements in quality and supply of electricity provision yield some efficiency gains in terms of the time allocation of the working labor force that can be directly linked to the use of electricity. Rural households under private provision of electricity had more opportunities to work in non-farm activities, and as a result, the share of time in non-farm activities increased, indicating both a substitution effect and a potential price effect through higher non-farm wages.
