Abstract:
The monograph presents a working concept of the theory and methods of terrestrial geosystem monitoring of forests. For the first time, the complete triad of monitoring is considered in its classical definition: "observation (assessment of the state) - control (forecasting) - management (adaptation, feedback, regulation)". The patterns of local and regional response of forests to global climate change are described. The entire array of scientific and methodological developments is systematized in such a way as to reveal the content of geo-ecological monitoring using multidimensional system analysis enriched with empirical and statistical models of basic and predicted states, geo (eco) systems as integral dynamic formations. Forecasts of changes in the biological cycle, including forest productivity, are given. Analytical and cartographic models of functional stability of forest ecosystems are presented. Quantitative forecast estimates of the local and regional regulation of the carbon cycle by forest ecosystems in the context of modern global warming are presented. For students, postgraduates and young scientists studying landscape ecology, environmental modeling and forecasting.

Abstract:
A wide range of topical theoretical and practical issues of regulation and normalization of modern labor processes is considered. The materials of the training manual take into account not only the legislation and regulations currently in force in the Russian Federation, but also international standards, as well as the experience of advanced countries and companies. The main attention is paid to the topics that have recently attracted the greatest interest: legal support for labor regulation; requirements for the content and management of regulatory documentation within the quality management system; features of regulations as electronic documents; opportunities for applying professional standards in the corporate regulatory system; technology for developing standard operating procedures, job descriptions and other regulatory documents, taking into account the requirements of the QMS; methods for reducing the implementation time of regulations. The issues of building and evaluating the effectiveness of the corporate system of labor rationing, taking into account the recommendations approved by the Ministry of labor of Russia, are considered. The description of software solutions and current tools for labor rationing is given; the legal aspects of electronic accounting of working hours and control over the performance of labor duties are analyzed, etc. Meets the requirements of the Federal state educational standards of higher education of the latest generation. Abstract:
The forces and factors driving regional migration have become more complex over time, and traditional explanations for the motivations, attraction, and selection of migrants are no longer sufficient in the study of migration to the Persian Gulf. Qatar, which in the last decade has emerged as one of the Middle East’s fastest-growing economies, provides a sound case study for discussing some of the emerging dynamics of regional labor migration. This chapter examines Arab-origin migration to Qatar, reviewing how the state has negotiated the entry and control of “alien” Arabs. The chapter examines the evolution and transformation of migration patterns to the Gulf Cooperation Council, and assesses policies adopted by the states to better manage their regional labor markets and control the flow of foreigners. Particular attention is given to scrutinizing how and why Qatar has become more selective and politicized in negotiating labor migration, and how this has impacted the Arab expatriate population.

During the last thirty years, the ecology and evolution of infectious diseases has been studied extensively. Understanding how pathogens are transmitted in time and space, how they are evolving according to different selective pressures, and how the environment can influence their transmission, has paved the way for new approaches to the study of host/pathogen interactions. At the same time, pathogen control in low-income countries (LIC) has tended to remain largely inspired and informed by classical epidemiology, where the objective is to treat as many people as possible, despite recent findings in ecology and evolutionary biology suggesting new opportunities for improved disease control in the context of limited economic resources. The need to integrate the scientific developments in ecology and evolution of infectious diseases with public health strategy in low-income countries is clearly as important today as it has ever been. In this book, the authors provide an up to date, authoritative, and challenging review of the ecology and evolution of infectious diseases focusing on low-income countries for effective public health applications and outcomes. Accessible to students and researchers working on evolutionary ecology of infectious diseases and public health scientists working on their control in low-income countries, this book combines chapters exposing fundamental concepts in evolutionary ecology with others exploring the most recent advances in the field as well as highlighting how they can provide new innovative approach on the field. Abstract:
This chapter examines individuals’ career-making in professional service firms. Using Kanter’s (1989) typology of bureaucratic, professional, and entrepreneurial career forms, it argues that within PSFs are elements of all three, sometimes working in parallel and sometimes in competition. After a broad overview of Kanter’s ideal types as manifest within the PSF, the chapter considers how these are institutionalized through particular career practices. It highlights the importance of the client in professional career-making, working either as a mechanism of social closure, or of transformation. The chapter then turns to career enactment: the ways in which individuals engage with professional, bureaucratic, and entrepreneurial practices on a daily basis and over time. Central to this analysis is the tension between the professional career as a vehicle for the exercise of personal agency, or as a disciplinary mechanism of management control. The concluding discussion proposes some fruitful for further research.

Throughout most of the period covered in this book, establishments that sell alcohol consumed on the premises have had regulation imposed on them. Regulation and control have weighed more heavily on pubs than on the other two types of hostelries and, given their chief customer base, on the working class. Another state instrument to weaken pubs has been high taxation. The conditions for running pubs and publicans’ livelihoods were just as strongly influenced by the giant breweries as they were by state regulation and taxation. Particular attention is paid to the ‘tied houses’ system from the early eighteenth century onwards and to the more recent Beer Orders Act (1989). Over time, this Act had the effect of substituting the tie of pubs to breweries with that of pub companies. The ensuing dependence of tenants and the adverse effect on their livelihoods is viewed as contributing to the large-scale pub closures in the twenty-first century.

Idaho was the only state in the nation led entirely by Republicans that chose to run its own health insurance exchange. There were many twists along the way, including the rejection of federal grants, nullification bills, a veto, and an executive order. The issue split Republicans, with enough joining the Democrats to pass legislation. Prominent interest groups strongly supported state control, although they faced intense opposition from the Tea Party and conservative groups. Governor Butch Otter played a prominent role, working with key legislative leaders who happened to have particular expertise in health policy. However, the decision was made too late and the state did not have time to set up its exchange in time for the first enrollment period. It relied on the federal website the first year but had its own fully functional website one year later.

Abstract:
Liberal democracy appears in crisis. From the rise of ‘law and order’ and ever tougher forms of means-testing under ‘austerity politics’ to the outcome of Britain’s referendum on leaving the EU, commentators have argued over why democracy has taken an illiberal turn. This book shifts the focus from the ‘why’ to the ‘how’ and the ‘what’: to how citizens experience government in the first place and what democracy means to them. Based on long-term ethnographic fieldwork, it takes these questions to Britain's socially abandoned council estates, once built by local authorities to house the working classes. From the perspective of these citizens, punitive shifts in welfare, housing, and policing are part of a much longer history of classed state control that has acted on their homes and neighbourhoods. But this is only half of the story. Citizens also pursue their own understandings of grassroots politics and care that at times align with, but at others diverge from, official policies. An anthropology of state-citizen relations challenges narratives of exceptionalism that have portrayed the people as a threat to the democratic order. It also reveals the murky, sometimes contradictory desires for a personalised state that cannot easily be collapsed with popular support for authoritarian interventions. Above all, this book exposes the liberal state’s disavowal of its political and moral responsibilities at a time when mechanisms for voicing working class citizens’ demands have been silenced.

Emancipation proved to be a far-reaching ecological event. Whereas the ecological regime of slavery had reinforced extensive land-use practices, the end of slavery weakened them. Freedpeople dedicated less time to erosion control and ditching and used contract negotiations and sharecropping arrangements to avoid working in a centrally directed gang. Understandably, freedpeople preferred to direct their own labor on an individual plot of land. The eventual proliferation of share-based or tenant contracts encouraged the physical reorganization of plantations. The combination of these two progressive alterations to labor relations tragically undermined African Americans’ efforts to achieve economic independence by tightening natural limits on cotton production and reducing blacks’ access to the South’s internal provisioning economy. The cessation, or even reduced frequency, of land maintenance on farms exacerbated erosion, flooding, and crops’ susceptibility to drought.

This chapter describes Bob Fosse’s work on the shows Redhead and The Conquering Hero. At Gwen Verdon’s insistence, Fosse was hired as both choreographer and director of Redhead, a musical comedy murder mystery. Working closely with the authors, Fosse shaped Redhead into a dazzling star vehicle with the pace and fluidity of a show fully staged by one person. This success was followed by The Conquering Hero, on which Fosse felt that his contributions as director-choreographer were sufficiently integral to the show’s creation that he sought, and received, Dramatists Guild recognition as an author. But this time, his relationship with his collaborators was combative, and he was dismissed while the show was in out-of-town tryouts. Fosse’s experience on The Conquering Hero demonstrated that the control he increasingly sought was not always easily negotiated.

This chapter examines black business activities in Chicago in the 1920s. Robert S. Abbott, Jesse Binga, and Anthony Overton dominated the business activities of the Black Metropolis with their control over finance and information like no others in their community and very much like the business titans found throughout other major Chicago economic enclaves. Business was national king at this time and their collective presence provided a significant part of the foundation of making the Black Metropolis a reality. The economic influence of the 1920s built to such a crescendo that other interests and activities were virtually submerged to it as an epicenter. In fact, one internal memorandum of the NAACP concluded the following: “There are so many diversified interests in Chicago that the N.A.A.C.P. really suffers greatly from indifference on the part of the people.” These diversified interests were related to economics and the emergence of a consumers'society—working for extra money from which to increase spending and buying; spending for recreation and leisure rather than just for necessity; buying property, automobiles, and the new technological devices such as the refrigerator and record player; and investing in oil exploration, stocks, bonds, and real estate.

Post-2002 events at the U.S. naval facility at Guantanamo Bay have generated a spate of books on its use as a detention center in the U.S. fight against terrorism. Yet the crucial enabling factor-the lease that gave the U.S. control over the territory in Cuba-has till now escaped any but cursory consideration. The Leasing of Guantanamo Bay explains just how Guantanamo Bay came to be a leased territory where the U.S. has no sovereignty and Cuba has no jurisdiction. This is the first definitive account of the details and workings of the unusual and problematic state-to-state leasing arrangement that is the essential but murky foundation for all the ongoing controversies about Guantanamo Bay's role in U.S. anti-terrorism efforts, charges of U.S. human rights violations, and U.S.-Cuban relations. The Leasing of Guantanamo Bay provides an overview of territorial leasing between states and shows how it challenges, compromises, and complicates established notions of sovereignty and jurisdiction. Abstract:
Mockaitis begins by providing a working definition of counterinsurgency that distinguishes it from conventional war while discussing the insurgents' uses of terror as a method to support their broader strategy of gaining control of a country. Insurgent movements, he notes, use terror far more selectively than do terrorist organizations like al-Qaeda, which kills indiscriminately and is more than willing to produce mass casualties. Such methods stand in stark contrast to the American approach to armed conflict, which is more ideally suited to pragmatic culture leery of involvement in protracted foreign wars and demands immediate results. Within this context, Mocktaitis examines the conflict in Iraq, from post conflict troubles with Saddam in the early 1990s, to pre-invasion planning in 2003. He then moves into a discussion of the rise of insurgent movements and the challenges they posed in the aftermath of the fighting, tracing the ongoing efforts to shape a doctrine that allows US forces to successfully deal with the growing insurgency. The U.S. military in Iraq faces the most complex counterinsurgency campaign in its history and perhaps the history of modern warfare. At the outset, it confronted as many as 22 different domestic insurgent and foreign terrorist groups in an environment made more difficult by thousands of criminals released by Saddam Hussein. Over the past three years, the conflict has evolved with growing ethnic violence complicating an already difficult security situation. Even the most optimistic assessments predict a continued deployment of significant U.S. forces for at least five years for the country to be stabilized. It remains to be seen whether public opinion will support such a deployment. Mockaitis situates the Iraq War in its broad historical and cultural context. He argues that failure to prepare for counterinsurgency in the decades following the end of the Vietnam War left the U.S. military ill equipped to handle irregular warfare in the streets of Baghdad. Lack of preparation and inadequate troop strength led American forces to adopt a conventional approach to unconventional war. Over-reliance on firepower combined with cultural insensitivity to alienate many Iraqis. However, during the first frustrating year of occupation, U.S. forces revised their approach, relearning lessons from past counterinsurgency campaigns and adapting them to the new situation. By the end of 2004, they had developed an effective strategy and tactics but continued to be hampered by troop shortages, compounded by the unreliability of many Iraqi police and military units. The Army's new doctrine, embodied inFM 3-24 Counterinsurgency, outlines the correct approach to winning Iraq. However, three years of desultory conflict amid ongoing revelations that the premises upon which the administration argued the need for invading Iraq may be false have eroded support for the war. The American armed forces may soon find themselves in the unfortunate situation of having found a formula for success at almost the same time the voters demand withdrawal.
