Abstract:
This article engages with debates relating to social policy and disabled people’s exclusion from the British labour market. Drawing on recent developments from within the disabled people’s movement, in particular, the concept of independent living and the social model of disability, and the associated disability studies literature, a critical evaluation of orthodox sociological theories of work, unemployment, and under-employment in relation to disabled people’s exclusion from the workplace is provided. It is argued that hitherto, analyses of work and disability have failed to address in sufficient depth or breadth the various social and environmental barriers that confront disabled people. It is suggested therefore that a reconfiguration of the meaning of work for disabled people - drawing on and commensurate with disabled people’s perspectives as expressed by the philosophy of independent living - and a social model analysis of their oppression is needed and long overdue.

While the same could be said of the first post-war Labour government, the words have a rather different meaning. It is true that Gordon Brown, the Chancellor of the Exchequer, has alluded to the concept of full employment that Keynes, Beveridge and, latterly, Attlee's government foresaw was essential to fund the development of the Welfare State. But the strategy that Brown set out in his first two budgets has a more narrow focus. Employment is to provide a route out of dependency, a mechanism for social inclusion, that enables expenditure on social security to be diverted to investment in education and health that is likely to attract a greater political dividend. More specifically, in his 1997 budget he used income generated from a windfall tax on the privatised utilities to fund the New Deal, a programme of counselling and work experience schemes with a large element of compulsion (Table 1), and supported this with a National Child Care Strategy and a commitment to introduce a minimum wage. He complemented these moves in his 1998 budget by increasing Child Benefit and announcing a Working Families Tax Credit, and one for disabled persons to replace Family Credit and Disability Working Allowance and also a Childcare Tax Credit.

New Labour is introducing an ‘employment first’ welfare state. This article assesses the impact and limitations of the first wave of measures that, since 1997, have involved the introduction of New Deal employment programmes, tax and benefit reforms to ‘make work pay’ and mandatory work focused interviews for working-age claimants. The reform process now has accelerated and key elements of a New Labour third-term strategy are already clear. They involve full implementation of the new front line ‘employment first’ system delivered by Jobcentre Plus, radical reform of the Incapacity Benefit system and new Pathways employment programmes aimed at lone parents and people claiming disability benefits. There also will be renewed efforts to enable skills acquisition by those without qualifications and improve ‘employment retention and advancement’ among those moving into jobs. Effective implementation presents a major challenge and other reforms may prove necessary if New Labour is to realise its ambition of an 80% employment rate.

The passage of the Personal Responsibility and Work Opportunity Act (PRWORA) of 1996 has major implications for low-income Asian American and Pacific Islander (AAPI) populations. The purpose of this paper is to provide an overview of the research currently examining the impact of welfare reform on AAPI recipients and the welfare-to-work services available to this population. This article highlights AAPI participation and their timing-out rates in California’s CalWORKs program and their barriers to transitioning to work. Four welfare-to-work program models and recommendations are presented to illustrate strategies that can be used to address the unique needs of AAPI in order to alleviate their high risk for timing-out: one-stop-shops, transitional jobs programs, providing comprehensive and family focused services, and additional research and evaluation of programs specific to assisting the AAPI population on CalWORKs.
