Abstract:
This is the third and final installment of Um Jabr's ““life story,”” earlier segments of which——on village life in pre-1948 Palestine and on the 1948 war and its aftermath——were published in JPS 138 (winter 2006) and JPS 140 (summer 2006). The current excerpts focus on Um Jabr's intense involvement in the prisoner issue that began when two of her sons were in Israeli jails. In particular, her activism took the form of organizing other women to visit prisoners from Arab countries who had no one to visit them on the twice monthly visits allowed. Um Jabr's 36,000-word ““life story”” was one of seven collected as part of an oral history project, as yet unpublished, carried out by Barbara Bill, an Australian who since 1996 has worked with the Women's Empowerment Project of the Gaza Community Mental Health Program, and Ghada Ageel, a refugee from al-Bureij camp now earning her Ph.D. at the University of Exeter in England. The women who participated in the project were interviewed a number of times during the first half of 2001; after the tapes were transcribed, the memories were set down exactly as they were told, the only ““editing”” being the integration of material from the various interviews into one ““life story.”” Um Jabr, who was in her early 70s at the time of the interviews, still lives in al-Bureij camp, where she has since 1950.

Abstract Most divorces in Palestine come about through a private unregulated agreement between the spouses referred to as “ṭalāq bit-taradi” (consensual ṭalāq), often called mukhalaʿa or mubāraʾa. Over the last century, women’s economic rights in the unilateral ṭalāq have increased. At the same time, the number of consensual ṭalāq has risen. While the consensual ṭalāq provides a way out of an unwanted marriage for women, it hardly represents a form of ‘gender equality’. Rather, it is a field where kin-patriarchy is asserting itself through women’s dependence on agnates to reach an agreement and to bear the cost of such divorces. Furthermore, the consensual ṭalāq invites abuse and economic extortion from husbands. As the Islamic shariʿa court condemns such behaviour, our study nevertheless finds that the court facilitates the consensual ṭalāq by setting the bar for litigated divorce too high and by letting time pass.

Descriptive approach via a questionnaire to evaluate the Palestinian woman's image in media at different levels in Gaza strip, Palestine. 530 female university students were drawn from three universities in Gaza strip involving the Islamic university, Al-Azhar university, and university of Palestine. The outcomes of this study show that women have two prominent traits in that media that is self-made and patient, and sacrificing. The other traits include weak and needy. In addition, at the political level, the media has demonstrated interests in the Palestinian media ladies, and shown their roles in covering the Palestinian political news. At the social level, the outcomes have proved that social media networks have contributed in shaping the mainstream supporting the Palestinian woman's social issues. Besides, at the cultural level, they have stated that customs and traditions hinder media from adopting courageous issues treating the Palestinian woman's political and social status quo. Furthermore, at the economic level, media has given an image about the working Palestinian woman's materialistic abuse. In conclusion, the media should not exaggerate in portraying the woman's image in the issues of violence. It is necessary to present a positive image about her and defend her freedom and rights. Moreover, it recommended to support her to be designated in governmental, ministerial and leadership positions, as well as, to cast light on exemplars for successful women in the field of reasoning and knowledge, and set a media plan based on justice and equality.

The nefarious nexus of patriarchy and nationalism that characterized Francoist Spain (1939‐75) made sexualized violence inflicted on the state’s female prisoners an immanently political act. Focusing on En el infierno: Ser mujer en las cárceles de España (1977), the prison memoir of the communist and feminist activist Lidia Falcón, this article draws on theories of trauma, victimhood and memory to interrogate how Falcón navigates questions of (self-)representation and agency through the portrayal of rape and sexualized violence in Franco’s women’s prisons. Rape, for Falcón, is a multifaceted act that violates both the female body and the collective body politic, while the various manifestations of abuse ‐ ‘las modalidades de violación’ ‐ reify sexual and political dominance. By speaking on behalf of the female prison population, Falcón utilizes the collective voice so as to presuppose a collective victimhood that fosters solidarity amongst women and resists subjugation by the masculinist state.

Purpose – This participatory health research project of researchers and women prisoners examined housing and homelessness as perceived by incarcerated women to understand this public health concern and help guide policy. The paper aims to discuss these issues. Design/methodology/approach – A participatory research team designed and conducted a survey of 83 incarcerated women in BC, Canada. Using descriptive statistics, the authors examined socio-demographic factors related to social support networks and family housing and women’s housing preference upon release. Findings – In total, 44 percent of participants reported no family home upon release while 31 percent reported lost family ties due to their incarceration. Most vulnerable subpopulations were women aged 25-34, aboriginal women and those with multiple incarcerations. Housing preferences differed between participants suggesting needs for varied options. Further implementation, evaluation and appraisal of social programs are required. Research limitations/implications – This study surveyed one correctional facility: future research could utilize multiple centers. Practical implications – Addressing housing instability among released incarcerated individuals is important fiscally and from a public health lens. Improved discharge planning and housing stability is needed through policy changes and social programs. A social support network, “Women in2 Healing,” has developed from the research group to address these issues. Social implications – Housing stability and recidivism are closely linked: providing stable housing options will lessen the social, fiscal and medical burden of individuals returning to crime, substance abuse, illness and poverty. Originality/value – Housing instability addresses an important social determinant of health and focussing on incarcerated women builds upon a small body of literature.

Objectives: Positive social support is critically important to postprison well-being outcomes. However, researchers and program developers are still trying to understand how to best promote stable and sustainable social support for formerly incarcerated individuals during reentry to the community. We sought to add to the body of knowledge on social support and prisoner reentry by comparing men and women releasing from prison on the quality (e.g., positive or negative) and amount of informal social support. Methods: A random sample of 395 male ( n = 165) and female ( n = 230) releasing prisoners participated in the study. After unadjusted bivariate comparisons, multivariate regression was conducted to identify gender differences in preincarceration social support quality of influence and anticipated number of postrelease support persons while controlling for important covariates such as substance abuse and mental illnesses. Results: Males reported higher rates of negative social support overall, and females reported higher rates of both mixed and positive social support compared to their male counterparts. Older participants reported higher levels of positive support compared to younger participants. Men of color reported significantly higher levels of positive support than their White male counterparts. Overall, women had higher prevalence of behavioral health factors that complicate quality of support. However, there were no differences in gender found for the amount of perceived social support available postrelease in the unadjusted models. Implications: Study findings suggest the need for gender-specific and culturally tailored targets for prisoner reentry programs addressing social support. Possible adaptations for interventions are explored.

Abstract: In the summer of 1906 at the age of twenty-one, Mariia Spiridonova, a Russian Socialist Revolutionary (SR) assassin was transported with five other convicted female SR terrorists by railway from Moscow to the Nerchinsk prison complex in eastern Siberia. Only Spiridonova was known as a martyr-heroine to opponents of tsarism across the empire, however, because national newspapers had published her story of physical abuse by police and Cossacks at the time of her arrest. Patterning themselves after an earlier generation of populist terrorists in the 1870s and 1880s, male and female SR terrorists in the revolution of 1905–07 attempted to kill government officials whom the SR party accused of oppressive actions against helpless civilians. Although SR terrorists expected to sacrifice their own lives as compensation for committing political murder, the tsarist government commuted the women’s death sentences to penal servitude for life. In Siberian imprisonment, Spiridonova and her five terrorist comrades followed the tradition of preceding generations of revolutionaries by joining a ‘socialist collective’ or ‘commune’ of political prisoners with a code of conduct and a shared economy. Male and female socialist prisoners lived by such compacts to prepare themselves for the future revolution and to deepen the political consciousness of their fellow inmates by personal example. Only Spiridonova among the women ‘politicals’ took no visible role in upholding the prison commune but rather lived in semi-isolation as an invalid throughout her eleven years in the Nerchinsk complex. Suffering from tuberculosis, Spiridonova, who had anticipated a martyr’s death on the scaffold, seemingly succumbed to the martyrdom of chronic illness. Yet the fall of the tsarist autocracy in February 1917 did not just liberate Spiridonova from penal servitude but simultaneously restored her health, her energy and her drive to engage in radical politics. Her pattern of revolutionary behaviour thus alternated between active and passive self-sacrifice, the tuberculosis that enhanced her legend of martyrdom apparently waxing and waning according to the degree of her personal freedom.

ISBN: 9781421444055. *There has been a haunting thought ever since I began to use live mammals for my research in neurophysiology: "Will my descendants accuse me of cruelty towards animals as much as we do to the scientists under the Nazis?" A number of neurophysiologists have been threatened and attacked to stop their research, and, as a consequence, there are few neurophysiologists left using rhesus monkeys along the West coastline of the US and Canada. Research with rats is increasingly of concern to some, and mice might be the next subject of attention. Research staff and students, who are required to remain on budget with their projects, are put under increasing pressure and stress in order to take better care of their laboratory animals without receiving compensation or support. In the meantime, almost nobody seems to care to know how many animals were sacrificed to develop the celebrated COVID-19 vaccines. Are we, biomedical researchers, ever going to have a resolution to this ethical tension around us? Are we going to be viewed by future historians as the heroes of science--or as abusers of living creatures? *Anita Guerrini's Experimenting with Humans and Animals: From Aristotle to CRISPR does not answer the question. As the author states in the beginning of her book, her objective is to tell the history of "trial and error, prejudice and leaps of faith, clashing egos and budget battles," to help us evaluate "the value, and the values, of Western science," and to "influence the future." In other words, the purpose of the book is not to make ethical arguments or to appraise a certain aspect of historical development, such as the progress of ethical care for human and animal subjects. It is, rather, to reveal the reality that ethical views and sentiments have changed, collided, merged, and contradicted each other across time and political landscapes. *This text poses questions, implicitly and explicitly, to enable us to address some of the issues and challenges we are facing at present. A first question arises from the history of vivisection (chap. 1). Vivisection refers to experimenting with (mostly dissecting) live animals, and sometimes even humans. This appears for the first time in recorded history back in ancient Greece, meaning it was practiced for two millennia without anesthesia, a discovery not made until the eighteenth century. More strikingly, vivisection was done as part of "edutainment" shows in ancient times. Criticism of the practice was not necessarily about the cruelty but rather about the usefulness of the knowledge obtained from dying or dead animals. The rights or well-being of animals were not much of an issue in the ancient age as human dominion was a firmly held belief. Such an ethical view continued to be dominant until early Modernity (seventeenth-century Europe) when human and animal bodies alike were viewed as machines, and animal experimentation began to be accepted as a cardinal method for biomedical sciences (chap. 2). At that time, ethical concerns on the use of animals did arise, but the concern lay rather in the human virtues of kindness and compassion rather than the rights of animals. *Eighteenth-century Europe slipped into a new stage of biomedical science after Queen Mary II of England died of smallpox, from which experimentation with humans becomes central (chap. 3). Inoculation, adopted from the Eastern world with initial suspicions, was slowly gaining credibility through parents who were unwilling to put their children at the risk of falling ill to smallpox. The validation of its effectiveness eventually came about upon testing with the socially marginalized, including prisoners, orphans, patients, and slaves. Yet criticisms around the "science" of inoculation were not made for using the marginalized as test subjects but rather for superseding God's authority to cause one to be ill or healed. While an increasing number of animal experiments were conducted routinely, and mathematical descriptions of the body became of greater interest to scientists, the emerging utilitarian ethics began to awaken Europeans, especially the British, to the suffering of animals. While elevated sensitivity to animal suffering led to "antivivisection" movements in England, experimental medicine and physiology were established as scientific fields. During this period nation-states also began to be involved in science. This was also the time when anesthesia was discovered, and pain perception became an important topic in physiology. Eventually, common beliefs about racial or sexual differences in pain perception were also tested, by experimenting with women and black slaves. *In the late nineteenth century, animal experimentation made a strong comeback as the germ theory of disease was solidly validated by scientists such as Pasteur, Koch, and Ehrlich (chap. 5). As scientists began to conquer many diseases such as anthrax, rabies, syphilis, and tuberculosis, the victory of science quenched the antivivisectionist movement. A number of animals, including rabbits, guinea pigs, dogs, and monkeys, were used to test theories, vaccines, and drugs during this period. At the same time, human experimentation begins to be regulated by states, but the regulation was so elementary that practices were allowed that would not be tolerated in our time. Concerns with animal experimentation reemerged in the twentieth century when polio research, strongly advocated by Franklin Roosevelt, a victim of polio himself, claimed a striking number of rhesus monkey lives (chap. 6). As an example, in the 1950s, the United States imported from India 200,000 rhesus monkeys per year for polio research. Despite the polio vaccine's success, primate research appalled the public, especially when behavioral research on primates revealed the emotional depth and social intelligence of these animals. Animals came to be seen no longer just as machines, but as our cousins who, like us, have consciousness. *The last chapter begins by depicting the Nuremberg War Crimes Tribunal of 1946, which led to the first written set of guidelines for human experimentation. Up until this time, there had been little consensus or regulation in using humans for experiments, let alone with the requirement that they must be mentally competent, uncoerced, and fully aware of possible consequences. It is hence not surprising that scientists under the Nazis defended themselves against charges of abuse and euthanasia of human subjects by paralleling their conduct with the practices of contemporary American scientists. American practice was exemplified by the Tuskegee Study of Untreated Syphilis in the Negro Male, conducted from the 1930s to the 1970s, in which the United States Public Health Service left four hundred black syphilis-infected males untreated, without telling them that their treatment had been stopped, in order to study the natural development of untreated syphilis. More than one hundred died as a result. Inconsistency in research ethics can also be found in the case of Japanese scientists, who, in contrast to Germans, were pardoned for their research conduct during World War II in return for providing information to the United States. Nonetheless, through the twentieth century until today, the level of public awareness and national regulations on the use of animal and human subjects has been progressively elevated. Yet, accelerated advances in research technology, including the latest breakthrough of gene editing, and expansion of research fields, continue to add complexity to ethical discourses. *I was impressed by Guerrini's vast knowledge of the historical development of biomedical science, including the events that matter to ethical issues around use of animal and human subjects in research. At the same time, she manages to make the book concise. While the book concerns the ethics of animal and human experimentation, it is certainly not an ethics or philosophy book but rather a story book. That is, while the book raises ethical questions in an unbiased manner, the chronological organization of this story does not conveniently lend itself to efforts to systematically examine or establish ethical principles on these matters. Nonetheless, a deeper understanding of the historical background to the different perspectives encountered in these stories enables one to make more-informed assessments of present-day perspectives. The book can be particularly helpful for those who do not have a biomedical background but wish to engage in contemporary ethical discourses, as well as for those who have rarely thought about the issues at all, often under the assumption that science has justly treated human or animal subjects. Finally, reading these accounts from ancient to contemporary times will certainly help one realize that what is the norm today was not necessarily the norm in the past, nor will it be in the future. During Hurricane Katrina, which struck the US Gulf Coast in August 2005, thousands of men, women and children were abandoned in Orleans Parish Prison (OPP), the New Orleans jail. As the floodwaters rose in the OPP buildings, prisoners were trapped for days in locked cells without food, some standing in sewage-tainted water up to their chests, while guards left their posts. Predominantly poor African-American pre-trial detainees, held on minor charges, such as failure to pay court fees, the prisoners were eventually evacuated to various receiving facilities around the state of Louisiana, only to face systematic racial abuse, assaults and further brutality. The experiences of the OPP prisoners lay bare the routine injustices that permeate a system of incarceration that is effectively run as a profitmaking concern.

To resist the Israeli military occupation of the West Bank, Palestinian prisoners are smuggling sperm samples out of Israeli prisons to enable their wives to undergo fertility treatment. Bodies and bodily matter figure as central actors in this practice of resistance. In this article, I draw from fieldwork I conducted with Palestinian women and medical staff in the occupied West Bank to examine the tension between carcerality and matter(ing). I argue that bodies and bodily matter are constitutive of the relationship between oppression and resistance. I analyze how Israeli military authorities assign evidentiary status to Palestinian bodies and illustrate how Palestinian families challenge the Israeli carceral system through new modes of embodied resistance. This article demonstrates how intersecting forms of oppression shape and are being shaped by bodies and their materiality. It also suggests that theorizing the materiality of power from Palestine offers new ways of understanding the political work that bodies do.

Abstract Background A health system response to domestic violence against women is a global priority. However, little is known about whether or how they work in LMICs where there are greater structural barriers. HERA (HEalthcare Responding to violence and Abuse) aimed to strengthen the primary healthcare response to domestic violence in the West Bank of Palestine. Methods The sample for the qualitative study was 18 participants at two primary health care clinics and included five women, nine primary health care providers, two gender-based violence focal points and two domestic violence trainers. Data were analysed using thematic analysis drawing an Extended Normalisation Process Theory (ENPT) and feminist scholarship. We collected data on identification and referral of domestic violence cases. Results HERA interacted with political, sociocultural and economic aspects of the context, creating a degree of unpredictability and uncertainty in working of the intervention. The political occupation restricted women's movement and access to support services, whilst the concomitant lack of police protection left providers and women feeling exposed to acts of family retaliation. This was interwoven with cultural values that influenced participants' choices as they negotiated normative structures that reinforce violence against women. Participants engaged in adaptive work to negotiate these challenges and ensure that implementation was safe and workable within a context of constraints. Participant narratives highlight the use of subterfuge, hidden forms of agency and governing behaviours (of self and others) to ensure the safety of all involved during implementation. Conclusions The findings have implications for how HERA can be sustained in the long-term, particularly with regards to the provision of support for women. Support at all levels within the health system is needed to enable change and strengthen the response to violence against women. Key messages Health care providers and women worked with and around contextual constraints. The transformation of the clinic case manager role is an emergent feature of HERA. Extended Normalisation Process Theory helped to articulate nuances about intervention-context interactions.

In a wide-ranging interview conducted shortly after her release from Israel’s Ofer and Hasharon Prisons, Palestinian National Council member, PFLP activist, and feminist Khalida Jarrar addresses the Israeli occupation, Palestinian women’s issues, and the current state of Palestinian politics. Jarrar, who is a lawyer and human rights activist prominent in Palestinian efforts to take Israel to the International Criminal Court, was working late at her home on research when she was seized by Israeli forces on 2 April 2015. In this deeply personal account, she relates the simultaneous fear and resolve she experienced during her arrest, interrogation, and 15-month-long imprisonment, and speaks of her daily routine, including going from cell to cell to greet and encourage her fellow prisoners. She muses on the interaction between social and political forces that tear at Palestinian women’s lives, and on the necessary work for women to reclaim their power. Jarrar reacts to the controversy that arose after she was hoisted on the shoulders of male comrades in a celebratory gesture at her release from prison. She speaks frankly of the political crisis in the Palestinian Left—and, in the face of the Palestinian Authority’s failure to represent Palestinians, calls for a return to the fundamentals of national struggle: reviving the Palestine National Council and electing a new PLO Executive Committee.

Abstract:
Abstract Background A health system response to domestic violence against women is a global priority. However, little is known about how these health system interventions work in low-and-middle-income countries where there are greater structural barriers. Studies have failed to explore how context-intervention interactions affect implementation processes. Healthcare Responding to Violence and Abuse aimed to strengthen the primary healthcare response to domestic violence in occupied Palestinian territory. We explored the adaptive work that participants engaged in to negotiate contextual constraints. Methods The qualitative study involved 18 participants at two primary health care clinics and included five women patients, seven primary health care providers, two clinic case managers, two Ministry of Health based gender-based violence focal points and two domestic violence trainers. Semi-structured interviews were used to elicit participants’ experiences of engaging with HERA, challenges encountered and how these were negotiated. Data were analysed using thematic analysis drawing on Extended Normalisation Process Theory. We collected clinic data on identification and referral of domestic violence cases and training attendance. Results HERA interacted with political, sociocultural and economic aspects of the context in Palestine. The political occupation restricted women’s movement and access to support services, whilst the concomitant lack of police protection left providers and women feeling exposed to acts of family retaliation. This was interwoven with cultural values that influenced participants’ choices as they negotiated normative structures that reinforce violence against women. Participants engaged in adaptive work to negotiate these challenges and ensure that implementation was safe and workable. Narratives highlight the use of subterfuge, hidden forms of agency, governing behaviours, controls over knowledge and discretionary actions. The care pathway did not work as anticipated, as most women chose not to access external support. An emergent feature of the intervention was the ability of the clinic case managers to improvise their role. Conclusions Flexible use of ENPT helped to surface practices the providers and women patients engaged in to make HERA workable. The findings have implications for the transferability of evidenced based interventions on health system response to violence against women in diverse contexts, and how HERA can be sustained in the long-term.

Persepolis (2007) is the distressing story of a young girl in Iran during the Islamic Revolution. It is through the eyes of the bright and candid 9-year-old Marjane that we see popular optimisms darted as fundamentalists take power and forcing the veil on women and imprisoning thousands. Intelligent and intrepid, Marjane outwits the "social guardians" and ascertains punk, ABBA, and Iron Maiden. Hitherto when her uncle is inanely put to death and as bombs fall around Tehran in the Iran/Iraq war, the everyday panic that saturated existence in Iran is obvious. Persepolis, an animated film by Marjane Satrapi and Vincent Paronnaud, is based on the four volumes of Satrapi’s extensively read autobiographical detail narrative of the identical name. It informs the account of contemporary Iran through the life of a girl with impressive aspirations: to be the galaxy’s last prophet and to shave her legs. Contradictory concepts in one existence throughout the film knit together the turbulent history of Iran and Marjane’s turbulent life. She was nine years old when the waves of revolution had risen to engulf the country. Waves that send her parents to the demonstrations, bring politics into her childhood games, free prisoners from the dungeons of the Shah Pahlavi regime, and finally lead to the overthrow of the monarchy. In the first part of the film, through a look at the life and struggle of three generations of Marjane’s family, we are introduced to a history of dictatorship, oil and dependency, rebellion and revolution, suppression and more rebellion. Throughout the representation of the movie, the present study examines the dilemmas that women were facing with different political shifts as well as how the opportunist male politicians use and abuse women in order to maintain their patriarchal supremacy.Philosophy and Progress, Vol#57-58; No#1-2; Jan-Dec 2015

Probably the most (in)famous Australian teenager of recent times, now-17-year-old Kim Duthie—better known as the “St Kilda Schoolgirl”—first came to public attention when she posted naked pictures of two prominent St Kilda Australian Football League (AFL) players on Facebook. She claimed to be seeking revenge on the players’ teammate for getting her pregnant. This turned out to be a lie. Duthie also claimed that 47-year-old football manager Ricky Nixon gave her drugs and had sex with her. She then said this was a lie, then that she lied about lying. That she lied at least twice is clear, and in doing so, she arguably reinforced the pervasive myth that women are prone to lie about rape and sexual abuse. Precisely what occurred, and why Duthie posted the naked photographs will probably never be known. However, it seems clear that Duthie felt herself wronged. Can she therefore be held entirely to blame for the way she went about seeking redress from a group of men with infinitely more power than she—socially, financially and (in terms of the priority given to elite football in Australian society) culturally? The many judgements passed on Duthie’s behaviour in the media highlight the crucial, seldom-discussed issue of how problematic behaviour on the part of women might reinforce patriarchal norms. This is a particularly sensitive issue in the context of a spate of alleged sexual assaults committed by elite Australian footballers over the past decade. Given that representations of alleged rape cases in the media and elsewhere so often position women as blameworthy for their own mistreatment and abuse, the question of whether or not women can and should be held accountable in certain situations is particularly fraught. By exploring media representations of one of these complex scenarios, we consider how the issue of “complicity” might be understood in a rape culture. In doing so, we employ Auschwitz survivor Primo Levi’s highly influential concept of the “grey zone,” which signifies a complex and ambiguous realm that challenges both judgement and representation. Primo Levi’s “Grey Zone,” Patriarchy and the Problem of Judgement In his essay titled “The Grey Zone” (published in 1986), Levi is chiefly concerned with Jewish prisoners in the Nazi-controlled camps and ghettos who obtained “privileged” positions in order to prolong their survival. Reflecting on the inherently complex power relations in such extreme settings, Levi positions the “grey zone” as a metaphor for moral ambiguity: a realm with “ill-defined outlines which both separate and join the two camps of masters and servants. [The ‘grey zone’] possesses an incredibly complicated internal structure, and contains within itself enough to confuse our need to judge” (27). According to Levi, an examination of the scenarios and experiences that gave rise to the “grey zone” requires a rejection of the black-and-white binary opposition(s) of “friend” and “enemy,” “good” and “evil.” While Levi unequivocally holds the perpetrators of the Holocaust responsible for their actions, he warns that one should suspend judgement of victims who were entrapped in situations of moral ambiguity and “compromise.” However, recent scholarship on the representation of “privileged” Jews in Levi’s writings and elsewhere has identified a “paradox of judgement”: namely, that even if moral judgements of victims in extreme situations should be suspended, such judgements are inherent in the act of representation, and are therefore inevitable (see Brown). While the historical specificity of Levi’s reflections must be kept in mind, the corruptive influences of power at the core of the “grey zone”—along with the associated problems of judgement and representation—are clearly far more prevalent in human nature and experience than the Holocaust alone. Levi’s “grey zone” has been appropriated by scholars in the fields of Holocaust studies (Petropoulos and Roth xv-xviii), philosophy (Todorov 262), law (Luban 161–76), history (Cole 248–49), theology (Roth 53–54), and popular culture (Cheyette 226–38). Significantly, Claudia Card (The Atrocity Paradigm, “Groping through Gray Zones” 3–26) has recently applied Levi’s concept to the field of feminist philosophy. Indeed, Levi’s questioning of whether or not one can—or should—pass judgement on the behaviour of Holocaust victims has considerable relevance to the divisive issue of how women’s involvement in/with patriarchy is represented in the media. Expanding or intentionally departing from Levi’s ideas, many recent interpretations of the “grey zone” often misunderstand the historical specificity of Levi’s reflections. For instance, while applying Levi’s concept to the effects of patriarchy and domestic violence on women, Lynne Arnault makes the problematic statement that “in order to establish the cruelty and seriousness of male violence against women as women, feminists must demonstrate that the experiences of victims of incest, rape, and battering are comparable to those of war veterans, prisoners of war, political prisoners, and concentration camp inmates” (183, n.9). It is important to stress here that it is not our intention to make direct parallels between the Holocaust and patriarchy, or between “privileged” Jews and women (potentially) implicated in a rape culture, but to explore the complexity of power relations in society, what behaviour eventuates from these, and—most crucial to our discussion here—how such behaviour is handled in the mass media. Aware of the problem of making controversial (and unnecessary) comparisons, Card (“Women, Evil, and Gray Zones” 515) rightly stresses that her aim is “not to compare suffering or even degrees of evil but to note patterns in the moral complexity of choices and judgments of responsibility.” Card uses the notion of the “Stockholm Syndrome,” citing numerous examples of women identifying with their torturers after having been abused or held hostage over a prolonged period of time—most (in)famously, Patricia Hearst. While the medical establishment has responded to cases of women “suffering” from “Stockholm Syndrome” by absolving them from any moral responsibility, Card writes that “we may have a morally gray area in some cases, where there is real danger of becoming complicit in evildoing and where the captive’s responsibility is better described as problematic than as nonexistent” (“Women, Evil, and Gray Zones” 511). Like Levi, Card emphasises that issues of individual agency and moral responsibility are far from clear-cut. At the same time, a full awareness of the oppressive environment—in the context that this paper is concerned with, a patriarchal social system—must be accounted for. Importantly, the examples Card uses differ significantly from the issue of whether or not some women can be considered “complicit” in a rape culture; nevertheless, similar obstacles to understanding problematic situations exist here, too. In the context of a rape culture, can women become, to use Card’s phrase, “instruments of oppression”? And if so, how is their controversial behaviour to be understood and represented? Crucially, Levi’s reflections on the “grey zone” were primarily motivated by his concern that most historical and filmic representations “trivialised” the complexity of victim experiences by passing simplistic judgements. Likewise, the representation of sexual assault cases in the Australian mass media has often left much to be desired. Representing Sexual Assault: Australian Football and the Media A growing literature has critiqued the sexual culture of elite football in Australia—one in which women are reportedly treated with disdain, positioned as objects to be used and discarded. At least 20 distinct cases, involving more than 55 players and staff, have been reported in the media, with the majority of these incidents involving multiple players. Reports indicate that such group sexual encounters are commonplace for footballers, and the women who participate in sexual practices are commonly judged, even in the sports scholarship, as “groupies” and “sluts” who are therefore responsible for anything that happens to them, including rape (Waterhouse-Watson, “Playing Defence” 114–15; “(Un)reasonable Doubt”). When the issue of footballers and sexual assault was first debated in the Australian media in 2004, football insiders from both Australian rules and rugby league told the media of a culture of group sex and sexual behaviour that is degrading to women, even when consensual (Barry; Khadem and Nancarrow 4; Smith 1; Weidler 4). The sexual “culture” is marked by a discourse of abuse and objectification, in which women are cast as “meat” or a “bun.” Group sex is also increasingly referred to as “chop up,” which codes the practice itself as an act of violence. It has been argued elsewhere that footballers treating women as sexual objects is effectively condoned through the mass media (Waterhouse-Watson, “All Women Are Sluts” passim). The “Code of Silence” episode of ABC television program Four Corners, which reignited the debate in 2009, was even more explicit in portraying footballers’ sexual practices as abusive, presenting rape testimony from three women, including “Clare,” who remains traumatised following a “group sex” incident with rugby league players in 2002. Clare testifies that she went to a hotel room with prominent National Rugby League (NRL) players Matthew Johns and Brett Firman. She says that she had sex with Johns and Firman, although the experience was unpleasant and they treated her “like a piece of meat.” Subsequently, a dozen players and staff members from the team then entered the room, uninvited, some through the bathroom window, expecting sex with Clare. Neither Johns nor Firman has denied that this was the case. Clare went to the police five days later, saying that professional rugby players had raped her, although no charges were ever laid. The program further includes psychiatrists’ reports, and statements from the police officer in charge of the case, detailing the severe trauma that Clare suffered as a result of what the footballers called “sex.” If, as “Code of Silence” suggests, footballers’ practices of group sex are abusive, whether the woman consents or not, then it follows that such a “gang-bang culture” may in turn foster a rape culture, in which rape is more likely than in other contexts. And yet, many women insist that they enjoy group sex with footballers (Barry; Drill 86), complicating issues of consent and the degradation of women. Feminist rape scholarship documents the repetitive way in which complainants are deemed to have “invited” or “caused” the rape through their behaviour towards the accused or the way they were dressed: defence lawyers, judges (Larcombe 100; Lees 85; Young 442–65) and even talk show hosts, ostensibly aiming to expose the problem of rape (Alcoff and Gray 261–64), employ these tactics to undermine a victim’s credibility and excuse the accused perpetrator. Nevertheless, although no woman can be in any way held responsible for any man committing sexual assault, or other abuse, it must be acknowledged that women who become in some way implicated in a rape culture also assist in maintaining that culture, highlighting a “grey zone” of moral ambiguity. How, then, should these women, who in some cases even actively promote behaviour that is intrinsic to this culture, be perceived and represented? Charmyne Palavi, who appeared on “Code of Silence,” is a prime example of such a “grey zone” figure. While she stated that she was raped by a prominent footballer, Palavi also described her continuing practice of setting up footballers and women for casual sex through her Facebook page, and pursuing such encounters herself. This raises several problems of judgement and representation, and the issue of women’s sexual freedom. On the one hand, Palavi (and all other women) should be entitled to engage in any consensual (legal) sexual behaviour that they choose. But on the other, when footballers’ frequent casual sex is part of a culture of sexual abuse, there is a danger of them becoming complicit in, to use Card’s term, “evildoing.” Further, when telling her story on “Code of Silence,” Palavi hints that there is an element of increased risk in these situations. When describing her sexual encounters with footballers, which she states are “on her terms,” she begins, “It’s consensual for a start. I’m not drunk or on drugs and it’s in, [it] has an element of class to it. Do you know what I mean?” (emphasis added). If it is necessary to define sex “on her terms” as consensual, this implies that sometimes casual “sex” with footballers is not consensual, or that there is an increased likelihood of rape. She also claims to have heard about several incidents in which footballers she knows sexually abused and denigrated, if not actually raped, other women. Such an awareness of what may happen clearly does not make Palavi a perpetrator of abuse, but neither can her actions (such as “setting up” women with footballers using Facebook) be considered entirely separate. While one may argue, following Levi’s reflections, that judgement of a “grey zone” figure such as Palavi should be suspended, it is significant that Four Corners’s representation of Palavi makes implicit and simplistic moral judgements. The introduction to Palavi follows the story of “Caroline,” who states that first-grade rugby player Dane Tilse broke into her university dormitory room and sexually assaulted her while she slept. Caroline indicates that Tilse left when he “picked up that [she] was really stressed.” Following this story, the program’s reporter and narrator Sarah Ferguson introduces Palavi with, “If some young footballers mistakenly think all women want to have sex with them, Charmyne Palavi is one who doesn’t necessarily discourage the idea.” As has been argued elsewhere (Waterhouse-Watson, “Framing the Victim”), this implies that Palavi is partly responsible for players holding this mistaken view. By implication, she therefore encouraged Tilse to assume that Caroline would want to have sex with him. Footage is then shown of Palavi and her friends “applying the finishing touches”—bronzing their legs—before going to meet footballers at a local hotel. The lighting is dim and the hand-held camerawork rough. These techniques portray the women as artificial and “cheap,” techniques that are also employed in a remarkably similar fashion in the documentary Footy Chicks (Barry), which follows three women who seek out sex with footballers. In response to Ferguson’s question, “What’s the appeal of those boys though?” Palavi repeats several times that she likes footballers mainly because of their bodies. This, along with the program’s focus on the women as instigators of sex, positions Palavi as something of a predator (she was widely referred to as a “cougar” following the program). In judging her “promiscuity” as immoral, the program implies she is partly responsible for her own rape, as well as acts of what can be termed, at the very least, sexual abuse of other women. The problematic representation of Palavi raises the complex question of how her “grey zone” behaviour should be depicted without passing trivialising judgements. This issue is particularly fraught when Four Corners follows the representation of Palavi’s “nightlife” with her accounts of footballers’ acts of sexual assault and abuse, including testimony that a well-known player raped Palavi herself. While Ferguson does not explicitly question the veracity of Palavi’s claim of rape, her portrayal is nevertheless largely unsympathetic, and the way the segment is edited appears to imply that she is blameworthy. Ferguson recounts that Palavi “says she was able to put [being raped] out of her mind, and it certainly didn’t stop her pursuing other football players.” This might be interpreted a positive statement about Palavi’s ability to move on from a rape; however, the tone of Ferguson’s authoritative voiceover is disapproving, which instead implies negative judgement. As the program makes clear, Palavi continues to organise sexual encounters between women and players, despite her knowledge of the “dangers,” both to herself and other women. Palavi’s awareness of the prevalence of incidents of sexual assault or abuse makes her position a problematic one. Yet her controversial role within the sexual culture of elite Australian football is complicated even further by the fact that she herself is disempowered (and her own allegation of being raped delegitimised) by the simplistic ideas about “assault” and “consent” that dominate social discourse. Despite this ambiguity, Four Corners constructs Palavi as more of a perpetrator of abuse than a victim—not even a victim who is “morally compromised.” Although we argue that careful consideration must be given to the issue of whether moral judgements should be applied to “grey zone” figures like Palavi, the “solution” is far from simple. No language (or image) is neutral or value-free, and judgements are inevitable in any act of representation. In his essay on the “grey zone,” Levi raises the crucial point that the many (mis)understandings of figures of moral ambiguity and “compromise” partly arise from the fact that the testimony and perspectives of these figures themselves is often the last to be heard—if at all (50). Nevertheless, an article Palavi published in Sydney tabloid The Daily Telegraph (19) demonstrates that such testimony can also be problematic and only complicate matters further. Palavi’s account begins: If you believed Four Corners, I’m supposed to be the NRL’s biggest groupie, a wannabe WAG who dresses up, heads out to clubs and hunts down players to have sex with… what annoys me about these tags and the way I was portrayed on that show is the idea I prey on them like some of the starstruck women I’ve seen out there. (emphasis added) Palavi clearly rejects the way Four Corners constructed her as a predator; however, rather than rejecting this stereotype outright, she reinscribes it, projecting it onto other “starstruck” women. Throughout her article, Palavi reiterates (other) women’s allegedly predatory behaviour, continually portraying the footballers as passive and the women as active. For example, she claims that players “like being contacted by girls,” whereas “the girls use the information the players put on their [social media profiles] to track them down.” Palavi’s narrative confirms this construction of men as victims of women’s predatory actions, lamenting the sacking of Johns following “Code of Silence” as “disgusting.” In the context of alleged sexual assault, the “predatory woman” stereotype is used in place of the raped woman in order to imply that sexual assault did not occur; hence Palavi’s problematic discourse arguably reinforces sexist attitudes. But can Palavi be considered complicit in validating this damaging stereotype? Can she be blamed for working within patriarchal systems of representation, of which she has also been a victim? The preceding analysis shows judgement to be inherent in the act of representation. The paucity of language is particularly acute when dealing with such extreme situations. Indeed, the language used to explore this issue in the present article cannot escape terminology that is loaded with meaning(s), which quotation marks can perhaps only qualify so far. Conclusion This paper does not claim to provide definitive answers to such complex dilemmas, but rather to highlight problems in addressing the sensitive issues of ambiguity and “complicity” in women’s interactions with patriarchal systems, and how these are represented in the mass media. Like the controversial behaviour of teenager Kim Duthie described earlier, Palavi’s position throws the problems of judgement and representation into disarray. There is no simple solution to these problems, though we do propose that these “grey zone” figures be represented in a self-reflexive, nuanced manner by explicitly articulating questions of responsibility rather than making simplistic judgements that implicitly lessen perpetrators’ culpability. Levi’s concept of the “grey zone” helps elucidate the fraught issue of women’s potential complicity in a rape culture, a subject that challenges both understanding and representation. Despite participating in a culture that promotes the abuse, denigration, and humiliation of women, the roles of women like Palavi cannot in any way be conflated with the roles of the perpetrators of sexual assault. These and other “grey zones” need to be constantly rethought and renegotiated in order to develop a fuller understanding of human behaviour. Abstract:
When we think of United Nations (UN) peacekeepers, the first image that is conjured in our mind is of an individual sporting a blue helmet or a blue beret (fig. 1). While simple and uncomplicated, these blue accessories represent an expression and an embodiment resembling that of a warrior, sent to bring peace to conflict-torn communities. UN peacekeeping first conceptually emerged in 1948 in the wake of the Arab-Israeli war that ensued following the United Kingdom’s relinquishing of its mandate over Palestine, and the proclamation of the State of Israel. “Forged in the crucible of practical diplomacy” (Rubinstein 16), unarmed military observers were deployed to Palestine to monitor the hostilities and mediate armistice agreements between Israel and its Arab neighbours. This operation, the United Nations Truce Supervision Organization (UNTSO), significantly exemplified the diplomatic and observational capabilities of military men, in line with the UN Charter’s objectives of international peace and security, setting henceforth a basic archetype for international peacekeeping. It was only in 1956, however, that peacekeeping formally emerged when armed UN forces deployed to Egypt to supervise the withdrawal of forces occupying the Suez Canal (informally known as the ‘Second Arab-Israeli’ war). Here, the formation of UN peacekeeping represented an international pacifying mechanism comprised of multiple third-party intermediaries whereby peaceful resolution would be achieved by transcending realist instincts of violence for political attainment in favour of applying a less-destructive liberal model of persuasion, compromise, and perseverance (Howard). ‘Blue helmet’ peacekeeping operations continue to be regarded by the UN as an integral subsidiary instrument of its organisation. At present, there are 12 active peacekeeping operations led by the UN Department of Peacekeeping across the world (United Nations Peacekeeping). Rubinstein details a surprisingly mundane account of the origins of the political accessory that is now a widely recognised symbol for UN peacekeepers’ uniforms. Peacekeepers’ uniforms initially emerged from the ad hoc need to distinguish UN troops from those of the armed forces in a distinctive dress during the 1947 UNTSO mission by any means and material readily available, such as armbands and helmets (Henry). The era of early peacekeeping operations also saw ‘observers’ carry UN flags and paint their vehicle white with ‘UN’ written in large black letters in order to distinguish themselves. The blue helmets specifically came to be adorned during the first peacekeeping operation in 1956 during the Suez crisis. At this time, Canada supplied a large number of non-combatant troops whose uniform was the same as the belligerent British forces, party to the conflict. An effort to thus distinguish the peacekeepers was made by spray-painting surplus World War II American plastic helmet-liners, which were available in quantity in Europe, blue (Urquhart; Rubenstein). The two official colours of the UN are ‘light blue’ and ‘white’. The unique light “UN” blue colour, in particular, was approved as the background for the UN flag in the 1947 General Assembly Resolution 167(II), alongside a white emblem depicting a map of the world surrounded by two olive branches. While the UN’s use of the colour was chosen as a “practical effect of identifying the Organization in areas of trouble and conflict, to any and all parties concerned”, the colour blue was also specifically chosen at this time as “an integral part of the visual identity of the organisation” representing “peace in opposition to red, for war” (United Nations). Blue is seen to be placed in antithesis to the colour red across several fields including popular culture, and even within politics, as a way to typically indicate conflict between two warring groups. Within popular culture, for example, many films in the science fiction, fantasy, or horror genres, use a clearly demarcated, dichotomous ‘red vs. blue’ colour scheme in their posters (fig. 2). This is also commonly seen in political campaign posters, for example during the 2021 US presidential election (fig. 3). This ‘moral metamorphosis’ in European society was largely influenced by the views of Christian Protestant reformers concerning the social, religious, and artistic use of the colour blue (Pastoureau). A shift in the use of blue and its symbolic connotations may also be seen, for example, in early Christian art and iconography, specifically those deriving from depictions of the Virgin Mary; according to Pastoureau (50), this provides the “clearest illustration of the social, religious, and artistic consequences of blue's new status”. Up until the eighteenth century, the colour blue, specifically ‘sky blue’ or light blue tones resemblant of the “UN” shade of blue, had minimal symbolic or aesthetic value, particularly in European culture and certainly amongst nobility and the upper levels of society. Historically, light blue was typically associated with peasants’ clothing. This was due to the fact that peasants would often dye their clothes using the pigment of the woad herb; however, the woad would poorly penetrate cloth fibres and inevitably fade under the effects of sunlight and soap, thereby resulting in a ‘bland’ colour (Pastoureau). Although the blue hues worn by the nobility and wealthy were typically denser and more solid, a “new fashion” for light blue tones gradually took hold at the courts of the wealthy and the bourgeoisie, inevitably becoming deeply anchored in Western European counties (Pastoureau). Here, the reorganisation of the colour hierarchy and reformulation of blue certainly resembles Pastoureau’s (10) assertion that “any history of colour is, above all, a social history”. Within the humanities, colour represents a social phenomenon and construction. Colour thus provides insights into the ways society assigns meaning to it, “constructs its codes and values, establishes its uses, and determines whether it is acceptable or not” (Pastoureau, 10). In this way, although colour is a naturally occurring phenomenon, it is also a complex cultural construct. That the UN and its subsidiary bodies, including the Department of Peacekeeping, deliberately assigned light blue as its official organisational colour therefore usefully illustrates a significant social process of meaning-making and cultural sociology. The historical transition of light blue’s association from one of poverty in and around the eighteenth century to one of wealth in the nineteenth century may perhaps also be indicative of the next transitional era for light blue in the twentieth and twenty-first centuries, representative of the amalgamation or unity between the two classes. Representing the ambitions not only of the organisation, but rather of the 193 member-states, of attaining worldwide peace, light blue may be seen as a colour of peace, as well as one of the people, for the people. This may be traced back, according to Pastoureau, as early as the Middle Ages where the colour blue was seen a colour of ‘peace’. Colours, however, do not solely determine social and cultural relevance in a given historical event. Rather, fabrics and clothing too offer “the richest and most diverse source of artifacts” in understanding history and culture. Artifacts such as UN peacekeepers’ blue berets and helmets necessarily incorporate economic, social, ideological, aesthetic, and symbolic aspects of both colour and material into the one complete uniform (Pastoureau). While the ‘UN blue’ is associated with peace, the beret, on the other hand, has been described as “an ally in the battlefield” (Kliest). The history of the beret is largely rooted in the armed forces – institutions typically associated with conflict and violence – and it continues to be a vital aspect of military uniforms worn by personnel from countries all around the globe. Given that the large majority of UN peacekeeping forces are made up of military personnel, peacekeeping, as both an action and an institution, thus adds a layer of complexity when discussing artifact symbolism. Here, a peacekeeper’s uniform uniquely represents the embodiment of an amalgamation of two traditionally juxtaposing concepts: peace, nurture, and diplomacy (often associated with ‘feminine’ qualities) versus conflict, strength, and discipline (often associated with ‘masculine’ qualities). A peacekeeper’s uniform thus represents the UN’s institutionalisation of “soldiers for peace” (Howard) who are, as former UN Secretary-General Dag Hammarskjold proclaimed, “the front line of a moral force” (BBC cited in Howard). Aside from its association with the armed forces, the beret has also been used as a fashion symbol by political revolutionaries, such as members of the ‘Black Panther Party’ (BPP) founded in the 1960s during the US Civil Rights Movement, as well as Che Guevara, prominent Leftist figure in the Cuban Revolution (see fig. 4). For, Rosabelle Forzy, CEO of beret and headwear fashion manufacturing company ‘Laulhère’, the beret is “emblematic of non-conformism … worn by people who create, commit, militate, and resist” (Kliest). Peacekeepers personify a cultural phenomenon that operates in a complex environment (Rubinstein). While peacekeepers retain their national military (usually camouflage) uniforms during missions, the UN headwear is a symbol of non-conformity in response to sociological preconceptions regarding military culture. In the case of peacekeeping, the implementation and longevity of peacekeepers’ uniforms has occurred through a process of what Rubinstein (50) refers to as ‘cultural’ or ‘symbolic inversion’ wherein traditional notions of military rituals and symbolism have been appropriated or ‘inverted’ and given a new meaning by the UN. In other words, the UN promotes the image of soldiers acting without the use of force in service of peace in order to encode an image of a “world transformed” through the contribution of peacekeeping toward the “elaboration of an image of an international community acting in a neutral, consensual manner” (Rubinstein, 50). Cultural inversion therefore creates a socio-political space wherein normative representations are reconfigured and conditioned as acceptable. Rubinstein argues, however, that the UN’s need to integrate individuals with such diverse backgrounds and perceptions into a collective peacekeeper identity can be problematic. Rubinstein (72) adds that the blue beret is the “most obvious evidence” of an ordinary symbol investing ‘legitimacy’ in peacekeeping through ritual repetition which still holds its cultural relevance to the present day. Arguably, institutional uniforms are symbols which profoundly shape human experience, validating contextual action according to the symbol’s meanings relevant to those wearing it. In this way, uniform symbolism not only allows us to make sense of our daily experiences, but allows us to construct and understand our identities and our interactions with others who are also part of the symbolic culture we are situated in. Consider, for example, a police officer. A police officer’s uniform not only grants them membership to the policing institution but also necessarily grants them certain powers, privileges, and jurisdictions within society which thereby impact on the way they see the world and interact with it. Necessarily, the social and cultural identity one acquires from wearing a specific uniform only effectively functions by “investing differences”, however large or small, into these symbols that “distinguish us from others” (Rubinstein, 74). For example, a policeman’s badge is a signifier that they are, in fact, part of an exclusive group that the majority of the citizenry are not. To this extent, the use of uniforms is not without its controversies or without the capacity to be misused as a tool of discrimination in a ‘them’ versus ‘us’ scenario. Referring to case regarding the beret, for example, in 2000 then US Army Chief of Staff, General Eric Shineski, announced that the black beret – traditionally worn exclusively by specialised US Army units such as ‘Rangers’ – would become a standardised part of the US Army uniform for all soldiers and would denote a “symbol of unity”. General Shineski’s decision for the new headgear symbolised “the half-million-strong army’s transition to a lighter, more agile force that can respond more rapidly to distant trouble spots” (Borger). This was, however, met with angry backlash particularly from the Rangers who stated that they “were being robbed of a badge of pride” as “the beret is a symbol of excellence … that is not to be worn by everybody” (Borger). Responses to the proposition pointed to the problem of ‘low morale’ that the military faced, which could not be fixed just by “changing hats” (Borger). In this case, the beret was identified and isolated as a tool for coordinating perceptions (Rubinstein, 78). Here, the use of uniforms is as much about being external identifiers and designating a group from another as it is about sustaining a group by means of perpetuating what Rubinstein conceptualises as ‘self-legitimation’. This occurs in order to ensure the survival of a group and is similarly seen as occurring within UN peacekeeping (Joseph & Alex). Within peacekeeping the blue beret is an effective symbol used to perpetuate self-legitimacy across various levels of the UN which construct systems, or a ‘community’, of reinforcement largely rooted on organisational models of virtue and diplomacy. In the broadest sense, the UN promotes “a unique responsibility to set a global standard” in service to creating a unified and pacific world order (Guterres). As an integral instrument of international action, peacekeeping is, by extension, necessarily conditioned and supported by this cultural model whereby the actions of individual peacekeepers are strategically linked to the symbolic capital at the broadest levels of the organisation to manage the organisation’s power and legitimacy. The image of the peacekeeper, however, is fraught with problems and, as such, UN peacekeepers’ uniforms represent discrepancies and contradictions in the UN’s mission and organisational culture, particularly with relation to the UN’s symbolic construction of community and cooperation amongst peacekeepers. Given that peacekeeping troops are made up of individuals from different ethnic, cultural, and professional backgrounds, conditions for cultural interaction become challenging, if not problematic, and may necessarily lead to cross-cultural misunderstandings, miscommunication, and conflict. This applies to the context of peacekeeper deployment to host nations amongst local communities with whom they are also culturally unfamiliar (Rubinstein, "Intervention"). According to Rubinstein ("Intervention", 528), such operations may “create the conditions under which criminal activities or the institution of neo-colonial relationships can emerge”. Moncrief adds to this by also suggesting that a breakdown in conduct and discipline during missions may also contribute to peacekeepers engaging in violence during missions. Consequently, multiple cases of misdemeanour by UN peacekeepers have been reported across the years including peacekeeper involvement in bribery, weapons trading, and gold smuggling (Escobales). One of the most notorious acts of misconduct and violence that continues to be reported in the present day, however, is of peacekeepers perpetrating sexual exploitation and abuse against host women and children. Between 2004 and 2016, for example, “the UN received almost 2,000 allegations of sexual exploitation and abuse” (Essa). According to former chief of operations at the UN’s Emergency Co-ordination Centre, Andrew Macleod, this figure may be, however, much more disturbing, estimating in general that approximately “60,000 rapes had been carried out by UN staff in the past decade” (Zeffman). An article in the Guardian reported that a 12-year-old girl had been hiding in a bathroom during a house search in a Muslim enclave of the capital, Bangui [in the Central African Republic] … . A man allegedly wearing the blue helmet and vest of the UN peacekeeping forces took her outside and raped her behind a truck. (Smith & Lewis) In the article, the assailant’s uniform (“the blue helmet and vest”) is not only described as literal imagery to contextualise the grave crime that was committed against the child. In evoking the image of the blue helmet and vest, the author highlights the uniform as a symbolic tool of power which was misused to perpetuate harm against the vulnerable civilian ‘other’. In this scenario, like many others, rather than representing peace and hope, the blue helmet (or beret) instead illustrates the contradictions of the UN peacekeeper’s uniform. Here, the uniform has consequently come to be associated as a symbol of violence, fear, and most significantly, betrayal, for the victim(s) of the abuse, as well as for much of the victim’s community. This discrepancy was also highlighted in a speech presented by former Ambassador of the UK Mission to the UN, Matthew Rycroft, who stated that “when a girl looks up to a blue helmet, she should do so not in fear, but in hope”. For many peacekeepers perpetrating sexual exploitation and abuse, particularly transactional sex, however, they “do not see themselves as abusing women”. This is largely to do with the power and privileges peacekeepers are afforded, such as ‘immunity’ – that is, a peacekeeper is granted immunity from trial or prosecution for criminal misconduct by the host nation’s judicial system. Over the years, scholarly research regarding peacekeepers’ immunity has highlighted a plethora of organisational problems within the UN, including lack of perpetrator accountability, and internal investigation or follow-up. More so, it has undoubtedly “contributed to a culture of individuals committing sexual violence knowing that they will get away with it” (Freedman). When a peacekeeper wears their uniform, they are thus imbued with the power and charged with the responsibility to properly embody and represent the values of the UN; “if [peacekeepers] don’t understand how powerful a position they are in, they will never understand what they do is actually wrong” (Elks). As such, unlike other traditional institutional uniforms, such as that of a soldier or a police officer, a peacekeeper’s uniform stands out as an enigma. One the one hand, peacekeepers channel the peaceful and passive organisational values of the UN by wearing the blue beret or helmet, whilst at the same time, they continue to sport the national military body uniform of their home country. Questions pertaining to the peacekeeper’s uniform arise and require further exploration: how can peacekeepers disassociate from their disciplined military personas and learnt combat skills if they continue to wear military camouflage during peacekeeping missions? Is the addition of the blue beret or helmet enough to reconfigure the body of the peacekeeper from one of violence, masculinity, and offence to that of peace, nurture, and diplomacy? Certainly, a range of factors are pertinent to an understanding of peacekeepers’ behaviour and group culture. But whether these two opposing identities can cohesively create or reconstitute a third identity using the positive skills and attributes of both juxtaposing institutions remains elusive. Nonetheless, the blue beret is a symbol of international hope, not only for vulnerable populations, but also for the world population collectively, as it represents neutral third-party member states working together to rebuild the world through non-combative means. Abstract:
Our challenge for this special issue was to describe and analyse the zones we live in and to a large extent take for granted. There are micro zones. These are small intimate spaces that are very temporary and circumscribe activity between two or three people. The second category of zone is we might call mezzo or mid-range zones. These are zones wherein activities that occupy us for several hours take place. These could include bars, restaurants, playgrounds, and of course the rooms in a house or workplace. Finally there is the city level macro zone. Most of us live in cities. This is an aggregation of time and space we relate to and identify with over a long period of time. We identify with city sports teams and landmarks. For various reasons to do with cultural evolution cities are symbolically important to how we live and form our identity. City zones are meaningful to us. Zones proscribe and prescribe, but usually without any visible rules. They enable and govern complex social routines without anyone being able to explicitly explain how. They encode narratives spatially. That is, zones as spaces, have material, social and symbolic layers. The material environment is the most basic layer of a zone, that is, buildings, furniture, roads and so on. However zones have two other important layers. The first is the social layer—that is, the people that are in the zone. In addition zones have a symbolic layer—that is the meanings that are found or created in the zone. This includes the aesthetic style; the actual and implicit messages in the space, as well as any personal associations the place may have or invoke. Clearly zones operate at different scales, in different time frames, and with different symbol systems. However, they no longer need be actual spaces at all, because many zones we now inhabit are purely virtual or purely discursive. Zones can be virtual too, such as Facebook. Zones can be an area of conversation as implied in the phrase “Lets not go there!” We now think and talk as if our mind was spatial. Perhaps a zone might be defined as a bounded system of agents and resources, governed by a unified and discoverable set of rules, which determine relationships that dictate how agents and resources are linked. Or perhaps you prefer the dramaturgical metaphors of front and back stage, actors, roles, scripts, and choreographies. But the truth is, there is no agreed definition or theorisation, although many disciplines use the term freely (e.g. cultural geography; urban planning; human ecology). Papers were invited therefore to interrogate the notion of zone from any disciplinary perspective, or which reflected on a particular zone, either fictional or actual, to uncover the alchemy of its operation. Jeremy Hunsinger invites us to think about a street-corner, as an “interzone,” a complex assemblage of meanings, things, and people. Here the material infrastructure, the road, the sidewalk, the streetlights with their cabling and electrical grid, the sewers, and their gutters, intermix within semiotic and governmentality politics. He argues zones are inscribed by codes and conventions to form pragmatic regimes through which we enact our lives and our roles. Though these zones are integral to our lives, we are “zoned out” about the zones in which we live. That is, dispersal of these zones has impeded our awareness of them and disguised the meanings we can assign to them. Through this dispersal they are alienated from our subjective experience within our day-to-day experiences of integrated world capitalism. The challenge of knowing an interzone is a challenge of territorialisation, and thus of subjective awareness. To operate with subjective awareness within these zones is form of semiological guerilla warfare, allowing us to interpret, and influence the governance of, our techno-semiological existence. The paper seeks to “challenge us to rethink our subjective positions in relation to zones, their aesthetics, and their legitimation as functions of semiological warfare … to find new opportunities to make a mess of these spaces, to transgress and create new spaces of autonomy for ourselves and future participants in the zones.” Suneel Jethani takes a similar point of theoretical departure and describes a new media project which does just this, by injecting various “voices” and subjectivities into a digital cartography of Bangalore. By focusing on the social relations embedded within the cartographic text(s), the project demonstrates the kind of politically oriented tactical media that Jeremy Hunsinger calls for in his paper. This “praxis-logical” approach allows for a focus on the project as a space of aggregation and the communicative processes set in motion within them. In analysing such projects we could (and should) be asking questions such as—“Who has put it forward? Who is utilising it and under what circumstances? Where and how has it come into being? How does discourse circulate within it? How do these spaces as sites of emergent forms of resistance within global capitalism challenge traditional social movements? How do they create self-reflexive systems?” The focus on the integration of digital affordances within the social/spatial realm continues with Adam Ruch and Steve Collins’s examination of the nature of the architecture of social media and their influence on definitions of identities and relationships. What are the effects on one’s social relations and therefore social identity of, for example, whether one chooses to use friends lists on Facebook or “circles” of different social categories as on Google+. The paper investigates the challenges involved in moving real life to the online environment and the contests in trying to designate social relational zones. They argue that in contrast to early utopia visions of social identity online, we are increasingly obligated to perform identity as it is defined by corporate monoliths such as Facebook and Google+. They suggest the new social practice of “being online” is just as pervasive as “being elsewhere”. Put another way we could ask: “Are social media an instance of the primacy of technological mediation of identity over social constructions of identity?” To remind us that identity is still thoroughly spatial—as well as digital—we next examine Michelle Hall's autoethnography of identity making in the intimate zone of a neighbourhood bar. Bars provide a shifting space where identifications are fluid, unpredictable, and thus open to opportunistic breaches. This unpredictability, and the interaction strategies we adopt to negotiate it, suggest ways in which a certain kind of third place experience can be developed and maintained in the contemporary inner city, where consumption based socialising is high, but where people are also mobile and less tied into fixed patterns of patronage. Nevertheless this process still involves a significant amount of emotional work. Establishing “a place where everybody knows your name” may not be likely. However Michelle's paper suggests that in consumption driven inner city zones, regular identification that operates at the boundaries of social realms can support a version of the easier friendship and congeniality that “third places” are hoped to offer. Giovani Semi describes and analyses the kinds of neighbourhoods in which such activities might take place, describing them as zones of authentic pleasure. His case study of gentrification of a Milanese neighbourhood—the Isola crossroads—argues that the multiple activities of small entrepreneurs and social actors can create zones of pleasure and authenticity—a softer side of gentrification. He in effect argues for a different kind of intervention to advance semiological warfare we referred to earlier, one in which local actors and passers-by contribute to the local making of atmosphere via daily consumption routines. The production of “atmosphere” in a gentrifying neighbourhood goes together with customers’ taste and preferences. The supply-side of building the aesthetic for a “pleasant” zone needs a demand-side, consumers buying, supporting, and appreciating the outcome of the activities of the entrepreneurs. Similar themes are explored by Donell Holloway and David Holloway who examine everyday routines and social relationships, when moving through and staying in liminal or atypical zones of tourist locales. Their key question is to ask how domestic zones are carried into, and maintained in tourist zones. In the case of the “grey nomads” they interview, mobile living quarters play a key role. More specifically, “the ‘everyday zone’ refers to the routines of quotidian life, or the mundane practices which make up our daily, at-home lives. These practices are closely connected with the domestic realm and include consumption practices (clothing, cooking, mass media) and everyday social interactions. The ‘tourist zone’ is similarly concerned with consumption. In this zone, however, tourists are seen to consume places; the culture, landscape, and peoples of exotic or out-of-the-ordinary tourist locales.” The next paper provides us with a link between zones which are first and foremost spatial and those which a more purely discursive. Deb Waterhouse-Watson and Adam Brown introduce Levi’s notion of “The Grey Zone” (published in 1986), based on Jewish prisoners in the Nazi-controlled camps and ghettos who obtained “privileged” positions in order to prolong their survival. Reflecting on the inherently complex power relations in such extreme settings, Levi positions the “grey zone” as a metaphor for moral ambiguity: a realm with “ill-defined outlines which both separate and join the two camps of masters and servants”. They then apply this to the issue of sexual assault within football culture in Australia and the representation of this in broadcast media. They argue that “Levi’s concept of the ‘grey zone’ helps elucidate the fraught issue of women’s potential complicity in a rape culture, a subject that challenges both understanding and representation. Despite participating in a culture that promotes the abuse, denigration, and humiliation of women, the roles of [the women involved], cannot in any way be conflated with the roles of the perpetrators of sexual assault. These and other “grey zones” need to be constantly rethought and renegotiated in order to develop a fuller understanding of human behaviour”. Our final paper similarly tackles a zone which is primarily discursive in nature namely “media spin zones” in political campaigns. In their examination of the American presidential elections Kara Stooksbury, Lori Maxwell, and Cynthia Brown usefully deploy the zone metaphor to analyse the pragmatics of a political communication system that has enormous stakes for the world. Using examples from the two most recent presidential elections, they draw attention to two separate, yet interrelated spin zones integral to understanding media/presidential relations—what they term the presidential spin zone and the media spin zone. The interplay between these zones determines the fate of elections. They discuss how the presidency can use image priming—that is ameliorating negative media portrayals and capitalising on positive portrayals, to effectively counterattack the media spin zone. From the intimate to the macro-urban; from the geographic to the discursive, the range of investigations in this issue shows that the idea of zones in social life can be applied meaningfully. They demonstrate the link between the way we think about our environment and the environments themselves. They also demonstrate the role of the media—both old and new—in refracting and morphing the operation of zones. The underlying theoretical architecture is eclectic, and the implied praxis at times, seemingly at odds, but as a whole they provide us with new insights into how the zones we live in effect our identity, community, ethics and politics. We commend these papers then, as an insightful response to our provocation to consider the concept of zone and its impact on our lives.

Abstract:
Give me the liberty to know, to utter, and to argue freely according to conscience, above all liberties. —John Milton (1608-1674) Introduction The publication of 12 cartoons depicting images of Prophet Mohammed [Peace Be Upon Him] first in Denmark’s Jyllands-Posten on 30 September 2005, and later reprinted in European media and two New Zealand newspapers, sparked protests around the Muslim world. The Australian newspapers – with the exception of The Courier-Mail, which published one cartoon – refrained from reprinting the cartoons, acknowledging that depictions of the Prophet are regarded as “blasphemous by Muslims”. How is this apparent act of restraint to be assessed? Edward Said, in his book Covering Islam has acknowledged that there have been many Muslim provocations and troubling incidents by Islamic countries such as Iran, Libya, Sudan, and others in the 1980s. However, he contends that the use of the label “Islam” by non-Muslim commentators, either to explain or indiscriminately condemn “Islam”, ends up becoming a form of attack, which in turn provokes more hostility (xv-xvi). This article examines how two Australian newspapers – The Australian and The West Australian – handled the debate on the Prophet Muhammad cartoons and considers whether in the name of “free speech” it ended in “a form of attack” on Australian Muslims. It also considers the media’s treatment of Muslim Australians’ “free speech” on previous occasions. This article is drawn from the oral testimonies of Muslims of diverse ethnic background. Since 1998, as part of PhD and post-doctoral research on Muslims in Australia, the author conducted 130 face-to-face, in-depth, taped interviews of Muslims, aged 18-90, both male and female. While speaking about their settlement experience, several interviewees made unsolicited remarks about Western/Australian media, all of them making the point that Muslims were being demonised. Australian Muslims Many of Australia’s 281,578 Muslims — 1.5 per cent of the total population (Australian Bureau of Statistics) — believe that as a result of media bias, they are vilified in society as “terrorists”, and discriminated in the workplace (Human Rights and Equal Opportunity Commission; Dreher 13; Kabir 266-277). The ABS figures support their claim of discrimination in the workplace; in 1996 the unemployment rate for Muslim Australians was 25 per cent, compared to 9 per cent for the national total. In 2001, it was reduced to 18.5 per cent, compared to 6.8 per cent for the national total, but the ratio of underprivileged positions in the labour market remained almost three times higher than for the wider community. Instead of reflecting on Muslims’ labour market issues or highlighting the social issues confronting Muslims since 9/11, some Australian media, in the name of “free speech”, reinforce negative perceptions of Muslims through images, cartoons and headlines. In 2004, one Muslim informant offered their perceptions of Australian media: I think the Australian media are quite prejudiced, and they only do show one side of the story, which is quite pro-Bush, pro-Howard, pro-war. Probably the least prejudiced media would be ABC or SBS, but the most pro-Jewish, pro-America, would be Channel Seven, Channel Nine, Channel Ten. They only ever show things from one side of the story. This article considers the validity of the Muslim interviewee’s perception that Australian media representation is one-sided. On 26 October 2005, under the headline: “Draw a Cartoon about Mohammed and You Must Die”, The Australian warned its readers: ISLAM is no laughing matter. Danish newspaper, Jyllands-Posten, is being protected by security guards and several cartoonists have gone into hiding after the newspaper published a series of 12 cartoons about the prophet Mohammed. According to Islam, it is blasphemous to make images of the prophet. Muslim fundamentalists have threatened to bomb the paper’s offices and kill the cartoonists (17). Militant Muslims The most provocative cartoons appearing in the Danish media are probably those showing a Muhammad-like figure wearing a turban shaped as a bomb with a burning fuse coming out of it, or a queue of smoking suicide bombers on a cloud with an Islamic cleric saying, “Stop stop we have run out of virgins”. Another showed a blindfolded Muslim man with two veiled Muslim women standing behind him. These messages appeared to be concerned with Islam’s repression of women (Jyllands-Posten), and possibly with the American channel CBS airing an interview in August 2001 of a Palestinian Hamas activist, Muhammad Abu Wardeh, who recruited terrorists for suicide bombings in Israel. Abu Wardeh was quoted as saying: “I described to him [the suicide bomber] how God would compensate the martyr for sacrificing his life for his land. If you become a martyr, God will give you 70 virgins, 70 wives and everlasting happiness” (The Guardian). Perhaps to serve their goals, the militants have re-interpreted the verses of the Holy Quran (Sura 44:51-54; 55:56) where it is said that Muslims who perform good deeds will be blessed by the huris or “pure being” (Ali 1290-1291; 1404). However, since 9/11, it is also clear that the Muslim militant groups such as the Al-Qaeda have become the “new enemy” of the West. They have used religion to justify the terrorist acts and suicide bombings that have impacted on Western interests in New York, Washington, Bali, Madrid amongst other places. But it should be noted that there are Muslim critics, such as Pakistani-born writer, Irshad Manji, Bangladeshi-born writer Taslima Nasreen and Somalian-born Dutch parliamentarian Ayaan Hirsi Ali, who have been constant critics of Muslim men’s oppression of women and have urged reformation. However, their extremist fellow believers threatened them with a death sentence for their “free speech” (Chadwick). The non-Muslim Dutch film director, Theo van Gogh, also a critic of Islam and a supporter of Ayaan Hirsi Ali, advocated a reduction in immigration into Holland, especially by Muslims. Both van Gogh and Hirsi Ali – who co-scripted and co-produced the film Submission – received death threats from Muslim extremists because the film exhibited the verses of the Quran across the chest, stomach and thighs of an almost naked girl, and featured four women in see-through robes showing their breasts, with texts from the Quran daubed on their bodies, talking about the abuse they had suffered under Islam (Anon 25). Whereas there may be some justification for the claim made in the film, that some Muslim men interpret the Quran to oppress women (Doogue and Kirkwood 220), the writing of the Quranic verses on almost-naked women is surely offensive to all Muslims because the Quran teaches Muslim women to dress modestly (Sura 24: 30-31; Ali 873). On 4 November 2004, The West Australian reported that the Dutch director Theo van Gogh was murdered by a 26-year-old Dutch-Moroccan Muslim on 2 November 2004 (27). Hirsi Ali, the co-producer of the film was forced to go into hiding after van Gogh’s murder. In the face of a growing clamour from both the Dutch Muslims and the secular communities to silence her, Ayaan Hirsi Ali resigned from the Dutch Parliament in May 2006 and decided to re-settle in Washington (Jardine 2006). It should be noted that militant Muslims form a tiny but forceful minority of the 1.4 billion Muslims worldwide. The Muslim majority are moderate and peaceful (Doogue and Kirkwood 79-80). Some Muslim scholars argue that there is specific instruction in the Quran for people to apply their knowledge and arrive at whatever interpretation is of greatest benefit to the community. It may be that stricter practitioners would not agree with the moderate interpretation of the Quran and vice versa (Doogue and Kirkwood 232). Therefore, when the Western media makes a mockery of the Muslim religion or their Prophet in the name of “free speech”, or generalises all Muslims for the acts of a few through headlines or cartoons, it impacts on the Muslims residing in the West. Prophet Muhammad’s Cartoons With the above-mentioned publication of Prophet Muhammad’s cartoons in Denmark, Islamic critics charged that the cartoons were a deliberate provocation and insult to their religion, designed to incite hatred and polarise people of different faiths. In February 2006, regrettably, violent reactions took place in the Middle East, Europe and in Asia. Danish embassies were attacked and, in some instances, were set on fire. The demonstrators chanted, “With our blood and souls we defend you, O Prophet of God!”. Some replaced the Danish flag with a green one printed with the first pillar of Islam (Kalima): “There is no god but God and Mohammed is the messenger of God”. Some considered the cartoons “an unforgivable insult” that merited punishment by death (The Age). A debate on “free speech” soon emerged in newspapers throughout the world. On 7 February 2006 the editorial in The West Australian, “World Has Had Enough of Muslim Fanatics”, stated that the newspaper would not publish cartoons of Mohammad that have drawn protests from Muslims around the world. The newspaper acknowledged that depictions of the prophet are regarded as “blasphemous by Muslims” (18). However, the editorial was juxtaposed with another article “Can Liberty Survive a Clash of Cultures?”, with an image of bearded men wearing Muslim head coverings, holding Arabic placards and chanting slogans, implying the violent nature of Islam. And in the letters page of this newspaper, published on the same day, appeared the following headlines (20): Another Excuse for Muslims to Threaten Us Islam Attacked Cartoon Rage: Greatest Threat to World Peace We’re Living in Dangerous Times Why Treat Embassies with Contempt? Muslim Religion Is Not So Soft Civilised World Is Threatened The West Australian is a state-based newspaper that tends to side with the conservative Liberal party, and is designed to appeal to the “man in the street”. The West Australian did not republish the Prophet Muhammad cartoon, but for 8 days from 7 to 15 February 2006 the letters to the editor and opinion columns consistently criticised Islam and upheld “superior” Western secular values. During this period, the newspaper did publish a few letters that condemned the Danish cartoonist, including the author’s letter, which also condemned the Muslims’ attack on the embassies. But the overall message was that Western secular values were superior to Islamic values. In other words, the newspaper adopted a jingoistic posture and asserted the cultural superiority of mainstream Australians. The Danish cartoons also sparked a debate on “free speech” in Australia’s leading newspaper, The Australian, which is a national newspaper that also tends to reflect the values of the ruling national government – also the conservative Liberal party. And it followed a similar pattern of debate as The West Australian. On 14 February 2006, The Australian (13) published a reader’s criticism of The Australian for not republishing the cartoons. The author questioned whether the Muslims deserved any tolerance because their Holy Book teaches intolerance. The Koran [Quran] (22:19) says: Garments of fire have been prepared for the unbelievers. Scalding water shall be poured upon their heads, melting their skins and that which is in their bellies. Perhaps this reader did not find the three cartoons published in The Australian a few days earlier to be ‘offensive’ to the Australian Muslims. In the first, on 6 February 2006, the cartoonist Bill Leak showed that his head was chopped off by some masked people (8), implying that Muslim militants, such as the Hamas, would commit such a brutal act. The Palestinian Hamas group often appear in masks before the media. In this context, it is important to note that Israel is an ally of Australia and the United States, whereas the Hamas is Israel’s enemy whose political ideology goes against Israel’s national interest. On 25 January 2006, the Hamas won a landslide victory in the Palestine elections but Israel refused to recognise this government because Hamas has not abandoned its militant ideology (Page 13). The cartoon, therefore, probably means that the cartoonist or perhaps The Australian has taken sides on behalf of Australia’s ally Israel. In the second cartoon, on 7 February 2006, Bill Leak sketched an Arab raising his sword over a school boy who was drawing in a classroom. The caption read, “One more line and I’ll chop your hand off!” (12). And in the third, on 10 February 2006, Bill Leak sketched Mr Mohammed’s shadow holding a sword with the caption: “The unacceptable face of fanaticism”. A reporter asked: “And so, Mr Mohammed, what do you have to say about the current crisis?” to which Mr Mohammed replied, “I refuse to be drawn on the subject” (16). The cartoonist also thought that the Danish cartoons should have been republished in the Australian newspapers (Insight). Cartoons are supposed to reflect the theme of the day. Therefore, Bill Leak’s cartoons were certainly topical. But his cartoons reveal that his or The Australian’s “freedom of expression” has been one-sided, all depicting Islam as representing violence. For example, after the Bali bombing on 21 November 2002, Leak sketched two fully veiled women, one carrying explosives under her veil and asking the other, “Does my bomb look big in this”? The cartoonist’s immediate response to criticism of the cartoon in a television programme was, “inevitably, when you look at a cartoon such as that one, the first thing you’ve got to do is remember that as a daily editorial cartoonist, you’re commenting first and foremost on the events of the day. They’re very ephemeral things”. He added, “It was…drawn about three years ago after a spate of suicide bombing attacks in Israel” (Insight). Earlier events also suggested that that The Australian resolutely supports Australia’s ally, Israel. On 13-14 November 2004 Bill Leak caricatured the recently deceased Palestinian leader Yasser Arafat in The Weekend Australian (18). In the cartoon, God appeared to be displeased with him and would not allow him to enter paradise. Arafat was shown with explosives strapped to his body and threatening God by saying, “A cloud to myself or the whole place goes up….”. On the other hand, on 6 January 2006 the same cartoonist sympathetically portrayed ailing Israeli leader Ariel Sharon as a decent man wearing a black suit, with God willing to accept him (10); and the next day Sharon was portrayed as “a Man of Peace” (12). Politics and Religion Thus, the anecdotal evidence so far reveals that in the name of “freedom of expression”, or “free speech” The West Australian and The Australian newspapers have taken sides – either glorifying their “superior” Western culture or taking sides on behalf of its allies. On the other hand, these print media would not tolerate the “free speech” of a Muslim leader who spoke against their ally or another religious group. From the 1980s until recently, some print media, particularly The Australian, have been critical of the Egyptian-born Muslim spiritual leader Imam Taj el din al-Hilali for his “free speech”. In 1988 the Australian Federation of Islamic Councils bestowed the title of Mufti to Imam al- Hilali, and al-Hilali was elevated to a position of national religious leadership. Al-Hilali became a controversial figure after 1988 when he gave a speech to the Muslim students at Sydney University and accused Jews of trying to control the world through “sex, then sexual perversion, then the promotion of espionage, treason and economic hoarding” (Hewett 7). The Imam started being identified as a “Muslim chief” in the news headlines once he directly criticised American foreign policy during the 1990-91 Gulf crisis. The Imam interpreted US intervention in Kuwait as a “political dictatorship” that was exploiting the Gulf crisis because it was seen as a threat to its oil supply (Hewett 7). After the Bali bombings in 2002, the Howard government distributed information on terrorism through the “Alert and Alarmed” kit as part of its campaign of public awareness. The first casualty of the “Be alert, but not alarmed” campaign was the Imam al-Hilali. On 6 January 2003, police saw a tube of plastic protruding from a passenger door window and suspected that al-Hilali might have been carrying a gun when they pulled him over for traffic infringements. Sheikh al-Hilali was charged with resisting arrest and assaulting police (Morris 1, 4). On 8 January 2003 The Australian reminded its readers “Arrest Adds to Mufti’s Mystery” (9). The same issue of The Australian portrayed the Sheikh being stripped of his clothes by two policemen. The letter page also contained some unsympathetic opinions under the headline: “Mufti Deserved No Special Treatment” (10). In January 2004, al-Hilali was again brought under the spotlight. The Australian media alleged that al-Hilali praised the suicide bombers at a Mosque in Lebanon and said that the destruction of the World Trade Center was “God’s work against oppressors” (Guillatt 24). Without further investigation, The Australian again reported his alleged inflammatory comments. Under the headline, “Muslim Leader’s Jihad Call”, it condemned al-Hilali and accused him of strongly endorsing “terrorist groups Hezbollah and Hamas, during his visit to Lebanon”. Federal Labor Member of Parliament Michael Danby said, “Hilali’s presence in Australia is a mistake. He and his associates must give authorities an assurance he will not assist future homicide attacks” (Chulov 1, 5). Later investigations by Sydney’s Good Weekend Magazine and SBS Television found that al-Hilali’s speech had been mistranslated (Guillatt 24). However, the selected print media that had been very critical of the Sheikh did not highlight the mistranslation. On the other hand, the Archbishop of Sydney, Cardinal George Pell has been critical of Islam and is also opposed to Australia’s involvement in the Iraq war in 2003, but the print media appeared to ignore his “free speech” (Dateline). In November 2004, Dr Pell said that secular liberal democracy was empty and selfish, and Islam was emerging as an alternative world view that attracted the alienated (Zwartz 3). In May 2006, Dr Pell said that he tried to reconcile claims that Islam was a faith of peace with those that suggested the Quran legitimised the killings of non-Muslims but: In my own reading of the Koran [Quran], I began to note down invocations to violence. There are so many of them, however, that I abandoned this exercise after 50 or 60 or 70 pages (Morris). Muslim leaders regarded Dr Pell’s anti-Islam statement as “inflammatory” (Morris). However, both the newspapers, The Australian and The West Australian remained uncritical of Dr Pell’s “free speech” against Islam. Conclusion Edward Said believed that media images are informed by official definitions of Islam that serve the interests of government and business. The success of the images is not in their accuracy but in the power of the people who produce them, the triumph of which is hardly challenged. “Labels have survived many experiences and have been capable of adapting to new events, information and realities” (9). In this paper the author accepts that, in the Australian context, militant Muslims are the “enemy of the West”. However, they are also the enemy of most moderate Australian Muslims. When some selected media take sides on behalf of the hegemony, or Australia’s “allies”, and offend moderate Australian Muslims, the media’s claim of “free speech” or “freedom of expression” remains highly questionable. Muslim interviewees in this study have noted a systemic bias in some Australian media, but they are not alone in detecting this bias (see the “Abu Who?” segment of Media Watch on ABC TV, 31 July 2006). To address this concern, Australian Muslim leaders need to play an active role in monitoring the media. This might take the form of a watchdog body within the Australian Federation of Islamic Councils. If the media bias is found to be persistent, the AFIC might then recommend legislative intervention or application of existing anti-discrimination policies; alternatively, AFIC could seek sanctions from within the Australian journalistic community.
