Abstract:
A series of seminars on "Women and Employment" were held at Victoria University of Wellington in July 1997. The topic of the seminar was whether a specialist employment court is a better forum for women. The following article is based on Maxine Gay's speech at the seminar. She believes that although the Employment Court may have made gender biased decisions, the Court should nevertheless be retained. She argues that a specialist employment court is important for women because it recognises that the employment contract is one in which the parties have unequal power and it should therefore be treated differently from other contracts. She takes the view that the suggestion by the Business Round Table and Employers' Federation to abolish the Employment Court is part of a wider agenda to casualise the labour force and reduce the rights of employees.

The growing interest in the status of women in the Australian workforce has prompted a related interest in the position of women in certain industries, occupations and professions. Several studies have begun to emerge which have explored women's employment position and status in law (Mathews, 1982; Bretos, 1984); chartered accountancy (Equal Opportunity Board, Victoria, 1983); retailing (Turner & Glare, 1982); and social work (Brown & Turner, 1985). The position of women managers in business has also been examined by the Victorian Office of Women's Affairs (1981) and Still (1985), while Sampson (1985) is currently investigating the status of women in the primary, secondary and technical areas of the teaching profession.

Abstract:
We present findings from a study of sex workers recruited in indoor licensed premises in Victoria. While the study addressed regulation, enforcement and working conditions, we focus on the value of flexible well-paid work for two particular groups of female workers (parents and students). We link this issue of flexibility to broader gendered employment conditions in Australia, arguing the lack of comparable employment is crucial to understanding worker decisions about sex work. Debates and regulation focus on gendered inequalities related to heterosexuality much more than they recognize gendered inequalities related to labour market conditions. The focus on criminalization, harm, exploitation and stigma obscures the centrality of work flexibility and conditions to women's decision-making. A more direct focus on the broader employment context may produce better recognition of why women do sex work.

23 Background: The diagnosis and treatment of cancer often causes financial stress, partly by impacting on the ability to continue in paid employment. Our aim was to identify changes in work status 12 months after a diagnosis of breast cancer. Methods: An audit of the medical records of women who presented to the Western Health (Victoria, Australia) nurse led breast cancer Survivorship Clinic (SC) between October 2015 and October 2016 was performed to identify employment status at diagnosis and at their review at SC 12 months later. Results: 111 records were reviewed. The mean age was 55 (range 28-82yrs). 84 of these women (76%) were 65 years of younger at the time of diagnosis. 46 of the 84 women ≤65 years were in paid employment at diagnosis (55%), and 38 (83%) were still working in some capacity at review in the SC. Of the 38 still working, 28 were working in the same capacity, 8 were working reduced hours, and 2 were working increased hours. Women who had axillary dissections were most likely to have changed work status. Financial stress was reported by 8/19 of women who stopped working or had changed work hours, including 9 no longer in paid employment and 10 with changed hours. 2/28 women working in the same capacity reported financial stress. 65% of those who reported financial stress (11/17) had chemotherapy as part of their treatment. Conclusions: A breast cancer diagnosis has the ability to influence a woman's work status one year after diagnosis. Health professionals should appreciate the potential work concerns and financial stresses continuing to affect their patients.

As part of a wider study of family caregiving, a sample of 297 women caring for an ageing parent were identified through a random statewide telephone survey involving over 26,000 households in Victoria, Australia. In addition to elder care, half these women were in paid employment and a third had dependent children. Overload was highest for carers with multiple roles, particularly those of parent or worker. Resentment in the caring role was highest for those who had fewer roles apart from elder care, particularly those who had quit work, and those without a partner. Life satisfaction was higher for partnered and working carers. These findings highlight the need for structures to support carers to maintain multiple roles, including greater flexibility in the workplace and encouragement of greater reliance on informal networks and formal services, both of which require increased societal acknowledgment of the elder care role.

Previous studies have found significant differences between men and women who have sought help for problems associated with their gambling. While this raises the possibility of differing treatment needs, much of the research into treating problem gamblers is based on all-male samples. This article seeks to remedy this situation by reporting on sex differences in the treatment of 1,520 problem gamblers, almost half of whom are female, who sought help in the state of Victoria, Australia, between July 1996 and June 1997. In contrast to the primarily external concerns such as employment and legal matters reported by males, females attending for problem gambling counseling were more likely to report problems with their physical and intrapersonal functioning and were more likely to report resolution of their problems. Male clients were more likely to have their cases closed and be referred to other agencies for assistance.

The Community Correction Order, introduced in Victoria, Australia in 2012, provides a sentencing option that enables eligible offenders to serve their sanction in the community, with access to treatment or other rehabilitative activities. This paper contributes to a scant body of research investigating the specific needs of this group, their barriers to inclusion and the extent to which they experience the rehabilitative aspects of Community Correction Orders. It draws on survey data collected from 200 adults (137 men and 63 women) on Community Correction Orders in outer west metropolitan Melbourne and qualitative analysis of in-depth interviews conducted with a sub-set of 20 participants. Long-term unemployment, severe economic hardship, physical and mental health issues, social isolation and troubled personal relationships were common. While participants experienced the punitive aspects of Community Correction Orders, there was limited evidence that they were supported to address key issues that may be predictive of future offending. Support to re/engage in education, training and employment was a key area of unmet need and engagement in other therapeutic programs was low. Opportunities to enhance the rehabilitative potential of Community Correction Orders are discussed, with the paper highlighting that there is a need for rigorous evaluation of community work program activities.

AbstractObjectiveTo investigate the associations between sociodemographic factors and both diet indicators and food security among socio-economically disadvantaged populations in two different (national) contextual settings.DesignLogistic regression was used to determine cross-sectional associations between nationality, marital status, presence of children in the household, education, employment status and household income (four low income categories) with daily fruit and vegetable consumption, low-fat milk consumption and food security.SettingSocio-economically disadvantaged neighbourhoods in the UK and Australia.SubjectsTwo samples of low-income women from disadvantaged neighbourhoods: (i) in the UK, the 2003–05 Low Income Diet and Nutrition Survey (LIDNS; n 643); and (ii) in Australia, the 2007–08 Resilience for Eating and Activity Despite Inequality (READI; n 1340).ResultsThe influence of nationality, marital status and children in the household on the dietary outcomes varied between the two nations. Obtaining greater education qualifications was the most telling factor associated with healthier dietary behaviours. Being employed was positively associated with low-fat milk consumption in both nations and with fruit consumption in the UK, while income was not associated with dietary behaviours in either nation. In Australia, the likelihood of being food secure was higher among those who were born outside Australia, married, employed or had a greater income, while higher income was the only significant factor in the UK.ConclusionsThe identification of factors that differently influence dietary behaviours and food security in socio-economically disadvantaged populations in the UK and Australia suggests continued efforts need to be made to ensure that interventions and policy responses are informed by the best available local evidence.

Learning outcomes This trio of cases is appropriate for upper-level undergraduate classes or for postgraduate programs in non-profit management, leadership and community development, international development, global studies, women’s and gender studies and social entrepreneurship. It allows the instructors and students to engage with classical leadership tenets and emerging social entrepreneurship literature. Upon completion of the case study discussion and assignments, students will be able to: identify diverse obstacles that African women face in starting social enterprises; understand the ways that African women leaders build a social dimension to their enterprise; and identify characteristics of women’s leadership and critique the value of women’s leadership for establishing sustainable social enterprises. Case overview/synopsis The case stories of the three African social enterprises portray how female leaders have fostered sustainable organisations through prioritising social, over economic and governance investments. Martha Letsoalo, a former domestic worker, founded the Heartfelt Project in South Africa, which now employs fifteen women, ships products all around the world and enriches the community of Makapanstad with its workshop, training and education centre. Victoria Nalongo Namusisi, daughter of a fisherman in rural Uganda, founded Bright Kids Uganda, a thriving care facility, school and community centre that educates vulnerable children, empowers victims of gender-based violence and distributes micro-loans to female entrepreneurs. Gertrude, abandoned in Lusaka, Zambia, founded Chikumbuso, a home of resilience and remembrance to educate children and offer women employment in a cooperative business. Each case documents the founding years of the social enterprise and outlines some of the shared women’s leadership approaches. The case dilemma focuses on why and how women start social enterprises in socially and economically difficult contexts. It has been a long time since the poetry of Adelaide Anne Procter, a favorite of Queen Victoria, captured much interest from readers of poetry, whether they be anthology aficionados, scholars, or students. Now considered a minor poet of the period, she was nevertheless a quintessential poet activist of her day, raising money for and working with the Providence Row Night Refuge, editing and contributing to the English Women's Journal alongside the Langham Place Feminists and the Society for the Employment of Women. She published volumes of her own poems, one of which ran to as many as nineteen editions between 1858 and 1881, and her work was featured regularly in Charles Dickens's periodical Household Words. Her legacy stands as a powerful testimony to the way ideas and tastes change over time. Full of angels, Christmases, quietly suffering children, and pious nuns (she converted to Catholicism in 1851), her poetry is often dismissed as sentimental and clichéd. A glance at her forms reveals many straightforward tetrameters with expected alternating, end-stopped rhymes, an easiness that seems to ally form and content. If Adorno had ever taken the time to read her poetry, he probably would have hated it, not just for its Catholic faith and its frequent focus on sin and redemption, but for its attempt “to work at the level of fundamental attitudes,” typical of committed art. Consider these lines from her frequently anthologized “Homeless,” which asks readers to recognize that their society takes better care of animals, criminals, and commodities than of the homeless poor: For each man knows the market valueOf silk or woolen or cotton…But in counting the riches of EnglandI think our Poor are forgotten.

The central arguments in this thesis rest on two premises. Firstly language and context are intimately bound up in the social construction of workplace gender inequalities. Secondly, organisational understandings and management of women�s access to employment opportunities and rewards in modern bureaucratic organisations are constituted through discourses or systems of organisational knowledges, practices and rules of organising. This study uses the concept of discourse to account for the productive and powerful role of knowledge and language practices in constituting the organisational contexts and meanings through which people make sense of and experience complex organisations.

Abstract:
Paid shop and office work in Victoria feminized between 1880 and 1939. The majority of workers were men in 1880 while the majority were women by 1939. But female labour did not simply replace male labour. There were changes within the sexual divisions as much as between them. While gender did divide the labour market, it was not the only division. As various groups of women were progressively employed in the shop and office sector, the jobs they performed were recast. At the same time, different groups of men were recruited and the nature of the jobs they filled changed. The feminization process involved transformations in work and workers. The theories usually employed to describe and explain feminization cannot adequately account for these developments in Victoria. They emphasize the uniformity of female labour. This thesis questions such homogenization theories as proletarianization, patriarchal state structuralism, reserve army of labour, and scientific management. It points to differentiation along many axes as changes in recruits' marital status, age and socio-educational backgrounds are examined. At the same time, I argue that while transformation in workers has been overlooked, transformation in work has been exaggerated. Most shop and office workers in Victoria in 1939 worked in small workplaces not dissimilar to the 1880s. The polarization of workplaces is another aspect of diversity. In brief, I have studied the processes which segmented, not unified, the retail and clerical workforces.

Abstract:
The aim of this research is to investigate the variations in experiences, career identity and career development of female and male CEOs in Victorian local government, in order to establish if gender in any way either facilitates or hinders career success. The starting point for this study is not a hypothesis to be tested but rather an attempt to understand CEOs’ own conceptions. The study is also interested in the influence of Councillors on CEO career development and identity and seeks to establish whether CEOs and Councillors have a common understanding of success for a CEO. Phenomenography is the selected qualitative approach, as it provides a framework for describing experience and examining variations in experience. In-depth semi-structured interviews are conducted with 21 CEOs and Councillors and the interview transcripts form the basis of the research data. The findings identify that Councillors have a significant impact on the career development and experience of being a CEO. While outcomes for CEOs are clearly influenced by Councillors, CEO identity does not appear to be as interwoven with Councillor perceptions. CEOs do however, suggest that performance is not the major determinant of CEO success, but rather identify capacity to engage Councillors as the most crucial issue in gaining a successful outcome. The study also identifies a strong and recurrent theme of institutionalised sexism within the sector and as such finds that the experiences of females and males do differ in a number of ways. Female CEOs experience more scrutiny than their male colleagues and suggest that their actions reflect not only on them as individuals, but on all women.

After looking at prior efforts to address domestic/household work, this chapter situates the making of the Domestic Workers Convention, 2011 (No. 189), “Decent Work for Domestic Workers.” Paving the way were ILO discussions on migrant labor and the informal economy. “Decent work” and “fair globalization” initiatives framed the convention, but the ILO would not have formalized household employment without national and regional social movements, the creation of the International Domestic Workers Network (IDWN) under South Africa’s Myrtle Witbooi, and its campaign for ILO attention. Domestic workers gained a presence at the ILO, despite formal institutional barriers, aided by NGO and union allies, especially Women in Informal Employment: Globalizing and Organizing (WIEGO) and the IUF (International Union of Food, Agricultural, Hotel, Restaurant, Catering, Tobacco and Allied Workers’ Associations). Convention No. 189 recognized the centrality of paid care work for women’s labor force participation and the functioning of the global economy. For a new century, it boosted the ILO in a fight against the precarity and informality that were undermining the very idea of universal labor standards. Parlaying victory into better conditions would prove daunting, but IDWN (and its successor, the International Domestic Workers Federation [IDWF]) secured more ratifications in a few years than many other conventions.

Changes in coalfield employment and coal industry ownership illustrate the ways in which economic security was strengthened from the 1920s to the 1960s. Private ownership was an obstacle to communal security, with employers protecting their profits at the expense of employment and wage stability. Nationalisation in 1947 was an important victory. Progress was not straightforward, however, disturbed by pit closures and job losses from the late 1950s onwards. Policy-makers moved human and capital resources out of basic industry, including coal, and into higher value-added manufacturing. The new employer, the National Coal Board (NCB), was initially clumsy in its approach to restructuring. Nationalisation involved limited innovation in the sense of enhanced industrial democracy. But miners and their union representatives made the changes work in their favour. Policy-makers were persuaded to accommodate the needs of the coalfields as miners defined them. New factories were established in the coalfields through UK government regional policy, mainly in mechanical engineering and then electrical engineering, with jobs for women as well as men. A reconfigured pattern of social relations emerged gradually, with more opportunities for women and less gender inequality.

Although the nation became more conservative in the 1970s and 1980s, civil rights advocates built on legislative and legal victories of the 1960s to create race-conscious remedies to challenge institutionalized racism. Their position was strengthened by a growing women’s movement that became an important element of the civil rights coalition. Affirmative action and remedies against practices that had a disparate impact on minorities and women expanded employment opportunities; renewal and broad interpretation of the Voting Rights Act dramatically increased the number of black and Hispanic elected officials; and busing offered a new remedy for school segregation. Claiming that the Constitution was color-blind, Republicans attacked race-conscious remedies as “reverse racism” and used race as a wedge to make inroads among traditional Democratic constituencies. They used their growing strength to restrict busing and affirmative action and launch a war on drugs that led to mass incarceration of African Americans.

Chapter 3 examines an unpublished policy document that Young submitted to the Labour Party Policy Committee in 1952 called ‘For Richer, For Poorer’, which marked a transition from Young’s public policy career towards sociology and social research. Young left his position in the Labour Party Research Department after the Conservative election victory in the 1951 general election, and undertook a Ph.D. in social administration at the London School of Economics supervised by the social policy thinker Richard Titmuss. Responding to the Labour Party’s failure to appeal to women voters in the 1951 election, ‘For Richer, For Poorer’ urged the Labour Party to pay more attention to family policy. Young integrated a historical vision of declining social cohesion caused by industrialization and suburbanization with contemporary concerns about the poverty of women and children that built on the work of earlier social poverty researchers and the feminist campaigns for a family allowance led by Eleanor Rathbone. This document reflected a turn in Young’s thought away from the focus on full employment and macro-economic planning which had characterized much of his policy work during the Attlee government, and towards thinking about social policy from the perspective of those he conceived of as non-workers, including the elderly, the unemployed, children, and women.

Abstract:
Chapter 5 describes how structural forces beyond the realm of politics led to fissures in black leadership. Urban retrenchment, rising poverty and crime, and the persistence of residential segregation had taken their toll on Richmond, the black-majority council, and the Crusade by the 1980s. As the Reagan administration put New Federalism into action, cities struggled to pay the bills. Black leaders struggled to meet these challenges; they also no longer agreed on how to solve their communities’ mounting problems. Women such as Alma Barlow led the charge against the black establishment. Yet Roy West defeated Willie Dell more soundly in 1984, and his victory symbolized the arrival of technocratic, middle-class black politicians. Technocrats such as West supplanted the first wave of civil rights–era black politicians—a phenomenon that was not specific to Richmond. West, who was Richmond’s second black mayor, became the cause célèbre when he secured 30 percent set-asides for minority business contracts. These contracts did little, however, to address the poverty that enveloped Richmond. By 1986, the Crusade failed to challenge West’s approach to black governance. After allegations of discrimination in municipal employment rocked city hall, African Americans realized that the Crusade’s strictly political approach to the freedom struggle had fallen short.
