Wolfgang MühlbauerAls Plastischer Chirurg der frühen Jahre und langjähriger Weggefährte verdanke ich meiner „Chefin“ die Berufung zur Plastischen Chirurgie, beginnend mit einer stimulierenden Famulatur im Jahre 1960. Sie wurde gefestigt durch eine 4-monatige Tätigkeit als Medizinalassistent und entscheidend geprägt durch die Rückholung von der University of Colorado in Denver, USA, wohin ich zur Facharztausbildung gegangen war, ans neugegründete Universitätsklinikum r.d. Isar 1968. Sie begleitete meinen klinischen, akademischen und berufspolitischen Werdegang bis zur Neugründung 1984 einer eigenen Abteilung am Klinikum Bogenhausen in München vertrauensvoll und fördernd.All die Jahre versuchte ich ihr nicht nur in der Klinik eine Stütze zu sein, sondern auch privat in schwierigen Lebenslagen beizustehen, nicht zu Letzt im Sinne unseres Hypokratischen Eids „unsere Lehrer zu achten, zu ehren bis ans Ende ihres Lebens“.

Abstract:

Background:We have recently developed a novel ultrasonographic Halo Score to quantify the extent of vascular inflammation in GCA [1]. High Halo Scores were associated with a high rate of ocular ischaemia among patients with GCA. Earlier studies have shown that GCA patients with intimal hyperplasia in their temporal artery biopsy (TAB) are at the highest risk of neuro-ophthalmic, ischaemic complications [2,3]. We therefore questioned whether the ultrasonographic Halo Score might be linked to the presence of intimal hyperplasia in patients with GCA.Objectives:To investigate the relationship between the ultrasonographic Halo Score and intimal hyperplasia.Methods:This is a prospective study including 92 patients suspected of having GCA, who underwent both ultrasound of temporal/axillary arteries and TAB at diagnosis. Ultrasonographic halo counts and Halo Scores were determined [1]. An experienced pathologist determined whether or not the TAB findings were consistent with GCA. TABs were systematically evaluated for the presence of a transmural infiltrate and intimal hyperplasia. Multiple linear regression analysis was performed with either halo counts or Halo Scores as the dependent variable. Predictive variables included the presence of a transmural TAB infiltrate, intimal hyperplasia and male sex.Results:The TAB was consistent with GCA in 27 patients. The TAB revealed transmural inflammation in 18 patients and giant cells in 24 patients. Intimal hyperplasia was found in 20 patients with a positive TAB. Patients with a positive TAB showed higher halo counts and Halo Scores than patients with a negative TAB. Overall, patients with a positive TAB and intimal hyperplasia presented with the highest halo counts and Halo Scores (Figure). Among patients with a positive TAB, only intimal hyperplasia and male sex were predictive of higher halo counts and Halo Scores in the multiple linear regression analysis. Ocular ischaemia was present in 14% of patients with a positive TAB without intimal hyperplasia. Abstract:

At the turn of the twenty-first century two countries—one at the center of Europe and the other at its periphery—officially declared converts to minority religions to be threats to national security. The first is Germany, where since early 2006 Minister of Interior Affairs Wolfgang Schäuble has repeatedly warned against the danger posed by German converts to Islam (e.g., Schmid 2007). Recently, after two German Muslims were caught collecting chemicals used to make explosives, the Christian Democrat Union (CDU) faction's leader Wolfgang Bosbach and its Bavarian Interior Minister Günther Beckstein suggested the government register and follow all who have converted to Islam (Küchen 2007). Bosbach said, “A convert registry only makes sense given that we know some of them may be radicalized after converting” (Ringel 2007).

Abstract:

Schmitt's Verfassungslehre stands as perhaps the most systematic and least circumstantial of his works. While his production is marked, on the whole, by an extraordinary sensitivity toward his own concrete situation, leading at one point to an unbounded and shameless opportunism, this particular work seems to rise above the political fray, reflecting possibly the mood of 1928, which marks the halcyon days of the Weimar republic. Recently, Ernst-Wolfgang Böckenförde has tried to shake off the Verfassungslehre from its composed academic bearing by relating its argument to the polemical friend/enemy theory developed by Schmitt in his Der Begriff des Politischen (1927) and Schmitt's characterization of the state as the political unity of a nation. Beyond this, Böckenförde has connected the Verfassungslehre to the eminently partisan notion of sovereignty put forth by Schmitt in his Politische Theologie (1922), where he flaunts his allegiance to the Catholic counterrevolution.

Abstract:

In Europe, democracy has a bright future. Not one democratic mechanism, however direct, cannot guarantee direct democracy. Therefore, the theory of populism by theoretician Carl Schmitt is analyzed « thoughts on Schmitt against Schmitt : Ernst-Wolfgang Böckenförde“. Furthermore, the democratic myth is discussed and its ideology. The state of rule of law of modern democracy and the two faces of modern democracy are analyzed. The need to participate in civil society in administrative control is stressed. The relation of the tension between democracy and rule of law is observed. The need to consider the concept of considering modern democracy in relation to the idea of rule of law, democracies under conditions of modern politics on the basis of which Böckenförde, referring to Hegel, calls the problem „division “are emphasized. It is precisely from this problem that Böckenförde shows that modern democracy can only be representative. Representation is a fundamental principle of the rule of law while representation means a system of formation necessary for expressing the political will of the people. Every formation of the collective process means the introduction of standards of procedure, significant guarantees and formal conditions of this process.
