Abstract:
In the most recent edition of this play (Bristol Classical Press, 1987) M. M. Willcock places an obelus before montes with the comment ‘monies and acerui get in each other's way’. But in view of its metaphorical use elsewhere in Plautus (e.g. Aul. 701, Mil. 1065, Mos. 352), prima facie suspicion does not fall on montes.

Abstract:
A new species of apoid wasps, Pseudoplisus willcoxi sp. nov., is described from Arizona, New Mexico, and Colorado. It is compared with all other species currently assigned to the genus. It has a remarkable overall color pattern, unique in Pseudoplisus, and a restricted collecting record: only a single specimen was collected outside of the Willcox area in Arizona (defined here as including the Animas area, New Mexico). Additionally, of the 34 remaining specimens, one was collected in 1974 and all other after 2001. In the present paper, the new species is diagnosed, described, and the relevant characters are illustrated. The geographic distribution and its heterogeneous collecting record are briefly discussed.

Abstract:
This paper reports on empirical work examining the conseqences for the development of the role of Primary Care Groups of the shift from competition (in the internal market) to relationships based on collaboration and partnership. Previous work (Conway and Willcocks, 1998; Willcocks and Conway, 1999) firstly developed a conceptual framework emphasizing the development of relationships between Primary Care Groups and their key stakeholders (for example, Health Authorities, Local Authorities and Trusts) and, secondly, sought to test this framework empirically through case study analysis of two Primary Care Groups in the north of England. This paper takes the research further and focuses on one of these Primary Care Groups, providing an in-depth analysis of particular issues such as the rationale for the particular configuration of this organization and the chosen working arrangements, the role and function of the Board and individual members, and the problems encountered in the first year of operation.

Abstract:
AbstractDuring the latest Quaternary, freshwater pluvial lakes intermittently formed in the topographically closed Willcox basin, Arizona. A lacustrine sequence of six separate high stands of Lake Cochise is documented by stratigraphic studies, 19 radiocarbon ages, and supplementary evidence. Two stands of pluvial Lake Cochise, older than 14,000 yr B.P., reached elevations above 1290 m. The prominent 1274-m shoreline of Lake Cochise, which circumscribes the basin, was largely created during a high stand between 13,750 and 13,400 yr B.P. During the Holocene, water filled the Willcox basin three times to an elevation slightly below the crest of the 1274-m shoreline. This occurred once during the early Holocene around or before 8900 yr B.P. and twice during the later part of the middle Holocene. Since the middle Holocene, only shallow ephemeral lakes have occupied the deflated central portion of ancient Lake Cochise, a depression known as the Willcox Playa. The lacustrine sequence of Lake Cochise provides an independent evaluation of late Quaternary paleoclimatic reconstructions for southern Arizona and the American Southwest.

Abstract:
AbstractIn this article, Mary Lacity and Leslie Willcocks review the practice of outsourcing business and information technology services. Research finds that outsourcing can deliver value to client organisations, but that it takes a tremendous amount of detailed management by clients and providers to realise expected benefits. The proven practices that contribute to positive outsourcing outcomes can be summarised as contractual governance, relational governance, client retained capabilities, and provider capabilities. Despite outsourcing's maturity, some enduring contractual challenges remain, particularly in the areas of incentive pricing and contract adaptability.

Abstract:
Mit Mythen Leben, the 2004 study of Roman sarcophagi by Paul Zanker and Björn Ewald, has appeared (with updated references) in English. This is a cause for gladness among all Anglophones engaged in the teaching of ancient art, because for non-German readers there was frankly nothing to match the intellectual scope and illustrative quality of Zanker–Ewald. Our only regret may be that students will find this explanation of the imagery on the sarcophagi so convincing that further debate seems futile. It is well known that Roman sarcophagi, of which thousands survive from the second and third centuries ad, have had a ‘presence’ or ‘afterlife’ in Western art history for many centuries: some were even re-used for Christian burials (the tale of one such case in Viterbo, the so-called ‘Bella Galiana’ sarcophagus, might be one addendum to the bibliography here). But what did they once signify? Many were produced in marble workshops of the eastern Mediterranean, from which the suspicion arises that Roman customers may not have exercised much discrimination when it came to selecting a subject or decorative scheme. (Our authors rather sidestep the question of how much was carved at sites of origin, such as Aphrodisias, then completed – with portrait features added? – in Rome.) Accepting, however, that an elaborate sarcophagus was a considerable investment – the cost calculated as about six months’ or even a year's salary for a captain in the Praetorian Guard – and supposing that the imagery were more than a status symbol, we are left with essentially two options. One is to follow the Belgian scholar Franz Cumont and others in analysing the iconography in terms of its clues to Roman beliefs about the afterlife. For certain images of myth this seems to work very well – the story of Alcestis, for example; for others, rather abstruse allegories must be sought: what eschatology is lodged in Medea's tragedy, or a scene of Achilles on Skyros? The alternative is to follow Zanker and Ewald in supposing that the sarcophagi do not so much represent the belief systems of the deceased as offer a sort of visual counselling to the bereaved. Hence the title – living with myths, not dying with them: for the regular occasions on which Romans were obliged to remember and honour the dead (parentalia, rosaria, etc.), sarcophagi on display in family burial enclosures provided ‘encouragement to free association’ (31) in various therapeutic and consolatory ways. These of course encompass some of Cumont's reconstructions of Stoic comfort and so on – but with its emphasis upon the response of viewers, the Zanker–Ewald approach clearly allows more flexibility of significance. To say that the message often reduces to ‘it could be worse’ is a brutal summary of the sympathetic and subtle readings expounded in this book. Yet occasionally one could wish for more sophistry. For example, in discussing the consolatory potential of images of Niobe and her unfortunate offspring – a ‘massacre of the innocents’ with obvious pertinence to mors immatura – the authors allude (74) to the curious persuasive strategy deployed by Achilles when he, at last in a mood to yield up the mangled body of Hector, invites the grief-stricken Priam to supper (Il. 24.603 ff.). As Malcolm Willcock long ago showed (CQ 14 [1964], 141 ff.), Achilles resorts to a formulaic paradeigma: ‘You must do this, because X, who was in more or less the same situation as you, and a more significant person, did it.’ Only in this the case the a fortiori argument relies upon a rather implausible twist to the usual story, namely that Niobe, having witnessed the deaths of her twelve children – and with their corpses still unburied, since everyone in the vicinity has been turned to stone – adjourns to dinner. No other telling of the myth mentions this detail: indeed, Niobe herself is usually the one turned to stone. Of course this version suits Achilles well enough: if Niobe lost all her children but not her appetite, why should Priam, who has lost merely one of his many sons and daughters, hesitate to share a meal? But did Homer expect his audience to be disconcerted by such mythical manipulation, or was it typical of what happened when myth served as consolation? And if Achilles/Homer may resort to such embroidery, did educated Romans feel inclined to do likewise? Was this part of the presence of myth in ‘everyday life’?

Abstract:
This article examines the intertextuality of verbal and visual elements in “The Seven Ages of Childhood,” a series of seven paintings by Jessie Willcox Smith reproduced in The Ladies’ Home Journal in 1908–09, and then bound in book form. Drawing on sources including Smith’s biography, The Ladies’ Home Journal, the captions for each piece (modelled on lines from Shakespeare’s As You Like It), and Carolyn Well’s verse contributions to the book form, this article argues that “Seven Ages” contains a subversive critique of the traditional teleological arc of girlhood, the aim of which was marriageability.

Abstract:
Ever since the terrorist attacks of 9/11, the federal government has increased funding for emergency preparedness. However, the literature continues to document several areas of weaknesses in public health emergency management by local health departments (LHD). This lack of preparedness affects the entire public. The purpose of this study was to determine whether or not Maryland LHDs have effectively put in place the information technology (IT) that is relevant for emergency preparedness. Base Firm-wide IT Infrastructure Services and the Feeny/Willcocks Framework for Core IS Capabilities are the two conceptual frameworks used in this study. This qualitative study used the survey method and the data were analyzed through content analysis. The results revealed that utilization, practice, and performance of IT by Maryland LHDs are not efficient or effective. Recommendations included the development of “best practices,” increased funding for IT infrastructure and the establishment of strategic management framework for IT initiatives. Implications for positive social change include the development of recommendations to enhance emergency preparedness practice, and advancement of knowledge so as to facilitate the functions, and duties of health departments in emergency preparedness operations.

Abstract:
This paper reports on the theoretical development and empirical validation of a measurement instrument for three information technology (IT) core capabilities in an electronic commerce context. The instrument is based on the work of Feeny and Willcocks (1998) and includes the capabilities ‘information systems (IS)/IT governance’, ‘business system thinking’ and ‘relationship building’. It was validated using a sample consisting of 179 respondents, all of whom were IT managers or chief information officers. The results demonstrate that the constructs are reliable (a coefficients > 0.8) and valid. A confirmatory factor analysis on the data set yielded a moderately acceptable model fit. The model also demonstrated highly significant factor loadings (p > 0.001). The paper shows that a respecification of a competing model in which IS/IT governance is split into ‘business IT strategic thinking’ and ‘IT management’ provides better measures of fit. The paper concludes that the core capabilities of IT departments are useful constructs for incorporating into future research. They are successfully able to predict behaviours that have relatively little overlap. Recommended further research includes the relationship between capabilities and governance structures as well as further investigation into how IT core capabilities are formed and strengthened in organizations.

Abstract:
Purpose This paper aims to illustrate the value of the outsourcing life cycle, as described in several industry models, including ISO 37500. Design/methodology/approach The authors present a comparison of outsourcing life cycles to provide an overview of current practices in the global outsourcing industry. Findings Several outsourcing life cycles have been defined by industry associations such as the International Association of Outsourcing Professionals (IAOP) and the National Outsourcing Association (NOA). Academic research has created several outsourcing life cycles, notably the model from the London School of Economics (Cullen and Willcocks, 2005). Finally, commercial models have been defined, for example the Vendor and Sourcing Management model from IDC (2014). Research limitations/implications Researchers will find the overview of different life cycles useful in assessing maturity of outsourcing organizations. Practical implications Practitioners will find the detailed description of ISO 37500 and the comparative life cycles to be illustrative of different approaches to managing outsourcing transactions. Both buyers and providers will be able to compare their own life cycle to industry standards. Originality/value Little or no research has been conducted on how outsourcing life cycles contribute to effective outsourcing. This paper provides a foundation for such research.

Abstract:

Abstract:
The effect of three vigor-control apple (Malus domestics Borkh.) rootstock (seedling, MM.106, and M.7a) on fruit diameter of three cultivars ('Red Delicious', `Granny Smith', and `Gala') was studied over two growing seasons (1990-91) in the arid climate of Willcox, Ariz. Daily fruit growth rate (DFGR) and effective fruit growth period (EFGP) data indicate cultivar differences in DFGR as well as EFGP. Cultivars with a high DFGR had a relatively shorter EFGP. Rootstock had no significant effect on EFGP. Cultivar x rootstock interaction on fruit diameter was significant for DFGR, but not for EFGP. `Red Delicious' and `Granny Smith' trees produced larger fruits on MM.106 and M.7a than on seedling rootstock. For `Gala', there was no significant effect of all rootstock on fruit diameter.

Abstract:
The COVID-19 pandemic changed how care was organised in general practice. Anne-Marie Brennan and Rebecca Willcox explain how a ‘cold hub' was set up in their primary care network and the challenges the nursing team faced The COVID-19 pandemic has changed the way general practice is organised. A significant proportion of care is now managed over the telephone or via video consultation. However, some patients need to be seen face-to-face and many nursing tasks need to be completed in person. In our local area, hot and cold hubs were set up for face-to-face contact with patients. This article describes how Lewisham and our primary care network (PCN) activated the local COVID-19 plan, the challenges the nursing team faced, and how many of these were overcome.

Abstract:
