Abstract:
A new species of apoid wasps, Pseudoplisus willcoxi sp. nov., is described from Arizona, New Mexico, and Colorado. It is compared with all other species currently assigned to the genus. It has a remarkable overall color pattern, unique in Pseudoplisus, and a restricted collecting record: only a single specimen was collected outside of the Willcox area in Arizona (defined here as including the Animas area, New Mexico). Additionally, of the 34 remaining specimens, one was collected in 1974 and all other after 2001. In the present paper, the new species is diagnosed, described, and the relevant characters are illustrated. The geographic distribution and its heterogeneous collecting record are briefly discussed.

This paper reports on empirical work examining the conseqences for the development of the role of Primary Care Groups of the shift from competition (in the internal market) to relationships based on collaboration and partnership. Previous work (Conway and Willcocks, 1998; Willcocks and Conway, 1999) firstly developed a conceptual framework emphasizing the development of relationships between Primary Care Groups and their key stakeholders (for example, Health Authorities, Local Authorities and Trusts) and, secondly, sought to test this framework empirically through case study analysis of two Primary Care Groups in the north of England. This paper takes the research further and focuses on one of these Primary Care Groups, providing an in-depth analysis of particular issues such as the rationale for the particular configuration of this organization and the chosen working arrangements, the role and function of the Board and individual members, and the problems encountered in the first year of operation.

Abstract:
Composer Joseph Willcox Jenkins (b. 1928), longtime professor at Duquesne University in Pittsburgh, Pennsylania (since 1961) and the first arranger for the United States Army Chorus (1956-1959), has composed and arranged a prolific amount of choral music, much of which has remained unpublished. After presenting a brief biography of Jenkins, this essay examines a sample of seven of his choral works, with analyses and scores of each. Catalogs of the choral compositions to which he assigned opus numbers and his U.S. Army Chorus arrangements follow, along with a classified list of remaining choral works and arrangements. The document concludes with the transcription of a conversation between Jenkins and the author about his career and music. It is hoped that this resource for choral musicians will encourage a more widespread knowledge of Jenkins’ choral music, providing increased possibilities for performance and further study.

Abstract:
An interdisciplinary survey consisting of four geophysical methods was conducted on the western edge of the Apache Generating Station’s property in Willcox, Arizona. The aim of the survey was to apply various methods for the detection of earth fissures and desiccation cracks. The geophysical methods used were static magnetic field measurements, frequency domain electromagnetics (FEM), ground penetrating radar (GPR), and seismic. Two grids were delineated and surveyed by each method. Grid 1 was set up at a site containing a fissure with visible surface expression over some parts of the grid, and Grid 2 was set up at a site with little visible surface expression of the fissure, but was suspected to contain a fissure in the subsurface. At another location, northwest of the Apache Generating Station, three lines were surveyed in an area of known desiccation cracks. All of the methods showed an anomaly associated with the fissure in Grid 1. Furthermore, at locations where the fissure is not visible in Grid 1, there were still strong anomalies in line with the suspected location of the fissure extending below the surface. Magnetic data from Grid 2 suggests that magnetics may not be a useful method in subsurface earth fissure detection at this site, where we believe that the fissure is only a very small crack with small aperture at depth. The electromagnetic results from Grid 2 show anomalies extending from lines 1 through 5 where there is only minimal surface expression in lines 1 and 2 and no surface expression in lines 3-5. No anomaly was seen in the northern end of Grid 2. It was found that GPR in Grid 2 did not display conclusive results in distinguishing subsurface earth fissure anomalies from other anomalies, such as roots. Seismic lines in Grid 2 show anomalies in the profiles that could indicate the presence of earth fissures; however a thin high velocity horizon may appear as a subsurface fissure, and this made interpretations more challenging. At the desiccation crack site, there is evidence of a shallow feature, which we interpret to be a dessication crack and not an earth fissure. A dirt road was present at the desiccation crack site, and it is possible that the road may have produced some of the observed anomalies due to rain-water channeling effects. The locations of fissures were confirmed by trenches excavated at the locations where anomalies were visible in the geophysical data, but where the fissures were not exposed at the surface.

This study focuses on the development of architectural education at the University of Oregon's School of Architecture and Allied Arts (A&AA) in Eugene, Oregon. Applying a historic preservation perspective, this study examines how architectural perceptions are manifested through institutional changes in architectural education. Beginning with a focus on the A&AA under the administration of Dean Ellis F. Lawrence and Professor W. R. B. Willcox, this study transitions into an exploration of Dean Sidney W. Little's decidedly modernist alteration of the curriculum and building in the mid-twentieth century. During this period, the A&AA underwent a major shift from a curriculum and building based on the principles of the Arts and Crafts movement to a radically different approach that fully embraced the philosophy of modernism and actively rejected any allegiance to past architectural forms.

Outsourcing has been argued to lead to cost savings, improved discipline, better services, access to scarce skills, and the capacity for managers to focus more time on the core business of their organizations (Domberger, 1998). Government outsourcing initiatives have encompassed a range of services, but given the large sums of money invested in IT assets, the outsourcing of IT services (IT outsourcing, or ITO) has been a major initiative for many agencies. Lacity and Willcocks (1998, p. 3) defined ITO as “handing over to a third party [the] management of IS/IT assets, resources and/or activities for required results.” For public-sector outsourcing, this handover is usually made by way of a competitive tender. Case studies have reported ITO successes and failures (e.g., Currie & Willcocks, 1998; Rouse & Corbitt, 2003; Willcocks & Currie, 1997; Lacity and Willcocks, 2001; Willcocks & Kern, 1998), but much of the evidence presented to public-sector decision makers to justify this reform is anecdotal and unsystematic, and when investigated in depth, does not necessarily support widespread conclusions.

Abstract:
The literature first devoted attention to IT outsourcing partnerships in 1990 (Gantz, 1990; Rochester & Douglas, 1990). An IT outsourcing partnership consists of a service recipient and one or more external service providers and the relationship between them. The service recipient hands over the responsibility for the execution of the IT services to the service provider but remains the responsibility for managing the IT outsourcing partnership. The relationship between the service recipient and the service provider is defined in contracts describing the mutual obligations. The contract value of IT outsourcing partnerships is substantial, meaning over 10 million US$ or Euros. These contracts are also long-term contracts. The average duration of contracts is over 36 months (Cox, 2002). This description is based on the work of Lacity and Hirschheim (1993), Willcocks, Fitzgerald and Feeny (1995), and Currie and Willcocks (1998). The IT services outsourcing market is still growing every year, approximately 10% (Cox, 2002). Therefore, it is essential that sufficient attention be devoted to the governance of IT outsourcing partnerships.
