Abstract:
This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia’s Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan’s growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia’s basic policy regarding the exclusion of Japanese permanent settlers.

AbstractThis paper concern on the multiculturalism in Australia related to the immigration policy. Since the application of “White Australia Policy” which makes some restriction to people from other countries who are considered as different color and non-English speakers to come to Australia ended in 1907, the government attempts to eliminate the discrimination treatments to them all. This paper employs descriptive essay which was aimed to describe more aboutAustralian multiculturalism after the end of “White Australia Policy”. The technique of data collection was literary study from some sources like journals and some news from internet. The writer took three cases have ever happenedrelated to the multiculturalism in Australia to analyse the application of immigrants policy after “White Australia Policy” annulment. Those are Arabians beating in Sydney coast by Neo-Nazi, discrimination against Muslim minorityand Africans by police in Victoria, and also Muslim demonstration because of Muhammad humiliation. The study revealed that “White Australia Policy” still can not completely be eliminated. Those three cases, it shows that there arestill many discrimination treatments against coloured immigrants; on the other hand the government is still trying to implement a multiculturalism policy.

Abstract:
This article recovers the essential imperial and international context of the Immigration Restriction Act in 1901, and argues that the foundational deliberations that produced the White Australia Policy cannot be fully understood without attention to that global perspective. Indeed, the real and potential imperial and international implications of Asian restriction dominated the parliamentary debates and influenced the policy's character and application from the outset. The debate was not about whether to implement a restrictive immigration regime, it was about how to implement that regime, a calculus suffused with a range of imperial and international considerations. This paper therefore argues that the White Australia Policy was a consciously and deliberately imperial and international act that imparted a distinctly global inflection to the Australian nation building project at its inception.

Abstract:
The first mass Chinese immigration to Australia occurred in the 19th century, with approximately 100,000 Chinese arriving between the 1840s and 1901 (Fitzgerald 2007; Ho 2007), during which questions were raised both in relation to the Chinese rights of migration and settlement in Australia, and the validity of the government's actions against the Chinese. The latter question was in fact considered in the colonial courts (Cronin 1993; Lake and Reynolds 2008). Since then, the Chinese in Australia have never shied away from taking various legal actions, although they are normally seen as people who keep to themselves. Australia abandoned its 'White Australia' policy in 1974, and lately Australia has placed more emphasis on skilled and business migration. As a result, many believe that Chinese migrants have come to Australia under its normal skilled, business or family migration programs, which ignores the fact that a high proportion of them have obtained their chance to stay in Australia directly or indirectly through a series of legal battles. This paper contributes to the discussion of the Chinese in Australian political life by looking at how the Chinese have fought in the Courts in the post-White Australia era in past decades, and the key features of their unique experiences. This is a different type of political activism, characterising the lives of many Australian Chinese, their engagement with the Australian political system, and becoming part of the background of their identity, transnationality, socio-political attitudes and behaviour and many other traits.

This paper focuses on the White Australia Policy, a restrictive immigration policy that existed from the Federation of the six Australian colonies in 1901 until Australia’s shift to a multicultural policy in the 1970s. The paper centres on the discourses and ideologies that justified the need for a white Australia at the time of Federation ; such discourses were structured around the postulate that contact between different cultures would necessarily lead to intense and unmanageable friction, and required the full exclusion of non-white others. Such a postulate seemed to be confirmed by the Australian colonies’ direct experience of race riots in the nineteenth century, but it was also supported by theorisations of racial conflict based on interpretations of James Bryce’s The American Commonwealth (1888) and Charles Pearson’s National Life and Character : A Forecast (1893). Australia’s central postulate crystallised many of the tensions that characterised settler colonialism in the British Empire.

Abstract:
This article examines the impact on Australia of population movements in the Asia-Pacific region since 1945, with special reference to the period since 1975 that marked the termination of the restrictive ‘White Australia Policy.’ That policy, which had its origins in racist theories popular at the end of the nineteenth century, isolated Australia from its immediate region and kept it tied to its European and, more specifically, British origins. The impact of population, trade and capital movements in the region has been such as to make Australia ‘part of Asia.’ Nevertheless, public opinion has yet to accept these changes fully, especially when they involve changing the ethnic character of the resident population. It is concluded that the generation which has grown up since 1945 and which is now starting to dominate politics and intellectual life will find it easier to reorient Australia than did the previous generation, despite continuing ambivalence in public attitudes. The presence in Australia of large numbers of permanent residents and citizens of Asian origin is a necessary factor in expediting change.

Inter-war Australia saw the emergence of a feminist campaign for indigenous rights. Led by women activists who were members of various key Australian women's organizations affiliated with the British Commonwealth League, this campaign proposed a revitalized White Australia as a progressive force towards improving ‘world’ race relations. Drawing upon League of Nations conventions and the increasing role for the Dominions within the British Commonwealth, these women claimed to speak on behalf of Australian Aborigines in asserting their right to reparation as a usurped people and the need to overhaul government policy. Opposing inter-war policies of biological assimilation, they argued for a humane national Aboriginal policy including citizenship and rights in the person. Where white men had failed in their duty towards indigenous peoples, world women might bring about a new era of civilized relations between the races.

Different from their ancestors, most of the Australian Aborigines currently live outside their native land but in a multicultural society under the major influence of Western culture. The assimilation policy, the White Australian policy etc. partly deprived Australian aborigines of their traditional culture. The young generations tend to adopt the western style of living, leaving behind their ancestors’ culture without any heir! However, they now are aware of this loss, and in spite of the modern trend of western culture, they are striving for their traditional preservation. In “Multicultural Australia: United in Diversity” announced on 13 May 2003, Australian government stated guidelines for the 2003-2006 development strategies. The goals are to build a successful Australia of diverse cultures, ready to be tolerant to other cultures; to build a united Australia with a shared future of devoted citizens complying with the law. As for Aboriginal culture, the multicultural policy is a recognition of values and significance of the most original features of the country’s earliest culture. It also shows the government’s great concern for the people, especially for the aborigines. All this displays numerous advantages for the preservation of Australian aboriginal culture.

Abstract ContextPseudogymnoascus destructans is the fungus responsible for white-nose syndrome (WNS), which has killed millions of hibernating bats in North America, but also occurs in bats in Europe and China without causing large-scale population effects. This is likely to be due to differences in species susceptibility and behaviour, and environmental factors, such as temperature and humidity. Pseudogymnoascus destructans is currently believed to be absent from Australia. AimsTo ascertain the level of risk that white-nose syndrome poses for Australian bats. Methods This risk analysis examines the likelihood that P. destructans enters Australia, the likelihood of the fungus coming in contact with native bats on successful entry, and the potential consequences should this occur. Key results This risk assessment concluded that it is very likely to almost certain that P. destructans will enter Australia, and it is likely that bats will be exposed to the fungus over the next 10 years. Eight cave-dwelling bat species from southern Australia are the ones most likely to be affected. ConclusionsThe risk was assessed as medium for the critically endangered southern bent-winged bat (Miniopterus orianae bassanii), because any increase in mortality could affect its long-term survival. The risk to other species was deemed to range from low to very low, owing to their wider distribution, which extends beyond the P. destructans risk zone. Implications Although Australia’s milder climate may preclude the large mortality events seen in North America, the fungus could still significantly affect Australian bat populations, particularly bent-winged bats. Active surveillance is required to confirm Australia’s continuing WNS-free status, and to detect the presence of P. destructans should it enter the country. Although White-nose Syndrome Response Guidelines have been developed by Wildlife Health Australia to assist response agencies in the event of an incursion of WNS into bats in Australia, these guidelines would be strengthened by further research to characterise Australian cave temperatures and hibernating bat biology, such as length of torpor bouts and movement over winter. Risk-mitigation strategies should focus on education programs that target cavers, show-cave managers and tourists, particularly those who have visited regions where WNS is known to occur.

This article provides a comparative analysis of foreign language policies in Asia and Australia with reference to policy contexts, motivations and processes. The analysis is specifically motivated by the recent publication of the Australia in the Asian Century White Paper that represents Australia’s renewed desire to engage with Asia by developing “Asia literacy” including the development of national proficiency in selected Asian languages. It is argued that, although foreign language policies in the two regions present interesting similarities in terms of policy contexts and goals, there is notable disconnect between Asia and Australia that potentially undermines Australian policy desire to connect with Asia. Furthermore, although languages, like other national resources, are planned to address social needs and aspirations, subjecting languages to economic imperative reflects not only misconceptions of languages but also misappropriation of their potential.

In the 20 years before the Second World War the frontier war dragged to a close in remote parts of north Australia with the 1926 Daly River massacre and the 1928 Coniston massacre. There was a rapid decline in the Aboriginal population, giving rise to the idea of the ‘dying race’ which had found policy expression in the State ‘Protection’ Acts. Aboriginal and Islander labour was exploited under scandalous rates of pay and conditions in the struggling north Australian beef industry and the pearling industry. In south east Australia, Aborigines endured repressive white control on government reserves and mission stations described by some historians as being little better than prison farms. A largely ineffectual Aboriginal political movement with a myriad of organisations, none of which had a pan-Aboriginal identity, struggled to make headway against white prejudice. Finally, in 1939, John McEwen's ‘assimilation policy’ was introduced and, though doomed to failure, it at least recognised that Aborigines had a place in Australia in the long term.

This article examines the changing concepts of racialised citizenship in two intertwined nations: the Independent State of Papua New Guinea (‘PNG’) and the Commonwealth of Australia (‘Australia’), PNG’s former colonial ruler, as the latter sought to shake off the legacies of its recently abandoned ‘White Australia’ policy. It examines the historical intersection between PNG’s developing citizenship criteria, with its racialised articulation of who was ‘in’ and who was ‘out’, and Australia’s efforts to recast its image on the international stage as a multi-racial, non-racist and anti-imperial nation. Specifically, it demonstrates how the intersection of these policy choices impacted on a particular cohort of so-called ‘Australian Protected Persons’ (‘APPs’). APPs who happened also to fall outside PNG’s citizenship criteria were left stateless at PNG’s independence. Drawing on newly released Australian archival material, this article casts light on the particular historical moment that allowed for this outcome.

This paper examines the global provenance of Australian Islamophobia in the light of the Christchurch massacre perpetrated by a white-supremacist Australian. Anti-Muslim racism in Australia came with British imperialism in the nineteenth century. Contemporary Islamophobia in Australia operates as part of a successor empire, the United States-led ‘Empire of Capital’. Anti-Muslim stories, rumours, campaigns and prejudices are launched from Australia into global circulation. For example, the spate of group sexual assaults in Sydney over 2000–2001 were internationally reported as ‘ethnic gang rapes’. The handful of Australian recruits to, and supporters of, IS, is recounted in the dominant narrative as part of a story propagated in both the United Kingdom and Australia about Islamist terrorism, along with policy responses ostensibly aimed at countering violent extremism and targeting Muslims for surveillance and intervening to effect approved forms of ‘integration’.

The profession of social work intervenes in the lives of the vulnerable and marginalised. In the majority, social work policy and practice in Australia has been founded on a western practice paradigm. Recent and rapid developments in the migratory trends of migrants and refugees places additional demands on social workers to practice with and for diverse communities. This article argues that the profession of social work is reluctant to embrace the multicultural face of Australia and lacks the intellectual apparatus to respond to diversity. The long history of Asian contact with Australian Aborigines began with the early links with seafarers, Makassan trepang gatherers and even Chinese contact, which occurred in northern Australia. Later contact through the pearling industry in the Northern Territory and Kimberley, Western Australia, involved Filipinos (Manilamen), Malays, Indonesians, Chinese and Japanese. Europeans on the coastal areas of northern Australia depended on the work of indentured Asians and local Aborigines for the development and success of these industries. The birth of the Australian Federation also marked the beginning of the “White Australia Policy” designed to keep non-Europeans from settling in Australia. The presence of Asians in the north had a significant impact on state legislation controlling Aborigines in Western Australia in the first half of the 20th century, with implications to the present. Oral and archival evidence bears testimony to the brutality with which this legislation was pursued and its impact on the lives of Aboriginal people.

This paper is a biographical case study that explores the distinct experiences of three Australian-born Japanese (hereafter, Nikkei-Australians) who volunteered for Australian military service during World War II: Mario Takasuka, Joseph Suzuki and Winston Ide. It examines the social and political context in which these soldiers lived, concluding that they faced a disconnect between the way they were viewed by the government, their local communities and themselves. Notions of identity and nationalism are also explored in the context of World War II and the White Australia Policy, and are compared with the experiences of non-European soldiers in Australia and Nikkei soldiers abroad. The paper also highlights the ambiguous position of Nikkei-Australian soldiers with respect to military enlistment. At the time, legislation allowed for Nikkei-Australians to be variously classified as loyal citizens capable of enlistment, as not sufficiently ‘Australian’ for duty, or as enemy aliens, depending upon how it was applied in each case. Because there was no uniform approach within the government for applying these laws, the experiences of Nikkei-Australians vastly differed, as illustrated by the stories of the individuals profiled in this study. The Forced Removal Policy is a Government sponsored policy to forcibly removed Aborigine children from their parent’s homes and get them educated in white people households and institutions. There was a people’s movement in Sydney, Australia, and London, Englandin 1998to bring about “Sorry Books.” Australia’s “Sorry Books” was a movement initiated by the advocacy organization Australian for Native Title (ANT) to address the failure of The Australian government in making proper apologies toward the Aboriginal and Torres Strait Islander population. The objective of this paper is to examine the extent of cultural genocide imposed by the Australian government towards its Aborigine population in the past and its modern-day implication. This paper is the result of qualitative research using literature reviews of relevant materials. The effect of the study is in highlighting mainly two things. First, the debate on the genocidal intention of the policy itself is still ongoing. Secondly, to discuss the effect of past government policies in forming the shape of national identities, in this case, the relations between the Australian government and its Aborigine population.

Abstract Migrants have played a crucial role in shaping the history of Australian society and its development, particularly after 1975, when Australia formally dismantled its White Australia Policy and welcomed immigrants from around the world. Since then, millions of immigrants from non-English-speaking backgrounds have settled in Australia. This review aims to critically discuss the main challenges that many of these immigrants face as part of their integration process in Australia. For this research, various large and relevant databases were considered and searched. And by applying ‘inclusion and exclusion criteria’, fifty-six major articles published between 1975 to 2021 were selected for critical review and analysis. The findings of this research indicate that, while there have been changes to streamline the process of integration and improve services, five clusters of major challenges have confronted immigrants since 1975: the labour market, racism and discrimination, the language barrier, social connections and housing and accommodation.

The evolution of Australian immigration policies led to the development of two key phases in the 20th century that changed the entry and settlement of Muslim migrants to Australia. Besides the phasing out of the White Australia Policy, the overlooked impact of the Colombo Plan and its correlation with the Muslim Youth Movement of Australia has not yet been considered. Moreover, the role of international students in universities led to the formation of Muslim student associations across Australian campuses from the 1960s. These associations and societies provided ground-breaking opportunities and safe spaces for the upward mobility, activism and communal development of their members. While the newly arrived Muslims were trying to find means to settle and lay the foundations of their communal life, the university associations were advancing into amalgamated national bodies, which through their activities soon became a referential establishment in national and international relations. This article traces the foundations and development of Muslim student associations in Australia, which shed light onto the Islamic revival euphoria that was prevalent at the time. This subsequently encouraged the Islamisation of the student associations as they became more focused on Islamic activism that contributed to the creation of the Australian ummah.

This paper assesses the level and composition of contemporary Asian immigration to Australia and explores its processes and impacts. The final reversal of the White Australia Policy in the 1970s opened the door to substantial increases in Asian immigration, particularly from Vietnam, Malaysia, the Philippines, China, India and Hong Kong. Most migrants are entering through the family reunion, refugee and business migration categories. Vietnamese dominate both family reunion and refugee categories, but the recent prominence among family migrants of Filipino wives and fiancees of Australian men is drawing attention and controversy. Asian migrants tend to be young and female, but there are also great variations in their economic and social adaptations to Australia. Discrimination, exploitation and unemployment are among the problems faced by some Asian groups.

An analysis of Australia’s governmental policy towards indigenous peoples has been done. The negative consequences of the colonization of the Australian continent have been revealed, in particular, a significant reduction in the number of aborigines due to the spread of alcohol and epidemics, the seizure of their territories. It is concluded that the colonization of Australia was based on the idea of the hierarchy of human society, the superiority and inferiority of different races and groups of people, and accordingly - the supremacy of European culture and civilization. It is demonstrated in the creation of reservations for aborigines and the adoption of legislation aimed at segregating the country's white and colored populations and assimilating certain indigenous peoples into European society, primarily children from mixed marriages. It has been proven that, considering the aborigines an endangered people and seeking to protect them from themselves, Europeans saw the way to their salvation in miscegenation - interracial marriages and the isolation of aboriginal children from their parents. This policy has been pursued since the end of the XIX century by the 1970s and had disrupted cultural and family ties and destroyed aboriginal communities, although government circles positioned it as a policy of caring for indigenous Australians. As a result, the generation of aborigines taken from their parents and raised in boarding schools or families of white Europeans has been dubbed the “lost generation”. The activity of A.O. Neville who for more than two decades held the position of chief defender of the aborigines in Western Australia and in fact became the ideologist of the aborigines’ assimilation policy has been analyzed. He substantiated the idea of the biological absorption of the indigenous Australian race as a key condition for its preservation and extremely harshly implemented the policy of separating Aboriginal children from their parents. It is concluded that the policy towards the indigenous population of Australia in the late XIX – first third of the XX century was based on the principle of discrimination on racial grounds.

Using a comparative mode of analysis, this article offers a new perspective on Indian assimilation policy in the United States. It focuses on one aspect of assimilation policy common to the United States and Australia in the late nineteenth and early twentieth centuries-the practice of removing indigenous children from their families and communities and placing them in institutions. The article argues that there is a subtle difference in the way that Americans and Australians described "assimilation"taking place-namely, the extent to which white Americans and white Australians openly planned to "whitewash" indigenous identity through interracial relationships. Nevertheless, while children of mixed descent played a very different role in the grandiloquent words used by reformers and politicians to describe their nation's policies,similar ideas about their role in the absorption and eventual disappearance of the indigenous population into the white one can be discerned in both contexts.

The historical circumstances which led to the end of the indentured labor trade suggest that its abolition was only partially the result of humanitarian concern for the welfare of workers. It was the development of nationalism, both in sending and receiving countries, that prompted a rethinking of the racialized labor organization of indenture. In Australia, the introduction of the White Australia policy in 1901, with its restrictions on non-white immigration and employment, is usually thought to coincide with the abolition of the indentured labor trade. But the Australian pearl-shelling industry continued to employ indentured Asian workers up until the 1970s. This case study extends the historical analysis of indenture well beyond its supposed international abolition. In doing so, it demonstrates a degree of continuity of colonial thought and practice which persisted in the face of global decolonization.

Despite this diversification, Australia has been able to sustain itself as a peaceful liberal democracy. It is the contention of this article that Australia's policies of multiculturalism have played an important role in contributing to this state of relative peacefulness. This article seeks to assemble some evidence from the Australian experience to ‘test’ the notion that the peacefulness of Australian society may, in some measure, be understood as a product of the contribution of its policies of multiculturalism to engendering and reinforcing those very virtues which liberal democracies require in order to sustain themselves over time.

Since then hundreds of thousands of Chinese have migrated to the country, first from Southeast Asian countries, then from Vietnam, Hong Kong and Taiwan before direct immigration from China resumed in the mid-1980s. Lately, Australia has placed more emphasis on admitting skilled and business migrants, but has still maintained an annual intake of tens of thousands of Chinese, making China the third largest source of overseas-born Australians. Many believe that the Chinese have come to Australia under its normal migration program, such as the skilled, business or family programs thus overlooking the fact that a high proportion of them have obtained their residency in Australia either directly or indirectly only after having gone through Court battles. This paper seeks to examine how many of the Chinese have fought for residency in the courts, and to outline the characteristics of their experience in the post-White Australia era. It aims to provide an analysis of the complex dimensions of global migration and transnational politics where certain aspects of socio-political life and politics of the immigrants’ home country have conflicted with the immigration policies and procedures of their receiving country and gradually become part of the politics of the host country.

For many years Australia has been known for its all-white policy, but in recent years the government has undertaken a series of radical measures to improve ‘access' and ‘equity’ of all groups living in Australia — a process which has involved improving the ability of government bodies to understand the intricate relations which arise within a multicultural society so that they can better attend to the different values and needs of the various groups. In this paper, the authors look at an innovative, proactive programme entitled ‘Policing in a multicultural community’ set up by the Western Australian Police Service, the Department of Multicultural Affairs, the Ethnic Communities Council and Edith Cowan University, in coordination with the Northern Suburbs Migrant Resource Centre. The programme is based on the premise that ‘only through understanding people's needs, expectations and fears can compatibility between police and society be achieved’. The findings of this comprehensive evaluation showed that by fostering a sense of partnership it is possible to achieve significant impacts in terms of promoting an understanding of cultural diversity among police officers, and overcoming issues which in the past have prevented ethnic minority groups from accessing police services.

Historical accounts of the removal of Aboriginal children from their families and communities in Australia under colonial assimilation policies have proliferated over recent decades. Within the field, white feminist historiography has involved investigations of the function of gender, domestic space and intimate relations in the colonial enterprise. In this, it has often placed the problematic trope of the maternal as 'a central model of historical identity' (Moore 2000, 95). While similar histories exist in other settler-colonial nations, notably the United States and Canada, there has been relatively little comparative research. In White Mother to a Dark Race, Jacobs provides a substantial comparative account of the removal of indigenous children in North America and Australia during the late 19th and early 20th centuries, the period when this was a key government policy in both continents. She focuses on the gendered character of the policies and practices and the role of white women as agents of the state in the removal of children. In particular, Jacobs provides a critique of the discourse of maternalism in its various manifestations. In this task, she takes up a point raised in white feminist analysis that a 'disconcerting maternalism persists both in the context of academic theory and the practical politics of forging international alliances' (Jolly 1993, 104).

Changes to sentencing legislation are often introduced or justified on the basis of satisfying public opinion. If sentencing policy is a reflection of public opinion we should see a concordance between different sentencing policies and public opinion. This paper provides a comparison between Australian States and Territories in terms of two key measures of public attitude concerning sentencing: confidence in sentencing and punitiveness. These results are based on acomprehensive telephone survey ( N = 6005) of Australian adults which utilized a stratified random sample of households from the Electronic White Pages. It was found that there were only minor differences in the key measures of public attitude despite the notable differences between the States and Territories of Australia with respect to sentencing policy. Differences in public attitudes across jurisdictions were small, accounting for less than 2 per cent of variation in confidence in sentencing and punitive attitudes scores. In addition, despite the predicted moderately negative association between confidence in sentencing and punitiveness, neither of these variables was related in any systematic way to jurisdictional differences in imprisonment rates. The major implication of these findings is that the wide differences in sentencing practice and policy between jurisdictions in Australia are not linked to differences in public attitudes, supporting Beckett's (1997) argument that sentencing policy is better understood as a function of political initiative rather than a direct articulation of public attitude.

Based on the premise of journalism as a text resulting from intellectual endeavour, this article undertakes a sustained examination of the thought of author and newspaper editor Charles Brunsdon Fletcher (1859–1946) in relation to Asia and the Pacific. It examines three books and lead newspaper editorials published during Fletcher's time as editor of the Brisbane Courier (1898–1903) and the Sydney Morning Herald (1918–37). Fletcher argued that geographic proximity necessitated closer ties between Australia and her neighbours, while the White Australia policy had restricted Australia's potential for economic and population growth – particularly in the tropical north. Such views placed Fletcher among a small but articulate movement of the period, which encouraged greater understanding of Australia's regional neighbours. In identifying such sentiment in newspaper editorials, this research reveals greater diversity in opinion in Australian journalism on migration and race than was previously known.

In the decades around Australian Federation in 1901, a number of Pacific Islanders gained prominence in aquatic sport on the beaches and in the pools of Sydney in particular. Two swimmers, brothers Alick and Edward (Ted) Wickham from the Solomon Islands, were especially prominent. This article examines racial constructions of these athletes by the Australian press. Given the existence of well-entrenched negative racial stereotypes about Pacific Islanders, and legislative manifestations of the White Australia policy that sought to deport and exclude Islanders, racially negative portrayals of the Wickhams might have been expected in the press. Instead, newspapers constructed these men in largely positive terms, idealising the supposedly natural ability of Islanders in water and reifying an aquatic Nimble Savage stereotype. While largely contained to a few individuals, this nonetheless powerful press construction presented an alternative perspective to the prevailing negative stereotypes.

In 1945 the Curtin Labor Government declared it had the capacity and responsibility to permanently eliminate the blight of unemployment from the lives of Australians in its White Paper ‘Full Employment in Australia’. This was the culmination of a century of struggle to establish the ‘right to work’, once a key objective of the 19th century labour movement. Deeply resented and long resisted by employer groups, the policy was abandoned in the mid-1970s, without an electoral mandate. Although the Australian Labor Party and union movement urged public vigilance to preserve full employment during 23 years of Liberal rule, after 1978 they quietly dropped the policy as the Australian Labor Party turned increasingly to corporate donors for the money they needed to stay electorally competitive. While few leading lights of today’s Labor movement care to discuss it, it is right that Australians celebrate this bold statement of our right to work, and the 30 years of full employment it heralded. In 1901, the parliament of the new Commonwealth of Australia passed a series of laws designed, in the words of the Prime Minister Edmund Barton, “to make a legislative declaration of our racial identity”. An Act to expel the large Pacific Islander community in North Queensland was followed by a law restricting further immigration to applicants who could pass a literacy test in a European language. In 1902, under the Commonwealth Franchise Act, “all natives of Asia and Africa” as well as Aboriginal people were explicitly denied the right to vote in federal elections. The “White Australia policy”, enshrined in these laws, was almost universally supported by Australian politicians, with only two members of parliament speaking against the restriction of immigration on racial grounds.

Since the 1980s, much has been made about the lives of Australia’s first Muslim settlers, the ‘Afghan cameleers’, their pioneering achievements and the suffering they endured through Australia’s discriminatory policies and immigration laws. However, little, if any, academic attention has been given to the converts to Islam during this same period, many of whom were striving to rid the Australian public of misconceptions surrounding their new faith to end this discrimination and ignorance. This article briefly looks at the way Australia’s news media presented and perceived Australian Muslims from the arrival of the first cameleer settlers in the 1860s to the first few decades of the twentieth century when ‘White’ converts were increasing and unwittingly propelling Islam onto the public stage. While protectionist policies, particularly leading up to Federation, saw numerous unfavourable images of ‘coloured’ Muslims in the Australian print media, there was a subtle but significant change at the turn of the twentieth century. While the White Australia Policy stood in the face of Australia’s Asiatic Muslims, it was largely irrelevant to the growing number of European and Australian converts who sought to subvert it in order to lift the Australian Muslim community of which they were part.

Since the Second World War, large-scale immigration has been promoted by successive Australian governments as vital to national development. Most accounts of the content and implementation of the resulting immigration policies, particularly until the demise of the White Australia policy in 1972, have emphasised their racism. The ideal immigrant under these policies, however, was not merely of particular birthplace and ethnicity, but also had specified gender and age characteristics. The author proposes that selection of immigrant settlers in Australia since World War 2 has been gendered as well as racialised, often combining particular sexisms with particular racisms and specifying the ways that ethnicity and gender should coexist in immigrants of different age groups. She notes implications for immigrants once in Australia (especially women) of the category under which they have entered the country. And she suggests that a new phase relating immigration to redefinition of the Australian nation, in which the temporary migration of skilled workers is preferred to their permanent migration, may be beginning; a phase whose modes of regulation and outcomes are as distinctively gendered as were those of their predecessors.
