In 1901, the parliament of the new Commonwealth of Australia passed a series of laws designed, in the words of the Prime Minister Edmund Barton, “to make a legislative declaration of our racial identity”. An Act to expel the large Pacific Islander community in North Queensland was followed by a law restricting further immigration to applicants who could pass a literacy test in a European language. In 1902, under the Commonwealth Franchise Act, “all natives of Asia and Africa” as well as Aboriginal people were explicitly denied the right to vote in federal elections. The “White Australia policy”, enshrined in these laws, was almost universally supported by Australian politicians, with only two members of parliament speaking against the restriction of immigration on racial grounds.

Abstract:
Using a comparative mode of analysis, this article offers a new perspective on Indian assimilation policy in the United States. It focuses on one aspect of assimilation policy common to the United States and Australia in the late nineteenth and early twentieth centuries-the practice of removing indigenous children from their families and communities and placing them in institutions. The article argues that there is a subtle difference in the way that Americans and Australians described "assimilation"taking place-namely, the extent to which white Americans and white Australians openly planned to "whitewash" indigenous identity through interracial relationships. Nevertheless, while children of mixed descent played a very different role in the grandiloquent words used by reformers and politicians to describe their nation's policies,similar ideas about their role in the absorption and eventual disappearance of the indigenous population into the white one can be discerned in both contexts.

Abstract:
The long history of Asian contact with Australian Aborigines began with the early links with seafarers, Makassan trepang gatherers and even Chinese contact, which occurred in northern Australia. Later contact through the pearling industry in the Northern Territory and Kimberley, Western Australia, involved Filipinos (Manilamen), Malays, Indonesians, Chinese and Japanese. Europeans on the coastal areas of northern Australia depended on the work of indentured Asians and local Aborigines for the development and success of these industries. The birth of the Australian Federation also marked the beginning of the “White Australia Policy” designed to keep non-Europeans from settling in Australia. The presence of Asians in the north had a significant impact on state legislation controlling Aborigines in Western Australia in the first half of the 20th century, with implications to the present. Oral and archival evidence bears testimony to the brutality with which this legislation was pursued and its impact on the lives of Aboriginal people.

Abstract:
In the 20 years before the Second World War the frontier war dragged to a close in remote parts of north Australia with the 1926 Daly River massacre and the 1928 Coniston massacre. There was a rapid decline in the Aboriginal population, giving rise to the idea of the ‘dying race’ which had found policy expression in the State ‘Protection’ Acts. Aboriginal and Islander labour was exploited under scandalous rates of pay and conditions in the struggling north Australian beef industry and the pearling industry. In south east Australia, Aborigines endured repressive white control on government reserves and mission stations described by some historians as being little better than prison farms. A largely ineffectual Aboriginal political movement with a myriad of organisations, none of which had a pan-Aboriginal identity, struggled to make headway against white prejudice. Finally, in 1939, John McEwen's ‘assimilation policy’ was introduced and, though doomed to failure, it at least recognised that Aborigines had a place in Australia in the long term.

Abstract:
This thesis traces the story of Australian Jewish identity from the colonial period to the end of the 1920s. Anglo-Jews aligned themselves with ‘white Australia’, arguing that their Jewishness was merely a private trait. Moments of crisis in the 1890s and 1920s, prompted by the possible and actual migration of Eastern European Jews to Australia, threatened to destabilise the place Anglo-Jews had carved out in Australian society, and forced a renegotiation of what it meant to be Jewish in Australia. These moments demonstrate that despite being notionally accepted in Australia, the whiteness of Jews was never guaranteed. Drawing on newspapers and government records, this thesis argues that since their arrival in Australia, Jews have been ambivalently and ambiguously placed in relation to Australian constructions of whiteness. As a group notoriously hard to define, Jews are an important case study in an analysis of the discursive world of ‘white Australia’, presenting new questions that challenge existing binaries of ‘white’ and ‘coloured’.

The structure of this study of William Liu will closely reflect his ideas and the major historical influences in his life, and will span the period from 1893 through ninety years spent mainly in Sydney, ending in 1983, the year before the beginning of the attack on multiculturalism launched by the historian Geoffrey Blainey. The memorialisation of Liu in the post-Blainey “immigration debate” period will then be considered. The study will also reflect the changes in protest against racially discriminatory immigration policies in Australia, as Liu moved from a period in which his was an almost isolated critique to one in which he was able to embrace the ever-widening group of people opposed to the ‘White Australia Policy’. This process has not been fully examined, perhaps due to the fact that the protest often appeared to have little impact upon policy. But the way in which Liu and other protestors expressed their view of what Australia should be and how the ‘White Australia Policy’ affected this vision sheds a great deal of light on these periods in Australian history. The structure of this thesis around Liu’s life, beginning with a period in which the ‘White Australia Policy’ was widely accepted, and ending in a period in which multiculturalism was entrenched as official policy, emphasises the cultural shift which was brought about by decades of protest against the Anglo-conformist model of Australian identity

Abstract:
By using little known primary sources in Chinese and English, this thesis will discuss Australia’s diplomatic relations with China, between 1901 and 1941. In March 1909, Liang Lanxun, China’s first consul-general arrived in Melbourne, Australia. Liang’s mission was to promote trade between China and Australia and as well to study the racial relations between Chinese and Australians. In 1921, Edward Little was appointed as Australia’s first trade commissioner in Shanghai, China. In 1929, the Chinese consulate moved from Melbourne to Sydney, due to the fact that Sydney had become the centre of the Chinese communities in the Oceania. I suggest that the Great Depression and the Second World War (Japan's expansion in the Pacific) forced Australian policy-makers to reconsider Australia’s geo-political position in the world. This is the first detailed research that treats Chinese diplomats in Australia and Australian diplomats in China between 1901 and 1941 as key historical subjects. In this thesis, I argue that Chinese diplomats used trade as a tool to fight against the White Australia policy between 1909 and 1941. I further argue Australia was more intertwined and connected with Asia, in this period than the existing literature suggested.

Abstract:
This thesis examines the Japanese-Australian clash over the White Australia Policy during the late 19th and the early 20th centuries. It explores the questions as to why Japan strongly objected to the White Australia Policy and why Australia was uncompromising in its position of excluding Japanese immigrants by placing these issues in a broad historical and international context of the time, particularly the development of collective national identities in Japan and Australia. Japan and Australia developed their national identities almost simultaneously in the late 19th century. In the case of Japan, after embarking on a frenzied modernisation and Westernisation in order to achieve equality with the West, it attempted to establish an identity as a “civilised” nation. Australians, for their part, embraced “British race nationalism” as the core foundation of their nation and developed their identity as a white British nation. However, because of their unique historical circumstances—in Japan’s case, because of its status as the only non-white great power in a European-dominated international society, and in Australia’s, because of its peculiar geo-cultural situation of being a white colonial outpost in the Pacific surrounded by people with different race and culture—they were both insecure about the identities they created for themselves, feeling that their national identities were constantly challenged and threatened by external circumstances. This thesis suggests that both nations’ visions of, and anxieties around, national identity greatly influenced their responses to the issue of Japanese exclusion in Australia and argues that the Japanese-Australian clash over the White Australia Policy can be interpreted as a clash between a country which sought to reaffirm its civilised identity by achieving equality with the West even on immigration issues and a country which was determined to defend its identity as a culturally and racially homogeneous white British nation from the perceived threat posed by the rise of a non-white power in the region. In other words, this thesis analyses the Japanese-Australian confrontation over the White Australia Policy as a means of shedding light on how the Japanese and Australians perceived their identities in the late 19th and the early 20th centuries. In so doing, it aims to contribute to the existing literature on Japanese immigration and the White Australia Policy and offer a more comprehensive analysis of the Japanese-Australian clash over the White Australia Policy.

On 25 July 1969, President Richard Nixon would announce a new direction in American foreign policy towards Asia that would have far reaching implications for its ANZUS partner in Australia. This study aims to map out the affects the Nixon Doctrine would have on Australian policy reforms in an attempt to critically examine the forces within international politics that saw Australia comprehensively engage with its Asia neighbours. This Asian region, which had previously been looked at with fear, was gradually viewed in the light of Nixon’s new policies as the only path to Australia’s long-standing future in the region.

This study examines Patrick White's Voss, Riders in the Chariot and A Fringe of Leaves. These works, which span White's creative career, demonstrate certain abiding preoccupations, while also showing a marked shift in treatment and philosophy. In Chapter One Voss is discussed as an essentially modernist work. The study shows how White takes an historical episode, the Leichhardt expedition, and reworks it into a meditation on the psychological and philosophical impulses behind nineteenth century exploration. The aggressive energy required for the project is identified with the myth of the Romantic male. I further argue that White, influenced by modernist conceptions of androgyny, uses the cyclical structure of hermetic philosophy to undermine the linear project identified with the male quest. Alchemical teaching provides much of the novel's metaphoric density, as well as a map for the narrative resolution. Voss is the first of the novels to examine Aboriginal culture. This culture is made available through the visionary artist, a European figure who, as seer, has access to the Aboriginal deities. European and Aboriginal philosophies are blended at the level of symbol, making possible the creative interaction between Europe and Australia. The second chapter considers how, in Riders in the Chariot, White modifies premises central to Voss. A holocaust survivor is one of the protagonists, and much of the novel, I argue, revolves around the question of the material nature of evil. Kabbalism, a mystical strain of Judaism, provides much of the esoteric material, am White uses it to foreground the conflict between metaphysical abstraction and political reality. In Riders, there is again an artist-figure: part Aboriginal, part European, he is literally a blend of Europe and Australia and his art expresses his dual identity. This novel, too, is influenced by modernist models. However, here the depiction of Fascism as both an historical crisis and as a contemporary moral bankruptcy locates the metaphysical questions in a powerfully realised material dimension. Chapter Three looks at A Fringe of Leaves, which is largely a post-modernist novel. One purpose of this chapter is to demonstrate how it responds to its literary precursors and there is thus a fairly extensive discussion of the shipwreck narrative as a genre. The protagonist of the novel, a shipwreck survivor, cannot apprehend the symbolic life of the Aboriginals: she can only observe the material aspects of the culture. Symbolic acts are thus interpreted in their material manifestation. The depiction of Aboriginal life is less romanticised than that given in Voss, as White examines the very real nature of the physical hardships of desert life. The philosophic tone of A Fringe of Leaves is most evident, I argue, in the figure of the failed artist. A frustrated writer, his models are infertile, and he offers no vision of resolution. There is a promise, however, offered by these novels themselves, for in them White has given a voice to women, Aboriginals and convicts, groups normally excluded from the dominating discursive practice of European patriarchy.

Abstract:
This thesis argues against the prevailing orthodox view that governments in Australia have only recently recognised a need to isolate and address youth as a distinct population. Focusing particularly on Commonwealth policy, it provides evidence of a long and sustained history of government interventions with youth. (Attention is concentrated less on the implementation of these policies than on the rhetoric of the policy-makers: the sorts of reasons used in defence of government interventions, particularly in parliamentary debate.) This approach facilitates examining the way power is exercised over youth through the concepts in terms of which young people are identified and thought about and reveals an enduring logic underpinning government youth policy. The thesis argues that youth policy is characterised by the recognition of youth as a potential force or resource of the state to be developed and harnessed. But it goes beyond suggesting that youth is simply utilised in the national interest. Concentrating on the identity and roles politicians construct for youth in their rhetoric, it argues that this policy area marks out a generational interest, so that the old govern the young in the interests of preserving their own power. Youth policy is informed by the recognition of youth as a threat to the status quo. It is shaped by the need of each 'ruling generation' to oblige the young to accept its discipline and contribute to the maintenance and preservation of 'its' state. So the thesis ultimately argues that youth policy does not usually take the form of a benevolent intervention on behalf of youth, but is more commonly developed in the interests of its makers.

AbstractAustralia’s education system reflects its history of federalism. State and territory governments are responsible for administering education within their jurisdiction and across the sector comprising government (public), Catholic systemic and other independent schooling systems. They collaborate on education policy with the federal government. Over the past two decades the federal government has taken a greater role in funding across the education sector, and as a result of this involvement and the priorities of federal governments of the day, Australia now has one of the highest rates of non-government schooling in the OECD. Funding equity across the sectors has become a prominent issue. Concerns have been compounded by evidence of declining student performance since Australia’s initial participation in PISA in 2000, and the increasing gap between our high achievers and low achievers. This chapter explores Australia’s PISA 2018 results and what they reveal about the impact of socioeconomic level on student achievement. It also considers the role of school funding and the need to direct support to those schools that are attempting to educate the greater proportion of an increasingly diverse student population including students facing multiple layers of disadvantage.

AbstractThe story of how the theological ethicist, Reinhold Niebuhr, dealt with race during the “white compromise” (from after Reconstruction to the Civil Rights Movement) gives us a good picture of what will work and not work in re-directing American Prosperity toward a sustainable future. In his early years, Niebuhr argued against the Ku Klux Klan in Detroit, and supported sharecropper cooperatives in Arkansas. He guided his later ethical analysis of national and international groups by what he called “Christian realism,” which assumed that groups had limited capacity for doing good. At the height of his national status, he wrote books as though American history was the same as white history. He suggested caution in applying the Brown v. Board of Education decision to white families and after the civil rights movement had disrupted the “white compromise,” Niebuhr moved somewhat closer to Martin Luther King Jr.’s view of the “beloved community.”

This paper examines the development of infrastructures for outdoor advertising and debates over visual ‘oversaturation’ in the built environment. It begins with the boom in posters that came in the 19th century with a plethora of new manufactured goods and the attempts by civic officials to create structures that would extend cities’ available surface area for the placement of ads. It then charts the rise of building-top ‘sky signs,’ articulated billboards, kiosks, and digital media facades while detailing the policy initiatives meant to regulate these ad surfaces. This work builds on ongoing research into the development of signage technologies in Sydney and Melbourne, the measurement and regulation of ‘visual pollution’, and the promotion of entertainment and nightlife in precincts defined by neon and historic signage. This project responds to the increasing ambiguity between traditional advertising substrates and building exteriors. It charts the development of display technologies in relation to changing architectural practices and urban landscapes. Signage innovation in Australia has been driven by increasingly sophisticated construction practices and by the changing nature of cities; shifting markedly with increased automobility, migration and cultural change, and mobile phone use. The means by which urban reformers and architectural critics have sought to define, measure, and control new ad technologies—sometimes deemed ‘visual pollution’— offers a prehistory to contemporary debates over ‘smart city’ street furniture, and a synecdoche to narratives of degradation and ugliness in the post-war built environment. These four thematically linked episodes show how Australian civic officials and built environment activists have responded to visual clutter, and the fuzzy line between advertisers, architects, and builders erecting increasingly dynamic infrastructures for ad delivery. This progression shows the fluctuating place of advertisement in the built environment, ending with the emergence of today’s programmable façades and urban screens.

Today the Malay language is known to have communities of speakers outside the Malay archipelago, such as in Australia inclusive of the Christmas Islands and the Cocos (Keeling) Islands in the Indian Ocean (Asmah, 2008), the Holy Land of Mecca and Medina (Asmah et al. 2015), England, the Netherlands, France, and Germany. The Malay language is also known to have its presence on the Asian mainland, i.e. Thailand, Cambodia, and Vietnam. As Malays in these three countries belong to a minority, in fact among the smallest of the minorities, questions that arise are those that pertain to: (i) their history of settlement in the localities where they are now; (ii) the position of Malay in the context of the language policy of their country; and (iii) maintenance and shift of the ancestral and adopted languages.

"The COVID-19 pandemic brought to light uncomfortable realizations for science educators; it has become patently obvious how much confusion and misunderstanding there exist about basic scientific facts that could help one make informed decisions, from individual choices to policy making at all levels of government. The extreme polarity in public and private discourses related to COVID-19 might be augmented by political views, economic interests and social media algorithms, but at the bottom of it all there is a lack of understanding of scientific concepts and of the nature of science, as well as its sociocultural and historical contexts. There is also a lot of skepticism about science and scientists. This skepticism is not completely out of place; historically, there are embarrassing large numbers of cases in which human rights were infringed in the name of advancements of scientific knowledge. There are also incredible contributions of science to upholding and improving human rights. Whereas scientific discoveries are presented by the media as noteworthy and celebrated, there is a lack of intentional exploration and meaningful discussion of the “ups and downs” of science throughout its history and across cultures in the context of its relationship with human rights. To address this issue, I developed and implemented two courses designed for pre-service and in-service teachers, exploring the rather turbulent history of science and human rights from ancient times to the present day, from a perspective that considers both science and human rights within social, cultural and historical contexts, and highlights the contributions of science to human rights causes, from both negative and positive cases. Rather than promoting a naïve view of science as an a-cultural practice, detached from its sociocultural and historical context, and uncritical of the hegemonic Western, Judeo-Christian, White, male, heteronormative and colonial grounds on which rests the mainstream science presented in grade school textbooks, the courses pushed the boundaries of the very definition of science and its role in human rights causes, challenging students to consider the many implications of how we define, present and study science in schools, as well as how we promote and use scientific knowledge in our lives. Students in the courses were challenged to (re)envision science and human rights as they critically analyzed predominant Discourses from an eco-pedagogical social-cultural and historical perspective. A description of the courses and results evidencing the impact of the courses on students’ conceptualizations of science education for social change are reported in this conference presentation."

The main principle of sustainability means being able to meet the needs of today’s society without compromising the ability of future generations to meet their own needs. Sustainable development implies the interdependence of its main components: society, economy, and ecology. The prosperity of a society depends on economic progress and the development of new technologies, but in a way that the natural environment is protected and preserved. This concept is inextricably linked to the concept of ecology and, consequently, to all types of transport, given that transport is considered one of the main pollutants of the ecosystem. Due to its rapid development through history, and as the youngest and safest type of transport, air transport is particularly subjected to the environmental impact assessment. At the same time, air transport affects the global economy due to its connection with other sectors, which in turn enables faster mobility of people, services, and goods. This was especially evident with the increased need for faster medical supplies and protective equipment delivery during the COVID-19 pandemic. The European Union’s transport policy is geared towards sustainable development by linking all environmental and social goals in a balanced way. Considering the negative long-term impact of COVID-19 on the air transportation sector, the question posed in this paper is whether this can be done in an appropriate way. As part of the European Green Deal, the “Fit for 55” package is a set of proposals to revise and update EU legislation with the purpose of introducing new initiatives regarding the climate goals agreed by the Council and the European Parliament. Regarding air transport, the emphasis is on contributing to reducing CO2 emissions and noise pollution and their impact on other sectors and competitiveness. The EU Commission White Paper: “Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system” emphasizes that the EU aviation industry should become a frontrunner in the use of low-carbon fuels to reach the set targets, as well as that the majority of medium-distance passenger transport should go by rail by 2050. There are also initiatives that aviation taxes should subsidize high-speed rail (HSR), which potentially may cause a decrease in the air transport and benefit an increase the rail transport. The paper will also address the questions as to whether existing legislation, measures, and proposals are appropriate, considering that aviation is one of the industry sectors that is most affected by COVID-19 and could be most affected by the “Fit for 55” package, as well what impact this duopoly might have on the market for travel served by air transport. Does really “Fit for 55” fit air transport?

Abstract:
Background Lung cancer is the number one cause of cancer death worldwide.(1) It is the fifth most commonly diagnosed cancer in Australia (12,741 cases diagnosed in 2018) and the leading cause of cancer death.(2) The number of years of potential life lost to lung cancer in Australia is estimated to be 58,450, similar to that of colorectal and breast cancer combined.(3) While tobacco control strategies are most effective for disease prevention in the general population, early detection via low dose computed tomography (LDCT) screening in high-risk populations is a viable option for detecting asymptomatic disease in current (13%) and former (24%) Australian smokers.(4) The purpose of this Evidence Check review is to identify and analyse existing and emerging evidence for LDCT lung cancer screening in high-risk individuals to guide future program and policy planning. Evidence Check questions This review aimed to address the following questions: 1. What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? 2. What is the evidence of potential harms from lung cancer screening for higher-risk individuals? 3. What are the main components of recent major lung cancer screening programs or trials? 4. What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Summary of methods The authors searched the peer-reviewed literature across three databases (MEDLINE, PsycINFO and Embase) for existing systematic reviews and original studies published between 1 January 2009 and 8 August 2019. Fifteen systematic reviews (of which 8 were contemporary) and 64 original publications met the inclusion criteria set across the four questions. Key findings Question 1: What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? There is sufficient evidence from systematic reviews and meta-analyses of combined (pooled) data from screening trials (of high-risk individuals) to indicate that LDCT examination is clinically effective in reducing lung cancer mortality. In 2011, the landmark National Lung Cancer Screening Trial (NLST, a large-scale randomised controlled trial [RCT] conducted in the US) reported a 20% (95% CI 6.8% – 26.7%; P=0.004) relative reduction in mortality among long-term heavy smokers over three rounds of annual screening. High-risk eligibility criteria was defined as people aged 55–74 years with a smoking history of ≥30 pack-years (years in which a smoker has consumed 20-plus cigarettes each day) and, for former smokers, ≥30 pack-years and have quit within the past 15 years.(5) All-cause mortality was reduced by 6.7% (95% CI, 1.2% – 13.6%; P=0.02). Initial data from the second landmark RCT, the NEderlands-Leuvens Longkanker Screenings ONderzoek (known as the NELSON trial), have found an even greater reduction of 26% (95% CI, 9% – 41%) in lung cancer mortality, with full trial results yet to be published.(6, 7) Pooled analyses, including several smaller-scale European LDCT screening trials insufficiently powered in their own right, collectively demonstrate a statistically significant reduction in lung cancer mortality (RR 0.82, 95% CI 0.73–0.91).(8) Despite the reduction in all-cause mortality found in the NLST, pooled analyses of seven trials found no statistically significant difference in all-cause mortality (RR 0.95, 95% CI 0.90–1.00).(8) However, cancer-specific mortality is currently the most relevant outcome in cancer screening trials. These seven trials demonstrated a significantly greater proportion of early stage cancers in LDCT groups compared with controls (RR 2.08, 95% CI 1.43–3.03). Thus, when considering results across mortality outcomes and early stage cancers diagnosed, LDCT screening is considered to be clinically effective. Question 2: What is the evidence of potential harms from lung cancer screening for higher-risk individuals? The harms of LDCT lung cancer screening include false positive tests and the consequences of unnecessary invasive follow-up procedures for conditions that are eventually diagnosed as benign. While LDCT screening leads to an increased frequency of invasive procedures, it does not result in greater mortality soon after an invasive procedure (in trial settings when compared with the control arm).(8) Overdiagnosis, exposure to radiation, psychological distress and an impact on quality of life are other known harms. Systematic review evidence indicates the benefits of LDCT screening are likely to outweigh the harms. The potential harms are likely to be reduced as refinements are made to LDCT screening protocols through: i) the application of risk predication models (e.g. the PLCOm2012), which enable a more accurate selection of the high-risk population through the use of specific criteria (beyond age and smoking history); ii) the use of nodule management algorithms (e.g. Lung-RADS, PanCan), which assist in the diagnostic evaluation of screen-detected nodules and cancers (e.g. more precise volumetric assessment of nodules); and, iii) more judicious selection of patients for invasive procedures. Recent evidence suggests a positive LDCT result may transiently increase psychological distress but does not have long-term adverse effects on psychological distress or health-related quality of life (HRQoL). With regards to smoking cessation, there is no evidence to suggest screening participation invokes a false sense of assurance in smokers, nor a reduction in motivation to quit. The NELSON and Danish trials found no difference in smoking cessation rates between LDCT screening and control groups. Higher net cessation rates, compared with general population, suggest those who participate in screening trials may already be motivated to quit. Question 3: What are the main components of recent major lung cancer screening programs or trials? There are no systematic reviews that capture the main components of recent major lung cancer screening trials and programs. We extracted evidence from original studies and clinical guidance documents and organised this into key groups to form a concise set of components for potential implementation of a national lung cancer screening program in Australia: 1. Identifying the high-risk population: recruitment, eligibility, selection and referral 2. Educating the public, people at high risk and healthcare providers; this includes creating awareness of lung cancer, the benefits and harms of LDCT screening, and shared decision-making 3. Components necessary for health services to deliver a screening program: a. Planning phase: e.g. human resources to coordinate the program, electronic data systems that integrate medical records information and link to an established national registry b. Implementation phase: e.g. human and technological resources required to conduct LDCT examinations, interpretation of reports and communication of results to participants c. Monitoring and evaluation phase: e.g. monitoring outcomes across patients, radiological reporting, compliance with established standards and a quality assurance program 4. Data reporting and research, e.g. audit and feedback to multidisciplinary teams, reporting outcomes to enhance international research into LDCT screening 5. Incorporation of smoking cessation interventions, e.g. specific programs designed for LDCT screening or referral to existing community or hospital-based services that deliver cessation interventions. Most original studies are single-institution evaluations that contain descriptive data about the processes required to establish and implement a high-risk population-based screening program. Across all studies there is a consistent message as to the challenges and complexities of establishing LDCT screening programs to attract people at high risk who will receive the greatest benefits from participation. With regards to smoking cessation, evidence from one systematic review indicates the optimal strategy for incorporating smoking cessation interventions into a LDCT screening program is unclear. There is widespread agreement that LDCT screening attendance presents a ‘teachable moment’ for cessation advice, especially among those people who receive a positive scan result. Smoking cessation is an area of significant research investment; for instance, eight US-based clinical trials are now underway that aim to address how best to design and deliver cessation programs within large-scale LDCT screening programs.(9) Question 4: What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Assessing the value or cost-effectiveness of LDCT screening involves a complex interplay of factors including data on effectiveness and costs, and institutional context. A key input is data about the effectiveness of potential and current screening programs with respect to case detection, and the likely outcomes of treating those cases sooner (in the presence of LDCT screening) as opposed to later (in the absence of LDCT screening). Evidence about the cost-effectiveness of LDCT screening programs has been summarised in two systematic reviews. We identified a further 13 studies—five modelling studies, one discrete choice experiment and seven articles—that used a variety of methods to assess cost-effectiveness. Three modelling studies indicated LDCT screening was cost-effective in the settings of the US and Europe. Two studies—one from Australia and one from New Zealand—reported LDCT screening would not be cost-effective using NLST-like protocols. We anticipate that, following the full publication of the NELSON trial, cost-effectiveness studies will likely be updated with new data that reduce uncertainty about factors that influence modelling outcomes, including the findings of indeterminate nodules. Gaps in the evidence There is a large and accessible body of evidence as to the effectiveness (Q1) and harms (Q2) of LDCT screening for lung cancer. Nevertheless, there are significant gaps in the evidence about the program components that are required to implement an effective LDCT screening program (Q3). Questions about LDCT screening acceptability and feasibility were not explicitly included in the scope. However, as the evidence is based primarily on US programs and UK pilot studies, the relevance to the local setting requires careful consideration. The Queensland Lung Cancer Screening Study provides feasibility data about clinical aspects of LDCT screening but little about program design. The International Lung Screening Trial is still in the recruitment phase and findings are not yet available for inclusion in this Evidence Check. The Australian Population Based Screening Framework was developed to “inform decision-makers on the key issues to be considered when assessing potential screening programs in Australia”.(10) As the Framework is specific to population-based, rather than high-risk, screening programs, there is a lack of clarity about transferability of criteria. However, the Framework criteria do stipulate that a screening program must be acceptable to “important subgroups such as target participants who are from culturally and linguistically diverse backgrounds, Aboriginal and Torres Strait Islander people, people from disadvantaged groups and people with a disability”.(10) An extensive search of the literature highlighted that there is very little information about the acceptability of LDCT screening to these population groups in Australia. Yet they are part of the high-risk population.(10) There are also considerable gaps in the evidence about the cost-effectiveness of LDCT screening in different settings, including Australia. The evidence base in this area is rapidly evolving and is likely to include new data from the NELSON trial and incorporate data about the costs of targeted- and immuno-therapies as these treatments become more widely available in Australia.

It then looks to the history of small community scale standalone systems. Finally, it examines locally adapted approaches to benefit sharing in remote utility owned networks. In doing so this paper foregrounds the importance of Aboriginal agency. It identifies Aboriginal decision making and economic inclusion as being key to policy and project development in the 'scaling up' of a transition to renewable energy resources in the North-West.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.
