Abstract:
Abstract. We conceptualized and developed a measure of right-wing protective popular nationalism (RWPPN) – a specific form of popular nationalism where people seek to protect the national culture from outgroup influences. RWPPN is derived from a sociological analysis of right-wing popular nationalism in Australia and is theoretically related to several key psychological constructs, including right-wing authoritarianism (RWA), social dominance orientation (SDO), and symbolic threat. We conducted two surveys using nationally representative samples of Australian citizens. In study 1 ( n = 657), participants completed measures of RWPPN and related constructs. Exploratory and confirmatory factor analysis resulted in a 10-item scale. Construct validity was tested and confirmed across divergent, convergent, predictive, and concurrent validation domains. Additional convergent validation with RWA and SDO was tested in study 2 ( n = 316). Together, RWPPN was found to relate to expressions of national identity, prejudice, perceived outgroup threat, opposition to multiculturalism, and aggressive tendencies toward ethnic minorities. These effects remained significant when controlling for nationalism (measured as a concern for national superiority) and blind patriotism. In study 2, the effect on aggressive tendencies held when controlling for RWA and SDO and RWPPN mediated the relationship between RWA and aggressive tendencies. Reflecting the conservative nature of Australian popular nationalism, RWPPN correlated with right-wing political alignment. The research was conducted in Australia, but given the rise in right-wing populism internationally, RWPPN may be a phenomenon in other countries. Therefore, this paper offers a new construct and scale to investigate it in Australia and internationally.

First Nations content on commercial Australian television drama is rare and First Nations content makers rarely produce the content we see. Despite a lack of presence on commercial drama platforms there has been, and continues to be, a rich array of First Nations content on Australian public broadcast networks. Content analysis by Screen Australia, the Federal Government agency charged with supporting Australian screen development, production and promotion, aggregates information across the commercial and non-commercial (public broadcasting) platforms which dilutes the non-commercial output. The research presented in this article focused on the systemic processes of commercial Australian television drama production to provide a detailed analysis of the disparity of First Nations content between commercial and non-commercial television. The study engaged with First Nations and non-Indigenous Australian writers, directors, producers, casting agents, casting directors, heads of production, executive producers, broadcast journalists, former channel managers and independent production company executive directors—all exemplars in their fields—to interrogate production processes, script to screen, contributing to inclusion or exclusion of First Nations content in commercial television drama. Our engagement with industry revealed barriers to the inclusion of First Nations stories, and First Nations storytelling, occurring across multiple stages of commercial Australian television drama production.

Abstract:
This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia’s Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan’s growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia’s basic policy regarding the exclusion of Japanese permanent settlers.

Abstract:
The first mass Chinese immigration to Australia occurred in the 19th century, with approximately 100,000 Chinese arriving between the 1840s and 1901 (Fitzgerald 2007; Ho 2007), during which questions were raised both in relation to the Chinese rights of migration and settlement in Australia, and the validity of the government's actions against the Chinese. The latter question was in fact considered in the colonial courts (Cronin 1993; Lake and Reynolds 2008). Since then, the Chinese in Australia have never shied away from taking various legal actions, although they are normally seen as people who keep to themselves. Australia abandoned its 'White Australia' policy in 1974, and lately Australia has placed more emphasis on skilled and business migration. As a result, many believe that Chinese migrants have come to Australia under its normal skilled, business or family migration programs, which ignores the fact that a high proportion of them have obtained their chance to stay in Australia directly or indirectly through a series of legal battles. This paper contributes to the discussion of the Chinese in Australian political life by looking at how the Chinese have fought in the Courts in the post-White Australia era in past decades, and the key features of their unique experiences. This is a different type of political activism, characterising the lives of many Australian Chinese, their engagement with the Australian political system, and becoming part of the background of their identity, transnationality, socio-political attitudes and behaviour and many other traits.

This thesis examines how Aboriginality, ‘Asianness’ and whiteness have been imagined from Federation in 1901 to the present. It recovers a rich but hitherto largely neglected history of twentieth century cross-cultural partnerships and alliances between Indigenous and Asian-Australians. Commercial and personal intercourse between these communities has existed in various forms on this continent since the pre-invasion era. These cross-cultural exchanges have often been based on close and long-term shared interests that have stemmed from a common sense of marginalisation from dominant Anglo-Australian society. At other times these cross-cultural relationships have ranged from indifference to hostility, reflecting the fact that migrants of Asian descent remain the beneficiaries of the dispossession of Aboriginal and Torres Strait Islander peoples. Dans les années 1990, l’Australie met en place une politique de réconciliation s’étalant sur dix ans et visant à développer une meilleure relation entre Australiens aborigènes et non-aborigènes. Cette politique est fondée sur la reconnaissance de l’existence continue de tensions entre les deux communautés, et ce malgré une plus grande reconnaissance de la place des Aborigènes en Australie depuis les années 1970. La relation complexe entre Australiens aborigènes et non-aborigènes – en particulier "blancs" et dont les origines sont anglo-celtes – est le résultat du processus de colonisation, des politiques ultérieures conçues pour contrôler la population aborigène, et de la domination des Aborigènes par l’Australie "blanche" au cours de l’histoire. Du fait des politiques discriminatoires, de nombreuses familles aborigènes décidèrent de cacher leurs origines et de se faire passer pour blanches. De nombreux enfants métisses à la peau claire furent enlevés à leurs familles et perdirent leurs liens avec leurs familles aborigènes. Aujourd’hui, un nombre grandissant d’Australiens choisissent de revendiquer leur identité Aborigène et de reprendre possession d’un héritage dont ils ont été privés. Mais si avoir des origines aborigènes n’est plus source de honte, en revanche, le chemin à parcourir pour retrouver son identité aborigène peut être difficile. Cette étude analyse les parcours identitaires de onze Australiens élevés dans une culture "blanche" anglo-celte et qui ont des origines aborigènes. L’analyse de leurs perceptions de l’identité aborigène révèle la prédominance des discours "blancs" sur les Aborigènes en Australie aujourd’hui, mais aussi la présence de discours essentialistes restreignant la définition de l’identité aborigène, et maintenant utilisés par la communauté aborigène afin de contrôler cette définition. L’analyse de la relation d’opposition entre Aborigènes et Australiens "blancs" dans l’Australie contemporaine révèle la difficulté à revendiquer à la fois des origines "blanches" et "noires", ainsi que des identités multiples
In the 1990s, Australia set up a ten-year policy of reconciliation aiming at developing a better relationship between Indigenous people and the wider Australian community. This policy was based on the recognition of the enduring dichotomy between both communities despite an increasing acknowledgement of the place of Indigenous people in Australia since the 1970s. The complex relationship between Indigenous and non-Indigenous Australians – and especially ‘white’ Anglo-Celtic Australians – is the result of the process of colonisation, of the subsequent policies designed to control Indigenous people, and of the historical domination of ‘white’ Australia over Indigenous people. As a result of discriminatory policies, many Indigenous families decided to hide their heritage and ‘passed’ into ‘white’ society. Many mixed-race and fair-skinned children were taken from their families and lost their connection with their Indigenous relatives. Today, an increasing number of Australians choose to identify as Indigenous and to reclaim a heritage they were deprived of. But although having Indigenous heritage is no longer regarded as shameful, the road back to Indigeneity can be a difficult one. This study is the analysis of the identity journeys of eleven Australians who were raised in a ‘white’, Anglo-Celtic Australian culture and who have Indigenous heritage. Their perceptions of Indigeneity are analysed to reveal the dominance of ‘white’ discourses about Indigeneity in today’s Australia, but also the presence of restricting essentialist discourses now used by the Indigenous community to keep control over the definition of Indigenous identity. The analysis of the oppositional relationship between Indigenous and ‘white’ Australians in contemporary Australia reveals the difficulty of embracing both ‘white’ and ‘black’ heritages and of claiming multiple identities

Abstract:
Black/white/male/female struggles over knowledge correctness and who is brave are examined inductively in the field of bushfires. The paradoxes of a white male icon are linked to contradictions in gender theories in disaster. In mainstream literature, assumptions of innate white male superiority in bravery justify white women???s diminution and white male domination. In feminist theory, women???s diminution is the problem and their bravery for struggling against hegemony applauded. Philosophies of bravery are explored in 104 semistructured interviews and 12 months??? fieldwork as a volunteer bushfirefighter. There is great variety in the ways volunteers cope with bushfires. However, evidence of white male hegemony emerges when volunteers complain of state and territory indifference to preventing property and environmental damage and injury and death. Evidence is examined that Indigenous Australians once managed bushfires better than a sprawl of bureaucracy. Bushfire service claims that Aborigines knew nothing about hazard reductions are contradicted. This debate over bushfire management leads to the discovery of a third epistemology breaking with claims of white male iconic bravery and bureaucratic mastery. To generalise about the habitus of claims to knowledge and bravery, I analyse Newcastle Herald articles from 1881-1981. Three competing knowledge fields and their associated struggles are examined; Indigenous Australians and white womens??? emancipatory struggles confront data on bushfirefighting. Bushfires emerge as a serious problem, a bureaucratic power base and a white male icon from the 1920s.

Abstract:
This thesis argues that the colonial ruling class developed its first White Australia policy in 1888, creating most of the precedents for the federal legislation of 1901. White Australia was central to the making of the Australian working class, to the shaping of Australian nationalism, and the development of federal political institutions. It has long been understood as a product of labour movement mobilising, but this thesis rejects that approach, arguing that the labour movement lacked the power to impose such a fundamental national policy, and that the key decisions which led to White Australia were demonstrably not products of labour movement action. ¶ It finds three great ruling class agendas behind the decisions to exclude Chinese immigrants, and severely limit the use of indentured “coloured labour”. Chinese people were seen as a strategic threat to Anglo-Australian control of the continent, and this fear was sharpened in the mid-1880s when China was seen as a rising military power, and a necessary ally for Britain in its global rivalry with Russia. The second ruling class agenda was the building of a modern industrial economy, which might be threatened by industries resting on indentured labour in the north. The third agenda was the desire to construct an homogenous people, which was seen as necessary for containing social discontent and allowing “free institutions”, such as parliamentary democracy. ¶ These agendas, and the ruling class interests behind them, challenged other major ruling class interests and ideologies. The result was a series of dilemmas and conflicts within the ruling class, and the resolution of these moved the colonial governments towards the White Australia policy of 1901. The thesis therefore describes the conflict over the use of Pacific Islanders by pastoralists in Queensland, the campaign for indentured Indian labour by sugar planters and the radical strategy of submerging this into a campaign for North Queensland separation, and the strike and anti-Chinese campaign in opposition to the use of Chinese workers by the Australasian Steam Navigation Company in 1878. The first White Australia policy of 1888 was the outcome of three separate struggles by the majority of the Anglo-Australian ruling class—to narrowly restrict the use of indentured labour in Queensland, to assert the right of the colonies to decide their collective immigration policies independently of Britain, and to force South Australia to accept the end of Chinese immigration into its Northern Territory. The dominant elements in the ruling class had already agreed that any serious move towards federation was to be conditional on the building of a white, predominantly British, population across the whole continent, and in 1888 they imposed that policy on their own societies and the British government.

Abstract:
This thesis makes a significant contribution to the existing knowledge on 'unmarried mothers'. Much of the literature on 'unmarried mothers' has been written by white, male, middle-class professionals who assume that unwed mothers are happy to place their babies for adoption so that they can be free to pursue other interests, meet other men and make a new life. However, after interviewing many of the mothers who gave up their babies in the 1950s, 1960s and early 1970s in Australia, I found this was not the case. Many of the mothers had wanted to keep their babies but were forced to relinquish them by their families and the wider society who seemed more intent on upholding nuclear family values than making available the resources needed to keep natural mothers and their babies together. My argument throughout this thesis is that given a choice - a viable economic and socially supported choice - many of the unmarried mothers, typified by those whom I interviewed, would not have parted with their babies. Most mothers interviewed, and presumably many of those in the community at large, have experienced much pain and grief as a result of the separation - a grief which is profound and lasts forever. Using Marxist feminist theories of the state and post-structural theories, my thesis highlights the perceptions and memories of birthmothers about the birthing experience and adoption as experience, process and life consequence. I also argue that the removal of white, working-class babies from their mothers compares in some small way with the removal of the indigenous 'stolen children' in the same period. The removal of Aboriginal children from their homes and cultures has been referred to by some scholars and activists as a form of cultural genocide. While the removal of babies from white, working-class, unwed mothers was different in that it had few racial implications, I argue that the system in place at the time was patriarchal and class-based and as such left the young, unwed women with no options but adoption. The thesis makes a very important and socially significant contribution to our understanding of unmarried mothers in that it presents a largely unwritten history of women. Rich in the voices of unmarried mothers, there are important conceptual, empirical and practical policy implications flowing from the research findings.

Abstract The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore oil and gas operations and greenhouse gas storage activities in Australian waters, and in coastal waters where regulatory powers and functions have been conferred. The Australian offshore petroleum industry has been in operation since the early 1960s and currently has approximately 57 platforms, 11 floating facilities, 3,500km of pipelines and 1000 wells in operation. Many offshore facilities are now approaching the end of their operational lives and it is estimated that over the next 50 years decommissioning of this infrastructure will cost more than US$40.5 billion. Decommissioning is a normal and inevitable stage in the lifetime of an offshore petroleum project that should be planned from the outset and matured throughout the life of operations. While only a few facilities have been decommissioned in Australian waters, most of Australia's offshore infrastructure is now more than 20 years old and entering a phase where they require extra attention and close maintenance prior to decommissioning. When the NOGA group of companies entered liquidation in 2020 and the Australian Government took control of decommissioning the Laminaria and Corallina field development it became evident that there were some fundamental gaps in relation to decommissioning in the Australian offshore petroleum industry. There are two key focus areas that require attention. Firstly, regulatory reform including policy change and modification to regulatory practice. Secondly, the development of visible and robust decommissioning plans by Industry titleholders. The purpose of this paper is to highlight the importance and benefit of adopting good practice when planning for decommissioning throughout the life cycle of a petroleum project. Whilst not insurmountable, the closing of these gaps will ensure that Australia is well placed to deal with the decommissioning challenge facing the industry in the next 50 years.

Abstract: While there is an abundance of commentary and criticism on Le Corbusier’s effect upon architecture and planning globally – in Europe, Northern Africa, the Americas and the Indian sub-continent – there is very little dealing with other contexts such as Australia. The paper will offer a first appraisal of Le Corbusier’s relationship with Australia, providing example of the significant international reach of his ideas to places he was never to set foot. It draws attention to Le Corbusier's contacts with architects who practiced in Australia and little known instances of his connections - his drawing of the City of Adelaide plan (1950) and his commission for art at Jorn Utzon's Sydney Opera House (1958). The paper also considers the ways that Le Corbusier’s work underwent translation into Australian architecture and urbanism in the mid to late 20th century through the influence his work exerted on others, identifying further possibilities for research on the topic. Canada and Australia are remarkably similar countries. Characteristics such as geography, politics, native land issues, and population are notably similar, while the climate may be considered the most obvious difference between the two countries. The pipeline industries are similar as well, but yet very different in some respects too. This presentation will explore some of the similarities and differences between the pipeline industries in both countries. The focus of the discussion will be mainly on long-distance, cross-country gas transmission pipelines. The author of this paper spent 4 years working for TransCanada PipeLines in Calgary in a pipeline design and construction capacity, and has spent 2.5 years working for an engineering consultant firm, Egis Consulting Australia, in a variety of roles on oil and gas projects in Australia. Topics to be addressed include the general pipeline industry organisation and the infrastructure in both countries. The history of the development of the pipeline industry in each country provides insight as to why each is organised the way it is today. While neither system is “better” than the other, there are certain advantages to Canada’s system (nationally regulated) over Australia’s system (currently state-regulated). The design codes of each country will be compared and contrasted. The pipeline design codes alternate in level of detail and strictness of requirements. Again, it cannot be said that one is “better” than the other, although in some cases one country’s code is much more useful than the other for pipeline designers. Construction techniques affected by the terrain and climate in each country will be explored. Typical pipeline construction activities are well known to pipeliners all over the globe: clear and grade, trench, string pipe, weld pipe, coat welds, lower in, backfill and clean up. The order of these activities may change, depending on the terrain and the season, and the methods of completing each activity will also depend on the terrain and the season, however the principles remain the same. Australia and Canada differ in aspects such as climate, terrain and watercourse type, and therefore each country has developed methods to handle these issues. Finally, some of the current and future opportunities for the 21st century for the pipeline industry in both countries will be discussed. This discussion will include items such as operations and maintenance issues, Canada’s northern development opportunities, and Australia’s national gas grid possibilities.

Two new programs at Geoscience Australia are providing trusted, high-quality science to support decision making and the Australian resources industry. The Trusted Environmental and Geological Information program will provide baseline precompetitive data in the Cooper, Adavale, north Bowen and Galilee basin regions. A repository of information is being developed in collaboration with CSIRO, including new geological and environmental assessments, to accelerate development in the sectors of petroleum, mineral, hydrogen and carbon capture and storage, while simultaneously providing opportunities to understand the potential hazards, risk and impacts of these resources being developed. The Data Driven Discoveries program is combining new and old data to better understand the underexplored Adavale Basin in central-western Queensland. The program will undertake chemical composition analyses to support the correlation of geological layers, collate and reprocess historical seismic data, acquire new seismic reflection data, and undertake stratigraphic research drilling to provide a more detailed understanding of basin architecture and the resource potential of the Adavale Basin. An overview of the Trusted Environmental and Geological Information and Data Driven Discoveries programs, initial results, and planned acquisition, will show how these complementary programs will contribute to streamlined regulation and approval processes, the low emissions agenda, and responsible resource development in key basins regions across Australia.

Description The Creative Hotspots project, or as it was officially titled Australian Cultural and Creative Activity: A Population and Hotspot Analysis, was an expansive, four-year project funded by an Australian Research Council Linkage grant (LP160101724). This comprehensive national study investigated the contemporary dynamics of cultural and creative activity in largely regional and non-capital cities and towns across Australia before the outbreak of COVID-19 in March 2020. In total, the project conducted fieldwork in 17 creative and cultural hotspots across five states: Queensland, New South Wales, Victoria, Western Australia, and South Australia, examining what makes each hotspot “hot”, identifying the dynamics that underpinned their high concentrations of creative and cultural employment and activity. This White Paper outlines the project's findings and outcomes.

Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs. The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR operation. Results lay the foundation for a siting criterion. Current American siting guidance relies only upon daily traffic volume and speed—an approach that inaccurately models an ELR’s safety. To evaluate the safety of existing ELRs, crash data were collected from ELR installations in the US and Australia. For US installations, Empirical Bayes (EB) analysis resulted in an aggregate CMF of .56 for 11 installations observed over 8 years while serving more than 60 million vehicle trips. The data from the Australian State of Queensland involved rural one-lane, low-volume, higher-speed roads, functionally equivalent to ELRs. As motor vehicle volume grows, these roads are widened to two-lane facilities. While the authors observed low mean crash rates on the one-lane roads, analysis of recently converted (from one-lane to two-lane) facilities showed that several experienced fewer crashes than expected after conversion to two-lane roads.

Attention to the internet and the online spaces in which violent extremists interact and spread content has increased over the past decades. More recently, that attention has shifted from understanding how groups like the self-proclaimed Islamic State use the internet to spread propaganda to understanding the broader internet environment and, specifically, far-right violent extremist activities within it. This focus on how far right violent extremist—including far-right racially and ethnically motivated violent extremists (REMVEs) within them—create, use, and exploit the online networks in which they exist to promote their hateful ideology and reach has largely focused on North America and Europe. However, in recent years, examinations of those online dynamics elsewhere, including in Australia, is increasing. Far right movements have been active in Australia for decades. While these movements are not necessarily extremist nor violent, understanding how violent far right extremists and REMVEs interact within or seek to exploit these broader communities is important in further understanding the tactics, reach, and impact of REMVEs in Australia. This is particularly important in the online space access to broader networks of individuals and ideas is increasingly expanding. Adding to a steadily expanding body of knowledge examining online activities and networks of both broader far right as well as violent extremist far right populations in Australia, this paper presents a data-driven examination of the online ecosystems in which identified Australian far-right violent extremists exist and interact,1 as mapped by user generated uniform resource locators (URL), or ‘links’, to internet locations gathered from two online social platforms—Twitter and Gab. This link-based analysis has been used in previous studies of online extremism to map the platforms and content shared in online spaces and provide further detail on the online ecosystems in which extremists interact. Data incorporating the links was automatically collected from Twitter and Gab posts from users existing within the online milieu in which those identified far right extremists were connected. The data was collected over three discrete one-month periods spanning 2019, the year in which an Australian far right violent extremist carried out the Christchurch attack. Networks of links expanding out from the Twitter and Gab accounts were mapped in two ways to explore the extent and nature of the online ecosystems in which these identified far right Australian violent extremists are connected, including: To map the extent and nature of these ecosystems (e.g., the extent to which other online platforms are used and connected to one another), the project mapped where the most highly engaged links connect out to (i.e., website domain names), and To explore the nature of content being spread within those ecosystems, what sorts of content is found at the end of the most highly engaged links. The most highly engaged hashtags from across this time are also presented for additional thematic analysis. The mapping of links illustrated the interconnectedness of a social media ecosystem consisting of multiple platforms that were identified as having different purposes and functions. Importantly, no links to explicitly violent or illegal activity were identified among the top-most highly engaged sites. The paper discusses the implications of the findings in light of this for future policy, practice, and research focused on understanding the online ecosystems in which identified REMVE actors are connected and the types of thematic content shared and additional implications in light of the types of non-violent content shared within them.

The International Health Regulations (2005) are legally binding on 196 States Parties, Including all WHO Member States. The IHR aims to keep the world informed about public health risks, through committing all signatories to cooperate together in combating any future “illness or medical condition, irrespective of origin or source, that presents or could present significant harm to humans.” Under IHR, countries agreed to strengthen their public health capacities and notify the WHO of any such illness in their populations. The WHO would be the centralized body for all countries facing a health threat, with the power to declare a “public health emergency of international concern,” issue recommendations, and work with countries to tackle a crisis. Although, with the sudden and rapid spread of COVID-19 in the world, many countries varied in implementing the WHO guidelines and health recommendations. While some countries followed the WHO guidelines, others imposed travel restrictions against the WHO’s recommendations. Some refused to share their data with the organization. Others banned the export of medical equipment, even in the face of global shortages. The UN Compliance Research group will focus during the current cycle on analyzing the compliance of the WHO member states to the organizations guidelines during the COVID-19 pandemic.

Bendigo, where the traditional owners are the Dja Dja Wurrung people, has capitalised on its European historical roots. Its striking architecture owes much to its Gold Rush past which has also given it a diverse cultural heritage. The creative industries, while not well recognised as such, contribute well to the local economy. The many festivals, museums and library exhibitions attract visitors from the metropolitan centre of Victoria especially. The Bendigo Creative Industries Hub was a local council initiative while the Ulumbarra Theatre is located within the City’s 1860’s Sandhurst Gaol. Many festivals keep the city culturally active and are supported by organisations such as Bendigo Bank. The Bendigo Writers Festival, the Bendigo Queer Film Festival, The Bendigo Invention & Innovation Festival, Groovin the Moo and the Bendigo Blues and Roots Music Festival are well established within the community. A regional accelerator and Tech School at La Trobe University are touted as models for other regional Victorian cities. The city has a range of high quality design agencies, while the software and digital content sector is growing with embeddeds working in agriculture and information management systems. Employment in Film, TV and Radio and Visual Arts has remained steady in Bendigo for a decade while the Music and Performing Arts sector grew quite well over the same period.

As global agricultural production methods and supply chains have become more digitised, farmers around the world are adopting digital AgTech such as drones, Internet of Things (IoT), remote sensors, blockchain, and satellite imagery to inform their on-farm decision-making. While early adopters and technology advocates globally are spruiking and realising the benefits of digital AgTech, many Australian farmers are reluctant or unable to participate fully in the digital economy. This is an important issue, as the Australian Government has said that digital farming is essential to meeting its target of agriculture being a $100billion industry by 2030. Most studies of AgTech adoption focus on individual-level barriers, yielding well-documented issues such as access to digital connectivity, availability of AgTech suppliers, non-use of ICTs, and cost-benefit for farmers. In contrast, our project took an ‘ecosystems’ approach to study cotton farmers in the Darling Downs region in Queensland, Australia who are installing water sensors, satellite imagery, and IoT plant probes to generate data to be aggregated on a dashboard to inform decision-making. We asked our farmers to map their local ecosystem, and then set up interviewing different stakeholders (such technology providers, agronomists, and suppliers) to understand how community-level orientations to digital agriculture enabled and constrained on-farm adoption. We identified human factors of digital AgTech adoption at the macro, regional and farm levels, with a pronounced ‘data divide’ between farm and community level stakeholders within the ecosystem. This ‘data divide’ is characterised by a capability gap between the provision of the devices and software that generate data by technology companies, and the ability of farmers to manage, implement, use, and maintain them effectively and independently. In the Condamine Plains project, farmers were willing and determined to learn new, advanced digital and data literacy skills. Other farmers in different circumstances may not see value in such an undertaking or have the necessary support to take full advantage of the technologies once they are implemented. Moreover, there did not seem to be a willingness or capacity in the rest of the ecosystem to fill this gap. The work raises questions about the type and level of new, digital expertise farmers need to attain in the transition to digital farming, and what interventions are necessary to address the significant barriers to adoption and effective use that remain in rural communities. By holistically considering how macro- and micro-level factors may be combined with community-level influences, this study provides a more complete and holistic account of the contextualised factors that drive or undermine digital AgTech adoption on farms in rural communities. This report provides insights and evidence to inform strategies for rural ecosystems to transition farms to meet the requirements and opportunities of Agriculture 4.0 in Australia and abroad.

The Sunshine Coast (unless otherwise specified, Sunshine Coast refers to the region which includes both Sunshine Coast and Noosa council areas) is a classic regional hotspot. In many respects, the Sunshine Coast has assets that make it the “Goldilocks” of Queensland hotspots: “the agility of the region and our collaborative nature is facilitated by the fact that we're not too big, not too small - 330,000 people” (Paddenburg, 2019); “We are in that perfect little bubble of just right of about everything” (Erbacher 2019). The Sunshine Coast has one of the fastest-growing economies in Australia. Its population is booming and its local governments are working together to establish world-class communications, transport and health infrastructure, while maintaining the integrity of the region’s much-lauded environment and lifestyle. As a result, the Sunshine Coast Council is regarded as a pioneer on smart city initiatives, while Noosa Shire Council has built a reputation for prioritising sustainable development. The region’s creative economy is growing at a faster rate that of the rest of the economy—in terms of job growth, earnings, incomes and business registrations. These gains, however, are not spread uniformly. Creative Services (that is, the advertising and marketing, architecture and design, and software and digital content sectors) are flourishing, while Cultural Production (music and performing arts, publishing and visual arts) is variable, with visual and performing arts growing while film, television and radio and publishing have low or no growth. The spirit of entrepreneurialism amongst many creatives in the Sunshine Coast was similar to what we witnessed in other hotspots: a spirit of not necessarily relying on institutions, seeking out alternative income sources, and leveraging networks. How public agencies can better harness that energy and entrepreneurialism could be a focus for ongoing strategy. There does seem to be a lower level of arts and culture funding going into the Sunshine Coast from governments than its population base and cultural and creative energy might suggest. Federal and state arts funding programs are under-delivering to the Sunshine Coast.

Abstract:
Wollongong’s geographic proximity to the southern sprawl of Sydney, accessible transport and cultural diversity have been an attractor for many inward bound creative migrants, helping it diversify away from its industrial past. Wollongong City Council, understanding the importance of the creative industries, has been very proactive in ensuring that the heart of the city has been well and truly activated by sectors of these industries, while the University of Wollongong and its Innovation Campus have also proved a boon to both specialist and embedded creatives. Wollongong maintains a balance between traditional creatives and newer tech-oriented operatives, most with local, national and international suppliers and clients.
