This article explores the West Papua issue through the Papua New Guinea news media. It seeks to identify the reasons behind the decline in coverage of West Papua in the PNG press. It provides an historical background to the West Papua conflict and PNG’s relationship with Indonesian-ruled West Papua and it presents the results of a comparative content analysis of three PNG newspapers—Post-Courier, The National, and Times of Papua New Guinea—on their coverage of West Papua, in-depth interviews with journalists and West Papuan refugees in Papua New Guinea.

Abstract:
This article examines the curiosity of journalists in West Papua about the notion of human rights. The selection of this theme as a focus of research can be seen as a concern for the role of journalists in the enforcement of human rights. The selection of West Papuan journalists for research departs from the position of journalists as perpetrators of journalism activities. The author has proposed four disciplines of writing news about human rights violations in West Papua: 1) the level of curiosity of the notion of human rights by West Papuan journalists; 2) the intellectual attitude of West Papuan journalists; 3) the terms of reference for practising journalism skills in writing news about human rights violations in West Papua; and 4) news about human rights violations in West Papua. To test the level of curiosity about human rights of West Papuan journalists, the author carried out indepth interviews with Benny Mawel (a journalist with tabloidjubi.com) and Arnold Belau (a journalist with suarapapua.com). The findings are discussed in terms of journalists as professionals. The author argues that that the focus on the notion of human rights in West Papua has begun to diminish.

Abstract:
The Indonesianization of Papua project, which has been going on since 1963, has not yet reached the ideal stage. The rise of the post-2000s separatist movement indicates a need to re-read the relationship between Indonesia and West Papua, an examination of past and current events. This study aims to examine the dynamics of Indonesia's attitude and policy towards West Papua, the discourse, and the tension between Indonesia and the Papua freedom movement. This study uses a historical approach by diachronically reviewing how the Indonesian occupation and the Indonesianization project began and its relation to resistance from the Papuan community with the manifestation of the existence of the Papua Freedom Organization. In addition, to capture the synchronic dimension of the current situation, the writer also interviewed several key figures in the integration-and-disintegration of Papua as the primary data source. Indonesia has had a very monochromatic perspective of Papua throughout history, and they tend to ignore Papua as an entity with a will. The military approach and inappropriate development carried out by the Indonesian Government caused the strengthening of the Papuan independence movement. At this point, the Indonesian Government needs a new approach to negotiate its position with the West Papuan community and change the militaristic approach still being used in West Papua. The development approach taken by the current President of Indonesia, Joko Widodo, towards West Papua does not seem to be reflected when we see how the stigmatization of Papua continues in the Government's political communication practices related to Papua.

Commentary: West Papua has one of the most repressive media landscapes in the world. Consequently, West Papuans have increasingly harnessed social media platforms to broadcast human rights violations committed in West Papua. Through this, Pacific Islanders around the region are increasingly leveraging social media as a political tool for showing solidarity and support for West Papuans. As a result, in recent years there has been a regional groundswell in support for West Papuan demands for self-determination, with prominent political figures such as Peter O’Neill of Papua New Guinea, and Gordon Darcy Lilo alluding to the awareness on West Papuan issues that have been raised through social media. This commentary explores how the rise of West Papua solidarity, is resulting in a heightened Pacific regional consciousness at the community level.

Keluasan dan menyejarahnya kekerasan yang dialami perempuan Papua memberi gambaran akan pentingnya metode penelitian yang dapat memulihkan dan memberdayakan perempuan korban kekerasan di Papua dan Papua Barat. Akhirnya, pendekatan yang berasal dari akar rumput beserta catatan-catatan kritis dan rekomendasi dari riset aksi partisipatif sangat perlu diperhatikan oleh para penyusun kebijakan dan berbagai stakeholder yang terkait dalam perencanaan dan inisiatif pembangunan di Papua. Looking back and acknowledging the history of Papuans is an important step for reconciliation and collective healing in Papua. Because of that, this article starts with a brief review about the historical background and conflict situation in Papua. The breadth and history of violence experienced by Papuan women show how important is a research method which is able to heal and empower women victims of violence in Papua and West Papua. Finally, an approach coming from the grass-root along with critical notes and recommendations from the research is very much needed to be considered by policy makers and various related stakeholders in the planning and development initiative in Papua. Abstract:
This research argues that the internationalization of "West Papua" issue through social media has contributed to a shift of Indonesia's policy to the South Pacific region from ignorance to initiative approach. Underlying this argument is a growing concern of Indonesia regarding the use of social media by Papuan pro-independence activists that resulted to the increasing awareness and support towards the independence of West Papua from Pacific countries as human rights problems become the highlight of West Papua’s issue. The method used in this research was qualitative research method focusing on descriptive analysis of the internationalization of West Papua issue on social media. This research results show that initiative approach from Indonesia is merely narrowing the gap of the issue instead of reducing the internationalization of the West Papua issue.

Auckland University of Technology’s Pacific Media Centre marked its tenth anniversary with a seminar discussing two of the wider region’s most critical media freedom crises. The ‘Journalism Under Duress’ in Asia-Pacific seminar in November 2017 examined media freedom and human rights in the Philippines and Indonesia’s Papua region, otherwise known as West Papua. In the discussion about West Papua, the PMC seminar heard that access to the Indonesian region for foreign journalists, while still restricted, remains critical for helping Papuan voices to be heard. The plight of West Papua is of major concern among Pacific people, especially Melanesians, and it is becoming a growing geopolitical and media issue.

This research analyzes the ICT Competencies of Pre-services Teachers in Papua, including the Region of Sorong, Merauke, Jayapura, and Manokwari. This research aims to discover the students of Teachers' Training Faculty spread in Papua competencies on ICT. The measurement of ICT competencies is carried out using a model developed by Tondeur for preservice teachersusing questionnaires that consisted of 19 items. Questionnaires were distributed to Papua Region covering Jayapura and Merauke, West Papua region covering Sorong and Manokwari. Sixty-eight respondents became the data in this study. Data were analyzed using XL Stats to find the mean and standard deviation. The findings in this study were; the low competencies were found on Papuan Indigenous Pre-service teachers, and the high competencies were found in science discipline compared to non-science in Papua and West Papua Indonesia. The low ability of native Papuan students in managing information in the digital world is indicated by the lack of awareness of preservice teachers in developing a sense of responsibility in using ICT as a communication medium and activities involving ICT use.

The attack on the West Papua student dormitory in Surabaya, East Java, Indonesia, on 16 August 2019 by the Islamic Defender Fronts (FPI), Communication Forum for Retired Children of the Indonesian Military/Police (FKPPI) and Pancasila Youth (PP) sharpened Indonesia’s crisis with West Papua. The baldly racist attack then ignited repression, as well as demonstrations from West Papuans in various cities. In such a crisis, Indonesian online media does not provide proportional voices from West Papuan society. That adds to a record of how bad the practice of journalism related to West Papua so far appears to be. This study conducted a quantitative framing analysis, examining the number of reports, use of resource persons and the use of framing of crisis in the news, on six Indonesian online media: okezone.com, detik.com, kompas.com, tribunnews.com, cnnindonesia.com and tirto.id in the period of August 13-31, 2019. From the 2,471 news reports, it can be seen that most of the main news sources used by the media are from the government and the apparatus and police. West Papuan society received only scant coverage compared with the range of news of the attacks on West Papua student dormitories and their effects. The dominant crisis frames that appear in the news are the frame of attribution of responsibility and frame of conflict. The frame of human interest, frame of morality and frame of economic take the bottom three positions.

The special autonomy fund expires in 2021, according to Law Number 21 of 2001 respecting Special Autonomy for the Province of Papua. As a result of this provision, political turmoil occurs. Law Number 2 of 2021 was immediately enacted by the government. There are still major issues that have not been resolved and will recur in the future, such as the lack of a complete and ongoing examination of the use of special autonomy funds. The goal of this research is to develop a unique autonomy evaluation model for Papua and West Papua Province. The CIPP Model (Context, Input, Process, Product) and the Gap Analysis Model were used in this study. The two models are used to assess education, health, infrastructure, and affirmation funding, which are the four key areas of focus for the utilization of special autonomy funds. The CIPP evaluation model can be used to comprehensively evaluate the use of special autonomy funds in two provinces in four areas, according to secondary data analysis and focus groups with stakeholders in the provinces of Papua and West Papua, as well as the cities of Jayapura and Sorong, including government officials, traditional leaders, youth leaders, women's leaders, and members of the Papuan People's Assembly (MRP). In the meanwhile, gap analysis can be used to map problems and solutions for the utilization of special autonomy funding in research sites.

The Free West Papua Campaign is an organization that massively campaigns on social media Twitter and its website to garner support from the international community regarding Papuan independence, one of its efforts is to conduct campaigns in cyberspace with a narrative supporting the United Liberation Movement for West Papua (ULMWP) to become full member of the subregional organization MSGin the hope that this membership status can strengthen ULMWP's political maneuvering in bringing the issue of an independent Papua to the international level. The purpose of this study was to find out how the campaign carried out by the Twitter account @FreeWestPapua and how other Twitter users responded to the campaign. The research used is a qualitative research by juxtaposing the study of literature with data from social media Twitter and the freewestpapua.org. The results show that the Free West Papua Campaign uses ideologically or cause oriented campaigns and uses a campaign model in the form of a componential campaign. The response from Twitter users is more dominated by following instructions on hashtags rather than the message they want to convey. Abstract:
Illiteracy remains a serious problem in West Papua, Indonesia. The data from Indonesian Central Bureau of Statistics (BPS) show nearly 30 percent of Indigenous Papuans aged between 15 to 45 are illiterate (BPS, 2016). The number is far higher than the national average which is only 3.5 percent (BPS, 2016). In response to the problem, the article aims to provide a brief picture of causes and effects behind the high illiteracy rate in West Papua and to recommend a relevant solution for the problem. The methodology undertaken in this article is a literature review. Relevant literatures are obtained through peer-reviewed articles from reliable journals and any other relevant sources. The results reveal three main factors that contribute to the low literacy level in West Papua; geographical challenges, low human resources and diverse vernacular languages. Due to the high illiterate percentage, Papuan community has been experiencing serious health issue, poverty, poor educational access and low social cohesion. The article also proposes a so-called Yo Si Puedo (YSP) as an alternative non-formal literacy program to strengthen basic literacy in West Papua. It is because YSP can be highly adaptable to the Papuan context in terms of language, culture and social reality.

Abstract:
Many New Zealanders, even in politically aware circles, have a limited understanding of West Papua and frequently confuse the Indonesian-controlled territory with its neighbour Papua New Guinea. This reflects the limited mainstream media coverage of the territory and of the ongoing conflict that is taking place there. However, in 1962 and again in 1969, the New Zealand media gave considerable attention to the crises that enveloped West Papua and determined its subsequent destiny. The territory’s Pacific location was often highlighted and the statements of West Papuan leaders were reported. The year 1962 saw escalating Indonesian military intervention in the territory and subsequently the signing of the controversial US-brokered New York Agreement between the Netherlands and Indonesia. In 1969 Indonesia conducted an ‘Act of Free Choice’ which was widely seen by external observers as a fraudulent act of self-determination. This article gives examples of this historic coverage and considers what might be done to bring about change and to bring West Papua back into the frame as a Pacific neighbour.

The current study is to emphasize Veronica Koman's perspective and how she became one of the most famous human rights advocates during the November 2019 West Papuan protest. The tweets of Veronica Koman were evaluated using CDA and transitivity analysis. The researchers used observation and documentation to detect processes and other linguistic cues in the documented tweets. Koman used transitivity to tweet about what transpired in West Papua. They said her tweets evoked pictures of the crisis, encouraging people across the country and globally to learn about West Papua. As a social-political journalist, she aimed to guarantee that injustice and bigotry were criticized by the Indonesian people, and pushed them to express their displeasure.

Abstract:
<p>Racism events that took place in the Papua Student Dormitory, Surabaya, East Java had a long tail by causing mass protests and riots in Papua and West Papua from 19 August 2019 to 23 September 2019. Mass riots by Papuans and Papuan native students were triggered by the problem of spreading propaganda on the issue of racism on a massive scale through social media by exploiting the issue of racism that is happening in the city of Surabaya. This study uses propaganda theory, social conflict theory, and national security theory in analyzing these problems. This study uses qualitative research methods with a descriptive analysis approach. Sources of data obtained through interviews, observation, and literature studies. The results showed that the propaganda issue of racism was the cause of mass unrest and social conflict in Papua and West Papua; the propaganda issue of racism is very effective in achieving its broader goals of changing the attitudes and behavior of Papuan and Papuan indigenous students to be destructive and gaining local and international support by creating negative opinions as material to delegitimize and discredit the Government of Indonesia, and the propaganda issue of racism has resulted in damage to social relations with other Indonesian people and the potential for social conflict that can threaten national security.</p>

Papuan students who are ongoing class at the University of North Sumatra are Papua affirmation students and West Papua having opportunity to continue their education into the State University through affirmation Scholarship Program of Higher Education in cooperation with The Ministry of Education and Culture and research and technology of Higher Education. Different cultures and new environment allow them to acculturate and in its process they have variety of challenges, obstacles and difficulties. Having adaptation to new potential culture lead acculturation stress. This study aimed to know the acculturation stress of Papua students who are ongoing class at the University of North Sumatra. This study used descriptive design, with 56 Papua students as sample. This study used total sampling techniques and questionnaires as instrument. The result of this study showed that Papua students experienced acculturation stress in low category is 52 people (92.9%) and high category is 4 people (7.1%). This result expected to the University, particular for nursing education institutions to provide introduction about culture for new Papua students Affirmations and West Papua when having matriculation so that it makes them easier in adapting and to anticipate the acculturation stress.

Abstract:
This study shows that the long historical process associated with Islam in West Papua has an impact on defining a unique identity, and significantly interrelating Islam, Papuanness and Indonesianness. The data in this study were collected for three months in Fakfak of West Papua eploying methods of observation, interview and documentation. There were some key informants being the data sources consisting of religious leaders, community leaders and government employees. Two impotrant findings are found in this work. First, the presence of Islam in Papua has significantly contributed to the formation of the identity of the Fakfak community in Papua through an intense and strong acculturation process between Islam and local Papuan culture. This process has formed new inclusive and tolerant values that are reflected in the local wisdom of satu tungku tiga batu (one stove with three stones). Second, Islam and Papuanness in Fakfak appear to have certain implications on the formation of Indonesian (national) identity. Theoretically, this research shows that identity is not something fixed and natural, but a process that is constantly changing, with regard to the socio-political dynamics that affect it. That is why Papuan Muslims strive to continue to define themselves amid the construction of Papuan identity which is often defined as Christian and Melanesian.

The special autonomy granted to the Provinces of Papua and West Papua is a special authority that is recognized and granted by the central government to the Provinces of Papua and West Papua to regulate and manage the interests of their local community based on the aspirations and basic rights of the people of Papua and West Papua. The implementation of the special autonomy in Papua and West Papua has encountered many challenges, such as in managing funds, human resources, institutional capacity, and governance, which impacted the welfare of the people. This study aimed to review the two decades of implementation of the special autonomy, its challenges and obstacles, and dynamics in fund supervision in improving the welfare of the people of Papua and West Papua. To achieve its aims, this study used a descriptive qualitative approach with a literature review. The results of the study showed that there were discrepancies in the use of special autonomy funds and low realization of the budget for education and health in the provinces of Papua and West Papua. Even though there has been an increase in welfare in Papua, Papua was still lagging compared to other provinces as evident from its HDI and poverty levels. The slow political process, limited government personnel, and human resources contributed to the slow handling of conflicts in Papua and West Papua. Supervision of special autonomy funds faced many obstacles in the communication process, weak legal instruments, and weak coordination between the central government, regional government, and community.

In this article, the author explores the collaboration between Tirto and Jubi in reporting on the Wamena and Jayapura riots in September 2019 in what has been described as the Papuan Uprising. The collaboration was greatly influenced by the desire of both media to improve the quality of news on human rights violations in West Papua. Tirto is an Indonesian online media outlet. Its journalists often criticise various government policies and the Indonesian political world through headlines, news and special articles. Tirto won an award as the Most Innovative Cyber Media in the 2017 Adinegoro Journalism Awards organised by the Indonesian Journalists Association. In the following year, Tirto became the only media outlet in Indonesia to receive an award from the International Fact-Checking Network (IFCN). Jubi is a general news media service from West Papua which reports on the West Papuan conflict, especially human rights issues. At the conceptual level, one can expect an accurate and in-depth report resulting from the journalism collaboration between Tirto and Jubi. However, at the practical level, a question arises about what the collaboration means for the life of West Papuan journalists? Research results using qualitative content analysis and interviews suggest that the collaborative journalism they created was able to restore West Papuan journalists’self-esteem. These findings can contribute to the enhancement of the knowledge in the field of journalism and provide valuable information for West Papuan journalists.

The purpose of this study is to provide policy recommendations related to strategies that collaborate with parties in the education sector for the advancement of education in the provinces of Papua and West Papua by focusing on education issues at the basic level, especially the elementary school level. This research method is a qualitative research with a descriptive research design model that aims to describe the phenomena that occur. The results of the study indicate that access to education services in Papua and West Papua is still poor, especially in remote areas. There is a review of appropriate policy recommendations to improve access and quality of education in Papua and West Papua such as increasing teacher qualifications, teacher distribution programs, improving education services and community involvement. The low achievement of access and quality of primary school education in the provinces of Papua and West Papua is due to weak education governance, high rates of absenteeism for teachers, so it is necessary to revise policies in improving education services to encourage the acceleration of education in the provinces of Papua and West Papua.

COMMENTARY: President Joko Widodo’s announcement in May 2015 that Indonesia would allow foreign journalists to have access to West Papua was widely, but cautiously, welcomed. Some journalists decided to have another attempt at getting into this region, long cordoned off to outside access. The labyrinthine process of applying for a journalist visa was a warning that change does not happen overnight for West Papua media freedom. On the ground, it is a risky business for a journalist covering West Papua. Local independent journalists, especially, face regular threats. The attackers are empowered by the knowledge that there is no formal accountability processes over intimidation and the murder of journalists or media workers. However, there appears to be a genuine hope that President Jokowi’s term in office represents a small window of opportunity for improvement for Papua. The handling of journalists and media freedom in West Papua is very much a test case for this. Watch this space.

This article aims to analyze the response of the people in Tanah Papua regarding Special Autonomy. Special autonomy in Papua both in Papua Province and West Papua Province is part of the realization of the 1945 constitution and Pancasila. Whereas with equitable justice and the level of welfare of the people in Indonesia, it must become a shared responsibility, both from the central government to the regional governments. The problem was focused on the influence of Special Autonomy in the land of Papua which had an impact on conflict and its development towards improving the welfare of the people in Papua through the responses of the people in assessing this special autonomy. In order to approach this problem, the theory of implementation of public policy by Abdul Wahab Solichin was used. The data were collected through a literature method or approach and were analyzed qualitatively. This study concludes that with the response from the people in Tanah Papua, it will make this Special Autonomy better with autocritics from every element of Papuan society with an appropriate implementation pattern so that it has an impact on the level of prosperity and quality of the indigenous Papuan people.

Since independence Indonesia’s military has played an active role in defending the territorial integrity of Indonesia. For example, the military has been used to put down rebellions in various regions, such as Darul Islam in West Java in 1948, the Acehnese rebellion that was led by Daud Beurueh in 1950, Pemerintah Revolusioner Republik Indonesia (PRRI), the Revolutionary Government of the Indonesian Republic) in West Sumatra in 1958, and Piagam Perjuangan Semesta Alam (Permesta) Charter of Universal Struggle in North Sulawesi in 1958. Disagreements with central government policies were the cause of these rebellions since they were intended to change the central government, not to achieve separatism. In addition, in 1961 a military operation was used to support the claim of Indonesia to West Irian (now Papua). By carrying out a military operation and negotiating with those giving support from the United States, in 1969 Indonesia succeeded in its goal of claiming Papua as a part of Indonesia. The success in pulling Papua into Indonesia’s territory did not directly stop the military operation there because the military had to maintain order in the region to frustrate the Organisasi Papua Merdeka (OPM), Free Papuan Organisation, separatist movement that began in 1964 and continues to the present day

Special Autonomy (Otsus) for Papua and West Papua is expected to improve people’s welfare comprehensively. The implementation of Otsus for Papua and West Papua has emphasized on the development or improvement of education, particularly basic education, particularly the basic education. The granting of Otsus status is accompanied by a sufficient financial supports to conduct development programs in both provinces. However, a question has araised which needed to be answered. Did the large financial support could significantly increase the coverage as well as improve the quality of basic education services in West Papua Province? The purpose of this study is to determine the driving and hindering factors of education performance in West Papua Province by utilizing descriptive-evaluative methods and ex-post facto. Secondary data is obtained from relevant institutions and pimary data is obtained from in-depth interviews, participatory observations, document reviews and Focus Group Discussions (FGD). The study reveals that the policy of asymmetric decentralization education in West Papua Province is far from expectations. Factors that hindered the improvement basic education in West Papua Province are policy implementations, standardization of achievements, regional sovereignity in preparing program plans and action plans. Asides from that were specific factors, such as accessibilty, school proximity, geographical constraints and low dedication of teachers.

Provinsi Papua dan Papua Barat menawarkan kesempatan yang sangat menarik untuk penelitian interdisipliner di bidang prasejarah dan keragaman budaya. Temuan arkeologis menunjukkan bahwa manusia mendiami bagian timur New Guinea sekitar 40.000-50.000 tahun yang lalu. Karena imigrasi utama kemungkinan besar terjadi dari barat Pulau New Guinea dihuni lebih awal. Penelitian arkeologi dan terkait sejauh ini hanya menetapkan beberapa situs dan bukti-bukti lain dari hunian awal manusia prasejarah di Papua Nugini. Tulisan ini bertujuan menggambarkan potensi penelitian arkeologi, antropologi, etnografi di Papua dan menyebutkan secara khusus penelitian arkeologi dan etnoarkeologi di Kabupaten Pegunungan Bintang, di wilayah suku Mek dan Ok. Hingga saat ini masih dijumpai tradisi prasejarah di Papua yaitu pembuatan kapak batu, alat tulang dan tradisi megalitik. Tradisi prasejarah ini dijumpai di wilayah pegunungan dan pesisir. Penelitian, pertanggalan absolut situs dan publikasi arkeologi Papua masih sedikit jika dibandingkan dengan Papua Nugini. With its prehistoric tradition still found to this present day, Papua is considered to have high archaeological potential. Papua and West Papua Provinces offer particularly interesting opportunities for interdisciplinary research in prehistory and cultural diversity. Archaeological findings show that humans inhabited the eastern half of New Guinea (NG) at least 40,000–50,000 years ago. As primary immigration most likely happened from west to east, the western half of the island of NG must have been inhabited even earlier. Archaeological and related research has established only a few sites and other signs of early human occupancy in the Indonesian part of NG. This review describes the potential of archaeological, anthropological, and ethnographic research in the Indonesian Papuan Provinces and specifically discusses recent ethnographic, archaeological, and ethno-archaeological work carried out in the Star Mountain Regency among the Mek and the Ok. The research methods employed in this research were literature review, survey, excavation, and ethnoarchaeological approaches. The findings show that Papuan highlands became one of the earliest centres of horticulture. Until now, there are still prehistoric traditions found in Papua, such as stone adzes, bone tools, and megalithic traditions. These prehistoric traditions are easily found in the highlands and coastal areas. Research sites absolute dating, and archaeological publication related to Papua is still considered low compared to PNG. The purpose of this study was analysis at the pattern of economic activity in districts/cities in West Papua Province. The analytical method used Static Location Quotient (SLQ) approach. Data used is GDP in districts/cities in West Papua Province from 2010 – 2020. The results show that the base sector in the main district in West Papua Province is similar except for Sorong Regency. In addition, there is a trend of decreasing SLQ values in the main district and conversely, there is a trend of increasing SLQ values in newly districts in West Papua Province. Tujuan penelitian ini adalah untuk menganalisis pola aktivitas ekonomi Kabupaten/Kota di Provinsi Papua Barat. Metode analisis yang digunakan adalah pendekatan Static Location Quotient (SLQ). Data yang digunakan adalah PDRB kabupaten/kota di Provinsi Papua Barat dari tahun 2010 – 2020. Hasil analisis menunjukkan bahwa sektor basis pada kabupaten induk di Provinsi Papua Barat memiliki kemiripan kecuali Kabupaten Sorong. Selain itu, terdapat trend penurunan nilai SLQ pada kabupaten induk dan sebalinya terdapat trend peningkatan nilai SLQ pada kabupaten pemekaran di Provinsi Papua Barat.

Serious efforts to decentralize Indonesia have only been carried out since the reformation period began in the midst of the crisis that hit Asia and coincided with the process of changing leadership in Indonesia from Suharto to Habibie. Regional autonomy is considered to be able to answer the demands of equitable distribution of socio-economic development, governance, and the development of an effective political life because it is believed to be able to guarantee the handling of community demands in a varied and fast manner. Article 18B of the 1945 Constitution of the Republic of Indonesia recognizes and respects special or special regional government units which are regulated by law. The special autonomy implemented in Indonesia can be categorized as asymmetric decentralization, including Papua and West Papua. Politically, the issue of Papua Autonomy has gained light and legitimacy as well as a normative basis with the issuance of the Special Autonomy Law, but in reality the implementing regulations are not perfect. A grounded public policy is needed that takes into account the aspirations of the people of Papua and West Papua with the Special Autonomy Law as a normative basis because the actual role of the Special Autonomy Law in the welfare of the people of Papua and West Papua is as legalization to manage Papua and West Papua in particular by taking into account the various characteristics that they have. towards progress and prosperity.

Abstract:
The primary objective of learning engaged in higher education is to build graduate students who have great competence. This study aims to analyze the academic motivation of Papuan students at Sebelas Maret University. Data were collected through questionnaires and interviews. The participants were undergraduate students of Papua and West Papua. The results showed that the extrinsic motivation of the Papuan student is more dominant than is intrinsic motivation. The factors that influenced the low motivation of Papuan students are peers, family, teacher, the background of education, social conditions, economics, and politics. This research is expected to provide information and a basis for lecturers, universities, and policymakers to pay more attention to Papuan student motivation and further increase their learning motivation.

Abstract:
Abstract Phyllidiella pustulosa are brightly coloured gastropod molluscs frequently found in coral reefs of the tropical Indo-Pacific. Phyllidiella pustulosa is widely distributed in Indonesia, such as Seribu Island, North Sulawesi, West Papua, and Halmahera. Based on the genetic characteristics of an individual’s DNA sequence, differences between species can be identified. In this paper, we would like to provide the molecular analysis and phylogenetic relationship among nudibranchs from Indonesian waters. Identification was made by measuring the genetic distance between species. The phylogenetic tree reconstruction was made using the Kimura 2-parameter model with 1000 times bootstrap with neighbor-joining and maximum likelihood method. There is 46 DNA Sequence obtained from 4 different regions (Seribu Island, Halmahera, North Sulawesi, and West Papua). The genetic distance of West Papua and Halmahera has the smallest value among other populations, which is between 0.0051-1.4629, compared to the population in Halmahera. The phylogenetic tree also shows populations from West Papua and Halmahera are on the same lineage, indicating that the population in West Papua and Halmahera had the closest relation. The study suggested that North Sulawesi, Halmahera and West Papua have genetic mixing of the same region, which is distinctive from Seribu Island.

This study is an analysis about the strategy of governments economic empowerment for Papuans women traders in the district of Muara Tami, located at the border between the West Papua Province and Papua New Guienea. In addition to the problems of low infrastructure development for women traders in border areas, this study found a more complex reality faced by the Papuan women traders that hindered their economic improvement, the competition between the migrant groups who dominated the economic development in their area. By employing a qualitative methods through observation, interviews, and literature study from secondary materials in the field, this study argues that the empowerment agenda for Papuan women traders needs more concerted efforts of affirmative and inclusive policies to protect the economic position of Papuan women traders, rather than a traditional approach of knowledge transfer and skill building alone. This study shows that affirmative and inclusive policies is an important and necessary part of empowerment agenda for Papuan women traders.

ABSTRACT The approach to developing apua throughout the years of Indonesia's national leadership has brought considerable improvement to the island of Papua. Indonesia’s First President, Soekarno has laid the foundation of Indonesia's geopolitics in the world political order stretching from Sabang in the west to Merauke (Papua) in the east. Sustainable development in Papua continues to date in various sectors, from infrastructure to the socio-cultural development of the Papuan people. A development program focusing on a respect to-diversity (kebhinnekaan) approach establishes Papua as an integral-nationalistic part of Indonesia under the outline of total sovereignty. Paradoxically, there are still small groups that raise the issue of Free Papua as a manifestation of separatism, either the armed movement in Papua or the dissemination of political issues in international forums. This phenomenon then becomes the focus of this paper and launched the main question, on how Indonesia manages to develop Papua within the frame of diversity from the perspective of national defense. The qualitative approach uses in-depth analysis based on the theory of national defense and theory of development to explain the emerging phenomena. Inquiries toward Papua-related negative issues found that they have the spirit and goal to separate Papua from Indonesia. Through this paper, it is revealed that a constructive development with the mentioned approach has gradually succeeded in building up minds and hearts of the Papuan people under nationalistic ties, as well as becoming the main bulwark for national Defence and eliminating separatism activities. <p><em>Indonesia has many Malay speakers and it spreads to Papua with the influence of Ambon and Indonesian becomes one of the variations in the Papuan Malay dialect. Papuan itself is the home of 275 languages that are 218 non-Austronesian or Papuan (79%) and 57 languages are Austronesian (21%) (Lewis et al. 2013 cited in Kludge, 2014). Moreover, the influence of </em><em>Ambon and the North Moluccan Malay, and Indonesia played an important role especially in the formation of Papuan Malay (Paauw, 2008). </em><em>Papuan Malay language is spoken by the inhabitants of the West Papua and uses as the daily language (Kludge, 2014). The formation of </em><em>Papuan Malay has the uniqueness because it uses deletion some syllables but does not have the impact of the meaning. </em><em>This study aims to know and explain the process of clipping word of Papuan Malay as well as their word classes. The Data come from the video of MOB Papua. Besides that, the method used in this study is a Padan method with comparing other langue. Therefore, this study appears the history and role of Papuan Malay and compare the Indonesian with Papua Malay to find the clipping word process in Papuan Malay.</em></p>

This article analyses the characteristics of a considerable part of the foreign and travel journalism on West Papua that was published in Swedish press during the period 1959-2009. The analysed material comprises press items, articles, and reports on West Papua published in 27 different Swedish newspapers and periodicals. The comprehensive frame identified in the material is West Papua viewed as a primitive country. Four frames, characteristic of this general frame, are found in the foreign and travel journalism: 1) the primitive Others as dangerous and destructive; 2) the primitive Others as victims; 3) the primitive Others as admirable; and 4) the primitive Others as timeless and unchangeable. In the foreign and news material, a clear élite and big power perspective is apparent, which has been fundamental for when the conflict in West Papua is brought up on the journalistic agenda, and when it is not. A power fortifying integration between the frame of West Papua as a primitive country, and the élite and big power perspective exist in the material that during the entire time period covered by this investigation, has resulted in the Papuans being made invisible, and/or maintaining the Papuans and the conflict in West Papua as something odd, not holding a high value.
