Abstract:
West Java Province has the largest population amongst others in Java, and therefore land conversion rate in the region is increasing. Approximately 40% of forest areas in West Java has been converted between 1990–2015. As a consequence, the number of bi­odiversity in the region is decreasing, including amphibians and rep­tiles. These groups play an important role in the food chain of an ecosystem, and are very sensitive to environmental changes. How­ever, comprehensive research on amphibian and reptile species in West Java is suboptimal. Visual Encounter Survey has performed in seven districts in West Java for one month and has recorded 26 amphibian species and 27 reptile species. These species were in­cluding Javan endemic species (for example: Fejervarya iskandari, Huia masonii, Limnonectes microdiscus, Megophrys montana, and Microhyla achatina), introduced species (Calotes versicolor), and species with a new distribution record (Leptophryne borbonica and Kalophrynus minusculus). In addition, cryptic species (Genus Lep­tophryne and Cyrtodactylus), which are interesting for further stud­ies, were observed. This study has demonstrated that the potential of a comprehensive study of amphibian and reptile species in West Java is great. Apart from this, conserving the biodiversity in the region also challenging due to the high rate in land conversion

Abstract:
Trichaleurina is a fleshy mushroom with goblet-shaped within Pezizales. Many genera have a morphology similar to Trichaleurina, such as Bulgaria and Galiella. Some previous reports had been described fungi like Trichaleurina as Sarcosoma. Indonesia has been reported that has Trichaleurina specimen (the new name of Sarcosoma) by Boedijn. This research aimed to obtain, characterize, and determine the Trichaleurina around IPB University. Field exploration for fungal samples was used in the Landscape Arboretum of IPB University. Ascomata of Trichaleurina were collected, observed, and preserved using FAA. The specimen was deposited into Herbarium Bogoriense with collection code BO 24420. The molecular phylogenetic tree using RAxML was used to identify the species of the specimen. Morphological data were used to support the species name of the specimen. Specimen BO 24420 was identified as Tricahleurina javanica with 81% bootstrap value. Molecular identification was supported by the morphological data, such as the two oil globules and the size of mature ascospores.

Abstract:
Water authorities in West Java, Indonesia have difficulties in implementing water improvement programs due to lack of tools for prioritisation of water-related issues and their respective programs. To facilitate more efficient management of the water resources, the West Java Water Sustainability Index (WJWSI) was recently developed. This paper outlines the tasks for developing WJWSI and highlights the results of its application in one of West Java catchments, Citarum catchment. The results showed that five out of the thirteen indicators and sub-indicators, namely ‘Water Availability, Water Quality, Education, Water Loss and Poverty’, had low sub-indices and thus had poor performances. Then, the sub-indices were aggregated using the geometric aggregation method to produce the final index. The results of the aggregation indicated that the overall condition of water resources in Citarum catchment was considered poor, with a final index value of 20.04. Based on the WJWSI application, recommendations are suggested to the relevant authorities in the Citarum catchment. It is expected that the implementation of these recommendations will improve the performance of these five indicators and sub-indicators from Poor to at least the next higher level of Poor–Medium, thus improving the value of the final index from 20.04 to 37.19.

Abstract:
This Article aims to explain how the West Java Quick Response position in the West Java regional government system 2018-2020 as an auxiliary institution outside the main government institutions is a new problem in the West Java regional government system. This type of research is qualitative with descriptive type. Data collection techniques are observation, interview, and documentation. The number of informants are 11 people who are determined proportionally. The results showed that the position of West Java Quick Response in the local government system in West Java 2018-2020 by looking at the two principles of independent institution criteria, namely First, the Policy Principle, and second, the Tenure or not-Political Party Principle. It can be concluded that West Java's Quick Response position in the regional government system of West Java 2018-2020 is not only a supporting institution, which helps, and supports humanitarian and social tasks, as well as the political stability of the governor of West Java as the regional head. West Java Quick Response in addition to being an innovation in West Java regional government in an effort to realize Good Governance. Although the position JQR cause problem, but it is also an effective step in the politics of the governor of West Java in carrying out leadership as the regional head in the government of West Java.

The herpetofauna of Ujung Kulon National Park, Java Island, Indonesia currently includes 21 amphibian and 65 reptile species. Of which 15 species (17%) reported from the Ujung Kulon National Park for the first time. Ujung Kulon is the only documented habitat in Java for such rare species as Kalophrynus minusculus, Limnonectes malesianus, Sphenomorphus striolatus, and Tomistoma schlegelii. Tree Javan endemics currently registered on the park territory (Microhyla achatina, Limnonectes microdiscus, and Elapoidis fusca). The current level of Javan amphibian endemism is 41 – 54% and reptile endemism is 10 – 13%.

Abstract:
This study aims to determine the implementation of Paralympic sports achievement coaching which is carried out independently in the preparation for Peparnas Papua in 2021. This research is an evaluative study with the Context, Input, Process, Product (CIPP) model. The data analysis technique used in this research is descriptive analysis. The results showed that the West Java NPCI athletes had a fairly good quality. Trainers at NPCI West Java have qualifications as licensed trainers. The organization of the West Java NPCI has been carried out quite well. The facilities and infrastructure in supporting the implementation of the NPCI West Java platda have quite good criteria. The funding of the West Java NPCI platda has been included in the category good enough for athletes and coaches and intensive bonuses for athletes and coaches. The selection of West Java NPCI athletes has been carried out quite well. The West Java NPCI training program is currently carried out quite well through the suitability of the planning program with the implementation and suitability of independent training. The evaluation of the West Java NPCI platda is carried out by the trainer at the end or after each exercise and runs smoothly.

Abstract:
This article aims to determine the development of cooperatives in West Java at present, projections of the development of cooperatives in West Java in 2019 and the contribution of cooperatives to the economy of West Java. The research methods used are explanatory research, data collection conducted by surveys, interviews, observations, and FGD and using a simple regression analysis approach of secondary data sourced from BPS, Kemenkop , Dinas KUKM West Java province. The results of the study show that the condition of cooperatives in terms of quantity in West Java can now be said to deteriorate. Inactive cooperatives are far more than active cooperatives. Whereas in previous years, namely in 2015-2017 active cooperatives dominated more than inactive cooperatives and West Java cooperative contributions to state revenues were still relatively small.

Halal tourism potential in West Java, especially for sharia hotels is very high so that West Java is a potential area for developing halal tourism. To realize West Java as a halal tourism development area is not easy there are obstacles faced such as the lack of consumer interest in sharia hotels and not many people understand the difference between sharia hotels and conventional hotels. Therefore, this study will examine the development strategy of halal tourism in West Java.The purpose of this study is 1) to identify internal factors (strengths and weaknesses) in the development of sharia tourism in West Java, 2) to identify external factors (opportunities and threats) in the development of sharia tourism in West Java, 3) for knowing the positioning of West Java in the development of sharia tourism and 4) to find out the development strategy of sharia tourism in West Java.The research method used is qualitative descriptive. The study was conducted on 8sharia hotels in the West Java region. The data analysis technique used is SWOT analysis using internal factors and external factors of the company.The SWOT matrix calculation results produce ten alternative strategies, namelyencouraging and providing halal certification facilities for sharia hotels, conductingassessment of facilities and infrastructure, halal tourism needs and other supportingelements in West Java, increasing the promotion of sharia tourism through various mediaand providing tourism information based on information technology that suits the needs of tourists, conducts an inventory of data in collaboration with the city or district government to hotels that implement the concept of sharia in West Java, develop uniqueness as excellence found in sharia hotels in West Java, Cooperate with various parties including the tourism ministry, the community and other stakeholders, equating the perception of the concept of sharia tourism between the government and business actors through halal tourism discussions and seminars, Developing various tourism products Halal with the aim of attracting tourists, conducting training and coaching Islamic tourism HR in accordance with the standards of the MUI, providing a place of worship complete with other worship facilities and infrastructure. The results of this study are expected to be a recommendation to the government of West Java Province and sharia hotels in the development of halal tourism in West Java.

There is no accurate data about the number of individual leopards in Java Island in both conservation and nonconservation areas. In West Java, deforestation for plantations and agriculture is widespread, although it is unknown if leopard uses these human-altered habitats. Therefore, it is important to research the existence of leopards in Non-Conservation Forest Area (NCFA) in western Java, Indonesia. The aim of this research is to investigate: (i) evidence of leopard’s existence (ii) encounter rate of leopard’s existence; and (iii) estimation of individual leopards in NCFA, Cisokan, Cianjur, and West Java. Indirect data were obtained from sign surveys for feces, scrapes, footprints, and residual prey. We also obtained direct data with camera traps. We found 13 footprints, 2 feces, 4 scrapes, and 2 direct encounters by observers. The camera trap data recorded 12 independent leopard events and 8 leopard photos/100 trap days. Estimated number of leopards in Cisokan ranged 1-3 individuals.

Cattle and beef commodities have become a political commodity because the increase in beef prices has been responded significantly by both legislative and executive institutions. West Java became one of the provinces categorized as the area of beef consumption because the needs of cattle and beef cannot be supplied by local cattle in West Java. Lack of beef cattle is supplied from outside the province or abroad. This study aims to see the amount of cattle and beef cattle production to West Java, the number of cattle and beef cattleneeds in West Java, as well as the balance between supply and demand of beef and beefcattle in West Java. This research used quantitative method with secondary data as its base of analysis. The results showed that the number of cattle production calculated from the number of cattle population, the production of calf, the amount of imported cattle from outside the province or abroad. In 2015, the number of West Java cattle population amounted to 425,486 heads, 60,990 calves, 219,226heads of imported cattle. The amount of beef cattle production can reach 75,477,941 kg. The total requirement of cattle and beef cattle in West Java was 408,881 heads and 84,733,150 kg. Based on data of supply and requirement of beef cattle could be calculated balance of cattle beef in West Java. The balance of beefcattle in West Java had a deficit meat during 2011-2015.Keywords: Production, Supply, Consumption, Balance, Beef Cattle

Abstract:
Mastitis is Mastitis is an inflammation of the udder. Mastitis is mainly caused by pathogenic bacteria both bacterial and yeast. The purpose of this review is to describe the ecology and epidemiology of mastitis prevalent in West Java and to propose control options that may be suitable for the West Java situation. The review was conducted using published papers about mastitis in West Java and government documentation. We determined that the major classification mastitis in West Java are clinical mastitis and subclinical mastitis. We also determined that the major pathogens agent of mastitis both clinical and subclinical mastitis are bacteriology and mycology agent. Education of farmers is an important part of any control program. The ecology and epidemiology of mastitis in West Java are still largely not understood. Future studies should be aimed at the evaluation of the proposed methods of disease control, an understanding of the impact of mastitis infection on dairy production in West Java and the role of the movement of dairy cattle products into and among regions in West Java.

Abstract:
West Java Province is a province in Indonesia that always shows the realization of foreign and domestic investments that are superior to other provinces in Indonesia. On the other hand, poverty in West Java Province still becomes a main problem as indicated by the high number of people living in poverty. This study aims to determine the effect of investment and economic growth on poverty in West Java Province in 2011-2021. The results show that the high realization of investment has no significant effect on poverty in West Java. However, the high economic growth in West Java has a significant and negative effect on poverty in the area. The government can take the right policies to continue to increase economic growth in West Java and take other steps apart from investing both foreign and domestic investments.

This study aims to determine the effect of local revenue (PAD) and the General Allocation Fund (DAU) to the Expenditures of Regional as well as the possibility of flypaper effect on the country/city in East Java, Central Java and West Java the period 2011-2013. The method used in thus research is quantitative method. The population used is the district/city in East Java, Central and West Java. Sampling using purposive sampling and sample in this research is 100 district/cities with details of East Java Province 38 District/city, West Java 35 district/city and West Java 27 district/city.The data used in this research is secondary data which the data obtained from reports of Regional Budget obtained via the website Ministry of Finance of the Republic of Indonesia Directorate General of Regional Financial Balance. The analysis in this research is using descriptive analysis, classical assumption test and multiple linear regression. Result from this research that indicates that the local revenue (PAD) affects regional expenditure as well as with the General Allocation Fund (DAU) also affects regional expenditure and occurred flypaper effect on the country/city in East Java,Central Java and West Java periods 2011-2013.

Abstract:
This study aims to analyse how West Java FKUB (Forum Kerukunan Umat Beragama)’s view on the meaning of tolerance relates to intolerance issue in West Java. The coverage on intolerance issue in mass media, escpecially about church construction that occurred in West Java becomes wide concern. The observations of non-governmental organizations in recent years showed West Java as the most intolerant province based on the increasing complaints of citizens related to intolerance. This research is qualitative research using case study method. In analysing the case, the researcher used interactionism symbolic theory. The results of this research found that West Java is one of the Provinces in Indonesia which has tolerant life philosophy and pious muslims in practicing Islamic religion. FKUB has an important role to solve the problems related to issues and cases of intolerance in West Java as a forum for interfaith dialogue.

This research aimed to examine the effect of economic growth (PE), localOwned Source Revenue (PAD), and General Allocation Fund (DAU) on the allocationof the capital Expenditures (BM) in the Regencies/Cities of West Java Province 2017-2019. The research was descriptive-quantitatif. While, the data were secondary whichtaken from the Directorate general of financial balance (DJPK) and the CentralStatistic Agency (BPS) West Java. The population in this study are regencies and citiesin West Java Province. The sample in this study is 27 (twenty seven) regions consistingof 18 (eighteen) Regencies and 9 (nine) Cities in West Java Province, so that the totaldata tested for 3 (three) years is 324 data. The analytical method used is multiple linearregression with Eviews version 9.0. The result showed that economic growth (PE) didnot positive and significant affect to capital expenditure in West Java Province 2017-2019. Local Revenue (PAD) and general allocation fund (DAU) had positive andsignificant effect to capital expenditure of regency/city in West Java province 2017-2019.

The method used in this research is quantitative descriptive with a correlation research design. The sample in this study amounted to 66 people, including Persib, Kabomania, Galuh fc. As for the important points in the questionnaire distributed to the 3 clubs in West Java, related to the level of satisfaction of athletes and clubs with the management of football matches in West Java. The results of this study are that there is a relationship between match management and the satisfaction level of athletes and football clubs in West Java in 2019.

This article describes the process of forming Wehrkreise III as the East Priangan defense area and the transfer of the administrative center of West Java Province to Lebaksiuh in 1947-1948. The research method used is the historical method. The results of this study indicate that the onslaught of the Dutch military in West Java during the years 1947-1948 was faced by the struggle agencies by forming defense pockets called Wehrkreise III. Each defense bag can do its own guerrilla battle. The Commander of Wehrkreise not only oversees the struggle agencies but also oversees the civil administration in West Java. The Wehrkreise command center and the West Java provincial government center were initially in Tasikmalaya. But the Dutch military offensive made the Governor of West Java and the Wehrkreise commander move their seat to Lebaksiuh. This move was intended so that the republican government in West Java could continue to run because Lebaksiuh was a relatively safe area from Dutch attacks..

The purpose of this study was to know and analyze the shallot markets of Central Java with shallot markets in East Java, Jakarta, and West Java. The method of data analysis in this study is the Johansen Cointegration Test, Causality Test, and Vektor Error Correction Model (VECM). The data used is secondary data in the form of monthly sources from the Central Statistics Agency and the Ministry of Agriculture. The results of the research are producer markets and consumer markets in Central Java are integrated, the Central Java producer market and the East Java consumer market, Jakarta consumer market, and West Java consumer market are integrated, the Central Java consumer market and East Java consumer market, Jakarta consumer market, and West Java consumer market are integrated. Based on the trial of the causality of market integration carried out is weak, only the consumer market integration of Central Java with East Java consumer market is strong. Based on the results of the VAR / VECM analysis shows that adjustment of the prices of shallots in Central Java producer market slower than adjustments of the price of Central Java, East Java, and Jakarta consumer markets. Efforts to overcome this problem can be done by increasing the implementation of policies on the floor price and the ceiling price.

This research method uses a qualitative method with a descriptive approach and uses data collection techniques in the form of interviews and documentation. The data analysis technique used is an interactive model consisting of data reduction, data analysis or display and drawing conclusions. The results of this study are that there are actors who collaborate in a triple helix in the management of CSR for BUMD West Java Province, which have different roles in achieving the same goal of implementing CSR to the community in a sustainable manner and supporting collaboration between the government and the community and companies. This triple helix collaborative research is seen from the 3 actors who have the most significant influence on the CSR management process. The actors in question are from the West Java Provincial Government through the CSR Facilitation Team (Government), BUMD Actors, namely PT. Migas Hulu West Java (entrepreneurs), and the role of academics as well as groups receiving CSR programs. West Java is a province with the largest contribution to national export value. In 2018, the export contribution in West Java reached 16.89% of the total national export value. However, in recent years, West Java's trade balance shows that the rate of increase in imports is relatively high, especially for industrial needs. It indicates that West Java has a high dependence on imports, and if it is not controlled, it can cause a deficit in the trade balance. Therefore, the government's role is needed to increase export value to offset the import value increase. This study aims to determine the effect of KITE facilities, exchange rate, interest rate, and Human Development Index (HDI) on the export value of West Java. This research uses the quantitative method based on secondary data from monthly time series for 2016-2019. Analysis of research data using the Error Correction Model (ECM). Research result indicates that only the interest rate negatively and significantly affects West Java's export value. Meanwhile, the KITE facility, exchange rate, and the HDI partially do not affect the export value of West Java. However, the KITE facility, exchange rate, interest rate, and HDI simultaneously affect the export value of West Java.

Javan slow loris (Nycticebus javanicus) one of the species of the genus Nycticebus is endemic in Java. Their distribution region is in West Java and Banten, and also reported to be found in Central Java and East Java, although very rarely. Status of the species is Critically Endangered due to high levels of poaching, habitat loss and habitat fragmentation, so that the necessary conservation in order to increase the population. For conservation management it is necessary to know the status of genetic resources that play of role in breeding, then this research is to explore the genetic population of the Javan slow loris from some locations in West Java. The research objective was to assess the diversity of their current population of Java loris through the control region (D-loop) of mitochondrial DNA (mtDNA). A total of 23 individuals samples from Gunung Halimun Park, Tasikmalaya, Garut, Ciamis, Jember and confiscated at the Rehabilitation Center IAR Bogor were used in this stydy. Specific primers of D-loop are used for loris with a length of 296 bp sequence. The result showed there are only five different sites and formed six haplotypes, each haplotypes only 1-3 nucleotides different. Low genetic diversity is shown as much as 42.96% of individuals show the same sequence or genetic distance (d) = 0 that indicate was monomorf population from different population. The genetic distance of the entire population was 0.003 ± 0:01 (0.3%).

Information technology nowadays results in spreading information rapidly. Everyone can easily produce information quickly through several social media, such as Facebook, Twitter, Instagram, or mobile phone messages, such as WhatsApp, Telegram, etc. It is alarming if the information conveyed is inaccurate such as a hoax with a highly provocative title, leading the reader and recipient to obtain a negative opinion. For fighting hoaxes and preventing their negative impacts, the government has adequate legal protection named ITE Law. Apart from the legal product, the government also forms the National Cyber Institution. For example, in West Java, the government has formed West Java Clean Sweep Team (Saber) for Hoaxes, in charge of verifying information distribution in public. The team is built as proactive efforts of the West Java Provincial Government to secure the residents of West Java from disseminating fake news. This article examines how the West Java Saber Hoaxes Team carried out a strategy to minimize the dissemination of fake news (hoaxes) on social media. The research used descriptive studies through in-depth interviews on West Java Saber Hoaxes Team. The result of the research showed that strategies conducted by this team are monitoring, receiving complaints, and educating the public.

This study aims to examine the knowledge of DPRD members in the West Java region regarding religious tolerance, the political communication of DPRD members in the West Java region regarding religious tolerance policies, and formulate a model of political communication carried out by DPRD members in the West Java region in a policy of religious tolerance. Using qualitative research methods, this study used interview data collection techniques. The conclusion is that DPRD members in the West Java region have extensive knowledge about religious tolerance, the political communication of DPRD members in the West Java region is quite complete involving internal and external political communication, and the model of political communication developed is making regional regulations, monitoring, and creating regulations budgeting for religious tolerance programs. The impact of the research results is expected to increase religious tolerance in the West Java region and inspire DPRD members in other regions to increase knowledge and political communication regarding religious tolerance.

The number of observations in this study was 45 consisting of data from 9 cities in West Java Province from 2016 to 2020. The analysis technique in this study uses panel data with the Random Effect Model. The results of this study indicate that population density and sanitation partially have a negative and significant effect on poverty in urban areas of West Java Province. Then simultaneously population density and sanitation have a significant effect on poverty in urban areas of West Java Province.

The efforts of the Tourism and Culture Office of West Java in communicating tourism through three main online media namely websites, social media, and mobile applications. Smiling West Java is a manifestation of smart tourism destinations owned by West Java and provides global scale competitiveness. According to the Flora of Java, there is only one species of Evolvulus in Java, namely Evolvulus alsinoides. Since then, a second species was reported in 2017 from Universitas Indonesia, Depok, West Java, as an alien naturalized species. Some recent field studies have been conducted to provide updated taxonomic information of the genus on this island. The field observations were carried out in Banten, Jakarta, West Java, Jogjakarta, and East Java from March to December 2019. The herbarium studies were also conducted in Herbarium Bogoriense, Herbarium of Bogor Botanic Gardens, Herbarium Bandungense, and Herbarium of the Department of Biology, Universitas Indonesia. Our study reveals one newly recorded species of Evolvulus in Java already grown in cultivation, namely E. glomeratus Nees & Mart. subsp. grandiflorus (Parodi) Ooststr. Besides that, Evolvulus nummularius is now also reported to occur in other sites of West Java and extended to Central Java. An updated key to Evolvulus in Java, descriptions to both species, photographs, and brief discussions are provided.

This research intends to describe the newest survey on the language attitude of the Sundanese, West Java, Indonesia Urban Community against Sundanese, Indonesian, and foreign language. The methodology of the reserach is quantitative method. Although most of the people in West Java are Sundanese , most of them are multilingual. Therefore, the writer tries to find the language attitude of Sundanese toward Sundanese, Indonesia, and foreign language. Respondents involved in the research are 324 respondents living in Bogor city, 84 respondents living in Bandung city, and 92 respondents living in Bekasi city. The study seeks to discover how Sundanese people shift their language in their communication. Based on Keller’s theory (1968), language shift caused more by the emergence of the industry. The three cities are industrial area where people are possibly to choose certain language in communication. Furthermore, Cooper (1978) showed that the role of language became the lingua franca (in this case, including Indonesian) often urged the local language. The result of the research indicates that (1) the attitude of the Sundanese urban community in West Java to the Sundanese language is good category, because the average only reaches 64.11% . The language attitude of people in Bogor is the lowest among the three cities. (2) The language attitude of the Sundanese urban community in West Java to the Indonesian language is in fair category , because the average is only 56.19%. The lowest language attitude of urban community in West Java toward Indonesian language is Bekasi.(3) The attitude of the Sundanese urban community in West Java to foreign languages is in good category because the average reaches 69.85%. The highest language attitude toward foreign language is Bogor. Since this is the newest survey on language attitude on urban community in West Java, it will be very significant findings for those who are interested in multingual conditions in West Java, Indonesia.

Cannonball mushroom is known as the unique genera in Basidiomycetes. This micro-mushroom is the first recorded in Indonesia. The specimen was deposited into Herbarium Bogoriense with code BO 24422. The Sphaerobolus was found on the rotten wood in Landscape Arboretum of IPB University. The fruiting body has similar morphology between Geastrum and Pilobolus. The mushroom has an exoperidium (like Geastrum outer) and endoperidium (like Pilobolus head). The basidiospore is hyaline, globose to elongate, and having circular gradation on the surface. Sphaerobolus is known as lignicolous, phototrophic, and sometimes as coprophilous fungus. Sphaerobolus was classified into Geastrales and Sphaerobolaceae. BO 24422 specimen is classified as S. stellatus.

Geopark as a conservation area that pays attention to sustainability by utilizing tourism activities as the socio-economic development of the surrounding community still has obstacles in its implementation. The low level of public understanding about the importance of tourism development in the Geopark area is still an obstacle. By using qualitative descriptive analysis methods through literature studies, this study aims to analyze the condition of the community and the role of stakeholders in realizing sustainable tourism. The substantial actor of stakeholders is required as a forum for coordination and communication for the development of tourist areas. It is significant because it determines community participation in the management of Geopark tourism areas.

As local varieties of rice have a very important role as a source of valuable traits in developing high yielding variety through plant breeding programs, it is needed to be characterized. Panicle branching characterization is one of the efforts to understand local varieties of rice characteristics more. We have observed thirtheen characters of panicle branching on 24 West Java local rice varieties. Five panicles of each varieties as accession was observed and statistical analysed. Tukey’s Honest Significant Difference (HSD) test showed differences among accessions in all panicle branching characteristics observed. Based on Principles Component Analysis (PCA), the panicle branching characters observed generally showed the same direction, but among them were not always to be correlated. In the result of clustering based on the ward linkage method, the accessions were divided into two clusters. The first one had 8 members, and the second one had 16 members. The cophenetic correlation coefficient was 0.60, indicated that the clustering through standardized value was faithfully enough to represent the original distances. The result of this research can provide the information for breeder in selecting rice genotypes which have more seeds per panicle as parent in assembling new high yielding rice varieties.

Compared to its counterpart in the off-shore area (including Northwest Java and Northeast Java), the Oligocene sediment of on-shore West Java provides low pollen assemblages. In addition, superwet elements of Dacrydium and Casuarina commonly occurred in off-shore area are less represented in the on-shore area. However, it is believed that the study area still experienced wet climate condition as proved by common occurrence of rattan pollen Dicolpopollis spp. indicating a thick growth of swamp forest under moist climate. Unlike its counterpart in the off-shore North West Java, the studied sediment rarely yields lacustrine elements suggesting the disappearance of lake deposit. The Oligocene sediment of on-shore West Java is defi ned by the regular appearance of Oligocene marker of pollen Meyeripollis naharkotensis. The last occurrence of this pollen marks the top Oligocene age. In fact, the appearance of pollen M. Naharkotensis is obviously used to separate Oligocene age from Miocene age in the off-shore area. Moreover, marine micropaleontology analysis on foraminifers and calcareous nannoplankton confi rms this age. The studied sediment was deposited in the transition to shallow marine environment as indicated by rare occurrence of marine microfossils. The common brackish pollen of Zonocostites ramonae (Rizophora) and Spinizonocolpites echinatus (Nypa) indicates mangrove/ back-mangrove environment. Moreover, the domination of shallow water benthonic over the planktonic forms suggests shallow marine setting.

Palabuhanratu Village has three waste banks, one of them was established since 2010, the others built in 2016. However, waste processing from the source is still not optimal, it’s only reduced waste about 5% of the total waste generated to the final waste disposal site. The performance of waste banks is still minimal, because one waste bank can not serve the entire area of the village. Furthermore, organic waste processed by some communities of Palabuhanratu Village to be compost can not be a mass movement, due to the lack of public knowledge. The purpose of this research is to know the existing condition of waste management in Palabuhanratu Village and to formulate the revitalization of existing waste bank. The research used survey research method by using questionnaire, in depth interview, and observation. Analytical technique using quantitative and qualitative analysis. The findings of the research indicate that the residents of Palabuhanratu Village who often do waste sorting from the source only from the residents of RT 01 / RW 33. The number of existing temporary waste disposal site in Palabuhanratu Village is still lacking, so it requires addition up to 5 units that integrated with waste bank in this village.

Abstract:
Poverty and social welfare issues show an increase over time, both in the number, and the quality. On the other hand, the policy responses to social welfare issues from various parties are not sufficient to tackle those problems. This study aims to describe poverty and policy of West Java Provincial Government in poverty alleviation. The research is expected to contribute to the improvement of policy in poverty alleviation and affect the condition of West Java society to be more prosperous. The research design is Qualitative Descriptive. The informants are several Civil State Apparatuses who are capable to represent Regional Work Unit/ Organization at the provincial level. Data Collecting Techniques consist of interviews, focus group discussions, and documentation studies. Data Validation is done using triangulation between data sources and techniques. The results showed that West Java's economy grew on average above 5%, while the average poverty reduction rate was only 0.46% per year. These conditions have an impact on the increased number of people who are below the poverty threshold and also affect the index of depth and severity of poverty. The situation is similar for other social welfare issues, such as socio-economic vulnerable groups, homeless, beggars, and scavengers, neglected elderly, and children who need social protection. To overcome those problems, several policies have been prepared. The obstacle is, social welfare planning and policy are often only viewed as a complement to development planning and policy framework when they should be considered as an integrative, priority and substantive element that must be implemented. Various regulations and policies on poverty alleviation and other social welfare issues are still limited. Regulation at the central level is sufficient, but local governments have not been fully able to describe and operationalize it with various rules, either at the level of Regional Regulation, Governor Regulation, Mayor Regulation, or Regent Regulation. Legislation regulation and poverty alleviation are government’s (central and local) full responsibility, so coordination and a common commitment are needed to address poverty and increase equity. West Java Provincial Policy needs to prioritize efforts to increase funding through funding synergies with central and district / city governments in order to finance more comprehensive and broader poverty reduction programs.
