In the case of the welfare state it might seem that the appropriate response would be ‘Which crisis? ’ since there are several on the menu - fiscal crisis, legitimacy crisis, crisis of ungovernability . Left, Right and Centre have become convinced that there is a crisis. This is after a period of history which had seen an unprecedented rise in the standard of living of the vast majority of the population living in what are normally regarded as welfare states.

Abstract:
Although empirical findings show the deterioration of living standards in post- communist countries in the 1990s, there are significant differences in the public opinion about the “welfare state” project in countries where more rigorous liberal reforms were implemented and countries with much slower progression towards the liberal model of capitalism. The Czech Republic with its economic development is still on the symbolic crossways to make a decision about how to approach the welfare state. There is a very actively discussed model of an “active approach” (non-state subjects) to social policy with a residual role of the state. The model should have a chance to a more effective implementation in (small) rural communities where social problems can be better identified and resolved. The questions to be asked are that of the potential of social policy actors to participate in the process and the attitudes and approaches to social policy models in rural communities. It should be asked how the opinion of actors can be evaluated in the process of making a new system of social policy which still remains a “reform from above“. The paper follows a preceding qualitative study of the author with a quantitative survey of public opinion on the participation and responsibility in social policy actors’ action and acceptance of the welfare state model based on the liberal model of capitalism. The first part provides a review of international studies on rural poverty in post- socialist states. The main part of paper presents results of a quantitative investigation in one Czech rural community where significant social problems of the welfare state project (unemployment, illness, education, age, living conditions) have been studied.

AbstractIn 2014, Syvertsen, Enli, Mjøs, and Moe authored The Media Welfare State: Nordic Media in a Digital Era to explore the specificities of Nordic media and the analogy between welfare state and media structures. In this short article, we point to how selected works challenge or extend the notions of a media welfare state beyond the original analysis. We begin by placing the work in a tradition of comparative and typology-generating scholarship and point to parallel works emerging at the same time. We then highlight others’ contributions in order to identify tendencies in Nordic media and research. In conclusion, we use examples from current research to argue that changes in the media system may be studied from both the angle of changing media policies and that of changing welfare states.

Abstract The growth of the private sector in the Medicare and Medicaid programs is a sea change, leading many to argue that the old age welfare state is effectively becoming privatized. I examine these trends, but focus on the consequences for how older adults experience their interactions with government. In particular, I examine how privatization increases administrative burden for beneficiaries. Older adults must navigate hundreds of choices, leading to significant confusion. Most fail to pick policies that maximize their benefits and reduce their cost. This confusion harms beneficiaries. They end up with suboptimal coverage, with increased out of pocket costs and decreased access to care. The confusion, however, generates profits for insurers. Part of a symposium sponsored by the Women's Issues Interest Group.

Suppose that we have negative, natural rights to our lives, liberty, and possessions and that these rights are absolute or indefeasible. Then at best only minimal states will be legitimate, where such are states that restrict their activities to the enforcement of the basic rights of individuals and the like. (Indeed, it is possible that no actual states, minimal or not, will be legitimate.) Such appears to be the consequence of absolute natural rights. When made aware of these implications of absolute natural rights, many philosophers deny their existence. In the absence of a convincing defense of absolute natural rights, the defense of the minimal state thereby loses force.
