Abstract:
In a comparative perspective, the Swedish welfare state is known for being more universal, comprehensive, and extensive than is the case for most other OECD countries. Usually, the normative, economic, and political parts of this enterprise are analyzed separately by scholars in different disciplines. This chapter presents an analysis of how the moral, electoral, and redistributive logic of the Swedish welfare state are integrated and should be understood as a precondition for the system as a whole. The argument is based on the idea that political support for the welfare system cannot be explained without reference to its moral foundations, which explain the sustainability of the system.

Welfare states globally have been subjected to reform agendas that have stressed economic competitiveness but how has global competition reshaped welfare states in practice? Providing a new cross-national and international narrative, this book captures the complexity of social policy reform process that has taken place over the past 25 years. Drawing on data relating to multiple countries, the book examines global, cross-national and local cases in order to shed light on the impact of international forces on social policy. The book addresses major theoretical debates about the direction of welfare state reform processes across the Organisation for Economic Co-operation and Development (OECD) and beyond, offering empirically rooted analyses of change and new perspectives on the impact of global competition on social policy.

Abstract:
The 2008 financial crisis triggered the first contraction of the world economy in the post-war era. The impact of the crisis and austerity on children varied widely across the rich world. Countries differed in their ‘initial conditions’ with respect both to the extent and nature of child poverty and to the capacity of the welfare state to protect children from the effects of an economic downturn. This introductory chapter sets out the scope and motivation of the volume as well as the overarching research questions and methods. Using a set of in-depth analyses of the impact of the economic crisis and its aftermath on children in eleven OECD countries, the chapter gives an overview of what happened to child poverty in rich countries after the outbreak of the financial and economic crisis, how countries responded to it, and what could be done differently to protect children in future crises.
