Full textThe literature on employment policies has mainly focused on national variables in order to explain change. This research studies the degree of openness of national boundaries in a European context. By adopting an interactionist approach of Europeanization, it first explains how European institutions have defined a model of flexicurity that combines flexibility on the labor markets and security for the workers, whereas these two characteristics have long been considered incompatible. Then the research compares the recent evolution of two social protection systems that did not fit with the flexicurity framework and have nevertheless implemented employment policy reforms in line with European requirements. To explain the link between European demands and national reforms, this research underlines two mechanisms. First, it shows that national spheres are embedded in a broader context that strengthens the competition between welfare models but has a different impact on national spheres (the “national delay issue” in Portugal and the “specificities of the French model” in France). Then, in both cases, the political and administrative actors have tried to depoliticize policy reforms by mobilizing academic expertise. The different modalities of expert interventions crucially influence trade unions’ capacities to participate in the framing of national reforms. All in all, the thesis shows that national boundaries are challenged but have not disappeared. Even though it becomes difficult for them to act independently, national political leaders tend to develop strategies to preserve their autonomy

Full textThis doctoral thesis deals with the genesis of family policy in South Korea. In the first chapter, we discuss in which context policies in support of family have appeared in Korea since 1990’s. It’s a political and social democratization which brought about the expansion of laws and regulations in the fields of gender equality and work-family balance. The decrease of birth rate influenced more directly the development of family policy in 2000’s. Despite its late development, family policy progressed rapidly. The ‘healthy family support center’ is a symbolic example of this recent change. However, despite of state’s efforts, this center is flawed. The direct financial support for inhabitants is too weak and the centres only offer moral and preventive supports. Women are still facing vulnerable conditions in their job and inequality between women is still important. Few women can benefit from this new development in family policy. The last part of the thesis positions South Korea in the comparative literature. In order to do this, diverse typologies of family policy and experiences of different countries like as France, Japan and South Europe are examined. In short, we can see residual characteristic of Korean welfare system. From now on, the family policy in South Korea became explicit, but still very limited in its applications. The thesis notes the limited effect of public interventions in the domain of family. Among the main reasons, the author underlines the maintenance of family support obligation principle. The reason of the limits of Korean family policy lies in its purpose itself. Main institutions of the field of family do not aim to attack the roots of family problems, but to help the family to solve them herself or through the market

Full textIn this dissertation I aim to understand how actors affected by a major collective drama, here the asbestos scandal, try to reach agreement on what constitutes a fair compensation of the harms that have been caused. The asbestos scandal has given birth to innovations in the way victims are compensated, through the creation of a Compensation Fund (the Fiva) and the renewal of the procedure of « Faute inexcusable de l’employeur ». These innovations have come to question the traditional compensation system for Work-Related Accidents and Illnesses, which consisted of a lump-sum compensation based on a system of joint management between representatives of trade-unions and employers. The objective is to understand how compensation mechanisms that are created following a public health scandal coexist with mechanisms grounded in the welfare state that were put into place back in 1946, and how these different mechanisms allow the expression of different types of citizenship. In order to respond to these questions, the dissertation describes the normative evaluations expressed by different actors on these compensation mechanisms, as well as the way in which these evaluations confront each other. The dissertation is based mainly on interviews with the involved actors and on ethnographies of local associations, and articulates three analytical levels:The institutional actors that have participated in the creation or renovation of compensation mechanisms of asbestos-related diseases (union and association representatives, lawyers, employer representatives, government agents). The dissertation shows how actors attribute different ends to the compensation mechanisms and evaluate their principles and functioning differently. The thesis brings to light an important divide between union representatives and associations, which it tries to explain. Local associations seek to aid persons in obtaining compensation. The dissertation describes the diversity in the structuration and mode of functioning of these associations, that emanate from different types of communities, and shows the influence of this diversity on the way in which these associations provide aid to victims. Finally, the compensation paths of victims themselves and beneficiaries are analyzed, accentuating the diversity of ways in which they name what is happening to them, in how they express blame, and in how they claim compensation. The dissertation brings to light the influence of persons’ careers and of local associations on the itineraries they pursue

Full textThis thesis intends to show how the State reconfigures itself through the associative sector. It is based on the study of the public employment service “Cap Emploi” for unemployed and disabled people, created in 2005 and carried through associations. I conducted an ethnographic survey in three Cap Emploi, using several observation scales and ethnographer tools (observations, interviews, ethnographic statistics, documentary work). I studied different elements of variation in professional practices, in the light of work organization, properties of users, and properties of workers. The first part of the thesis deals with the progressive implementation of management tools imported from the private sector, in these non-profit organizations, as a result of their contractualization with the State. It shows how the “New Public Management” is carried out in this non-profit sector. A second part relates the uneasy conciliation between an effort to individualize and an effort to rationalize (following a managerial logic) social policies. It studies the unemployed ranking process according to their expected employability, and shows that the different types of sorting of the beneficiaries primarily concerns people suffering from a psychological handicap. Finally, the third part of the thesis is devoted to the study of these association workers, the “new face of public service”. It studies their position toward this kind of hybrid organization, combining an analysis in terms of trajectory and gender

As an element of modern division of labour among women, the child minders’ situation influences the issue of care in the European welfare state within society as a whole. Taking biographical-narrative interviews with registered family home-based child minders in both countries as a basis, those actors are considered who enable mothers (and fathers) to go to work within the scope of outsourcing domestic housework and day care duties

Full textThe aim of this research is to analyse the business- like evolution of third Sector Organisations (TSOs) My case Study is based on the migration reception system and is a comparison between the Italian and the French case. The sector is particularly interesting, because we can observe a very rapid change, at the institutional, governance and organisational level. The very rapid legislative evolution on migration policies, at national as well as European level, the definition of a quasi-market through the implementation of specific funding instruments with a consequent change in number and kind of actors, are three of the main aspects characterising the evolution of the sector in the last 30 years.In order to understand these dynamics I formulated the following Research Question: “under strong institutional pressures, how are TSOs dealing with asylum seekers reception services, able to maintain their organisational identities, continuing to distinguish themselves from other organisational forms?”Concerning the Analytical framework adopted to study the business like evolution, I applied a multilevel and processual analysis based on an institutional perspective. While the macro level will be analysed through a new institutional economic lens, the meso and micro levels will be tackled through an organisational perspective. Finally, this multilevel and processual analysis will be pursued using a mix methods approach

Full textIn this thesis, we propose a simultaneous understanding of the history of two emblematic territories in the outskirts of São Paulo and Paris as a strategy to comprehend the last fifty years of the social housing history in both countries, through the analysis of the transformations of a typical grand ensemble build in the 1960 that has been recently through a deep renewal process, the Cité Balzac, confronted with the particular case of one fragment of the biggest housing projects complex in Latin America, the Cidade Tiradentes. Recent projects of urban renewal, new collective housing constructions and some special public equipments in both territories reinforce the exceptionality of the chosen cases, starting point for parallels, contrasts, common questions and crossed sights

Full textYouth (15 to 29-year-olds) are vulnerable to economic shocks, and the ability to enter the labour market has significant effects on their long-term wellbeing. Consequently, the 2007-08 financial crisis had the potential to affect youth gravely, which is why welfare states adopted a series of policy initiatives to help youth in the post-crisis. Although countries adopted policies, traditional data such as labour market policy expenditures do not reveal increased spending consistent with higher unemployment levels. Research also shows welfare states have favoured policies that reinforce incentives to join the labour market and help individuals market their skills over more expensive policies that invest in human capital since the financial crisis. These analyses support the argument welfare states are converging around low-cost policies. These pressures notwithstanding, the adoption of similar policies is unusual because the needs between countries remain diverse. For that reason, and despite the factors inhibiting change, countries should not be adopting the same policies to respond to high youth unemployment. This dissertation investigates this complex policy environment by using a typology of activation incentives to compare policy instrument mixes between governments. Process-tracing is then used to determine how welfare states modified their youth employment policies since the financial crisis. First, qualitative data is used to identify the different policy mixes adopted in each case. Second, the policymaking process is analyzed using process-tracing methods. Research findings indicate all three cases, Denmark, France, and the United Kingdom, adopted new youth policies after the financial crisis. In addition to funding policies that continue typical logics found in each country, evidence shows each case adopted policies that deviate from established logics. These results are explained using three theoretical frameworks to identify mechanisms for change: policy learning, power resources and historical institutionalism. For each case, the dissertation outlines how these factors interacted to affect the policymaking process. This research contributes to welfare state literature by going beyond existing quantitative analysis to provide an in-depth account of youth activation policies and the policymaking process in the post-crisis.
