Unlike other books on welfare, this one draws on the stories of more than 100 welfare recipients who are trapped in a system that keeps them underemployed and unemployed. The authors present case studies that show that being a part of a welfare program can actively result in the recipient having to limit their job efforts for fear of losing government assistance. This chapter examines the long-run relationship between public opinion, party politics, and the welfare state. It argues that when large parties receive a clear signal concerning the median voter’s position on the welfare state, vote-seeking motivations dominate and the large parties in the party system converge on the position of the median voter. When the position of the median voter is more difficult to discern, however, policy-seeking motivations dominate, and party positions diverge. This argument implies that the effects of government partisanship on welfare state policy are more ambiguous than generally understood. The countries covered in the chapter are Denmark, France, Germany, Norway and the United Kingdom (going back to the 1960s). The number of observations is (necessarily) limited, but the diverse cases illustrate a common electoral dynamic centered around the position of the median voter.

As mass immigration is a relatively recent phenomenon in Europe, it encounters states in which mature welfare regimes have already been in place for several decades. Therefore, the chapter starts with an overview of the most important welfare programs in Europe, according to their degree of universalism, the generosity of their replacement rates, means testing, and their redistributive character—asking how much they resemble the welfare or social security part of the US regime. It is shown that the institutional indicators explain a lot about the size of social expenditure budgets, and that programs with high middle-class involvement spend significantly more. Using EU-household survey data, Chapter 3 also offers an overview of how immigrants fare in the different programs, including immigrants’ welfare dependency, and discusses how this is related to the share of benefits they receive compared with the native population.

The Introduction presents the overarching research question of the book, namely the question of whether and how war between nations has influenced the development of advanced welfare states. This question has received only scant attention from the welfare state literature so far. The Introduction reviews the fragmented literature in history and social science with a focus on national narratives and revisionist positions, and argues for a comparative angle which puts the various causal mechanisms linking mass war and welfare state development. These mechanisms are systematized, using a heuristic of supply- vs. demand-side mechanisms and three distinct phases of military conflict: war preparation, mobilization, and the post-war period.

As Jeff Singleton shows, the rapid expansion of unemployment relief in the early 1930s generated pressures which led to the first federal welfare programs. However the process has received relatively little attention from historians, and unemployment relief does not play a major role in discussions of the current state of welfare. Singleton seeks not only to fill this gap, but to challenge popular interpretations of relief policy in the early 1930s. He shows that relief was expanding prior to the depression and that the modern aspects of social policy implemented in the 1920s profoundly influenced the response of the welfare system to the early stages of the economic crisis. Relief under President Herbert Hoover was neither primarily voluntarist nor traditional. The first full-fledged federal welfare program was implemented under the Hoover administration by the Reconstruction Finance Corporation. The initial goals of the New Deal's Federal Emergency Relief Administration were to reduce the national relief caseload and the federal welfare role, while improving standards for those on the dole. The institutionalization of state-level welfare was a consequence of the failure of the 1935 reform program (the WPA and the Social Security Act) to eliminate the dole, not a product of conscious liberal policy. Singleton concludes by evaluating the 1996 Personal Responsibility Act in the context of these conclusions. If the dole was not a product of liberal reform, but, instead, arose to fill a policy vacuum, then it will be difficult to eliminate by legislative fiat unless states and the federal government are willing to finance relatively costly alternatives. A provocative analysis of interest to historians and social scientists concerned with American social and labor policy.

Almost all Americans would be better off if none of the federal welfare-state policies of the last century—including Social Security—had ever been enacted. So argues economist Edgar Browning, and with good reason: In 1900, government played a very small role in the day-to-day activities of American citizens. There was no income tax. No Social Security. No federal welfare programs. No minimum wage laws. No federal involvement in education. Government was small, spending well under 10 percent of our incomes. But now, federal, state, and local governments spend more than 33 percent of our incomes. Why has government grown so much over the past century? The answer, in Browning's devastating critique of the modern welfare state, is simple: the rise of egalitarian ideology—an ideology that has not just harmed the economy but made us all poorer. This book examines all facets of the welfare state in the U.S. and its egalitarian underpinnings. Egalitarians claim, for instance, that markets are unfair and that we must have redistributive policies to produce social justice. This reasoning supposedly justifies the two-thirds of federal spending that simply robs Peter to pay Paul. We are stealing from each other. Browning's research and trenchant analysis show that: -Almost all U.S. citizens are harmed by the welfare state—even many of its apparent beneficiaries. -Welfare-state policies have large hidden costs which all told have reduced the average income of Americans by about 25 percent. -There is much less inequality and poverty than is commonly believed. -Most taxpayers will receive less back from Social Security than they put in. Provocative? Indeed. But such conclusions result from the most thoroughgoing economic analysis of the modern welfare state yet written. Both macro and micro level issues are covered, with a particular focus on gender, welfare states, economic development, and grandparental agency; this ensures that the book covers many topic areas of greatest relevance and interest. It emphasises that grandparenting takes many diverse forms and cannot be reduced to a small number of ‘types’. Grandparenting has evolved considerably, and continues to evolve, as a result of both socio-demographic and economic influences, and grandparents’ own agency. The book contains analyses of topics that have so far received relatively little attention, such as transnational grandparenting and gender differences in grandparenting practices. It is the only collection that brings together theory-driven research on grandparenting from a wide variety of cultural and welfare state contexts - including chapters on Europe, North America, Africa, Asia and Australia - drawing broad lines of debate as well as outlining country-level analyses. This book is perhaps the first effort to focus on energy issues in the Indian Himalayas. Though a lot has been written on the ecological consequences (of energy-related activities), these energy issues by themselves have not received sufficient attention. The papers in this volume have been selected from those commissioned by the International Centre for Integrated Mountain Development, and the Tata Energy Research Institute as a part of their collaborative programme on rural energy planning. As it was found that critical gaps exist in knowledge and experience in the area of effective diffusion of energy technologies for promoting Himalayan development, it was felt that a collection of papers on the existing states-of-the-art would be a useful first step before embarking on practical interventions. There are papers that have focussed on technologies, planning issues and economic welfare aspects relevant to development in all the different regions of the Himalayas. Some authors have focussed instead on the regions and have looked at the status of the three subject areas (technologies, planning and welfare) as they pertain to their regions. The major value of this book is that in addition to a clear articulation of problems, issues and possible solutions, it represents a comprehensive collection of information existing for this region. The authors have also brought out the gaps that exist currently and have established priorities for further research and direction for programmes to promote sustainable development of energy resources and their use in the Himalayan region.

Public opinion alone cannot explain the trajectory of American social policy, but it is crucial in explaining the nature of social provision. Although most Americans are not highly knowledgeable about or interested in politics, and although their opinions are often shaped by misinformation, misperception, and framing effects, public opinion can offer broad guidance to politicians. Indeed, American social policy reflects majority preferences in a variety of ways: in the differential generosity of programs for "deserving" and "undeserving" target populations; in the extensive use of hidden and obscured modes of social provision such as tax expenditures; and in the modest degree of redistribution the American welfare state achieves. In addition, attentive and well-resourced members of the public, who receive the largest benefits from the system, have successfully prevented retrenchment attempts. Public opinion typically operates in conjunction with other factors, such as interest group influence or the institutional structure of the American system, to shape social policy outcomes.

Eventually, prioritizing children became a modern Western norm, as reflected in an abundance of research in fields such as pediatric medicine, psychology, and law. In other academic fields, however, young children in particular have received less attention, perhaps because they rarely leave written documentation. The interdisciplinary symposium in this volume seeks to overcome this challenge by delving into different facets of Jewish childhood in history, literature, and film. The book visits five continents and studies Jewish children from the 19th century until the present. It includes chapters on the demographic patterns of Jewish reproduction; on the evolution of bar and bat mitzvah ceremonies; on the role children played in the project of Hebrew revival; on their immigrant experiences in the United States; on novels for young Jewish readers written in Hebrew and Yiddish; and on Jewish themes in films featuring children. Several chapters focus on child Holocaust survivors or the children of survivors in a variety of settings ranging from Europe, North Africa, and Israel to the summer bungalow colonies of the Catskill Mountains. Economic development gained prominence as a field of economics after World War II in relation to the prospects of what came to be called underdeveloped, decolonizing, developing, or Third World countries. The period between the 1950s and 1980s saw the emergence of various theories of economic development and policy strategies, and the growth of “development studies” reflected cross-disciplinary interest in the subject. In the early decades, women received little or no attention. If women were discussed at all in policy circles, it was in relation to their role as mothers, an approach that came to be known as the welfare or motherhood approach. The field of women in development (WID) emerged in the 1970s. Since the 1990s, women’s participation and gender dynamics have evolved as central issues in the discourse and policies of international development. Along with changes in theories and policies of economic development, WID developed with distinct or overlapping fields known as women and development (WAD), gender and development (GAD), the efficiency approach, and the empowerment approach. Several basic themes can be identified from the literature on women and gender in development, including: all societies exhibit a division of labor by sex; economic development has had a differential impact on men and women, although the impact on women has tended to be conditioned by class and ethnicity; economic policy making and institutions have a gendered nature, and the ways in which macroeconomics and the social relations of gender influence each other.

Immiserizing Growth occurs when growth fails to benefit, or harms, those at the bottom. It is not a new concept, appearing such figures as Malthus, Ricardo and Marx. It is also not empirically insignificant, occurring in between 10% and 35% of cases, depending on the data set and the growth and poverty measures used. In spite of this, it has not received its due attention in the academic literature, dominated by the prevailing narrative that ‘growth is good for the poor’. The chapters in this volume aim to arrive at a better understanding of when, why and how growth fails the poor. They combine discussion of mechanisms of Immiserizing Growth with empirical data on trends in growth, poverty and related welfare indicators. In terms of mechanisms, politics and political economy are chosen as useful entry points to explain IG episodes. The disciplinary focus is diverse, drawing on economics, political economy, applied social anthropology, and development studies. A number of methodological approaches are represented including statistical analysis of household survey and cross-country data, detailed ethnographic work and case study analysis drawing on secondary data. Geographical coverage is wide including Bolivia, the Dominican Republic, Ecuador, India, Indonesia, Mexico, Nigeria, the People’s Republic of China, Singapore, and South Korea, in addition to cross-country analysis. As the first book-length treatment of Immiserizing Growth in the literature, we believe that this volume constitutes an important step in redirecting attention to this issue.
