AbstractWelfare institutions have long been set up in most European countries in ways oriented towards the family as the one basic principle. Reforms in recent times however have fundamentally changed the conception of the social citizen. Yet social rights are still mainly conceptualised in the literature in terms of employee rights, and family elements are often interpreted as a kind of vestige of the traditional welfare-state policies of industrial societies.In this paper we develop a formula for making the weight of the family in social security visible and comparing it through the evaluation of cross-country levels of institutional individualisation. We deliver original theoretical, conceptual and empirical insights into the welfare-institutional order with the aim of furthering the understanding of the current social constitution of European societies. The findings show that there is considerable variation in the degree to which welfare institutions treat the social citizen as an individual and that the results do not correspond to common welfare categorisations.

International institutions play the major role in the current global governance to provide global public goods (GPG) efficiently and to regulate cross border externalities (CBE) effectively. Also there are many international institutions. But the global community has been continually confronted with new CBEs, new GPGs and, thus, the need to implement new or to reform existing international institution. Welfare improvement is a necessary but not a sufficient condition for emerging international institution. In addition to the welfare improvement, an agreement of the potential members about the distribution of the welfare gain between them is a further necessary condition, while both together are necessary and sufficient for the emergence of an international institution. In this paper, we are going to discuss how the potential members can achieve an agreement to distribute the welfare gains of setting up an international institution. Equity considerations have a strong influence on observed payoff divisions. The equity principle is the formal structure of equity consideration. This principle is well known in the social psychology literature. The equity principle in international politics is equity consideration in respect of the strength of players. This can provide a norm or a fundamental principle of international bargaining to distribute the net welfare gain of international cooperation (IC).

The institutional paralysis of Continental European social policy has become common wisdom in comparative welfare state research. The article seeks to challenge the all too simplistic picture of an inherently immovable and inflexible ‘conservative’ world of welfare capitalism. In confronting ‘path dependence’ theory with the concept of ‘path creation’, it is argued that there are – typically inconspicuous or even hidden – paths out of ‘path dependence’ precisely in those welfare states that most obviously embody the institutional heritage of what may be called the ‘European Social Model’. The fundamental ambivalence of Continental European welfare state institutions opens a permanent window of opportunity for ‘institutional entrepreneurs’ pursuing welfare state change. A short account of the recent transformation of social insurance institutions in Germany is presented as a first illustration of this thesis.

AbstractLand is an essential factor of production. Institutions that govern its efficient use determine the sustainability of this essential resource. In Ethiopia all land is publicly owned. Such an institutional setting is said to have resulted in the major degradation of Ethiopia's land resources and dissipation of the resource rent. An alternative to this is assigning a private property institution. In this paper, we examine the consumer welfare effects of a change in the institutional setting on communal forest and grazing lands, using a cross-section data set of 200 households in Northern Ethiopia. Findings suggest that changing the current institutional setting could indeed be welfare reducing.

AbstractThe importance of institutional trust for structuring welfare state support (WSS) has been advanced by several scholars. Yet, the thesis has not received convincing empirical support. We argue that the weak evidence observed by previous research is caused by the failure of not extending the analytical framework beyond the study of public institutions. Using Sweden as a test case, our analytical framework covers trust in public institutions (TPI) and market institutions (TMI). The main findings are: (1) TMI has a robust negative effect on WSS; (2) the expected relationship between TPI and WSS is strengthened controlling for TMI; (3) TMI mediates the relationships between socio-economic variables and WSS. These findings underline the importance of bringing in other institutional configurations that are seen as conceivable alternatives to the state for administrating social welfare, not the least in studies primarily interested in the link between TPI and support for state-organised welfare.

This paper examines the impacts of political institutions, especially a president`s party affiliation and job performance, on the generosity of social welfare benefits, which are one of the characteristics of policy liberalism, through an investigation of U.S. social welfare expenditures. Findings indicate that a president`s party affiliation is a key predictor of his policy preferences, agendas, and policy liberalism or conservatism despite institutional and political constraints, whereas a president`s job performance, measured by either success on congressional votes or job approval, is not linked to the generosity of social welfare benefits. In an age of global capitalism undergoing radical changes in the political and economic environment, however, a president`s party affiliation is not a crucial indicator of policy preferences or policy liberalism/conservatism. Additionally, political leaders` policy preferences and tools appear to determine more significantly the destiny of welfare programs than a president`s job performance or economic conditions like unemployment.

Sanctioning institutions are of utmost importance for overcoming free-riding tendencies and enforcing outcomes that maximize group welfare in social dilemma situations. We investigate, theoretically and experimentally, the endogenous formation of institutions in public goods provision. Our theoretical analysis shows that players may form sanctioning institutions in equilibrium, including those governing only a subset of players. The experiment confirms that institutions are formed and that it positively affects cooperation and group welfare. However, the data also shows that success is not guaranteed. Players are unwilling to implement equilibrium institutions in which some players have the opportunity to free ride. Our results emphasize the role of fairness in the institution formation process. The purpose of this study examines the effect of financial management accountability allocation of village funds, village policy, institutional and villages on the welfare of the community. It is also conducted to determine whether the allocation of funds financial management accountability village, village policies, and village institutions jointly affect the welfare of the community. Respondents consisted of 55 women and 45 men from all walks of education and work different. All data is processed by multiple regression analysis with a look at the validity, realibiltas, and hypothesis testing by F test and t test. The results of this study indicate that accountability in financial management fund allocation village, village policies, and village institutions affect the welfare of the community, and accountability in financial management allocation of village funds, village policies, and institutional berpengaaruh village together for the welfare of society.

The institutional model that works in a country in economic and political aspects influences social welfare. In the inclusive institutional model the principle that must be held is primum non necere or fisrt do no harm for social welfare. Proponents of the state must not suffer the lives of their people. In this paper it is reinforced that politics and economics are two sides of a coin that encourage and influence social welfare. Inclusive institutions always deal with extractive institutions. Daron Acemogle and James A. Robinso (2012) in their book Why Nations Fails reveal that economic growth and prosperity are associated with inclusive economic and political institutions, while extractive institutions typically lead to stagnation and poverty. Indonesia has the opportunity to have extractive institutions and therefore must be prevented by implementing democracy seriously and independent law enforcement based on due process of law. Inclusive institutions must be realized so that Indonesia can become a healthy and strong country. One of the health and strength of a country is determined by its economic strength which contributes to development and fiscal strengthening. Fiscal is built one of them by increasing tax revenue because of the contribution of taxation to the fiscal average of 77.6%

AbstractEvery economic explanation assumes maximization. How strange, then, that few economists accept one of maximization's most straightforward implications:every observed institution is efficient. My aim is to persuade economists of this fact and thus to dissuade them from making illogical claims about social welfare. To frame my argument, I consider the “property rights approach” to institutions developed by Yoram Barzel. I speculate that economists resist what maximization implies about institutional efficiency because they think that efficiency-always precludes them from improving the world, and hope of improving the world is what attracted them to economics in the first place. But, besides being inconsistent, resistance is unnecessary: efficiency-always does not preclude economists, or anyone else, from improving the world.

AbstractIn mainstream welfare state theory the new institutional approach has explained incremental changes as institutions gradually adjust at the margin. However, big and sudden changes remain outside the scope of this theory. The article uses the theory of punctuated equilibrium to argue that politics is characterized by long periods of stability followed by dramatic bursts of change. The theory is tested on policy data from 18 Western countries, 1971–2002. It confirms that the degree of non-incrementalism depends partly on the institutional friction in a country and partly on the type of welfare programme in question.

Abstract Welfare service experiences are known to shape citizens' trust in public institutions and their support of the welfare state. But, there is poor understanding of how this relationship is shaped in systems of mixed provision, that is, welfare states that use public in-house as well as contracted private providers for publically funded services. Drawing on the notion of system trust this article provides a theoretical account of how mixed-provision welfare systems condition the relationship between service experience and trust, affecting the legitimacy of the state. Utilizing a randomized vignette experiment with participants in a general citizen survey in Sweden, we investigate whether it matters for the formation of institutional trust if the welfare service is provided by a public or third-party private provider. The main result show that the spillover of trust from positive service experiences with the provider to trust in public institutions is higher in cases of public service provision. Thus, the possibility of using welfare services to build trust in the welfare system seems to be greater when public provision is used.

Migrant youth with no-life in Danish welfare society This article analyses how children and youngsters with ethnic minority background are constructed as ”strange troublemakers” and assume identities as “migrant with no-life” in a social educational leisure institution, ”Baglandet”. Baglandet admits children considered to be ”associationless” and ”at risk of criminality”, and attempts to ease the children back into ”normal” institutions. However, the institution is a part of the Danish social welfare system characterized by contradictory and paradoxical institutional logics as well as professional practices. Dynamics of both inclusion and exclusion are at stake in this system, and therefore Baglandet works simultaneously both with and against its own purpose. One problematic consequence of this is the production and institutionalising of deviant identities for ethnic minority children in Denmark.

The New Deal marked a critical conjuncture of civil rights and welfare policy in American political development. During the Progressive Era, civil rights policy and social policy developed independently and often antithetically. While the American state expanded its reach in economic regulation and social welfare, laying the institutional and intellectual groundwork for the New Deal, policies aimed at protecting the rights of minorities progressed barely at all (McDonagh 1993). But with the Great Depression, the welfare and civil rights agendas came together powerfully. For African Americans, who had already been relegated to the bottom of the political economy, the Depression created even more desperate conditions, and issues of economic opportunity and relief became paramount. The African American political community pursued an agenda that linked advances in civil rights to expansions of the state's role in social welfare (Hamilton and Hamilton 1992).

Institutional design of the state with separation of powers and checks and balance give birth to the intersection of authority. This condition has the potential to create a power dispute between state institutions. Provisions regarding the resolution of disputes over state institutions are inseparable from issues concerning subjectum and objectum litis which have become jurisprudential and the institution is independent and is not subordinate to other institutions, so there are several state institutions that cannot resolve disputes in the Constitutional Court, namely state institutions that regulate them outside the Constitution, whether regulated by law or under the law. The purpose of this study is to describe the provisions of dispute resolution for the authority of state agencies which the authority is regulated in law. This journal research uses a qualitative paradigm with a phenomenological approach in the translation. The results obtained in this study are: 1) Detection of Welfare which will be realized in maximum when all state agencies effective in operation; 2) Paradigm: Analysis of Dispute Authority of State Institutions. On the basis of a modern legal state, disputes over the authority of state institutions that are formed based on the law, need to be channeled to settle so that they remain based on due process of law and there are no rules in the process of resolving disputes over the authority of state institutions in the law.

Purpose Migrants constitute an interesting case concerning the question of how trust in welfare state institutions can emerge, as one can study their newly built relationships with such institutions in a distinct way. The Danish welfare state can be considered a “high trust” context. Against this background, the purpose of this paper is to provide an analysis of qualitative interviews with migrants on how institutional trust in the welfare state can emerge with migrants in Denmark as a case. Design/methodology/approach With the help of a multi-dimensional theoretical concept, this paper provides an analysis of qualitative interviews with migrants on how institutional trust in the welfare state can emerge. Findings A perceived experience of distributive justice appears to be of crucial importance for building trust. Furthermore, strong trust in the systemic checks and balances of the welfare state can “override” negative experiences at its access points, that is, welfare state professionals. Research limitations/implications Taking into account the relatively limited number of interviews, the presented claims drawn from the empirical material are limited. The aim is to reveal some (new) tendencies that can be investigated in future research. Originality/value The paper contributes to a deeper understanding of the complexity of trust-generating mechanisms.

We examine the roles of democratic politics and political institutions in shaping social welfare spending in 18 contemporary capitalist democracies. We explore the social spending consequences of government partisanship, electoral competition and turnout, and the self-interested behaviors of politicians and bureaucrats, as well as such relatively durable facets of political institutions as neocorporatism, state centralization, and traditionalist policy legacies. Pooled time series analyses of welfare effort in 18 nations during the 1960–82 period show that electoral turnout, as well as left and center governments increase welfare effort; that the welfare efforts of governments led by particular types of parties show significant differences and vary notably with the strength of oppositional (and junior coalitional) parties; and that relatively neocorporatist, centralized, and traditionalistic polities are high on welfare effort. Overall, our findings suggest that contrary to many claims, both partisan and nonpartisan facets of democratic politics and political institutions shape contemporary social welfare effort.

The article deals with an issue of social consent for institutional social help activities in the functional area of the local community. When planning the development of social infrastruc-ture for social help purposes, it sometimes happens that some elements are not taken into ac-count such as the consent of town residents (neighbours) to the location of the infrastructure. Plans to create a social facility encounter resistance of residents who are concerned about their own safety. The source of such anxiety are clients of institutions, for whom the inhabitants have negative stereotypes. We experience then a conflict situation, social protests, referred to in the scientific literature as the NIMBY syndrome. We learn most about the local protests from the media, about the reasons for the protests, NIMBA actors. The article gives examples of such protests regarding the location of a social institution. Examples come from public sources – local and national newspapers, internet sources. The development of events is tracked by the media up to a certain point – for example, reaching consent or moving away from the intention to locate the institution. For social workers, this is a sufficient package of information to take into account the potential resistance of residents. In this light, it is possible to predict the lack of consent of the local community to the neighborhood with a specific cat-egory of clients of social institution. Therefore, an appropriate information campaign, ahead of the implementation of the project, can protect investors by confronting the inhabitants of the city, time-consuming and expensive procedures, and above all negative emotions. Thanks to that avoidances of hostility, aggression towards employees of institutions, clients of institu-tions and objects of this institution will be avoided.

Purpose of the study: The aim of this study is to identify zakat programs that have been implemented by zakat institutions in the context of increasing social roles, especially to reduce poverty. This study concludes that a strategic program in the distribution of zakat to help the poor improve their welfare. Methodology: This study adopts a document analysis approach involving a series of systematic steps to review the research documents with the checking of data, interpreting them to get a deep understanding, obtaining the meaning contained, and scientific development in research. Main Findings: The implementation of the productive zakat program carried out by zakat institutions in Indonesia can reduce poverty. Almost all the funds' distribution programs carried out by zakat institutions run smoothly and have been proven to reduce poverty. The recipients of zakat who participated in the productive zakat program also showed an increment in their welfare. Applications: Zakat institutions in Indonesia can adopt productive zakat programs to reduce poverty. Besides, zakat institutions can increase their role in improving the welfare of the poor. On the other hand, the role of empowerment, primarily through the productive zakat program, can be applied in all zakat institutions in Indonesia. Novelty/Originality: The productive zakat program can be used as a model by the government as a means to improve the welfare of the community. Furthermore, the role of the zakat institution as a representative of the implementation of social care will increasingly be felt by the community, especially the needy recipients of zakat.

Urban and rural societies were profoundly influenced by the respective organization of their welfare systems, which shared the feature of being fixed to specific places (rural) or enterprises (urban). Reform of core institutions is constrained by path dependency. Knowledge of those constraints, however, can aid efforts to shape new paths. In this paper we examine how institutional legacies of urban – rural status differentiation continue to structure economic and welfare reform. China's reform process has been characterized by an unusual degree of decentralization and local experimentation. As a result, the nature of change is not easily seen by examining only laws and policies related to welfare. Instead, broader changes in the economy and the loosening of controls on mobility have interacted with the locality/enterprise welfare systems to generate diverse local outcomes. After an overview of the welfare institutions and the reform process, we draw on field research in industrializing rural areas in Guangdong to describe a pattern we label ‘local citizenship’ where welfare benefits are elaborated for the locally born while excluding migrants.

Recent studies of American federalism have emphasized the division of government functions between the national government and the states. But the effects of federalism depend not only on the balance of functional authority but also on the structure of federalist institutions. The institutional structure of Aid to Dependent Children, created by the Social Security Act of 1935, comprised a system of state operational control unhindered by federal supervision. The effect of this federal bargain was the exclusion of African-Americans from welfare benefits in the South. But the federal structure of the programme also shaped implementation in the North, where decentralization allowed its capture by urban machines, which used welfare as a political benefit. New techniques for ecological inference establish these results. Administrative institutions structured the entry of African-Americans into the American welfare state and created the conditions for the welfare ‘crisis’ of the 1960s and later.

AbstractThis study extends macro-structural research on international migration flows by going beyond conventional economic, demographic, and geographic explanations. Prior extensions suggest that migrants are drawn to places where welfare benefits are generous. I test the welfare magnet hypothesis while proposing an alternative explanation for migration: the prospect for inclusion. The analysis uses a comprehensive point-to-point migration dataset for a sample of robust welfare states, the universalist countries of Nordic Europe, and similarly positioned destinations representing other welfare types to examine destinations’ commitments to inclusion, humanitarianism, and welfare generosity. Results reveal no evidence for a magnet effect to the most generous welfare states in the world net of other recognized factors, and even suggest a negative influence linked to the region’s high cost of living. Migrants are instead drawn by the promise of social and political inclusion, migrating to destinations where co-ethnics have become full-fledged citizens. Additional evidence points to the role of international commitments to humanitarianism in augmenting flows. Findings integrate insights on contexts of immigrant reception with research on migration flows, thus contributing to a political sociology of immigration and citizenship and opening new avenues for research on the determinants of migration to newer, more distant locations.

The purpose of this study is to explore how participation in social welfare institutions in the labor union affects the welfare attitudes. Also, the effect of union commitment of union members among workers on the welfare attitude was analyzed. A self-written survey was conducted on 165 union members and 185 non-union members at social welfare institutions located in the metropolitan area. Technical statistics were analyzed, and differences in welfare attitudes between each group were investigated. A hierarchical multiple regression analysis was conducted to analyze the effect of union membership and union commitment of workers in social welfare institutions on welfare attitudes. As a result of the analysis, it was found that workers' participation in the union and union commitment had a significant effect on welfare attitudes. This study is significant in that it added empirical study to the welfare attitude study of social workers, which has been lacking in quantity. It is also meaningful to study the relationship between union membership and welfare attitudes, union commitment and welfare attitudes, which has not been attempted in Korea.

The purpose of this study is to establish linkages between sustainable development goals, social responsibility, institutions and cooperatives by developing a comparison, both theoretically and empirically, between cooperatives and non-cooperatives. In order to develop the theoretical underpinnings, post-Williamsonian transaction cost economics (TCE) has been selected as the theoretical framework. For the empirical analysis, a primary survey has been conducted in two prominent handloom hubs of West Bengal spanning over two districts of the state. A binomial logistic regression has been performed in order to analyse the data collected from the weavers of two different institutions—a master weaver institution and a cooperative institution. Following the post-Williamsonian TCE framework, it has been theoretically shown that the cooperative institution is more efficient in implementing the government’s welfare schemes. The result of the empirical analysis shows that education and distance from the cooperative institution are significant variables that help in the effective implementation of the government’s welfare schemes.

The article highlights the theoretical aspects of institutionalism as the quintessence of welfare theory. A characteristic feature of the evolution of the human race is a deep transformation of the mental worldview. Based on historical analysis, it was revealed that attempts to curb human nature led to the emergence of norms and rules that determined the nature of the interaction between members of society. Norms and rules, or institutions in the modern sense of the word, have changed the worldview of society, thereby forming an idea of the welfare. In pre-institutional times (primitive societies), human well-being was perceived exclusively in a materialistic context. With the emergence of the first mental constructions accepted by members of society as a moral imperative, wealth began to acquire spiritual attributes (responsibility, altruism, caring, etc.). The quintessential notions of welfare were moral imperatives. It was revealed that the genesis of moral imperatives was determined by the institutional environment of a particular society. As a result, societies appeared with a diversified understanding of well-being, which influenced the belief in justice and the effectiveness of existing models for streamlining public life. Three types of society are considered, where nationalistic, socialist and liberal moral imperatives dominated. It is determined that the balance between adherence to the ideas of individualism and collectivism has become a determining factor in the formation of the theory of welfare. On behest of the Ministry of Health & Family Welfare (MoHFW), an evaluation on Central Sector Scheme of Development of Nursing Services was done by National Institute of Health & Family Welfare (NIHFW) to assess the utilisation of facilities developed in various training institutions funded by MOHFW for upgradation into College of Nursing. Descriptive cross sectional design was adopted to select a total of 9 institutes from 8 states using random sampling method. Data were collected in December 2019 and January 2020 with the help of structured questionnaire and observation checklist related to scheme and statutory guidelines. The study revealed that all states/institutions utilised the fund under the heads as speciÀ ed but only few institutions (4/9) upgraded as per scheme guidelines and purposes. Rest of the institutions utilised the fund as per the decision of state government. Some institutions continued the same diploma course (2/9). Majority (7/9) institutions received only À rst instalment of fund. Three institutions (in Gujarat, Manipur & Tamil Nadu) utilised the entire amount as per the institution’s need. Utilisation certiÀ cate was submitted by all institutions. Most of the institutes (in Gujarat, Jharkhand, UP, Manipur and WB) utilised the fund for construction work including addition, alteration of existing building or construction of new school/college building. Although, all four upgraded institutions constructed separate building for college, only one institution (out of 4 upgraded institutions) constructed separate hostel. The remaining three institutes (Rajasthan, West Bengal and HP) do not have separate hostel building for students. Most of the institutes (7/9) utilised the fund for purchasing furniture and teaching aids. Various posts were created in most of the institutions; however, all higher-level posts are lying vacant due to administrative delay. This study attempted to provide data and implications for establishing a competent care network system through implementing community-based integrated care policies by examining the network between the district office, the SOS care center, and social welfare institutions within the local community. The target area was S District in Seoul, and in all twenty-six general social welfare centers, institutions and organizations for the elderly and the disabled were analyzed for social networking among private institutions. The structure and characteristics of the network between the district office and social welfare organization were examined through sociogram and centrality. The network between organizations carrying out integrated care in S District of the Seoul, was led by the local government, and the district office had a great influence. In addition, by confirming the role of the SOS care center as a central institution in the network in discovery and request of subjects, the basis for promoting an integrated care policy centered on local governments was presented. This study confirmed the importance of a public-private network in establishing a community-based advanced care service delivery system by revealing the characteristics of private central institutions participating in the network. Finally, this study proposed practical implications for the expansion and development of community-based integrated care.

In the 21st century, in addition to the generally well-known indicators of material well-being, in the modern paradigm of the welfare state, the quality of the ecological environment is gaining an ever-increasing role. Besides that, the modern definition of welfare state takes into account not only environmental dimension, but also the quality of institutions through the governance system that affects the supply of environmental goods. The study provides the classification of countries according to indicators that can ensure the identification of welfare states and the assessment of the classification role of the criteria for environmental state.The strong direct correlation between environmental state and government efficiency has been established. The results of the classification of the studied countries obtained by k-means clustering methods indicate the possibility of using the Environmental Performance Index (EPI), Government Effectiveness Index (GEI) and government expenditures indicators as complementary attributes to the classical criteria for the welfare state.The level of country EPI can be regarded as an important complementary criterion for the welfare state. The country environmental state is much more determined by the government efficiency, the quality of state institutions and their activities, rather than by an extensive increase in the funding of such institutions and environmental measures.

High production costs, a lack of institutional roles for farmers, a lack of farmer competence, and limited use of agricultural support technologies, such as information technology (IT), all contribute to low garlic production. The high level of garlic imports into Indonesia makes it difficult for farmers to sell their produce because their prices are higher than that of imported garlic. This impacts the money farmers can earn from growing garlic. This study investigated the roles of the government, farmer institutions, and farmer competencies in garlic farmers' ability to adopt IT, their farming performance, and overall welfare in Buleleng Regency. The study's research design was quantitative and employed structural equation modeling (SEM). It included 196 garlic farmers from Buleleng Regency as participants. The findings revealed that the government, farmer institutions, and farmer competencies all had a direct and significant impact on garlic farmers' adoption of IT, as well as on their performance and welfare in Buleleng Regency. Also, the adoption of IT and farming performance have the potential to mediate the roles of government, farmer institutions, and farmer competencies in determining welfare. The study also discovered that farming performance was capable of mediating the effects of government involvement, farmer institutions, farmer competencies, and the capacity to embrace IT on the well-being of garlic farmers in Buleleng Regency.

Foreign aid often is interpreted as an international projection of domestic income redistribution mechanisms, and many authors suggest that differences between welfare states account for variations in donor behavior. A new understanding of the welfare state can improve traditional explanations of this linkage. Existing studies of the welfare–aid relationship use two welfare state indicators: domestic spending and partisan politics. We propose a third type of indicator—the institutional attributes of the welfare state—and demonstrate its relevance. The level of foreign aid provided by a country varies with social spending, but even more so with the degree to which its welfare state embodies socialist attributes. This finding helps explain how domestic political institutions influence the evolution of international cooperation and, specifically, how welfare principles institutionalized at the domestic level shape the participation of developed countries in the international aid regime.

Indonesia is the most generous country by donating unknown people, money donations, and volunteer activities based on the World Giving Index by the Muslim majority population, contributing to the poor's socioeconomic, welfare, and empowerment. Zakat is a philanthropic activity with great potential and utilization, but there is a gap between its revenue potential and its realization. This research aims to describe the hope that zakat will strengthen philanthropy in Indonesia. The research method uses a qualitative descriptive approach and reports from zakat institution's secondary data sources. The results showed 81 amil zakat institutions and 491 zakat bureaus as zakat collection institutions increased in zakat collection by 26%, consisting of zakat fitrah, zakat mal income, zakat institutions, and individual zakat as 5.1 million people and corporate zakat as 36,000. Zakat through e-zakat or bank transfers and e-payments reached 93% during the Covid-19 pandemic. Zakat gives excellent hope to society's welfare through government and stakeholder regulations that can reduce the level of poverty. Abstract:
This research was conducted on the community in Nagari Sungai Tanang District of Banuhampu Agam Regency. The purpose of this study was to examine the effect of accountability on financial management of village fund allocations, village policies and village institutions on community welfare. This type of research is quantitative penenlitian. The object of this research is Nagari Sungai Tanang. Sampling method used is stratified random sampling and data is processed by multiple linear regression analysis, validity test, realibility and hypothesis testing with F test and t test. The result of the research with the t-test of accountability management of Village Fund Allocation (ADD) is 0,034 <0,05 so it shows that accountability of Village Fund Allocation (ADD) influence posistif to welfare of society, while tsign of village policy equal to 0,000 <0,05 so indicate that policy villages have a positive effect on the welfare of the community, and the institutional tsign of the village with the amount of 0.001 <0.05 indicating that the village institutions have a positive effect on the welfare of the community.
