AbstractVictorian Bluestone is proposed as a Global Heritage Stone Province from Australia. Numerous heritage stones occur within this province and of these Malmsbury Bluestone is suggested as a Global Heritage Stone Resource. Bluestone, an iconic basalt dimension stone from Victoria, is used domestically and internationally with a recognized heritage value. Sources are located in urban and country areas of Victoria some of which are still utilized for dimension stone. In many instances bluestone has superior technical characteristics, including durability, that surpass high-quality commercial sandstones, despite an architectural preference for lighter-coloured stones. These characteristics are matched by the diversity of significant uses for domestic, commercial and infrastructure purposes especially in Victoria. Notable examples include the Spotswood Pumping Station, Malmsbury Viaduct, the Graving Dock (Williamstown), Malmsbury Reservoir, St Patrick's Cathedral (Melbourne), Kyneton Railway Station and Ararat Gaol. If the bluestone used in pavements and drains is also considered, Victorian Bluestone could be described as Australia's most prominent infrastructure heritage stone. Bluestone use in Melbourne dates from the 1840s, in the other states of Australia and in New Zealand from 1873, with international interest from Asia between 1860 and 1880. The stone continues to be utilized widely around Australia and is also exported.

Recent changes in legislation governing water quality management of receiving water bodies have led to a reappraisal of wastewater land disposal techniques. However, more stringent regulations have also necessitated the development of a multi-disciplinary planning approach, to ensure that land based wastewater disposal is functionally and environmentally sustainable in the long-term. Of principal concern are the long term impact of nutrients, salt and other potential contaminants on the soils of the receiving site and on downstream water quality. Assessment of hydrological, soil physical and geological characteristics, together with civil construction and service considerations, assist in the determination of receiving-site selection, application area and balance storage volume, irrigation method, environmental monitoring system specification etc. Analysis and interpretation of wastewater and soil chemical characteristics determines the pre-application water treatment required, and aliows long-term monitoring of the effect of wastewater disposal on the receiving-site soils. Two case-studies are presented. One describes the planning and design of a recently commissioned land-disposal system using industrial wastewater from a chemical process plant to irrigate a Eucalypt plantation in western metropolitan Melbourne. The other reports on the on-going assessment and planning of a large-scale land-disposal system proposed to accommodate the treated sewage effluent from a large north-west Victorian regional city.

Carrum Carrum Swamp was a vast wetland to the south-east of Melbourne, Victoria, Australia, at the time that it was first sighted by white colonists in 1803. By 1878, the colonists had commenced converting the swamp to dry land for agricultural and horticultural pursuits, and 100 years later it was predominantly residential land. Shifting values in the 1970s led to environmental concerns about water quality in local creeks and Port Phillip Bay and subsequent residential development on the former swamp included the construction of stormwater treatment wetlands. Perceptions of wetlands are now diverse, including positive perceptions that support their presence in urban settings. In contrast, traditionally, wetlands have been perceived negatively, as waste lands, leading to their drainage. Nevertheless, alternative, perhaps positive, perceptions could have existed, only to be overwhelmed by the negative perceptions driving drainage. Understanding the full range of past perceptions is important to ensure that the historical record is correct and to provide historical context to contemporary perceptions of wetlands. It will better equip natural resource managers and designers and managers of constructed wetlands in urban locations to ensure that wetlands are healthy, functioning and appreciated by their local and wider communities. Thus, the perceptions of Carrum Carrum Swamp by colonists from 1803 to 1878 were examined through qualitative content analysis of historical documents, and a typology was developed. Seven different perceptions were identified: scientific, premodern, exploitative, romantic, aesthetic, medico-mythic and ecological. Most could be traced to the colonists’ predominantly British heritage, but one perception arose in the colony in response to the specific environmental conditions that the colonists encountered. This ecological perception valued wetlands as places of predictable water supply in a land of unpredictable rainfall. It recognised wetlands as part of a broader hydrological system, with influences on the local climate. Its proponents promoted the need for a different approach to the management of wetlands than in Britain and Europe. Nevertheless, a dominant exploitative perception prevailed, leading to the drainage of Carrum Carrum Swamp. The typology developed in this study will be useful for exploring perceptions of other wetlands, both colonial and contemporary.

The brush-tailed phascogale (Phascogale tapoatafa tapoatafa) is a marsupial threatened in Victoria by habitat fragmentation and modification. As part of the development of infrastructure in phascogale habitat, Melbourne Water was required to improve habitat for the phascogale. We aimed to develop and test a method for monitoring phascogales on Melbourne Water land, and to assess the effectiveness of habitat improvements. Trapping, nest boxes, and cameras were all successful in detecting phascogales; however, cameras had the highest detection per unit effort. We suggest that future monitoring should favour camera surveys with trapping potentially every 3–5 years for acquisition of physical data.

Melbourne Pathology, a subsidiary of Sonic Health Care, provided a comprehensive range of pathology services as an aid in the diagnosis and treatment of patients in Melbourne and Central Victoria. In a capped funding and highly regulated market such as the pathology service market in Australia, the only way in which the sales of a provider could grow was usually at the expense of another provider. To combat this situation, Melbourne Pathology opted to compete by providing higher quality service and faster turnaround time. The recent results of Melbourne Pathology, however, indicated that although the average turnaround time was within the promised targets, significant percentage of jobs in routine category and over 10% of jobs in the urgent category failed to meet the established targets. The case is primarily intended to illustrate the impact of demand distortions in a service setting that arise due to lack of coordination among various entities in the service value chain and a failure to have an integrated perspective that aligns all departments towards a common goal. This phenomenon is similar to the bullwhip effect in supply chains of manufactured products which has received considerable attention during the past decade. The case provides opportunities for students to develop corrective actions to mitigate this problem.

Abstract The presence of greenspace, its profound impact and association with physical and mental health, biodiversity, and aesthetical pleasure has been delineated abundantly. Contrarily, there is a concerning disparity in the accessibility and proximity between affluent and deprived areas in urbanised localities. Existing literature prioritised distribution and proximity domains when assessing inequitable greenspace and consequently has catalysed a research gap in greenspace quality domains. This paper endeavours to fill this gap through a case study in Melbourne, Australia using a quantitative method to extract findings and policy analysis to generate recommendations. Socioeconomic data from deprivation indexes systematically defined low and high SES (socioeconomic status). A GIS (Geographical Information System) observation of greenspaces scored spaces according to a scoring criterion contingent on safety/security, environmental elements, accessibility, maintenance/cleanliness, facilities/amenities, and aesthetic facets. Statistics were then synthesised to produce a Cohen effect score highlighting disparities in each facet between the two contrasting SES groups. Findings affirmed an existent disparity between the high and low SES spaces and contributed to existing strands of literature surrounding unjust quality distribution. Ultimately, findings will serve as invaluable evidence regarding policy implications, current opportunities under the ‘Plan Melbourne’ policy, and the need to facilitate intervention in those underprivileged settings.

First, this paper presents a thorough review of water quality data using a rainwater tank, categorizing the data as with and without sedimentation. Data are presented showing minimum, maximum, and mean values for the different parameters. The data measured from several sources reveal that water collected from the tank is much better than the water directly collected from the roof. In addition, to analyse the phenomena through a mathematical model, a hypothetical 5 kL rainwater tank with a 200 m2 roof was modelled with the MUSIC model. The simulations were compared with the measured water quality data from a rainwater tank in Melbourne. In general, we found that MUSIC’s simulations on the mean daily concentrations of total suspended solids (TSS) and total phosphorus (TP) are slight underestimations compared to the measured data from Melbourne. Further MUSIC simulations reveal that significant reductions in the daily maximum concentrations of TSS, TP, and total nitrogen (TN) are expected through a rainwater tank.

Urban drainage systems historically were developed on principles of hydraulic capacity for the transport of storm water to reduce the risk of flooding. However, with urbanization the percent of impervious surfaces increases dramatically resulting in increased flood volumes, peak discharge rates, velocities and duration, and a significant increase in pollutant loads. Storm water and urban runoff are the leading causes of the impairment of receiving waters and their beneficial uses in Australia and the United States today. Strict environmental and technology controls on wastewater treatment facilities and industry for more than three decades have ensured that these sources are less significant today as the cause of impairment of receiving waters. This paper compares the approach undertaken by the Environmental Protection Authority Victoria for the Melbourne metropolitan area with the approach implemented by the California Environmental Protection Agency for the Los Angeles area to control storm water pollution. Both these communities are largely similar in population size and the extent of urbanization. The authors present an analysis of the different approaches contrasting Australia with the USA, comment on their comparative success, and discuss the relevance of the two experiences for developed and developing nations in the context of environmental policy making to control storm water and urban runoff pollution.

In Australia and across the globe music participation by older people active in the community has the potential to enhance quality of life. A recent review of the literature found clear evidence of numerous benefits from participation in active music making that encompass the social, physical and psychological. This article reports on five phenomenological case studies of community singing groups comprised of older people active in the community in Melbourne, Victoria. These studies are part of a research project, Well-being and Ageing: Community, Diversity and the Arts in Victoria that began in 2008. Interview data were analysed using interpretative phenomenological analysis and are reported under three overarching themes: Social connection, A sense of well-being, and Musical engagement. For older people in these studies singing in community choirs offered opportunities for social cohesion, positive ageing, and music learning that provided a sense of personal and group fulfilment, community engagement and resilience.

The breeding biology of the bell miner (Manorina melanophrys, Meliphagidae) at a site 60 km east of Melbourne, Victoria, is described. Bell miners showed a clear seasonal pattern of nesting, moulting and development of brood patch. Increased food availability and number of helpers were not associated with increased nesting success. This is partially explained by increased predation on nests in colonies with more helpers. Growth rates of nestlings did not increase with increased number of helpers and habitat quality, although these variables may affect postfledging survival rates. Breeding females organised into neighbourhoods seemed to be able to synchronise nesting. Egg shape differed among females but egg size did not, although egg volume increased as the breeding season progressed.

This paper reports findings from a comparative study which investigated public attitudes to recycled water in two Australian locations both in the state of Victoria: the capital city, Melbourne, and Bendigo, an urban regional centre. Two commercial buildings were used as case studies, one at each location. These buildings will soon be using recycled water for non-potable uses. The study was facilitated by an on-line survey of future occupants of both buildings to gauge their attitudes to recycled water use. Specifically the paper reports on happiness/willingness to use recycled water for various uses and attitudinal factors which were found to influence this. The circumstances for potable water availability and recycled water use differ in Melbourne and Bendigo, making this study a significant contribution to understanding public acceptance of recycled water use in these different contexts. No significant difference in happiness to use recycled water was found between locations. However, prior experience (use) of recycled water was found to be a significant and positive factor in facilitating happiness/willingness to use recycled water, particularly for closer to personal contact uses such as showering and drinking. Various attitudinal and demographic variables were found to influence happiness to use recycled water. Results indicate it is not just the locational context of water availability that influences happiness to use recycled water, but a person's experience and particular perceptions that will facilitate greater willingness to use recycled water.

Efficient and accountable management of water resources in Northern Victoria has become a critical issue for the future of irrigation, communities and the environment, both north and south of the Great Dividing Range. To increase efficiencies and enhance accountability for water resource use, the Victorian Government is investing $1 billion through the Northern Victoria Irrigation Renewal Project (NVIRP) to upgrade ageing irrigation infrastructure across the Goulburn-Murray Irrigation District. The upgrade is expected to generate an additional 225 GL of water that will be distributed equally between irrigators, the environment and Melbourne. Whilst there are significant potential benefits for the environment as a whole from the water savings initiatives, there may also be adverse impacts from altering the hydrology of the diverse array of wetlands and rivers which are directly linked to the irrigation delivery network. The NVIRP Environmental Referrals process has investigated these potential impacts and identified ten wetlands and four rivers of high environmental value that require the development of environmental watering plans. These plans are the primary means by which the NVIRP commitment to ‘no net environmental loss’ will be achieved and assets of high environmental value will be protected. Three Environmental Watering Plans (EWPs) were completed prior to the operation of NVIRP works in the 2009-2010 irrigation season. These are for Johnson Swamp, Lake Elizabeth and Lake Murphy. The paper will describe the development of the Lake Elizabeth EWPs by the North Central Catchment Management Authority (NCCMA), within the context of uncertain climatic conditions, the recent long drought and the need to demonstrate accountability and efficiency in the use of a scarce and finite resource.

The Victorian Government introduced the Better Apartment Design Guidelines in 2017. The introduction of these new regulations is a response to growing criticism over the quality of the large number of apartments recently constructed in Melbourne. This concern is shared in other Australian cities, but until now Victorian planning regulations have been the least prescriptive and most permissive in terms of apartment design parameters of any Australian jurisdiction. Reflecting on these concerns raises several questions in terms of the effectiveness of regulating for quality. Does regulating design in apartments improve quality or stifle innovation? Can the effect be measured, given the large number of exogenous factors involved in apartment production, and what might this tell us about the nature of ‘good-design’ and ‘quality-in-apartments’? This study explores the way in which different development control systems regulating apartment design impact the quality of internal apartment design. The two systems chosen, operating in Victoria and New South Wales, have been considered per Booth’s framework of regulatory and discretionary development control systems with the previous Victorian system seen as discretionary and the New South Wales approach a mix of regulatory-discretionary controls. Ten planning applications for high-rise residential developments were selected from Melbourne and Sydney. These were analysed against a set of good design principles defined by reviewing relevant literature and existing regulations. The results of the paper suggest the intuition of the Victorian Government that some form of intervention in the market is warranted to safeguard quality is likely to be correct.

Four forest reserves within 50 km of Kampala in Uganda act as a critical buffer to the Lake Victoria watershed and habitat for local populations. Over a 9-month period we capture a pioneering water quality data set that illustrates ecosystem health through the implementation of a water quality index (WQI). The WQI was calculated using field and laboratory data that reflect measured physical and chemical parameters (pH, dissolved oxygen, biological oxygen on demand, nitrates, phosphates, fecal coliform, and temperature turbidity). Overall, the WQI for the four forest reserves reflect poor to medium water quality. Results compared with US Environmental Protection Agency and World Health Organization drinking water standards indicate varying levels of contamination at most sites and all designated drinking water sources, with signatures of elevated nitrates, phosphates, and/or fecal coliforms. As critical health problems are known to arise with elevated exposure to contaminants in drinking water, this data set can be used to communicate necessary improvements within the watershed.

A collaborative project between the Australian Meat Industry Council and the Animal Welfare Science Centre, a Centre partnered by the University of Melbourne, Department of Primary Industries (Victoria) and Monash University, that commenced in 2005, resulted in the development of a series of industry animal welfare standards designed to complement existing regulatory and commercial requirements. The project was the fourth in a series of similar projects conducted since 1998 for the poultry, pork and dairy industries, that was aimed at developing industry-wide animal welfare audit material. This concept was further developed to result in national industry animal welfare standards with accompanying audit material that could be integrated with existing industry, commercial and regulatory quality assurance documentation to demonstrate animal welfare practices. The resultant animal welfare standards were accompanied by additional implementation and reference information to enable integration and uptake within the industries and for the delivery of assurance on animal welfare to Governments, customers, trading partners and the consumer.

Between February 1975 and March 1977, periphyton from artificial substrata (glass microscope slides) and water samples for physicochemical analysis were obtained from eight sites on the lowland section of the La Trobe River, which flows through agricultural, urban and industrial areas. Total organic matter on the slides, estimated as weight loss on ignition, was usually highest in summer or autumn when river flows were low. However, chlorophyll a densities generally peaked in late winter and spring when nitrate concentrations were high, except at a site upstream of major urban and industrial areas, where a summer-autumn increase occurred. Thermal discharges from major power stations had no obvious effect on chlorophyll abundance, but did appear to substantially influence diatom assemblage composition from late summer to early winter, when river temperatures were highest. Downstream of the Morwell River confluence, diatom assemblages were influenced by a sharp increase in dissolved solids concentration and probably also by the grazing activities of snails (Ferrissia petterdi and Physastra gibbosa). The diatom flora at the most downstream site showed some evidence of recovery from thermal effects.

Eleven stream stations within the basins of the Bemm, Cann, Thurra, Wingan and Genoa Rivers were sampled during a 3-month interval following a prolonged drought and intense and extensive forest fires. Emphasis was placed on flows resulting from three major storms that occurred during this period. Water-quality impacts of the fires were intermingled with those of the preceding drought, and flow- related comparisons with pre-drought data showed appreciable increases in colour, turbidity, suspended solids, potassium and nitrogen levels in the Bemm River, which was only marginally affected by the fires. In the Cann and Genoa Rivers, with much larger proportions of catchment burnt, electrical conductivity and phosphorus concentrations also rose substantially. Marked depletion of dissolved oxygen (to <6 mg I-1) was unique to streams with burnt catchments, but resulted from stagnant conditions at the end of the drought as well as from changes occurring at the time of the first post-fire storm. The fires had little obvious effect on temperature and pH regimes. Peak turbidities and concentrations of suspended solids and phosphorus were much greater in the Cann and Genoa river systems than elsewhere. Maximum values for these indicators were 130 NTU, 2300 mg I-1 and over 0.8 mg I-1, respectively. In the Thurra and Wingan basins, which were also burnt, stream suspended-solids levels were lower (<200 mg I-1), but solutes sometimes reached very high maxima (indicated by peak electrical conductivities of up to 110 mS m-1). Variations in catchment topography and soils and the relative importance of surface and subsurface flow probably account for these differences. The first post-fire storm produced the highest measured levels of many indicators in most streams, although the greatest flows were associated with the third storm. Nitrite and ammonia were notable exceptions to this generalization. Estimates of catchment exports indicated high sediment yields and moderate to high phosphorus yields from the Cann and Genoa catchments, by comparison with other Australian data.

Abstract A 4-day photochemical smog event in the Melbourne, Victoria, Australia, region (6–9 March 2001) is examined to assess the performance of the Australian Air Quality Forecasting System (AAQFS). Although peak ozone concentrations measured during this period did not exceed the 1-h national air quality standard of 100 ppb, elevated maximum ozone concentrations in the range of 50–80 ppb were recorded at a number of monitoring stations on all four days. These maximum values were in general very well forecast by the AAQFS. On all but the third day the system predicted the advection of ozone precursors over Port Phillip (the adjacent bay) during the morning, where, later in the day, relatively high ozone concentrations developed. The ozone was advected back inland by bay and sea breezes. On the third day, a southerly component to the background wind direction prevented the precursor drainage over the bay, and the characteristic ozone cycle was disrupted. The success of the system's ability to predict peak ozone at individual monitoring stations was largely dependent on the direction and penetration of the sea and bay breezes, which in turn were dependent on the delicate balance between these winds and the opposing synoptic flow.

Water quality prediction has great significance for water environment protection. A water quality prediction method based on the Improved Grey Relational Analysis (IGRA) algorithm and a Long-Short Term Memory (LSTM) neural network is proposed in this paper. Firstly, considering the multivariate correlation of water quality information, IGRA, in terms of similarity and proximity, is proposed to make feature selection for water quality information. Secondly, considering the time sequence of water quality information, the water quality prediction model based on LSTM, whose inputs are the features obtained by IGRA, is established. Finally, the proposed method is applied in two actual water quality datasets: Tai Lake and Victoria Bay. Experimental results demonstrate that the proposed method can take full advantage of the multivariate correlations and time sequence of water quality information to achieve better performance on water quality prediction compared with the single feature or non-sequential prediction methods.

Cladophora glomerata and Stigeoclonium tenue dominate lowland urban creeks in the Yarra River basin of south-central Victoria. In Darebin and Merri Creeks, Cladophora produces extensive mats in summer and autumn, and is mostly replaced by Stigeoclonium in winter and spring. Although Stigeoclonium can grow all year round, it only outcompetes Cladophora in winter and spring, when air temperatures range between a maximum of < 15� C and a nightly minimum of < 10� C (water temperature < 15� C, usually about 10� C). The seasonal composition and abundance of these macroalgae depend on temperature and on the severity of, and time since, the last floods, and the effect that these factors have on interspecific competition. Features of the microhabitat (e.g. photon irradiance, substratum stability and composition, and mean flow rates) determine the range of these variations. The biomass of both macroalgae fluctuates widely; this is due mainly to floods, which can remove almost the entire standing crop. In off-seasons, both species are maintained by small resilient plants or protected populations (in culture, plants remain viable after up to 6 months in complete darkness). Filaments of Cladophora readily produce zoospores and new vegetative growth following dormancy. The prostrate thallus of Stigeoclonium initiates new erect filaments before zoospores are produced. An understanding of the large local and seasonal variations in macroalgal biomass is essential for biological monitoring programmes.

An outlier of mallee vegetation occurs south of the Great Dividing Range in Victoria in a rain shadow region (annual rainfall approx. 500 mm) about 50 km west of Melbourne. A Eucalyptus behriana open-scrub with a sparse understorey of chenopods, mosses, lichens and some grasses occurs on solonetz soil on lateritized Tertiary sandy clays and on skeletal soils on Ordovician slates and sandstones. The dryness of the mallee site is probably exacerbated by the smaller rate of water infiltration and greater salinity of the solonetz soil under E. behriana compared with the solodic soil, in the moister area further north, under an open-forest of E. microcarpa. The multistemmed habit of E. behriana appears to be partly genetically fixed. Hollow lignotuberous rings, filled to a depth of about 15-25 cm with brown, nutrient-rich humus, are common. Pattern analysis of the distribution of stems of E. behriana indicated strong clumping at about 9 m², due to the multistemmed habit, and weaker clumping at about 600 m², which correlated with the size of groups of dense, spindly individuals of E. behriana, resulting from a past phase of gap regeneration.

The Alzheimer's Australia Vic Memory Lane Café model aims to provide a social and educational service to people living with dementia and their carers, family members or friends. Dementia is a serious health issue in Australia, with prevalence estimated at 6.5% of people over 65 years of age. Living with dementia has significant social and psychological ramifications, often negatively affecting quality of life. Social support groups can improve quality of life for people living with dementia.Methods: The evaluation included focus groups and surveys of people with dementia and their carers, staff consultation, service provider interviews, and researcher observation. The Melbourne Health Mental Health Human Research Ethics Committee approved the project. Participants included people with dementia (aged 60 to 93 years, previously enrolled in the Alzheimer's Australia Vic's six-week Living With Memory Loss Program), their carers, friends and/or family members, staff working in the Cafés, and service providers with links to the Cafés.Results: This evaluation found that Memory Lane Cafés promote social inclusion, prevent isolation, and improve the social and emotional well-being of attendees. However, Cafés did not meet the needs of all potential attendees.Conclusions: The evaluation recommended that existing Café services be continued and possibilities for extending the Cafés be explored. Based on evaluation outcomes, the Department of Health Victoria is funding four additional pilot programs in café style support services.

Litter is generated in shopping areas and is washed or blown into stormwater drainage systems. These convey the litter to open water bodies leading to the accumulation of non-biodegradable litter on the banks and beaches of urban waterways and bay foreshores. The increasing public awareness of the problem prompted the State Government of Victoria to provide funding to develop an innovative patented litter trap known as the In-line Litter Separator (ILLS). The ILLS is retrofitted to the drainage system downstream of shopping areas and removes litter and other pollutants from the passing stormwater. In a two-year development program, ten prototypes were installed and tested in the Melbourne and metropolitan area. The results were so successful that the ILLS is now manufactured in Australia and overseas under license from Swinburne University. This paper presents the performance criteria, the design concepts, the outcomes of laboratory and hydrologic modelling and the analyses of prototype test results that led to the commercial production of the ILLS.

In Dolj County there are a number of lakes that are particularly important, because they have a large quantity of water, some of them originating from hydrotechnical accumulations, and other from natural waters. In the present study, it was performed the monitoring of the water quality of the lakes in Dolj County, in the year of 2012, namely: Victoria - Geormane, Bistreţ and Caraula. The ecological conditions of the natural and artificial lakes was established based on the state of acidification, of the oxygen regime (dissolved oxygen, biochemical oxygen demand and chemical oxygen demand), the degree of eutrophication (biogenic substances, phytoplankton biomass and chlorophyll “a”) and also based on transparency. The water samples were taken from three points: tail, middle and upstream of the lake and were analyzed using high performance equipment, namely: pH-meter, spectrophotometer DR 2010, Sechi disc, BOD5 system. In terms of the degree of eutrophication, the water from the studied lakes belongs to the third category of water quality. Geormane is a natural lake which has a very good ecological status, except regarding the eutrophication, which is considerably visible. Bistret lake has a good environmental status and is visible eutrophic. Caraula lake’s water belongs to the third category of water quality, being heavily eutrophic.

Esso’s Long Island Point facility has been operating for more than 40 years beside Western Port in Victoria, and has discharged treated wastewater and storm water to the bay for most of these years. The 2001 State Environment Protection Policy Schedule F8 for Waters of Western Port is part of Victoria’s Environment Protection Authority’s (EPA) legal framework for licensing discharges to the waters of Victoria, and requires that discharges ‘cause no detrimental change in the environmental quality of the receiving waters, as determined by an environmental monitoring program’. As part of Esso’s ongoing commitment to continuous improvement, a major upgrade to the water treatment facility was completed to further improve the quality of waters discharged to Western Port. In conjunction with this upgrade, Esso is undertaking a study on the effects of the discharge on the environmental quality of Western Port. This peer-reviewed paper presents an example of the practical application of managing discharges to ensure that the stated environmental values of a receiving environment are protected. The environmental study focuses on four key aspects of marine-environment quality relevant to key Western Port ecosystem values in the vicinity of the facility’s effluent discharge, which are: ambient water quality; seagrass biomass; jetty pile epibiota; and, ecological risk through toxicity testing. The study demonstrates the implications of basing regulatory requirements on the quality of the site-specific environmental characteristics, rather than merely effluent quality and generalised water quality objectives. Furthermore, it validates the need for sound science to underpin regulatory limits and industry practices when operating in sensitive environments.

Access to water is a critical aspect of livestock production, although the relationship between livestock weight gain and water quality remains poorly understood. Previous work has shown that water quality of poorly managed farm dams can be improved by fencing and constructing hardened watering points to limit stock access to the dam, and revegetation to filter contaminant inflow. Here we use cattle weight gain data from three North American studies to develop a cost-benefit analysis for the renovation of farm dams to improve water quality and, in turn, promote cattle weight gain on farms in south-eastern Australia. Our analysis indicated a strong likelihood of positive results and suggested there may be substantial net economic benefit from renovating dams in poor condition to improve water quality. The average per-farm Benefit-Cost Ratios based on deterministic assumptions was 1.5 for New South Wales (NSW) and 3.0 for Victoria in areas where rainfall exceeds 600mm annually. Our analyses suggested that cattle on farms in NSW and Victoria would need to experience additional weight gain from switching to clean water of at least 6.5% and 1.8% per annum respectively, to break even in present value terms. Monte Carlo simulation based on conservative assumptions indicated that the probability of per-farm benefits exceeding costs was greater than 70%. We recommend localised experiments to assess the impact of improved water quality on livestock weight gain in Australian conditions to confirm these expectations empirically.

The challenges cities face in supplying safe water and disposing effectively of sewage and wastewater are affected by historical and environmental conditions and the long-lasting effects of choices of infrastructure. This article provides case studies of two similar cities, San Francisco and Melbourne, from the mid-nineteenth-century gold rushes to 1920, to show how differences in geography and governance structure can shape water technologies in a path-dependent way. While the two cities developed safe water supplies early in their histories, these were not well integrated with sewerage systems. The use of typhoid death rates, which provide a proxy for water quality and urban pollution, reveals the impact of defective water technology on the urban environment in the nineteenth and early twentieth centuries.

The quality of reticulated water supplies in major cities of Australia is far superior to water stored in rainwater tanks. However, due to persistent drought and the implementation of stringent water restrictions, cities such as Melbourne have encouraged the use of rainwater harvesting within the property. The benefits of trapping stormwater within a property and using it effectively also reduce polluted runoff excess reaching receiving water. The study reported herein focuses on the effectiveness of rainwater tanks as a potential water sensitive urban design element used to manage stormwater using the MUSIC model. The study shows that the installation of a 3 kL tank reduces hydraulic loading by 75%, Total Suspended Solids by 97%, Total Phosphorous by 90% and Total Nitrogen by 81% if the rainwater stored in the tank is used to meet the indoor demand (toilet flushing and laundry use) as well as the outdoor demand (garden watering).

Clinical Registries are established to provide a clinically credible means for monitoring and benchmarking healthcare processes and outcomes, to identify areas for improvement, and drive strategies for improving patient care. Clinical Registries are used to assess changes in clinical practice, appropriateness of care and health outcomes over time. The American Heart Association Policy Statement in April 2011 called for expanding the application for existing and future Clinical Registries, with well-designed Clinical Registry programs. Concurrently, in Australia, and similarly within the United States and United Kingdom, there has been an increased focus on performance measurement for quality and patient safety. Within Victoria, the Victorian Clinical Governance Policy Framework outlines clinical effectiveness as one of the four domains of Clinical Governance As Clinical Registries evaluate effectiveness and safety of patient care by measuring patient outcomes compared with peers, the use of Clinical Registries data to improve a health service’s quality of care seems intuitive. A mixed methods approach was utilised, involving (1) semi-structured interviews and (2) documentation audit in this study conducted at Austin Health, a major tertiary teaching hospital in North-Eastern metropolitan Melbourne, affiliated with the University of Melbourne and various research institutes within Austin LifeSciences. Although many studies have highlighted the benefits of data collected via individual Clinical Registries, [5,6] the level of voluntary medical staff participation in Clinical Registries at a health service level is yet to be established. The aim of this study was to document the level of medical staff involvement for Clinical Registries within a major tertiary teaching hospital, and the level of reporting into Quality Committees within the organisation. This study demonstrates that along with a very high level of medical staff participation in Clinical Registries, there is a lack of systematic reporting of Registries data into quality committees beyond unit level, and utilisation of such data to reflect upon practice and drive quality improvement. In early 2003, after a prolonged drought period, extensive bushfires occurred in the east of Victoria affecting 1.5 million hectares of land. At the time, smoke and ash from bushfires, settling on roofs, contained pollutants that could potentially contaminate rainwater collected and stored in tanks for domestic use. The major concerns include polycyclic aromatic hydrocarbons (PAHs) from incomplete combustion of organic matter and arsenic from burnt copper chrome arsenate (CCA) treated wood. An increase in microbial contamination through altered nutrient levels was also hypothesised. A pilot study of 49 rainwater tank owners was undertaken in north-east Victoria. A rainwater tank sample was taken and analysed for a variety of parameters including organic compounds, microbiological indicators, metals, nutrients and physico-chemical parameters. A survey was administered concurrently. A number of results were outside the Australian Drinking Water Guideline (ADWG) values for metals and microbiological indicator organisms, but not for any tested organic compounds. PAHs and arsenic are unlikely to be elevated in rainwater tanks as a result of bushfires, but cadmium may be of concern.

Innovative solutions are required to meet the conflicting criteria of service level, community need, community desire, cost and risk to the supply authority in the delivery of water quality improvements to small regional communities. Grampians Region Water Authority services 74 towns in North-Western Victoria, an area of generally low rainfall, sparse settlement and few natural waterways. Town populations range from 10 to 13,000, with 56 towns having less than 500 people. A Water Quality Improvement Plan was recently developed by Grampians Water to address these natural difficulties. The plan examined a broad range of alternatives beyond the single-pipe reticulated supply system, including dual-pipe reticulation, rainwater sources and household water treatment systems for achieving target quality levels. The key findings were:• regional treatment plants are not economical if towns are more than 25 km apart• salinity is a major influence on strategy• for low salinity supplies, conventional treatment is most economical• for marginal salinity supplies, a two stage process involving conventional treatment and desalination is appropriate• desalination provides a total solution for high salinity groundwater supplies• drinking quality can only be economically achieved in very small towns by using household treatment of rainwater in a dual supply system. The resultant strategies and implementation issues outlined reveal some significant variations to the conventional approach.

ObjectiveThe aim of this study was to identify the challenges anticipated by clinical staff in two Melbourne health services in relation to the legalisation of voluntary assisted dying in Victoria, Australia. MethodsA qualitative approach was used to investigate perceived challenges for clinicians. Data were collected after the law had passed but before the start date for voluntary assisted dying in Victoria. This work is part of a larger mixed-methods anonymous online survey about Victorian clinicians’ views on voluntary assisted dying. Five open-ended questions were included in order to gather text data from a large number of clinicians in diverse roles. Participants included medical, nursing and allied health staff from two services, one a metropolitan tertiary referral health service (Service 1) and the other a major metropolitan health service (Service 2). The data were analysed thematically using qualitative description. ResultsIn all, 1086 staff provided responses to one or more qualitative questions: 774 from Service 1 and 312 from Service 2. Clinicians anticipated a range of challenges, which included burdens for staff, such as emotional toll, workload and increased conflict with colleagues, patients and families. Challenges regarding organisational culture, the logistics of delivering voluntary assisted dying under the specific Victorian law and how voluntary assisted dying would fit within the hospital’s overall work were also raised. ConclusionsThe legalisation of voluntary assisted dying is anticipated to create a range of challenges for all types of clinicians in the hospital setting. Clinicians identified challenges both at the individual and system levels. What is known about the topic?Voluntary assisted dying became legal in Victoria on 19 June 2019 under the Voluntary Assisted Dying Act 2017. However there has been little Victorian data to inform implementation. What does this paper add?Victorian hospital clinicians anticipate challenges at the individual and system levels, and across all clinical disciplines. These challenges include increased conflict, emotional burden and workload. e18324 Background: Discussion of cancer cases at multi-disciplinary meetings (MDMs) for treatment planning is expected standard care in Australia. There has been rapid uptake of MDMs in the last 10 - 15 years and in the state of Victoria approximately 70% of cancer cases are discussed. MDMs have strong support from medical staff and we investigated their motivation in attending MDMs. Methods: Over 12 months, Austin Health in Melbourne, Victoria, hosted 452 cancer MDMs discussing 5943 patients. MDMs covered 15 tumour areas: 11 solid tumour, one lymphoma and three haematological. Over a 4-week period, medical staff attending MDMs were surveyed and asked to rank what they valued most about cancer MDMs, over and above the benefits for patients. Results: Responses were received from 84% of the 285 medical staff surveyed, which included consultants as well as trainees (registrars and fellows). For 75% of respondents the highest ranking was given to multi-disciplinary communication, 9% gave the highest ranking to quality assurance and governance, 5% ongoing learning for consultants, 5% collegiate relationships, 2% learning and teaching for non-consultant staff, 2% peer support 1% job satisfaction and 1% clinical trials engagement. Similar results were obtained for consultant staff and for registrars / fellows. For consultant medical staff, if multidisciplinary communication was excluded, 44% of respondents gave the highest ranking to quality assurance and governance, 23% to collegiate relationships, 20% ongoing learning for consultants, 10% peer support and 3% clinical trials engagement. Conclusions: When we asked doctors what they valued most about attending cancer MDMs, besides the benefits for patients, communication between disciplines was clearly the most valued aspect. The benefits for quality and governance was the next most valued, then collegiate relationships and peer support, and ongoing learning.

The growing recognition of recreational and amenity demands on water systems introduces a multitude of issues, many of them complex, to the established tasks of water quality management and water management generally. Victorian case studies are presented. They (1) illustrate the range and diversity of situations that can arise in managing competition and enhancing compatibility between traditional water supply objectives and recreational demands. (2) Fluctuation of storage levels, essential to storage operations, detract from recreational value. Recreational and tourism demands upon Lake Hume have grown to threaten traditional operating flexibility. (3) Mokoan is another such instance, but with its supply function in a state of flux, Lake Mokoan provides more scope for a shift in the balance. (4) Salinity management has become an issue in the management of lakes and wetlands when water supply interests and environmental/recreation interests respectively have different perspectives on salt disposal. (5) Recreational use of town supply sources has long been a vexed issue, although marked shifts in the attitudues of many supply authorities have occurred in recent years. (6) Eutrophication of lakes and estuaries raises difficult issues of responsibility and scientific uncertainty, and the water management connection may be tenuous but will attract public attention. (7) The water body attributes valued by specialised recreational interests require definition in terms that water managers can deal with using routine techniques of systems analysis and evaluation. (8) The demands of the fish population and anglers introduce a new perspective in river management and perceptions of instream values are changing markedly. (9) Direct costs of recreational services supplied by water authorities are not fully accounted: allocation choices and fiscal incidence will emerge as issues of significance. (10) These case studies raise only a fraction of the total range of matters that will, in the years to come, tax the technology and political skills of governments and management.
