Abstract:
The concentrations of various forms of nitrogen and phosphorus in the main stream and selected tributaries of Pirron Yallock Creek, southwestern Victoria were examined over a two-year period. Exceedingly high levels of both nutrients were found within a particular tributary, while generally high nutrient levels were observed throughout the catchment. The speciation results indicated that dairy effluent was the primary source of nutrients to Pirron Yallock Creek. A palaeolimnological study was undertaken to determine the impact of European settlement upon waterway nutrient concentrations within the region. The palaeolimnological study focused primarily on the diatom flora preserved within the sediments of nearby Lakes Corangamite and Bullen Merri. Lack of preservation of diatoms within the sediments of Lake Corangamite resulted in no water quality inferences for this lake. The preserved diatoms within Lake Bullen Merri suggested an increase in trophic status of this lake during the last 500 years. While a change in the diatom flora of Lake Bullen Merri was evident, it was not possible to differentiate the impact of European settlement upon nutrient status of this waterway from long-term trophic status change. In light of the particularly high nutrient concentrations observed in Pirron Yallock Creek, improved nutrient management strategies are proposed for the catchment. These strategies, which consider current nutrient management activities, are predominantly focussed on the dairy industry, which occupies the majority of the catchment.

Abstract:
The intensive nature of land uses in the Strzelecki Ranges poses significant threats to landscape values and water quality. A comprehensive catchment strategy was developed based on sustainability science concepts incorporating the careful management of landscape values, proper land management approaches, and government policy and legislative change to ensure that agriculture, forestry and other land uses become sustainable in this sensitive environment. The readily measurable water quality indicators of turbidity, flow, electrical conductivity, and water temperature were used to determine the impacts of the major land uses in the Strzeleckis. From a water quality perspective, there was a trend of decreasing water quality with increasing intensity in land management. However, from a total sediment load perspective, the forest area contributed the highest total sediment load due to higher volumes of steam flow suggesting that natural processes in the Strzeleckis may remain the principal mechanisms for sediment movement within the catchment. An incidental but significant finding was extensive bioturbation along the riparian zone of the plantation area, the extent of which was not observed in the other catchments. This finding suggested that bioturbation may have been the most significant contributor to poorer water quality flowing from in the plantation catchment. The project developed insights into the major environmental processes active in the upper catchment of the Morwell River. Understanding of the contributions to total sediment loads from natural erosional processes and bioturbation, findings related to the impacts on water quality from agricultural practices, and encountering negligible impacts from conservative timber harvesting practices demonstrate that catchment management approaches need to be tailored to achieve sustainability in land uses across the landscape. Key recommendations include the re-establishment and protection of riparian zones in agricultural catchments, the careful assessment and setting of stream buffer zone widths for timber harvesting operations, and the need for further work to map the extent of natural processes such as bioturbation and stream bank erosion. To mitigate these issues, government policy and legislation will need to focus on the preservation and enhancement of the Crown land riparian zones. Recommended changes to current administrative land management arrangements for these sensitive areas include a move from licensing riparian zones for agricultural practices such as grazing to conservation.

Abstract:
Knutsford redevelopment is part of the Local Government’s agenda to incorporate sustainable living into the residential sector at affordable prices. This development follows on from the newly established White Gum Valley (WGV) and currently constructing East Village. Both of the sites have newly developed technology to demonstrates sustainable living in a density wise design. East Village is being developed to show similar results with more sustainable and saving initiatives such as the use of solar energy, rainwater harvesting on a lot scale, and a community battery to provide for the residents. Knutsford is stage 4 of the development plan that is occurring in Fremantle. This site will follow along the footsteps of previous establishments with improvements to show better results. In order to achieve this, the site needs to meet specific criteria that allow the usage of the natural resources, and if those are not met, the savings initiatives will need to be reconsidered to the basic options that are used by the homes around Perth. Perth is one of the top cities per capita that has the highest usage and consumption of water in Australia with 123000 L/person (Water Corporation 2019). The Water Corporation is currently working on ways to reduce water usage by 15% before 2030 in order to ensure we have a healthy supply of water for future generations. The Water Balance Model that will be developed for the site at Knutsford needs to show and demonstrate that the reduction in consumption can occur not just in a household scale but a community-wide scale in Perth and that it is readily achievable when specific steps are taken into consideration.

ENGLISH ABSTRACT: The processes of monitoring, modelling and managing the water quality of a catchmerit system including all its unique complexities and interrelationships requires an innovative tool or set of tools to help water managers with their decision making. Numerous methods and tools have been developed to analyse and model the real world. However, many of these tools require a fair degree of technical expertise and training to operate correctly and their output may have to be translated or converted to meaningful information for decision-making using a further set of analytical and graphical display tools. A more appropriate technique for management would be to combine all these functions into a single system. The objective of this research was to develop one such tool, an integrated water quality information system (WQIS). A review of the literature revealed that there has been extensive research and development of tools for the management of individual aspects of water resource distribution, augmentation and quality. However, these tools have rarely been integrated into a comprehensive information system offering decision support to a wide variety of river users and managers. Many of the literature sources also noted that a process of interactive development and integration (i.e. including the intended users in the decision of which components to include, the interface design and the graphical display and output) was vital to ensuring the information system becomes an integral part of the users routine work and decision-making. The WQIS was developed using the recommendations from numerous knowledgeable persons in response to questionnaires, interviews and a prototype demonstration. It includes the results of hydrodynamic river and reservoir simulations and the ability to perform operational river scenario testing. However, the development process is continual and always evolving based on the current or local requirements of water managers. These further developments and research needs are discussed in more detail in the conclusion.
AFRIKAANSE OPSOMMING: Die proses om die waterkwaliteit van 'n opvanggebied, met al die unieke kompleksiteite en onderlinge verhoudings van so 'n stelsel te monitor, modelleer en bestuur, vereis 'n innoverende instrument om waterbestuurders te ondersteun in hul besluitnemings. Talle instrumente en metodes vir die ontleding en modellering van die werklikheid is reeds ontwikkel. Die gebruik van hierdie instrumente vereis gewoonlik 'n redelike mate van tegniese kundigheid en opleiding. Dit mag verder nodig wees om die uitvoer van sulke instrumente te vertaal en/of om te skakel na betekenisvolle inligting vir besluitneming deur die gebruik van bykomende analitiese en grafiese vertoon instrumente. 'n Meer toepaslike bestuurstegniek sou wees om al die funksies in 'n enkele stelsel te kombineer. Die doel van hierdie navorsing was om een so 'n instrument, naamlik 'n geïntegreerde waterkwaliteit inligtingstelsel (WQIS), te ontwikkel. Abstract:
This thesis investigates the distribution and significance of stream turbidity in Victoria; specifically exploring the factors that may have influenced the pattern of regional variation in turbidity, and factors that give it significance in the regional, social, cultural and environmental context. The limits to water availability are set, not only by the quantity of water in storages or streams but, more fundamentally, by acceptable levels of water quality and catchment health. To make effective judgements of water availability managers of water resources need to know the significance of measured natural resource condition in the regional context. Stream turbidity can be considered by the agricultural community as a sign of soil erosion and a loss of agricultural potential, while from the ecological perspective it can be considered a sign of deteriorating river health. Fundamentally, levels of turbidity are closely bound with land use practice and, in the Australian context, turbidity can be considered a measure of the consequences of land management practices on soil erosion and run-off. Measured levels of turbidity in Victoria should be interpreted within the context of a unique history and geography. The spread of European colonisation and the introduction of massive land use change to the Victorian landscape have meant that over most of Victoria current levels of turbidity reflect the effects of over a hundred and fifty years of large scale intervention with its controlling factors. In Victoria current levels of turbidity are interpreted in a cultural context far different from that of early colonists or even of a few decades ago. The concept of Ecologically Sustainable Development which has dominated natural resource management in recent times brings new responsibilities to resource managers. Ecologically sustainable management means that resources must be considered in a more inclusive spatial and temporal context. In the early stage of Victoria's history sustainable management of water meant having enough water left from winter rains to supplement summer supply. However, in recent years, it has begun to have more complex associations; sustainable water use is now, almost universally considered to include maintenance of the environmental health of waterways, and by implication, the environmental health of the whole catchment. In this context, stream turbidity can be considered a useful indicator of catchment health, in particular, because levels of turbidity bear a direct physical relationship to catchment processes. New tools are needed to explore the relationship between land use and water quality at the regional scale. The results of this current research include a regional statistical model of stream turbidity, which is conceptually designed to offer useful predictions of stream turbidity and underpin sustainable resource management. The statistical model was used as input to the development of a unique map display using Geographic Information Systems (GIS). The GIS is used to display the distribution of model predictions over a large region of south-eastern Australia. The practical advantage of this modelling approach is that it provides managers with the ability to identify locations in Victoria where measured water quality differs significantly from modelled water quality and flag them for further investigation. The major project outputs are a map of Victorian Water Quality Monitoring Network (VWQMN) catchments showing catchments in Victoria where measured turbidity differs from model predictions and a raster representation of the state of Victoria in which cell values indicate predicted stream turbidity. Important to this project was the novel use of GIS technology to process large national and regional scale digital data sets using tools developed for catchment scale hydrological models.

Abstract:
Hawaii’s pristine ocean and tropical environment is a keystone of Hawaii tourism and the state economy. Water pollution from stormwater and development threatens the beach quality to both residents and tourists. In order to understand the lost nonmarket value, we assess changes in quality of beach characteristics including water and sand quality, swimming safety conditions, and congestion using a Discrete Choice Experiment of recreational beach users. Further, we study willingness to pay (WTP) for water management strategies in Hawaii using another discrete choice experiment, including structural and nonstructural Best Management Practices, testing, monitoring, and educational efforts. Using a mixed logit model, beach quality results suggest similar preferences among resident and tourists. Both groups consistently have higher WTP to avoid poor quality levels versus obtaining excellent levels. Additionally, water quality is the single most important attribute. For the policy discrete choice experiment, both parties exhibit similar ranking of WTP to initiate water quality management strategies, with improved testing methods followed by education having the highest WTP. Lastly, we use Benefit-Cost analysis to find that all significant management strategies may be viable, since WTP is greater than the predicted cost of implementation based on expert opinion of Hawaiian policy leaders.

Abstract:
By the adoption of Integrated Water Resource Management (IWRM), South Africa has significantly changed its water management regime and the institutions governing water in this country. These changes were first introduced by the National White Policy Paper on Water in South Africa in 1997 and subsequently the National Water Act in 1998. One of the key components of IWRM is the decentralisation of water management to a regional or catchment level and the introduction of public participation in the water management sector. With the enactment of the NWA South Africa incorporated IWRM in its legal system and a decade on, authorities are now turning to its implementation. The NWA introduces Catchment Management Agencies (CMAs) in water management and gives them authority over water management at a catchment level. Initially there were nineteen (19) and this number has since been reduced to nine (9) due to a number of factors. South African authorities are now seeking ways in which they can effectively decentralise water to a catchment level, including delegating and assigning some of the functions currently held by the Minster to CMAs. Using Victoria, Australia as a comparative study, this study investigates how water management can best be decentralised to a catchment level; it starts off by investigating the theory of decentralisation and its pros and cons; then sets off to investigate water management has been decentralised in Australia from the national level, to state level and catchment level; it then investigates the role of Rural Water Authorities in Victoria and compares them to Catchment Management Agencies in South Africa. Finally the work highlights the water management regime and the various stakeholders in water management South Africa from a national level to a catchment level and the challenges facing South Africa in term of WRM; and then makes recommendations and a conclusion based on its research findings and the South African socio-economic and political context.

Abstract:
Two of the most important environmental challenges in the 21st century are to protect the quality of fresh water resources and to utilize renewable energy sources to lower greenhouse gas emissions. This study contributes to the solution of the first challenge by providing methodologies for optimal design of real-time water quality monitoring systems and interpretation of data supplied by the monitoring system to identify potential pollution sources in river networks. In this study, the optimal river water quality monitoring network design aspect of the overall monitoring program is addressed by a novel methodology for the analysis of this problem. In this analysis, the locations of sampling sites are determined such that the contaminant detection time is minimized for the river network while achieving maximum reliability for the monitoring system performance. The data collected from these monitoring stations can be used to identify contamination source locations. This study suggests a methodology that utilizes a classification routine which associates the observations on a contaminant spill with one or more of the candidate spill locations in the river network. This approach consists of a training step followed by a sequential elimination of the candidate spill locations which lead to the identification of potential spill locations. In order to contribute the solution of the second environmental challenge, this study suggests utilizing available excess energy in water distribution systems by providing a methodology for optimal design of energy recovery systems. The energy recovery in water distribution systems is possible by using micro hydroelectric turbines to harvest available excess energy inevitably produced to satisfy consumer demands and to maintain adequate pressures. In this study, an optimization approach for the design of energy recovery systems in water distribution networks is proposed. This methodology is based on finding the best locations for micro hydroelectric plants in the network to recover the excess energy. Due to the unsteady nature of flow in water distribution networks, the proposed methodology also determines optimum operation schedules for the micro turbines.

The Quinnipiac River Basin, located in South-Central Connecticut, flows 38 miles from its headwaters in New Britain and Plainville, Connecticut to its mouth in New Haven Harbor. The basin is heavily developed, with the majority of the land in the basin classified as residential and urban. The five municipal water pollution control facilities and one large privately-owned water pollution control facility operating in the Quinnipiac Basin are responsible for maintaining acceptable levels of water quality in the Quinnipiac River. While the current water quality management practices within the Quinnipiac River basin are capable of meeting the various water quality standards, changes in the water quality management system may require an adjustment or alteration of the current management practices. The focus of this study is the identification of possible improvements to the current water resources management practices in the Quinnipiac Basin and a discussion of the feasibility of the proposed improvements.

Abstract:
Crop production, soil system, water quality, and economic impacts of four corn silage production systems were compared through a field study including 16 plots (4 replications of each treatment). Systems included a rye cover crop and application of liquid dairy manure in the spring and fall. The four management systems were: 1) traditional, 2) double-crop, 3) roll-down, and 4) undercut. In the fourth system, manure was applied below the soil surface during the undercutting process. In all other systems, manure was surface-applied. In the third system, the rye crop was flattened with a heavy roller after manure application. Simulated rainfall was applied within 48 h of manure application. Measured constituent concentrations in runoff were compared with water quality criteria. Costs and returns of all systems were compared. The undercut system reduced loadings of all nutrients, but increased total suspended solids (TSS) concentration as compared with all other systems. The mean volume of runoff from the undercut system was less than half that from any other system, which influenced all constituent loadings. Mean TSS concentration in runoff from the undercut system was over three times the mean of any other system. The roll-down system had no significant effect on water quality as compared to the traditional system. The undercut system was reasonably effective in keeping phosphate phosphorus levels below the criterion set for bathing water. None of the systems generally exceeded nitrate nitrogen concentration criteria. However, total phosphorus, orthophosphate, fecal coliform and e. coli criteria for drinking, bathing, shellfish harvest, and aesthetics were regularly exceeded by all of the systems. There were no differences among the treatments in effects on bacterial concentrations. The double-crop system produced significantly higher net returns than all other systems only if the value of the rye crop was $92.31/Mg or more. There were no significant differences in net returns of the traditional, roll-down, or undercut systems.

Abstract:
The Maketu Estuary is a shallow intertidal estuary (2.3 km2) located in the Bay of Plenty, North Island, New Zealand. The Kaituna River contributes the largest freshwater flow into the estuary through control gates. Lake Rotoiti and indirectly Lake Rotorua supply the base flow to the Kaituna River, with tributaries along the 50 km reach also significantly contributing to the flow. Water quality within the river is affected by elevated nutrients, faecal coliforms, high oxygen demand and algae concentrations derived from the lakes as well as contributions from tributaries and industrial and urban discharge. Through the use of a coupled hydrodynamic-biogeochemical numerical model ELCOM-CAEDYM, this study aims to examine the nutrient, phytoplankton and hydrodynamics of the Maketu Estuary and lower Kaituna River. Water quality and hydrodynamic measurements were sourced from Environment Bay of Plenty's data archives as well as a number of instrument deployments to collect water velocity, tidal elevation and salinity and temperature measurements during the course of this study. Included in the field work was a survey of the lower river and estuary bathymetry. Model simulations predicted that the maximum residence time in the Maketu Estuary is 1.5 days, occurring in the inner western region. Residence time in the lower river (mouth to 8.5 km upstream) is in the order of hours although some variations were predicted near the river mouth. Growth rates of four phytoplankton groups where assessed over a 15 day period in January 2004. In the Kaituna River ELCOM-CAEDYM predicted that the community growth rates were small with the exception of a slight increase in biomass of the two freshwater groups in a semi-detached river bend. The increase in the loop was correlated with an increase of residence time. In the estuary, marine diatoms showed the highest growth rates in the western region which is expected to relate to retention time and available nutrients. Dinoflagellates showed the smallest variation in predicted growth rates, most likely due to their broad salinity tolerance. The two freshwater species showed a reduction in abundance when mixed with marine water. A principle limiting factor to phytoplankton growth in both the river and estuary is the low residence time. A number of scenarios were simulated in the river and estuary by altering the forcing conditions in the model. A simulation of the increased nutrient load associated with the Rotoiti diversion wall revealed that phytoplankton growth in the river and estuary will not be significantly affected. Because of the close proximity of the control gates to the river mouth, a proportion of water drawn through the structure can be marine. By opening the old river channel, model simulations predicted that a reduction in salinity would be possible, however the outcome of complete freshwater is probably not achievable. Increasing the discharge volume from the river into the estuary was also simulated. The results indicated that increasing the freshwater inflow at Fords Cut would reduce the salinity in the estuary while increasing the net (residual) flow towards the estuary mouth. Increasing the flow would also result in a greater range of salinity in regions of the estuary. Changing the inflow location to the historic Papahikahawai Channel also affected the salinity in the estuary. The most significant effect of an inflow at this location was a reduction of the residual currents in the western region of the estuary.

In the Kisumu District, Kenya, unreliable rainfall pattern has been identified as one of the main causes for poverty in rural areas. The negative effects of such unreliable patterns could be mitigated through improved water resource management and planning. However, estimates of current (and future) water availability will likely differ depending on whether managers draw upon data gathered at a local-scale or regional-scale. This is particularly important in developing regions where, due to lack of data availability, managers are often limited in their choice of data resolution. This study investigates the potential effect of spatial resolution of data on water management and planning by comparing hydro-climatic trends in local-scale data with trends in regional-scale data. The influence of adopting local-scale versus regional-scale data is further demonstrated by estimate the storage requirements of proposed irrigation ponds for farmers in the Orongo village of the Kisumu District located in Kenya, Africa. Results indicate a low correlation between local and regional hydro-climatic trends. Data spatial scale directly influences water resources management leading to a 300% difference in estimated storage requirement for the average farmer.

Lake restoration and management strategies focus on reducing the negative impacts of enriched or polluted inflows. These strategies become of paramount importance when lakes are used for recreational and/or drinking water purposes. Long term control of eutrophication and turbidity problems associated with large inflow loads is usually oriented to catchment management. Although it has been suggested that this is the correct long term approach, public concerns usually require a short term solution. In addition, due to political and economic costs related to changes in catchment management, in-lake restoration technologies have been emerging as a viable pretreatment option, complementary to water treatment plants, both reducing the operational costs of the water treatment plant and ameliorating the water residing in the lakes. This research investigates the effects of two in-lake technologies on the dynamics of inflowing rivers, where basin shape plays a significant role. The three lakes in this study suffer from eutrophication combined with a distinctive water quality problem: from turbidity in Silvan Reservoir (Australia), to heavy metal loads in Coeur d'Alene Lake (USA) and industrial wastes in Lake Como (Italy). Firstly, the influence of basin morphology, wind speed, and wind direction on the fate and transport of two rivers flowing into the L-shaped Coeur d'Alene Lake was examined, and it was shown that transport and mixing patterns in a lake can be greatly influenced by the shape of the lake, leading to important consequences for the plankton ecology in the lake. Secondly, in Silvan Reservoir we investigated the potential to modify the basin shape using vertical barriers, increasing the retention time and hence the barrier capacity to microbial pollution. A final in-lake technology was tested for Lake Como, using a downward pointing impeller to remove polluted water from the coastal margin. Lessons from these three examples indicate that there is significant potential for in-lake remediation at relatively low cost, over relatively short timescales.

A two-year field study was carried out in eastern Ontario to investigate the effects of water table management (WTM) on water quality and crop yields. Corn (Zea mays L.) and soybean (Glycine max Merr.) were planted in alternate strips across the three treatments of 50 cm controlled water table (CWT), 75 cm CWT and free drainage (FD). Drainflow volume and nitrate-N concentration of the drainage water were measured. Soil samples were collected and analysed for total N, P, K, available N, soil moisture and organic matter levels. Chlorophyll-meter readings and plant harvest parameters were also measured. Rainfall, soil and air temperatures were recorded throughout the growing seasons.
The obtained data show that in 1995, the CWT plots significantly increased total drainflow, as compared to FD. In 1996, overall drainflow and nitrate concentrations were significantly reduced. Both the corn and soybean yields were higher with WTM than with FD for both years. (Abstract shortened by UMI.)

Water resource management is becoming more complex and relies heavily on computer software processing to help data queries for common and rare patterns for analyzing critical water events. For example, it is vital for decision makers to know if certain types of water quality problems are isolated (e.g. rare) or ubiquitous (e.g. common) and whether the conditions are changing spatially or temporally for a proper management plan. This thesis aims to automatically detect spatiotemporal common and rare patterns by significantly addressing the uncertainty and heterogeneity in water quality data, in order to enhance the accuracy and efficiency of common and rare pattern mining models underpinning many of the water resource management strategies and planning decisions. Therefore, we propose two novel semantics-oriented mining methods: the Correcting Imprecise Readings and Compressing Excrescent Points (CIRCE) method and the Exceptional Object Analysis for Finding Rare Environmental Events (EOAFREE) method. The CIRCE method resolves uncertainty problems in retrieving common patterns based on spatiotemporal semantic points, such as inflexions. The EOAFREE method tackles the heterogeneity problem by summarizing raw water data into a water quality index, that is, water semantics, in discovering rare patterns. We demonstrate the efficiency and effectiveness of the two methods by using simulation and real world datasets, and then implement them in a Semantics-Oriented Mining Application for Detecting Water Quality Events (SOMAwater) prototype system, which is used to query spatiotemporal common and rare patterns for a real world water quality dataset of 93 sites in 10 river basins in Victoria, Australia from 1975 to 2010.

The development and use of any specific model depend on the availability of data and the hydrological settings of a country. Because of data limitations (especially water quality and land management data), the water quality models developed for Australian catchments are lumped/semi-distributed conceptual models. Even within these modelling frameworks, water quality component is empirical or generation rates-based. In this context, developing an effective water quality management plan in the data-poor conditions of Australia still remains as a major challenge for water catchment managers, despite huge investment on river health improvement programs. Physics-based distributed water quality models such as SWAT are most suitable for agricultural non-point source pollution studies. However, because of high data requirement and processing, the applications of these models are limited in many datapoor catchments. In this study, relevant input data sources and analysis techniques were addressed especially for sparsely available water quality data to assemble, and to rigorously calibrate and validate the SWAT based Middle Yarra Water Quality Model (MYWQM) for the case study area - Middle Yarra Catchment (MYC) of Victoria, Australia. The regression based model LOADEST was used for estimating sediment, and nutrient observed loads from monthly water quality grab sample data. The MYWQM was then used to develop a water quality management plan for agricultural non-point source pollution in the MYC. In general, the MYWQM was found capable of predicting streamflow, sediment and nutrient loads in the MYC. The model was also found effective for simulating individual and integrated effects of several Best Management Practices (BMPs) in the MYC. Moreover, the model showed that the in-stream processes if not considered can result in incorrect estimates when simulating BMPs in the model. Overall, the performance of the MYWQM on evaluating the BMPs in the MYC demonstrated that data-intensive physics-based models can be applied in the data-poor conditions of Australia.

Various trophic state indices are used to manage water quality in lakes and reservoirs in countries.The Taiwan EPA uses the Carlson trophic State index (CTSI) and its water quality parameter includes chlorophyll-a (Chl-a)、Secchi depth transparency (SD) and total phosphorus. The water quality data of Shimen reservoir and Feitsui reservoirs, which was monitored during 1993 to 2012, was collected from the Taiwan EPA. The purposes of this research were: (1) to review the trophic classification among trophic state indices, (2) to evaluate limiting nutrient of eutrophication in the Shimen reservoir and Feitsui reservoir, (3) to assess the eturophication ratio by various trophic state indices. Moreover, the trophic state indices included CTSI, OECD comprehensive index (OECD), the Canadian single parameter index on total phosphorus (TP), China trophic level index (TLI), Florida trophic state index (TSI), and Kansas trophic state index on Chl-a (TSI(Chl-a)). The result shows that based on water quality parameters and Sub-index function, trophic status of water quality can be grouped into 3-6 classifications. It was easier to be considered as eutrophic status by CTSI because CTSI grouped trophic status only into 3 classifications. The average of total N/P ratio of Shimen reservoir and Feitsui reservoir was 13.67 and 21.88. And, limiting nutrient was TN and TP for Shimen reservoir, whereas it was only TP for Feitsui reservoir. The result from the principal components analysis indicated the main parameters causing eutophication for Shimen reservoir and Feitsui reservoir were TN, Chl-a, TP, and SS, TP, TN, respectively. The correlation between CTSI and TP was better than that between CTSI and Chl-a. The ratio of eutrophic status was 9-14% by CTSI, and there were 1-2% and 0-12%, respectively, for OECD and TSI(Chl-a). It indicated the very lower ratio of eutrophic status by OECD because OECD grouped trophic status into 5 classifications, and the trophic status value for grouping eutrophic by OECD and CTSI was 54.2 and 50. Furthermore, due to being low concentration of Chl-a ranged 0.15-7.05μg/ L (average = 2.42 μg/ L) of Feitsui reservoir, the ratio of eutrophic status was 0%. Therefore, it could conclude that it was easier to be considered as eutrophic status by CTSI because CTSI grouped trophic status only into 3 classifications. It suggests that Taiwan EPA review the suitability of other trophic state indices to evaluate the trophic status of reservoir water quality.

The water quality index (WQI) can be applied to river water quality management. The Taiwan EPA uses river pollution index (RPI) to evaluate the performance of river pollution control. The RPI’s water quality parameter includes SS, BOD, DO and NH3-N. The purposes of this study were: (1) to investigate the correlation between RPI and water quality parameters, (2) to examine the correlation between RPI and WQI, and (3) to evaluate the replacement of RPI with WQI7 in river water quality management. The data of river water quality, which was monitored during 2007-2011, was collected from Taiwan EPA. The results show that RPI value increased with increasing both concentration of BOD and NH3-N, and the correlation coefficient values (R2) between RPI value and BOD, NH3-N ranged from 0.82 to 0.86. By contrast, the R2 value of 0.04 was very low between RPI and SS, implying that RPI was unsuitable for SS concentration higher than 100 mg/L. WQI4 has the same water quality parameters with RPI, while WQI7 has three additional parameters as pH, total phosphorus (TP) and coliform groups. Both R2 values between RPI and WQI4, WQI7 are 0.91, and statistics F-value test shows that both WQI4 and WQI7 could replace RPI. The amount of 48.6% of river water quality could be classified as excellent and good grade by WQI4 and it became lower as 41.4% by WQI7. This is due to water quality parameters of WQI4 less than that of WQI7. In addition, this study calculated the change of RPI and WQI7 values at Tamsui River Basin’s monitoring stations water quality between 2007 and 2011 to evaluate the improvement ratio of river water quality. The results show the improvement ratio by RPI value was 50-55% higher than that of 10-20% by WQI7 value. This is because that the value range of RPI (1-10) is smaller than that of WQI7 (0-100). It implies that WQI7 was more suitable than RPI for evaluating river water quality improvement ratio. Moreover, WQI7 is based on the surface classification and water quality standards. Therefore, it could conclude that EPA can replace RPI with WQI7 to manage river water quality and evaluate improvement ratio of river water quality.

The decision to upgrade the Annacis and Lulu Island sewage treatment plants in the Greater Vancouver Regional District (GVRD) was analysed in light of uncertainty regarding future population growth and inputs from industrial and urban runoff sources. Sustainability is often cited as a reason for maintaining pristine water quality. However, there are several sustainability world views and they do not all necessarily advocate the maintenance of pristine water quality. Approaches to sustainability are reviewed and discussed in the context of water quality management. Methodology was developed to link discharges from industrial sources, urban runoff and sewage treatment plants to user defined inputs of economic activity, development and land-use patterns and population growth. The pollutant loading was then used to determine the water quality at various locations in the Fraser River Estuary. Inputs from industrial sources, urban runoff and sewage treatment plants upstream of the GVRD were assumed to be completely mixed at the sewage treatment plant outfalls and to affect ambient water quality. Local impacts from urban runoff, industrial discharges and upstream sewage treatment plants were not considered. The primary reason for considering these sources was to determine whether future levels of discharge are likely to have an effect on management decisions regarding municipal sewage treatment plants. Diffusion factors and dispersion coefficients have been determined for various locations in the Fraser River. These were adapted to determine the local impacts on water quality from future increases in sewage treatment plant discharge. The changes in ambient and local water quality were added to determine the overall water quality for each future scenario. The decision to upgrade the two treatment plants was discussed in the context of water quality criteria and sustainability world views.

The present study indicates that with multiple utilization of Kaohsiung Harbor difficulties on water quality management include the problem caused by individual jurisdiction, the demand for port and water quality management users, as well as building database of water quality management. Strategies to water quality management are (1) application of the integrated management considering demand of harbor port, different users, individual jurisdiction, needs of sound database can solve the conflict of top‐down and bottom‐up approach and upgrade the planning of harbor water quality. (2) The area of petrochemical production industrial harbor and the area of water-friendly leisure and business space can be established to clarify water quality management under the multiple use in harbor port. (3) A center-leading mechanism can be set up to harmonize and reach good communication, and to solve diverse jurisdiction. (4) A policy oriented management is proposed to solve problems of different water quality tactics and diverse demand of water quality. (5) The environment database of water quality should be adjusted to match different needs of managers, people, and scientists. With the present study, integrated and effective management of water quality can upgrade water environment of Kaohsiung Harbor, and reach the concept of sustainable management.
