Abstract:
Surrogacy, a means of circumventing female infertility, is a contentious practice and an ethical minefield. Disputed surrogacy agreements invariably hit the news headlines and reopen public debate on the issue. The Warnock Committee in 1994 expressed grave reservations about surrogacy but an expression of minority dissent on the issue evidenced lack of unanimity. This article seeks to show to what extent Warnock's reservations were justified and to chart the increasing acceptability of surrogacy by the judiciary, Parliament and the medical profession.

Plato's view that we should be ruled by philosophers has never really caught on in Britain. Indeed, in recent years, political attitudes to the study of philosophy have resulted in the closure of departments of philosophy in our universities, so that the subject is less studied at undergraduate level than it was 20 or 30 years ago. So it is surprising that the way our generation thinks about education, genetic experimentation, broadcasting, and some of the other most contentious issues of our time should have been so influenced by a professional philosopher whose working life has never taken her out of Oxford and Cambridge.Mary Warnock has served as chairman of government committees on special education, on animal experimentation, on human fertilisation, and on teaching quality. Further, the recommendations of the committees she has chaired have usually been rapidly adopted by the government of the time and then translated into legislation with bipartisan support and considerable speed. The fate of her reports firmly refutes the commonly held view that governments set up committees to avoid making difficult decisions and then leave their weighty conclusions to sit on shelves, gathering dust until the topics in question have lost the interest of the public.

AbstractAt a crucial meeting during their proceedings, on 9 November 1983, the sixteen members of Britain's influential Warnock Inquiry into Human Fertilisation and Embryology reached a key decision on how to base proposals for comprehensive legislation governing this largely uncharted territory. Famously, they chose the formation of the “primitive streak” in the early embryo as the basis for the fourteen-day rule that has now served as the global benchmark for experimental research in this area for nearly thirty years. Based on newly available archival material and interviews, this article offers a sociological account of the ways in which a specific translation of biological facts became the basis for an enduring social contract governing controversial bioinnovation in the UK. In particular, the combined roles of Committee Chair Mary Warnock and biologist Anne McLaren are examined in terms of how a decision, or “iterative settlement,” was reached as to “where to draw the line” using specific “developmental landmarks” to establish a basis for legal regulation. Drawing from this analysis, I offer a broader argument concerning the sociology of biological translation and biogovernance that is germane to ongoing debates such that over how to limit CRISPR-Cas 9 gene editing. I contend also that we have yet to fully grasp the historical and sociological lessons to be drawn from the early histories of establishing governance over new forms of technological assistance to human reproduction, and in particular the formation of the “Warnock Consensus.”

Philosophers have regarded memory of the events of one's own past, which I will call experiential memory, as importantly personal and have written with conviction about the value of personal memory. Annette Baier writes: “Out of a large range of acts, attitudes, and postures … intending and remembering have a central role to play in any adequate philosophy of mind …. Both intentions and memories are, in a special way, personal.” Mary Warnock writes that while all creatures learn from experience and thus have memory, “[h]umans have another capacity which is to reflect on their lives and histories. This is the kind of memory that must be thought of as mental, not physical, for it must be experienced, and experienced privately within the mind of each one of us. I cannot have your memory.”In a tradition of theorizing about memory deriving from Locke, we value experiential memory as fundamental to developing a sense of self as unified and continuous and to developing moral capacities for accountability and self-knowledge. What I find particularly interesting in Warnock's description of memory is the forceful linking of value to uniqueness through reference to what cannot be shared.

El presente artículo tiene como finalidad realizar el análisis de la política de inclusión educativa en el Ecuador y su relación con el accionar pedagógico vigente en los escenarios educativos. Los sistemas educativos del estado ecuatoriano a pesar de estar alineados a parámetros internacionales de inclusión, no ha superado la brecha de discriminación a las personas con necesidades educativas especiales (NEE). El presente documento aporta principalmente a la innovación en el pensamiento pedagógico de los docentes, para ello, parte del informe de Warnock (documento que fue elaborado por la Comisión de Educación británica) el mismo que revoluciona en la forma de pensar de todos cuando revela que “no existen niños ineducables” (Warnock, 1987, p. 15). La metodología utilizada en la estructuración de este trabajo es de carácter inductiva – deductiva y se apoya en la investigación bibliográfica. Los resultados del presente estudio revelan falencias y dificultades en la inclusión educativa de estudiantes con NEE, los problemas más relevantes que se observaron fueron las deficiencias conceptuales en torno a inclusión educativa, escaso conocimiento sobre un currículo inclusivo y debilidades en una supuesta homogeneidad en el aula. Este documento presenta brevemente algunas perspectivas y desafíos para promover un pensamiento inclusivo pero, sobre todo, abierto a la diversidad.
