O conceito de Necessidades Educativas Especiais (NEE) foi utilizado pela primeira vez pelo «Special Educational Needs: Report of the Committee of Enquiry into the Education of Handicapped Children and Young People» (London: Her Majesty’s Stationery Office, 1978), presidido por Mrs. Hellen Mary Warnock, conhecido como Relatório Warnock para reavaliar o atendimento aos alunos com deficiência. As concepções desenvolvidas pelo Relatório Warnock vieram alterar decisivamente a organização da educação especial, nomeadamente das respostas educativas para os alunos com NEE, o que significou uma mudança de primazia do paradigma médico-psicológico para a do paradigma educativo. Na sequência desta mudança, a Declaração de Salamanca (UNESCO, 1994) adoptou a designação de Necessidades Educativas Especiais (NEE) e passou a defender o direito de todos os alunos a uma educação na escola regular, passando a abranger todas as crianças e jovens cujas necessidades envolvam deficiência ou dificuldade de aprendizagem. Com esta investigação pretende-se analisar as mudanças ocorridas na educação especial em Portugal antes e depois do Relatório Warnock (1978) face a alunos com Necessidades Educativas Especiais (NEE) e a inclusão destes alunos na escola regular. A escolha deste tema resulta de uma reflexão decorrente da minha prática pedagógica, enquanto docente de educação especial e da convicção de que os alunos com NEE têm direito pleno à educação e à igualdade de oportunidades numa escola para todos. ABSTRACT: The concept of Special Educational Needs (SEN) was used for the very first time by «Special Educational Needs: Report of the Committee of Enquiry into the Education of Handicapped Children and Young People» (London: Her Majesty’s Stationery Office, 1978), presided by Mrs. Hellen Mary Warnock, known as the Warnock Report so as to re-evaluate the assistance given to students with disabilities. The conceptions developed by the Warnock Report changed, in a decisive way, the organization of special education, namely the educational responses given to students with SEN, which meant a change of primacy from the medical-psychological paradigm to the educational paradigm. In the sequence of this change, the Salamanca Declaration (UNESCO, 1994) adopted the designation of Special Educational Needs (SEN) and started defending the right that all the students should have access to an education in a regular school, including all the children and youths whose needs involve disabilities or learning difficulties. With this research we intend to analyse the changes occurred in special education in Portugal before and after the Warnock Report (1978) regarding students with Special Educational Needs (SEN) and the inclusion of these students in regular schools. The choice of this theme is the result of a reflection from my pedagogical practice, while being a special education teacher, and the conviction that these students with SEN have full right to education and to equal opportunities in a school for everyone.

Abstract:
The aim of this master thesis is to analyze the development of capital flows within the euro area and within selected Member States, with respect to the hypothesis of a sufficient replacement of private capital flows with official ones. Verification of the hypothesis is based on identifying sudden changes in capital flows, using the model created by Mr.Forbes and Mr.Warnock. The entire work is conceived into three main chapters. The first is dedicated to the development of the crisis in the euro area and the adoption of important reform measures as response to the resulting unfavorable situation. The second chapter deals with the definition of net and gross capital flows and their development in the so-called extra-area flows. The final section is focused on the analysis of intra-area capital flows and flows in selected member countries.

Abstract:
The primary concern in this thesis has been to examine the moral status of the embryo and whether it is morally justifiable to use embryos as research material. This has been the topic of a fervent debate in the area of bioethics for the last decade. Proponents of embryonic stem cell research proclaim the paramount importance of such research and they argue for the use of embryos in research, on the ground that they are not persons and hence, they do not have a moral worth. The opponents of embryonic stem cell research, on the other hand, insist that embryos are persons and have full moral value as a result of their humanity, therefore embryos should never be used as mere means. I believe the moral status of human embryos needs not be an 'all-or-nothing' issue. Although, embryos lack most, if not all, the characteristics of personhood, they still have something that can award to them a basic level of moral worth that is integral to their humanity. This thesis argues for the intrinsic moral value of human embryos in virtue of their intrinsic nature. First, I look at the advances of biomedical research and all the possible future benefits of stem cell research. Then, in order to reveal the intrinsic nature of human embryos and consequently human beings, an anthropological theory that takes into account the complexity of human life is required. In search for such an anthropological account a critical appraisal of the thought of John Harris, Mary Warnock and H. Tristram Engelhardt is undertaken. In contrasting the thought of Harris and Warnock, difficulties arising from their understanding of human nature have been seen to be problematic, mainly their inability to distinguish between the terms 'full moral value' and 'intrinsic moral value'. In contrast, Engelhardt being a Christian theologian, proclaims the holistic anthropological theory that is to be found in the Christian traditions. However, he argues that such an anthropological theory is not tenable outside the Christian edifice. I show that contrary to Engelhardt's view, holism can be justified not only theologically but philosophically and scientifically. I suggest that holism better captures the fundamental nature of human beings and hence, can lead us to a more accurate assessment of the moral status of the human embryo. I conclude that the deliberate creation and destruction of human embryos is morally wrong, especially when other alternatives for the continuation of this type of research are widely available.

Abstract:
This thesis employs the Aristotelian concept of equity in acknowledging differences between individuals, which continue despite apparent increases in social uniformity. Differences affecting education are considered in the light of the Warnock Report 'Special Educational Needs', subsequent constructions of educational policy on integration, and polarisation of opinion between those holding the Report to be too radical, and potentially damaging to the education system, and those holding it not radical enough. Part One, 'Introduction', places the Report in an historical context, and in the context of contemporary thought. The Report is not revolutionary, but represents a stage in the evolution of educational theory and practice. Part Two, 'The Handicapped Person in Society', studies related concepts, differentiation and categorisation, with reference to relativistic notions of normality and deviance. Particular attention is given to the relativistic theory that 'handicap' is socially conditioned and hence avoidable, which is criticised and replaced by the thesis that serious handicaps, whilst possibly affected by social conditioning, are not socially created, but objectively real. The concept of a person is examined, and compared to that of an adult. Part Three, 'The Handicapped Person in Education', examines the philosophical debate over the contested concept of education, and then focusses on special education, leading to a review of the special methods and contents used with severely handicapped children, and of the Report's title 'Special Educational Needs'. Part Three closes by exploring the philosophies of integration and comprehensivisation. Part Four, 'Conclusion', links analysis of the principal philosophical issues raised by this study with the putative end of Special Education following the Warnock Report. This contains little that is revolutionary, yet some interpretations, made for non-educational reasons, are held to be potentially damaging to the education of handicapped people. Such interpretations largely arise from the ambiguities of the Report's use of emotive concepts.

Abstract:
An investigation into the effects of the Warnock Report and the associated documentation on the organisation and provision for pupils with special educational needs in the mainstream secondary school. The initial thinking on this piece of research was based on the view that the Warnock Report (1978) can be regarded as not only a milestone in the thinking on special education in this country, but also as a stepping stone in the continuing development of provision for pupils with special educational needs in the mainstream secondary school. The literature survey takes this into account in an analysis which is based on five key themes which have been identified as central to the development of provision. These are: (1) the development of methods to identify and categorise pupils needing extra help (2) the varying arrangements which have been made to meet the needs of such pupils (3) the development of a national network of provision (4) a growing desire and pressure from a variety of sources for an integrated system of provision for pupils with special needs into the mainstream school (5) the widening role of the teacher in the mainstream school to cope with the circumstances outlined above. The second part of this study concentrated on a survey, undertaken in three Local Education Authorities, in the north of England to ascertain the nature and type of developments which had occurred since the publication of the Warnock Report (op cit). This survey was conducted in two phases: (1) a postal survey of some one hundred and seventy mainstream secondary schools (2) in-depth interviews with a number of schools, chosen at random, and with an officer of one of the L.E.A.'s A number of hypotheses, drawn up as a result of the five point analysis outlined above were statistically tested as part of this study. Conclusions based on the findings of the literature survey, the small scale study and the statistical analysis were drawn and recommendations based on these were made.

Abstract:
In 2006, Outcomes Based Education (OBE) was introduced into Grade 10 (as part of the FET band) for the first time. For the Grade 10 History teacher, this new teaching approach implied modified assessment practices, setting new demands and challenges. It brought about an adjusted assessment strategy through which the focus of formal assessment was shifted to an interactive and learner-centred approach of "doing" History rather than "facts" simply being assessed. Whether outcome based assessment (OBA) is executed meaningfully, is determined by the Grade 10 History teacher's ability to develop learning and assessment strategies that can integrate the critical outcomes, the development outcomes, the learning outcomes and the assessment standards meaningfully with the facilitation of the historic content. The overarching aim of this research was to investigate the assessment practices of History teachers in Grade 10. It was undertaken within the framework of an extensive literature study on OBE and OBA as teaching processes - internationally and nationally. In order to determine the assessment practices of Grade 10 History teachers, an empirical investigation was undertaken that was based on both quantitative and qualitative research methods, with a view to: • establish to what extent the Grade 10 History teacher followed the guidelines/ prescriptions of OBA; • determine the Grade 10 History teacher's knowledge, attitudes and skills regarding OBA; • identify deficiencies and problems that prevent the Grade 10 History teacher from implementing OBA effectively; and • design an OBA model for the Grade 10 History teacher. A random sample of schools was drawn nationally. A structured questionnaire was sent to the Grade 10 History teachers of these schools [n = 424], of which a total of 122 was received back. The results were analysed quantitatively and qualitatively and the following are but a few findings of this research: • Most of the teachers were positively inclined towards OBA because it is aimed at developing the entire learner. • Most of the teachers had sufficient knowledge of the assessment documents made available to them, and it was comprehensible. • Most of the teachers were convinced that the training they had received, had not sufficiently empowered them professionally speaking for implementing OBA. • Most of the teachers expressed the need for more support from the Department of Education concerning better in-service training programmes, more support from subject and curriculum advisors and more resources and learning and teaching support material being made available. • Generally speaking, the theoretical knowledge of OBA of most of the teachers was good, but they desired more and longer practice oriented in-service training in specific aspects regarding OBA. Based on the results proceeding from the research, recommendations were made in order to promote the practical implementation of OBA in schools. A holistic OBE quality model for teaching History was also designed that will empower the History teacher to implement OBA effectively to then especially complement the critical outcomes.

Abstract:
A study of the importance, elements and techniques of architectural contextualism. Contextual architecture is here defined as architecture that creates relationships with its specific site or its broader physical or visual environment. This study posits the comprehensive definition of architectural contextualism on multiple levels: denotatively, connotatively, historically, philosophically, and in its aspects of critical regionalism. American architects adept at the practice of architectural contextualism during the mid-twentieth century offer principles and techniques. These architects are John Carl Warnecke, E. Fay Jones, and George White and others. This research has yielded the systematic, comprehensive definition of contextualism, a set of metrics which can be used as a basis of design and aid in the evaluation of the degree to which a building or set of buildings and their landscape are contextually congruent.
