This chapter aims to reflect on the past and present move of OM from manufacturing to service through analysis of key OM journals and recognition of practice before considering in more depth the future of OM in terms of the ‘fit’ for public services. It offers an analysis of ‘lean’ in public services. A philosophy and methodology much hailed as way to manage operations effectively. The review will present the prespective that uncritically applying manufacturing ideas to public service is flawed. It argues that adapting OM to the public service environment whilst, learning from existing thinking, should also recognise themselves as services, with the distinctive service operations management logic and managerial challenges that this implies. In conclusion, the chapter will state that managing operations across all sectors in the future should draw on a range of disciplines, theory and concepts.

The decade after the Restoration saw the publication of several important works and collections of verse. Samuel Butler’s mock-heroic Hudibras satirized the civil war conflict, and although Abraham Cowley’s reputation was at its height, he lamented in his Pindaric odes the lack of reward and recognition for his hardships in the service of the royal family in exile. Katherine Philips’s poems were printed without her consent, and she was preparing an authorized edition when she died from smallpox. John Milton published his epic poem Paradise Lost in 1667, divided in 1674 to form twelve books, followed by Paradise Regain’d and Samson Agonistes in 1671.

This chapter reflects on developments in maritime arbitration in Singapore, highlighting its distinctive features via a comparison with London, the shipping world’s preferred arbitration centre. In Singapore, the Arbitration Act (Cap 10, 2002 Rev Ed) governs domestic arbitration whereas the International Arbitration Act (Cap 143A, 2002 Rev Ed) (the ‘IAA’) governs international arbitration. The IAA gives the force of law to the UNCITRAL Model Law 1985 and the New York Convention on the Reciprocal Recognition and Enforcement of Foreign Arbitral Awards. Singapore offers the possibility to arbitrate under the institutional rules of either the Singapore Chamber of Maritime Arbitration (SCMA) or the Singapore International Arbitration Centre (SIAC). The SIAC provides institutional services, including the appointment of arbitrators. The SCMA was in recent years taken outside the structure of the SIAC to provide a service more comparable to that provided by the London Maritime Arbitrators Association (LMAA).

Abstract The value chain (VC) system is a key way to address important sanitation technological and institutional gaps in production and service delivery and could constitute a natural platform for development actions and also serve as a market systems approach to improve access to safely-managed sanitation. It has been suggested that sanitation could boost local and national economies and global interconnections with a growing recognition that the private sector can play a bigger role in delivering the Sustainable Development Goal for sanitation, and help businesses understand value-added and product opportunities. This book proposes a pathway towards re-thinking the sanitation value chain (SVC) and suggests that it should cover all processes, activities and products of enterprises/actors in the sanitation supply chain that provide value-added services within each stage. Following the Regenerative Sanitation Principles, this book presents a new perspective to the SVC known as the ‘integrated functional sanitation value chain’ (IFSVC) to address operational functions within sanitation systems in combination with sanitation enterprises, operators and external actors that support the growth of the sanitation economy. The underlying premise of this book is that the IFSVC represents a new perspective that would have major social, environmental and economic implications for local, national, regional and global sanitation service delivery. It is hoped that researchers, business leaders, entrepreneurs, government officials and funders will find this book valuable, and be inspired and enabled to carry sanitation work forward in their own spheres of operation. The book gives several examples of encouraging developments, particularly in technical and business model innovation. This book describes the new Poverty-Aware Paradigm (PAP), which was developed in Israel through intense involvement with the field of social work in various initiatives. The paradigm was adopted in 2014 by the Israeli Ministry of Welfare and Social Services as a leading paradigm for social workers in social services departments. The book draws from the rich experience of the implementation of the PAP in practice and connects examples of practice to theoretical ideas from radical/critical social work, critical poverty knowledge, and psychoanalysis. The PAP addresses poverty as a violation of human rights and emphasizes people’s ongoing efforts to resist poverty. In order to recognize these sometimes minor acts of resistance and advance their impact, social workers should establish close relationship with service users and stand by them. The book proposes combining relationship-based practice and rights-based practice as a means of bridging the gap between the emotional and material needs of service users. In addition to introducing the main concepts of the PAP, the book also contributes to the debate between conservative and cultural theories of poverty and structural theories, emphasizing the impact of a critical framework on this debate. The book consists of four parts. The first, “Transformation”, addresses the transformational nature of the paradigm. The second, “Recognition”, is based on current psychoanalytic developments and “translates” them into social work practice in order to deepen our understanding of relationship-based practice. The third, “Rights”, describes rights-based practice. The fourth, “Solidarity”, presents various ways in which solidarity might shape social workers’ practice. The book seeks to reaffirm social work’s core commitment to combating poverty and furthering social justice and to offer a solid theoretical conceptualization that is also eminently practical.

While the serving of a spirit ration to the sailors of the Royal Navy had long been a custom, in the climate of Edwardian Britain it was no longer one that commanded universal public support. The temperance movement was a strong political force and a major source of pressure for reform. Equally, within the Navy there was widespread recognition that the rum ration was a barrier to optimal crew efficiency, caused drunkenness and indiscipline, and would be a significant handicap in a war with Germany. Accordingly, once appointed First Lord of the Admiralty, Churchill sought to encourage temperance by increasing the allowance to those who chose to forgo the spirit ration. The cost of this was prohibitive and Churchill was forced to consider other less expensive measures, one of which was introduced on the eve of war in 1914.

In 1953 Dag Hammarskjöld became the second Secretary-General of the United Nations—the highest international civil servant. Before his mission was cut short by a 1961 plane crash in then Northern Rhodesia (today Zambia), he used his office to act on the basis of anti-hegemonic values, including solidarity and recognition of otherness. The dubious circumstances of Hammarskjöld’s death have received much attention, including a new official investigation (which is summarized in a chapter), but have perhaps overshadowed his diplomatic legacy—one that has often been hotly contested. This book summarizes Hammarskjöld’s personal background and the normative frameworks of the United Nations. He then explores the years of African decolonization during which Hammarskjöld was in office, investigating the scope and limits of his influence within the context of global governance during the Cold War. It paints a picture of a man with strong guiding principles, but limited room for maneuver, colliding with the essential interests of the big powers as the ‘wind of change’ blew over the African continent. The book is a critical contribution to the study of international politics and the role of the UN in the African decolonization processes during the Cold War. It is also exploring the role of individuals in leadership positions of the international civil service and by doing so is a tribute to the achievements of a cosmopolitan Swede.

The British Empire has been through several phases of ideological grace and disgrace. When it folded during the post–Second World War period there was widespread public awareness of terrible atrocities and great harm caused by the British in their former colonial territories. Pride in the past achievements of Empire, however, has re-emerged today alongside continuing recognition of its evils, perhaps serving to inoculate against really searching criticism and the virus of oppositional discourse to the typical operations of geopolitical power under neoliberal conditions. These matters raise serious issues to do with memorialization in public heritage.

The late Iraj Afshar was an erudite and illustrious scholar, gifted with encyclopaedic breadth of knowledge. His demise was a palpable loss to Islamic heritage scholarship. In recognition of his grand stature, Al-Furqān Islamic Heritage Foundation humbly dedicates this tribute in the form of an in-memoriam text, a publication serving as a reminder of his weighty contributions in the service of our civilisation, and his unique position in contemporary history—one worthy of praise, eulogy, and commendation. The late Iraj Afshar—God’s Mercy upon him—was a rare scholar within a distinguished and learned company of scientists in the modern Islamic world. He was renowned as a historian, cataloguer, and expert in Persian manuscripts. He was also a biographer, author, and man of letters. In the discipline of Iranian studies, he is recognised as a credible and abundant source, well-respected in many Western and Islamic circles. This book is a compilation of articles and studies written in Arabic, Persian, and English, authored by a number of his devotees and those recognising his favour. These works address the life and practice of the erudite, eminent scholar and historian, the late Iraj Afshar, as well as the science of codicology. Within this book, the reader will find this renowned scholar’s bibliography, and select photographs, capturing distinct moments of his life.

The book is devoted to the research and development of methods for combining computational structures for reconfigurable signature-based information protection tools for computer systems and networks in order to increase their efficiency. Network security tools based, among others, on such AI-based approaches as deep neural networking, despite the great progress shown in recent years, still suffer from nonzero recognition error probability. Even a low probability of such an error in a critical infrastructure can be disastrous. Therefore, signature-based recognition methods with their theoretically exact matching feature are still relevant when creating information security systems such as network intrusion detection systems, antivirus, anti-spam, and wormcontainment systems. The real time multi-pattern string matching task has been a major performance bottleneck in such systems. To speed up the recognition process, developers use a reconfigurable hardware platform based on FPGA devices. Such platform provides almost software flexibility and near-ASIC performance. The most important component of a signature-based information security system in terms of efficiency is the recognition module, in which the multipattern matching task is directly solved. It must not only check each byte of input data at speeds of tens and hundreds of gigabits/sec against hundreds of thousand or even millions patterns of signature database, but also change its structure every time a new signature appears or the operating conditions of the protected system change. As a result of the analysis of numerous examples of the development of reconfigurable information security systems, three most promising approaches to the construction of hardware circuits of recognition modules were identified, namely, content-addressable memory based on digital comparators, Bloom filter and Aho–Corasick finite automata. A method for fast quantification of components of recognition module and the entire system was proposed. The method makes it possible to exclude resource-intensive procedures for synthesizing digital circuits on FPGAs when building complex reconfigurable information security systems and their components. To improve the efficiency of the systems under study, structural-level combinational methods are proposed, which allow combining into single recognition device several matching schemes built on different approaches and their modifications, in such a way that their advantages are enhanced and disadvantages are eliminated. In order to achieve the maximum efficiency of combining methods, optimization methods are used. The methods of: parallel combining, sequential cascading and vertical junction have been formulated and investigated. The principle of multi-level combining of combining methods is also considered and researched. Algorithms for the implementation of the proposed combining methods have been developed. Software has been created that allows to conduct experiments with the developed methods and tools. Quantitative estimates are obtained for increasing the efficiency of constructing recognition modules as a result of using combination methods. The issue of optimization of reconfigurable devices presented in hardware description languages is considered. A modification of the method of affine transformations, which allows parallelizing such cycles that cannot be optimized by other methods, was presented. In order to facilitate the practical application of the developed methods and tools, a web service using high-performance computer technologies of grid and cloud computing was considered. This chapter addresses the key issues involved in challenging and enforcing international arbitral awards in New York. First, it looks at the procedural issues that a party must consider when seeking to challenge or enforce an international arbitral award in New York. These include, among other things, the form, timing, and service of the application, and the satisfaction of subject-matter jurisdiction, personal jurisdiction, and venue requirements. Second, this chapter examines the substantive grounds available to a party that seeks to vacate, or resist recognition and enforcement of, an international arbitral award in New York. Depending on the circumstances, including the jurisdiction in which the award was made and the terms of the parties’ arbitration agreement, these grounds may be those set forth in the FAA, the New York Convention, and the CPLR.

Substance use disorders are frequently comorbid with mood, anxiety, and psychotic disorders, and they commonly present in tandem in both primary care and psychiatric settings. Unfortunately, in the past, individuals with co-occurring substance use and mental health disorders would receive treatment in community mental health clinics only after their substance use disorder was “stabilized.” There has been increasing recognition that integrated treatment is necessary for these individuals to fully succeed and achieve recovery. This chapter uses a common presentation to illustrate up-to-date screening and treatment recommendations. Motivational interviewing, contingency management, cognitive–behavioral therapy, and medication-assisted treatment are explored. A discussion of the continuum of community-based services and systems challenges follows.

World Literature for the Wretched of the Earth recovers an alternative strain of anticolonialism that does not seek national sovereignty, authority, and political recognition, but advocates instead inexpertise, unknowing, unintelligibility, and collective unrecognizability. Early twentieth-century anticolonial thinkers endeavored to imagine a world emancipated from colonial rule, but it was a world they knew they would likely not live to see. Written in exile, in abjection, or in the face of death, anticolonial thought could not afford to base its politics on the hope of eventual success. This book shows how anticolonial thinkers theorized inconsequential practices of egalitarianism in the service of impossibility: a world without colonialism. To trace this impossible political theory, this book foregrounds anticolonial theories of reading and critique in the writing of four thinkers, Lala Har Dayal, B. R. Ambedkar, M. K. Gandhi, and Bhagat Singh. These activists theorized reading not as a way to cultivate mastery and expertise, but as a way of rather to disavow mastery and expertise altogether. Reading was antiauthoritarian precisely because it urged readers to refuse authorship and, relatedly, authority. To become or remain a reader, and divest oneself of authorial claims, was to challenge the logic of the British Empire and European fascism, which prized self-mastery, authority, and sovereignty. Bringing together the histories of comparative literature and anticolonial thought, Elam demonstrates how these early twentieth-century theories of reading force us to reconsider the commitments of humanistic critique and egalitarian politics.

This chapter explores the uneven reception of Fraenkel’s classic across space and time, with particular reference to the book’s very different fortunes in the United States and postwar Germany. I account in detail for the international recognition bestowed on Fraenkel in the early 1940s, and its subsequent status as an obligatory footnote—a marginalized classic that few had read and even fewer understood. I also explain why The Dual State failed to make inroads in Germany until the early 1970s, when the first German edition was published. I weave into the analysis elements of an intellectual biography, charting Fraenkel’s career, inter alia, in the U.S. Foreign Economic Administration, which operated under the auspices of the Office of Strategic Services (OSS); as a U.S. legal adviser in the international territorial administration of Korea; and as reluctant doyen of political science in postwar Germany.

This chapter details the life and career of Denise Levertov from 1962 to 1967. The 1960s was an auspicious time to be a poet. Poetry magazines, publishing houses, poetry readings, and writer-in-residence programs at colleges and universities proliferated, allowing for greater exposure for poets, especially for women, who previously had little opportunity for recognition of their talent. Levertov benefited from these circumstances. She was in demand as a poet, and in 1962, was granted a coveted Gugenheim Fellowship. In addition to its prestige, the accompanying monetary award allowed her some luxuries: a new washing machine, dryer, and dishwasher. Each made domestic life simpler. In 1963, with Gugenheim support ended, Levertov contributed to the family's finances through her poetry readings by working as poetry editor for the Nation, staying until early 1965, and by serving as a consultant first for Wesleyan University Press and a year later for W. W. Norton. Levertov also engaged in antiwar activities.

Palliative medicine was first recognized as a specialist field in the United Kingdom in 1987. One hundred years earlier, the London-based doctor William Munk had published a treatise on ‘easeful death’ that mapped out the principles of practical, spiritual, and medical support at the end of life. In the intervening years a major process of development took place, which led to innovative services, new approaches to the study and relief of pain and other distressing symptoms, a growing interest in ‘holistic’ care for those with advanced disease, and a desire to gain more recognition for end-of-life care. This book traces the history of palliative medicine, from its nineteenth-century origins, to its modern practice around the world today. It takes in the changing meaning of ‘euthanasia’; assesses the role of religious and philanthropic organizations in the creation of homes for the dying; and explores how twentieth-century doctors created a special focus on the care of those for whom cure or recovery is not possible. To Comfort Always traces the rise of clinical studies, academic programmes, and international collaborations to promote palliative care. It examines the continuing need to provide evidence in support of development and assesses the dilemmas of unequal access to services and pain-relieving drugs, as well as the periodic accusations of creeping medicalization within the field. The first history of its kind, it concludes with some reflections on the achievements of palliative medicine to date and the challenges that remain.

The 6th edition of the textbook Ellestad’s Stress Testing: Principles and Practice was written for the new and veteran clinician alike performing stress testing. Thoroughly updated, referenced and interspersed with case examples, the book reviews how to get the most out exercise testing, without and with ancillary imaging. In addition to evaluation of ST segment depression, other powerful tools to detect ischemia and forecast the future are reviewed to increase the diagnostic accuracy and prognostic ability of exercise testing. The recognition and significance of exercise induced arrhythmias and conduction defects are examined. When to convert to pharmacologic stress or add ancillary imaging, including myocardial perfusion imaging, echocardiography, coronary calcium scoring, and magnetic reference imaging are reviewed. The use of stress testing in the management of obstructive and non-obstructive coronary artery disease (CAD), heart failure, cardiac rehabilitation, peripheral vascular disease, congenital heart and other cardiovascular diseases (CVD) is examined. Options to optimize the diagnostic capabilities of exercise and other diagnostic testing for women are highlighted. Strategic use of exercise testing in the face of a decreasing burden of CAD in the developed world, as well as the opportunity to rely on exercise testing as the first test to evaluate CVD in the developing world, are reviewed. The fundamentals of exercise physiology and myocardial ischemia that serve as the foundation for exercise testing in health and disease are explained.

These Guidelines are one of the results of the four-year research project “Open Online Learning for Digital and Networked Society” (2017-2021). The project objective was to enable university teachers to design open and online learning through open and online learning curriculum and environment applying learning analytics as a metacognitive tool and creating open and online learning assessment and recognition practices, responding to the needs of digital and networked society. The research of the project resulted in 10 scientific publications and 2 studies prepared by Vytautas Magnus university Institute of Innovative Studies research team in collaboration with their international research partners from Germany, Spain and Portugal. The final stage of the research attempted creating open and online learning assessment and recognition practices, responding to the learner needs in contemporary digital and networked society. The need for open learning recognition has been increasing during the recent decade while the developments of open learning related to the Covid 19 pandemics have dramatically increased the need for systematic and high-quality assessment and recognition of learning acquired online. The given time also relates to the increased need to offer micro-credentials to learners, as well as a rising need for universities to prepare for micro-credentialization and issue new digital credentials to learners who are regular students, as well as adult learners joining for single courses. The increased need of all labour - market participants for frequent and fast renewal of competences requires a well working and easy to use system of open learning assessment and recognition. For learners, it is critical that the micro-credentials are well linked to national and European qualification frameworks, as well as European digital credential infrastructures (e.g., Europass and similar). For employers, it is important to receive requested quality information that is encrypted in the metadata of the credential. While for universities, there is the need to properly prepare institutional digital infrastructure, organizational procedures, descriptions of open learning opportunities and virtual learning environments to share, import and export the meta-data easily and seamlessly through European Digital Hub service infrastructures, as well as ensure that academic and administrative staff has digital competencies to design, issue and recognise open learning through digital and micro-credentials. The first chapter of the Guidelines provides a background view of the European Qualification Framework and National Qualification frameworks for the further system of gaining, stacking and modelling further qualifications through open online learning. The second chapter suggests the review of current European policy papers and consultations on the establishment of micro-credentials in European higher education. The findings of the report of micro-credentials higher education consultation group “European Approach to Micro-credentials” is shortly introduced, as well as important policy discussions taking place. Responding to the Rome Bologna Comunique 2020, where the ministers responsible for higher education agreed to support lifelong learning through issuing micro-credentials, a joint endeavour of DG Employment, Social Affairs and Inclusion and DG Research and Innovation resulted in one of the most important political documents highlighting the potential of micro-credentials towards economic, social and education innovations. The consultation group of experts from the Member States defined the approach to micro-credentials to facilitate their validation, recognition and portability, as well as to foster a larger uptake to support individual learning in any subject area and at any stage of life or career. The Consultation Group also suggested further urgent topics to be discussed, including the storage, data exchange, portability, and data standards of micro-credentials and proposed EU Standard of constitutive elements of micro-credentials. The third chapter is devoted to the institutional readiness to issue and to recognize digital and micro-credentials. Universities need strategic decisions and procedures ready to be enacted for assessment of open learning and issuing micro-credentials. The administrative and academic staff needs to be aware and confident to follow these procedures while keeping the quality assurance procedures in place, as well. The process needs to include increasing teacher awareness in the processes of open learning assessment and the role of micro-credentials for the competitiveness of lifelong learners in general. When the strategic documents and procedures to assess open learning are in place and the staff is ready and well aware of the processes, the description of the courses and the virtual learning environment needs to be prepared to provide the necessary metadata for the assessment of open learning and issuing of micro-credentials. Different innovation-driven projects offer solutions: OEPass developed a pilot Learning Passport, based on European Diploma Supplement, MicroHE developed a portal Credentify for displaying, verifying and sharing micro-credential data. Credentify platform is using Blockchain technology and is developed to comply with European Qualifications Framework. Institutions, willing to join Credentify platform, should make strategic discussions to apply micro-credential metadata standards. The ECCOE project building on outcomes of OEPass and MicroHE offers an all-encompassing set of quality descriptors for credentials and the descriptions of learning opportunities in higher education. The third chapter also describes the requirements for university structures to interact with the Europass digital credentials infrastructure. In 2020, European Commission launched a new Europass platform with Digital Credential Infrastructure in place. Higher education institutions issuing micro-credentials linked to Europass digital credentials infrastructure may offer added value for the learners and can increase reliability and fraud-resistant information for the employers. However, before using Europass Digital Credentials, universities should fulfil the necessary preconditions that include obtaining a qualified electronic seal, installing additional software and preparing the necessary data templates. Moreover, the virtual learning environment needs to be prepared to export learning outcomes to a digital credential, maintaining and securing learner authentication. Open learning opportunity descriptions also need to be adjusted to transfer and match information for the credential meta-data. The Fourth chapter illustrates how digital badges as a type of micro-credentials in open online learning assessment may be used in higher education to create added value for the learners and employers. An adequately provided metadata allows using digital badges as a valuable tool for recognition in all learning settings, including formal, non-formal and informal.
