Abstract:
Purpose. The demand for cancer care has increased among aging North American populations as cancer treatment innovations have proliferated. Gaps between supply and demand may be growing. This study examined whether socioeconomic status has a differential effect on waits for surgical and adjuvant radiation treatment (RT) of breast cancer in Canada and the US. Methods. Ontario and California cancer registries provided 929 and 984 breast cancer cases diagnosed between 1998 and 2000 in diverse urban and rural places. Residence-based socioeconomic data were taken from censuses. Cancer care variables were reliably abstracted from health records: stage, receipt of surgery and RT, and waits from diagnosis to initial and initial to adjuvant treatment. Median waits were compared within- and between-country with the non-parametric Mann-Whitney U-test. Categorically long, age-adjusted wait comparisons used the Mantel-Haenszel chi-square test. Results. There were significant associations between lower socioeconomic status and longer surgical waits, lower access to adjuvant RT and to longer RT waits across diverse places in California. None were observed in Ontario. The two cohorts did not practically differ on access to surgery or on surgical waits. Compared with their counterparts in California, low-income Ontarians, particularly those in small urban places, gained greater access to RT, while high-income Americans had shorter waits for RT. Conclusions. This historical study contextualized Canada’s “waiting-list problems” with evidence on breast cancer care, where lower income Americans seemed to have waited as long as similar Canadians. Many more low-income Americans seemed to experience the longest wait of all for adjuvant care. They simply did not receive it. In contrast to stark American socioeconomic inequity, this study evidenced remarkable equity in Canadian breast cancer care.

Abstract:
Mutual exclusion is one of the mechanisms that can be used to solve concurrency problems in the operating system. In the operating system, there are resources that cannot be shared at the same time, such as printers. These kinds of resources are called critical resources. Programs that use critical resources are called entering critical regions/sections. Programmers cannot rely on the operating system to understand and enforce these limits. The mutual exclusion settlement process was submitted by several experts. One of them is Lamport with a method known as Lamport's Bakery Algorithm. The work process of Lamport's Bakery Algorithm starts from the buyer entering the store and receiving the sequence number. If there is a waiter who is idle (not being / will serve other buyers), then the buyer directly asks for service from the waiter. If not, then the buyer sits in the buyer's waiting area and waits until his turn. Shoppers who have finished being served out of the store and waiters who are idle serve the lowest numbered buyers who are waiting at the waiting place of the buyer

Abstract:
In spite of section 1(2) of the 1989 Children Act,* the time taken to conclude care proceedings has been getting longer year on year since the Act's implementation. The average length of proceedings in 2001 was about 47 weeks and a significant number of children are having to wait over two years for a court decision. Chris Beckett and Bridget McKeigue looked at a small group of cases where children have waited for over two years. In this article they examine the consequences for the children of this long wait in immediate terms, such as number of placement moves and assessments experienced, and in the long term as a result of reduced options and possible psychological harm. They then consider the possible causes of these long waits, identifying a number of factors but focusing in particular on the long and repetitive assessment process that seems to have typically taken place.

Abstract:
Abstract A core performance target for the English National Health Service (NHS) concerns waiting times at Emergency Departments (EDs), with the aim of minimising long waits. We investigate the drivers of long waits. We analyse weekly data for all major EDs in England from April 2011 to March 2016. A Poisson model with ED fixed effects is used to explore the impact on long (> 4 h) waits of variations in demand (population need and patient case-mix) and supply (emergency physicians, introduction of a Minor Injury Unit (MIU), inpatient bed occupancy, delayed discharges and long-term care). We assess overall ED waits and waits on a trolley (gurney) before admission. We also investigate variation in performance among EDs. The rate of long overall waits is higher in EDs serving older patients (4.2%), where a higher proportion of attendees leave without being treated (15.1%), in EDs with a higher death rate (3.3%) and in those located in hospitals with greater bed occupancy (1.5%). These factors are also significantly associated with higher rates of long trolley waits. The introduction of a co-located MIU is significantly and positively associated with long overall waits, but not with trolley waits. There is substantial variation in waits among EDs that cannot be explained by observed demand and supply characteristics. The drivers of long waits are only partially understood but addressing them is likely to require a multi-faceted approach. EDs with high rates of unexplained long waits would repay further investigation to ascertain how they might improve.

Abstract:
Smartphones, with their “pervasive presence” in contact with our bodies, have come to act as sensory prosthetics that mediate our experience of the city. They activate new possibilities of navigating the urban, such that we can find exactly what we want, rather than what has been placed before us. This article argues that smartphone technologies produce a more fluid engagement with urban space: where space is not so much “given” as “enacted.” In this context, notions of “legibility” take on new algorithmic and virtual forms. Thus, according to Hamilton and colleagues, where “the legible city waited to be read, the transparent city of data waits to be accessed.” Here, stable features dissolve as urban space becomes increasingly fluid and contingent, no longer limited by static patterns of inhabitation. Instead, how we move and where we move shift in accordance with the kinds of urban resources being activated at any given location, at any given moment, and in conjunction with the shifting vicissitudes of the crowd. In this context, the virtual (in its technological definition of cyber-enabled or -enacted space) mediates and activates the virtual (in its philosophical definition pertaining to the capacities of an entity that may or may not be manifested depending on context). The article considers the implications of this novel spatial mediation using an ontological perspective informed by complex adaptive systems theory, which considers forms and objects not as absolutes but rather as contingent entities activated through interactions.

Abstract:
Background The purpose of this study was to assess the impact of surgical delays on short- and long-term survival among colon cancer patients. Methods Adult patients undergoing surgery for stage I, II, or III colon cancer were identified from the National Cancer Database (2010-2016). After categorization by wait times from diagnosis to surgery (<1 week, 1-3 weeks, 3-6 weeks, 6-9 weeks, 9-12 weeks, and >12 weeks), 30-day mortality, 90-day mortality, and 5-year overall survival were compared between patients both overall and after stratification by pathological disease stage. Results Among 187 394 colon cancer patients, 24.2% waited <1 week, 30.5% waited 1-3 weeks, 29.0% waited 3-6 weeks, 9.7% waited 6-9 weeks, 3.3% waited 9-12 weeks, and 3.3% waited >12 weeks for surgery. Patients undergoing surgery 3-6 weeks after colon cancer diagnosis exhibited the best 30-day mortality (1.3%), 90-day mortality (2.3%), and 5-year overall survival (71.8%) ( P < .001 for all). After risk-adjusting for confounders, all wait times beyond 6 weeks were associated with worse 5-year overall survival (6-9 weeks: HR 1.10, 95% CI 1.06-1.15; 9-12 weeks: HR 1.25, 95% CI 1.18-1.33; >12 weeks: HR 1.43, 95% CI 1.35-1.52; P < .001 for all). Subgroup analysis after stratification by disease stage demonstrated that patients with stage III colon cancer were able to wait up to 9 weeks before exhibiting worse 5-year overall survival, compared to 6 weeks for patients with stage I or II disease. Conclusions Colon cancer patients should undergo surgery 3-6 weeks after diagnosis, as all surgical delays beyond 6 weeks were associated with worse 30-day mortality, 90-day mortality, and 5-year overall survival.

Abstract:
Abstract Surgical resection is standard of care for patients with lesions concerning for high-grade glioma on MRI scan. There is no consensus on the urgency of the procedure for patients with good clinical performance status. Treatment history and functional outcomes were collected retrospectively from the electronic medical record for 105 consecutive patients with newly diagnosed WHO Grade IV gliomas who underwent surgical resection at the University of California, San Francisco in 2014 and 2015 (41% female, average age = 61.25). Median preoperative KPS score was 80. Median wait time to surgery was 11 days after the initial MRI scan (range: 0–213 days). Mean tumor volume at the time of initial MRI scan was 29.0 cm3 (SD = 26.1 cm3), which did not significantly differ from the mean pre-operative tumor volume of 31.2 cm3 (SD = 27.3 cm3). In this retrospective cohort, patients with larger glioblastomas were taken to surgery more quickly. Patients who presented to the emergency room were more likely to wait less than 7 days (p &lt; 0.001). Patients who waited less than 7 days had a larger initial and pre-operative tumor volume compared to patients who waited between 7–21 days and patients who waited over 21 days (p=&lt; 0.001, p=&lt; 0.001). Tumor growth occurred in 10% of patients who waited one week or less, 26% of patients who waited one to three weeks, and 55% of patients who waited over 3 weeks. Overall survival was not significantly affected by wait time until tumor resection (p=0.52). Additionally, Tumor growth was not associated with postoperative outcomes including postoperative KPS score, postoperative deficits, 3-month follow up KPS score, overall survival, and survival after surgery. In conclusion, longer wait time to surgery does not impact overall survival, pre-, and post-operative KPS, but the tumor is likely to grow in the interim.

Abstract:
For positive integersnandqand a monotone graph property$\mathcal{A}$, we consider the two-player, perfect information game WC(n,q,$\mathcal{A}$), which is defined as follows. The game proceeds in rounds. In each round, the first player, called Waiter, offers the second player, called Client,q+ 1 edges of the complete graphKnwhich have not been offered previously. Client then chooses one of these edges which he keeps and the remainingqedges go back to Waiter. If, at the end of the game, the graph which consists of the edges chosen by Client satisfies the property$\mathcal{A}$, then Waiter is declared the winner; otherwise Client wins the game. In this paper we study such games (also known as Picker–Chooser games) for a variety of natural graph-theoretic parameters, such as the size of a largest component or the length of a longest cycle. In particular, we describe a phase transition type phenomenon which occurs when the parameterqis close tonand is reminiscent of phase transition phenomena in random graphs. Namely, we prove that ifq⩾ (1 + ϵ)n, then Client can avoid components of ordercϵ−2lnnfor some absolute constantc> 0, whereas forq⩽ (1 − ϵ)n, Waiter can force a giant, linearly sized component in Client's graph. In the second part of the paper, we prove that Waiter can force Client's graph to be pancyclic for everyq⩽cn, wherec> 0 is an appropriate constant. Note that this behaviour is in stark contrast to the threshold for pancyclicity and Hamiltonicity of random graphs.

Background : Glucose examination, can use whole blood, serum, and urine samples. Serum was obtained from blood which was awaited to freezing first and then centrifuged at 3000 rpm for 15 minutes. However, the reality in the employment to shorten the time, blood is often centrifuged immediatelly without waiting for the blood to freezing. Purpose : To determine whether there is differences in serum glucose levels from the blood that is immediately centrifuged and waited for freezing before centrifuge. Methods :This research is an analytical research using cross sectional approach. The research sample was taken from 30 students of Medical Laboratory Technology, Poltekkes Palembang. Result :The data obtained were analyzed statistically by using the test t dependet we got the average serum glucose level from blood that is immediately centrifuge was 83,80 mg/dL. The average serum glucose from blood waited for freezing before centrifuge was 76,50 mg/dL. Obtained result P value = 0,000012 means p<0,05. Conclusion : There is statistically meaningful differences beetwen serum glucose levels from the blood that is immediately centrifuge and waited for freezing before centrifuge. Suggestion :it is recommended for laboratory technology should be examined against blood that has waited for freezing before centrifuge, because blood that is immediately centrifuge can increase glucose levels so that the result examination increase falsely.

Abstract:
Waiting is an under-explored area of social stratification and domination. Lower-income Americans frequently endure long waits, including waits to secure social welfare benefits, and these waits may serve the purpose of instilling in clients the need for compliance. Using qualitative interview data, this paper explores how low and moderate-income women in a US state understand their waits for public benefits; how those understanding shape their responses to the wait; and what those responses tell us about waiting as a form of social control as it is negotiated between the parties. Despite describing the process of obtaining benefits as one of “waiting it out,” women ascribe different meanings to their waits and take action based upon their assessments of the cause of the delay, the complexity of the situation, and past experiences with public bureaucracies. These approaches allow women to assert some control over a situation in which so much is out of one’s control.

Abstract:
Background: Nonmelanoma skin cancer (NMSC) affects many Canadians. Although morbidity and mortality are rare, the burden to patients and the health-care system is significant. This study aims to evaluate current plastic surgery wait times and care pathways for patients with NMSC in Southwestern Ontario. Methods: A retrospective chart review of 225 patients treated in Ontario from 2015 to 2018 was conducted. Inclusion criteria included patients with an NMSC managed with surgical excision. Referral information was compared. Primary outcomes were wait times: from referral to consultation, referral to excision, and consultation to excision. Data were analyzed using Student t test with equal variance. Results: One-hundred forty-three patients were included from the academic cohort and 82 from the community cohort. Referrals to academic and community surgeons included lesion location (90% and 97.6%, respectively), but less frequently included size (18% and 29.2%, respectively). Most referrals to academic surgeons included biopsy results (78.6%), as opposed to community referrals (25.6%). Patients in the academic cohort waited 15.3 ± 12.7 weeks from referral to consultation, and 15.7 ± 13 weeks from referral to excision. Patients from the community cohort waited significantly shorter periods of 4.9 ± 3.1 ( P < .001) and 11.7 ± 9.9 weeks ( P = .016), respectively. However, patients of the academic cohort waited 2.4 ± 7.1 weeks from consultation to excision, while patients in the community cohort waited 6.7 ± 9.6 weeks ( P < .001). Rates of negative peripheral margins on pathology were similar between groups, at 89.5% of the academic cohort and 88.9% of the community cohort. Deep margins were positive 5.7% of the time at the academic sites and 6.2% of the time in the community. Conclusions: Patients referred to academic centres waited significantly longer periods of time in several parameters compared to those referred to a community surgeon. However, academic surgeons often had expedited consultation-to-excision time frame. This study provides important data for future quality improvement initiatives in NMSC care.

Abstract:
Originally, motion planning was concerned with problems such as how to move an object from a start to a goal position without hitting anything. Later, it has extended with complications such as kinematics, dynamics, uncertainties, and also with some optimality purpose such as minimum-time, minimum-energy planning. The paper presents a time-optimal approach for robotic manipulators. A special area of motion planning is the waiter motion problem, in which a tablet is moved from one place to another as fastas possible, avoiding the slip of the object that is placed upon it. The presented method uses the direct transcription approach for the waiter problem, which means a optimization problem is formed in order to obtain a time-optimal control for the robot. Problem formulation is extended with a non-convex jerk constraints to avoid unwanted oscillations during the motion. The possible local and global solver approaches for the presented formulation are discussed, and the waiter motion problem is validated by real-life experimental results with a 6-DoF robotic arm.

Abstract:
Self-control emerges in a rich sociocultural context. Do group norms around self-control influence the degree to which children use it? We tested this possibility by assigning 3- to 5-year-old children to a group and manipulating their beliefs about in-group and out-group behavior on the classic marshmallow task. Across two experiments, children waited longer for two marshmallows when they believed that their in-group waited and their out-group did not, compared with children who believed that their in-group did not wait and their out-group did. Group behavior influenced children to wait more, not less, as indicated by comparisons with children in a control condition who were assigned to a group but received no information about either groups’ delay behavior (Experiment 1). Children also subsequently valued delaying gratification more if their in-group waited and their out-group did not (Experiment 2). Childhood self-control behavior and related developmental outcomes may be shaped by group norms around self-control, which may be an optimal target for interventions.

Abstract:
The ionospheric D-region affects propagation of electromagnetic waves including ground-based signals and satellite signals during its intensive disturbances. Consequently, the modeling of electromagnetic propagation in the D-region is important in many technological domains. One of sources of uncertainty in the modeling of the disturbed D-region is the poor knowledge of its parameters in the quiet state at the considered location and time period. We present the Quiet Ionospheric D-Region (QIonDR) model based on data collected in the ionospheric D-region remote sensing by very low/low frequency (VLF/LF) signals and the Long-Wave Propagation Capability (LWPC) numerical model. The QIonDR model provides both Wait’s parameters and the electron density in the D-region area of interest at a given daytime interval. The proposed model consists of two steps. In the first step, Wait’s parameters are modeled during the quiet midday periods as a function of the daily sunspot number, related to the long-term variations during solar cycle, and the seasonal parameter, providing the seasonal variations. In the second step, the output of the first step is used to model Wait’s parameters during the whole daytime. The proposed model is applied to VLF data acquired in Serbia and related to the DHO and ICV signals emitted in Germany and Italy, respectively. As a result, the proposed methodology provides a numerical tool to model the daytime Wait’s parameters over the middle and low latitudes and an analytical expression valid over a part of Europe for midday parameters.

Abstract:
Background Surgical intervention within 48 hours is recommended for hip fractures in the elderly in order to reduce post-operative complications and lower mortality rates. The purpose of this retrospective study is to explore the causes of surgical delays for acute geriatric hip fractures. Methods This is a retrospective cohort study involving a total of 109 consecutive geriatric patients who sustained proximal femur fractures (“hip fractures”), who subsequently underwent definitive fixation. Clinical, demographic, and direct costing data were extracted via a modern system and electronic medical records on a centralized data warehouse. Surgical delays and length of stay were analyzed according to clinical variables. Results The established benchmark of a time-to-surgery of less than 48 hours was respected for 63 (57.8%) patients. Patients on oral anticoagulant (ACO) waited significantly longer, on average 58 hours compared to 44 for non-anticoagulated patients (p = .007). Patients with higher ASA scores waited significantly longer (p = .0018). More importantly, patients treated within 48 hours were discharged significantly earlier, on average after 10 days compared to 16 days for patients who waited more than 48 hours before receiving surgical treatment (p = .003), regardless of the pre-operative waiting time. Conclusion Fewer than 60% of patients received surgery within the 48- hour benchmark after being admitted for an acute hip fracture in a Level-1 trauma centre. Patients with more comorbidities waited longer and stayed longer in the hospital after surgery. Implementing strategic, evidence-based changes should be done using this data to improve care of this vulnerable population.

Abstract:
Abstract Background The high prevalence of psychiatric disorders among resettled refugees necessitates identification of factors that reduce the risk of mental illness. In this 22-year longitudinal cohort study, we assessed whether the length of asylum-decision waiting periods is associated with resettled refugees’ risk of being diagnosed with a psychiatric disorder. Methods We used full-population data from the Danish Civil Registration System to establish a cohort of 46 104 refugees resettled in Denmark during 1995–2016. Hazard ratios (HRs) for first-time psychiatric hospital contact (ICD-10) after residence permit issuance across varying lengths of asylum-decision waiting periods were estimated by cross-linkage with the Danish National Patient Register. Results Long asylum-decision waiting periods were associated with an increased risk of psychiatric disorders. Compared with refugees who waited 0–6 months for their asylum decision, the HRs of any psychiatric diagnosis were 1.22 [95% confidence interval (CI): 1.12–1.33] for those who waited 13–24 months and 1.46 (95% CI: 1.27–1.69) for those who waited 25–71 months. Associations varied across diagnoses and length of follow-up: whereas the risk of nervous disorders increased with longer asylum-decision waiting periods in the follow-ups of 0–2.9, 3–5.9 and 6–11.9 years, the risk of psychotic disorders was associated with longer asylum-decision procedures only in the 0–2.9-year follow-up. Conclusion Resettled refugees who waited longer than 1 year for an asylum decision face an increased risk of psychiatric disorders. Host countries should consider that long asylum-decision waiting periods could lead to mental illness among refugees.

Abstract:
Objectives: To assess and quantify the impact of guarantees on maximum waiting times on clinical decisions to admit patients from waiting lists for orthopaedic surgery. Methods: Before and after comparative study, analysing changes in waiting times distributions between 1997/8 and 2001/2 for waiting list and booked inpatients and day cases admitted for elective treatments in trauma and orthopaedics in English hospitals. Results: The 2001/2 maximum waiting time target of 15 months did change the pattern of admissions for trauma and orthopaedic elective inpatients, with a net increase in admissions in that year, compared with 1997/8 (and over and above the 30,259 (7.6%) overall increase in all admissions) of patients who had waited around 15 months, of 9333. There was little indication that these additional admissions displaced shorter wait patients. In absolute and proportional terms, admissions increased for all waiting time categories except very short waiters – one to two weeks (an absolute fall of 2901 and a relative fall of 6591), and those waiting 40–41 weeks. The latter fall was only 111 patients in absolute terms (or 577 relative to the expected increase), however. The former much larger reduction may be an indication of clinical distortions, but it is unclear why very short wait (presumably more urgent) patients should disproportionately suffer compared with longer wait (presumably less urgent) cases. In addition, there was little indication that more minor cases usurped more major cases: 57% of the increase consisted of knee and hip replacement procedures, for example. Conclusions: While the 2001/2 waiting times target demonstrably changed admission patterns (and was a major contribution to the reduction in long waits), the extent to which this represented significant and clinically relevant distortions is questionable given the lack of widely accepted admission criteria. However, as targets become progressively tougher, there is a need to monitor consultants' concerns more closely.

Abstract:
The magnitude Mw7.8 ‘Kaikōura’ earthquake occurred shortly after midnight on 14 November 2016. This paper presents an overview of the geotechnical impacts on the South Island of New Zealand recorded during the post-event reconnaissance. Despite the large moment magnitude of this earthquake, relatively little liquefaction was observed across the South Island, with the only severe manifestation occurring in the young, loose alluvial deposits in the floodplains of the Wairau and Opaoa Rivers near Blenheim. The spatial extent and volume of liquefaction ejecta across South Island is significantly less than that observed in Christchurch during the 2010-2011 Canterbury Earthquake Sequence, and the impact of its occurrence to the built environment was largely negligible on account of the severe manifestations occurring away from the areas of major development. Large localised lateral displacements occurred in Kaikōura around Lyell Creek. The soft fine-grained material in the upper portions of the soil profile and the free face at the creek channel were responsible for the accumulation of displacement during the ground shaking. These movements had severely impacted the houses which were built close (within the zone of large displacement) to Lyell Creek. The wastewater treatment facility located just north of Kaikōura also suffered tears in the liners of the oxidation ponds and distortions in the aeration system due to ground movements. Ground failures on the Amuri and Emu Plains (within the Waiau Valley) were small considering the large peak accelerations (in excess of 1g) experienced in the area. Minor to moderate lateral spreading and ejecta was observed at some bridge crossings in the area. However, most of the structural damage sustained by the bridges was a result of the inertial loading, and the damage resulting from geotechnical issues were secondary.

Abstract:
‘Emotional Weather Report’ is a song by Tom Waits from his 1975 album, Nighthawks at the Diner. ‘Nighthawk’ is a US colloquial term popularised by its use as the title of Edward Hopper’s 1942 painting ‘Nighthawks’, which depicts a nocturnal scene in a New York diner. The term is used to describe people who habitually seek entertainment or companionship in the night-time hours. Waits refers implicitly to Hopper’s work throughout the song, using metaphorical language to present a first-person account of the emotional state of a nighthawk by drawing on the weather report format. Waits’ language relies on the listener’s specific geographical, meteorological and cultural knowledge to understand his communicative intention. The song prompts the listener to bring different levels of encyclopaedic knowledge to an interpretation, and affords differing levels of understanding without distorting the extended metaphor of ‘weather is Waits’ emotions’. This article explores the advantages of a relevance theoretic approach to the stylistic analysis of lyrics. We discuss how the figurative language in Waits’ lyrics is foregrounded by the listener’s schematic/encyclopaedic knowledge of Waits’ history as a performer, of meteorological phenomena and of American culture. We argue that a comprehensive stylistic analysis of a song necessitates a consideration of numerous factors in addition to linguistic choice, including the presentation of the performer, the genre of music and the performer’s history. Such a consideration is paramount to (a) successful metaphorical mapping for the listener, (b) a full analysis of the text as a cultural artefact for the critic, and (c) the achievement of a cohesive and distinct style for the performer.

Abstract:
Hemingway reproduces the despair and disillusionment of the lost generation after the war in his works, but in “A Clean, Well-Lighted Place” he tries to overcome it without being buried in nihilism. In this short story, the older waiter sympathizes with the loneliness the old man felt after losing his wife, the despair of trying to hang himself, and why he remained in the cafe late at night to overcome darkness and emptiness. The older waiter equates the old man’s plight with that of himself, and finds the importance of the dignity in the old man's appearance. The older waiter reflects on the emptiness of his own life and is now one of those who like to stay late in the cafe. He wants to keep his cafe open late for those who don't want to sleep and need lights. He lights up to fight against the darkness, fills the emptiness of the world, and stays up late at night to fight the futility. Although he is not portrayed as a hero, he knows that light, cleanness, order is necessary for humans to overcome their emptiness, and the elderly's patience and dignified attitude represent Hemingway's worldview that is a value that humans can survive in a naturalistic world.

Abstract:
Robots have been reportedly seen serving food in several restaurants in many parts of the world. New ventures have been deploying mechanical partners which promote the growth in service robotics. However, robots are considerably incompetent when it comes to beverage and soup delivery. The physical challenge behind the clumsy motion of these machines is found to be its jerky motion control. Jerk control solutions are widely studied in a constrained environment but not well introduced in dynamic environments. In this paper, we will begin by examining developed kinematics solutions, open-source packages from Robot Operating System and the constraints of motion planning. The proposed solution in this paper provides a quick system response with jerk limits using spline velocity profiles. The solution will introduce the concepts of a state machine design that enables the robot to behave and move reactively; effectively balancing its desired velocity and position without spilling a drop of customer satisfaction. Experiments have proven that robots can move at higher velocity without any crashing, spilling, or docking issues. The smooth velocity control proposed will improve the capabilities of waiter robot and service operations in restaurants.

Abstract:
The restaurant is one of the important facilities in the hospitality industry. It supports the guest's comfort when staying at a hotel. The restaurant serves to provide food and drinks for guests who stay and visit the hotel. The waiter served this service. The role of the waiter is one of an influential factor in bridging between guests and food providers. Therefore, waiters are required to be good in communication, whether in national or international languages. Language skills are important to support the work of waiters or waitresses because language is the ability possessed by humans to communicate with other humans. Hence, the research was conducted to found out the obstacles faced by waiters when served Korean guests and how to overcome the obstacles of waiters when served Korean guests. This research was conducted for five months at Azzuma Restaurant in Nilai Springs Resort Hotel, Negeri Sembilan Malaysia. This research applied a qualitative research design. The data collection was collected through observation, interviews, and literature study. Based on the research, there were two findings related to communication skills in the hospitality industry. First, the waiters faced several obstacles when served Korean guests at Azuma Fusion restaurant. Therefore the information can not be transferred well from the customer to the waiter. Second, it was found that there are several ways to overcome the obstacles when served Korean guests at Azuma Fusion restaurant.

NHS England is planning to abolish the long-standing 4-hour target for waits in emergency departments. The target has been criticised as an arbitrary management target that is unrelated to clinical outcomes, but waits much longer than 4 hours in the emergency department cause a notable increase in mortality for admitted patients, suggesting that the 4-hour target is clinically important and should not be abolished.

Abstract:
This study was performed to investigate the effects of alfuzosin, doxazosin and tamsulosin in vitro on trigone smooth muscle of rabbit. In this study, fifteen rabbits weighing 2.5 - 3 kg were used. One strip in the shape of a trigone was prepared for each of the isolated bladders. Firstly, an initial tension of 1 g was placed on each segment, and we waited for equilibration by constantly bubbling with 95% O2 and 5% CO2. Next, the determination level of electrical stimulation which created submaximal contraction and effective dosage were found for trigone and they were determined by applying different concentrations of phenylephrine (10-8 M, 10-7 M, 10-6 M, 10-5 M), respectively. Firstly 10-8 M dosage of alfuzosin (10-8 M, 10-7 M, 10-6 M, 10-5 M) was added, then we waited for 20 min. Then, an effective dosage of phenylephrine (10-5 M) was added into the solution and we waited for 7 min again. After this process, electrical stimulation was applied for the contraction of the tissue. After stimulation, the tissue was washed twice every two minutes and rested; we waited until the tissue reached its starting stretching value. The same processes were performed for the other dosages of alfuzosin (10-7 M, 10-6 M, 10-5 M), doxazosin (10-7 M, 10-6 M, 10-5 M) and tamsulosin (10-7 M, 10-6 M, 10-5 M), respectively. In conclusion, when we compared the amplitudes of the responses of all concentrations of doxazosin, alfuzosin and tamsulosin in the trigone smooth muscle with amplitude of a response of effective concentration of phenylephrine, it was determined that the prevention level of contractions occurred after tamsulosin hydrochloride was higher than after alfuzosin hydrochloride and doxazosin mesylate. With these results, we showed that alfuzosin, doxazosin and tamsulosin inhibited noradrenalin-based contractions in the rabbit trigone smooth muscle and this result can be used both for in vitro and in vivo future studies.

Abstract:
Several of Harold Pinter’s works have been adapted as screenplays and filmed. This paper investigates director Robert Altman’s TV movie The Dumb Waiter in comparison with the German dubbed version, Der stumme Diener, as well as the reception of Pinter’s play in German. The translation of Pinter’s dialogue into German involves stylistic aspects, such as Pinter’s dry, concise style, as well as the subliminal wit, sarcasm and irony. Humour is particularly difficult to translate, often involving compensation or transfer from one (cultural) context to another. As one of the “comedies of menace”, The Dumb Waiter employs black humour and ironic wit to create threat and dramatic tension. The unknown threat is counterbalanced by “black comic relief”. The lack of a classical German tradition of black comedy problematizes the translation of Pinter’s dialogue, while the limits of audiovisual translation add additional hurdles.

Abstract:
PurposeA new scheduling strategy was implemented. Before implementation, treatments and planning computed tomography (ct) imaging were both scheduled at the same time. Maximal wait times for treatment are defined by the Quebec Ministry of Health’s plan of action according to treatment aim and site. After implementation, patients requiring rapid treatment (priorities 0–3) continued to have their treatments scheduled at the same time as their planning ct; treatments for priority 4 (P4) patients were scheduled only after the treatment plan was approved. That approach aims to compensate for unexpected increases in planning workload by relocating less delay-sensitive cases to other time slots. We evaluated the impact on the patient experience, workload in various sectors, the care team’s perception of care delivery, access to care, and the department’s efficiency in terms of hours worked per treatment delivered. Methods Three periods were defined for analysis: the pre-transitional phase, for baseline evaluation; the transitional phase, during which there was an overlap in the way patients were being scheduled; and the post-transitional phase. Wait times were calculated from the date that patients were ready to treat to the date of their first treatment. Surveys were distributed to pre- and post-transitional phase patients. Care team members were asked to complete a survey evaluating their perception of how the change affected workload and patient care. Operational data were analyzed. Results We observed a 24% increase in the number of treatments delivered in the post-transitional phase. Before implementation, priority 0–3 patients waited a mean of 7.9 days to begin treatments (n = 241); afterward, they waited 6.3 days (n = 340, p = 0.006). Before implementation, P4 patients waited a mean 15.1 days (n = 233); after implementation, they waited 16.1 days (n = 368, p = 0.22). Surveys showed that patients felt that the time it took to inform them of treatment appointments was acceptable in both phases. No significant change in overtime hours occurred in dosimetry (p = 0.7476) or globally (p = 0.4285) despite the increased number of treatments. However, departmental efficiency improved by 16% (p = 0.0001).Conclusions This new scheduling strategy for P4 cases resulted in improved access to care for priority 0–3 patients. Departmental efficiency was improved, and overtime hours did not increase. Patient satisfaction remained high.
