This paper considers the implications of the decision of the Australian Industrial Relations Commission in the April 1997 wage case (the ‘Living Wage Case’) for wages policy. The recent history of wages policy in Australia is analysed in terms of competing goals for wages policy and the changing priorities for these goals. The Living Wage Case decision is a continuation of developments in the Australian labour market that worsen the relative income position of the low paid, tend to create a two-tier wage structure, and worsen the prospects for reductions in unemployment because responsibility for the control of wage based inflation has been given to restrictive monetary policy.

High rates of youth unemployment, worldwide, have led governments to advocate a range of policies designed to increase job offers to young workers. For example, the Australian Government is currently introducing a system of “training wages” which will see effective youth wages set well below adult award wages for a designated training period. This policy is designed to simultaneously increase the human capital of young workers as well as help to overcome the initial barriers to entry into the labour market. However, youth‐specific wages have been criticized on the basis of age discrimination and on equity grounds. Also, some US data question the employment‐boosting potential of reduced minimum youth wages. In this paper recent international findings on the relationship between youth wages and employment are presented and compared with empirical tests of the relationship using labour market data for Australia as a whole as well as the State of Queensland. The results are used to examine the likely impact of the introduction of the training wage on the youth labour market in Australia and to provide further generalizations on the wider issue of employment and youth‐specific wages.

The attainment of ‘fairness’ is widely regarded as a worthy goal of setting minimum wages, but opinions differ sharply over how to achieve it. This article examines how interpretations of fairness shaped the minimum wage decisions of the Australian Industrial Relations Commission between 1997 and 2005. It explores the Commission's approaches to three aspects of fairness in minimum wages: first, eligibility for increases; second, the form of increase; and third, the rate of increase over time. The Australian Industrial Relations Commission consistently gave minimum wage increases that were expressed in dollar values and applied to all federal awards. Its decisions delivered real wage increases for the lowest paid, but led to falls in real and relative wages for the majority of award-reliant workers. Fair Work Australia, the authority now responsible for setting minimum wages in the national system, appears apprehensive about parts of the Australian Industrial Relations Commission's legacy and has foreshadowed a different approach, particularly with respect to the form of adjustment.

The implications of the Liberal-National Party Coalition's policy with regard to wage determination in Australia are assessed in relation to appropriate goals for wages policy. Although the current Accord-based system has shifted its focus over the last decade, from generally applied wage determination principles aimed at inflation control to an enterprise based system aimed at productivity enhancement, the Coalition's policy should not be seen as merely an extension of the current system. This is because, in pursuit of faster productivity gains, the Coalition policy aims at the permanent exclusion from the wage determination process of the two institutional elements which provide the scope for an anti-inflation incomes policy in Australia — the Industrial Relations Commission and the Australian Council of Trade Unions.

Following the equal pay decisions of 1969, 1972 and 1974, equality in award wages between the sexes was widely assumed to have been achieved in Australia, but this assumption may be incorrect. In this paper the historical discrimination inherent in Australia's wage fixing system is briefly described. Statistics on minimum award wages and the records of the federal and two state Industrial Commissions are used to show how equalpay was implemented from 1950 onwards. The implementation of the 1972 equal pay for work of equal value decision is examined in some detail to reveal how the decision was not fully applied to female-intensive work areas. This resulted from the way work value has been traditionally approached in Australia and the failure of unions to bring the necessary cases to the Commission. A nurses' award is compared with four male awards to show how the nurses soon lost most of what they gained from equal pay. Finally, the 1986 Australian Capital Territory and Victorian nurses' cases are used to show how, when unions press the case for equal pay, and present it competently, advances can be achieved within the present centralized wage fixing system.

The Minimum Wage, in various variants, has been an important part of Australian wage determination for over a century. This paper documents the development of the minimum wage and in so doing highlights the pivotal role of the Sunshine Harvester case. That case left a number of legacies which are examined in other parts of the paper. These include the bifurcated nature of wage determination, consideration of family size, the sexual division of labour and wages, the conflict between needs and capacity to pay, wage adjustment indexes and the role of minimum wages in a decentralised wages system.

There have been rising levels of inequality in the earnings distribution in some OECD countries (principally the English-speaking ones), together with stub bornly high levels of unemployment in many others. Australia has shared in the increases in earnings inequality and persistent unemployment. The increasing earnings inequality has led to renewed interest in the usefulness of legally binding minimum wages as an instrument for redressing it. The high unemployment has led to a renewed interest in removing restrictions on what employers must pay, in the hope that this will increase employment. This paper provides the first detailed examination of the low- wage group in Australia and its standing in the distribution of household equivalent income. It finds that low-wage workea s are varied in their socioeconomic characteristics. They are not typically new entrants to the labour force. They look very like all wage earners in their age distribution. A majority work full-time and are married; 40 per cent have dependent children. Most live in lower income households, but many do not. A cut in low wages that focuses on those around the Australian Industrial Relations Commission minimum would be regressive. The circumstances necessary to make the gain to the unemployed exceed the losses to low-wage workers who have a low income appear to be quite implausible.

To what extent have wages recently increased in Australia? Have these increases been excessive? There are a myriad of wage data series produced by the Australian Bureau of Statistics. These series reflect different questions and different perspectives about wages. In the context of the previously centralised wage determination process the dissection and analysis of aggregate wage series was an important exercise for industry and academic economists. However, the analysis and interpretation of aggregate wage data has become more difficult in the light of a number of developments: (a) falling award coverage, (b) the development and uneven spread of enterprise bargaining, (c) the industrial and demographic restructuring of the workforce, (d) the growth in non-wage benefits, (e) the growth in non-standard employment What are the available options for measuring aggregate wages growth in the light of these above developments? To what extent has recent wage growth been excessive?

Whilst there is a large literature on the determinant of wages in Australia, relatively few studies have examined the determinants of wages at a state level. In this article, we present a study of the determinants of earnings in Western Australia, a state that experienced rapid growth during the mining boom of 2003–2013. We show that the relatively stronger wage growth in Western Australia since 2001 is the product of both compositional and price effects. We also report on the Western Australia and rest of Australia gender wage gaps. Our decomposition analysis of the mean gender wage gap shows that industry effects (as a result of gender segmentation across industry) account for a much larger share of the Western Australia gender wage gap than they do elsewhere in Australia, with the mining, construction and transport sectors driving the industry effects. Using quantile analysis we show that, relative to the rest of Australia, the Western Australia gender wage gaps are larger at both the bottom and the top of the wage distribution. At the median the Western Australia gender wage gap, at 2014–2016, is on par with that prevailing elsewhere in Australia, with women in both groups earning 10% less than their male counterparts, all else held equal.

Abstract:
This thesis assesses the efficiency wage hypothesis using Australian industry and macro economic time series data by focussing on two questions: whether paying an above market clearing wage called the efficiency wage raises industry output and productivity, and if such a payment causes unemployment at the macro economic level. The wageproductivity or wage-output nexus is investigated using three techniques; namely a decomposition procedure used by Huang, Halam, Orazem, and Paterno (1998), an instrumental variable estimation method, and the Solow residuals approach. Further, an examination of macro economic unemployment involves developing an aggregate unemployment equation, where the Solow (1979) model is used to derive a testable hypothesis. The Solow model argues that effort, which is a function of the wage, enters the production function when the real wage is rigid. By introducing profit maximising behaviour and making further economic assumptions, the Solow condition that the effort elasticity with respect to the wage is one can be derived. The theoretical framework of Solow is useful as specifying a production function allows the possibility of aggregate data being used to assess the wage-productivity prediction. The Solow condition is also useful because it provides the basis for constructing a testable hypothesis using an unemployment equation. Solow???s theoretical framework and the Solow condition does not rely on the economic assumptions of the shirking, labour turnover, sociological and adverse selection [micro economic] efficiency wage models. Therefore, the innovation of this thesis is to treat the efficiency wage hypothesis as an imperfectly competitive model of the labour market using applied macro economic methods. Previous Australian macro economic literature in the 1970s and 1980s have argued that the wage is either harmful to employment prospects (ie unemployment is classical), or that factors such as consumption and investment are more important (ie unemployment is Keynesian). One of the aims of the thesis is to use the empirical analysis to suggest that neither of these propositions is entirely correct. Rather, an intermediate position is arrived at by arguing that there is some empirical evidence in Australian industry and macro economic time series data to suggest that the wage plays a dual function: both as a small source of productivity and also a minor cause of involuntary unemployment.

Abstract:
This is an interdisciplinary thesis in women's and gender studies combining legal analysis with archival research. It traverses Australian women's struggle for equal pay and pay equity from the end of the nineteenth century to the beginnings of the twenty-first. It recounts and analyses women's activism through campaigns targeting state and federal politicians, prime ministers, premiers and state and federal ministers for labour and industrial relations; engagement in the industrial arena; and through women's organisations and work with the trade union movement. The thesis analyses achievements and setbacks through the federal industrial arena, and references, too, major state industrial cases and legislation. It analyses women's intervention and impact in the Equal Pay, Minimum Wage, Basic Wage and National Wage Cases. Through archives, original letters, articles, pamphlets, books, interviews and other sources, the thesis recounts women's agreements and disagreements on how the struggle would be won, and the solid campaigning in which women engaged from the late years of the nineteenth century, through every decade of the twentieth, and in the first years of the first decade of the twenty-first century. It covers a span of over one hundred years, during which the claim was characterised as one for equal pay, the rate for the job and, more recently, pay equity. Looking at the past and the present, the thesis concludes that women's direct engagement with the industrial system and parallel working within women's organisations and trade unions has been central to gains in equal pay and pay equity. Apart from women's and men's earnings in Scandinavia, relativities between women's and men's wages and salaries in Australia have been -- despite the disparity - the most approximate of all OECD countries. The thesis posits that it is only with a return to centralised wage fixing, with women's organisations intervening and bringing their own experts to educate industrial commissions, employers and unions, that the value of women's work will be recognised as equal to the value of men's work, and equal pay, the rate for the job, or pay equity will be achieved.

Abstract:
This thesis consists of three independent essays, unified by the common theme of the distributional impacts of government. The first paper estimates the price elasticity of demand for pharmaceuticals amongst high-income older people in Australia. It exploits a natural experiment by which some people gained entitlement to a price reduction through the Commonwealth Seniors Health Card (CSHC). The preferred model is a nonlinear Instrumental Variable (IV) difference-in-difference regression, estimated on repeated cross sectional survey data using the Generalised Method of Moments. No significant evidence is found for endogenous card take-up, and so cross-sectional estimates are also considered. Taking all of the results and possible sources of bias into account, the ??headline?? estimate is -0.1, implying that quantity demanded is not highly responsive to price. The elasticity estimate is a key input into the second paper which analyses the distributional impact of the CSHC. I consider the trade-off between moral hazard and risk pooling. There have been few previous attempts internationally to address this trade-off empirically for any health insurance scheme. The utility gain through risk-pooling is found to be negligible. However, the deadweight loss through moral hazard may be considerable. I also use an illustrative model to demonstrate the possible effects of the CSHC on inter-temporal savings behaviour. While the CSHC may induce some people to save, it may have the opposite effect on others. The net impact was not determined. The third paper estimates the Australian public sector wage premium. It includes a detailed critical review of the methods available to address this issue. The chosen approach is a quasi-differenced panel data model, estimated by nonlinear IV, which has many advantages over other methods and has not been used before for this topic. I find a positive average public sector wage premium for both sexes. The best estimates are 10.0% for men and 7.1% for women. The estimate for men is statistically significant (p < 0.04) and borders on significance for women (p < 0.07). No evidence is found to suggest that the public sector has an equalising effect on the wages of its workers.

Abstract:
This thesis is a case study about the choices and constraints faced by women clerical workers in a labour market where they have very little autonomy in negotiating their pay and conditions of employment. On the one hand, clerical work has developed as a feminised occupation with a history of being low in status and low paid. On the other hand, it is an ideal occupation for women wanting to combine work and family across their life cycle. How these two phenomena impact upon women clerical workers ability to negotiate enterprise agreements is the subject of this thesis. From a theoretical perspective this thesis builds upon Catherine Hakim�s preference theory which explores the choices women clerical workers� make in relation to their work and family lives. Where Hakim�s preference theory focuses on the way in which women use their agency to determine their work and life style choices, this thesis gives equal weighting to the impact of agency and the constraints imposed by external structures such as the availability of part-time work and childcare, as well as the impact of organisational culture. The research data presented was based on face-to-face interviews with forty female clerical workers. The clerical workers ranged in age from 21 to 59 years of age. The respondents were made up of single or partnered women without family responsibilities, women juggling work and family, and women who no longer had dependent children and were approaching retirement. This thesis contends that these clerical workers are ill placed to optimise their conditions of employment under the new industrial regime of enterprise bargaining and individual contracts. Very few of the women were union members and generally they were uninformed about their rights and entitlements.

This interdisciplinary study critically revisits the Australian print media???s engagement with Helen Garner???s controversial work of ???non-fiction???, The First Stone (1995). Print news media engagement with the book, marked by intense discursive contestation over feminism, has been constituted both by feminists and other critics as a significant cultural signpost. However, the highly visible print media event following the book???s publication raised a plethora of critical questions and dilemmas that remain unsatisfactorily addressed. Building upon John Fiske???s work on media events as sites of maximum visibility and discursive turbulence (Fiske: 1996), this study re-theorises the public dialogue following The First Stone???s publication in terms of four constitutive elements: narrative, celebrity, audience, and history and conflict. Through an analysis of these four diverse yet interconnected aspects of the media event, I create a critical space not only for its limitations to emerge but also the frequently overlooked possibilities it offers in terms of the wider feminism and print media culture relationship. As part of its central aim to refigure The First Stone media event, this thesis argues against prior characterisations of the debate as constitutive of either a monologic articulation of conservative, antifeminist voices or an unmitigated attack on its author by a homogenous feminism. In particular, I use this media event as indicative of the sophistication and complexity of media engagement with contemporary feminism, despite both continued derision and overly simplistic celebration of this relationship. Texts subject to analysis here include: The First Stone, various ???mainstream??? media representations and self-representations of three ???celebrity feminists??? (Helen Garner, Anne Summers and Jenna Mead), letters to the editor of newspapers and magazines, ???popular??? feminist books by Kathy Bail and Virginia Trioli, and a number of media texts in which those claiming a feminist subject position and those sympathetic to feminism act as either news sources or columnists/commentators. Although Garner???s narrative is throughout identified to be deeply problematic, I argue that the media event it precipitated provides valuable insights into both the opportunities and the constraints of the print media-feminism nexus in 1990s Australia.

The thesis concerns an Aboriginal community, members of which inhabit the western suburbs of Sydney at the beginning of the twenty-first century. This particular group of people has emerged as a cultural group over the last twenty-five years. In other words, the community did not exist before the advent of Aboriginal land rights in Australia. It might be right to suggest that without land rights, native title and state celebrations and inclusions of Aboriginal peoples as multicufturalism, this particular urban community would not and could not exist at all. That, however, would be a simplistic analysis of a complex phenomenon. Land rights and native title provide the beginning of this story. It becomes much more interesting when the people concerned take it up themselves. -- The main foci in the thesis are the cultural forms that this particular community overtly and intentionally produce as articulations of their identity, namely public speaking, dancing, painting and ceremony. I argue that it is only through these yery deliberate collective practices of identity-making that community identity can be produced. This is because the place that the group claims as its own - Sydney - is always already inhabited by 'us' (the dominant society). Analysis of these cultural forms reveals that even if the existence of the group depends on land rights and, attempts to attract the ultimate 'authenticity' bestowed by native title, members of this group are not conforming to native title rules pertinent to what constitutes 'genuine' 'Aboriginality' for the purposes of winning land claims. Their revived traditions are pot what the state prescribes as representative of 'authentic' urban Aboriginal culture. -- The thesis analyses the ways in which urban Aboriginal peoples are makipg themselves in the era and context of native title. It considers the consequences of being themselves.

Abstract:
This thesis is an anthropological study of local understandings of economic development in a small regional town in far North Queensland, Australia. How do preferences regarding lifestyle and social wellbeing impact on those living in the community? The study takes a particular interest in the aspirations, values and choices of the residents and their desires for the future and the future of their town. Throughout this thesis I argue that social wellbeing and lifestyle are important factors in Cardwell residents' choices and feature predominantly in their approaches to economic development. I contextualise this study through a comparative analysis of the effects of economic development on the wellbeing and lifestyle of Aboriginal and non-Aboriginal people in the Cardwell region of north Australia. This comparison arises firstly from an anthropological interest in the circumstances of Australian Aboriginal people as a significant minority in regional towns. Explicit attention is directed toward the Aboriginal people of the Cardwell region as they constitute a socially and culturally distinct sector of the local population. Secondly, my study explores ways in which comparative work of this kind may be instructive on cultural issues relevant to economic development. This is a study of Aboriginal and non-Aboriginal people, who live in similar circumstances, and who, I propose, regard factors other than economic development as important. It is argued that while the Cardwell region does not provide ample nor a variety of economic opportunities, outward migration remains undesirable to many residents.

AbstractDespite enduring political rhetoric that promotes Australia as ‘the lucky country’ and ‘the land of the fair go’, recent decades have seen a noticeable increase in levels of income inequality. This growing economic divide has driven housing prices up and left lower-income families unable to access the housing market in inner-city locations. In contrast to other countries, Australia’s socioeconomic segregation does not overlap with ethnic segregation. Australia’s highly regulated immigration program has resulted in a relatively well-educated and employable foreign-born population who largely reside in middle-income neighbourhoods. These particularities make Australia an interesting context to explore patterns of socioeconomic segregation over time. In this chapter, we will utilise both traditional measures of segregation (such as the dissimilarity index) as well more spatialised measures (such as location quotients and Local Morans I) to assess socioeconomic segregation at the local level. Drawing on four waves of census data (2001, 2006, 2011 and 2016), we explore how socioeconomic segregation has changed over time across nearly 500 neighbourhoods in Melbourne. We further examine the degree to which socioeconomic segregation aligns with ethnic segregation patterns and levels in this city. We find patterns of socioeconomic segregation remain relatively unchanging over time in Melbourne. Additionally, our findings highlight important differences in patterns and levels of socioeconomic and ethnic segregation in the Australian context.

There are studies examining the relationship between real wage, inflation and labor productivity in the economic literature. Increase in real wages causes to an increase in labor productivity. On the other hand, productivity increases also induce inflation to fall. Therefore, the aim of this study is to investigate the relationship between real wage, inflation and labor productivity in the 22 OECD countries (Australia, Belgium, Canada, Chile, Czech Republic, France, Greece, Hungary, Japan, Korea, Latvia, Luxembourg, Mexico, Netherlands, New Zealand, Poland, Portugal, Slovak Republic, Slovenia, Spain, Turkey, United States) in the period of 1995-2017 by panel data methods. According to results, the cointegration relationship between real wage, inflation and labor productivity was found. In addition, mutual causality was determined between the variables we discussed.

Abstract:
Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

Polycentric city regions are expanding worldwide, often spanning national borders. Using literature review and document research, comparative case studies of regional planning of Australia’s emerging internal trans-border city regions are presented. The paper examines fifty years of trans-border planning efforts at three urbanizing borders of the Australian state of New South Wales, demonstrating different levels of commitment and success, partly depending on the proximity (or remoteness) of each trans-border city region to the capital cities in each state or territory. Evidence is provided that effective trans-border planning of city regions depends on overcoming differing levels of commitment to trans-border planning by the state jurisdictions involved.

Introduction: In 2018, the Australian Centre for Cannabinoid Clinical and Research Excellence (ACRE), a National Health and Medical Research Council (NHMRC) Centre of Research Excellence was funded to develop a suite of state-wide medicinal cannabis prescribing guidance documents. At this time, regulatory changes in Australia were enabling broader access to medicinal cannabis in a medical model. The initiative funded through the New South Wales (NSW) Government’s Clinical Cannabis Medicines Program enabled the development of practical resources to support NSW medical practitioners in prescribing medicinal cannabis to patients for conditions where cannabinoids are perceived to have some benefit. Aim: To provide interim guidance to support medical practitioners in the prescription of medicinal cannabis where they are perceived to have potential benefit. Methods: A team of clinical pharmacologists, pharmacists and clinicians collaborated in the development of the first tranche of prescribing guidance documents. The suite of six medicinal cannabis prescribing guidance documents covered the most common indications for which prescriptions for medicinal cannabis were being sought by NSW patients: dementia; anorexia and cachexia; nausea; chemotherapy-induced nausea and vomiting; spasticity; and chronic non-cancer pain. In 2019, the draft guidance documents underwent a comprehensive review and consultation process involving fifty key stakeholders before publication. Results: The ACRE medicinal cannabis prescribing guidance documents have been widely adopted, both in NSW and around the world. The prescribing guidance documents are now recommended as a health professional educational resource by the Australian national medicines regulator the Therapeutic Goods Administration and state health departments. The prescribing guidance on epilepsy from the second tranche of guidance documents has recently been published in the British Journal of Clinical Pharmacology. National medicinal cannabis prescribing pattern data and enquiries to the first-of-kind, state-government funded medicinal cannabis advisory service for medical practitioners informed the themes of the second tranche of six medicinal cannabis prescribing guidance documents being developed in 2022. Conclusions: ACRE medicinal cannabis prescribing guidance documents delivered interim guidance to Australian medical practitioners on the evidence-based and best-practice prescription of medicinal cannabis. Prescribing guidance document themes align with Australian medicinal cannabis prescribing patterns and areas where medical practitioners are seeking further information and advice. It is anticipated that the prescribing guidance documents will be updated periodically as further evidence becomes available. Abstract Historically in Australia, mixed Construction and Demolition waste, and Commercial and Industrial waste has been traditionally landfilled. As environmental impacts of landfilling is becoming more evident New South Wales policy makers and innovators have begun exploring an incineration strategy to use such waste to generate electricity. The objective of this study is to utilise life cycle assessment to evaluate GHG emissions from this waste treatment strategy and the environmental impact of a case study facility, in Sydney Australia. The system boundary includes the thermal treatment of waste through incineration, the electricity generation from the steam turbine and air pollution control processes involved within. The functional unit is based on 1 tonne of input mixed Construction and Demolition waste and Commercial and Industrial waste. GHG emissions are calculated and the result shows that the facility generates 0.994 MWh/tonne waste and 1.16 tCO2e/MWh electricity. This emission is lower than a brown coal fired powerplant emission factor 1.31 tCO2e/MWh. The results from this study assists understanding and policy making for the future of Energy-from-Waste as part of the generation mix in New South Wales, Australia.

The Longitudinal Study of Indigenous Children (LSIC; also called Footprints in Time) is the only longitudinal study of developmental outcomes for Aboriginal and Torres Strait Islander children globally. Footprints in Time follows the development of Australian Aboriginal and Torres Strait Islander children to understand what Indigenous children need to grow up strong. LSIC involves annual waves of data collection (commenced in 2008) and follows approximately 1,700 Aboriginal and Torres Strait Islander children living in urban, regional, and remote locations. This LSIC Primary School report has been produced following the release of the twelfth wave of data collection, with the majority of LSIC children having completed primary school (Preparatory [aged ~5 years] to Year 6 [aged ~12 years]). Primary schools play a central role in supporting student learning, wellbeing, and connectedness, and the Footprints in Time study provides a platform for centring Indigenous voices, connecting stories, and exploring emerging themes related to the experience of Indigenous children and families in the Australian education system. This report uses a mixed-methods approach, analysing both quantitative and qualitative data shared by LSIC participants, to explore primary school experiences from the perspective of children, parents and teachers. Analyses are framed using a strengths-based approach and are underpinned by the understanding that all aspects of life are related. The report documents a range of topics including teacher cultural competence, racism, school-based Aboriginal and Torres Strait Islander education activities, parental involvement, engagement, attendance, and academic achievement.
