Full textEuropean Neighborhood Policy (ENP) was developed in order to assure a zone of stability and prosperity on the borders of the European Union (EU). It is aimed at strengthening political, economic, cultural, and security cooperation between the EU and its neighbors. The doctorate thesis examines the eastern dimension of the ENP which includes Eastern States like Ukraine, Belarus, Moldova as well as South Caucasus States – Armenia, Georgia, Azerbaijan. These countries play an important role in the EU international strategy. The elaboration and the evolution of the ENP result from a geopolitical shift on the European continent and in the world. The ENP deals with various challenges of EU enlargement and adopts specific approach toward each of the partner countries taking into consideration local realities. In order to succeed in the implementation of this policy, the EU needs to progress in a number of sensible areas, such as energy dialogue, migration rules or security, as well as to build constructive relations with less motivated neighbors (like Belarus or Azerbaijan), and Russia that formally does not constitute a part of the ENP but still has a great influence on its perspectives. The PhD thesis analyses the current state of the Neighborhood Policy as well as its perspectives in the context of political and strategic processes on the European continent. The research deals with a number of issues, like the definition of political and historic premises of the Neighborhood Policy; analysis of globalization and European integration impact on the pace of development of the ENP; evaluation of perspectives for cooperation between Russia and the EU in the common neighborhood

This is to achieve a level halfway relations between the association and the membership of the Union. Full textThe European Neighbourhood Policy (ENP) was originally designed to promote prosperity, stability and security in the European Union's neighbouring regions. The analysis of this policy within the framework of the relations between Ukraine and the EU and in the context of the evolution of the intraregional dynamics of the Eastern Partnership and of the external policy of the Union did however reveal a number of inherent flaws. In addition to the policy's deficiencies relating to both institutional failings and to the uncertainty regarding the final perspective of this process for Ukraine, the ENP also turned out to be insufficient when faced with the security challenges of the Crimean Crisis. It has demonstrated its limitations concerning the EU's geopolitical strategy within the framework of the relations between Russia, Ukraine and the EU and was shown to be unable to prevent potential risks arising from the European Union's Association Agreement with Ukraine

Full textΟn the basis of the current political and legal debates, this doctoral research focuses on the interest of the European Union regarding the countries of Eastern Europe, emerged after the fall of the Soviet Union. Taking into account the fact that the relations of the Union with the neighboring countries which are located beyond its eastern borders don't constitute a new concept of the European external relations, these relations have undergone a revival of interest from 2004 onwards thanks to the enlargement of the Union eastwards and the emergence of the European Neighborhood and Partnership Instrument. The latter aims at managing the new geopolitical data in the region. The request for the intensification of the relations of the Union with its entourage and the progressive development of an arsenal of instruments have led the European Union into planning a neighborhood policy intended for the partner countries of Eastern Europe. Our thesis is based on a comprehensive approach to the evolution of the contractual relationships of the partner countries of Eastern Europe taking also into account the political side of the neighborhood policy. More specifically, we are interested in the aspect of the Union concerning the development of a particular policy intended only for the neighboring countries of Eastern Europe, which, in turn, is the outcome of contractual relations developed with the Soviet Union. After discussing the historical background of the bilateral relations between the Union and the border countries of the Europe in the Introduction, the first title of the thesis proposes a synthesis of the political motivation of the Union leading to the design of a specific policy for the eastern region of Europe and, subsequently, to the appearance of its first policy instruments. It focuses on the region of Eastern Europe which concentrates a variety of common characteristics and actions shared between partner countries are present allowing the structural and normative development of an eastern partnership. The second part addresses the question concerning the legal basis for the Neighborhood Policy under the primary law of ex-Communities and the Union within the financial framework as it is defined by the official documents of the Union. The appearance of the neighborhood policy in the Treaties of Amsterdam and Lisbon as well as its position in comparison with other external policies emerged in the primary law of the Union area also investigated. This section discusses the contractual relationships between the Union and the partner countries of Eastern Europe, from the period of the partnership and cooperation agreements concluded with the NIS, just after the dissolution of the USSR to the signing of the first three of the association agreements with the countries bordering to the east of the European Union.This evolution in the level of agreements could not operate without the development of the instrument of implementation of the neighborhood policy.The thesis conclusions broadly suggest the need to define the limits of the evolution of the neighborhood policy and its eastern dimension according to which the desire of a number of partners is oriented towards a potential accession to the Union. Thus, a historical and political interpretation of the neighborhood policy is proposed and it is divided into three phases: the years 2004-2006, the period of the ENPI 2007-2013 and the period of the ENI 2014-2020. Moreover, the conclusion of this thesis addresses the issue of deeper relationships with the neighboring countries of Eastern Europe without neglecting the geopolitical dangers caused not only by the other forces in the region but also by the indigenous problems of partner countries

Full textThe states of the Eastern Partnership (Ukraine, Moldova, Belarus, Georgia, Armenia, Azerbaijan) and the separatist territories therein (Transnistria, Republic of Donbas, Crimea, Abkhazia, South Ossetia, Nagorno-Karabakh) have to determine their membership in a geopolitical entity to ensure their prosperity and safety. Due to the difficulties to survive as non-aligned countries and pressures fromBrussels and Moscow, all of them either have to join the European Union, the Eurasian (Economic) Union or to establish an exclusivepartnership with China in the upcoming years.Pressure from the EU and Russia is based on the desire of the EU to emerge as a global geopolitical power, particularly pushed by theUnited States to counterbalance the influence of Russia, and the will of the Kremlin to retain its influence in what is presented in theRussian media as the “legitimate sphere of influence”, even more than 25 years after the fall of the Soviet Union.The PhD dissertation analyzes the political divergences between EU member states, with the “normalizing approach” of WesternEuropean countries that seek a compromise with Russia, and those from Eastern Europe currently trying to use the European institutionsas a means to become regional powers.The Eastern Partnership launched by Poland and Sweden in 2008 embodies these two, sometimes contradictory tendencies through theimplementation of EU’s strategies of influence - the EU’s soft power - in post-Soviet space. Nonetheless, those strategies are oftenundermined by members of the EaP, which abundantly divert funds from the EU, because of the corruption of local institutions. At thesame time, Russia is also trying to regain its influence, sometimes even by using military means - the so called Russian hard power - asshown by the annexation of the Crimea and the establishment of peacekeeping missions in South Caucasus.While the European Union hardly exerts its influence in a post-2008 economic crisis context, Russia seems to have developed new waysto weaken its opponents. Full textThe present dissertation aims to study the strategic role of the EU beyond its borders, explain and assess the security policy that the Union has pursued towards its Eastern neighboring countries for more than two decades since the early 1990s with a particular focus on Georgia. The overall objective is to examine to what extent and how the EU - an area of peace and security - has been able to become a security actor in its Eastern neighborhood, extending peace and providing stability beyond its borders in view of security policy of another main actor seeking to increase its power projection in the regional security complex, Russia. From one side, a number of empirical questions inquire the substance of EU’s security role through exploring its main characteristics, and providing an understanding of how the EU functions as a security actor and explaining its particularity. From another side, the study is interested in the effectiveness of EU’s policy to contribute to Georgia’s security. It is in the 'shared neighborhood' that the incompatibility between the interests and political instruments of the EU and Russia becomes apparent - actors with contrasting identities an power natures, who provide opposing security models for the future of the region. To explore the EU and Russia as security actors in Georgia and get a better grip on the empirical meaning of their roles and implications of their policies on the region, this study questions the main aspects that have intervened in the conception of security roles by the EU and Russia, and their performance - the factors that have contributed or restrained the effectiveness of security role of the EU and Russia

Full textIn this thesis, I have addressed the IPR enforcement provisions of three Association Agreements (AAs), which the European Union (EU) concluded with Georgia, Moldova and Ukraine in the early 2010s. I drew on these AAs as representatives of the EU's often criticized external intellectual property (IP) policy, launched in 2004, which consists of exporting the EU's internal IP rules through trade agreements. Said analysis allowed me to approach the fundamental question of this thesis: is there something good with the EU trade agreements? The plain answer, supported by this thesis on the example of the AAs, is “yes”. The general investigation, which led to these conclusions, was threefold. First, I analyzed the general policy of the EU towards Georgia, Moldova and Ukraine regarding the enforcement of IPRs, as well as its perception in the academic literature. Second, after tracing existing academic criticism of the EU's trade agreements, I examined whether such criticism was justified, as applied to the three AAs. Third, based on this analysis, I identified additional problems that third countries might face when implementing a trade agreement with the EU

Full textThis thesis analys of the interactions between the logic of security and the economic logic that bring to bear on state apparatus and socio-economic agents in Turkey, with regard to Middle Eastern relations and concentrating in particular on Turkey's heterogeneity within the NATO. It consists, fundamentally, of a study of the dialectical relationship between the economic, political and military fields in Turkey on the national, regional and global scales. The thesis's period of analysis stretches from the foundation of the Turkish Republic up to the end of the twentieth century. Within this framework, the thesis attempts to decrypt the role of conflictuality in strategic identity. Interactions between economic and military strategy on the global level do not, in the case of Turkey, stem from colonial considerations. They stem, rather, from a conception of security that aims to avoid participation in territorially-constituted wars in order to achieve economic development. Through this particular relationship between regional and global conflictualities, the Turkish state's long-term policy can be said to consist of instrumentalising antagonisms of third-party protagonists, without any one of those third parties assuming the role of an 'enemy' per se or a 'source of immediate threat'. This exploitation of conflicts leads not only to security considerations, it becomes a multi-view strategy: for economic and social development, to guarantee internal stability, serving also to reinforce official ideology. These phenomena are analysed by means of the concepts of the "conflictualist paradigm" and the "strategic rentier state. "
