Full textThe support of the social rhythms and the urban complexity are a priority for the decision-makers. However, the supplied answers are subjected to a permanent analysis of the adequacy between risk and anticipation. This thesis proposes a reflection on the consideration of the ethics in the practices of crisis management. In a first part, a state of the art of the concept shows us that the "smart city" seems to be an attractive answer for the decision-maker. She develops in a continuity assured by a resilience scheduled in the global nature. Yet, when this system based on the principle of continuity is suddenly questioned, the surprise subjects the decision-maker to a reaction of break. The disqualification of the technological services imposes then to react by referring to the fundamental concepts of the human socialization. Looked for in the depths of the consciousness of the individual in the collective, we show in a second part that the break materializes for the decision-makers under the form of ethical dilemmae. Our analysis leans on one put in perspective by the ethics of the extreme situations (conflicts, health), and on an investigation realized with decision-makers. We mobilize the concept of organizational culture, applied to the actors of the civil safety as well as to the organizations having implemented a collaborative governance of the risks. Finally, in the third part, we show that the ethical questioning realized during the phase of preparation is a way of anticipation of the uncertainties associated with the decision-making in context of crisis

Full textThe penetration of digital technology into urban spaces is renewing urban planning practices and modes of governance. The concept of ‘smart city' has emerged in public debate to describe this process. The widely accepted idea is that this is a predominantly metropolitan dynamic for a phenomenon that is ubiquitous in all countries. In contrast, the aim of this research is to examine the digital anchoring in non-metropolitan areas, in this case industrial and mining areas, and in different national contexts. By analysing the development of these areas over long time, and by measuring practices observed on platforms and social networks, the research enables us to test the factors that play the most direct role on the digital penetration of digital technology between, on the one hand, the hypothesis of trajectories and, on the other, the hypothesis of national contexts of belonging. Lastly, semi-directive interviews were used to assess the strategies and representations of the players involved in the process of digital penetration within their territory. The field of study is the cross-border area of the Greater Region, which includes regions developed in the wake of the second industrial revolution, and belonging to four different countries (Germany, Belgium, France and Luxembourg). The results show that national contexts and trajectories are factors that affect the practices observed in the use of digital tools and the ways in which they are deployed. Finally, many organisational obstacles inherited from the socio-technical dynamics of the last century can be observed in all regions

Full textThis thesis analyzes the role of consulting firms in the unfolding of the digital city and the effects of their activities on the reconfiguration of urban governance and public action. It offer a political sociology of consulting firms specialized in digital public action (data, smart city, etc.) by examining both the functioning of these organizations and their effects on public action. This approach allows questioning the diversity of the consulting field for the public sector and the variability of consultants’ professional practices.It is based on a four-year ethnographic study in a consulting firm, participant observation of five missions with public actors, analysis of consulting firms’ production and 30 interviews conducted with consultants from this firms, founders of competing firms, and public clients. The thesis combines the analysis of consultants’ discourses and representations with their practices. It takes seriously the “values” claimed by consulting firms by examining the effects of theses values on commercial and professional practices.This thesis reports on the transformation of the digital city through the analysis of intermediary actors positioning themselves between urban public actors and private companies, legitimizing their position by the threat posed by digital capitalism to the “sovereignty” of urban public actors. Benefiting from expertise, recognition and/or networks in the field of urban public action, these actors influence the framing of digital public action. They notably contribute to establishing data as a full-fledged political issue for urban governments. While advocating for a role in moralizing and regulating the digital city market, consulting firms ultimately contribute to the digitalization dynamic of urban public action
