Abstract:
In the context of implementing the privileges of Yogyakarta, Governor Regulation 93 of 2020 concerning Cultural-Independent Villages is stipulated in village development. The concept of a cultural-independent village is described as a village with the characteristics of independence/freedom, sovereignty, integrity, and innovation. The cultural-independent village is a complete and independent model or the political language of an autonomous village. Cultural-independent villages are supported by 4 pillars of independence in the fields of cultural villages, tourism villages, preneur villages, and women's empowering roles. Thus, it is hoped that the culturally independent village will experience economic growth and independence, so that community members can develop their potential, without intervention by the supra-village government. In practice, culturally independent villages are not yet fully independent, because managing the village economy must follow the provisions of the Regional Government Organization (OPD) 4 fields, as well as the budget also depends on privileged funds, the management is facilitated by 2 assistants from the cultural service of the Special Region of Yogyakarta. The problem is that such a development process eliminates a culturally independent village's principle of sovereignty and independence. For this reason, this research will examine the implementation of the principles of a culturally independent village related to developing cultural and tourism villages. To examine these problems, a qualitative approach was used, to obtain an in-depth picture of the data obtained through in-depth interviews and focus group discussions (FGD) with all culturally independent village stakeholders. For this reason, this research will be located in one of the villages with the title of a culturally independent village. The data is collected, then reduced, and interpreted various phenomena found in-depth so that comprehensive knowledge is obtained on the problems studied. The results of the study indicate that village autonomy in the context of a culturally independent village within the framework of privileges has not been appropriately implemented, meaning that a culturally independent village has not met the requirements of an autonomous village. This can be seen from the principles of a culturally independent village, namely: sovereignty, freedom, integrity, and innovation which have not been appropriately implemented. In the implementation of the pillars of independent villages, namely cultural villages, tourism villages, preneur villages, and gender roles, the role of the related OPD and cultural village assistants is very dominant, both in budget management and program management. Thus, culturally independent villages do not have the freedom to manage cultural and tourist villages for the community's welfare, because everything has been scheduled by each OPD, especially Kundho Kabudayan in The Special Region of Yogyakarta (DIY).

Abstract:
The main economic potential in the village should have a positive impact on the welfare of village community. Through BUMDES, it is hoped that villages can increase income, expand job opportunities and increase family economic resilience. The process of transforming the village economy takes a long time. One of them is through the realization of the village's superior economic potential development planning. This action research emphasizes on exploring the potential of three villages in Indonesia to be transformed into tourist villages. Pagerwangi, Cibiru Wetan, and Cipamekar are considered developed and independent where village-owned enterprises (BUMDES, Badan Usaha Milik Desa) have contributed to the community. The data collection method was done by primary survey as conducting partisipatory Business Model Canvas (BMC) workshops to identify the village's economic potential (tourism sector) and exploring through semi-structured interviews to some of villages stakeholder. These data were analysed using qualitative-descriptive analysis. We found that each village has agreed to transform into a tourist village. By employing business model canvas workshop, each village had been guided on their respective models so that the community-based Tourism model for each village can provide a large multiplier effect on the economy due to backward and forward linkages.

Abstract:
This study aims to determine the factors that influence the original income of the village. The objects in this study are villages in the Subang Districts area. This research is a quantitative study using secondary data types. The sample selection technique uses purposive sampling to produce 103 villages. The results showed that: (1) Village financial management partially has a significant positive effect on village original income, (2) Village building index partially has no effect on the original income of the village, (3) education level of the apparatus of the village government partially did not have effect on village original income, (4) Village consultative bodies partially do not affect the village's original income, (5) village financial management, village building index, education level of the apparatus of the village government and village consultative bodies simultaneously have a significant effect on village original income.

Abstract:
This study aims to examine the effect of accountability, transparency, the competence of village officials, and internal control system on the village's financial management. The population in this study were all villages in Tandun and Ujung Batu areas, Rokan Hulu Regency. The sampling technique used in this research is saturated sampling. Saturated sampling was taken because all members of the population were used as samples. This study uses primary data through the distribution of questionnaires. Data analysis in this study used the Partial Least Square (PLS) approach with SmartPLS versionP3.0 computer software. The results of this study indicate that accountability affects village financial management, transparency affects village financial management, villages apparatus competence affects village financial management and the internal control system affects village financial management.

Abstract:
As a fast-growing industry sector, tourism has become an essential economic basis for villages. Law No 6 of 2014 has broadened the opportunity for villages to develop. A tourism village is considered one of the community empowerment options that can improve the economy and the village's development. Moreover, with all their uniqueness, tourism villages are also regarded as capable of eliminating urbanization's negative impact. Of 83.820 villages in Indonesia, 2% of them are tourism villages. This study took a sample of 55 tourism villages selected by the purposive sampling method and then described the sample based on five typologies, namely the settlement configuration, the classification of the village, the accessibility, the tourist attraction, and the category of the tourism village. The data used in the study were collected from various sources, specifically, those taken from official documents, credible websites, and previous studies to describe the typology owned by villages to become fast-growing tourism villages. The results show that, generally, tourist villages in Indonesia are dominated by rural tourism villages; however, urban tourism villages have a faster development. This study also points out the determining aspect of tourist village development.

Village as a direct government in contact with the community becomes the main focus in government development, this is because most of Indonesia is in rural area. Something special President Bambang Susilo Yudhoyono ratified the new Law No. 6 of 2014 on Villages signed on 15 January 2015. This law explains that villages receive funding of 10% of the state budget, where the funds will not pass through intermediaries. Thefunds will go straight to the village. But the nominal amount is different depending on the village's geography, population, and death rate. Abstract:
The purpose of this research is to find out whether the use of village funds reduces village poverty rates, encourages village economic growth, reduces village unemployment rates, reduces village school dropout rates, and whether village fund management is guided by the principles of transparency, accountability, and participation. This research was conducted using a survey-based quantitative approach. measurement using a Likert scale. The population of this study came from 27 villages located in Babussalam District, Southeast Aceh, and Aceh. Using SPSS software, validity tests, reliability tests, multiple linear regression tests, coefficient of determination tests, t tests, and F-tests were carried out in analyzing the data. The study's findings are as follows: transparency, accountability, and participatory simultaneous and partial effects on the management of village funds, as well as the use of village funds for the poor, which are always budgeted for in 2019-2021; economic growth is evenly distributed; village unemployment can be handled by each village's efforts to provide assistance for the development and development of productive economic enterprises; and to reduce the dropout rate in villages by sending village children to continue their education at Gunung Leuser University from 2018-2021 in each village.

ABSTRACTE-village government is a breakthrough that can be used by village to support the village governance’s transparency and accountability after the issuance of Village Law. Of the 301 villages in Banyumas, only 47 villages have village website on their own initiative. Of the 47 villages that have website, only 4 villages have informative, timely, relevant, and sufficien website which can be used as a medium for two-way communication between village government and the people. Village location that is close to the district capital and educational level of village people do not make the village more responsive in supporting the development of e-village government. Progressive and innovative village leaders are the main factors in implementing e-villagegovernment. Some villages have not implemented e-village government because they still have lack of human resources, lack of experience and lack of supervision.

This research randomly selected 362 households from 20 villages in Shaanxi Province to study the villager satisfaction with village committee. It divided the factors hypothesized to influence the satisfaction degree with village committee into three categories based on the method of factor analysis and applied logistic regression model to conduct empirical analysis. The result shows that influences including disclosure of village affairs and finance, fairness of village affairs, democratically-managed major events, democratic election, satisfaction with village cadres, satisfaction with the public services of education, roads, electric power, science and technology, hygiene and medical care provided by village committee have significant impacts on the satisfaction evaluation of the village committee. In addition, villagers gender and the status of village cadres also affect the satisfaction evaluation of the village committee. Further, the effect of the factors above has an important characteristic in order and phase.

The purpose of This study is to find out how the implementation of village fund management as well as supporting factors and inhibiting factors in the management of village funds in three villages in Soreang Sub-District, Bandung Regency. This research was conducted in Panyirapan Village, Sukanagara Village, and Soreang Village in Soreang Sub-District, Bandung Regency. The method used in this research is a qualitative method with interview approach and observation with the responder, that is Head of Village, Village Secretary, Village Treasurer, and Village Consultative Body (BPD). Data analysis is done by data reduction then presents the data and draw conclusions on the data obtained according to the method of data analysis for qualitative research. The results of this study indicate that the implementation of fund management from planning, implementation, administration, reporting, and accountability of the three villages are appropriate with the Regulation of the Minister of Home Affairs Number 113 the Year 2014 concerning Village Financial Management, but in terms of administration for the Panyirapan Village has not been in accordance with regulation, then for reporting the three villages have not been able to report to the regency in a timely manner based on regulations. For most supporting factors in the three villages of human resource training for the village government, understanding in running the Village Financial System application and for the three villages as a whole is still the lack of workers in the field during development activities and the lack of human resources in administration and regulation.

This study aims to determine the process of planning, implementation, administration, reporting, and accountability for using village funds in several villages in the Tanjung Jabung Timur Regency Government. The object of this research is the realization of villages in East Tanjung Jabung Regency where the absorption of village funds is less than 50%. The study used qualitative methods using the Nvivo 12 plus analysis tool. The data in this study were obtained through interviews and supported by documents as data. The selection of sources is made by the purposive sampling method. The results showed that the planning process involved the village community in formulating village development plans. The process of implementing and administering development, rehabilitation, and maintenance of infrastructure is carried out in a self-managed manner under SKB Number 49 of 2015 using resources, local raw materials, and labor from the local village community. The reporting and accountability process has been carried out by making reports in several stages and reports on the realization of the use of village funds. As a form of transparency, an information board was created to contain the village's funds, funding sources, and activity plans. There are still several obstacles to the non-absorption of village funds caused by the Village Fund, including the lack of human resource capabilities at the village level in terms of managing and reporting self-management work. In addition, there are natural factors that hinder, such as rainfall and demanding access to work locations. Acquired workshops for village assistants whom the government trains to assist the implementation of village fund management.

Tourism villages have emerged as a viable option for local economic development and community welfare. As a result, the development of tourist villages has become a national initiative. The purpose of this research is to examine the accomplishments of a tourist village's management using the triple bottom line concept. Nonongan Selatan Tourism Village in North Toraja Regency and Kolesawangan Tourism Village in Tana Toraja Regency were chosen as research sites. The data for this study was gathered using a qualitative method, including interviews, observation, and document analysis. The findings of this study show that the Tourism Village Concept, as applied to Lembang Nonongan Selatan Village, which emphasizes people's daily lives, and Lembang Kole Sawangan Village, which emphasizes historical tourist destinations, has reflected the Triple Bottom Line Concept, which is measured in three areas: profit, people, and planet. This demonstrates that the concept of a tourist village is consistent with the government's goals, which are to improve the quality of life and welfare of the community while maintaining environmental quality. Abstract:
Village Building Index (IDM) is a measuring instrument issued by the Ministry of Villages & PDTT to measure the success of development and use of Village Funds in a village. This measuring instrument includes 50 indicators divided into three large groups, namely The Social Resilience Index (IKS), The Economic Resilience Index (IKE), and The Environmental Resilience Index (IKL). The three groups have the same score in measurement and will determine the status of a village. The village's class divide into five categories that are very lagging, lagging, developing, advanced, and independent. Based on the measurement, the village level with a maximum score will have the independent level and get autonomous status while still low in scoring will achieve a very lagging status. This study aims to determine the dorp level score to reduce the poverty rate in the village. Because the rise should follow the increasing IDM status of a town in a village's social and economic classes, this village's position makes the villagers' rising economy. The growing economy of the villagers should help reduce the poverty rate in the town.

Abstract:
Pari City is one of the villages in the Serdang Bedagai District of Pantai Cermin. A narrative relating to the village's location, which is surrounded by beaches, revealed the village's name as Pari, according to information from locals. On one of these beaches, stingrays are rumored to congregate. There are a significant number of stingrays on the shore, making their capture easy for everyone. Over time, word of the quantity of stingrays in this village spread to neighboring communities, luring many people from other villages to come and catch them. People from surrounding villages are unaware of this village's former name, and the people do not have a moniker for their community. Due to the abundance of stingrays along this community's coastline, people from outside the village have dubbed it the City of Pari. The explanation is obvious since, according to the legend, the profusion of stingrays resembles a city because there are so many of them, and over time people have grown accustomed to calling it the City of Stingrays. According to tales told by locals, stingrays were formerly abundant on the beach, but they are now extremely rare and almost never seen again due to commercial fishing and trading. Therefore, Kota Pari Village is deemed essential for usage as a tourist destination, and tourism development and development in this village are anticipated to optimize the potential and principal functions and give additional value to raise Village Original Income (PADes) and Regional Original Income (PAD). Developing Villages are the center of attention because the number of villages included in the Developing Village category is 57.01% in 2020, thus requiring accelerated development to become developed and independent villages. The research is use descriptive-qualitative research methods. The types of data consist of primary data obtained through interviews and observations, and secondary data. The results of the study indicate that there is a strategy for accelerating development towards a sustainable Independent Village. The strategies that can be carried out are: first, the S-A strategy that utilizes village strengths to realize the aspirations of all local village communities, focusing on the economic, social, and village infrastructure fields. Second, the S-R strategy, which utilizes the strength of the village to realize the village's vision and mission, focuses on exploiting the potential of the village. Third, the O-A strategy that takes advantage of existing opportunities to realize the aspirations of the village community, focusing on the social sector of the village community and village infrastructure. The Birth of the Village Law No. 6 of 2014 concerning Villages makes villages have an important role for regional autonomy, and village fund policies. With the existence of village funds as a source of village income originating from APBN transfers, sources of village original income (PADes) can be optimally supported if management is carried out properly. This study aims to determine the effect of village funds on PADes and analyze the use of village funds for village development activities. The study was conducted in a survey in 12 villages using descriptive analysis and paired sample T test. The results showed that there was no difference in PADes before and after village funds were given. This means that the presence or absence of village funds given to villages does not affect the increase in PADes received. 70 percent of villages in Pesawaran Regency the amount of PADes received is still zero or even decreased from the previous year. The management of village funds still has many shortcomings, both in the form of transparency to orderly rules ranging from independent villages to underdeveloped villages. 90 percent of villages utilize village funds for physical development activities and only Sukaraja Village (independent villages) which is larger utilize village funds for community development/empowerment activities.

The Village Fund Program is a manifestation of fiscal decentralization in Indonesia, which is intended to support equitable development and increase community welfare. The village government has the authority to plan the use of the Village Fund and to spend it concerning regulations from the central government. The use of the Village Fund needs to be evaluated to determine whether the funds have been spent properly and to support the village's economic development. This study aims to identify Village Fund program activities that can affect village economic development and determine regional priorities in utilizing Village Funds for village development in the economic field. The analysis was conducted using a qualitative approach by mapping and tagging Village Fund expenditures. The mapping and tagging aim to ensure that Village Fund spending follows the mandate and to know the composition of the share of economic spending in each region. The results showed that: (1) the utilization of the Village Fund was following the applicable priority guidelines for the use of the Village Fund; (2) the share of economic spending in the eastern part of Indonesia is lower than in other regions, but the trend is constantly rising, while the share of economic spending in the islands of Java and Bali shows a higher number. Based on the research results, this study suggests that villages in disadvantaged areas prioritize Village Fund spending for infrastructure improvement and regional openness to increase village progress or independence.

The study was conducted to learn of the immediate and indirect relationships of qualistic practices and the love of money towards the management of village finances and the impact on the public welfare of the wonosari district. The study USES a quantitative method. The methods of data collection used in the study are carried out through field observation, disseminating questionnaires, interviews, documentation and literature studies. As for the population in this research is an entire kit of villages in the boalemo district with a sampling withdrawal using sampling clusters. The data analysis technique used in the research is a path analysis technique with the help of version 24 of SPSS software. The results of the study indicate that (1) qualistic traits negatively and significantly affect the village's financial management, (2) love of money makes no significant difference to the village's financial management, (3) provocistic practices indirectly affect both the positive and significant well-being of the village through village financial management, (4) love of money indirectly affects the welfare of the village by managing the village's finances, (5) village finance management has a positive and significant impact on village fund management.

This condition is caused by many people in urban areas who wish to travel to natural and indigenous cultural destinations. Tourism village development is a process that emphasizes ways to develop or advance tourist villages. Village green tourism development projects through natural and cultural destinations are expected to provide sustainable village economic sustainability. The distribution of questionnaires to obtain the potential for village tourism development was determined by the project team that will develop in identifying, assigned consultants and key people from local villages, including leaders with a total of 46 respondents. Data processing looks at the relationship between village economic sustainability and village economic sustainability through natural and cultural tourism potential using partial least squares. The data processing results show that the village tourism development project has a positive effect on nature tourism potential, cultural tourism potential, and village economic sustainability by increasing the welfare of local communities. The nature tourism potential of the village, which has attractive mountains and a reliable source of agricultural products, is capable of impacting the local community's interest. Cultural tourism potential owned by the village with attractive tourist performances on a regular and well-scheduled basis and the ability of the village to show dance performances that reveal their identity can impact the village's economic sustainability. The village green tourism development project is set in the finalization stage of project planning by considering the project completion time.

For the process of exchanging knowledge and experiences between villages to run smoothly, it is necessary to codify best practices in a structured, documented, and disseminated manner. This research aims to design an application that functions as a medium for sharing knowledge about the use of village funds through government innovation narratives. The application is expected to become a reference for villages to carry out innovative practices by conducting replication studies and replicating acceptable practices that other villages have done. Therefore, it is necessary to have a system requirements elicitation method that can explore the village's requirements in sharing knowledge so that the resulting system is of high quality and by the objectives of being developed. There are several Goal-Oriented Requirements Engineering (GORE) methods used, such as Knowledge Acquisition in Automated Specification (KAOS) and requirements engineering based on business processes. In this research, the KAOS method was demonstrated as the elicitation activity of a village innovation system. Then the results were stated in the Goal Tree Model (GTM). Model building begins with discussions with the manager of the village innovation program to produce goals. The goals are then broken down into several sub-goals using the KAOS method. The KAOS method is used for the requirements elicitation process resulting in functional and non-functional requirements. This research is the elicitation of the requirement for the village innovation system so that it can demonstrate the initial steps in determining the requirements of the village innovation system before carrying out the design process and the system creation process. Abstract:
This study examines about "Management of Village Assets in Disaster Relocation Areas (Development Anthropology Study of Asset Management in Villages Affected by Volcano Eruption in Siosar, Tanah Karo District)". This research uses a descriptive qualitative approach. In dissecting this research, the researcher uses the ethnographic method by presenting a report of the research results in written form. The results showed that the management of village assets in the Siosar relocation area was divided into two categories. Firstly, village assets are managed by each village's government and involving the community such as houses, jambur, BUMDes, agricultural land and others. Secondly, the village managed assets are shared by the three villages in the area of relocation Siosar like, worship places, clean water sources, schools, etc. The results also showed that the obstacles faced by the community of each village in the Siosar relocation area tend to be almost the same as, the source of human resources is not adequate and tend to reject new things, their differences of opinion between the village government in managing village assets, the limitation of area after being relocated, and the lack of assistance from the government. The results also showed that the community of each village in Siosar had a role in managing village assets according to their duties or tasks assigned to them.

Kiringan village is one of the villages located in Takeran District, Magetan Regency. Kiringan Village still uses conventional information media, namely by using a notice board located at the village office to convey public information such as an introduction to the organizational structure, activities, location and village potentials that the community feels is less legible. With the development of information and communication technology that is increasingly rapid and massive, the village of Kiringan needs an online information medium which can also be called a village website. Spatial morphology was formed from the land use that that was realized from a variety of activities performed in that area. Next, the building pattern and function as well as circulation pattern or road network pattern that connected between regions would also influence regional or spatial morphology. Margorukun Village was one of villages to be proud of in Surabaya. Margorukun Village has gotten award as the winner of Green and Clean Village competition program. Moreover, spatial morphology of Margorukun Village has its own uniqueness, part of village which was divided into two with different morphology. The uniqueness appeared from the local wisdom of villagers. The aim of this research was to identify how a village local wisdom could affect spatial morphology of the village. The research method in this research was descriptive qualitative. The research was conducted by performing field observation activity in form of environmental spatial element, through blueprint, layout plan, and existing image or direct observation on the research object and interview. The research result referred about how the spatial morphology of Margorukun Village and how the villager activity to build a cultural local wisdom of Margorukun Village.

Users of the Natural Resource Potential Information System of the Riau Islands Province who are registered starting from the village level up to the Regency level, so that in the present and future the system can function as a means to gather accurate and up-to-date data and information about villages and villages. This research uses a method using several approaches of application design with the waterfall method and blacbox and whitebox testing. The result of the research is a web-flash Village-based Natural Resource Potential Information System. The application built displays data by involving a variety of animations by prioritizing content characteristic from each region on the icon of each village. Permis and Rajik Villages have development potential when viewed from a geographical and accessibility aspect. From a geographical aspect, Permis Village and Rajik Village are villages that are supported by the beach or the sea. From the aspect of accessibility, Permis Village and Rajik Village will be built a National Bridge connecting South Sumatra with Bangka. Based on this, this study aims to explore the potential for the development of Permis and Rajik Villages as local and cultural tourism villages based on studies of supply and demand aspects so that they are able to provide recommendations for future Village development. The approach used in this research is mixed methods, including qualitative methods to study supply aspects, community characteristics and policies, as well as quantitative methods to assess tourism demand aspects. The results showed that the Permis Village and the Rajik Village had the potential to be developed as local and cultural tourism villages. Village political authority to manage its authority has been eroded by the government through various sectoral ministry policies that are anti-village. The village has lost its authority as the subject of village administration. The central government places village administration as "scientific", through technocratization, namely applying applications that mislead villages. Villages are not managed politically, but technocratically which causes village democracy to not work. The state has even carried out neo-corporatism over villages with the aim that village transformation is more directed towards realizing the interests of the state, not the interests of the community. The transformation has strengthened the involution and formalism of village democracy, also causing village administration to return to the state-led government model or government run by the state, on state instructions, not based on community initiatives. The emergence of various government regulations such as Permendes No. 21 of 2020 concerning Guidelines for Implementing Village Development and Empowering Village Communities, not only makes villages more technocratic, but also kills village democracy, as mandated by Law No. 6 of 2014 concerning Villages.

The traditional village of Penglipuran Kubu, Bangli Regency has the potential as a tourist village. The potential of culture and natural resources can be managed into a tourism village product by collaborating with culture, natural resources, human resources, and tourism village management. In order for the management of the tourist village to be sustainable, the management strategy and laws related to the tourist village become the manager's reference. It was found that the management of the tourist village is still weak. The problem of tourist villages can use the absorption method from research results found both from service research results and from other researchers to be expected to provide solutions to the Penglipuran indigenous peoples who manage tourist villages. The role of the government after the development of the Penglipuran tourist village has decreased, it should remain a dynamist for the Penglipuran indigenous people. The methods used in legal issues in the management of tourism villages, focus group discussions (FGD), mentoring, lectures on legal science, dissect cases related to tourism village institutions, find potential strategies for local wisdom to strengthen tourism villages based on local wisdom, ensure continuity Penglipuran tourism village, assisting tourism awareness groups in managing tourism villages in growing the creative economy. The results of the service show that the Penglipuran tourist village, the lands that are used as tourist village objects are customary lands (Tanah Ayahan Desa). There is a legal problem that AYDs land is certified by Krama Adat. Another problem, which needs legal assistance, and legal counseling that the Penglipuran tourist village is managed by a tourism village management business entity, then a new problem arises with the Regional Regulation Number 4 of 2019 concerning customary villages, that Traditional Villages have Utsaha, to be managed by BUPDA (Baga Utsaha Padruwen Desa adat) based on customary law.

ABSTRACT Background A ‘healthy village’ concept as a healthy setting approach is lacking in India, where approximately 70% of population lives in villages. Despite various village development programs, the quality of life in Indian villages continues to be poor. Objective To evaluate some villages in district Ambala as healthy villages. Materials and methods This cross-sectional study of seven villages under a sub center was conducted during January to April 2010. These villages were compared on the basis of scores obtained on a checklist developed for evaluating ‘healthy village’. The village headmen, committee members, various health workers, accredited social health activists and anganwadi workers were also interviewed. Results The sub center headquarter, the largest village, scored maximum among seven villages (90/130; 69.2%). Lowest score was observed in the smallest village (49/130; 37.7%). Most villages faired poorly on intersectoral coordination, youth activities, and historical/cultural heritage. Performance of all villages on ‘availability of basic statistics’ and ‘animal shelter’ was excellent. Conclusion Apparently, population size of a village was linked with its being a healthy village. The Ministry of Villages, Development of Disadvantaged Areas and Transmigration (Ministry of Village PDTT) is a ministry within the Indonesian Government in charge of rural and rural development, empowerment of rural communities, accelerated development of disadvantaged areas, and transmigration. Village Potential Data for 2014 (Podes 2014) in West Java Province is data issued by the Central Statistics Agency in collaboration with the Ministry of Village PDTT which is in unsupervised data format, consists of 5319 village data. The Podes 2014 data in West Java Province were made based on the level of village development (village specific) in Indonesia, by making the village as the unit of analysis. Base on the Regulation of the Minister of Villages, Disadvantaged Areas and Transmigration of the Republic of Indonesia number 2 of 2016 concerning the village development index, the Village is classified into 5 village status, namely Very Disadvantaged Village, Disadvantaged Village, Developing Village, Advanced Village and Independent Village based on the ability to manage and increase the potential of social, economic and ecological resources. Village status is in fact inseparable from village development that is under government funding support. However, village development funds have not been distributed effectively and accurately according to the conditions and potential of the village due to the lack of clear information about the status of the village. Therefore, the information regarding the villages priority in term of which villages needs more funding and attention from the government is still lacking. Data mining is a method that can be used to group objects in a data into classes that have the same criteria (clustering). One of the algorithms that can be used for the clustering process is the k-means algorithm. Data grouping using k-means is done by calculating the closest distance from data to a centroid point. In this study, different types of distance calculation in the K-means algorithm are compared. Those types are Manhattan, Euclidean and Chebyshev. Validation tests have been carried out using the execution time and Davies Bouldin index. From this test, the data Village Potential 2014 in West Java province have grouped all the 5 status of the village with the obtained number of villages for each cluster is a cluster village Extremely Backward many as 694 villages, cluster Villages 567 villages, cluster village Evolving as much as 1440 villages, the cluster with Desa Maju1557 villages and the cluster Independent Village for 1061 villages. For distance calculation, Chebyshev has the most efficient accumulation time of 1 second compared to Euclidean 1.6 seconds and Manhattan 2.4 seconds. Meanwhile, the Euclidean method has the value, Davies Index most optimal which is 0.886 compared to the Manhattan method 0.926 and Chebyshev 0.990.

This study aims to determine the critical success factors in the implementation of village financial management. The research is a case study research that is conducted in three villages with different village status, namely developed villages, developing villages and underdeveloped villages in Talun Sub-District, Cirebon Regency. Data collection was carried out through interviews with village heads, secretaries, treasurers and the Village Consultative Body (BPD). The results showed that the implementation of village financial management (planning, implementation, administration, reporting and accountability) in the three villages studied, had been carried out under Regulation of the Minister of Home Affairs Number Number 113/2014 concerning guidance for village financial management, However, village financial administration, had not carried out following the rules. The study suggests that there three main factors for the successful implementation of village financial management, namely the competence of village government officials, commitment and support from leaders, and the role of the village consultative body. Secondary factors for the successful implementation of village financial management are the participation and support from the community and understanding in running the SISKEUDES application..
