Abstract:
Abstract-In the governance of the Adat Village in Bali, it has a credit institution, namely the Village Credit Institution, which is a movement of the community of Pakraman Village to improve the economic standard of Pakraman Village. However, if it is not properly mobilized, it will cause new problems and the problems that are most often expressed, one of which is bad credit. If bad credit is carried out by village officials, this can be solved by a rerem or regulations made jointly by the indigenous villagers. But if this bad credit is carried out by non-village officials, according to Bali Provincial Regulation Number 3 of 2017 concerning Village Credit Institutions (LPD), explain; (LPD) may not give credit to non-village officials. However, in some traditional villages, there are also those in the perarem which are allowed by non-village officials to conduct credit in (LPD) but there must be representatives from the traditional village krama. For this reason, there is no legal certainty for non-village officials who commit bad credit. The problems in this research are: 1. How legitimate is the credit agreement at the LPD that the debtor is non-Village Village ?. 2. What are the legal consequences if there is a bad credit, the debtor is a non-village official? The research method used is the Empirical research method and data collection techniques through interviews and observations. The results of this study are in the implementation if the LPD allows non-village manners to do credit in their LPD, then there must be a village regulation that regulates the credit process carried out by non-manners of the village. In addition, the settlement of bad loans must also be regulated by regulations in the customary village. Keywords: Bad Credit, Non-Villagers Courtesy, Village Credit Institution.

Abstract:
Bali has two village governance systems: administrative-village and customary-village. Administrative-village is the extension of government’s authority in administrative aspects. Meanwhile, customary-village (pakraman village) denotes traditional institution that has a function to organize krama (residents) based on the awig-awig (customary law). The role of customary-village is fundamental in carrying on the custom and culture of Bali as well as triggering the economical aspect from the society through Village Credit Institution (LPD). This study is intended to describe the existence of social capital over the LPD by employing inductive-qualitative approach. Social capital over the LPD can improve the societies’ harmony that have been established in advance. Furthermore, the social capital bonding, bridging and linking can be used continuously in social life.

Abstract:
In 1984, the Provincial Government of Bali issued an idea to help the pakraman village in carrying out its cultural function. With Governor's Letter Number 972 of 1984, November 1, 1984 concerning Village Credit Institutions. This type of research is normative research, the source of legal material consists of primary and secondary legal materials. Analysis of legal materials with interpretation analysis. The results of the study show that the granting of credit to rural Credit Institutions with guaranteed mortgage rights, is set forth in a credit agreement between the LPD and the customer who is also required to get approval from adat Bendesa, in this case to apply adat sanctions when bad credit occurs. The position of adat "sanctions" is as a last resort after other efforts have not been successful with the aim that credit arrears can be repaid. In the application of strict and objective adat "sanctions", it is very necessary, because the adoption of adat "sanctions" based on the existence of nepotism elements can cause a crisis of the banjar / adat community members' trust in the existence of prajuru and awig-awig who have been highly respected and obeyed. Bali Provincial Governor Regulation No. 44 of 2017 binds to the imposition of mortgage rights in the granting of loans to the LPD that only applies to the local traditional village, in this case the LPD is a savings and loan business entity owned by the customary village. Therefore, from the very beginning in the credit agreement an effort was made to form a binding agreement according to the awig-awig of the traditional village and which appeared in the recommendations of the management. If a bad credit occurs, it can be resolved in a village paruman by imposing customary "sanctions" which are part of the power in resolving any violations or disputes that are there because of original autonomy, namely in an effort to provide legal protection for one of its assets. And bad credit customers who do not carry out the obligations as set forth in the credit agreement are imposed with confiscation of collateral that is bound by the imposition of mortgage rights for immovable property.

Abstract:
The community in Bali is greatly aided by the credit facilities with the existence of the Village Credit Institution (LPD). The institution is the lifeblood of the village’s economy. Looking through the importance of the LPD’s function, it is necessary to have a special institution having the power of empowering the LPD, so the Village Credit Institution Empowering Agency (LPLPD) is established. This study examines the role of the LPLPD in settling bad credit as well as the procedures for settling the bad credit at the LPD. This issue is examined by the normative legal research method. In empowering the LPD, the LPLPD performs its duties through technical strengthening related to administration and bookkeeping, checking, upgrading, LPD security budget management, LPD supply guarantee budget management, LPD liquidity support budget management, and control of LPD problems. LPLPD also seeks to prevent the risk of bad credit arising in the LPD through coaching that has been planned and scheduled in each district. LPLPD takes preventive or initial preventive action with technical guidance such as administrative guidance, bookkeeping including credit guidance. LPLPD does not participate in direct credit problem solving. On the other hand, these institutions provide solutions to LPD administrators to analyse the problem whether the credit process is due to the fault of the process or because the customer is not able to make payment. If the technical or the credit process that is wrong, it is the responsibility of the manager; however, if the process is correct but the customer causes a problem, the process must go through billing in accordance with the credit agreement. If there is already bad credit, the steps that must be taken are billing, restoration and if these are unhelpful then ultimately an credit guarantee auction is carried out.

The results of the research indicate that as economic capital, LPD proved able to build entrepreneurship and empower local villagers of pakraman. As a social capital, LPD has its own value structure, has a social network and gained the trust of its customers. Furthermore, as a cultural capital, LPD is able to strengthen the tradition of local pakraman villagers and become part of the cultural pillars of Balinese society. Abstract:
Village Credit Institutions are quite capable of accelerating the economy of traditional village manners to advance and make a significant contribution to village development. But in the midst of the frenzy of the era of digitalitation revolution 4.0 characterized by automation demanding a movement for renewal in the LPD in order to be able to compete with similar institutions. The fundamental problems of LPD that are most prominent are the capacity of Human Resources in terms of management, use of information technology, especially in the preparation of financial statements. In the digitalization era, every business actor must prepare himself to enter the 4.0 industrial revolution. For this reason, business actors are expected to maximize the use of information technology, one of which is in the preparation of financial statements. However, currently there are not many microfinance institutions that use information technology to carry out the recording of their financial statements. LPD still records finance conventionally. Of course this if it is not immediately followed up will pose a risk of loss in the future. Solution to problem solving is done by conducting socialization, mentoring the preparation of financial statements. The implementation method is carried out in several stages, beginning to provide an understanding of the importance of the use of information technology, conducting training in information technology-based financial report training, lastly assisted to solve problems related to the preparation of financial statements. The hope after this activity ends is that LPD is able to carry out its business activities independently to prepare financial reports and carry out evaluations of business activities and in the long run the LPD will develop and be able to torch accelerate the economy of the local village.

Abstract:
<p class="ISI-Paragraf">Karangasem is one of the regencies in Bali Province that has potential in the agricultural sector, in addition to Tabanan Regency. Contribution of the agricultural sector of Karangasem Regency amounted to 14.74% of the GDP of Bali Province. Large potential of the agricultural sector can also be seen from the livelihoods of the population, where majority (50.61%) work as farmers (Statistics of Bali Province, 2017). In November 2017, Mount Agung erupted, impacted the development of sectors in Karangasem Regency, including the agricultural sector. This research is intended to determine the competitiveness of the agricultural sector (especially the food crop subsector) and the planning model of agricultural areas in the regency. Location selection is done purposively with the consideration that it has the lowest economic growth rate after Jembrana Regency and has experienced Mount Agung eruption in 2017. Research method used are Shift Share Analysis and Dynamic Modeling. Especially for Dynamic Modeling, an analysis of economic aspects was carried out. Results shows that agricultural sector in Karangasem Regency can still compete with other regions in Bali Province. The agricultural sector, especially paddy fields in the last five years (in 2012-2017), was still able to contribute to the increase of the regency's Gross Regional Domestic Product (GRDP) and community income if the agricultural area management model is implemented in an integrated manner between farmers, Village Credit Institutions, and local customary villages.</p>

Abstract:
AbstractMicrofinance institutions (MFIs) is a worldwide movement. This study aims to describe the key conditions in the rapid development of community-owned MFIs, namely LPD (Lembaga Perkreditan Desa/Village Credit Institution), through case study in LPD Kedonganan Village, Badung Regency of Bali. This village was selected for few reasons i.e. the shifting of people livelihood from fishery-based to tourism-related livelihood, the well-manage of coastal commons for fishery, tourism spot, and religious-related activities. Data collection was conducted through several visits during 2007 to 2018. This research adopted qualitative approach through observation and depth-interview with local leaders, MFI managers and users to discover their perspective about the MFI. Secondary data was also collected from various reports of LPD Kedonganan. The study showed that LPD was established, owned, and managed by the community through a custom village. LPD distributed credits to various components of the society and business including tourism and fisheries-related business, in and out of village territory, and to male and female customers, with various types, scales, and sectors. The healthy financial performance of the institution was clearly depicted by its rapidly growing profit and equity, and its low percentage of a non-performing loan for more than three decades. The better growing LPD has attracted various socio-economic investments in the grass root, for example a collective-owned and managed seafood restaurant. Overall, the study identified that the community had made such successful and sustainable collective-owned resource arrangement. The arrangement had been evolved and built by sharing rules linked to community values, customs and faith. As a result, the emerging institutions had contributed remarkable roles to rural socio-cultural and economic development and showed the opportunity to enhance some cooperative behaviors for sustainable governance of resources and rural livelihood.

For the Balinese, customary villages are social realities that are accepted as given. It exists as a social institution that competes with existing institutions, especially government agencies such as the service village. Its existence is only felt when it clashes with rights that intersect with heterogeneous community life in ethnicity and religion. In this study, the customary village is understood as an important institution that must be given space because of the history and also the role that has been played in maintaining the security and comfort of Bali. But in the perspective of minority groups, its presence becomes a hegemonic institution that threatens the diversity of Balinese society.Through a deconstruction approach, customary villages in Bali Province Regulation No. 4 of 2019, is expected to continue to provide benefits to build togetherness in plurality.

Abstract:
The customary land in Bali is known as the Druwe Desa land which is under the authority of the adat village. Traditional village is a term used to refer to religious social institutions that oversee the unity of indigenous and tribal peoples that exist in every village in Bali. Customary villages have the right to autonomy from traditional law to regulate their own households, known as awig-awig. With the promulgation of Bali Provincial Regulation Number 4 of 2019 concerning Customary Villages in Bali further strengthens the existence, functions and duties of traditional villages. So that customary villages are recognized as legal subjects to ownership of land rights. So that customary land in Bali can be registered as communal property rights based on the Decree of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 276/KEP-19.2/X/ 2017 through Complete Systematic Land Registration in order to guarantee legal certainty. But in fact, there is a concern about the transfer of rights so that it affects the existence of customary land. The specific purpose of this study is to analyze the implications and strategies in maintaining the existence of customary land in the village of Pejeng Kelod. Purpose The purpose of this paper is to explore the factors that determine non-farm enterprise revenue and to empirically test the association between access to credit, credit source and firm performance among poor entrepreneurs in rural Bangladesh. Design/methodology/approach Using a Bangladesh Institute of Development Studies and World Bank survey from over 1,700 households in rural Bangladesh, a panel data model is used to control for unobserved heterogeneity among households and explore the determinants of non-farm revenue. Findings The findings suggest that village infrastructure and household labor assets have a positive impact on enterprise development. The findings reveal that the use of rural credit as a production input is important in augmenting revenue for the non-farm enterprise, but there are differential effects by credit source. Research limitations/implications Because the study uses data from a quasi-experimental survey design, unobserved effects that can bias the results must be controlled for. Also, as credit program impacts can be location-specific, caution in generalizing the results of this study must be exercised. Practical implications This study provides evidence on the positive effects of microcredit, family assets and family social capital on economic outcomes and microenterprise growth for poor entrepreneurial households. If enterprise growth is important for development, greater understanding of the determinants of microenterprise performance and the role of credit in the success of microfirms is beneficial for policymakers and the institutions that finance small-scale production. Social implications If it is agreed that entrepreneurship is important in promoting development, self-sufficiency and positive economic outcomes (Yunus, 2007), then credit program design should focus on both the credit needs of the poor and the dynamics inherent in enterprise development for this group of entrepreneurs. Originality/value This paper expands the limited literature on the determinants of microenterprise growth and the role of credit in microenterprise development by tracing a positive link between village infrastructure, family demographics and access to credit. The identification of the factors that determine non-farm enterprise revenue is important for policymakers because enterprise growth is perceived as essential for economic development.

Descriptive and logistic regression analysis (logit) were used to answer the objective of the study. Formal institutions assigne1d to channel the funds include government banks and private banks. Informal institutions that carried out micro-credit funds were the private sector or institutions from the farmers themselves. The majority of farmers knew that the rate level of formal financing sources was lower, but the administrative procedures were considered problematic. The regression's results showed that the factors influenced the decisions of Horticulture farmers to take micro-finance access, including education, length of business, interest rate, and loan amount.

Abstract:
AbstractMarket demand for the orange-headed thrush Zoothera citrina, a prestigious songbird competition species in Indonesia, is supplied by chicks harvested from Bali Island. Using ethnographic and interview surveys conducted during the 2008–2009 breeding season we established the structure and scale of this trade and investigated means to improve its sustainability in two districts of Bali. We found that well-organized agent networks supplied an estimated 116,000 chicks worth EUR 3.175 million from Bali during the 6-month harvest season. Chicks are harvested when 4–16 days old and exported from Bali when 16–18 days old. Of 50 nests followed 60% were harvested and just 6% fledged young. Farmers deploy techniques to improve thrush food supply but lack practices to ensure continued recruitment to the thrush population. The practice of thrush harvesting started in the mid 1990s and is not yet regulated by the traditional institutions (Subak) that govern collective farming practices. Three networks determine the sustainability of the practice: (1) the fraternity of Indonesian songbird keepers, (2) agricultural agent networks, and (3) traditional village institutions. We identify the potential for coordinated forms of self-regulation and thrush population management by Subak and key groups involved in songbird contests. Furthermore, we argue that this would more likely enhance sustainability than interventions by government conservation agencies.

Abstract:
Tabanan Regency in Bali has many villages that have tourism potential but have not developed yet, one of them is Munduk Temu village located in Pupuan District. This study aims to identify the tourism potential of the village and to determine people's perceptions in the development of rural tourism. This research is descriptive qualitative, with data collection methods through direct surveys, and the distribution of questionnaires. The results showed that there are many tourism potentials in the village including: waterfall, hot spring baths, clear river water, salak and coffee plantations. Leading potential of the village is coffee plantations managed by the community with about 60% of the total area of the village. Public perception shows that the community agrees that the village of Munduk Temu has the potential to become a tourism village, but tourism accessibility is inadequate, tourism facilities are still limited, institutions are not yet available, but community awareness has grown, the community hopes to manage the tourism village independently, and urgently needs promotion media. It can be concluded that the village of Munduk Temu has the potential to be developed into a tourist village, but needs to be improved in various fields and promotions.
