In the security environment of Japan, there are various problems and unstable factors becoming prominent and sharp. Those situations are becoming more and more serious. The factors in the Asia-Pacific region will immediately have a profound impact on Japan’s national benefits, including the modernization of neighboring countries and the strengthening of military power. Trends and military activities are becoming more and more obvious. In addition, natural disasters occur frequently in Japan, and nuclear power plants are located in coastal areas, and infrastructure such as industry, population and network communications are too concentrated. In the metropolitan area, invisible security concerns similar to those caused by the Great East Japan Earthquake have been buried. If disasters such as large earthquakes occur again, there will still be extremely serious damages, not only in Japan, but also more likely to spread to other countries. Therefore, the Japanese Self-Defense Force urgently needs to take countermeasures to face the large-scale natural disasters that may occur in the future. Both Taiwan and Japan are maritime countries. The natural resources in the country are quite limited. Due to this inherent limitation, both Taiwan and Japan rely on trade to safeguard their own economic benefits. Therefore, defending the maritime traffic lines and ensuring maritime interests are important to the Taiwan and Japan. The recent increasingly harsh international situation in the Asia-Pacific region has seriously affected the security and stability of the surrounding areas. It has invisibly brought many challenges to the maritime rights and interests of Taiwan and Japan. The military play an extremely important role in disaster prevention and response. Therefore, by understanding the Japanese defense system, strategies and tasks. We can get suggestions for development of the R.O.C.N. in the future.
