Abstract:
Aerosol pH is an important parameter that affects air quality, and the health of aquatic and terrestrial ecosystems. However, the lack of such data was reported in Ho Chi Minh City (HCMC), Vietnam. In this study, we estimated the aerosol pH in fine particulate matter (PM2.5) collected in HCMC, Vietnam using the thermodynamic equilibrium models (E-AIM Extended Aerosol Inorganics Model and ISORROPIA-II), and the phase partitioning of ammonia. Aerosol pHs estimated by different methods were 1.7 – 2.9. Good correlations between the phase-partitioning approach and models in predicting the aerosol pH were observed with R2 from 0.77 to 0.89, suggesting that the assumption of equilibrium is valid at the HCMC site.

Abstract:
On March 9, 1945, the Japanese terminated French rule in Indochina and gave Viet-Nam its first “independent” government. As an accident of history, and although composed chiefly of technicians and professionals, the government of Tran Trong Kim unexpectedly carried out a partial revolution from above—characterized by the Vietnamization (Viet Nam hoa) of nearly all French-imposed institutions—and regained territorial unification for Viet-Nam, only to see the fruits reaped by Ho Chi Minh in August 1945. Kim's Empire of Viet-Nam was one side of the Vietnamese nationalist revolutionary coin; the reverse was Ho's Democratic Republic of Viet-Nam.

Abstract:
The wars of postcolonial Asia, although often viewed by U.S. officials as struggles between Communist and non-Communist forces or between colonial powers and independence movements, were in fact far more complex and ambiguous in nature. The conflicts displayed some of the characteristics of civil war, brigandage, and ethnic, regional, and religious warfare. This article exams the experience of Phat Diem, a predominantly Catholic enclave in northern Vietnam, during the First IndochinaWar, to highlight the dynamics of these cross-currents of regionalism, nationalism, and religion. Ultimately Phat Diem's attempts to steer a middle course between Communism and French colonialism ended disastrously, but its story highlights several important but little recognized aspects of the war in Indochina and the nature of Asia's wars in the first decade after the end of World War II.

Abstract:
AbstractThis paper examines the history of an unknown “mass murder” perpetrated in 1947 in Southern Vietnam by the Viet Minh forces. It was organized in the outskirts of Saigon, mainly against Cao Dai and Hoa Hao religious forces that were portrayed as “reactionary” during their political revolutionary trials. Before presenting and analyzing the data of nearly 900 victims, the paper briefly presents the social, political and military conquest and context of French Cochinchina, as well as explains the political and military ambitions of the Viet Minh forces after the advent of the Democratic Republic of Vietnam in Hanoi on September 2, 1945. The focal point of this article is the review of the data related to the massacre and its uses, i.e.what they can reveal about the course of the massacre, its actors and victims. Finally, the paper's last section assesses the official historiography of the massacre, which has been recognized by the current regime in a 'soft' mea culpa. In conclusion, this article discusses the issue of violence in Southern Vietnam and its consequences for the Socialist Republic of Vietnam in a more long term perspective.

Abstract:
After World War II, Vietnam declared independence from France and Japan following the victory of the resistance movement for independence led by the Viet Minh. However, with the regulations at the Yalta conference, France returned to wage war to force Vietnam and the entire Indochina peninsula to fall under French rule as before. In Vietnam, France refused to cooperate with Viet Minh because it believed that this organization was Communist. France tried every way to set up a “puppet” government and they turned to Bao Dai, an Emperor who had just been overthrown in August 1945. The Bao Dai solution was proposed by France to maintain colonialism in Vietnam. This solution aims to establish a “National Government of Vietnam” under French influence, maintaining French interests and influence. This research article aims to clarify the puppet nature of the “National Government of Vietnam” and show that it had an important influence on the situation in Vietnam during the Indochina War (1945-1954). Methods of exploiting historical documents, logical methods and international relations research methods are used to clarify the content of the research article. Abstract:
In a recent World Bank report showed that Viet Nam was one of the five (5) countries that are most affected by sea level rise, a consequence of climate change. Ho Chi Minh City (HCMC), a Vietnam’s biggest city, is accordingly identified as a most area significantly impacted by climate change in the Mekong Delta region. For those countries affected by climate change, future studies on extent and degree of impacts as well as setting out the national strategy and measures adapting to climate change is urgently and a vital of concern. This paper will present surveyed and analyzed results of possible impacts of climate change in Ho Chi Minh City, including: changes of mean temperature over the past 30 years (1979-2008); changes of rainfall (and density) and water level at the Sai Gon River in the period of 1978-2008. In addition, some specific measures for climate change adaptation are also addressed and proposed in the context of Ho Chi Minh City.

Abstract:
Constructed wetland is a low cost, effective technology and it is still in the state of improvement to enhance the treatment efficiency, especially in nutrient and trace elements treatment. This study investigated the effect of aerobic and anoxic conditions in Horizontal Subsurface Flow Constructed Wetland (HSFCW) on nutrient, organic, metal and Octylphenol - OP (Endocrine disrupting chemical) treatment. Two HSFCWs were constructed: HSFCW1 with three aerobic compartments; HSFCW2 with two aerobic compartments, one anoxic compartment. The two HSFCWs had the same design parameters (fiters, plants), except oxygen conditions. The results showed that aerobic and anoxic HSFCW may increase the efficiency of Nitrogen removal by 10%, but decreased by 11% in the efficiency of OP treatment (one of the EDCs). The efficiency of treatment of pollutants, including NH4+-N, COD, TP, Mn, Fe, Al and Cu between two HSFCWs were not significantly different; the average efficiency was 99%, 84%, 97%, 96%, 96%, 72% and 73%, respectively. Therefore, the anoxic compartment of HSFCW still provided the effective removal of organic matter, Manuscript received September 29th, 2017; accepted 24th December, 2017 This study was funded by CARE RESCIF under grant number Tc-TTC-2017-05. Abstract:
Viet Nam is ranked No 5 in global plastic waste contribution to marine environment. The long coastline in Viet Nam provides a livelihood for millions of households as well as the food security for the whole country. The use of plastics per capita increased nearly eleven fold, from 3.8 kg/person in 1990 to 41 kg/person in 2015. The two highy populated cities (Hanoi and Ho Chi Minh City) alone generate 80 tonnes of plastic waste every day. Landfilling is the primary treatment method of solid waste while recycling is still limited. Tax for plastic bags exists, but implementation is not efficient. Application of Extended Producer Responsibility still faces many constraints. Regular monitoring and data collection related to the status of marine plastic waste pollution are inadequate. Moving forward Viet Nam needs to focus on a number of issues including strengthning the legislation, raising awareness, promoting research on innovative recycling technologies, and promoting international cooperation. This paper investigates current issues, challenges, and constraints in managing plastic waste in Viet Nam and makes recommendations for improvement. The paper utilises an unsystematic narrative overview as the research method.

Abstract:
The review is given on the book Vietnam: An Epic Tragedy, 19451975 by the English historian and publicist Max Hastings. The author builds the history of the struggle of the Vietnamese people against the French colonialists and American imperialists based on extensive factual evidence. Anti-communist beliefs do not allow the author to fully appreciate the role of the Viet Minh front and the Vietnamese communists in the victory over the French, but he recognizes the enormous authority of Ho Chi Minh. Objectively depicting the anti-national character of the Ngo Dinh Diem regime in South Vietnam and the American aid, the English journalist confirms with his book the main lesson of the Vietnam War, which proves that the internal political problems of another country cannot be solved by an outside invasion.

Abstract:
More than 40 years since the end of the Vietnam War, a younger generation of Vietnamese Americans is returning to their parents’ ancestral homeland with career opportunities tied to Vietnam’s economic growth in the past decade. These more permanent return migrations reveal strategies of local and global assertions of belonging and identity management among the “1.5” and second generation of Vietnamese Americans who work in high-skilled professions in their parents’ ancestral homeland. Known there as the Viet Kieu (Overseas Vietnamese), those who work in both corporate and nongovernmental organizations draw upon multiple forms of social and cultural capital to negotiate a third space between the local and global in Westernizing pockets of Ho Chi Minh City, Vietnam. I argue that Viet Kieu constructed symbolic boundaries to distinguish themselves from foreigners and ethno-national boundaries to distinguish themselves from locals, but they also crossed these boundaries to find spaces of belonging in Vietnam. The experiences of this niche subgroup of more skilled Viet Kieu constitute “transnational” instances of active ethnic and national identity renegotiation that reaffirmed the importance of place making and subjective claims to an imagined authentic return experience. This study focused on highly skilled returnees, aiming to analyze how transnational flows of capital such as language, education, and access played into the symbolic boundary making and identity politics of return.

The Late Paleozoic – Early Mesozoic sedimentary formations in the South – eastern region have exhumed incomplete, and they have more complex geological characteristics, related to the closure process of the Paleo-Tethys ocean and the Indosinian orogeny occured from late Permian to late Trias. Sedimentary sequences in this period were classifed to Ta Not, Hon Quan, Song Sai Gon and Chau Thoi formations. The results from researches on petrography at areas of Chau Thoi formation such as Chau Thoi, Buu Long, Minh Duc, Loc Thanh have indicated that the pyroclasic rocks such as tuff, agglomerate, tuffaceous conglomerate, tufaceous sandstone conglomerate, sandstone, siltstone… are also present with the mainly lithological component of formation as conglomerate, sandstone, siltstone... Reseach on the lithological composition and geochemical content from the number of rock samples of the Chau Thoi formation show that the Chau Thoi formation is formed in rift setting as backarc basin type.

Dien Bien Phu is an inconspicuous place among the undulating jungle of Vietnam next to the Laotian border. On March 13th the Viet Minh started the decisive battle against the French fortress after monumental preparations and fought the former colonial power sacrificially. On May 7th the combat and the First Indochina War were settled. France experienced its Stalingrad in this lossy battle and Vietnam gained its independence, if only briefly. It is the end of a colonial empire, but the First Indochina War also marks a hot period in consideration of the Cold War.

Abstract:
AbstractThis article provides quantitative assessments of the great famines that occurred in Vietnam and Java in 1944–1945, which together claimed the lives of some 3.4 million people. It shows that in both Vietnam and Java, harvest shortfalls, in which weather figured prominently, were so large that insufficient food was available to feed everyone. Nevertheless, in both instances, even with the pressures of war and weather, governments could have acted differently and largely, perhaps even wholly, prevented famine. Although Java's famine had few political repercussions, Vietnam's was instrumental in the August 1945 Viet Minh and communist revolution.

Abstract:
Under-detection and -reporting in the private sector constitute a major barrier in Viet Nam’s fight to end tuberculosis (TB). Effective private-sector engagement requires innovative approaches. We established an intermediary agency that incentivized private providers in two districts of Ho Chi Minh City to refer persons with presumptive TB and share data of unreported TB treatment from July 2017 to March 2019. We subsidized chest x-ray screening and Xpert MTB/RIF testing, and supported test logistics, recording, and reporting. Among 393 participating private providers, 32.1% (126/393) referred at least one symptomatic person, and 3.6% (14/393) reported TB patients treated in their practice. In total, the study identified 1203 people with TB through private provider engagement. Of these, 7.6% (91/1203) were referred for treatment in government facilities. The referrals led to a post-intervention increase of +8.5% in All Forms TB notifications in the intervention districts. The remaining 92.4% (1112/1203) of identified people with TB elected private-sector treatment and were not notified to the NTP. Had this private TB treatment been included in official notifications, the increase in All Forms TB notifications would have been +68.3%. Our evaluation showed that an intermediary agency model can potentially engage private providers in Viet Nam to notify many people with TB who are not being captured by the current system. This could have a substantial impact on transparency into disease burden and contribute significantly to the progress towards ending TB.
