Abstract:
It is a truth universally acknowledged that nowhere is the past a greater burden on the present than in the historian's own area of interest. In Austria, in 2008, the past seemed to be more than usually present. From the outset, it was declared a year of multiple anniversaries; and the years 1848, 1918, 1968, and above all 1938 were recalled in conferences and books and in public discussion in the media. And yet some aspects of the past were curiously absent: Austrian democracy, we learned from an events listings handout distributed at Vienna airport, was established in 1918—only to be extinguished by the Nazis in 1938. In this context, Oliver Rathkolb's finding (presented at a conference on democracy held at the Vienna Museum in March), that forty percent of Austrians do not even know who Engelbert Dollfuss was, is hardly surprising. This is not to say that there is no engagement with the thornier questions of Austria's past—in the University's Institut für Zeitgeschichte, there is talk of little else—but that there is now, as delegates at the same conference agreed, something of a gulf between the general public's understanding of the past and that of academic historians and some sections of the press.

Abstract:
Professor Enyedi obtained his M.A. in Economics (1953) and his Ph. D in Economic Geography (1958) at the Budapest University of Economics. He worked for the Institute of Geography, Hungarian Academy of Sciences (1960-1983 , head of department, deputy director); in 1983, he founded the Centre for Regional Studies, Hungarian Academy of Sciences (general director, 1983-1991; chairman of the scientific council, 1991-to date). He was elected member of the Hungarian Academy of Sciences (1982) and of Academia Europaea (London). Professor Enyedi has participated in a number of international research projects organized by UNESCO, ICSU, International Geographical Union, European Science Foundation, etc. He was the chairman of the IGU Commission on Rural Development (1972-1984), and the Vice President of the IGU (1984-1992). He is an honorary member of the British Royal, Finnish, French, Croatian, Hungarian and Polish Geographical Societies. Professor Enyedi has authored 24, and edited 15 scientific books, and over 300 scientific papers. He is a member of the World Society for Ekistics. Dr Keresztély is Head of the Department at the Centre for Regional Studies, Hungarian Academy of Sciences, Budapest. Her studies include an MA in Hungarian and International History, University Eötvös Lórùnd Tudomány Egyetem, Budapest; Diplome d'Études Approfondies in Urban Geography, University of Nanterre, Paris-X; and PhD in Urban Geography, École Normale Supérieure, Paris. Her main activities focus on research in urban geography, urban policies, and urban culture; presentation of papers at major international conferences in Seoul, Korea; Berlin, Germany; Montreal, Canada; and Vienna, Austria, and a substantial number of publications. Dr Keresztely is a member of the World Society for Ekistics.

Abstract:
The Austrian philosopher Otto Neurath (Vienna 1882 - Oxford 1945) was the only non-architect who participated in the fourth CIAM conference (Congrès International d'Architecture Moderne) that took place in Athens in the summer of 1933. As we read in the minutes of the congress published in the journal of the Technical Chamber of Greece Technika Chronika (Technical Chronicles), it was at the meeting of 13 August 1933 that CIAM members decided to set up two categories of participants: a) partners (mainly young architects and students of architecture), and b) specific members (non-architects participating as full members). The one and only such member was Otto Neurath. Neurath was invited as a representative of the Mundaneum in Vienna in order to cooperate with the CIAM Committee of Statistics which had as its task to collect, review and process statistical data relating to some of the most important cities of the Western world. As noted in the minutes of the congress: ‘The Committee of Statistics in cooperation with the Vienna Mundaneum will collect, review and edit the necessary statistical material which will remain as the property of the Conference.’

Abstract:
The United Nations General Assembly welcomed, in its resolution 48/79 of 16 December 1993, the request made to the organization's Secretary-General by a State party to the 1980 Weapons Convention (France) to convene a conference to review, in accordance with Article 8(3), the provisions of that Convention. In paragraph 6 of the same resolution, the General Assembly encouraged the States party to ask the Secretary-General to set up a group of government experts to prepare such a conference. The States did so and the group of experts that was subsequently brought together held three meetings in 1994 and one in 1995. Pursuant to a decision by the group, the Review Conference is to be held in Vienna from 25 September to 13 October 1995.

e4742037Mobilizing fundamentals of Social Pedagogy and Media and Information Literacy practices committed to promoting freedom of expression of the prison system egress, the research investigated the potential of AMI for the socialization process of those experiencing a moment of return to society outside prisoners. Therefore, the construction and analysis of empirical data were supported by the action research method. The investigation took place in the Social Inclusion Program for Graduates of the Prison System - PrEsp, in the city of Uberaba / MG, through workshops mediated with and with employees who addressed the construction of a newspaper called “Jornal do Desabafo.” The newspaper production was the dialogical path chosen to oppose the hegemonic discourse on the stage of symbolic disputes produced by media culture. At the end of the activities, evidence was collected that media literacy can be an instrument of Pedagogy to promote freedom of expression with graduates from the prison system since employees made the newspaper a tool to insert their word and regain this denied right, represented themselves as human beings and broke with stereotypes long associated with egress from the prison system.ResumoMobilizando fundamentos da Pedagogia Social e práticas de Alfabetização Midiática e Informacional (AMI), comprometidas com a promoção da liberdade de expressão do egresso do sistema prisional, a pesquisa investigou o potencial da AMI para o processo de socialização dos que estão vivenciando momento de retorno à sociedade extramuros carcerários. Para tanto, a construção e análise dos dados empíricos respaldaram-se no método de pesquisa-ação. A investigação aconteceu no Programa de Inclusão Social de Egressos do Sistema Prisional – PrEsp, do município de Uberaba/MG (Brasil), por meio de oficinas mediadas com e junto aos colaboradores que abordaram a construção de um jornal, o qual intitularam “Jornal do Desabafo”. A produção do jornal foi o caminho dialógico escolhido para contrapor o discurso hegemônico no palco de disputas simbólicas produzidas pela cultura midiática. On 13 October 1995, the first Review Conference of the 1980 Convention on Certain Conventional Weapons (CCW) adopted during its first session in Vienna a new fourth Protocol entitled “Protocol on Blinding Laser Weapons”. The 1980 Convention comprises a framework Convention (containing technical provisions such as applicability, entry into force and amendment) and annexed Protocols containing the substantive rules relating to certain weapons. Although many weapons had been discussed during the preparatory stages of this Convention, only three Protocols were adopted in 1980. However, the structure chosen enabled new Protocols to be added in order to accommodate future weapons which needed t o be prohibited or otherwise regulated.

Both for the quality of the repertoire and the influence of the composers, the ‘New Jewish School in Music’, the subject of a two-day conference on 10–11 May 2004 at the University of Potsdam, Germany, represents a significant aesthetic movement in the history of 20th-century music. To apply the term ‘school’ to a varied group which lasted from 1908 till 1938, and spread from St. Petersburg, through Russia, to Berlin and Vienna, as in the conference title (it is also that of a new book by Dr Jascha Nemtsov, conference organizer), begs the question of the extent to which there was a unanimity of aesthetic purpose and style. Yet while this is still open to debate, what emerged from the conference was a common agenda and a sense that it was certainly ‘new’ and young, since all the composers were keenly interested in contemporary, avant-garde music. Though diverse in idioms, they all shared a profound involvement with the revival of a folk culture and its assimilation into art music.

On April 11, 1980, the U.N. Diplomatic Conference held in Vienna approved the Convention on contracts for the International Sale of Goods. This paper deals with the most interesting aspects of the Convention, comparing them with the rules of the Civil Code and the Draft Civil Code of Quebec on this matter. The provisions of this international uniform law are quite close to the rules and remedies existing in civil law juridictions. The major differences between the Convention and the Quebec Law are more technical than substantial. The differences between the uniform law and the national law can also be explained by particular circumstances of international trade which require more celerity and security in the field of international business transactions.

La Asamblea General de las Naciones Unidas acogió favorablemente, en su resolutión 48/79 del 16 de diciembre de 1993, la petición que uno de los Estados Partes en la Convención de 1980 sobre ciertas armas (Francia) había efectuado al secretario general de la Organización para que convocase una conferencia de examen de las disposiciones de dicha Conventión en virtud de su artículo 8(3). En el párrafo 6 de dicha resolución, la Asamblea General animaba a los Estados Partes a que pidiesen al secretario general la designación de un grupo de expertos gubernamentales con el cometido de preparar la conferencia. Así lo hicieron, y el grupo de expertos constituido con tal finalidad celebró tres reuniones en 1994 y una en 1995. Siguiendo una decisión del grupo, la Conferencia de Examen se celebrará en Viena del 25 de septiembre al 13 de octubre de 1995.

Abstract:
The 1972 Paris Peace Talks between Henry Kissinger and Le Duc Tho brought the American involvement in the Vietnam War to a close by early 1973. The main sticking points theretofore were stipulations in draft cease-fire agreements allowing Northern troops to remain in the South and the National Liberation Front's participation in South Vietnam's government. President of South Vietnam Nguyen Van Thieu adamantly opposed both proposed stipulations lest his power be diluted. Thus, Kissinger had to broker a diplomatic agreement between Thieu and Le Duc Tho which was acceptable to US foreign policy viz. “peace with honor.”

Abstract Robin Morgan asked the author to write the Iran chapter for Sisterhood Is Global: An Anthology of the International Women’s Movement. The seventy women who had written their country’s chapters contributed their honoraria to set up the Sisterhood Is Global Institute (SIGI), the first global feminist think tank. Several prominent international feminists, e.g., Simone de Beauvoir, Fatema Mernissi, Ama Ata Aidoo, Peggy Antrobus, Gwendoline Konie, Maria de Lourdes Pintasilgo, and Devaki Jain became SIGI leaders and members. In 1991, the author was asked to become SIGI’s leader. The author describes other important feminist meetings, collaborative projects, and conferences during the late 1980s/early 1990s. The 1993 UN World Conference on Human Rights in Vienna provided the ideas, connections, and opportunities to form a viable conceptual framework and a set of practical and workable strategies to help move SIGI forward. The author managed the newly established Foundation for Iranian Studies (FIS) in Washington, DC, and worked to include more art exhibits, films, history, and writings by women in its projects. FIS provided office space and support for SIGI. She describes several cases of extrajudicial murder committed abroad against leading exiles by the Iranian government.

Gilles Brassard, computer scientist from the University of Montreal, is not too dis- oriented when he is preparing himself to present a project done in collaboration with Charles Bennett, trained as a chemist, currently a theoretician at IBM in New York. The title of the lecture arouses the curiosity of those who glance absent-mindedly through the conference programme: Brassard is going to speak on ‘quantum cryptography’.

This chapter examines the role played by the international human rights protection system and its mutual interactions with countries and societies of the Arab region. The United Nations human rights system has grown considerably over the past six decadess, and with it the demands for human rights protection and their respect around the world, including in the Arab region. The revolts that first hit the region in 2011 brought into sharp focus the interdependence of development, democracy, and human rights, first articulated in the outcome document of the World Conference on Human Rights in Vienna in 1993. This chapter first provides an overview of the UN normative framework of human rights before discussing how Arab states engaged with this framework and how the UN bodies and processes have dealt with rights issues in the region. It also reviews Arab civil society's interactions with and usage of the UN human rights system.

This chapter examines the onset of the so-called stagflation and the problems that beset détente during the period 1973–6. In the aftermath of Israel’s victories in the Six Day War, a situation of ‘no peace, no war’ prevailed in the Middle East. Attempts in 1970 and 1971 by the United Nations and the United States to make progress on a peace settlement proved futile. The chapter first considers the Middle East War of October 1973, which sparked a confrontation between the US and the Soviet Union, before discussing the impact of stagflation, especially on the Bretton Woods system. It then explores political problems in Europe and how European détente reached a high point in the Helsinki conference of 1975. It concludes with an analysis of détente and crises in less developed countries such as Chile, South Vietnam, Cambodia, and Angola.

Turkish Code of Obligations' numbered 6098, Vienna Convention on Contracts for the International Sale of Goods and Provisions of Vienna Convention on Contract for the International Sale of Goods (CISG/United Nations Convention), Comparing of civil law, common law, and combinations of these (especially Sales contracts in civil law and sales contracts in common law).During the legislation process of Turkish Code of Obligations' provisions regarding sales, both Vienna Convention on Contracts for the International Sale of Goods (CISG/United Nations Convention) and Swiss law has been constituted a source. The Vienna Convention is effective since 01 January 1988 and Turkey has participated to (CISG) on 01 August 2011 and it has been a part of domestic law. The aim of (CISG) is to eliminate the differences among the countries' laws regarding sales; i.e. it constitutes a linking rule and the rules of sales. Since the Convention has been legislated with the effect of various law families and systems, provisions of the convention have not been completely adopted to code of obligations.

"Today we have seen that even developments in industrially developed countries are facing problems. We recognize the humility of scholars in Japan and Korea when presenting such problems on this international platform. In particular, I was very impressed with a report that mentioned a new problem that is probably a huge challenge for the world soon. That is a report related to ethical issues of AI in human resource management. It is a problem that is not only to be questioned now but may give birth to other problems in the future. Those experiences will be very valuable to Vietnam, as we have been on a 40-year journey of innovation since 1986. To report, in our innovation journey, we also paid special attention to human resource development. In Vietnam's most recent Party Congress, the 13th Congress in 2021, we outlined three strategic breakthroughs to develop the country. Among those three strategic breakthroughs, one is a breakthrough in the strategy of developing human resources, especially high-quality human resources. The Party and State consider developing high-quality human resources as one of the key strategies for development in the coming time. Thus, the awareness and actions of the Party and the State of Vietnam during the entire period of the innovation process are completely consistent with the common perception of the world. Recently, we have paid special attention to human resource developments to adapt to the fourth industrial revolution. At the Central Propaganda and Training Commission, many conferences have been organized recently and we are paying special attention to human resources in science and technology ""STEM"". I am also very impressed with the professors of China, whose extremely important message behind China's success is to invest and highly value talented individuals. ""The talented"" means more than just ""high-quality human resources”, they are the center for development, for investment that pioneer development. For Vietnam, we would like to share that in November 2023, the Central Committee of the Communist Party of Vietnam also issued a very important resolution related to ""talent"", which is to develop the intellectual team. awake. There are many strong solutions in investment, attraction, and utilization of talents in the socio-economic development of the country. Those are a few things I would like to discuss with scholars about Vietnam's innovation development and the Party's emphasis on the development of high-quality human resources. This article analyses the role of state in the policy of economic liberalisation in Vietnam. Doi Moi, which was launched in 1986, is a very influential and effective policy in changing the socio-economic landscape of the people in the country. The results of this study prove that there are positive effects on the increase of foreign investment inflows, the eradication of starvation and unruly poverty, the increase of level of education, the improvement of gender equality and women's rights as well as the sustainability of the environment after Doi Moi is implemented. Through Doi Moi, Vietnam is moving towards a developing country status with good economic performance both at the Southeast Asian and global.

This transborder regional plan represents the final result of the collaboration of three universities: Faculty of Architecture, Technical University of Bmo – Czech Republic, Institutes of Regional and Landscape Planning TU Vienna – Austria and the Institute of Regional and Environmental Planning, University of Kaiserslautern – Germany. All the participants, students and teachers, architects, urban and regional planners enjoyed the four common workshops – both on the Czech and on the Austrian territory, which was divided till 1989 by the “iron curtain”. They compared the differences of the local culture in architecture, urban and landscape structure, but found the majority of similar ways of life. This was what created the idea of the transborder zone.

The article aims to highlight the chrono-spatial distribution of electoral processes in the Olt Country (southern Transylvania, Romania), in the last seven centuries. For the medieval era we have information related to the election of members (boyars) of the Superior Seat of Fagara?, an institution of regional autonomy preserved by both the Muntenian rule (before 1462) and the Transylvanian (XVI-XVII centuries), and in the first phase (XVIIIth century), by the Habsburg Court in Vienna too. For the middle of the XIXth century, we have information related to the district elections of the revolutionary year 1848, the municipal elections of 1861, or those related to the Transylvanian Diet of 1863. From the period of the Austro-Hungarian dualism (1867- 1918) the available data are related to legislative and local elections. After the Union of Transylvania with Romania (December 1, 1918), the electoral data refer, both for the interwar period (1919-1939), for the communist regime (1946-1989) and for the years of post-communist democracy (after 1989), both to parliamentary and local elections. The last interval also includes detailed electoral data, at communal level, related to both legislative and local elections. In conclusion, the analysis of the electoral results for the entire interval highlights the presence, mainly among the winners of electoral competitions, of Romanian representatives � including for the period before 1918 � and the "alignment" of the Olt Country, in the last century, to Romanian national trends.

Abstract Malaysia has introduced a shallow-water enhanced profitability term (EPT) production sharing contract (PSC) in the year 2021 to reward a PSC contractor with equitable returns reflecting the business risk and the opportunity to accelerate development and monetization. This study evaluates the attractiveness of the EPT against several fiscal terms adopted in southeast Asia, including Indonesia, Vietnam, Thailand, and Myanmar. This paper established an offshore shallow-water field development analogue project with a total production volume of 68 MMbbl, capital expenditure (Capex) of USD 530 million, predevelopment operating expenditure (Opex) of USD 36 million, variable Opex of USD 12.5/bbl, floating production storage and offloading (FPSO) rental of USD 61 million/year, and abandonment capital of USD 101 million. High, base, and low scenarios are considered for oil price per barrel as USD 70, 60, and 50, respectively, and production volume scenarios as 78, 68, and 58 MMbbl, respectively. These values with certain fiscal assumptions are input into a fiscal model engine for economic indicators [net present value (NPV), rate of return (ROR), and payback], revenue take, after-tax cashflow, and variables sensitivity calculations to evaluate base, optimistic, and pessimistic cases. In the base case, the attractiveness order of countries based on a higher-positive NPV at 10% and ROR are Malaysia EPT (NPV at 10% = USD 198 million, ROR = 30.4%), Indonesia PSC (2017) (NPV at 10% = USD 149 million, ROR = 28.3%), and Thailand Royalty and Tax (R/T; 1991) (NPV at 10% = USD 32 million, ROR = 14.5%). In the optimistic case, the NPVs at 10% are improved, ranging from Thailand (+271%), Myanmar (+247%), Malaysia (+151%), and Indonesia and Vietnam (+141%) as compared to the base case. In the pessimistic case, all the fiscal terms are unfeasible for ROR at 10%. Myanmar PSC (1993) yields above 10% ROR only when the production is at the base or high scenario with oil price at USD 70/bbl. Vietnam PSC (2013) is unfeasible for positive NPV at 10% even with high oil price under various taxes, including the windfall profit tax. Indonesia has a better NPV at 10% at a low oil price because of the progressive split that subsidizes the operator. Oil price and production volume are the top two sensitive variables except for Vietnam, where capital is the highest. The contractor take is higher in Malaysia, followed by Indonesia, Thailand, Myanmar, and Vietnam at base and high oil price. When the oil price is low, Indonesia generated a higher contractor take than Malaysia. Malaysia EPT is the only fiscal regime that can generate a contractor take that is higher than government take and stagnant around 55% against the 40% in Indonesia. In conclusion, Malaysia EPT provides a better investment return when the oil price is USD 60/bbl and above, while Indonesia gross split is more profitable when the oil price is low. This study provides insights on the potential investment returns by new EPT fiscal terms. The attractiveness and potential margin upside when the oil price is on the rebound paves the way for other southeast Asia fiscal terms.

Álvaro Siza Vieira (1933) began his training at the Architecture Department of the School of Fine Arts in Porto (EBAP) in 1949, one year after the 1st Congress of Portuguese Architects (1948), which became known as the congress of modern architects. There were two fine arts schools at the time in Portugal, in Porto and Lisbon (EBAP and EBAL), both with an equivalent curriculum that was coordinated by the state. Siza attended the course based on the “beaux arts” programs of 1932, concluding the curricular part of his course in 1955 and presenting his final graduation design in 1965. But by this time, Portuguese education in the arts had already switched to “modern”curricula (1952-57 Reform). The following year, having already seen some of his important works built, Siza began his career as assistant professor at the school in Porto.
