Kjersti Lohne describes the impact of non-governmental organizations at the International Criminal Court (ICC), in particular discussing the relative lack of regard for defendants’ rights, and especially highlighting the difficulties encountered by those acquitted. After the Coalition for the International Criminal Court contributed to the establishment of the ICC itself in the fight against impunity for international crimes, that Coalition has continued a victim-oriented approach, arguably at the expense of defendants’ rights. The ICC’s focus on victims, ‘truth’, and ‘memory’ may challenge the legitimacy of the Court in the longer run.

Having established the dominant sonic patterns of Haneke’s cinema in relation to The Seventh Continent, this chapter combines an auteur-centered approach with genre studies. More specifically, it analyzes how Funny Games disobeys sonic rules of mainstream thrillers, including: a comparative lack of non-diegetic music, few stingers to punctuate shocking moments, and an absence of sexualized sounds when the female victim resists her killer. The defamiliarizing experience of Funny Games confronts us with what it means to view violence as entertainment, especially through its uncomfortable extremes of sonic bombast (including the music of John Zorn), its terrifying use of everyday sounds, and its extended quiet around scenes of most terror and grief. Like the family of victims, we are forced into subjection by the killers who “direct” most of the film’s sounds, along with being made to experience the silent and beyond-verbal agony of its victims.

Abstract:
The chapters in Part III, “Eddies,” seek to step behind this justice facade and explore the lived experience of victim participation as well as the ways in which this experience was mediated by another Cambodian intermediary organization, Documentation Center of Cambodia (DC-Cam). Chapter 7 builds upon the previous chapters by unpacking how the Extraordinary Chambers in the Courts of Cambodia (ECCC) sought to produce a certain liberal democratic, right-bearing juridical subjectivity even as alternative subjectivities also mediated the experience of Cambodians in and around the court. Specifically, Chapter 7 focuses on a non-governmental organization outreach tour, which included attending the first day of two weeks of civil party testimony in which relatives of S-21 victims testified. Three international civil parties—each in many respects exemplary victims embodying the qualities of wound, suffering, helplessness—spoke. Even as they did, it was evident that there were cracks in this justice facade revealing underlying complexities obscured and pushed out of sight. Such fissures were also evident when the outreach participants visited Tuol Sleng and performed a ceremony for the spirits of the dead, highlighting Buddhist subjectivities backgrounded by the juridical process.

Abstract:
This chapter argues that the psychodynamics of desire contribute to the transformation of “ordinary” individuals into those who directly and indirectly support or engage in genocide, mass atrocity, and their performative dramaturgies. The chapter describes the practices of the macabresque in terms of noir ecstasy and the psychodynamics of obscene surplus enjoyment in the transgressive theaters of human violation. Comparative depictions of the macabresque in the Guatemalan, Chilean, Sri Lankan, Congolese, Darfurian, and other cases are framed by Lacanian psychosocial theory and concepts focused on ideology, fantasy, and personality that analytically transitions from festivality and the carnivalesque to the macabresque. Human violation and the desire for absolute power drive perpetrator behavior in ways that normalize their anti-normative or anomic hatred and enemy-making relative to victims’ fixed, fixated, and frozen identitarian categories that become naturalized, and often racialized. Victims suffer racialization by means of forced displacement. This produces spatialized “islands” of demonization.

Abstract:
Posttraumatic stress disorder (PTSD) has been shown to have a variety of negative health and mental health effects on those who are afflicted, as well as negative effects on relationships with intimate partners and close relatives. Families are likely to be impacted by the specific nature of the sustained trauma. For example, PTSD related to sexual trauma may be experienced solely by the victim, who is likely to be uniquely impacted by and “impactful” to intimate partners, close family, and friends in the victim’s life. In contrast, PTSD resulting from exposure to natural disasters or terrorism may affect numerous members of a family, particularly when multiple family members have been exposed to the same event or when homes, possessions, or neighborhoods have been broadly affected. Although specific circumstances may require tailored approaches to family intervention, different types of traumas also share commonalities related to their impact on interpersonal relationships, communication, and family functioning. Little is known about effective interventions for families affected by PTSD, regardless of circumstances.

Abstract:
Introduction: The mass disaster of the B1 dam failure of the Córrego do Feijão Mine, in Brumadinho, Minas Gerais, Brazil, on January 25, 2019, resulted in environmental destruction, suffering and deaths. Objective: discuss the performance of professionals from the Legal Medical Institute of Belo Horizonte, Minas Gerais, in the face of technical-scientific expertise in fatal victims and in the care of their families, caused by the event. Method: A qualitative-quantitative, descriptive-explanatory study was carried out, whose instruments were questionnaires, structured and semi-structured, applied to the institution's workers, which addressed sociodemographic aspects, personal and structural difficulties in carrying out the work and their perception in this specific work. Results: The research results suggest that the composition and performance of the qualified multidisciplinary team were essential for the success of the work, observing difficulties in relation to physical space, personnel and equipment. The work of the multidisciplinary team brought from the experiences: learning, overcoming, risks and suffering. It was concluded that the work of the professionals involved allowed the legal medical expertise of the fatal victims, the reception of their relatives and the identification and release of the bodies for the proper procedures and burial. In the historical context of the Legal Medical Institute of Belo Horizonte, Minas Gerais, this case of mass disaster solution is a landmark that explains the multidisciplinary expert and technical performance of the professionals involved in one of the biggest accidents at work, with fatal victims, which took place in Brazil.
