Abstract:
This paper presents the results of a survey-based study, which involved 120 small and medium sized enterprises in the East Midlands region of the UK, and aims to explore small and medium sized enterprises environmental practices, environmental capabilities and awareness of the regional support for green growth. Environmental capabilities of small and medium sized enterprises are found to be bound to energy efficiency projects, with very few small and medium sized enterprises having a strategic outlook toward developing these capabilities. The majority of small and medium sized enterprises did not access governmental grants to improve energy efficiency, and those who did accessed governmental rather than NGO or private sources. Around a third of small and medium sized enterprises did not invest in any form of Environmental Management System or Environmental Management Accreditation over the last two years. Environmental capabilities, which are considered to have a direct positive impact on cost reduction, are found to be attracting the highest demand from small and medium sized enterprises. The study offers a typology of small and medium sized enterprises environmental capabilities providing a valuable conceptual development in understanding the links between various environmental capabilities and their significance for the strategic success of an enterprise.

The small and medium-sized enterprises provide much economic dynamism for macroeconomic development in China. However, many small and medium-sized enterprises have to face financing difficulties due to external factors and internal factors, such as the willingness of financial institutions to lend and the low credit of small and medium-sized enterprises. The establishment of private banks plays a very important role in alleviating the financing difficulties of small and medium-sized enterprises and eliminating financial suppression. This paper takes the listed small and medium-sized enterprises as samples to study the impact of the development of private banks on the small and medium-sized enterprises financing. The conclusions show that the development of private banks can alleviate the financing difficulties of small and medium-sized enterprises.

This research aims to study the level of micro, small and medium-sized enterprises of tax compliance in East Java, Indonesia. To measure the level of tax compliance, 3 indicators are used, namely the ownership of the Taxpayer Identification Number (TIN), compliance with paying Income Tax and compliance to fill out and report the Annual Income Tax Return. The results showed that the level of tax compliance in micro, small and medium enterprises in East Java, Indonesia was still very low. Micro, small and medium-sized who have a Taxpayer Identification Number (TIN) is only 37.80%, those who pay Income Tax are only 21.95% and those who fill and report Annual Income Tax Returns of only 18,29%.

Abstract:
The main attention of the submitted paper is devoted to the comparison of development of entrepreneurship in Slovak and Polish small and medium-sized he enterprise sector. The conditions for blooming entrepreneurship are created in the national economy. Especially the role of SMEs in the transition economy, both in Slovakia and Poland, has the impact on SMEs. The entrepreneurship of small and medium-sized enterprises is extended in the whole Slovakia. From the viewpoint of the regional structure, most enterprises are located in the Bratislavský region (30.4%), Košický region (11.8%), Žilinský region (10.1%) and Trenčianský region (10.1%). On the other hand, the least of enterprises were registered in the Nitrianský region (8.9%), Trnavský region (9.2%) and Banskobystrický region (9.6%). Small and medium entrepreneurship is diversed throughout Poland. The average small and medium entreprenership ratio is 44.5, while the highest is in the Mazowieckie region – 55.2% and the lowest in the Podkarpackie region – 30 %. The supporting system for private entrepreneurship in both countries, Slovakia and Poland, is very similar and the entrepreneurs are satisfied with its offer and help.

The evaluation of financing ability is very important to promote the small and medium-sized borrowing capacity of science and technology, and it is the first premise to clarify the financing obstacles of enterprises. However, the traditional view only emphasizes the role of self-ability and neglects the research of financing environment. With the development of national economy, science and technology-based small and medium-sized enterprises have received extensive attention, mainly because science and technology-based small and medium-sized enterprises are the main force to promote national economic development. Because of their own and external factors, small and medium-sized science and technology enterprises generally have financing problems. Improving the financing ability of small and medium-sized enterprises is an effective way to solve the problem of capital shortage. At the same time, many small and medium-sized enterprises face more risks in their development, and their growth is unpredictable, which makes it difficult for financial institutions such as banks to make loan decisions. However, at present, some small and medium-sized enterprises still have many unsolved problems in the financing process, which affects the development of high-tech small and medium-sized enterprises. This requires relevant departments to pay full attention to the optimization of their financing system, constantly innovate financing methods and lay a solid foundation for their subsequent development.

The survival and development of small and medium-sized enterprises in Liaoning province play an important role in absorbing labor force to obtain full employment and comprehensively improving people's living standards. However, the development of small and medium-sized enterprises in Liaoning Province is not satisfactory, on the contrary, it is very worrying, which makes us have to focus on how to get rid of the difficult development situation of small and medium-sized enterprises in Liaoning Province and realize sustainable development. By exploring the relationship between enterprise cost and labor remuneration, taking 3649 enterprises surveyed as examples, this paper studies the proportion of optimal labor remuneration to labor cost and the proportion of labor cost to enterprise cost, so as to analyze the realistic situation faced by enterprises in Liaoning Province and the corresponding improvement countermeasures to promote the overall economic development of Liaoning Province.

Abstract:
SMEs have been acknowledged by governments globally as a prime source of economic growth and development. In Africa there has been a noticeable increase in the number of SME establishments. In Uganda, SMEs are the most popular business choice and play a major role in the national economy. Although SMEs significant economic contributions are generally acknowledged, being ethical and successful has become a challenge, as many SMEs in Uganda have not fully adopted and integrated ethics into their business strategies. Understanding the reasons for the increased unethical behaviour in SMEs is central to their continued business success. The primary objective of the study was to investigate the factors that influence ethical business conduct in Ugandan SMEs. From a comprehensive literature review, three main independent variables (staff-, business- and external environment factors) were identified as variables influencing ethical business conduct (dependent variable) of SMEs. A hypothetical model was developed to determine whether the independent variables have an influence on the dependent variable. Twelve hypotheses were formulated to test the relationships between three staff factors, five business factors, four external environment factors and ethical business conduct. The study sought the perceptions of SME owners or managers in the Kampala District and utilised the quantitative research paradigm. A survey was conducted with the aid of a structured self-administered questionnaire distributed by three fieldworkers. A combination of convenience and snowball sampling was utilised. The final sample comprised 384 respondents. The validity of the measuring instrument was ascertained by using exploratory factor analysis. The Cronbach‟s alpha values for reliability were calculated for each of the factors identified during the exploratory factor analysis. A total of ten valid and reliable factors were retained. Pearson product-moment correlation and multiple regression analysis were used to test the correlation and statistical significance of the relationships hypothesised between the various independent and dependent variables. One statistically significant relationship was found between the staff factors (employee attitude) and ethical business conduct. Two statistically significant relationships were found between the business factors (knowledge acquisition and management practices) and ethical business conduct. Three statistically significant relationships were found between the external environment factors (legal requirements, industry norm and media power) and ethical business conduct. External environmental factors seem to have a greater influence on SME ethical business conduct in Uganda. Multivariate Analysis of Variance (MANOVA) was used to identify if significant relationships exist between the eight demographic variables and seven reliable and valid independent variables. Furthermore, post-hoc Scheffé tests identified where the significant differences occurred between the different categories. Cohen‟s d-values were calculated in order to assess the practical significance of the mean scores. A total of twelve practical significant relationships were identified. SME owners or managers should consider employing staff with the right attitude to uphold sound ethical business values. They should implement ethical management practices to promote ethical business conduct amongst employees and ensure that employees are made aware of what is regarded as acceptable ethical business behaviour. SME owners or managers should adhere to legal requirements and industry norms to be known as businesses exhibiting ethical behaviour and utilise media to instil and guide ethical values in employees. Lastly, they must pay attention to the role that demographical variables such as: gender, level of education, current employment status, number of years in business and number of employees, play in behaving ethically in business.

Small and Medium-sized Enterprises (SMEs) are an underutilised sector to disseminating sustainability within communities. Entrepreneurs are action-oriented individuals who enjoy challenges and act upon environmental feedback, making them ideal change agents. However, there is a lack of tools specifically targeted towards SMEs to help them act strategically towards sustainability. In order to support entrepreneurs and motivate them into becoming catalysts for change towards sustainability the research team identified the need to provide them with a customized tool. The tool will be focused towards entrepreneurs interested in starting up new businesses with a core strategy of sustainable development. If the entrepreneur is able to apply sustainability at the beginning of their business venture, it reduces the need for later corrections. The research examines what is needed in a tool to support entrepreneurs and how to encourage them through the conception of adopting sustainable strategies.

Abstract:
The objective of this study is to assess factors which affect the performance of SMEs in Nigeria. The literature shows that economic development, growth and poverty alleviation are vitally linked with reliable and sustainable operations of SMEs. This is particularly relevant to Nigeria which seeks to diversify its real sector by reducing over-dependence on the volatile oil sector. In recognition of these problems the Nigerian government set up the Small and Medium Industries Equity Investment Scheme (SMIEIS) for SMEs. Nonetheless, as it is the case in many developing countries, SMEs are faced with poor access to financial resources, and little research seems to have focused on factors affecting the performance of SMEs in Sub-Saharan African economies including Nigeria. The study is primarily based on an extensive mail survey of 502 SMEs in Nigeria's two regions and three main sectors (manufacturing, business services, and trade sectors). Accordingly, a broad range of testable hypotheses have been formulated which tend to capture peculiarities in the Nigerian economy using correlation and logistic regression analysis. Access to finance, difficulties encountered, financing decisions and desire for Islamic finance turned out to be the major factors affecting regional and sectoral performance of SMEs. The study reveals some significant differences in the regional performance of SMEs. Most important amongst these differences are: ease of `access to finance', `difficulties encountered' in the process, decisions about `accepting or rejecting' bank financing, and the regional appeal of `Islamic finance' with its different financing modes. It also reveals significant difficulties in obtaining external finance by the entire survey respondents. The study concludes that characteristics internal to the SMEs (like Firm age and size, location and legal form) and their owner-managers characteristics (like education, experience and age) seem to determine the demand for and use of external financing. It recommends policy makers and SME stakeholders to review the existing SMIEIS policies which unduly exclude most SMEs from having access to such finance.

These countries adopted specific laws to regulate this type of entity. Nine countries were studied: Finland, Slovenia, Denmark, Romania, Greece, Latvia, Slovakia, Bulgaria, and Lithuania. Most of these countries are small sized economically but have been very active in enacting special legislation on social enterprises. Hence, it would be interesting to briefly describe their respective legal regime.

AbstractFor future innovations, complex Industry 4.0-technologies need to improve the interaction of humans and technology. Augmented Reality (AR) has a significant potential for this task by introducing more interactivity into modern technical assistance systems. However, AR systems are usually very expensive and thus unsuitable for small and medium-sized enterprises (SMEs). Furthermore, the machine's reliable data transfer to the AR applications and the user activity indication appear to be problematic. This work proposes a solution to these problems. A simple and scalable data transfer from industrial systems to Android applications has been developed.The suggested prototype demonstrates an AR application for troubleshooting and error correction in real-time, even on mobile or wearable devices, while working in a laboratory unit to simulate and solve various errors. The unit components (small garage doors) are equipped with sensors. The information about the state of the system is available in real-time at any given moment and is transmitted to a mobile or wearable device (tablet or smart glass) equipped with AR application. The operator is enabled to preview the required information in a graphical form (marks and cursors). Potential errors are shown and solved with an interactive manual. The system can be used for training purposes to achieve more efficient error correction and faster repairing.

As a result, expectations that open data will help create value, innovation, and a range of economic, social, and environmental transformations are very high. Despite the great potential and high expectations, little is known about the use of open data, especially in enterprises. The overall research goal is to assess the use of open data in Slovene small and medium sized enterprises. To address this problem, we first conducted a systematic literature review to 1) understand the open data field through a historic lens, 2) identify key areas of research, and 3) identify research gaps. Based on the findings we will develop a research agenda.

The current trend of digitization processes is referred to as Industry 4.0 - the onset of the fourth industrial revolution was a logical outcome of our progress in science and technology. If businesses want to be successful in today's market, they must respond to the digitalization trend. The pandemic revealed the need for digitization and the implementation of Industry 4.0 concepts in the business sector, where it was not necessary before. The aim of this paper is to describe the attitude of small and medium-sized enterprises to the very implementation of Industry 4.0 elements and the latest impact of the Covid-19 pandemic on the speed of adaptation of small and medium-sized enterprises in Slovakia to Industry 4.0. The survey among companies was carried out using an electronic questionnaire. Only small and medium-sized enterprises from Slovakia will join the survey in the period from November 2021 to February 2022. The questionnaire was sent to 512 enterprises. The return rate of the questionnaire was 42.38%, which corresponds to 217 companies. The aim was to analyze the impact of the Covid-10 pandemic on the speed of adaptation to Industry 4.0 in small and medium-sized enterprises. Based on the conducted research and results, we can claim that companies have started the process of implementing Industry 4.0.

In this study data will be collected through SMEs in Aksaray province and in this way study will deal with the relationship between information technology, innovation and management performance. Data for the research will be collected through survey system. The questions of the survey will be created by using the theoretical and applied literature (validity and reliability tested in various contexts) including information technologies, innovation and performance. Unlike some of the questions taken from previous studies, the new ones will be developed in terms of literature review, recommendations of academic staffs and business managers. The analysis of collected data will be carried out through SPSS package program and by using the techniques of some tests like single sample –t- test and ANOVA test.

Micro, small and medium enterprises play a major role in the country's economic growth and development. The connection and correlation of GDP and the number of small and medium-sized companies represents a key not only economic but also social role of EU countries. This paper seeks to explore small and medium enterprises as an important role in economic growth and development. Micro, small and medium enterprises play a very important role in the economic development of the country, which is the reason for many studies and analyzes. In addition to contributing to gross domestic product creation, they also play a key social role as they reduce unemployment. The aim of this paper is to assess the relationship between the components of gross domestic product (GDP) and the development of small and medium enterprises (SMEs) in the EU-28 in the years 2009-2019. To achieve this goal, we reviewed the literature, presented statistical data that confirm the importance of these companies in economic development, such as: indicator of entrepreneurship (calculated as the number of SME companies per 1000 inhabitants), participation of SMEs in creating added value. We have presented this data for selected EU countries. Material and methods of work will be performed statistical analysis of data collected for SMEs in the EU and thus enable verification of the hypothesis set in the paper. Secondary data downloaded from the Eurostat site will be used. Based on the downloaded data and the application of a simple regression model, a universal and original model will be presented. Before presenting the model, a correlation will be made in order to present the comprehensiveness of the model. The model will be presented in the form of a function, which will have the value of parameters on the basis of which the influence of independent variables on dependent ones will be determined. The results and conclusions are presented at the end of the paper. The results of the research confirm the theoretical significance and role of small and medium enterprises, as well as the need for their internalization and growth into global market leaders. If the unemployment rate increases by 1 unit (if one person loses his job) in the EU, it will cause a decrease in total domestic value (GDP) by 0.509 units. Every new unemployed worker will cost the EU so much unproduced output and new added value. Assuming that there is no unemployment in the EU, ie that the rate is equal to 0, the EU would produce a gross domestic value of 16,135 euros (note: only the impact and the relationship between the unemployment rate and GDP is taken into account here). Thus, it is clear how much costs and effects unemployment has on the gross domestic product and economic policy of EU countries.

SMEs are supposed to initiate economic development in underdeveloped regions with very high poverty levels and living standards, thus alleviating the economic and social integration of the country. Taking this into consideration, there is a need for local and regional structures in the country to concentrate their activities on providing various measures and activities aimed at initiating and stimulating the development of small and medium-sized enterprises.

A high level of a country’s foreign trade is related to the growth of foreign earnings, to the acceleration of investments, to increase employment and contributes significantly to the growth of the country's economy. In this context, SMEs as one of the mile stones of the economy, foreign trade and economic growth are located in the leading roles. Especially SMEs sufficiently developed oppressed against strong opponents abroad, government policies or practices in trade restrictive policies are some of the reasons for this downside. SMEs that exports goods, or the infrastructure needed to produce goods for SMEs who import raw materials as well as the country's foreign trade policies and developments in the world economy is important. SMEs to follow the development, recognizing competitors, new markets, new products is very important in terms of growth both business and the countries. In this study, SMEs engaged in foreign trade in Sivas Province performing an application on in terms of both the business and government policy at the local level status will be examined. Data will be obtained on issues such as ultimately foreign trade potential of existing SMEs while doing foreign trade problems they face, strengths and weaknesses, market policies at national and international levels, the opinions about the state's foreign trade policy. The results obtained from the data on SMEs engaged in foreign trade by making general inferences about the data obtained on a micro scale, will allow making inferences on the macro scale.

The authors of this paper acknowledge that the complete analysis of this area is a very challenging task. The authors offer the analysis of the current challenges and trends in the introduction of mobile robots into SMEs. A web-based Computer-Aided Engineering (CAE) supporting system is integrated with a Product Data Management (PDM) system for Small and Medium Enterprises (SMEs) suffering from the lack of building hardware, software and related experts. An analysis of current business models and worksite requirements provides an improved process model and data to be shared between the PDM system and the CAE supporting system. Since all engineering tasks such as geometric modeling, mesh generation, static stress and vibration analysis, and fatigue durability analysis are automated in the CAE supporting system, the user in charge of the CAE have only to configure the concerned values of design variables and result data through the web page. The existing Change Management module of the PDM system is modified for seamless data exchange, i.e. sending the Engineering Change Order (ECO) data to the CAE supporting system and receiving the CAE result data back. The bi-directional data transfers between the PDM system and the CAE supporting system is made possible by adaptors based on the Simple Object Access Protocol (SOAP). The current approach will be very helpful for SMEs that only have the PDM system and have no adequate infrastructure for CAE.

Purpose - Small and medium enterprises (SMEs) are very important from a social and economic point of view. They account for two-thirds of jobs in the private sector and are responsible for more than half of the total added value attained by companies in the EU. Competency management consists of three phases: determining the required competencies; determining current competencies and the competency gap; and undertaking activities to ensure and develop the necessary competencies. The required competencies determine the key activities and behaviors required in each key area of work. They represent the basis for the quality performance of other phases of competency management. The primary aim of this research is to determine whether and to what extent determining the required human resources competencies influence the business performance of small and medium enterprises. Methodology - The empirical research was conducted on 234 SMEs in the Federation of Bosnia and Herzegovina (FB&H) in January 2021. The percentage of processed SMEs reflects the real situation according to statistical data on the number of SMEs in the FB&H. An original questionnaire was created for the survey. Data collected by the conducted empirical research were analyzed using graphic representations; descriptive statistics; structural analysis; KolmogorovSmirnov test; Mann-Whitney U test; Kruskal-Wallis test; correlation analysis; factor analysis; and hierarchical multiple regression models. Findings - The research results showed the correlation between the studied variables and the influence of determining the required human resources competencies on the business performance of SMEs. The paper includes a comparison with similar research and recommendations for future research. Contribution - Given that very little research in this area is available in the literature, and that research has not been conducted in this way so far, the contributions of the paper are reflected in several achievements that have made a significant departure from other research on this issue. The same or similar research has not been conducted in Bosnia and Herzegovina so far. The subject of research has been set in a new and original way linking the determining the required human resources competencies and business performance of SMEs through the development of a theoretical model of the relationship between defined variables. An original theoretical and empirical model has been formed, the purpose of which is to determine the impact, direction, and intensity of the links between the first phase of human resources competency management and the business performance of SMEs. A model for measuring business performance has been developed using a balanced scorecard model that includes four perspectives (financial, customer, internal business processes, and learning and growth). Empirical verification of the defined model expanded and deepened the insight into the paradigm of modern business, the first phase of human resources competency management, and its development and affirmation in the field of management and business success.

Interventions designed to support small and medium enterprises (SMEs) are popular among policy makers, given the role SMEs play in job creation around the world. Business support interventions in low- and middle-income countries (LMICs) are often based on the assumption that market failures and institutional constraints impede the growth of SME growth. Significant resources from governments and international organizations are directed to SMEs to maximize their socioeconomic impact. Business-support interventions in LMICs most often relate to formalization and business environments, exports, value chains and clusters, training and technical assistance, and access to credit and innovation. Very little is known about the impact of such interventions despite the abundance of resources directed to SME business-support services. This paper systematically reviews and summarizes 40 rigorous evaluations of SME-support services in LMICs and presents evidence to help inform policy debates. The study found indicative evidence that overall business-support interventions help improve firm performances and create jobs. However, little is still known about which interventions work best for SMEs and why. More rigorous impact evaluations are needed to fill the large knowledge gap in the field.

Tax registration drives have become an increasingly popular intervention to expand the coverage of tax nets across sub-Saharan Africa. However, doubts have recently been casted on their impact, as there is increasing evidence that they do not lead to a substantial increase in revenue, and might skew the tax registry so that towards vulnerable groups are overrepresented. There is little explanation available for these outcomes, as the literature focuses on the outcomes of these exercises – rather than on their processes and premises. We seek to fill this gap through an evaluation of a tax registration exercise of small- and medium-sized enterprises in Freetown, Sierra Leone, implemented by the National Revenue Authority. We argue that the conflicting objectives between national and international stakeholders, as well as between street- and higher-level officials, combined with a technocratic view of the exercise that underestimated its political nature, led to its likely unsatisfactory outcome in revenue terms. However, we also identify non-revenue outcomes that may still be seen as positive from the perspective of policymakers, such as familiarising many businesses with a revenue authority that they previously had very little engagement with. While this outcome of registration exercises is frequently overlooked by similar evaluations, it is one that local officials recognise as important in ‘building future taxpayers’.

Abstract:
This paper reviews the overall micro, small, and medium-sized enterprise landscape in Asia, including the challenges and constraints faced by enterprises in physical (offline) and online markets. It explores the unique circumstances and externalities that arise due to the special characteristics of platforms and how they impact merchants and other platform users. Findings suggest that the unique features of platforms, and the two-sided market structure they foster, require a bespoke policy approach from competition authorities and policymakers.

Abstract:
This working paper identifies challenges in access to finance for women-owned small and medium-sized enterprises (SMEs) in Viet Nam and recommends ways to improve it. Out of 27 banks surveyed, the authors found that only 5 cater to the specific needs of SMEs owned by women. The paper proposes ways of incentivizing financial institutions to invest in this market segment. These include requiring gender-disaggregated data reporting, boosting knowledge on gender lens investing, improving guarantee schemes, and promoting lending to women-owned SMEs as an active hedge against portfolio deterioration. The paper recommends that financial institutions introduce regular tracking of gender-disaggregated data at portfolio level, design and implement gender lens strategies, and develop products and services better tailored to the needs and preferences of women-owned businesses.

Abstract:
This paper develops a model showing that inefficient legal protections disproportionately increase financial restrictions for creditors that have less wealth. Due to fixed monitoring costs in equilibrium, banks will not monitor small firms, and therefore these firms will adopt risky technologies that imply a higher probability of bankruptcy. This implies that inefficiencies in the bankruptcy procedure will have a greater effect on small firms vis-à-vis large ones. Using a survey of firms in 62 countries around the world (WBES) and econometric techniques that allow us to deal with observed and unobserved country-specific components, as well as with partial endogeneity, the paper explore the role of creditor protection on small and medium-size enterprises access to bank credit. It is found that better protection of creditors reduces the financing gap between small and large firms.
