This article studies these sermons to highlight the understanding of the relationship of Christians with pagans who are ultimately called to convert. Abstract:
Velle et al. (2010) discussed discrepancies between Scandinavian Holocene chironomid-inferred temperature estimates, which they attribute to the response of chironomids to environmental variables other than temperature and to taxonomic shortcomings. They suggest ways in which the reliability of chironomid-based paleotemperature reconstructions could be improved by taking into account ecological complexity. While we agree with many of their recommendations, based on the results of other work, we think their paper is unnecessarily pessimistic regarding the ability of existing chironomid-based temperature inference models to provide reliable estimates of past temperature. We offer a critique of the main points discussed by Velle et al. (2010) and provide evidence that chironomid-based temperature inference models can reliably reconstruct mean July air temperature in the Lateglacial and Holocene over millennial and centennial timescales.

Abstract:
This article addresses the issue of the two-level nature of acts of the will, i.e. its ability to voluntarily refer to its own acts. First, we will examine the ancient sources of the concept of the two-level will (Plato and Augustine). Then, we will focus on the views of John Duns Scotus on the types of acts of will, with particular emphasis on the concept of non velle and its application in philosophical and theological issues. Against the backdrop of Scotus’s concept, we will examine the ways in which 14th-century thinkers engaged with his position and developed his account of the two-level acts of will and types of acts of will. Finally, the article discusses a significant change in the function of non velle and the use of this type of volitional act in 14th-century ethics by exploring the views of Buridan and Kilvington. -------------------------- Received: 29/01/2023. Abstract:
Virtual reality (VR) for Language learning has been shown effective in improving students’ communication skills. However very few studies reveal the communication strategies students used in communicating in a VR environment, especially in learning Chinese as a foreign or second language (CFL/CSL). In this pilot study, a prototype Virtual Experiential Language Learning Environment (VELLE) was used to provide immersive learning experiences in developing CFL students’ communication strategies. Productive Failure was employed as an instructional approach to support the learning design. The participants were six CFL students learning in an Australian university. The main data sources included audio recordings of the students’ communication in VR and interview data. The findings showed that participants’ use of various types of communication strategies was influenced by the VELLE and Productive Failure design. In particular, the use of L1 in the problem-solving phase enriched the participants’ learning opportunities and all participants used a lesser number of resource deficit-related strategies after the instruction. Second, Students reported enhanced engagement in language use in the VR context.

AbstractThis contribution aims at reconstructing the system of legal sources as it can be recognised in all its clarity in the De iure praedae. After pointing out that Grotius applied in this work the mathematical method, it is observed that the law has a clear voluntaristic character: 'voluntas universorum ad universos directa lex dicitur'. Even the 'first notion', quoted in Regula I, that is the lex aeterna, has this specific character: 'Quod Deus se velle significarit, id ius est'. Interesting is also the way in which the issue of the ius naturae is developed. Actually, natural law is consistent with Regula I precisely because it is bound to God as a manifestation of his will: 'Dei voluntas non oraculis tantum et extraordinariis significationibus, sed vel maxime ex creantis intentione apparet'. Thus, the creation of the ius gentium primarium and ius gentium secundarium follows the same pattern: it is always a voluntas that splits into a cascade like a 'baroque fountain'. At the end of the same argument we find finally the ius civile: 'Quidquid respublica se velle significavit', as Regula V states. In conclusion, the system of legal sources in De iure praedae is based on premises that differ in many respects from the legal sources of De iure belli ac pacis.

O artigo que se segue pretende analisar a noção schopenhaueriana de liberdade da vontade (entendida como liberum arbitrium indifferentiae), cuja definição, como defendo, pressupõe a distinção agostiniana entre o velle e o posse, assim como a acepção kantiana de caráter inteligível. Considero que a liberdade plena, ou a completa negação da vontade, conforme a perspectiva de Schopenhauer, tem por base a noção agostiniana de libertas, que só é alcançada por meio da graça, e também sua errônea interpretação sobre o conceito agostiniano de liberum arbitrium. O objetivo principal desse artigo consiste em apresentar Agostinho como um precursor fundamental para a teoria de Schopenhauer.

Il progetto ReDiAr - Reti Diplomatiche Aragonesi (https://sites.google.com/unibas.it/rediar/home) offre un inventario digitale ad accesso aperto delle cartelle 246 e 247 (agosto 1485 - dicembre 1489) dell’Archivio di Stato di Milano, fondo Sforzesco Potenze Estere, risalenti al periodo della Grande Congiura ordita nel 1485-1487 da alcuni dei più importanti baroni e funzionari del Regno di Napoli contro re Ferrante I d’Aragona. La Congiura dei Baroni fu contrassegnata da diverse e numerose pratiche di ambasceria svolte per iniziativa degli stessi congiurati e del loro alleato più influente, papa Innocenzo VIII. Tra queste missioni sono annoverate quelle intrattenute con diverse potenze estere tra cui, appunto, quella pontificia, grazie alla quale fu possibile anche organizzare la ribellione de L’Aquila e dell’Abruzzo. Non vanno, inoltre, tralasciati i vari tentativi degli aristocratici di coinvolgere nel conflitto la Serenissima Repubblica di Venezia e il duca di Lorena Renato II, “vecchi” nemici della dinastia aragonese di Napoli. Senza contare, infine, il caso particolare rappresentato dal “Turco”, vero e proprio deterrente adoperato dalle varie parti in causa durante tutto il conflitto. In questo contesto, significativi sono anche gli scambi diplomatici tra i ribelli e la corte, che si manifestavano attraverso simulazioni e inganni, in cui la due parti ingaggiavano una vera e propria guerra diplomatica, fingendo un’apertura che in realtà, soprattutto da parte del sovrano, era necessaria per smascherare le intenzioni del nemico.

Dans la compétition économique actuelle l’information est une composante essentielle de la réussite. Il est vital pour l’entreprise d’être constamment informée sur son environnement. Pour qu’une société soit compétitive elle doit faire preuve d’une forte activité innovatrice. Ce mémoire expose la réflexion menée pour concevoir et développer un logiciel d’aide à l’élaboration des stratégies des programmes en Recherche et Développement. Le premier volet traite du besoin en information scientifique et technique des entreprises, les structures et les principes à mettre en place pour une gestion efficace de cette information. Le système de Veille Technologique préconisé doit permettre l’élaboration d’indicateurs de tendances qui aideront les décideurs à diagnostiquer l’état des activités scientifiques et techniques. L’outil informatique proposé repose sur une technique de traitement automatique de l’information publiée : la bibliométrie. Après un état de l’art des méthodes bibliométriques et une analyse critique de leurs applications à la Veille Technologique, on définit un nouvel outil plus adapté à l’élaboration d’indicateurs en Veille Technologique. Ce logiciel et ses multiples traitements sont présentés ainsi que des cas pratiques d’exploitations de bases de données accessibles en ligne. La performance de cet outil repose sur ses capacités à intégrer la diversité des sources d’information, à manipuler avec souplesse les données textuelles et à livrer de multiples résultats statistiques en bibliométrie.

De nombreux documents concernant l'émergence, la propagation ou le suivi de maladies humaines et animales sont quotidiennement publiés sur le Web. Afin de prévenir l'expansion des maladies, les épidémiologistes doivent constamment rechercher ces documents et les étudier afin de détecter les foyers de propagation le plus tôt possible. Dans cette thèse, nous nous intéressons aux deux activités liées à ce travail de veille afin de proposer des outils visuels permettant de faciliter/accélérer l'accès aux informations pertinentes. Nous nous focalisons sur les maladies animales, qui ont été moins étudiées et qui pourtant peuvent avoir de lourdes conséquences sur les activités humaines (maladies transmises d'animaux à humains, épidémies dans les élevages, ...).La première activité du veilleur consiste à collecter les documents issus du Web. Pour cela, nous proposons EpidVis, un outil visuel permettant aux épidémiologistes de regrouper et structurer les mots-clés nécessaires à leurs recherches, construire visuellement des requêtes complexes, les lancer sur différents moteurs de recherche et visualiser les résultats retournés. La seconde activité du veilleur consiste à explorer un grand nombre de documents concernant les maladies. Ces documents contiennent non seulement des informations telles que les noms des maladies, les symptômes associés, les espèces infectées, mais aussi des informations de type spatio-temporelles. Nous proposons EpidNews, un outil de visualisation analytique permettant d'explorer ces données en vue d'en extraire des informations. Les deux outils ont été réalisés dans le cadre d'une étroite collaboration avec des experts en épidémiologie. Ces derniers ont réalisé des études de cas pour montrer que les fonctionnalités des propositions étaient complètement adaptées et permettaient de pouvoir facilement extraire de la connaissance
Many documents concerning emergence, spread or follow-up of human and animal diseases are published daily on the Web. In order to prevent the spread of disease, epidemiologists must frequently search for these documents and analyze them to detect outbreaks as early as possible. In this thesis, we are interested in the two activities related to this monitoring work in order to produce visual tools facilitating the access to relevant information. We focus on animal diseases, which have been less studied but can have serious consequences for human activities (diseases transmitted from animals to humans, epidemics in livestock ...).The first activity is to collect documents from the Web. For this, we propose EpidVis, a visual tool that allows epidemiologists to group and organize the keywords used for their research, visually build complex queries, launch them on different search engines and view the results returned. The second activity is to explore a large number of documents concerning diseases. These documents contain not only information such as disease names, associated symptoms, infected species, but also spatio-temporal information. We propose EpidNews, a visual analytics tool to explore this data for information extraction. Both tools were developed in close collaboration with experts in epidemiology. The latter carried out case studies to show that the functionalities of the proposals were completely adapted and made it possible to easily extract knowledge

Abstract:
The aim of the present study was to assess the productivity and growth rate of three native species (Cabralea canjerana, Cedrela fissilis and Cordia trichotoma), with supposedly productive and economic potential, in unmanaged native forest fragments of Vale Vêneto district, in São João do Polêsine, a town in the central region of the state of Rio Grande do Sul, Brazil. In 1994, 346 permanent observation plots were randomly installed by Durlo (1996) in the forests of Vale Vêneto. In these plots, there were, among other species, 146 Cabralea canjerana, 117 Cedrela fissilis and 46 Cordia trichotoma trees. The occurring species were identified around each of the selected trees; the diameter at breast height (DBH), the distance between neighboring trees (co-occurring species) and the selected ones (subject species), and basal area per hectare were measured; in addition, the site characteristics were described, and eight crown radii were measured in order to determine productivity. Between 1995 and 2003, the increments in DBH and in basal area (g), competition indices, and morphometric parameters were calculated for each of the three selected species. The model ig = f (a + b. dimension + c. competition + d. site + e. morphometry) was used to describe the increment in basal area. The dependence of increment upon competition was tested using competition indices. Easily determined site parameters were assessed around each selected tree, namely relief, slope gradient, stone cover, and cardinal direction. The morphometric parameters (crown ratio, degree of slenderness, saliency measure, range measure and crown formal measure were calculated using dimensional characteristics (DBH, total height, length, diameter, and eight crown radii). The major results show that the largest basal area increments were observed for Cedrela fissilis, Cabralea canjerana and Cordia trichotoma, respectively. However, this difference was not statistically confirmed. There was no significant difference in productivity across the analyzed species. The three species demonstrate a growing and regular basal area increment on an annual basis as their DBH increases. The inflection points of growth curves were not reached, which indicates the necessity of further research studies that include trees with larger DBH. The regression analysis allowed selecting the mathematical models that best describe the basal area increment and productivity of each species.
Este trabalho foi desenvolvido com o objetivo de se conhecer a produtividade e o ritmo de crescimento de três espécies nativas (Cabralea canjerana, Cedrela fissilis e Cordia trichotoma), as quais acreditou-se terem potencial produtivo e econômico, em fragmentos florestais nativos não-manejados do distrito de Vale Vêneto, no Município de São João do Polêsine, situado na região central do Rio Grande do Sul. No ano de 1994, foram instaladas por Durlo (1996), aleatoriamente, 346 unidades amostrais de observação permanente nas florestas de Vale Vêneto. Nessas unidades amostrais, foram encontradas, entre outras, as três espécies objeto desse estudo, respectivamente, 146 canjeranas, 117 cedros e 46 louros. No entorno de cada uma das árvores selecionadas, foram identificadas as espécies ocorrentes, medidos os diâmetros à altura do peito (DAP s), medidas as distâncias das árvores circundantes (concorrentes) até as árvores selecionadas (concorridas), determinada a área basal por hectare, caracterizados os sítios circundantes e medidos oito raios de projeção de copa para a determinação da produtividade. Para as três espécies selecionadas, individualmente, no período de 1995 a 2003, foram calculados os incrementos em DAP e em área basal (g), índices de concorrência e índices morfométricos. Para a descrição do incremento em área basal de cada uma das espécies, foi utilizado o seguinte modelo: ig = f (a + b.dimensão + c.concorrência + d.sítio + e.morfometria). A dependência do incremento em relação à concorrência foi testada por meio de índices de concorrência. Ao redor de cada árvore estudada, foram observadas variáveis definidoras de sítio de fácil determinação como o relevo, a inclinação, a pedregosidade e a exposição. Utilizando-se as características dimensionais (DAP, altura total, comprimento, diâmetro e oito raios de copa), foram calculados os índices morfométricos: proporção de copa, grau de esbeltez, índice de saliência, índice de abrangência e índice formal de copa. Os principais resultados obtidos foram os seguintes: os incrementos mais altos em área basal foram observados, respectivamente, para Cedrela fissilis, Cabralea canjerana e Cordia trichotoma. Porém, essa diferença não foi comprovada estatisticamente. Não foram encontradas diferenças significativas de produtividade entre as espécies. As espécies estudadas têm incremento periódico anual em área basal ascendente à medida que apresentam maiores DAP s. Ainda não foram atingidos os pontos de inflexão das curvas de incremento, o que induz à realização de novos estudos sobre o tema, que incluam árvores de maiores DAP s. Mediante a análise de regressão, selecionaram-se os modelos matemáticos que melhor descrevem o incremento em área basal e a produtividade de cada espécie.

Cette thèse se propose d'expliquer le rôle et l'importance de la veille stratégique en tant qu'outil de compréhension des tendances et des dynamiques du monde touristique et d'identifier les motivations qui incitent les gestionnaires de ce secteur à adopter de nouvelles façons de faire. Pour comprendre comment ces mécanismes agissent, nous avons choisi d'étudier une cellule de veille active en tourisme, le Réseau de veille en tourisme du Québec (RVTQ). Nos travaux répondent à une problématique de recherche bien précise : de quelle manière les gestionnaires en tourisme utilisent l'information issue du RVTQ et à la poursuite de quelles finalités ? Nous désirions de plus mesurer si l'utilisation et la perception du RVTQ diffèrent selon que les gestionnaires oeuvrent dans une entreprise touristique ou dans un organisme public ou associatif lié au tourisme. Nous avons choisi de vérifier de manière empirique l'utilisation du RVTQ pour discerner les finalités recherchées par ses utilisateurs. Le cadre d'étude portait sur l'utilisation du RVTQ par les gestionnaires des organisations touristiques qui sont rarement l'objet d'une investigation bien qu'ils soient des acteurs fondamentaux du système touristique. A partir d'une enquête auprès de 618 répondants, nous avons pu constituer un échantillon global ainsi que de le scinder en deux sous-groupes. Notre démarche a permis de confirmer l'existence de comportements distincts d'utilisation et de perception du RVTQ pour ces deux sous-groupes bien que le contenu des analyses offert soit le même. Neuf propositions de recherche indiquent que les travaux du RVTQ correspondent de plein droit à une véritable veille stratégique. Nous avons pu confirmer qu'au travers des fonctions de la veille stratégique cohabitent deux démarches complémentaires, une d'alerte, et une autre de prospective
The aim of this thesis is to explain the role and importance of strategic intelligence as a tool for understanding the trends and dynamics of the travel industry and to identify the incentives that spur managers from this sector to adopt new ways of doing things. To understand how these mechanisms work, we decided to study an intelligence gathering organization active in the field of tourism, the Québec tourism intelligence network (QTIN). Our work focussed on a very specific research problem : how and for what ends do tourism managers use the information provided by the QTIN ? We also wished to determine whether the use and perception of the QTIN differed depending on whether managers worked in tourism-based businesses or in public organizations or associations related to tourism. We chose to empiracally examine the use of the QTIN to find out what purposes it serves. The framework looked at the use of the QTIN by tourism mangers who are rarely studied even though they are key actors in the field of tourism. Using a survey of 618 respondents, we were able to produce an overall sampling and then divide it into two sub-groups. Our approach enabled us to confirm the existence of distinct user behaviours and perceptions with regard to the QTIN for each sub-group even though both had access to the same content. According to nine research proposals, the articles and analysis of the QTIN unquestionably represent true strategic intelligence. Our study has confirmed that users approach strategic intelligence in two complementary ways : as a source of immediate information and a tool for long-term planning

Cependant, dans le contexte du Web actuel, malgré de grandes avancées dans le champ de la recherche d'information, ces outils ont montré leurs limites en termes de précision et de rappel. L'application des technologies du Web Sémantique, en particulier des ontologies, semble donc intéressante pour améliorer les performances de la tâche de veille technologique et scientifique sur le Web. Les travaux de cette thèse se sont déroulés dans le cadre d'une coopération entre le Centre Scientifique et Technique du Bâtiment (CSTB) et l'équipe ACACIA de l'INRIA Sophia Antipolis. L'objectif principal est d'exploiter les technologies du Web Sémantique pour développer un système de veille (OntoWatch), guidé par des ontologies, pour collecter, capturer, filtrer, classer et structurer le contenu du Web en provenance de plusieurs sources d¤information dans un scénario d'aide à la veille technologique et scientifique. Dans une première partie, nous modélisons le processus de veille technologique et scientifique du CSTB reposant sur le modèle général de veille proposé par Lesca. Puis nous identifions les apports potentiels de l¤ontologie dans les différentes étapes et nous construisons une ontologie dédiée au système de veille. Cette ontologie intègre une partie d'une ontologie existante et des vocabulaires offerts dans des thésaurus du domaine du CSTB. Ensuite, nous proposons des algorithmes utilisant une ontologie pour améliorer la recherche des documents sur le Web, puis générer automatiquement les annotations sémantiques (représentées dans le langage RDF) sur ces documents. Ces annotations alimentent dans le système les bases d'annotations, sur lesquelles repose la recherche sémantique d'informations.
Enfin, nous proposons une architecture multi-agents pour l'implémentation du système OntoWatch. Nous nous focalisons en particulier sur la conception des sous-sociétés d'agents dédiées à la recherche et à l'annotation automatique des documents sur le Web.

Le cadre conceptuel mobilisé s’intègre dans la recherche de l’Interaction Homme-Machine (IHM) et son lien avec la discipline du Management des Systèmes d’Information (MSI) pour mesurer la perception des utilisateurs de cette technologie et chercher son impact sur le processus de prise de décision. Pour répondre à cette problématique, le modèle élaboré et mis en application est inspiré de deux modèles d’évaluation des SI (TTF/TAM) de Goodhue et Thompson (1995) et Davis (1989). Cette application est basée sur une approche quantitative à travers un questionnaire administré à 155 utilisateurs d’Agents Intelligents appartenant à des entreprises de différents secteurs d’activités en France. This research examines the question of identification and evaluation of utilisation of Intelligent Agents for French companies by positioning this technology in informational process of competitive intelligence. The conceptual framework is integrated into the research of Human-Computer Interaction (HCM) and its link with Management Information Systems (MIS) discipline in order to measure the user perception with this technology and to search its impact on the decision making process. To respond to this question, the model applied has been inspired from two models of evaluation of Information systems (TTF/TAM) of Goodhue & Thompson (1995) and Davis (1989). This application is based on quantitative approach through a survey administrated to 155 users of intelligent agents operating in companies of different sectors in France. The results suggest a good fit between technology-task and produce better-perceived usefulness of this technology

AbstractMabira Central Forest Reserve (CFR), one of the biggest forest reserves in Uganda, has increasingly undergone encroachments and deforestation. This chapter presents the implications of a range of forest management options for carbon stocks in the Mabira CFR. The effects of forest management options were reviewed by comparing above-ground biomass (AGB), carbon, and soil organic carbon (SOC) in three management zones. The chapter attempts to provide estimates of AGB and carbon stocks (t/ha) of forest (trees) and SOC using sampling techniques and allometric equations. AGB and carbon were obtained from a count of 143 trees, measuring parameters of diameter at breast height (DBH), crown diameter (CW), and height (H) with tree coordinates. It also makes use of the Velle (Estimation of standing stock of woody biomass in areas where little or no baseline data are available. A study based on field measurements in Uganda. Norges Landbrukshoegskole, Ås, 1995) allometric equations developed for Uganda to estimate AGB.The strict nature reserve management zone was noted to sink the highest volume of carbon of approximately 6,771,092.34 tonnes, as compared to the recreation zone (2,196,467.59 tonnes) and production zone (458,903.57 tonnes). A statistically significant relationship was identified between AGB and carbon. SOC varied with soil depth, with the soil surface of 0–10 cm depth registering the highest mean of 2.78% across all the management zones. Soil depth and land use/cover types also had a statistically significant effect on the percentage of SOC (P = 0.05). A statistically significant difference at the 95% significance level was also identified between the mean carbon stocks from one level of management zones to another. Recommendations include: demarcating forest boundaries to minimize encroachment, enforcement of forestry policy for sustainable development, promote reforestation, and increase human resources for efficient monitoring of the forest compartments.

In this chapter attention is directed again at the relation between attention and intention. ‘Phenomenological’ intentionality may but does not necessarily implicate the will. Whether it does depends among other things on whether willing is understandable as wanting. This is how volo is understood in a Latin phrase cited by Hannah Arendt from a letter to her from Heidegger who attributes it to Augustine, namely ‘Amo: Volo ut sis’. I translate this as ‘I love: I want you to be’. Arendt too has ‘I want’, though it seems to me that the translation ‘I will’ would have been more consonant with the expectations raised in the context of her opinions on Scotus whom she describes as ‘the lonely defender of the primacy of the Will over Intellect’, notwithstanding his own argument for the equiprimordiality of these rather than for the priority of one over the other. However the validity of his argument may depend on what we think of his contention that what he names the natural will (wanting?) is ‘not really will at all, nor is natural volition true volition, for the term “natural” effectively cancels or negates the sense of both “will” and “volition”.’ He appears to take the duality in question here as that of a power in relation to its perfection and what he describes as a heightening of pitch, instress and therefore will. These distinctions are only a few of those that have to be made if we are to be clear about the differences between velle, willing, nolle, being unwilling, velle-nolle, willing not to will, and non-velle, not willing. For Scotus’ purposes and the purposes of this study the most important of these possibilities is that of rejecting both of the original simple alternatives, velle and nolle. For one of the keys to an understanding of this study is an understanding of what it is to will not to will.

Following the visual and volumetric bases extracted from the traditional Mediterranean architecture, Francisco Juan Barba Corsini (1916-2008) and Antoni Sintes Mercadal (1921-1981) designed Binibeca Vell (1964-1972) a respectful complex with the environment and the constructive traditions. The integration in the site, the built forms, the materials used and the urban structure reflect the organization of a traditional village. The research aims to analyze the architectural features, the reinterpretation of vernacular elements and the local traditional construction crafts involved in the complex and the details, symbolism and aesthetics. Binibeca consists of 165 townhouses, shopping center, hotel, social club, church and a small marina, all arranged in the form of a fishing village. The urban structure, the different typologies and the construction process is considered an alternative to the block of apartments of tourist promotion, reinterpreting a model of traditional settlement. The initial proposal was to recreate a traditional fishing village that would inspire the work of intellectuals, painters and writers. Barba Corsini stated that he had felt closer to the way a fisherman builds than to an architect: “I have met Alvar Aalto on several occasions and I came to understand the superiority of the beauty of a wall made by a fisherman or a farmer compared to that of a specialist technician” (Barba Corsini, 2005). With the reinterpretation of an architecture of the past, Binibeca Vell recovers the autochthonous values of the Mediterranean coast. The resonance between topography and architecture, the harmony with the constructive traditions, the plasticity of organic integration and the picturesqueness of the access route characterize Binibeca, which incorporates the adjective "Vell" to the toponym to distinguish itself from new constructions.

El corazón antiguo de Barcelona, Ciutat Vella, continúa siendo tal y, aun cuando la permanencia de sus formas y tejidos no es absoluta, no ha perdido su carácter residencial pues conserva una población residente que resulta ser la masa crítica para la vida en el casco antiguo. En el caso de Barcelona la estrategia contemporánea utilizada para ejecutar la sustitución, actualización e intervención de la ciudad antigua, ha sido plantear el uso residencial como eje transversal de actuación. En el presente artículo trataremos de encontrar en los proyectos residenciales contemporáneos de Ciutat Vella los valores de la urbanidad que en su expresión arquitectónica y urbana conforman una nueva capa sobre el casco antiguo, en este proceso de continua transformación de la ciudad. Build on what is already built is not a choice but a constraint in cities like Barcelona who do not have space to grow. The challenge today is in the capacity of recycle, substitution and reconstruction of the city. The ancient heart of Barcelona,Ciutat Vella, remains even if the permanence of their forms and fabrics is not absolute, has not lost its residential character and retains a resident population that happens to be the critical mass for life in the old town. This is correlated to the strategy used to propose the replacement, renovation and intervention of the ancient city, with residential use as a central focus. In this article we will try to find in contemporary residential projects in Ciutat Vella, the values of urbanity in its architectural and urban expression make a new layer over the old town, in this process of continuous transformation of the city.

El plan proponía la recuperación del patrimonio urbano y arquitectónico de Ciutat Vella de lo que parecía una imparable destrucción, estableciendo una inicial estrategia de intevención centrada en la regeneración del tejido urbano que se plasmaría en diversos planes especiales de protección por barrios. Si bien con diferente definición formal, las propuestas plantearon una actualización de los viejos espacios de la ciudad con una sistemática de intervención urbano-arquitectónica que pronto se vió afectada por la publicación de una nueva ley autonómica de patrimonio. La nueva protección del espacio público resultó mucho más restrictiva, y dejó sin aplicación amplias zonas de la ordenación pormenorizada de esos planes, muchas de cuyas ya comenzadas. En este artículo se analiza tanto la estrategia general de intervención en el conjunto urbano protegido de Ciutat Vella, como la redefinición detallada de algunos espacios públicos. The Castelló’s old castle (Castell Vell), or the paradigm of the anthropic territory’s occupation in La Plana until the thirteenth centuryThe Castell Vell of Castelló (Castelló’s Old Castle) is an andalusian structure located at the top on a hill, placed on northern region of La Plana, in the land of Castellón. It’s organized on three interconnected platforms, as many andalusians castles: alcazaba, albacara and the village itself. With 1,1 hectares surface, it follows the pattern of “castle associated with a rural habitat” according the Bazzana’s classification. Its conservation status advises a series of interventions, the last one dated in 2018. Defensive structures have, in general, a high homogeneity in terms of construction techniques, but different moments and build phases can be identified. Its configuration is not uncommon in the almohad military structures of the Iberian land that can be dated between the twelfth and the thirteenth centuries. The presentation at this congress of this heritage piece and the description of the last intervention made is the objective of this study.

Abstract:
La pandémie de la COVID-19 exerce une pression importante sur les systèmes de santé à travers le monde, lesquels doivent s’adapter à une demande accrue tout en transformant leurs façons de faire pour réduire les risques de propagation du virus. Le numérique (applications, logiciels et réseaux associés) promet de soutenir les organisations, les praticiens et les citoyens via une diversité de capacités pour optimiser la gestion de l’information et soutenir les soins à distance, voire les auto-soins. Une équipe de chercheur·es de l’OBVIA dirigée par Aude Motulsky et Philipe Després a entrepris une veille numérique en lien avec la gestion de la COVID-19 dès le début du mois de mars, afin de dresser les contours des transformations numériques en cours au Canada, et exposer des observations et constats préliminaires qui permettent d’identifier des pistes de recherche et actions à prioriser pour mobiliser le potentiel tout en limitant les conséquences indésirables. Le rapport présente la démarche réalisée, les observations, ainsi que les principaux constats qui en émanent.

Abstract:
Az utóbbi években nemcsak Törökország külpolitikai, de katonai jelenléte is jelentős mértékben növekedett a vele szomszédos régiókban. A Török Fegyveres Erők (Türk Silahlı Kuvvetleri, TSK), összhangban a külpolitikai célkitűzésekkel, aktívan részt vesz a török befolyás terjesztésében. Ugyanígy a török védelmi ipar is jelentős fejlődésen ment keresztül, termékei megjelentek a nemzetközi és újabban a magyar piacon is. A tanulmány célja, hogy ismertesse Törökország külhoni katonai jelenlétének fejlődését az utóbbi évtizedek, de főleg a 2010-es évek elejétől fogva. Ennek érdekében felvázolja a külpolitika változását, különös tekintettel az AKP alatti folyamatokra, majd pedig kategorizálva mutatja be a külföldi katonai jelenlét különböző megnyilvánulásait.

Where do European minority issues stand following Russia’s invasion of Ukraine? What are the dimensions of this crisis that pose a particular challenge to the European minority rights regime? Does the renewed sense of purpose among liberal democracies augur a revitalization of minority issues or continued business as usual? The ECMI’s Director Vello Pettai looks at the stakes involved with the war in Ukraine. Already before the crisis, minority issues were operating in an increasingly crowded landscape of societal concerns: populism, climate change, the COVID-19 pandemic. Russia’s aggression has brought together a further cocktail involving autocratization, kin-state activism and geopolitical disorder. Key institutions governing and promoting the European minority rights regime will need to be regrouped before a new impulse for minority issues can be found.
