Abstract Romania, has declared, by the Governmental Decision nr.352/2005, all its territory as a sensitive area. This implies that, for all urban agglomerations larger than 10.000 population equivalent waste water treatment plants (WWTP) with nutrient removal must be built or upgraded. This paper presents the results regarding the possible environmental impacts expected from the project for construction of waste water treatment plant in the City of Vaslui, with main focus on surface water. This research study includes assessment methodology, project description regarding the rehabilitation and extension of the Vaslui waste water treatment plant, data related to water resources, impact assessment on water and appropriate mitigation measures. The assessment of the impacts has been performed for the construction and operational phase of the wastewater treatment plant. The construction phase was subdivided into several phases, while in the operational phase the impacts are analyzed following the line for treatment of the wastewater and effluent production, the line for sludge production and drying process, sludge disposal in safety conditions considering the provisions of 86/278/EEC Directive and the line for biogas utilization.

Abstract:
Abstract This paper presents a part of a comprehensive study on non-compliant landfill in Vaslui County. We have been tracking the subsidences taking place in the body of waste dumps and the amount of gas removed to take the best post-closure monitoring measures. In order to trace the behavior regarding the subsidence in the landfill body, there were placed in the ground 11 milestones/topographic landmarks of plastics, painted in white and red to be easily identified visually. Keeping them on the same positions made possible the analysis in the present study. Topographic surveys in the ground were performed once a month between April 2014 and September 2015. The results, interpretations and proposed solutions are presented in this paper.

Abstract This paper underlines some aspects regarding the anthropic influence on the “Movila lui Burcel” protected area. There were done some periodical displacement and observations in the field (2012-2014); there were identified anthropic factors with negative influence on the protected area; there were described the effects of the action of these factors. The anthropic factors with negative influence identified on the territory of the protected area are: the existence of the plantations of black locust (Robinia pseudoacacia) and Russian olive (Elaeagnus angustifolia); unreasonable grazing; presence of wastes and some fire hearths. The effects of the anthropic factors identified are represented by: modifications of the habitat with serious consequences on the existence and perpetuation of rare and vulnerable species included on the red lists; degrading of landscape.

Abstract:
BACKGROUND and AIMS. Patellofemoral pain syndrome (PFPS) is complex and challenging musculoskeletal disorder. Maltracking of the patella is considered to be one of the primary causative factors. Vastus Medialis Oblique (VMO) and Vastus Lateralis (VL) muscle imbalance in terms of EMG magnitude and timed onset is implicated in either initiating or perpetuating the patellofemoral pain (Cowan et al, 2002, Witvrouw et al, 1996). Many physiotherapeutic treatments are aimed at addressing this muscle imbalance despite a lack of evidence confirming or refuting it exists and it's association with pain and function. The ultimate aim of the study was therefore to establish if it is appropriate to continue treating muscle imbalance in patients with clinically defined PFPS. OBJECTIVES. The overall objectives of the study were to establish: 1. If VMO-VL muscle imbalance exists in PFPS patients and if so is it specific to this condition or does a similar VMO-VL muscle imbalance exists in a healthy population? 2. If muscle imbalance does exist is it related to clinical symptoms used as indications of pain syndrome in clinical practice? 3. Is muscle imbalance associated with lower limb muscle physiology i.e. lower limb and quadriceps muscle strength in both fresh and fatigued states. METHODS. The study employed a cross-sectional design. 63 patients with patellofemoral pain syndrome (PFPS) and 63 age/sex matched healthy subjects were recruited and VMO & VL normalised EMG RMS amplitude and time onset differences were assessed during functional and experimental tasks. Additionally, correlations with pain level, functional status, muscular flexibility and biomechanical characteristics of the lower limb were explored. RESULTS. The results revealed that the VMO-VL activation patterns are task specific and most significantly related to functional stepping down task at a fast speed of execution (p=0.000). This interesting link between the type of muscle contraction, the speed of execution and the recruitment pattern of the VMO-VL was also confirmed by the non-functional isokinetic eccentric contraction (p=0.000). Additionally, it is the timing of the VMO-VL activation rather the intensity that is important. Also, a correlation appears to exist between activation pattern and duration of symptoms and knee functional performance (p=0.03) but not with the level of pain. CONCLUSION. The findings of the study suggest that the VMO-VL muscle imbalance does exist in a clinically defined PFPS population. Unlike previous studies however, this thesis suggests that specificity of the functional activities and speed of execution have a significant role to play in the muscular performance and it could be argued that this translates to a role in PFPS. It would therefore seem appropriate to continue addressing and treating this complex and challenging issue with physiotherapeutic interventions but this may need to be targeted to interventions that are tailored to addressing issues in relation to stepping down and at fast speed.

Abstract:
This thesis will examine the Creation of the world as the referential event in Vasilii Rozanov's religious thought. The first chapter explores Rozanov's rejection of Orthodoxy's formal doctrines, in favour of a philosophy based on man's physical ties with God. Rozanov's God is bisexual, whose creation of the cosmos is a sexual event. Man is linked to God not through Christ (a created being), but biologically, and by his bodily activity which repeats the Creation. Rozanov subverts the eschatology of Orthodoxy, replacing it with an attachment to the material world. The subsequent chapters examine the implications of Rozanov's thought for his Christianity, and specifically the manner in which he tries to make ancient values relevant in contemporary Russian society. The second chapter investigates Rozanov's studies of ancient Egypt. Rozanov tries to restore Egyptian religious practices, in particular their reverence for the Creation. The third chapter turns to Rozanov's writings on the Jews. He believes that the Jews have preserved the rituals they learned from the Egyptians, and therefore can provide a connection between the Russians and pre-Christian civilizations. The final chapter looks at the role played by art, specifically literature, in the restoration of pre-Christian values for Rozanov, arguing that his aesthetics are ethical and based on his interpretation of the Creation. Writing re-enacts the Creation. This thesis argues that Rozanov's thought emerges from the traditions of Russian philosophy, and also from traditional Russian Orthodoxy; in many ways he is a typical Russian thinker, as well as a devout Orthodox believer. Having assumed these traditions, he proceeds to define his thought in opposition to them. This thesis will also illuminate the broader tendencies in the development of Russian thought at this time, and the way Russian thinkers engaged with the established religious teachings of the Church.

Tutkimuksen tavoitteena on tarkastella kirjanpitäjän ja tilintarkastajan vastuuta erilaisissa talousrikollisuuden muodoissa, kuten velallisen rikokset, verorikokset ja kirjanpitorikokset. Vastuun jakautumista tarkastellaan muun muassa suhteessa hallitukseen ja toimitusjohtajaan, kun taloudellinen väärinkäytös on tullut ilmi ja talousrikostutkinta on käynnistynyt. Yrityksen johdon joutuessa taloudellisiin vaikeuksiin tai rikostutkinnan kohteeksi toistuu hyvin usein sama ilmiö, että syyllisiä pyritään hakemaan ulkopuolisista, niin paljon kuin mahdollista. Kirjanpidon pienissäkin virheissä ja puutteissa pyritään vastuuta siirtämään kirjanpitäjälle ja tilintarkastajalle. Aihetta lähestytään yleisestä vastuusta kohti rikosoikeudellista vastuuta. Tutkimuksen empiirisenä aineistona on käytetty korkeimman oikeuden ratkaisuja muun muassa kirjanpitorikoksen, törkeän veropetoksen ja tilintarkastajan huolimattomuuden osalta. Asianmukaisesti hoidetulla tilintarkastuksella sekä ammattitaitoisten kirjanpitäjien suorittamalla neuvonnalla on merkittävä vaikutus kirjanpitorikosten ennalta ehkäisemisessä. Kirjanpidon ja tilinpäätöksen toteuttajan tulee perehtyä riittävästi kirjanpidon, tilinpäätöksen ja toimintakertomuksen laatimista koskeviin säännöksiin sekä määräyksiin. Liiketapahtumat on kirjattava tosiasiallisen luonteensa mukaisesti ja niitä todentavien tositteiden tulee ehdottomasti vastata tosiasioita. Kirjanpitäjän tulee myös olla tarkka ja dokumentoida työnsä. Mitä enemmän kirjanpitoa hoitavan yrityksen ulkopuolinen palvelun tarjoaja ottaa kantaa tositteiden sisältöön, sitä laajemmaksi muodostuu hänen vastuunsa kirjanpidon oikeellisuudesta. Yleisimpiä ongelmia taloudellisissa vaikeuksissa olevassa yhtiössä on laittomat omaisuuden otot kriisiyhtiöstä, vaikka yhtiön taloudellinen tilanne ei salli osingonjakoa. Omistaja voi olettaa osakaslainan nimellä tehdyn noston palkaksi. Suurin osa osakeyhtiössä tehdyistä velallisen rikoksista on osakeyhtiölain vastaisia omaisuudenottoja kriisissä olevasta yhtiöstä. Yhtiöstä nostettujen rahalainojen lisäksi osakaslainakirjaukset saattoivat konkursseissa olla keino piilottaa lainvastainen omaisuuden nosto yhtiöstä. Jos omistaja on mieltänyt sen korvaukseksi tehdystä työstä, on hänellä tuskin aikomusta maksaa sitä takaisin, vaikka sitä on kirjanpidossa käsitelty osakaslainana. Mikäli tilintarkastaja haluaa välttää rikosvastuun, tulee hänen mainita tilintarkastuskertomuksessa osakaslainojen lainvastaisuus jos osakeyhtiölain mukaisia voitonjakoedellytyksiä ei ole ollut. Yleistä on myös, että kirjanpitovelvollinen saattaa haluta jättää osan liiketapahtumista kokonaan kirjaamatta kirjanpitoon. Jos tilintarkastaja havaitsee tämän kaltaisen menettelyn, mutta laiminlyö reagoida siihen voi se täyttää tunnusmerkit, jotka voivat koskea tilintarkastusrikosta ja olla avunanto kirjanpitorikokseen, veropetokseen tai velallisen rikokseen.

Abstract:
Tämän tutkimuksen tarkoituksena oli selvittää, millaista ammatillista vastuuta sisältyy röntgenhoitajan työssään toteuttamaan säteilyn käyttöön ja säteilysuojeluun. Tarkoituksena oli tuottaa laajempaa tietoa röntgenhoitajan työn sisällöstä säteilynkäytön vastuunäkökulmasta, sillä aiheesta ei löydy kovin paljon tutkittua tietoa. Tutkimusmenetelmänä käytettiin kuvailevaa kirjallisuuskatsausta. Tiedonhaku suoritettiin CINAHL- ja SCIENCEDIRECT-tietokannoista. Lisäksi tehtiin manuaalista tiedonhakua alan verkkojulkaisuista. Tutkimukseen valittiin yhdeksäntoista (N=19) tieteellistä tutkimusta tai artikkelia. Aineiston pohjalta muodostettiin neljä teemaa, joiden kautta röntgenhoitajan toteuttamaa ammatillista vastuuta säteilyn käytössä ja säteilysuojelussa tarkasteltiin. Teemat olivat: 1) röntgenhoitajan työtä ohjaavat lait, asetukset ja eettiset periaatteet ammatillisen vastuun toteuttamisessa säteilynkäytössä ja säteilysuojelussa, 2) röntgenhoitajan osaaminen, tiedot ja taidot ammatillisen vastuun toteuttamisessa säteilynkäytössä ja säteilysuojelussa, 3) röntgenhoitajan työympäristö ja sosiaaliset suhteet ammatillisen vastuun toteuttamisessa säteilynkäytössä ja säteilysuojelussa, 4) röntgenhoitajan ammatti-identiteetti ammatillisen vastuun toteuttamisessa säteilynkäytössä ja säteilysuojelussa. Tulosten mukaan röntgenhoitajan ammatillinen vastuu säteilyn käytössä ja säteilysuojelussa on laaja ja moniulotteinen kokonaisuus. Siihen kuuluu olennaisena osana huolehtiminen siitä, että säteilysuojelun oikeutus-, optimointi- ja yksilönsuojaperiaatteet toteutuvat kuvantamistutkimuksissa. Ammatillinen vastuu on laajentunut röntgenhoitajan ammatissa niin kansainvälisesti kuin kansallisestikin tarkasteltuna. Röntgenhoitajalta odotetaan kykyä toimia oman alansa asiantuntijana jatkuvasti uudistuvien tekniikoiden sekä tutkimus- ja hoitomenetelmien keskellä. Röntgenhoitajan ammatillisen vastuun toteuttamisessa on havaittavissa runsaasti epäkohtia. Ne liittyvät heikkoon ammatti-identiteettiin, omaksuttuihin huonoihin toimintatapoihin, rutinoitumiseen, stressiin, sekä omien vaikutusmahdollisuuksien kokemiseen vähäisiksi. Tutkimuksella saatua tietoa voidaan hyödyntää jatkossa tutkittaessa röntgenhoitajien ammatillista vastuuta. Tutkimustuloksia voidaan hyödyntää myös työyhteisön toimintaa sekä ammatillista koulutusta kehitettäessä
The purpose of this study was to describe radiographer’s professional responsibility in the use of radiation and radiation protection. The aim was to produce wider information about the content of the radiographer’s work and especially about the responsibilities that are related to the use of radiation. The data for this descriptive literature review was gathered from CINAHL and SCIENCEDIRECT databases and by using manual retrieval from the professional electronic publications. 19 researches were chosen for the review. Four themes based on the data analysis were formed and they describe radiographer’s professional responsibility in the use of radiation and radiation protection. Themes are 1) Legislations, regulations and ethical principles that dictate the responsibilities of radiographer’s work, when using radiation and in radiation protection, 2) The knowledge and skills of a radiographer and the effect that they have on radiographer’s professional responsibilities, when working with radiation and in radiation protection, 3) Working environment and social relations and how they dictate the responsibilities of a radiographer’s work when using radiation and in radiation protection, 4) The professional identity of a radiographer and how that dictates the work responsi8bilities when using radiation and in radiation protection. The results showed that radiographer’s professional responsibility in the use of radiation and radiation protection is wide and multidimensional. The principles of justification, optimization and individual dose limitation play a key role in radiographer’s work. It is his or hers responsibility to ensure that these principles are actualized in radiographic examinations. From both international and domestic perspective, there has been an increase in the professional responsibilities of a radiographer. They are expected to be the experts of their own field and to keep up with constantly developing new techniques and examinations and treatment procedures. Several problems regarding the realization of a radiographer’s professional responsibilities were found during the study. They had to do with poor professional identity, bad practices that were adopted, routinization, stress and feelings that they had insufficient means to influence their own work. Information gathered from this study can be utilized in the future, when researching the professional responsibilities of a radiographer and also in both working communities and educational development

Abstract:
The primary purpose of this study was to determine the ratio of activation between the VMO and the VL during an open chain knee exercise (dynamic knee extension) and a closed chain knee exercise (lateral step-up). A secondary purpose of this study was to compare muscle activation during the concentric and eccentric phase of the exercises. The data obtained during the knee extension exercise was further analyzed to compare the activity of the VMO and VL during three ranges of knee flexion: 0° - 30°, 30° - 60°, and 60° - 90°. Electromyographic (EMG) data was collected while 20 Ball State University students, who were asymptomatic for Patellofemoral Pain Syndrome, performed the two selected exercises. A one way ANOVA showed no statistically significant difference between the VMO: VL ratio of the two exercises, but the lateral step-up did produce a ratio greater than 1.0. A one-way ANOVA indicated a significant difference between the RMS values of the VL for the concentric and eccentric phase of the knee extension exercise. Based on the results of this study, the lateral stepup and eccentric training could be used to selectively strengthen the VMO for the treatment of PFPS.

Abstract:
Les risques des décharges électrostatiques (DES) sur des dispositifs et systèmes électroniques dépend de l'état de charge de l'opérateur et des objets situés à proximité. Cette thèse a eu comme objectif de contribuer à la mise au point d'une méthodologie de mesure pour caractériser l'état de charge des opérateurs et des matériaux textiles, afin d'établir leur capacité de produire DES nuisibles. Des méthodes de mesure directes et indirectes ont été proposées pour l'évaluation de la charge des opérateurs dans trois situations d'intérêt pratique. D'autres techniques, telles que la mesure de potentiel de surface et de l'intensité du champ électrique ont été utilisées pour le monitoring de l'état de charge des matériaux textiles. Des modèles comportementaux ont été établis pour la charge et la décharge de ces matériaux, en faisant appel à la méthodologie des plans d'expériences. Les essais réalisés sur des échantillons de polypropylène et de polyester ont permis de valider aussi deux méthodes permettant d'accélérer la diminution de la charge des médias isolants non-tissés en utilisant des générateurs d'ions ou des décharges couronne produites par des électrodes alimentées à des hautes tensions sinusoïdales ou triangulaires, de fréquences allant jusqu’à 400 Hz. Un exemple d'accumulation d'électricité statique sur une plaquette de silicium est aussi discuté, en rapport avec une application à la fabrication des microsystèmes électromécaniques. L'amélioration de la méthodologie de mesure est un pré-requis pour l'adoption des meilleures stratégies destinées à maîtriser les risques électrostatiques dans un environnement industriel
The risk of electrostatic discharge (ESD) on electronic devices and systems depends on the charge state of the operator and nearby objects. This thesis aimed at contributing to the development of a measurement methodology to characterize the state of charge of the operators and textile materials, in order to determine their ability to produce harmful effects. Direct and indirect measuring methods have been proposed for assessing the charge of operators in three situations of practical interest. Other techniques, such as surface potential and electric field intensity measurements were used for monitoring the state of charge of textile materials. Behavioural models have been established for the charging and discharging of these materials, using the methodology of experimental design. Tests on samples of polypropylene and polyester have also validated two methods for accelerating the reduction of the charge of insulating nonwoven media using ion generators or corona discharge produced by electrodes energized from sinusoidal or triangular high voltage supplies, at frequencies up to 400 Hz. An example of static electricity on a silicon wafer is also discussed in relation with an application to the fabrication of mechanical and electronic micro-systems. Refinement of the measurement methodology is a prerequisite for the adoption of best strategies to control electrostatic risks in an industrial environment

Abstract:
The primary purpose of this study was to determine the ratio of activation between the VMO and VL while performing three selected knee exercises (drop squat, modified lateral squat, Muncie Method). Additionally, the data was analyzed to determine if a correlation existed between the muscle's activation rate per set and whether or not the rates are affected by Q-angle or gender. Twenty Ball State University subjects (10 male, 10 female) who were asymptomatic to Patellofemoral Syndrome (PFS), provided electroymyographic (EMG) data while performing the three selected exercises. A one-way ANOVA found no statistical significance (p=0.500) on any of the tested variables except the Drop Squat VL Root Mean Square (RMS). Significant correlations were found between: VL RMS to set number during drop squat, and VMO and VL RMS to set number during Muncie Method performance. Based on the results of this study, each of these exercises could be used to selectively strengthen the VMO in treatment of PFS.

Abstract:
The study presents the results of the measurement realized at a meteorological weather station installed in Cârja village, situated in the valley of Prut river in the south-eastern tip of Vaslui county, Romania. The observations cover the interval from 2013 and 2020 and bring valuable data upon a region that lacks an official weather station. We present briefly the climatic profile of the weather station as reflected by the main climate elements (air pressure, air temperature, relative humidity, precipitation and wind) and a brief comparison with the data extracted from ROCADA database for the weather station location during the common period (January – December 2013). As main climate features, we underline the mean air temperature of 12.0 °C and the annual precipitation amount of 477.5 mm. It is worth noticing that the difference between the in situ observations and the ROCADA database is below 1°C, being higher in summer time. Additionally, some details are given on those climatic parameters that present practical importance, such as rain intensity or wind power potential. The main conclusions of the study consists in (1) highlighting the very warm conditions specific for the last decade in the analysis region and (2) the relatively high agreement observed between in situ observations and the ROCADA database.

Patellofemoral Pain (PFP) syndrome is a very common knee disorder. A possible cause may be excessive lateral force applied by the quadriceps and the patellar tendon producing an abnormal distribution of force and pressure within the patellofemoral joint [1]. EMG and in-vivo studies have been conducted to understand the function of the quadriceps and its relationship with PFP [2,3]. These studies suggest a strong relationship between muscle forces and PFP which originates from high lateral retropatellar contact forces. A dynamic computational model of the knee was developed which includes the quadriceps muscles Rectus Femoris (RF), Vastus Intermedius (VI), Vastus Lateralis (VL), and Vastus Medialis (VM) represented as force vectors. The model can predict retro-patellar contact pressures and the action of the individual quadriceps muscles based on the predicted pressures. The objective of this study was to develop a control system which could optimize the distribution of quadriceps muscle forces to minimize contact pressure between the patella and the femur of the knee during a squat.
