This research examined how 187 students assessed a course evaluation form, the anonymity of the evaluation process, the fairness and accuracy students attribute to the task of completing evaluations of instruction, and students' perceptions of the extent to which teachers and administrators make use of the information provided by evaluations. 92% of the student-participants believed that the rating forms provided an effective means of evaluating instruction. The majority thought instructors pay attention to evaluation results and change their behavior accordingly. Only 2% believed that their anonymity was not protected. Students appeared to have more faith in their own evaluations than in those of other students. They also lacked confidence in the use of evaluations for determining salary increases or tenure and promotion.

Abstract:
Evaluation capacity-building entails not only developing the expertise needed to undertake robust and useful evaluations; it also involves creating and sustaining a market for that expertise by promoting an organisational culture in which evaluation is a routine part of ‘the way we do things around here’. A challenge for evaluators is to contribute to evaluation capacity-building while also fulfilling their key responsibilities to undertake evaluations. A key strategy is to focus on both discerning value and adding value for clients/commissioners of evaluations. This paper takes as examples two related internal evaluation projects conducted for the Queensland Police Service that have added value for the client and, in doing so, have helped to promote and sustain an evaluation culture within the organisation. It describes key elements of these evaluations that contributed to evaluation capacity-building. The paper highlights the key role that evaluators themselves, especially internal evaluators, can take in evaluation capacity-building, and proposes that internal evaluators can, and should, integrate evaluation capacity-building into their routine program evaluation work.

The article develops and analyzes a method of the comprehensive evaluation of the quality of natural gas as an energy source. The method is based on establishing the calorific value of natural gas as a determinative index of its quality, taking into account all gas properties: both those that positively affect the gas calorific value and its energy content, and those that adversely affect. The generalized definition of natural gas quality as the degree to which the set of the own gas characteristics (component composition and physical properties) meet the requirements concerning energy content, safety, ecology, and other factors is given. The results of experimental researches on natural gas quality according to the developed procedure are also presented.

In the development of evaluation theory, there is a trend of gradual complication through the emergence of new evaluation paradigms, approaches and methods, which proves the constant development of the evaluation theory and its relevance. However, evaluation theory is still full of many unresolved problems. These problems are basically related to the lack of a well-built theoretical framework for evaluation, based on fundamental research on the genesis and evolution of the evaluation theory coupled with the value theory. The purpose of the study is to study the genesis of the evaluation theory in conjunction with the development of the value theory, and the structure of assessment. As a result, It has revealed that the evaluation has a social nature and arose with the emergence of man on Earth; The embryonic genesis, as a theory, was in Antiquity, but the academic evaluation theory was formed only in the 30s of the XX century in economic research. Since the 20th century, there has been a trend of shifting priorities from the value theory to the procedure for evaluating the value, contributing to the emergence of a separate profession of an appraiser. The problem of subjectivization of both the evaluating process and the results of it has been established. The basic structure of the evaluation has been determined. Paper reveals the fact of the complication of the evaluation structure by identifying one more subject of evaluation. The conflict-nature of the evaluation is identified.

This study analyzed capital market investors’ recognition of the predictability of fair value-based valuation. It was examined if market investors overvalue the predictive value of fair value by comparing that value with that measured in accounting performance. The results reveal that investors are likely to overvalue fair value more than predictive values reflected in accounting performance. In particular, the results show that investors can gain abnormal returns through the market anomaly due to the functional fixation that investors cannot distinguish between unrealized profits and realized ones. Though there are considerable studies about accrual anomaly, few studies explore it with the separation of unrealized profits from total accruals. A number of studies about the causes of accrual anomaly have been conducted from various perspectives. The analysis of this study argues that the unrealized profits derived from fair value evaluation can be a cause of accrual anomaly. On the basis of the result, this study suggests that information about unrealized earnings should be reported separately.

INTRODUCTION:The main difficulties encountered in the integration of ethics in Health Technology Assessment (HTA) were identified in our systematic review. In the process of analyzing these difficulties we then addressed the question of the diversity of ethical approaches (1) and the difficulties in their operationalization (2,3).METHODS:Nine ethical approaches were identified: principlism, casuistry, coherence analysis, wide reflexive equilibrium, axiology, socratic approach, triangular method, constructive technology assessment and social shaping of technology. Three criteria were used to clarify the nature of each of these approaches: 1.The characteristics of the ethical evaluation2.The disciplinary foundation of the ethical evaluation3.The operational process of the ethical evaluation in HTA analysis.RESULTS:In HTA, both norm-based ethics and value-based ethics are mobilized. This duality is fundamental since it proposes two different ethical evaluations: the first is based on the conformity to a norm, whereas the second rests on the actualization of values. The disciplinary foundation generates diversity as philosophy, sociology and theology propose different justifications for ethical evaluation. At the operational level, ethical evaluation's characteristics are applied to the case at stake by specific practical reasoning. In a norm-based practical reasoning, one must substantiate the facts that will be correlated to a moral norm for clearly identifying conformity or non-conformity. In value-based practical reasoning, one must identify the impacts of the object of assessment that will be subject to ethical evaluation. Two difficulties arise: how to apply values to facts and prioritize amongst conflicting ethical evaluations of the impacts?CONCLUSIONS:Applying these three criteria to ethical approaches in HTA helps understanding their complexity and the difficulty of operationalizing them in HTA tools. The choice of any ethical evaluations is never neutral; it must be justified by a moral point of view. Developing tools for ethics in HTA is operationalizing a specific practical reasoning in ethics.

Key-value stores have a long history of providing users with a simple to use, yet powerful, interface to durable data storage. Useful for various purposes in their own right, they are also often used as storage layers in more complicated systems---such as fully featured database management systems. For these reasons, it is educational to investigate how such systems are actually architectured and implemented. This thesis looks in detail at two recently developed embedded key-value stores, Google LevelDB and Symas Lightning Memory-Mapped Database (LMDB). Both systems' overarching architecture and lower-level implementation details are considered to provide a thorough description of how they work. While exposing largely the same set of features, the systems are shown to take vastly different approaches to data storage. These techniques are described, and put in context with regards to existing ideas from the database management systems field. It is also shown how the designs impact performance in the face of different types of workloads.

There is a great deal of concern regarding teacher impacts on student achievement being used as a substantial portion of a teacher’s performance evaluation. This study investigated the degree of concordance and discordance between mathematics teacher ranking using value tables and covariate regression, which have both been used as measures for teacher effectiveness. The researcher examined teacher rankings, before and after the state recommended classification, using correlational techniques, comparison matrices, and visual examination for value-added scores derived from the value table versus the covariate regression approach. Examination demonstrated strong correlations between the initial rankings (r = .77 to .98) and a high concordance (γ = .96 to 1.0) once the recommended classifications were applied to the teachers rankings. The overall implications of this project are that more complex methods may parse the impact information out with higher statistical accuracy, however, once the recommended classification is applied to the methods there may be very little difference in the classification of teachers.

Abstract:
This thesis presents and analyses the evaluation of an European wide training programme aimed at engineers working in a large multinational automotive company. The training programme is unique in that it was conceived to address particular operational concerns and involved a multicultural workforce from six European countries. The evaluation of the training, which extends from the pilot stages of the programme through to its full implementation, where Kirkpatrick's four level evaluation framework is used, is the company’s first large scale attempt at systematic training evaluation. The evaluation of the programme is typical in its approach as reflected in the wide body of literature, however the use of meta-evaluation to determine the overall value of the evaluation approach in a commercial context provides originality and the basis for establishing an alternative approach to evaluating vocational training. The main body of the thesis is presented in three parts. Part I provides a critical review of the literature relating to; learning and training; conceptualisations of evaluation; and measurement and evaluation methodology, to establish the foundation for the empirical study. Part II is a detailed analysis of the evaluand, the evaluation methodology employed, and the results and outcomes from the evaluation. Part III provides directions for training evaluation based on a meta-evaluation of the empirical study. The thesis draws conclusions with respect to the role of evaluation in organisational training. The evaluation of training is largely conceptualised in the literature as being concerned with the assessment of value or worth of training to an organisation, which is the prevailing paradigm of Kirkpatrick's training evaluation framework. From the evidence obtained through the empirical study with regard to utility, feasibility, propriety and accuracy, it is concluded that the role of evaluation should be directed towards maximising value or worth of training through the systematic assessment, feedback and optimisation of the identifiable parameters of the training process, with the outcomes of training forming part of an overall evaluation of training framework.

Performance measurement and management (PMM) poses daunting challenges to organizations in terms of meeting multiple stakeholder objectives. Evaluation of these objectives, and hence performance is essential for many reasons such as monitoring and control, diagnosis, improvement, learning and decision-making of processes or enterprise systems. Performance measures as descriptors of performance are the key tools in this evaluation process. However, the multidimensionality of performance, the inter-dependencies among performance measures and the pursuit to manage many dimensions of performance complicate the PMM process. Furthermore, the uncertainty in terms of objectives satisfaction surrounding the business processes or enterprise systems adds further complexity. To deal with these issues, a process-centered value-risk based performance management system (VR-PMS) is proposed in the current research work. The purpose is to transform the expectations and fears of stakeholders into value and risk indicators respectively for informed decision making. For this purpose, a conceptual value-risk model is developed aimed at integrating consistently the concepts relevant to objectives, activities and risks in one framework and conceptualizing the idea of value and risk based performance management. In addition, a methodological framework is developed that divides the PMM process into three phases: performance modeling, assessment and decision-making. Each phase of the framework is instrumented with quantitative analysis methods and tools. The deliverable of the VR-PMS is a set of ranked solutions (i. E. Alternative business processes) evaluated against the developed value and risk indicators
La mesure et la gestion de la performance posent problème aux entreprises en termes d'atteinte des objectifs des multi parties prenantes. L'évaluation de ces objectifs et ainsi de la performance est essentielle pour plusieurs raisons : le contrôle et la surveillance, le diagnostic, l'amélioration, l'apprentissage et la prise de la décision de processus ou système d'entreprise. Les mesures de performance étant les descripteurs de la performance jouent un rôle important dans cette évaluation. Cependant, la multi-dimensionnalité de la mesure de performance, l'interdépendance entre elles et la recherche pour mesurer plusieurs dimensions de la performance compliquent le processus de mesure de performance. De plus, l'incertitude en ce qui concerne l'atteinte des objectifs atours du processus métiers ou système d'entreprise y ajoute encore de la complexité. Pour aborder cette situation, un système de mesure de performance basé sur l'indicateur du couple (valeur-risque) (appelé VR-PMS) orienté processus a été proposé. L'objectif est de transformer les atteintes et inquiétude des parties prenantes en un indicateur de la performance et un de risque respectivement pour prendre une décision en connaissance de cause. A cet effet, un modèle conceptuel de valeur/risque est proposé : il vise à intégrer les concepts associé aux objectifs, activités et risque dans un seul cadre et conceptualise l'idée de la gestion de performance basée sur la valeur et risque. En outre, un modèle méthodologique est élaboré et divise les processus de mesure de performance en trois étapes : la modélisation de performance, évaluation et prise de décision. This thesis was requested by Solution Xperts in Linköping and is an evaluation of the software BizTalk360, which is a add-on to the very well known application integration software BizTalk Server. One problem that many face with BizTalk Server is how to handle the post-implementation operations of their implementation. Referring to such factors as monitoring and security for instance. The built-in tools are very limited and lack a variety of functions that are very desirable. BizTalk360 tries to solve this. In order to evaluate the value that BizTalk360 brings to its users, two factors were taken into account. How important are the functions provided for the company? And how difficult would these be to implement independently?. After testing the BizTalk360 core functions and features and also implementing a representative function of BizTalk360, everything learnt were presented to group of experienced BizTalk Sever developers in order to receive estimates regarding their individual importance and theoretical implementation time. The importance of the functions proved quite minor. The platform offers a lot of smart solutions to various problems but these wont see enough use to justify the cost. The difficulty of implementing a similar platform were also estimated to be quite low, only time consuming. Estimated to take (through average) 653 man hours.

This dissertation discovered the factors influencing how students value asynchronous Web-based courses through the use of qualitative methods. Data was collected through surveys, observations, interviews, email correspondence, chat room and bulletin board transcripts. Instruments were tested in pilot studies of previous semesters. Factors were identified for two class formats. The asynchronous CD/Internet class format and the synchronous online Web based class format. Also, factors were uncovered for two of the instructional tools used in the course: the WebCT forum and WebCT testing. Factors were grouped accordingly as advantages or disadvantages under major categories. For the asynchronous CD/Internet class format the advantages were Convenience, Flexibility, Learning Enhancement, and Psychology. The disadvantages included Isolation, Learning Environment, and Technology. For the synchronous online Web based class format the advantages were Convenience, Flexibility, Human Interaction, Learning Enhancement and Psychology, whereas the disadvantages included Isolation, Learning Environment and Technology. Concurrently, the study revealed the following factors as advantages of the WebCT Forum: Help Each Other, Interaction, Socialization, Classroom News, and Time Independent. The disadvantages uncovered were Complaints, Technical Problems and Isolation. Finally, advantages specified for the WebCT testing tool were Convenience, Flexibility and Innovations, and its disadvantages were Surroundings Not Conducive to Learning, and Technical Problems. Results indicate that not only classroom preference, learning style and personality type influence how students value a Web based course, but, most importantly, a student's lifestyle (number of personal commitments, how far they live, and life's priorities). The WebCT forum or bulletin board, and the WebCT testing or computerized testing were seen mostly by students, as good tools for encouraging classroom communication and testing because of the convenience and flexibility offered. Still, further research is needed both quantitatively and qualitatively to ascertain the true weight of the factors discovered in this study.

In this article, we explore whether the evaluation instruments used to recruit teachers in the national teacher hiring process in Peru are good predictors of teacher effectiveness. To this end, we estimate teacher value-added (TVA) measures for public primary school teachers in 2018 and test for their correlation with the results of the 2015 and 2017 national evaluations. Our findings indicate that among the three sub-tests that comprise the first, centralized stage of the process, the curricular and pedagogical knowledge component has the strongest (and significant) correlation with the TVA measure, while the weakest correlation is found with the reading comprehension component. At the second, decentralized stage, we find no significant correlation with our measures of TVA for math, as well as non-robust correlations for the professional experience and classroom observation evaluation instruments. A positive and significant correlation is found between the classroom observation component and TVA for reading. Moreover, we find correlations between our measure of TVA and several teacher characteristics: TVA is higher for female teachers and for those at higher salary levels while it is lower for teachers with temporary contracts (compared to those with permanent positions).

Abstract:
After the financial-economic crisis of 2008 there has been an increasing diffusion of discourses by international institutions stressing the necessity towards the adoption of impact evaluation methods both by for profit and SSE organizations. This craze for impact measurement is generally led by the need of the stock exchange to find new financial markets (demand) for an increasing offer of socially or environmentally oriented financial products (such as the Social Impact Bond). This pressure had the effect to spread terms and concept typically of the financial world to other domains, such as the welfare policy (Social Investment State) and the traditional philanthropic sector (Social Return on Investment). Even the SSE has not been immune from this “epidemic” of measurement, standardization, quantification of its activities’ effects (Salathé-Beaulieu, G. in collaboration with M. J. Bouchard and M. Mendell, 2019). The paper’s main aim is to argue in favour of the adoption of a broader conceptualization of the SSE contribution to the local community (and to the society as a whole) that the one implied by the term “impact”. It proposes a conceptual framework based on the “social value” notion, which requires to consider the worth (Bouchard, M. J. ed., 2009) linked to the presence of the organization itself and not only of its activities/ programs/services. The paper will illustrate and comment the main results from an empirical research on the Social Added Value Evaluation of an umbrella recreation association in the Emilia-Romagna Region. The inquire adopts an experimental design based on qualitative methods such as: focus groups, face to face interviews and on site observations, in order to build a consensual system of social value/impact evaluation to be adopted by the local branches of the regional association.
