Abstract:
Biomedical Engineering is playing a leading role in the development of medical technology which is one of the pillars of Modern medicine, or as differently expressed at the European Economic and Social Committee (EESC) opinion paper: “Biomedical Engineering is not simply a subset of modern medicine. Modern medicine predominantly secures important advances through the use of the products of biomedical engineering”1. Health technology, according to World Health Organization (WHO), refers to the application of organized knowledge and skills in the form of devices, medicines, vaccines, procedures and systems developed to solve a health problem and improve quality of lives. Therefore, Medical Devices (MDs) belong to the Health Technologies, and Radiotherapy (RT) is an important subgroup of them. Radiotherapy refers to high-tech medical devices that are of high capital value both in terms of initial investment and operation, requiring specially trained personnel for its use and needs regular quality control, preventive maintenance and management procedures, to function properly and safely. Clinical Engineering plays a major role in facing of the afore mentioned challenges. The present paper provides an overview of the results of a study under the WHO action on Strengthening Capacity for Universal Coverage Greece/Phase 2 (SCUC2)2aiming to: Assess the sufficiency and equity in the distribution of RT and its use in Greece Identify eventual inequalities in terms of geographical coverage, specific needs and lack of RT Asses the current status of staffing in RT units Estimate the costs for the use of High Value Capital Medical Equipment (HVCME) Since a country-wide medical equipment inventory for Greece does not exist, various sources were used to obtain a clear picture of the installed units in public Greek hospitals and private clinics. As a result, it came out that, in terms of number of units the per million population the number of RT units rose by 23% from 4.3 in 2009 to 5.3 in 2017. In terms of number of acts, a general increasing trend is noticed, resulting to a total cost increase of 25% from 2013 to 2016. The study revealed that in Greece, there are quite pronounced inequalities in terms of availability of RT technologies in different regions. Long term strategic planning is needed based on evidence, such as updated inventory of MDs, acts performed, associate costs etc , which are unfortunately lacking in Greece. Additionally, the role of clinical engineers in the effective management and safe use of this technology should be widely recognised and regulated.

Abstract:
Ethiopia is behind schedule in assuring accessible, equitable and quality health services. Understanding the geographical variability of the health services and adjusting small-area level factors can help the decision-makers to prioritize interventions and allocate scarce resources. There is lack of information on the degree of variation of health service utilisation at micro-geographic area scale using robust statistical tools in Ethiopia. Therefore, the objective of this study was to assess the health service utilisation and identify factors that account for the variation in health service utilisation at kebele (the smallest administrative unit) level in the Dale and Wonsho districts of the Sidama region. An exploratory ecological study design was employed on the secondary patient data collected from 1 July 2017 to 30 June 2018 from 65 primary health care units of the fifty-four kebeles in Dale and Wonsho districts, in the Sidama region. ArcGIS software was used to visualise the distribution of health service utilisation. SaTScan analysis was performed to explore the unadjusted and covariate-adjusted spatial distribution of health service utilisation. Linear regression was applied to adjust the explanatory variables and control for confounding. A total of 67,678 patients in 54 kebeles were considered for spatial analysis. The distribution of the health service utilisation varied across the kebeles with a mean of 0.17 visits per person per year (Range: 0.01–1.19). Five kebeles with health centres had a higher utilisation rate than other rural kebeles without health centres. More than half (57.4%) of the kebeles were within a 10 km distance from health centres. The study found that distance to the health centre was associated with the low health care utilisation. Improving the accessibility of health services by upgrading the primary health care units could increase the service use.

Abstract:
The utilisation of internal combustion engines is one of the main causes of particle emissions in urban areas. As the interest for the utilisation of biofuels increases, it is important to understand their effect on particle number emissions. In this paper, the particle size distribution and the particle number emissions from a gasoline-optimised direct-injected spark-ignited (DISI) engine are investigated. The effects of five different biofuel alternatives on these emissions were evaluated and compared to gasoline. The utilisation of the high-resolution, high-temperature ELPI+ enabled undiluted measurements of the particle size distribution down to 6 nm, without extensive cooling of the engine exhaust. Contrary to other studies, the results show that the particle number emissions for the three measured cut-off sizes (23, 10 and 7 nm) increased with the utilisation of oxygenated biofuels. The results indicate that the decreased volatility and energy density of the alcohols has a more significant impact on the particle formation in a DISI engine than the increased oxygen content of these fuels.

Abstract:
Feral cats are one of the most damaging predators on Earth. They can be found throughout most of Australia’s mainland and many of its larger islands, where they are adaptable predators responsible for the decline and extinction of many species of native fauna. Managing feral cat populations to mitigate their impacts is a conservation priority. Control strategies can be better informed by knowledge of the locations that cats frequent the most. However, this information is rarely captured at the population level and therefore requires modelling based on observations of a sample of individuals. Here, we use movement data from collared feral cats to estimate home range sizes by gender and create species distribution models in the Pilbara bioregion of Western Australia. Home ranges were estimated using dynamic Brownian bridge movement models and split into 50% and 95% utilisation distribution contours. Species distribution models used points intersecting with the 50% utilisation contours and thinned by spacing points 500 m apart to remove sampling bias. Male cat home ranges were between 5 km2 (50% utilisation) and 34 km2 (95% utilisation), which were approximately twice the size of the female cats studied (2–17 km2). Species distribution modelling revealed a preference for low-lying riparian habitats with highly productive vegetation cover and a tendency to avoid newly burnt areas and topographically complex, rocky landscapes. Conservation management can benefit by targeting control effort in preferential habitat.

Abstract:
Following an ongoing change towards an increasingly renewable power generation system Swedish grid operators are facing several challenges in coming years. As authorities plan for the decommissioning of nuclear power an increased reliance on de-centralised energy sources such as photo-voltaic distributed generation (PVDG) is expected. A technology observed in some cases to accompany local power quality issues severe enough to impose grid expansion measures from distribution system operators (DSOs). Considering a combination of an indicative utilisation inefficiency of classical grid expansion measures and a recent year maturing of various energy storage technologies, this report sets out to evaluate the possibility of utilising centralised energy storage systems (ESSs) for deferment of classical grid expansion measures. For the purpose of identifying the most prominent problem scenarios of modern production- and consumption behaviours as well as the possible solutions offered by centralised ESSs, a literature review of journal articles and technical reports was conducted in combination with a case-study of an existing urban grid operated by Umeå Energi Elnät AB (UEEN). The work regarding ESSs is directed with specific focus towards evaluating which ESS services can potentially facilitate grid expansion deferment and what ESS placement is advisable for efficient utilisation. Assessing possible grid safety implications, potential for peak load shaving and the presently most suitable energy storage technology was also within the scope of the study. The literature review reveals PVDG induced feeder line over-voltage and transformer overload the most likely and previously observed implications imposing grid expansion measures. The former more prominent in elongated, typically rural, grids and the latter in more densely populated urban grids. For deferment of over-voltage related grid expansion measures a centralised ESS can be utilised for voltage support provided placement is made close to the affected grid section, presumably far out the affected feeder line. This result is coherent throughout the reviewed literature and is supported by the results of the case-study. Distribution transformer overload and its imposed grid expansion measures can be deferred through load re-allocation and peak load shaving, two services proven achievable by centralised ESSs and the capacity for which increases if ESS placement is made closer the distribution transformer. Provided present regulatory and standards are adhered to upon installation, significant negative impact of centralised ESSs on distribution grid safety can be avoided. Most energy storage technologies, including battery based energy storage technologies indicated from the literature review providing the most suitable characteristics for use in centralised distribution grid ESSs, utilise well established systems for grid connection hence no presently unsolvable grid safety implications are identified. Technical reports of real applications of centralised ESSs reinforce this argument as successful implementation without ESS caused grid safety implications have been achieved in the Swedish distribution grid in the past.

Abstract:

Abstract:

Abstract:
Customer knowledge plays a vital part in organisations today, particularly in sales and marketing processes, where customers can either be channel partners or final consumers. Managing customer data and/or information across business units, departments, and functions is vital. Frequently, channel partners gather and capture data about downstream customers and consumers that organisations further upstream in the channel require to be incorporated into their information systems in order to allow for management information delivery to their users. In this study, the focus is placed on manufacturing organisations using third party distribution since the flow of information between channel partner organisations in a supply chain (in contrast to the flow of products) provides an important link between organisations and increasingly represents a source of competitive advantage in the marketplace. The purpose of this study is to determine whether there is a significant difference in the use of sales and marketing data marts as management information delivery mechanisms in manufacturing organisations in different industries, particularly the pharmaceuticals and branded consumer products. The case studies presented in this dissertation indicates that there are significant differences between the use of sales and marketing data marts in different manufacturing industries, which can be ascribed to the industry, both directly and indirectly.

Abstract:

Thesis, Tours, 2014. http://www.theses.fr/2014TOUR4019/document.

Abstract:
In this thesis we are interested in integrating to the Linux distribution produced by Mandriva quality assurance level that allows ensuring user-Defined properties on the source code used. The core work of a distribution and its producer is to create a meaningful aggregate from software available. Those softwares are free and open source, hence it is possible to adapt it to improve end user’s experience. Hence, there is less control over the source code. Manual audit can of course be used to make sure it has good properties. Examples of such properties are often referring to security, but one could think of others. However, more and more software are getting integrated into distributions and each is showing an increase in source code volume: tools are needed to make quality assurance achievable. We start by providing a study of the distribution itself to document the current status. We use it to select some packages that we consider critical, and for which we can improve things with the condition that packages which are similar enough to the rest of the distribution will be considered first. This leads us to concentrating on the Linux kernel: we provide a state of the art overview of code verification applied to this piece of the distribution. We identify a need for a better understanding of the structure of the source code. To address those needs we propose to use a graph as a representation of the source code and use it to help document and understand its structure. Specifically we study applying some state of the art community detection algorithm to help handle the combinatory explosion. We also propose a distribution’s build system-Integrated architecture for executing, collecting and handling the analysis of data produced by verifications tools

Molaudzi, Azwindini Moses. "Predictors of resource provisioning in public schools." Thesis, University of Pretoria, 2019. http://hdl.handle.net/2263/76726.

Full text
Abstract:
This study investigates resource provisioning as a predictor of learner achievement in public schools in Limpopo province. Research evidence indicates that the resourcing of schools in developing countries, such as South Africa, is characterised by huge disparities and that attempts should be made to equalise resource provision. Most research studies on this topic have focused on the relationship between school resources and student achievement in the developed countries with little or no attention being paid to what determines resource provision, distribution and utilisation in the developing countries. Nationally, a number of research studies have investigated policy implementation in terms of concepts such as access, equity, inequality and redress in studying the impact of such policy on the public schooling system. Research evidence has subsequently shown some contrasts in the way in which school resources are allocated, distributed and utilised in public schools. There is, therefore, a need to focus on the predictors or determinants of learner achievement in South Africa. This research study is a quantitative study. Statistically, it applied correlational coefficients and multiple regression to determine the level of school resourcing (i.e. allocations, distribution and utilisation of school resources). The sample comprised 272 representatives from the school management teams, educators and school governing bodies (SGBs) of sixty-eight public schools from different quintiles (1-to-5). This sample were selected from five identified districts (i.e. Capricorn, Mopani, Vhembe, Sekhukhune and Waterberg) using a probability stratified and random sampling technique. In each of the 68 public schools, six representatives, namely, the principal, Educator, HODs and SGB members, were selected randomly to make up the sample. It is clear from the study that resource provision was shown to be a predictor of learner achievement in public schools. The study highlighted that the way in which school resources are allocated, distributed and utilised has an influence on learner achievement.

Abstract:

Abstract:
This chapter considers returns to the individual from investing in skill. It describes the earnings and employment outcomes of people who have completed different levels of formal education across different countries, and goes on to consider the possible causal mechanisms at work. The methodology for estimating wage returns is critically discussed. Whilst much attention has been devoted to considering ability bias, other issues have received less attention. In particular qualifications or amounts of time spent studying are imperfect proxies for skills produced. Furthermore estimates from wage regressions are almost invariably interpreted through the lens of human capital theory -- the existence of a wage premium indicates that the productivity has increased due to the educational investment. Alternative interpretations are considered. These include the possibility that the premium represents a reward for obtaining a job on a fixed distribution of jobs -- in other words winning a positional competition race. Such possibilities raise several concerns. These include under-utilisation, both of general skills and of skills acquired through work-based training programmes, low marginal returns relative to average returns, and a widening and more risky distribution of payoffs.

Abstract:
AbstractAerospace production systems face increasing requirements for flexibility and reconfiguration, along with considerations of cost, utilisation, and efficiency. This drives a need for systems with a small number of automation platforms (e.g. industrial robots) that can make use of a larger number of end effectors that are potentially flexible or multifunctional. This leads to the challenge of ensuring that the configuration and location of each end effector is tracked by the system at all times, even in the face of manual adjustments, to ensure that the correct processes are applied to the product at the right time. We present a solution based on a Data Distribution Service that provides the system with full awareness of the context of its automation platforms and end effectors. The solution is grounded with an example use case from WingLIFT, a research programme led by a large aerospace manufacturer. The WingLIFT project in which this solution was developed builds on the adaptive systems approach from the Evolvable Assembly Systems project, with focus on extending and increasing the aerospace industrial applicability of plug and produce techniques. The design of this software solution is described from multiple perspectives, and accompanied by details of a physical demonstration cell that is in the process of being commissioned.

Abstract:
Global population growth and environmental burdens have caused rising concerns regarding future food security. Contradictorily, many crops are discarded at postharvest stages without being consumed. Postharvest loss in developing countries is mainly attributable to a lack of capital and technology for food storage, processing (i.e. threshing, drying and packaging) and distribution. This study endeavours to investigate the causes and the potential measurements of postharvest losses in developing countries. Specifically, limited budgets in developing countries cannot finance the cost of capital investment; therefore, reliance on third parties such as international organisations is considered a realistic measurement. This investigation establishes that in some cases, a lack of knowledge and skills can result in a lack of full utilisation of the capital provided for handling post-harvest crops. Supporters are discouraged from providing development assistance in circumstances in which whether sufficient results will be achieved is unclear. This study emphasises that enabling the successful long-term utilisation of capital for postharvest handling is critical to improving the rate of vital crop loss.

Abstract:
The aim of this chapter is to investigate the potential role of social software inside business settings in integrating knowledge exploitation and knowledge exploration strategies. These strategies are approached through the lens of dynamic capabilities, organisational learning and knowledge lifecycle models. The authors argue that while current enterprise Information Technology (IT) systems focus more on knowledge lifecycle processes concerning the distribution and application of knowledge, enterprise social software can support knowledge exploration strategies and leverage knowledge creation and validation procedures. We present secondary data from the utilisation of enterprise social computing tools inside two companies for that matter. The first case illustrates how social computing tools were deployed in an international bank, and the other presents the employment of these technologies in an international broadcasting company. The authors suggest that free-form and pre-defined structures can co-exist in bounded organisational environments, in which knowledge exploitation and knowledge exploration strategies can harmonically interact. This chapter concludes with some managerial implications and future research avenues.

Abstract:
The budget represents the financial plan and hence is the most significant policy instrument of the government for establishing macro-economic stability, fiscal efficiency, strategic priority, and more importantly, for ensuring the equitable distribution of national resources. Gender responsive participatory budgeting (GRPB) is a means of integrating a gender dimension into all steps of the budget process that includes participatory decision making and transparency in raising financial resources and their expenditure. It is about considering the different needs and priorities of both women, men, and sexual minorities without gender exclusivity. Gender responsive budgeting (GRB) ensures that budgets are gender-sensitive and not gender neutral, which means that they are geared towards establishing gender equality and are sensitive to intersectionality of gender with class, caste, race, religion, ethnicity, and geographical location. GRB consists of the use of tools to analyze the gender dimensions of budgets; adoption of procedures to ensure that the budget supports the achievement of gender equality; and implementation mechanisms for effective and efficient utilisation of allocated funds, functions, and functionaries.

Abstract:
This study seeks to gain a deeper understanding on the role of zakᾱt in achieving economic empowerment, environmental sustainability, and social re-engineering as promoted in the 12th Malaysia Plan (12 MP) which aligned with Shared Prosperity Vision 2030 (SPV2030) as well as United Nation's Sustainable Development Goals (SDGs) to provide support to fulfil the Maqᾱṣid al-Sharῑ῾ah. This study uses the library study method. Among the reading materials that have been referred include those materials related to the role of zakᾱt, the government five-year development plan, namely 12th Malaysia Plan from 2021 - 2025, the Shared Prosperity Vision 2030 (SPV2030), SDGs, and Maqᾱṣid al-Sharῑ῾ah. Qualitative approach is used in this study to collect information, documents, and data accordingly with regard to the topic discussed. By understanding the importance of zakᾱt in achieving economic empowerment, environmental sustainability, and social re-engineering, we can further enhance the distribution and utilisation of these zakᾱt funds to ensure its positive impact in socio-economic. Eventually, this may also motivate the State Islamic Religious Council (SIRC) to promote the importance of fair and equitable distribution of zakᾱt to aṣnᾱf. The study will provide significant socio-economic impacts as the results will enable new initiatives by industries to develop better management of zakᾱt funds to finally achieve the economic empowerment, environmental sustainability, and social reengineering in the society as promoted in the 12th Malaysia Plan (12 MP) which aligned with Shared Prosperity Vision 2030 (SPV2030) as well as United Nation's Sustainable Development Goals (SDGs) to provide support to fulfil the Maqᾱṣid al-Sharῑ῾ah.
