Abstract:

Abstract:

According to I and L, HQMC, the Marine Corps needs to re-evaluate current operational requirements for engineer construction equipment. Acquisition and force allocation levels for equipment have remained essentially at constant 1970's, Cold War levels. Because acquisition and allocation levels haven't changed at the same rate as personnel, there is a perception that much of the existing equipment is unnecessary. Impacts for supporting too much equipment are decreased readiness, increased maintenance requirements, and increased O and M costs. The objective of our MBA project is to identify the correct quantity of construction equipment required to support the future needs of the USMC, focusing on unit training and Marine Expeditionary Unit (MEU) deployment cycles. This study will also evaluate the cost effectiveness of various alternatives for supplying the right amount and mix of CE to support contingencies via the civilian industrial base (lease/purchase decision factors, as well as domestic/international supplier issues). Our group will perform a review of USMC CE acquisition history to determine how the Marines have procured engineer equipment. Additionally, we will determine the annual volume of equipment that has been purchased or otherwise procured from industrial sources and the expected life cycle of existing equipment owned by the Marine Corps. With this information, we will assess the ability and willingness of suppliers worldwide to provide needed equipment for replacement of expired gear or in support of emergent contingencies. Our objectives are to determine the correct amount and mix of construction equipment to maintain at the Battalion level and to identify some cost effective alternatives for supporting battalion operations and training requirements.

Abstract:

The purpose of this thesis is threefold. Firstly, to attempt to provide validity for the two-sided matching process; secondly, analyze FITREP attributes to determine their suitability for a weighted criteria evaluation system and; thirdly, compare the USMC promotion and assignment process with contemporary human resource management practices. Using data from the USMC Officer Accession Career file (MCCOAC), a logit model is used to estimate the effects of TBS preference and other officer characteristics on retention to the seven year mark. Findings indicate that there was little difference in the probability of retention throughout most preference levels except for the bottom sixth. Using USMC FITREP data, an ordinary least squares model is used to estimate the effects of rank and MOS on FITREP scores across all attributes. Multiple comparison tests demonstrated that there are statistical differences at the 0.05 level between the means of the MOSs. Additionally, reporting creep is continuing across all attributes. Surveys were also conducted. The first survey indicated that USMC officers believe the FITREP attributes were not all equally important within, and across each MOS - although the USMC assesses them as such. The second survey indicated that the USMC promotion and assignment process can be strengthened through a clearly defined HRM plan that extends beyond 'faces' and 'places', and provides very clear links to the organizational strategy. Based on the findings it is recommended that the USMC review its HRM processes and conduct further analyses on the FITREP data for: (1) correlation, (2) longitudinal analysis as a predictor for success and, (3) relevance and relationship to MOS characteristics, position descriptions, and organizational strategy.

Abstract:

Abstract:

This research focuses on the Marine Corps Aviation Maintenance and Repair Cost for the H-1 Upgrade platform. Onsite visits with the Program Manager Air 276 (PMA-276), the Naval Supply Weapons Systems Support (NAVSUP WSS), the Defense Logistics Agency (DLA), and Marine Aviation Logistics Squadron 39 (MALS-39) are conducted to obtain information regarding readiness costs and efficiencies that have impacted the total cost for a transitioning aircraft in Marine aviation. PMA-276, NAVSUP WSS, DLA, and MALS-39 make up the H-1 Cross-Functional Team (CFT). The H-1 CFT provides actionable metrics and best practices that focus on cost concerns (programmatic, material, management, and execution) from all levels of aviation logistics and planning. Key areas of improvement or replication are identified through metric-based solutions that affect cost reductions throughout the AH-1Z and UH-1Y integration.

With the increase of the loaded weight that a Marine carries, the integration of robotics is a significant point of interest to the United States Marine Corps, especially to the Expeditionary Energy Office. Through the use of the agent-based modeling and simulation application, Pythagoras, robots are integrated into a Marine Expeditionary Unit’s rifle platoon to alleviate the burden on each Marine. This study examines the rifle platoon’s energy and power consumption, operational reach, and operational effectiveness for a scouting and patrolling mission. A systems engineering methodology results in a tradeoff analysis on the rifle platoon’s success, relative to the number of integrated robots. Integrating six robots in a rifle platoon can improve the platoon’s ability to fulfill its mission, while supporting the Marine Corps’ energy strategy. In the context of energy initiatives, this research forms the baseline for investigating the impact of robot integration in Marine combat operations through simulations.

Abstract:

In 1998, the Marine Corps initiated the Integrated Logistics Capability (ILC) to specifically address issues related to Marine Corps logistics doctrine, policy, and processes. The purposes of ILC initiatives were to define, measure, and improve core logistics capabilities to meet the challenges of the new millennium and beyond. During a four-week Best Business Practices seminar hosted by Penn State, several key concepts were analyzed that would improve cost leverage, enhance the robustness of supplier relationships, and substitute technology and information for inventory. In an effort to successfully integrate these issues, a segmentation methodology or Quadrant Model approach was introduced. The Quadrant Model is essentially a two-by-two matrix that classifies products, services, and inventory items into four major cells. Each cell is further categorized by uniqueness and value, and each cell implies different approaches to managing inventory, supply chains, and vendor relationships. The objective of this thesis is to determine how Intelligent Agent (IA) technologies may innovate the logistical processes associated the critical quadrant, which categorizes materials, products and services that are unique, high value in terms of cost, and therefore high risk. These materials may only be available from a few sources, are in limited quantities, and require extensive coordination and sharing of information between parties. The researcher applies a model derived from previous thesis work that examined the application of IA technology as a method to innovate the Standard Procurement System (SPS). Using a high-level process model of the "critical" quadrant, the researcher identifies two applications of IA technology that may support attributes within the "critical" quadrant.

Social media usage has exploded over the past several years. Individuals are using social media tools to stay constantly connected to friends, family and co-workers. Companies have learned to leverage these same technologies both externally and internally. These emerging social technologies, applications and platforms are an excellent way for geographically separated people to connect, communicate and share knowledge in novel ways. The United States Marine Corps (USMC) continues to communicate primarily through telephone, email and reports. The valuable resource of tacit knowledge contained within veterans of operations spanning from distributed counterinsurgencies to complex humanitarian assistance efforts is usually shared via face-to-face interaction and informal networks. Academic literature and industry adoption indicate that social media tools are now familiar and mature enough to provide an additional or even substitute conduit for this type of rich tacit knowledge sharing. How can social media tools be used to improve USMC tacit knowledge sharing? This research explores the extant use of Web 2.0 enabled social tools for the purpose of tacit knowledge sharing. A case study of a USMC unit identifies knowledge sharing pathologies, and presents use cases for the application of social tools to address these pathologies.

As can be evidenced by the conducting of Annual Knowledge Management Conferences, held in Washington, DC (most recently the DoD Knowledge Management Conference, October 2009), DoD understands the value of Knowledge Management (KM). The Air Force, Army and Navy appear to have created healthy knowledge sharing environments and practicing KM at mature levels; however, the Marine Corps is having a difficult time integrating the practice of KM into daily operations. While the Marine Corps Warfighting Publication (MCWP) 3-40.2 offers a methodology for how four classes of information should flow through the Information Hierarchy, to date, there is no published, standardized framework for how to adequately manage knowledge that exists in the Information Hierarchy, hence, the need for an actionable KM Framework that the Marine Corps can use to assist with current Information Management practices. The focus of this thesis is to assess current KM practices across the DoD, identify KM best practices in industry, as well as across the DoD, and ultimately develop a KM Framework that will leverage the powerful dynamics of Knowledge Flow Theory to assist in bridging the knowledge gap in the current Marine Corps Information Hierarchy.

Marine Corps aviation is an imperative component of the storied Marine Air-Ground team. Marine aviation is a perishable skill, however, not only in tactical employment, but also in operational and strategic planning. The senior leadership of the Marine Corps needs the technical and tactical experience of Marine aviators. In July of 2009, the Marine Corps Deputy Commandant for Aviation (DCA) proposed a quantitative study of the decreased promotion rates of aviator majors (O-4) to lieutenant colonel (O-5). If true, decreasing promotion opportunity of Marine aviators presents risk to the Marine Corps warfighting institution, through the loss of valuable aviation technical and tactical experience in senior leadership. The study is organized to answer the DCA's research question and to provide recommendation in how officers of the aviation component can be more competitive for promotion to O-5. The study draws upon nine years of Total Force Data Warehouse (TFDW) and Marine Manpower Support Branch (MMSB) data of Marine O-4s eligible for promotion, resulting in a dataset of 8,271 observations. The study's sample closely replicates the above and in-zone population of O-5 promotion cohorts from fiscal years 2004 through 2012. Analysis of the sample demonstrates that Marine aviators had a decreased selection opportunity to O-5 compared to all other MOSs, 62.3% versus 67.3%. Additionally, multivariate analysis was accomplished on the sample, which revealed a statistically significant and negative "aviator" effect of approximately 7.6 percentage points on promotion probability through various econometric model specifications. Traditional promotion selection notions are also affirmed in statistically significant and positive effects in individual performance, combat experience, Professional Military Education, and above bachelor's degree education. Finally, a restricted model was designed to analyze the factors that differentiated those aviators selected for promotion and those non-selected. Statistically significant factors for aviator promotion selection to O-5 included being part of the fixed-wing community, holding an additional MOS as a Weapon and Tactics Instructor (WTI), completion of Intermediate Level School, and the Special Education/Advanced Degree Programs.

Abstract:
A study was conducted to examine various aspects of Distance Learning (DL) applications currently under review by the Marine Corps, and determine whether these programs, if initiated, provide a positive Return on Investment (ROI). The objective was to determine how DL applications may be applied in the most advantageous manner, to increase the overall efficiency of current training programs from both a monetary and quality perspective. Specifically, DL applications were evaluated for pertinence to the four categories of learners found within the organizational hierarchy. To accomplish this objective, information was collected from the DL Branch, Training and Education Division, HQMC, as well as from faculty and staff at the Marine Corps Communications and Electronics Course, Marine Corps Air Ground Combat Center, 29 Palms, CA. Results were favorable with a positive ROI being determined from the stated assumptions. Other findings included that the most beneficial application of DL technology should be primarily toward advanced level training with possible considerations for Marines awaiting training, and that due to increased instructional requirements, the timesavings attributed to advances in training technology should not automatically result in reductions in formal course curricula. Simply stated, DL technologies provide great value added potential to enhance knowledge transfer in today's dynamic and fluid training environment, but should be viewed primarily as a complement to, rather than replacement for, traditional instructional methods.

Abstract:
Military Occupational Specialty (MOS) manning levels within Selective Marine Corps Reserve (SMCR) units are of interest to the U.S. Marine Corps (USMC) because of the impact shortages have on unit operational capabilities. The goals of this study are to: (1) identify chronically short MOSs in SMCR units; (2) explore demographic influences on SMCR manning levels; and (3) determine the influence of the Montgomery 61 Bill (MGIB) Stipend on SMCR enlistment. The study determines chronically short MOSs using data from the Defense Manpower Data Center and finds MOS shortages are not confined to any particular MOS or geographic region. Using Census Bureau demographic data, the study develops a regression tree to predict demographic influences on regional SMCR unit MOS fill rates. The study identifies several demographic factors correlating to MOS fill rates at the region and state level. Finally, the study compares SMCR unit personnel populations and determines that differences exist in several areas. The USMC should target monetary educational incentives at the RUC level while developing alternative recruitment incentives since educational incentives alone may not produce the desired recruitment in chronically short MOSs in every SMCR unit

The practice of knowledge management (KM) continues to grow within the Department of Defense; however, while the other services have substantially matured in KM, the United States Marine Corps (USMC) has not. Most organizations today leverage information systems and technology to their advantage for increasing information and knowledge flow, and overall KM. The problem is that USMC units do not appear to be leveraging knowledge as effectively as they could, and as other services do, to address the national knowledge issue and dilemma. The purpose of this research is to identify current courses of action that the USMC is taking to mature its KM, to diagnose pathologies preventing USMC units from capitalizing on the power of KM, and to identify a framework for small-unit level implementation.

Charchan, Shawn M. "Promoting mission success for the USMC Distributed Operations squad through efficient equipment selection." Thesis, Monterey, California. Naval Postgraduate School, 2006. http://hdl.handle.net/10945/2552.

Abstract:
The Marine infantryman is carrying too much weight in combat. This thesis analyzes the trade-offs between individual load weights and the value that a Distributed Operations squad receives from the equipment its members carry. We use multiple objective decision analysis principles to help determine the coefficients for an integer linear programming model. The optimization model prescribes equipment assignment to individual positions that maximizes squad mission success while meeting target weights for the individual Marine. Our findings indicate that significant improvements can be made to the Marine's combat load weight and equipment composition. The optimization model provides the squad with a more efficient combination of equipment while reducing the average weight of the combat load by more than 19 percent for both the assault load and the approach march load. Also, by balancing the loads across the members of the squad, the model reduces the variation of weight across the squad positions from as much as 38 percent to less than 2 percent for all loads. By examining the trade space between equipment weight and equipment value, we assist in the creation of future Marine Corps doctrine by providing senior Marine leaders a starting point analysis for addressing this difficult problem.

Sharp, Scott L. "Design of a Linear Ultrasonic Piezoelectric Motor." BYU ScholarsArchive, 2006. https://scholarsarchive.byu.edu/etd/997.

Full text
Abstract:
A new geometrically unique ultrasonic motor (USM) was designed using finite element modeling (FEM). A USM operates by vibrating a drive tip in an elliptical motion while it is in periodic contact with a driven surface. Piezoelectric elements are used to create the elliptical motions and are driven near a resonant frequency to create the needed displacements for the motor to operate. An idea for a motor frame was conceived that consisted of an arch, a center ground, and two piezoelectric elements connected to the center ground. End caps were added between the frame and the piezoelectric elements to reduce the stress of the elements. Legs located at the bottom of were used to increase the rigidity. Several FEM programs were written to design the motor and to predict its performance. The FEM motor model exceeded the performance characteristics of the benchmark Nanomotion HR1. The model predicted a linear motor capable of pushing up to 5 N and a maximum speed of 0.4 m/s. A prototype frame was built out of tool steel and run against an oxide ceramic plate. The USM prototype's piezoelectric elements did not provide the expected displacements in the motor frame as determined by the FEM. The discrepancy was determined to be caused manufacturing errors. Soft glue layers were thicker than expected on each side of the piezoelectric elements causing a large amount of compliance inline with the piezoelectric motion. An additional unexpected layer of glue between the end cap and frame increased the compliance inline with the piezoelectric elements even more. It was also determined that even if the motor had been assembled properly that Hertzian displacement would have caused a 1/3 decrease in piezoelectric motion. The prototype frame's steady state displacements were approximately 20% of the expected output from the FEM models. The motor was still able to achieve a maximum speed of 55.6 mm/s and a push force of 0.348 N at a preload of 6 N. It is expected that a motor assembly correctly dimensioned and manufactured and designed to minimize Hertzian displacement would result in a significantly better performing prototype.

This thesis analyzes the current, planned, and potential future first responder policies, procedures, networks, and architecture in theMarine Corps. The current technology and information systems are studied to examine the level of interoperability between civilian and military first responders. Camp Pendleton Safety and Emergency Services Battalion is used as a case study in order to assess how these groups can combine their efforts in the case of an emergency or natural disaster. The planned first responder program, Emergency Management Command and Coordination (EMC2), is also assessed to examine the potential capabilities and interoperability that can be garnered through modernization of technology, networks, and information systems. The current and planned systems will be analyzed to determine how theMarine Corps can integrate into the Department of Commerce’s first responder network (FirstNet) in the future. This integration planning is vital in order to vet misalignment of civil and Department of Defense information technology security policies, foster ease of implementation of FirstNet for theMarine Corps, and to ensure early planning based on possible implementation models and metrics.

Abstract:

Abstract:
The military, and the Marines specifically, are experiencing a gap in their light mobility, persistent ISR and CAS/FAC(A) capabilities. Ever changing international and local political and economic realities are impacting the way in which the Marines will continue to act as a force projection of the national strategy. The use of commercial off-the-shelf aircraft, integrated with existing sensors and weapons systems, is a performance and cost effective augmentation to existing military aircraft and is a discussion centered on placing the right technology, not always high technology, at the right place and time to influence the next battlespace. Researchers considered the future environments these aircraft would operate in and the capabilities that would enhance current aviation capabilities and augment distributed operations. Four aircraft were considered and compared in configuration, performance, cost and commonality on the current commercial market. In addition to the discussion of aircraft, consideration was given to the benefits of the creation of a fixed wing light observation squadron within the Marines and its ability to influence operations and augment current aviation capabilities.

Abstract:
MBA Professional Report
The Inspect Repair Only As Necessary (IROAN) program is a depot level maintenance program designed to improve the operational availability of Light Armored Vehicles in the Marine Corps inventory. the policy for assigning vehicles to the IROAN program is based on age, mileage and operating hours, with the primary criteria being time since last Iroan cycle. A cost benefit analysis was conducted using historical readiness reporting to determine if the current policy is the most cost effective among reasonable alternatives. Research indicates that the LAV fleet is actually managed on an eight year cycle, with vehicles from the operating forces receiving depot maintenance more frequently. Indications are that the average time between depot maintenance for operating forces is only slightly more frequent that the optimal timing of seven years. In the course of this research it became clear that the fragmented nature of USMC vehicle maintenance data makes performing these types of studies time-consuming and expensive. Consequently the difficulties in obtaining relevant data limit the quality of information available to support the Program Manager's decisions. l.

Service members are often vulnerable conducting entry control point operations in support of force or critical infrastructure protection. Historical evidence and tests from emerging technology suggest that solid-state high power radio frequency directed energy systems emit enough power to disrupt vehicle electronic systems without costly collateral damage to people or property. This thesis builds on previous research toward adding non-lethal tools, in the form of directed energy systems, for service members to utilize as part of entry control points. A combination of literature review, limited modelling, and field experimentation is used to explore whether directed energy is a viable, non-lethal tool for USMC entry control points. After detailed descriptions of force protection, directed energy, and a thorough system of systems analysis of the contemporary operating environment, this thesis offers an example of an entry control point augmented with a high-power radio frequency array. Further, this research recommends exploration of additional uses for this type of directed energy including counter-piracy and electronic ambush operations that utilize ground, air, and sea-based platforms.

This study sought to identify the feasibility of utilizing a radioisotope thermal (thermoelectric/stirling) generator to provide power to a deployed USMC Expeditionary Force. The conceptual system architecture was constructed through use of the systems engineering process, identifying necessary subsystems and integration boundaries. Radioisotope comparison was then performed, utilizing weighted design factors. It was determined that Sr-90, Cs-137, and Cm-244 would be the most effective fuel sources for this mission area. By analyzing current thermoelectric technology, it was determined that maximum system efficiency is limited to 1015 percent when utilizing available lead telluride thermoelectrics. Barriers to development of identified physical subsystem components were then identified, including health and environmental hazards of potential isotopes, as well as shielding criteria. The system development was found to be feasible and additional design work and development work is proposed.
