Propomos analisar a atuação político - cultural do periódico La Revista Literaria, fundado por vários intelectuais uruguaios em 1865, buscando compreendê -lo tanto como um espaço de formação intelectual, quanto cidadã, a partir das indicações de Hilda Sabato (2008). Objetivamos, também, entender como suas publicações propuseram uma identidade para o Uruguai daquele período, visando à “civilização” de caráter nacional para a população daquele país. A atuação do referido periódico se centrou nas críticas dirigidas à Igreja Católica uruguaia e ao passado monárquico espanhol que ainda parecia se mostrar presente em meio às tentativas internas de consolidação do Estado Nacional pós-independência. No entanto, esse projeto se deu olhando-se “para fora”, por meio de referenciais externos, consistindo, assim, em uma forma de percepção de um “movimento” temporal – conforme os dizeres de Reinhart Koselleck (2006) - em direção à “modernidade” político - cultural nacional uruguaia. NATIONAL CIVILIZATION FROM THE OUTSIDE:politics and culture in La Revista Literaria in Uruguay (1865) Abstract: We propose to analyze the political-cultural performance of the periodical La Revista Literaria, founded by several intellectuals in 1865, seeking to understand it both as a space for intellectual and citizen formation, based on the indications of Hilda Sabato (2008). We also aimed to understand how his publications proposed an identity for Uruguay of that period, aiming at the "civilization" of national character for the population of that country. The journal's work focused on criticism of the Uruguayan Catholic Church and the Spanish monarchist past that still seemed to be present amid the internal attempts to consolidate the post-independence National State. However, this project took place by looking "outwardly" through external references, thus constituting a form of perception of a temporal "movement" - in Reinhart Koselleck's (2006) words -towards "modernity" political-cultural Uruguayan national. Estudamos a participação do jornalismo brasileiro na articulação de representações sociais e de identidades culturais na fronteira Brasil-Uruguai, a partir das apropriações e usos que brasileiros e uruguaios fronteiriços fizeram de narrativas noticiosas sobre o Uruguai e que eles consideraram relevantes em seu cotidiano. Realizamos o estudo de caso sob a perspectiva dos Estudos Culturais Britânicos e Latino-Americanos, com entrevistas semiestruturadas junto a uma amostra de 12 fronteiriços. O Uruguai foi caracterizado no discurso jornalístico como uma proposta de consumo, como destino turístico ou em função de seus produtos e recursos naturais. As narrativas noticiosas colaboraram para reforçar a identificação entre uruguaios e brasileiros com respeito ao pertencimento regional e ao estilo de vida. ABSTRACT We studied the participation of Brazilian journalism in the articulation of social representations and of cultural identities on the Brazilian and Uruguayan border based on the news narratives about Uruguay that frontier Brazilians and Uruguayans appropriated, made use of and considered relevant in their everyday lives. We conducted the study case from the perspective of British and Latin American social studies, using semi-structured interviews for questioning 12 frontier people. Uruguay was featured in newspaper discourse as a consumption proposal, a tourist destination, or a stand for its products and natural resources. The narrative news helped to reinforce the mutual identification of Uruguayans and Brazilians with respect to their belonging to the region and their life style. RESUMEN Estudiamos la participación del periodismo brasileño en la articulación de representaciones sociales y de identidades culturales en la frontera Brasil-Uruguay, a partir de las apropiaciones y de los usos que hicieron los brasileños y los uruguayos fronterizos de narraciones noticiosas sobre Uruguay, que consideraban que eran relevantes en su rutina. Abstract:
El objetivo es analizar la creación de las primeras escuelas al aire libre en Uruguay y la posición asumida por el médico Américo Mola en la circulación nacional e internacional de saberes sobre estas instituciones médico-educativas. Las fuentes empleadas abarcan principalmente el periodo entre los años de 1909 y 1936. La primera escuela al aire libre fue inaugurada en Montevideo en 1913 por iniciativa de la Liga Uruguaya contra la Tuberculosis. Su funcionamiento contaba con la colaboración del Cuerpo Médico Escolar y de la Dirección General de Instrucción Primaria del Uruguay. A principios de la década de 1920, el gobierno uruguayo creó otras dos escuelas al aire libre en los alrededores de la capital uruguaya. Mola fue una figura central para la divulgación internacional de las tres escuelas al aire libre uruguayas. En 1922 asumió la presidencia del Comité Internacional de Escuelas al Aire Libre y en 1936 presidió la tercera edición del Congreso Internacional de Escuelas al Aire Libre (Bielefeld/Alemania). A lo largo de su carrera estableció una fructífera red de interlocución con profesionales sudamericanos y europeos por medio del Instituto Internacional Americano de Protección a la Infancia para la divulgación internacional de las escuelas al aire libre uruguayas.

Abstract:
El presente artículo estudia palabras de origen africano con registro lexicográfico en Uruguay centrándose en dos extremos cronológicos: el primer diccionario publicado en Uruguay en 1890, Vocabulario Rioplatense Razonado, y el más reciente, Diccionario del Español del Uruguay, de 2011. Describe el recorrido de 14 voces por la lexicografía uruguaya elicitando variantes, derivados, significados, marcas e informaciones sobre su origen y uso. Verifica si se han recogido en la lexicografía del portugués y presenta posibles étimos de lenguas africanas. Para concluir, destaca que la mayoría de las voces figuran en el diccionario más reciente, que son de origen bantú y que, probablemente, entraron al español uruguayo a través del portugués. Constata igualmente que algunas no se alejan de su significado de origen, mientras que otras han evolucionado de manera particular en el español del Uruguay.

The article analyses extraregional aspects of Uruguay’s foreign policy during the presidency of José Mujica (2010-2015), namely the development of relations between Uruguay and the USA, the European Union, Russia and countries of Asia and Middle East such as China, India, Iran, Palestine and Israel. This aspect of Uruguayan foreign policy is particularly relevant amid the crisis in Mercosur, when Uruguay is trying to mitigate its adverse consequences for the country’s economy by expanding trade ties with the other countries, both within Latin America and beyond it. The relations between Uruguay and Latin American countries are touched upon in some investigations while Uruguay’s active foreign policy in other regions isn’t studied at all

The text also proposes to explore biases characteristic of the victims' actions and of their main legal defenders, the consular and diplomatic authorities of the Uruguayan Republic in Brazil. Abstract: While a number of studies have examined (anti) racism in Uruguay in general (e.g., Andrews; Bucheli and Porzecanski; Olaza, "Políticas"; Rodríguez), discourse analytic studies of anti-racism in the Uruguayan context have not received the same degree of attention. In order to contribute to this gap, the current study examines resistance discourses of Afro-Uruguayan women. Through a Black Feminist lens, discourses regarding intersectionality, gender and racial inequality within the Uruguayan community, and solidarity among Afro-Uruguayan women are examined. A thematic analysis of Uruguayan media (news and social media) is employed to explore such discourses (e.g., Uruguay's Radio Camacuá, YouTube ), and the data are analyzed for discursive strategies following a Critical Discourse Studies approach. Findings reveal themes including the lack of access to employment and education for Afro-Uruguayan women, candombe as central to the identity of Afro-Uruguayan women and site of resistance, intersectionality, and community building within and beyond Uruguay. The discourse structures observed include expressing solidarity and collectivity through pronominal choice (De Fina, Identity ; Martín-Rojo), self-presentation, the use of statistics, and the use of non-sexist language, among others. This investigation aids in furthering our understanding of the ways in which anti-racist ideologies and praxes are reflected through discourses of women regarding racism in Uruguay.

ObjectiveDescribe the process of enacting and defending strong tobacco packaging and labelling regulations in Uruguay amid Philip Morris International’s (PMI) legal threats and challenges.MethodsTriangulated government legislation, news sources and interviews with policy-makers and health advocates in Uruguay.ResultsIn 2008 and 2009, the Uruguayan government enacted at the time the world’s largest pictorial health warning labels (80% of front and back of package) and prohibited different packaging or presentations for cigarettes sold under a given brand. PMI threatened to sue Uruguay in international courts if these policies were implemented. The Vazquez administration maintained the regulations, but a week prior to President Vazquez’s successor, President Mujica, took office on 1 March 2010 PMI announced its intention to file an investment arbitration dispute against Uruguay in the International Centre for the Settlement of Investment Disputes. Initially, the Mujica administration announced it would weaken the regulations to avoid litigation. In response, local public health groups in Uruguay enlisted former President Vazquez and international health groups and served as brokers to develop a collaboration with the Mujica administration to defend the regulations. This united front between the Uruguayan government and the transnational tobacco control network paid off when Uruguay defeated PMI’s investment dispute in July 2016.ConclusionTo replicate Uruguay’s success, other countries need to recognise that strong political support, an actively engaged local civil society and financial and technical support are important factors in overcoming tobacco industry’s legal threats to defend strong public health regulations.

El texto se dedica a reconocer y caracterizar las significaciones de lo nacional que intervienen en la cobertura periodística uruguaya del conflicto diplomático (2005-2013) que enfrentó a Uruguay y Argentina por la instalación de dos plantas de celulosa. A partir de un corpus de textos periodísticos publicados en momentos cuando el conflicto se desarrollaba con intensidad, el objetivo es abordar el funcionamiento icónico del imaginario social uruguayo. En particular, el análisis se focaliza en la explotación semiótica que hace la prensa escrita uruguaya de algunas imágenes fotográficas, para consolidar un carácter nacional en contraste con Argentina. Mediante una perspectiva teórica basada en el modelo semiótico y triádico de Peirce, el texto intenta aportar elementos conceptuales y empíricos para comprender la matriz de sentido del imaginario social uruguayo.

Abstract:
Purpose: The purpose of our research was to study the role and impact that ‘information and communication technologies’ and the MEC centers might have on the Uruguayan society. We want to examine how MEC and ICT usage could affect daily lives of marginalized people in Uruguay. We want to explore how it might benefit individuals living in small communities by evaluating indicators of positive impact of how ICT usage could strengthen capitals and increase freedom. Furthermore, our aim is to understand how digital literacy and the access to ICT’s can be related to democracy, and try to understand if greater individual empowerment also could enhance democracy. Method: For a period of eight weeks, from March 3rd to 28th of April 2014, we were in Montevideo and vicinity to gather material that we later have analyzed qualitatively. The material is based on observations in the field, interviews with various stakeholders, manuals and national policy documents concerning MEC, as well answers we received from an online survey. Main conclusions:We have found that the MEC centers and ICT, combined with education, could be an important tool to facilitate the inclusion of marginalized groups in the Uruguayan society. Our findings indicate that the MEC centers in Uruguay could contribute to the decentralization of the country and have a positive impact on gender- and generation equality. The result suggests that the centers could have a positive impact on democracy in Uruguay by teaching participants how to use e-governmental services as well as encouraging them to participate in online governmental websites. Furthermore, we found that MEC lets the local communities be in charge of their own development, which indicate that the sustainability of the project is increased as well as the positive development outcome. Through the MEC centers we found that both the freedom and the social capital of the participants were positively affected.

Les travaux présentent un parcours centré sur les murs de Montevideo, un regard ethnologique et sémiologique sur différents genres d’inscriptions et leur pratique : les pintadas des brigades de partis politiques ; les murales communautaires des Afro-uruguayens ; les graffitis, pochoirs et autres formes de street art de la jeune génération. Directement ou indirectement politiques, ces expressions graphiques sont le reflet de différentes manières de s’engager et de formuler cet engagement ; elles sont issues d’une tradition structurée, instituée comme un rite d’affrontement entre partis, ou sont encore les traces d’une jeunesse née dans le désenchantement de la post-dictature. Ces « jeunes » prennent le politique de biais, sur le mode de l’ironie et de la dérision, ou bien de front, exprimant l’émergence de nouvelles formes de militantisme. L’ensemble de ces inscriptions, les imaginaires et les systèmes symboliques qu'elles exposent, permettent de cerner des cultures politiques cohabitant à Montevideo, dans le cadre du premier gouvernement du Frente Amplio (2005-2009), mais aussi dans une histoire plus longue et plus globale. Les inscriptions aspirent à créer l'identification ou la connivence des citoyens-citadins, en usant de rhétoriques informelles, callejeras. Plus efficaces symboliquement que politiquement, ces pratiques renvoient à ce que le politique recèle de plus éprouvé et de plus subjectif, elles sont le lieu où l'individu peut réécrire le monde, se situant en son sein et dans des cadres d'expériences partagées. This work focuses on the walls of Montevideo; it is an ethnological and semiological glance to various types of inscriptions and their practice: The pintadas of the political parties brigades; the murales of the Afro-Uruguayan community; graffiti, stencils and other forms of street art of the young generation. Direct or indirect politics, these graphic expressions are the reflection of different ways to make a commitment and formulate this commitment; they come from a structured tradition, established as a rite of confrontation between parties, or as traces of a youth born in the disillusionment after the dictatorship. This youth takes politics on the bias, on the way of irony and mockery, either frontally, expressing the emergence of new forms of militancy. All these inscriptions, imaginaries, and symbolic systems exposed by them, allow outlining the political cultures living in Montevideo, within the framework of the first government of Frente Amplio (2005-2009), but also griping in a longer and more global history. The registrations intend to create the identification or the complicity of the urban-citizens, using informal, street rhetoric. More effective symbolically than politically, these practices send back to the fact that politics conceals more sensitive and more subjective feelings; they are the place where the individual can rewrite the world, by positioning within it and in shared experiences frames. Ceaselessly resemantic, we can see the evolution of a political city where certain pieces of the democracy play in the street

Abstract:
This study deals with the impact of the legislative bill that enabled the creation of a regulated cannabis market in Uruguay as a means to combat organized crime in the country. This study will also explore the hypothesis that this legislative bill changed the legal character of criminality as well as reformulating narcotic issues from being a criminal issue into a public health issue. Analyzing the very specific case of Uruguay’s current narcotic policies becomes a means to explore the ideas that constitute Law Nr 19.172 “Marijuana and its derivatives” which might be indicative of the attitudes in society regarding criminality. This ties into the new iteration of the dichotomy between law and democracy as a result of this legislative reform in Uruguay and the possible new role of legal theory in a democratic country which is discussed in this article.

Sélectionner dans une thématique, les composants basiques ainsi que trouver la façon dont ils se lient entre eux et avec d'autres, en trouvant leur équilibre dans une globalité spatiale, temporelle, affective et axiologique est la vocation de notre théorie. Ceci est essentiel pour étendre un réseau d'appui qui organise conjointement la compréhension, l'étude, les représentations, les sens, les vécus et les modifications d'une réalité. En particulier nous avons appliqué la "théorie d'articulation de moments" à la relation ville / nature, prenant le paysage comme analyseur et en la mettant à l'épreuve avec un cas type, l'avenue côtière (rambla) de Montevideo. Nous proposons une dialogique dynamique pour aborder la complexité de la réalité, en commençant par la définition nécessaire d'une unidualité primaire, représentée par des paires de forces opposées et complémentaires qui, conjuguées avec des distances, génèrent des "moments" dont l'équilibre s'obtient en articulant de différents plans. L'opposition complémentaire originale est la considération de l'homme dans et hors de la nature. Dans notre cas, suit celle de cette dernière avec la ville. Nous formulons donc l'existence d’un processus récursif où sont fondamentaux les différents niveaux d'interaction entre homme et milieu, ainsi que s'occuper de l'équilibre sur chaque plan et dans la globalité, en voie d'obtenir la réussite dans l'essence humaine et environnementale à long terme
We have taken the human condition, insofar as it is a trilogy: species / individual / social being, as an articulation for our searches. The selection, within the subject matter of the basic components and finding the way they relate among themselves and with other components, discovering their balance in a spatial, temporal, affective and axiological global situation, is the vocation of our theory. This is essential in order to weave a supportive network that organizes together understanding, study, representation, meanings, experience and changes in a situation. In particular we have applied the "theory of linking moments" to a city / nature relationship, using the landscape us an analyst and testing it with a practical example: that of the Montevideo Sea Front Avenue or promenade, the rambla. We propose a dynamic dialogue to address the complexity of the situation, starting from the necessary definition of a primary dual unity, represented by pairs of opposing and complementary forces that, conjugated with distances, give rise to "moments" whose balance is achieved by linking different levels. The original complementary opposition is the consideration of man in and outside nature. This is followed, in our case, by that of nature with the city. Thus we formulate the existence of a process of resources, where the various levels of interaction between man and the environment are fundamental, in addition to addressing balance at each level and globally with the aim of achieving success in the long term, in a human and environmental essence

Le thème central de la thèse a trait au rapport entre les concepts de citoyenneté sociale et de genre, plus particulièrement l'articulation entre la vie productive et reproductive des femmes en Uruguay, et les répercussions qu'ont les changements de modèles en matière de vie commune et d'organisation familiale quant à l'articulation entre famille, communauté, Etat et marché. On commencera par exposer le cadre théorique qui sous-tend les divers chapitres de cette thèse, concernant le concept de genre, tout en se référant aux discussions actuelles sur le thème en question. Les différentes parties et chapitres de cette thèse sont structurés de la manière suivante : la première partie est consacrée à l'explicitation des fondements conceptuels sur lesquels s'appuie ce travail. Sont notamment abordés dans le premier chapitre la question des rapports sociaux de sexe et l'apport de ce concept pour saisir la complexité de la réalité sociale, les systèmes de genre et de division sexuelle du travail, les mécanismes d'inclusion et d'exclusion sociales. Le deuxième et le troisième chapitre abordent, d'un point de vue théoriquqe, le concept de citoyenneté sociale ainsi que les questions conceptuelles liées aux services de garde, aux responsabilités familiales et à la vie quotidienne. Le quatrième chapitre est consacré à l'analyse des transformations familiales en Uruguay et le cinquième à la présentation de la situation sociale, économique et culturelle des femmes dans ce pays. La deuxième partie est consacrée aux aspects empiriques. Elle inclut plusieurs points : la quantification des demandes de garde en fonction de facteurs démographiques, un diagnostic des services et des formes de garde d'enfants existant en Uruguay, ainsi qu'une étude de cas sur la maternité et le travail salarié. La thèse présentée ici résulte d'un cheminement intellectuel qui trouve lui-même sa source dans plusieurs années de réflexiion autour de la thématique du genre. Comme on l'a déjà souligné, la préoccupation centrale à l'origine de ce travail était l'articulation entre vie familiale et travail féminin : comment faire pour que les droits des femmes en matière de citoyenneté sociale cessent d'être des droits formels pour devenir des droits réels ? Pour traiter de cette question, le travail a été conçu en plusieurs temps. La réflexion a d'abord porté sur la dimension analytique du genre sur des concepts classiques ou plus récents de la sociologie, dont le concept de citoyenneté, celui des droits sociaux, du travail, etc. Cette approche théorique, fondée sur la reconceptualisation et sur la lecture critique de nombreuses notions, nous a permis de définir plus clairement la problématique qui est au fondement de ce travail. Une mise à plat des besoins de garde en Uruguay, tenant compte de la situation démographique, a ensuite été réalisée, étant entendu que l'articulation entre vie familiale et travail constitue l'une des difficultés majeures auxquelles se heurtent les femmes dans l'exercice de leurs droits, en tant que cityoennes. C'est pour répondre à cette difficulté qu'a été élaborée, dans le corps de la thèse, une échelle des besoins en matière de soins et de services de garde permettant de mesurer la demande en Uruguay. Une fois connue la demande de garde et ses caractéristiques démographiques selon l'âge des populations concernées, il est apparu pertinent de chercher à connaître les offres et les services de garde à disposition dans l'un des secteurs où les besoins de prise en charge individuels sont parmi les plus importants : à savoir celui des enfants. On a procédé pour ce faire à un relevé systématique des services de garde uruguayens - publics et privés - concernant la petite enfance. A partir de cet état des lieux et en se référant à d'autres indicateurs présentés au cours de la thèse, il ressort que l'offre de services publics de type institutionnel en direction des plus jeunes enfants - ceux de la tranche d'âge de 0 à 3 ans - est des plus réduites en Uruguay. Pour parvenir à articuler travail et famille, nombre de mères ont recours à des solutions non institutionnelles, informelles, telles que les réseaux familiaux ou sociaux. C'est pour connaître les pratiques et les stratégies concrètes mises en oeuvre par les femmes en vue d'assumer leurs responsabilités familiales et de garde, tout en travaillant, qu'une étude de cas multiple sur la maternité et le travail salarié a été réalisée.

Se developpant en uruguay depuis 40 ans, les cultes de possession tels que l'umbanda, le batuque, la quimbanda et te candomble, sont devenus une reponse aux diverses difficultes que les individus rencontrent dans leur vie : problemes economiques, affectifs, psychologiques, physiques, etc. . . Dans un pays ou pres de 2/3 de la population est urbaine, ou le systeme de soins est defaillant et inadapte, ou les guerisseurs traditionnels ont disparu, les cultes de possession sont devenus la seule reponse therapeutique hormis le regime hospitalier et mutuel general. En tant que systeme religieux, les cultes de possession inscrivent la therapeutique dans un systeme ordonne de croyances aux esprits desincarnes et aux orixas. Mais ces cultes ne trouvent pas leur origine dans les populations descendant des africains ou des amerindiens puisque nous montrons qu'elles sont inexistantes. Provenant donc directement du bresil, ce pays sert de terre de reference pour les adeptes de ces religions. Les divers rituels observes et le discours de differents informateurs serviront de base a notre analyse, dans une perspective comparative. La dimension therapeutique prenant une telle ampleur en uruguay, le choix de l'anthropologie de la maladie comme approche du terrain s'est impose d'emblee, des lors que l'etude des representations sociales et culturelles de la maladie, de la sante, revele la conception de l'homme et de sa place dans l'univers. Le chapitre i definit notre approche methodologique, dans le chapitre ii, les donnees monographiques recueillies en uruguay sont confrontees aux donnees bresiliennes rapportees par les auteurs classiques et contemporains. Les chapitres iii et iv sont consacres respectivement a l'analyse du systeme religieux et du systeme therapeutique des cultes de possession dans leur version uruguayenne. En conclusion, nous degageons les particularites des religions etudiees, nous fesons le point sur les modalites de leur implantation dans la cultureet nous determinons s'il existe ou non un modele typiquement uruguayen de ces cultes, puis, nous montrons que pour des manifestations culturelles similaires, leur signification est differente pour un pays comme le bresil et un pays comme l'uruguay. Esta ponencia plantea el análisis comparativo de una selección de propuestas urbanas de Antonio Bonet a través de dos piezas contrapuestas que abarcan un arco temporal de treinta años (1945-1975). La contraposición contempla dos etapas, dos paisajes y dos escalas diferentes, la etapa en Argentina-Uruguay y la etapa española, el bosque atlántico y el bosque mediterráneo, son: la urbanización de Punta Ballena, Maldonado, Uruguay (1945-48) y el poblado HIFRENSA, L’Hospitalet de l’Infant, Tarragona, España (1967-75). El análisis se centra en dos aspectos: trazado viario y paisaje. La obra de Bonet, con la de Sert, a diferencia de otros arquitectos españoles de su generación, se caracteriza por tener una sólida base teórica. Bonet asistió, con tan solo 20 años, al IV CIAM de Atenas (1933), fue miembro estudiante del GATCPAC y colaboró con Sert, Torres-Clavé y Le Corbusier. En 1949 asiste al VII CIAM en Bérgamo como delegado Uruguayo-Argentino. En las obras seleccionadas, en general, no se puede establecer una línea clara que separe arquitectura y urbanismo. This paper presents a comparative analysis of selected urban proposals of the architect Antonio Bonet, through two contrasting pieces covering a time span of thirty years (1945-1975). The opposition includes two stages, two landscapes and two different scales, the stage in Argentina-Uruguay and the Spanish stage, the Atlantic forest and the Mediterranean forest, are: the urbanization of Punta Ballena, Maldonado, Uruguay (1945-48) and the HIFRENSA Settlement, L'Hospitalet de l'Infant, Tarragona, Spain (1967-1975). The analysis focuses on two aspects: road layout and landscape. Bonet's work with Sert, unlike other Spanish architects of his generation, is characterized by having a solid theoretical foundation. Bonet assists, with only 20 years, the CIAM IV, Athens (1933), was a student member of GATCPAC and worked with Sert, Torres-Clavé and Le Corbusier. In 1949, assists the CIAM VII in Bérgamo as Uruguayan-Argentine delegate. In the selected works, in general, cannot establish a clear line separating architecture and urbanism.

El desarrollo tardío de las funciones universitarias fundamentales por parte de la Universidad de la República (UDELAR), fuera de Montevideo, no escapó a históricas desigualdades territoriales del Uruguay. En la última década, la UDELAR incrementó sustancialmente las actividades de enseñanza, investigación y extensión en el interior, creando Centros Universitarios Regionales. Simultáneamente, fue aprobada la Ley de Ordenamiento Territorial y Desarrollo Sostenible (LOTDS, 2008). La convergencia del inédito desarrollo universitario en el interior y el nuevo marco normativo de planificación urbana y territorial plantea una oportunidad para explorar los vínculos universidad – ciudad – territorio. En el caso del interior uruguayo ¿la presencia universitaria en ciudades y territorios constituye un elemento relevante a nivel local, al considerar su impacto desde la planificación urbana y territorial, en lo referente a usos de suelo, vivienda para jóvenes, transporte, espacio público y ponderación de centralidades? ¿Cómo pasar de “ciudades con presencia universitaria” a “verdaderas Ciudades Universitarias”? The late development of the Universidad de la República (UDELAR) outside Montevideo, was in line with historic land inequalities in Uruguay. Within the last ten years, UDELAR increased courses at university level as well as university research activities in the Uruguay hinterland, through the creation of Regional University Centers. Meanwhile the Land Use Planning and Sustainable Development Law was approved in 2008. The convergence of unprecedented development of UDELAR outside Montevideo and the new regulatory framework is an opportunity to study the relationship between university location, activities and current urban development. In the case of Uruguayan inland, does University presence imply a significant element at municipal level in order to implement urban planning strategies concerning patterns of land use, mobility, housing for young people, community transport and urban centralities? Abstract Uruguay is at the forefront in the use of renewable energy sources and has almost totally decarbonized its electricity matrix, reducing its dependence on fossil fuels. The country is advancing into a second energy transition, including the development of a green Hydrogen (H2) economy. This work presents the Analogies from the Exploration & Production (E&P) business model applied for green H2 developments offshore Uruguay. Considering the sovereignty Uruguay has in activities such as the production of energy from wind in its Exclusive Economic Zone (EEZ), the Uruguayan NOC has based its vision for a sustainable future on the H2U Offshore Round, for which it will offer offshore areas on bidding rounds for energy companies to carry out feasibility studies and potential installation of infrastructure to produce H2 from offshore renewable energy, at their own cost and risk entirely. In this work, the authors elaborated a probabilistic technical and economic model, including all the relevant considerations for the green H2 development project, which was used for the design of the proposed fiscal regime for the H2U Offshore Round. The Uruguayan NOC is managing and articulating the traditional Oil & Gas (O&G) upstream business and the green H2 offshore program together simultaneously, maximizing the synergies among them. The offshore of Uruguay presents a large technical potential and excellent conditions for wind resource, with high wind speed, capacity factors and the availability of large areas. This paper includes the main features of the H2U Offshore Round bidding terms and the contract model, highlighting the synergies and analogies with the E&P projects. In addition, the results of the abovementioned probabilistic model, such as project profitability measures, breakeven hydrogen price and minimum economic capacity factors are presented. In the recent past, Uruguay was able to attract over a billion of US$ of risk capital from the major O&G companies for exploration of hydrocarbons offshore. Hence, the NOC's innovative approach is to bring several similarities from the E&P business to the H2U Offshore Round, with a sound and fair balance between risk and rewards for the energy companies, leading a responsible transition pathway from fossil fuels to green hydrogen in Uruguay.

La gestión del territorio uruguayo muestra un cambio reciente, profundo y rápido en sus modalidades productivas, incrementándose la participación de la agricultura y en particular los monocultivos de soja, arroz, pinos y eucaliptos. Simultáneamente la exportación de materias primas está en su máximo histórico, potenciando la presión sobre sus ecosistemas endógenos (factores bióticos y abióticos). Las prácticas agrícolas no sostenibles, la contaminación y pérdidas o degradación de recursos, son las amenazas predominantes para los ecosistemas nativos, contribuyendo sistémicamente al declive de los servicios ambientales, y consecuentemente afectando al bienestar humano. Este texto sintetiza la investigación Revisión analítica de enfoques conceptuales e instrumentos normativos de gestión territorial sustentable, con foco en el Sistema Nacional de Áreas Protegidas (2014), presentando sus conclusiones en referencia a las estrategias e instrumentos jurídicos y de gestión, para la conservación del patrimonio ambiental del Uruguay. Uruguayan territory management shows a recent deep and fast change, in their production methods, increasing the share of agriculture in particular monoculture soy, rice, pine and eucalyptus. At the same time, the export of raw materials is at a record high, increasing pressure on their endogenous ecosystems (biotic and abiotic). Unsustainable agricultural practices, pollution and loss or degradation of resources, are the predominant threats to native ecosystems, systemically contributing to the decline of ecosystem services, and consequently affecting the human welfare. This paper summarizes the research “Analytical review of conceptual approaches and policy instruments for sustainable land management, with focus on the National System of Protected Areas (2014), presenting their findings in reference to strategies and legal instruments and management for the conservation of environmental heritage of Uruguay”.

Within this framework, it approaches Carlos Vaz Ferreira´s project School Parks proposed in 1900 to subject it to a double analysis: the author´s socio-pedagogical ideology and its adopted versions after being taken by the architects of that time. It then bridges the Uruguayan philosopher’s intense crusade and the architectural culture of the time, focusing on a controversial challenge that affects the Carlos Real de Azua’s so-called «buffer society» of the time. In short, it tries to catch the mentioned project's theoretical clues and put them into action with the plural voice of architects. En este marco, aborda el proyecto de Parques Escolares propuesto en 1900 por Carlos Vaz Ferreira y procura someterlo a una doble lupa: el ideario socio-pedagógico del autor y las versiones que adopta cuando es recogido por los arquitectos de la época. Tiende entonces un puente entre la intensa cruzada del filósofo uruguayo y la cultura arquitectónica del momento, con foco en una polémica apuesta que conmueve a la “sociedad amortiguadora” -como diría Carlos Real de Azúa- de esos tiempos. Intenta, en suma, apresar las claves teóricas del citado proyecto y ponerlo en juego con la voz plural de los arquitectos. The houses made in Uruguay under the cooperative system since the beginning of the 70s, are recognized as a socially and politically legitimized way of collective construction of the habitat. From its bases, the system promotes a collective model that forms an alternative to the hegemonic ways of the market to produce habitable space with a national territory reach. The proposal presented is the result of the link between academic networks and the Gender Area of the Uruguayan Federation of Mutual Aid Cooperatives (FUCVAM) with the aim of building a critical and proactive look at the modes of production and use of the housing cooperatives collective space, leaning on urban formulations of feminism. Particularly, addressing hypotheses of transformations in the configuration, quantification, distribution, uses and arrangements of common spaces, understood as areas capable of redirecting roles and relationships, based on sex-gender regulations, and articulating various social care strategies linked to the sustainability of life. El bajo río Uruguay es límite entre Uruguay y Argentina. Hoy la cartografía de ambas naciones muestra la otra margen como un territorio casi vacío. Sin embargo esto no siempre fue así. A lo largo del tiempo, el río Uruguay une ambas márgenes y sustenta una estructuración territorial, fuertemente marcada por la geografía. Desde el ámbito privado y público, misioneros e industriales, la corona española y las nuevas naciones, impulsan y ejecutan procesos de ocupación. Esta investigación indaga sobre el pasado y presente de este territorio, asociando las transformaciones y su concreción con el origen de las decisiones que las provocan y materializan. Concluye que el río no estructura un único territorio, sino varios, cuyos límites responden a geometrías variables, conformados por la confluencia de diversas estrategias de dominio, ocupación, separación o integración, tomadas desde fuera del bajo Uruguay o por las diversas culturas que lo han habitado. The low part of de Uruguay river is the limit between Uruguay and Argentina. Nowadays, cartography of both nations show the other side as an almost empty territory. However, this was not always like that. Over time, the Uruguay River joins both margins and supports a territorial structure, strongly marked by geography. From the private and public fields, missionaries and industrialists, the Spanish Crown first and the new nations later, stimulate and execute processes of occupation. This research explores the past and present of this territory, involving transformations and its realization with the origin of the decisions that cause and materialize them. Concludes that the river does not structure a single territory, but several, whose boundaries correspond to variable geometries, formed by the confluence of diverse strategies of domain, occupation, separation or integration, taken from outside the low Uruguay or from the various cultures which have inhabited it.

Más allá de los devastadores efectos de la reciente crisis económica sobre el empleo, desempleo e ingresos de los uruguayos, el mercado de trabajo uruguayo evidencia síntomas que delatan problemas de corte estructural, tales como alta duración del desempleo y elevadas y persistentes tasas de desempleo juvenil y femenino. El presente estudio se concentra en identificar los problemas estructurales en el mercado laboral uruguayo y analizarlos en profundidad, comparar el desempeño de este mercado con el de otros países de la región de similar nivel de desarrollo y analizar el marco institucional y regulatorio en el mercado de trabajo.

This paper explores the extent to which Uruguayan institutions (as interbranch relations, electoral rules, budgetary rules, etc.) and political actors (parties, factions, interest groups and bureaucrats) involved in the budgetary process affect the fiscal performance of governments in terms of sustainability, efficiency and representativeness. Since the early nineties and the beginning of the structural adjustment and the economic reforms of the Washington Consensus, Uruguay has been strongly committed to implement a restrictive fiscal policy. However, unlike most Latin American countries, Uruguay has been able to sustain a relatively large public sector and particularly the largest welfare state in the region. To a large extent, this particular combination is the result of a Uruguay's particular democracy where the budget law has become the most important piece of legislation for all incumbent governments and relevant political actors. The paper includes a description of the broad policy making process and the set of actors and institutions characterizing the Uruguayan political system; a description of the budgetary policy making process; a set of hypotheses dealing with the level of Sustainability, Efficiency and Representativeness of the fiscal policy.

This study examines the impact of unions on wages and employment using data from Uruguay in a period when unions were banned (1973-1984), then legalized with tripartite bargaining (1984-1991) followed by industry-wide or firm-specific bargaining (1992-1997). The paper begins with background on the economy, the labor market, and collective bargaining in Uruguay (Section II), followed by a brief theoretical overview on unions and labor demand (Section III) and a description of the data (Section IV). The labor demand results (Section V) indicate a structural shift in the labor demand function occurred at about the same time as the return of collective bargaining.

As part of its 2015 annual work plan, the Office of Evaluation and Oversight (OVE) has prepared the Bank's country program evaluation (CPE) with Uruguay for the period 2010-2015. This CPE is the third occasion on which OVE has evaluated the Bank's country program with Uruguay. The previous evaluations covered the periods 1991-2004 (document RE-312) and 2005-2009 (document RE-389). The evaluation is organized into four chapters plus annexes. Chapter I looks at the general context of the country. Chapter II analyzes the Bank's program in 2010-2015 from a general standpoint, looking in particular at the country strategy's relevance, and analyzes the program as implemented. Chapter III analyzes, from a sector perspective, the implementation, effectiveness, and sustainability of the operations and the level of progress toward the Bank's strategic objectives. Chapter IV sets out the conclusions and recommendations. The analysis of the documentation and data was supplemented by interviews with various actors involved in implementation of the program, including government authorities, Bank staff, execution units, and multilateral agencies active in the country.

This paper considers the main institutional features of the Uruguayan labor market and its recent evolution, with a focus on unemployment. The main policies aimed at protecting workers against unemployment are analyzed. Using administrative data from social security records, the paper studies the dynamics of the labor market. Particularly examined are inflows and outflows from the formal labor market, as well as the effect, in terms of earnings loss, of episodes out of the formal labor market. Finally, an impact evaluation of recent changes in the unemployment insurance program is presented.
