A governamentalidade, segundo Foucault, é uma razão de Estado quetêm a população como objeto, a economia política como principal saber e os dis-positivos como instrumentos estratégicos de poder para garantir o controle dessapopulação no sentido de produzir a melhor economia. Se entendemos dispositivocomo um conjunto de elementos discursivos e não discursivos que cumprem fun-ções estratégicas para uma determinada governamentalidade, é possível ver mui-tas aproximações com o urbanismo, aqui compreendido como um conjunto desaberes discursivos e não discursivos que determina ações de controle e ordena-mento da população no território - onde se trabalha, reside, circula, consome etc.,a fim de garantir a melhor economia. Por outro lado, essa mesma cidade urbanisti-camente determinada também abriga territórios com populações comprometidascorporalmente em potentes ações de resistência, ou seja, em lutas que estão paraalém de meras reações à governamentalidade, e que expressam o poder em seucaráter operatório e positivo. Partindo dessas premissas, o que se pretende discutirneste ensaio, tendo como referencia algumas práticas urbanísticas no território,são esses diferentes mecanismos de atuação do poder seja como força discipli-nadora e normalizadora biopolítica em busca de garantir a governamentalidade,seja a partir de potentes linhas de força no sentido da recusa em ser governadoou conduzido.

Il cimitero monumentale di Parabita 1, progettato dal G.R.A.U. (Gruppo Romano Architetti e Urbanisti) nel 1967 è un’opera che ha profondamente segnato il panorama architettonico italiano sul finire degli anni ’60. Il progetto fu commissionato al G.R.A.U 2 dall’amministrazione comunale come ampliamento del camposanto ottocentesco esistente, per far fronte alla necessità di dotare l’area cimiteriale di nuovi luoghi di tumulazione, ossari, camera mortuaria e servizi. L’area indicata nei documenti catastali, allegati al incarico di progettazione, si sviluppa a nord del preesistente recinto cimiteriale ed occupa una superficie scoscesa di forma pressoché quadrata disposta ai piedi di un’altura che costeggia il settecentesco Convento degli Alcantarini e congiunge due assi viari (Fig. 1).

Abstract:
Urbanology: Towards a Revivalof the Traditional European Town“Urbanology” — the term used in the title of the book Towards urbanology by the architect Stanisław Lose from Wrocław — refers to his idea of “afield of knowledge whose main subject is aman in an urbanised world”. Therefore urbanology is opposed to urbanistics, which — according to Lose — is more interested in economy, transportation or spatial planning than in people. The author of Towards urbanology strongly appreciates the medieval model of town — and its more freedom-oriented, and creativity-oriented, continuation in later ages. The author is also very impressed by the historical role of christianity as the cultural integrator of urban societies. But Lose’s book is only apretext for briefly describing the contemporary history of the traditionalist current in urbanism and enthusiastic opinions about the Middle Ages expressed by such different authors as René Guénon, Peter Kropotkin or G.K. Chesterton. Nowadays the so-called neomedivalism tries to interpret the current cultural, political and administrative diversity of Europe as anew version of the multi-level and polycentric order associated with the Middle Ages. But neomedievalism and urbanistic traditionalism raise some questions — for example those about the limits of being inspired by the Middle Ages, about the economy of the neomedieval model of town or about the relationship between the notion of the so-called living tradition in urbanism and architecture on the one hand — and historical styles on the other.

Durante o período em que esteve em Goiânia elaborando o PDIG, Jorge Wilheim se defrontou com a forte presença da política, sobretudo a política habitacional, a ponto de passar a cogitar inserir esse aspecto do desenvolvimento urbano como parte de seu método interpretativo para conhecimento e proposição das estruturas germinativas, como urbanismo crítico em relação ao “fisicismo”. Há uma teoria da cidade subdesenvolvida que embasa o seu trabalho como urbanista para o SERFHAU, a qual é apresentada na obra Urbanismo no subdesenvolvimento, utilizada como fonte para a pesquisa sobre o seu método urbanistico, na qual também são apresentadas as estruturas naturais e culturais de Goiânia, bem como o “caráter específico” que subsidia a hipótese morfologica Leste-Oeste de desenvolvimento urbano.

O presente artigo pretende demonstrar o constructo do pensamento e as ações concretas do urbanista Anhaia Mello, um dos pioneiros teóricos do urbanismo brasileiro. Regulacioni plan i direktivna regulaciona osnova Zagreba iz 1949. godine prvi je urbanistički prijedlog razvoja Zagreba nakon Drugoga svjetskog rata. Glavni je tvorac dokumenta ing. Vlado Antolić sa svojim suradnicima u Urbanističkom institutu Narodne Republike Hrvatske. Dokument je nastavak prijeratnoga urbanističkog plana koji je stupio na snagu 1940., kako zbog ljudi koji su ga stvarali, tako i zbog ideja koje su prenesene u poslijeratno urbanističko planiranje. Poslijeratni urbanizam nastajao je u okolnostima velike nestašice materijalnih i tehničkih sredstava te kvalificirane radne snage. Ali, usprkos velikim poteškoćama pri izradi urbanističkoga plana, on je ponudio urbanistička rješenja koja su kasniji urbanisti u svojim urbanističkim planovima prihvatili. Članak analizira sadržaj Regulacionoga plana i direktivne regulacione osnove Zagreba iz 1949., kontekst poslijeratnoga vremena u kojemu se promijenio društveni i ideološki okvir, a unutar kojega je nastajala nova poslijeratna urbanistička praksa.

La métropole est polychronique. L'isolement d'un de ses rythmes permet de nuancer les théories de la modernité liquide et de la ville en continu. À travers l'étude de trois événements festifs métropolitains à Paris et Bruxelles, nous proposons une lecture de l'histoire urbaine par ses temps partagés, une description des mécanismes par lesquels les rythmes sociaux émergent et une analyse de leur rôle social et spatial. Réinterrogé par le concept de rendez-vous collectifs, les rythmes urbains sont une co-production entre un urbanisme temporaire et une urbanité événementielle. Ces deux éléments explique le double rôle spatial et social des rythmes événementiels. Les institutions municipales instrumentalisent l'urbanisme temporaire pour signifier le temps, organiser le rassemblement et produire du lieu. L'urbanité événementielle est le résultat des interprétations individuelles des événements comme signe temporel qui produit du lien social et un sens commun des lieux. La répétition de la rencontre entre l'urbanisme temporaire et l'urbanité événementielle provient d'une part, de la décision politique de d'instrumentaliser le rendez-vous dans l'organisation urbaine, d'autre part de la synchronisation des individus qui organisent leurs temps pour participer au rassemblement. La rationalité qui anime les participants est motivée par la valorisation des interactions de face-à-face et la production de liens sociaux associatifs, dans une société interrogée par la différenciation et la désynchronisation des modes de vie. L'individu ne se passe pas de rassemblements rituels, dans des lieux et selon des temporalités saisonnières. Ces rythmes collectifs sont adaptés à la métropole, à la complexification de ses territoires, à l'hybridation de ses représentations culturelles et à l'individualisation de ses temporalités. Au-delà, le concept de rythme est une théorie de morphologie sociale qui rend compte du fonctionnement des sociétés de façon multiscalaire et dynamique. Elle s'inscrit dans les théories sociologiques intermédiaires qui lient l'individu et le collectif, l'habitant et les institutions, la morphologie spatiale et temporelle de groupements humains de toutes tailles. Le fait métropolitain, influençant et influencé par l'individu et le global, constitue une échelle mésociale heuristique

Nella prima parte viene ricostruito il concetto di vincolo espropriativo alla luce dell’elaborazione della giurisprudenza della Corte costituzionale e della Corte EDU, giungendo alla conclusione che rientrano in tale concetto le limitazioni al diritto di proprietà che: - derivano da scelte discrezionali dell’Amministrazione non correlate alle caratteristiche oggettive del bene; - superano la normale tollerabilità nel senso che impediscono al proprietario la prosecuzione dell’uso in essere o incidono sul valore di mercato del bene in modo sproporzionato rispetto alle oggettive caratteristiche del bene e all’interesse pubblico perseguito. Ragione di fondo della teoria dei vincoli è censurare l’eccessiva discrezionalità del potere urbanistico, imponendo una maggiore obiettività e controllabilità delle scelte urbanistiche. Dalla teoria dei vincoli consegue altresì che nell’esercizio del potere urbanistico l’Amministrazione, pur potendo differenziare il territorio, deve perseguire l’obiettivo del riequilibrio economico degli interessi incisi dalle sue determinazioni. L’obbligo della corresponsione dell’indennizzo costituisce la prima forma di perequazione urbanistica. Nel terzo e nel quarto capitolo viene analizzata la giurisprudenza civile e amministrativa in tema di vincoli urbanistici, rilevandone la non corrispondenza rispetto all’elaborazione della Corte costituzionale e l’incongruità dei risultati applicativi. Si evidenzia in particolare la necessità del superamento del criterio basato sulla distinzione zonizzazioni-localizzazioni e di considerare conformative unicamente quelle destinazioni realizzabili ad iniziativa privata che in concreto consentano al proprietario di conseguire un’utilità economica proporzionata al valore di mercato del bene. Nel quinto capitolo viene analizzato il rapporto tra teoria dei vincoli e perequazione urbanistica, individuandosi il discrimine tra i due diversi istituti non solo nel consenso, ma anche nella proporzionalità delle reciproche prestazioni negoziali. Attraverso la perequazione non può essere attribuito al proprietario un’utilità inferiore a quella che gli deriverebbe dall’indennità di esproprio.
In the first part, the concept of expropriation restriction is reconstructed in the light of the Constitutional Court and Court of Human Rights jurisprudence, concluding that restrictions on property right fall into this concept. They: - come from discretionary Administration choices not related to the objective characteristics of the property, - go beyond the normal tolerance, meaning they preclude the landlord to be in continued use or they affect the market value of the property disproportionately to the objective characteristics of the property and to the public interest pursued. Underlying reason of the planning restrictions theory is censoring the excessive discretion of the planning power by imposing a greater objectivity and controllability to land use decisions. From the planning restrictions theory it also follows that in exercising the planning power, although the territory could be differentiated, the Administration must pursue the target of balancing economic interests affected by its determinations. The obligation to a compensation payment is the first form of urban planning equalization. In the third and fourth chapters, the civil and administrative jurisprudence is analyzed on the subject of planning restrictions, noting the mismatch compared to the Constitutional Court elaboration and the incongruity of the application results. There is a focus on the need to overcome the criterion based on the zoning-localisations distinction and to consider conforming only those destinations feasible through private enterprise, which actually allow the owner to achieve an economic benefit proportionate to the market value of the property. The fifth chapter analyzes the relationship between planning restrictions theory and urban equalization. The distinction between the two institutions is not only in the consensus, but also in the proportionality of negotiating reciprocal contractual services. Through the equalization it can’t be attributed to the owner a utility lower than what would result from expropriation compensation.

This research studies the relation between city and nature in the urbanity s plans from Natal RN, Brazil, during the 20th century. Investigates and analyses the main documents that bring environmental s ideas inside from the urbanity s plans of Natal; gives the historical and economical situation from the city in each period studied; features the urbanity s plans, using categories of analyses to comprehension of this instruments. Try to contribute in the bigger process of historical rescue of Natal, and stimulates new studies. It was used documental s research, and bibliographic material. It was identified four (04) kinds of plans: the ones that focus in health and aesthetic (1901, 1929, 1935) technology and science (1968), zoning and control (1974, 1984) and environment. The hints founded shows that environmental ideas were put inside of the plans by government demands, especially in 1994 s plan, almost always without popular contribution and without this population get understands its meanings and implications
Trata do estudo acerca da rela??o cidade - natureza nos Planos Urban?sticos da cidade de Natal no s?culo XX, no qual se buscou identificar e analisar os principais documentos que inserem as id?ias ambientais dentro dos planos urban?sticos citadinos; contextualizar pol?tica e economicamente o cen?rio em que acontecem as modifica??es em cada plano estudado; e caracterizar os planos urban?sticos e diretores de Natal, elaborando categorias de an?lise de tais instrumentos. Procura-se com este estudo contribuir no processo maior de resgate da hist?ria de Natal: dada ? car?ncia dos registros hist?ricos, espera-se com este trabalho, estimular tamb?m outros nichos de pesquisa que auxiliem numa maior compreens?o acerca dos processos de transforma??o da cidade. Al?m disto, prop?e-se a servir como um instrumento para orientar a elabora??o de futuros planos urban?sticos da cidade, especificamente no que se refere ?s quest?es ambientais. O estudo pautou-se em pesquisa documental (sobretudo os planos urban?sticos e diretores objetos de estudo) e bibliogr?fica (peri?dicos, artigos da internet e livros). Resumo: Estudo da trajetória profissional de José de Oliveira Reis. Formado Engenheiro Civil e Geógrafo pela Escola Politécnica do Rio de Janeiro em 1926, empreendeu um percurso profissional como funcionário público da prefeitura do Rio de Janeiro entre 1933 e 1966 ¿ quando se aposenta como engenheiro do Estado da Guanabara, iniciando também (1965) um trabalho de historiógrafo das administrações municipais do Rio de Janeiro ¿ formando-se urbanista no próprio processo de institucionalização do urbanismo nas administrações municipais brasileiras, pelo lugar profissional da engenharia. O trabalho analisa esta sua trajetória de funcionário público engenheiro-urbanista em seus dois principais lugares institucionais: a chefia da Comissão do Plano da Cidade do Rio de Janeiro entre 1937 e 1945, e a direção do Departamento de Urbanismo da Prefeitura do Rio de Janeiro entre 1945 e 1963. Neste período de atuação no Departamento, fundamentalmente vinculado aos debates urbanísticos arrolados no âmbito do Movimento Municipalista Brasileiro. Entretanto, o trabalho não está limitado ao trabalho que José de Oliveira Reis realizou na prefeitura do Rio de Janeiro. Um conjunto de deslocamentos institucionais associados à importantes processos de contínua construção do seu pensamento urbanístico foram fundamentais para o estudo da sua trajetória profissional: Comissão de Obras Novas do Abastecimento de Águas de São, Plano Diretor de Ribeirão Preto, o Plano da Cidade de Vera Cruz ¿ Futura Capital do Brasil, o Plano Urbano da Cidade Anexa à Base Naval de Aratu-Salvador
Abstract: This study comprehends the professional trajectory of José de Oliveira Reis. Civil Engineer and Geographer graduated at Escola Politécnica do Rio de Janeiro in 1926, worked as public server at Rio de Janeiro city administration from 1933 to 1966 ¿ when he retires as the State of Gaunabara engineer and also begins an historian work about the city administrations of Rio de Janeiro (1965) ¿ he becomes a city planner playing an important role at the very process of institutionalization of the city planning practice within the Brazilian city administrations as an professional engineer. This study analyses this city planner/engineer professional trajectory at his main institutional posts: Head of the City of Rio de Janeiro City Plan Commission between the years of 1937 to 1945, and the direction of the City Planning Department of the city of Rio de Janeiro from 1945 to 1963. At this period while working at the department he was intrinsically involved at the city planning debates within the Municipality Brazilian Movement. However, this study is not limited to his participation in City Administration of the city of Rio de Janeiro. A set of institutional dislocations associated to important process of continuous construction of his urban thinking were fundamental to the study of his professional career: New Enterprises for Water Supply of São Paulo Commission, City of Ribeirão Preto Master Plan, City of Vera Cruz Master Plan ¿ future Brazil¿s Capital, and the Aratu-Salvador Naval Base city Master Plan

Aquesta tesi explora les formes d’intervenció a l’espai urbà que relacionen l’art amb la transformació de les ciutats contemporànies. L’examen de diverses formes de creació emergents permet descobrir, a través del camp artístic, eines de creació i metodologies que contribueixen de forma crítica a percebre la transformació social del paisatge urbà. El principal propòsit consisteix en identificar un urbanisme alternatiu a partir de la mirada i intervenció de la pràctica artística actual compromesa amb la ciutat, reconeixent les pràctiques espacials creatives com a vies transdisciplinàries i inclusives a l’hora de dissenyar la ciutat, i a la vegada, com a veus crítiques que poden recordar diferents episodis de la història de l’urbanisme caracteritzats pel desig d’humanitzar l’espai urbà. La recerca parteix de l’exploració i entrevista de cinc casos d’estudi europeus, cinc artistes contemporanis que prenen com a objecte de treball la transformació urbana de la ciutat global. Són Jakob Kolding, Marjetica Potrč, Lara Almarcegui, Loraine Leeson i Sitesize. La seva aproximació urbana examina les tensions socioespacials derivades de dinàmiques de transformació de la ciutat contemporània, una transformació provocada o bé per la caducitat del funcionalisme del Moviment Modern en models utòpics de creixement il•limitat, o bé pels processos de renovació urbana més actuals que han contribuït a la ciutat dispersa i a la crisi en l’ús de l’espai públic. Els símptomes detectats per cada artista coincideixen en identificar, principalment, la pèrdua de vida a l’espai urbà així com l’exclusió dels propis ciutadans en el procés de definició del seu entorn. Per aquest motiu els cinc artistes assenyalen i intervenen en espais d’oportunitat, espais latents: zones suburbanes amb baixa copresència, espais comunitaris buits, descampats, espais públics infrautilitzats o barris en procés de gentrificació, manifestant en cada cas conflictes d’exclusió i segregació socioespacial, turistització, pèrdua de referències identitàries pròpies, estandardització d’usos, esborrament de la memòria del lloc i, especialment, manca de socialització a l’espai públic. Per tant, si els espais latents són espais urbans buits i sense ús, la hipòtesi d’aquesta tesi recau en què l’art pot transformar la condició de buit en espai públic, atribuint al gest artístic la capacitat generadora i projectora d’espai relacional. La tesi s’estructura en una primera part on s’introdueix la pràctica artística i la transformació urbana des de la mirada dels artistes, des dels referents compartits pels casos d’estudi corresponents als estudis sociològics, i finalment des de la història de l’arquitectura més pròxima a la mirada que planteja cada artista. El cos central de la tesi desplega els cinc casos d’estudi, on a propòsit de cada artista es pretén suggerir un nou tipus d’urbanisme latent: l’urbanisme socialitzant proposat per J. Kolding, l’urbanisme d’arrelament proposat per M. Potrč, el no-urbanisme proposat per L. Almarcegui, l’urbanisme comunitari per part de L. Leeson i l’urbanisme d’autoaprenentatge proposat per Sitesize. Prenent la seva obra com a pretext, serà possible repensar i qüestionar les formes actuals de projectar amb l’objectiu de reconèixer i identificar noves eines i processos de treball molt més empíriques. El resultat d’aquesta combinació de mirades presents serà útil per proposar una forma de projectar transdisciplinària i entesa com a procés obert i compartit, intensificant el coneixement crític cap a la història de l’arquitectura i potenciant els espais de socialització i d’autonomia pel ciutadà. Per tant, els espais latents seran espais físics en transició transformats pel gest poètic d’un artista, però també altres formes de projectar l’urbanisme i contrarrelats a recuperar d’algunes fractures de la història de la ciutat
The thesis "Latent spaces: Contemporary practices in art towards a critical urbanism" explores the forms of intervention in urban space that link art to the transformation of contemporary cities. By examining varying emergent forms of creation, it reveals, through the field of art, creative tools and methodologies that contribute critically to perception of the social transformation of urban landscapes. The main objective is to identify an alternative urbanism based on the perspective and intervention of current, city-committed artistic practice, acknowledging creative spatial practices as transdisciplinary and inclusive avenues for designing public spaces. In turn, these critical voices from the field of art can connect to various episodes from the history of the vein of urban planning that has sought to humanize urban space. The research begins by exploring five European case studies, with interviews of five emerging artists whose work focuses on the urban transformation of the global city: Jakob Kolding, Marjetica Potrč, Lara Almarcegui, Loraine Leeson and Sitesize. Their urban approach examines the socio-spatial tensions arising from the dynamics of transformation in the contemporary city, a transformation caused be it by the expiry of the functionalism of the Modern Movement in utopian models of unlimited growth or through more current processes of urban renewal, which have contributed to the disperse city and the crisis in the use of public space. Each of the artists concurs in identifying as symptoms the loss of life in urban space and the exclusion of the city’s inhabitants in the process of defining their environment. For this reason, the five artists identify and act in spaces of opportunity, latent spaces—suburban areas with low co-presence, empty community spaces, vacant lots, underused public spaces or neighborhoods undergoing gentrification—showcasing in each conflicts of exclusion and socio-spatial segregation, touristification, loss of own identity references, standardization of uses, loss of memory of the place and, above all, lack of socialization in public space. If public spaces are thus empty, unused spaces, the hypothesis of this thesis is art’s potential to alter the emptiness in public space, ascribing the ability to produce and project relational space to the act of creating art. This thesis begins with a first part introducing artistic practice and urban transformation from the perspective of the artists, from their shared references with urban sociology studios and finally from the history of the architecture that most closely matches each artist’s specific vision. The main body of the thesis elucidates the five case studies and seeks, with regard to each artist, to proffer a new type of latent urbanism: the socializing urbanism proposed by J. Kolding, the rooted urbanism proposed by M. Potrč, the anti-urbanism proposed by L. Almarcegui, the community urban planning proposed by L. Leeson and the self-taught urbanism proposed by Sitesize. Taking the work of these artists as a pretext, it becomes possible to rethink and question current design methods in order to discern and identify new tools and much more empirical processes. The result of this combination of urban perspectives will prove useful in proposing a cross-disciplinary form of planning conceived as an open and shared process, augmenting critical knowledge towards the history of architecture and promoting spaces for socialization and autonomy for city inhabitants. Latent spaces will thus be physical spaces in transition, transformed by the poetic gesture of an artist as well as by other forms of planning and counter-narratives to recover from some fractures in the history of the city

La tesi és una nova aportació a l'estudi del territori rural, paisatge que ha rebut menys atencions per part de l'Urbanisme, i que actualment esta experimentant una forta transformació, deguda entre altres coses a una forta activitat edificatòria. Objecte d'aquest treball és l'estudi del territori de l'illa d'Eivissa, un territori "no urbà", construït principalment per !'agricultura. Més que la imatge visible d'un paisatge, el territori rural es considera a partir d'una sèrie d'elements construïts sobre el relleu natural, com a relació entre construcció i naturalesa, com una estructura física composta per lògiques "urbanes" (més geomètriques) i lògiques de construcció de l'espai agrícola, (mes vinculades a la geografia, a la topografia), com una arquitectura construïda al llarg del temps, que ha general uns sistemes continus que han mticulat i donat forma a territoris sencers. Mitjançant l'estudi d'un àrea concreta, la tesi proposa una anàlisi, basada en el dibuix, dels criteris, les formes, les estructures, els traçats i els models d'ordre que han guiat la construcció del territori rural de l'illa d'Eivissa. L'estudi es basa en un treball de camp i en una anàlisi del paisatge rural que comença amb els aixecaments a escala 1:100, 1:500, 1:1.500 de les cases rurals més significatives de les vendes de Morna, Atzaró i Balafi, i arriba per zooms progressius fins a una lectura general del territori de l'illa. Aquest mètode de lectura del territori per ampliacions successives a partir de la casa rural, desplaça l'atenció de la casa com a edifici a la casa com a element de construcció d'un lloc, element que per agregació dóna forma a un territori sencer, demostra el paper de la casa com cèl•lula de construcció del territori i al mateix temps permet una lectura de l'espai rural en la qual desapareix la separació entre les escales de !'arquitectura, del paisatge i del territori. El concepte de territori com a construcció física global desenvolupada al llarg del temps, i la definició d'una manera de llegir i representar l'espai rural, adequada a la descripció i comprensió de les seves característiques formals i de les seves regles constructives, es proposa com a tema central de la tesi. L'anàlisi del teixit rural de l'illa d'Eivissa, l'estudi dels elements que ho composen (habitatges, camins, murs de pedra, cultius, parcel•lari...) i de les relacions que han establert amb els elements geogràfics (relleu, drenatges, vegetació...) no s'ha realitzat tant amb una visió arqueològica, patrimonial, de protegir enfront de destruir; el descobriment, mitjançant el dibuix, de les línies de força del teixit, de les persistències que han construït i articulat el territori rural d'Eivissa i en particular la vall de Labritja al llarg dels anys, ha evidenciat la trama estructural del territori, que estructura i articula el paisatge rural, el caràcter abstracte del qual ho converteix en un element de control formal i de projecte que permet una actitud projectual cap al territori, la seva arquitectura i la seva transformació. Com tots els territoris rurals, el d'Eivissa és un paisatge construït, estructural mitjançant un sistema continu i complex, un model d'escala i d'ordre basat en les tècniques agrícoles, que amb sorprenent naturalitat articula tot el territori insular, l'estudi del qual, acompanyat de la lectura de les transformacions actuals, es proposa com a camp de reflexió sobre l'arquitectura, l'urbanisme i el paisatgisme contemporanis.
La tesis es una nueva aportación al estudio del territorio rural, paisaje que ha recibido menos atenciones por parte del Urbanismo, y que actualmente está experimentando una fuerte transformación, debida entre otras cosas a una fuerte actividad edificatoria. Objeto de este trabajo es el estudio del territorio de la isla de Ibiza, un territorio "no urbano", construido principalmente por la agricultura. Mas que la imagen visible de un paisaje, el territorio rural se considera a partir de una serie de elementos construidos sobre el relieve natural, como relación entre construcción y naturaleza, como una estructura física compuesta por lógicas "urbanas" (más geométricas) y lógicas de construcción del espacio agrícola, (mas vinculadas a la geografía, a la topografía), como una arquitectura construida a lo largo del tiempo, que ha generado unos sistemas continuos que han articulado y dado forma a enteros territorios. Mediante el estudio de un área concreta, la tesis propone un análisis, basado en el dibujo, de los criterios, las formas, las estructuras, los trazados y los modelos de orden que han guiado la construcción del territorio rural de la isla de Ibiza. El estudio se basa en un trabajo de campo y en un análisis del paisaje rural que empieza con los levantamientos a escala 1 :100, 1 :500, 1:1.500 de las casas rurales más significativas de las vendas de Morna, Atzaró y Balafi, y llega por zooms progresivos hasta una lectura general del territorio de la isla. Este método de lectura del territorio por ampliaciones sucesivas a partir de la casa rural, desplaza la atención de la casa como edificio a la casa como elemento de construcción de un lugar, elemento que por agregación da forma a un territorio entero, demuestra el papel de la casa cómo célula de construcción del territorio y al mismo tiempo permite una lectura del espacio rural en la que desaparece la separación entre las escalas de la arquitectura, del paisaje y del territorio. El concepto de territorio como construcción física global desarrollada a lo largo del tiempo, y la definición de una manera de leer y representar el espacio rural, adecuada a la descripción y comprensión de sus características formales y de sus reglas constructivas, se propone como tema central de la tesis. El análisis del tejido rural de la isla de Ibiza, el estudio de los elementos que lo componen (viviendas, caminos, muros de piedra, cultivos, parcelario...) y de las relaciones que han establecido con los elementos geográficos (relieve, drenajes, vegetación...) no se ha realizado tanto con una visión arqueológica, patrimonial, de proteger frente a destruir; el descubrimiento, mediante el dibujo, de las líneas de fuerza del tejido, de las persistencias que han construido y articulado el territorio rural de Ibiza y en particular el valle de Labritja a lo largo de los años, ha evidenciado la trama estructural del territorio, que estructura y articula el paisaje rural, cuyo carácter abstracto lo convierte en un elemento de control formal y de proyecto que permite una actitud proyectual hacia el territorio, su arquitectura y su transformación. Como todos los territorios rurales, el de Ibiza es un paisaje construido, estructurado mediante un sistema continuo y complejo, un modelo de escala y de orden basado en las técnicas agrícolas, que con sorprendente naturalidad articula todo el territorio insular, cuyo estudio, acompañado de la lectura de las transformaciones actuales, se propone como campo de reflexión sobre la arquitectura, el urbanismo y el paisajismo contemporáneos.
This thesis is a new contribution to the study of rural territory, a landscape that has received less attention by Urbanism and is currently undergoing an important transformation, partly due to a strong building activity. Subject of this work is the study of the territory of the island of Ibiza, a "non urban" territory, mainly embossed by agriculture. More than the visible image of a landscape, the rural territory is considered as a number of elements built upon the natural relief, as a relationship between building and nature, as a physical structure composed of "urban" (more geometric) logics, and of agricultural construction logics (more related to geography, topography), as an architecture built over time, which generated continuous systems that have articulated and shaped whole territories. By studying a particular area, the thesis proposes an analysis, based on drawing, of the criteria, forms, structures, tracings and models of order that have guided the construction of rural territory of the island of lbiza. The study is based on a fieldwork and a rural landscape analysis that begins with surveys at l:1 00, 1:500, 1:1500 scales of the most significant rural houses of the area of Moma, Balafi and Atzaró, and arrives by progressive zooms to a general reading of the territory of the island. This method of reading of the territory by successive enlargements from the rural house scale shifts the focus of the house as a building to the house as an element that constructs a place, element that through aggregation shapes an entire territory, demonstrating the role of the rural house as a cell of construction of the territory, and at the same time allows a reading of rural space in which the separation between the scales of architecture, landscape and territory, disappears. The concept of territory as a physical construction developed overtime, and the definition of a way to read and represent rural areas, appropriate to the description and understanding of their formal characteristics and their construction rules, is proposed as a central theme of the thesis. The analysis of the rural structure of the island of Ibiza, the study of the component parts (houses, roads, stone walls, crops, plot ...) and of relationships that they have established with geographic features (relief, drainage, vegetation ...) has not been undertaken so much with an archaeological aim or the wish to protect it against destruction; the discovery, by the drawing, of the lines of force of the tissue, the persistences that have constructed and articulated the rural territory of lbiza and in particular the valley of Labritja over the years, has shown the structure of the territory, which articulates rural landscape, whose abstract nature makes it an element of formal control and project, that allows a projectual attitude towards territory, its architecture and its transformation. Like all rural areas, Ibiza is a man built landscape, structured by a continuous and complex system, a model of scale and order based on agricultural techniques, which articulates with surprising ease all the island landscape, whose study, accompanied by the reading of current transformations, is proposed as a field of reflection on contemporary architecture, urbanism and landscape.

Baigiamojo magistro darbo tyrimo objektas yra vidutinio dydžio besitraukiančių miestų centrinių dalių funkcinė ir erdvinė struktūra. Nagrinėjamas Rokiškio miestas, kaip besitraukiantis miestas, susiduriantis su panašiems miestams būdingomis problemomis. Analogų studijoje, miesto raidos procesai lyginami su pasaulio miestuose vykstančiais procesais, remiantis pasauline praktika, ieškoma būdų problemoms spręsti. Siekiant suvaldyti miesto traukimąsi ir pagerinti miesto gyvenamosios aplinkos kokybę bei miesto įvaizdį, kuriama Rokiškio, kaip ekologiško miesto, vizija. Detalesnio tyrimo objektu pasirinkta Rokiškio miesto funkcinė ir erdvinė struktūra bei miesto pietinė dalis ir su ja susijusios urbanistinės bei aplinkos kokybės problemos. Į nagrinėjamą teritoriją įeina masinės statybos gyvenamieji rajonai ir pramonės teritorijos, t.y. itin problematiškos zonos. Darbas pateikiamas aiškinamajame rašte, grafinėje medžiagoje (planšetuose) ir miesto pietinės dalies koncepcijos makete. Darbas atliekamas remiantis moksline literatūra, pasauliniais analogais, juos lyginant, vertinant, darant išvadas ir jų praktiką pritaikant Rokiškio miestui. Aiškinamąjį raštą sudaro penki skyriai: Įvadas, analitinė – metodinė dalis, analitinė – tiriamoji dalis, eksperimentinė – projektinė dalis ir išvados; taip pat literatūros šaltinių, iliustracijų, lentelių sąrašas ir priedai. The goal of Master thesis is to investigate the functional and spatial structure of mid-size shrinking cities. The object of this study is Rokiškis town – a shrinking town, encountering regular problems of this kind of town. Comparative analysis between Rokiškis and similar foreign towns is made, seeking for tools and examples of problem solving. In order to suppress the process of town shrinking and to ameliorate the quality of living environment, together with the overall image of the town, the vision of Rokiškis as an ecological town is being established. Detailed study of Rokiškis functional and spatial structure, and also of southern part of the town is made. Problems concerning urban planning and the quality of living environment are investigated. The studied territory gathers mass housing blocks as well as industrial territories – and these are the zones of very complex problems. Master thesis is presented by a textual part, graphical drawings and conceptual paper model. Thesis is based on the references of scientific literature, analogues of foreign countries, while comparing and evaluating them, and making conclusions The textual part has 5 chapters: introduction, analytical-methodical part, analytical-research part, experimental-project part and conclusions; references list, illustrations‘ list, tables list and extras included. Master thesis has 111 pages, without extras, 69 illustrations, 12 tables, 53 bibliographical references, extras included.

Le Maroc connaît une augmentation rapide de la population urbaine due à la croissance démographique, à l'exode rural et à plusieurs autres paramètres sociaux, économiques, etc. Cette urbanisation, qui introduit des phénomènes assez complexes, a généré une multitude de problèmes : transports, manque d'équipements sociaux, dégradation de l'environnement, gestion de l'espace urbain, etc. Les agences urbaines ont été créées pour maîtriser ce phénomène à travers l'établissement de documents d'urbanisme définissant les règles d'utilisation du sol et le contrôle des activités urbaines.L'agence urbaine traite quotidiennement une quantité importante de données géographiques. A cet effet, l'enjeu de la mise en place d'un Système d'Information Géographique est de taille. La présente étude consiste à dresser un constat de la gestion urbaine dans la ville de Mohammedia et à approfondir, tant sur les volets théorique que pratique, la mise en œuvre d'un SIG pour la gestion urbaine afin de gérer les équipements publics, les voiries et générer automatiquement des notes de renseignements au sein de l'agence urbaine. Comment restructurer les bases de données spatiales déjà existantes afin de lancer une application SIG pour rénover la gestion urbaine ?Les systèmes d'information géographique (SIG) se positionnent aujourd'hui comme un puissant outil d'aide à la décision, particulièrement pour ce qui concerne la gestion de l'espace. L'intégration de la dimension spatiale, grâce aux SIG, permet désormais de localiser l'information et d'organiser les données de façon plus conviviale
Morocco knows a rapid development of Urban Population due to population growth, rural exodus and several parameters (social, economic…). This urbanization involving complex phenomena has generated multitude of problems (notably the transportation problem, the lack of social equipments, the environment damage, the difficulty of Urban Management…). The Urban Agencies have been created to bring under control this phenomenon by establishing Urbanism Documents which define the land use laws, and by controlling the urban activities.The urban agency handles daily a large amount of geographical data. To this end, the issue of the establishment of a Geographic Information System is size. En base a un urbanismo racionalista, los modelos de expansión metropolitana aumentaron los límites de la ciudad tradicional y transformaron la idea de urbanidad. Este trabajo pretende aproximarse a una comprensión de este término y entender cómo procesos de metropolización contemporáneos, identificados en la ciudad de São Paulo, afectan a algunos de sus espacios de interacción ciudadana más significativos. Con ello se pretende comprender la importancia de esa expresión aparentemente ambigua para pensar en los espacios de acción de la vida pública en nuestras ciudades del mañana. The concept of urbanity is difficult but essential for studying the contemporary urban world, analyzing spaces that structure socially and functionally the city. Based on a rationalist urbanism, metropolitan expansion models increased the limits of the traditional city and transformed the idea of urbanity. This work aims to approximate to a comprehension of this term and understand how processes of contemporary metropolis, identified in the city of São Paulo, affected some of its most significant public spaces of interaction. Understanding the importance of this apparently ambiguous expression, the aim is to think about the action spaces of public life in our cities of tomorrow.

Essa escola irá perpetuar a maior parte dos princípios compositivos da arte urbana, mas diante de novos desafios: conjugálos às demandas da modernidade e à cientificidade disciplinar. Este estudo propõe-se a observar as estratégias de concepção da forma nos planos urbanísticos dessa escola, buscando identificar as rupturas e continuidades com a tradição. Na presente comunicação, buscou-se discutir o salto que marcou a projeção dos atores da Escola Francesa para além da École des Beaux-arts, consolidando-os como urbanistas de renome internacional. Foram apresentados e discutidos os três projetos que inauguraram o sucesso dessa escola em concursos internacionais de urbanismo: Barcelona, por Léon Jaussey; Anvers, por Henri Prost; Camberra, por Alfred Agache. Until recently, the history of urbanism devoted to the nineteenth century focused on functionalist modernism propagated by C.I.A.M. These contributions darkened the "French school of urban planning", despite its prominent position in the constitution of the disciplinary field. This school will perpetuate most of the compositional principles of urban art, but facing new challenges: conjugating them to the demands of modernity and disciplinary scientific. This study aims to observe the design strategies on the urban plans of this school, seeking to identify the ruptures and continuities with the tradition. In this communication, we attempted to discuss the moment that marked the projection of the actors of the French School in addition to the École des Beaux Arts, consolidating them as internationally renowned urban planners. They were presented and discussed three projects that inaugurated the success of this school in international urban planning competitions: Barcelona, by Léon Jaussey; Anvers, by Henri Prost; Canberra by Alfred Agache.

All these elements configure an urban nucleus that, due to its urban, architectural and landscape qualities, gives rise to one of the main tourist attractions of the region. However, the area described nowadays presents an important problem related to the use and habitability of public space, which is invaded by the presence of the private vehicle, even along the seaside, due to its touristic relevance. This article presents the results of an academic experience developed to study different possibilities of urban transformations for the municipality of Altea, taking as a project site the urban vacuum still conserved between the two situations previously described: the historical areas on the coastal elevations (Dalt) and new urban developments parallel to the seaside (Baix). The research maintains that during the decades of study since 1940, Bogotá’s public administration adopted an uninterrupted succession of urban planning and urban heritage conservation plans which developed various modalities of a single line of thought, a technocratic and conservative urbanism. Identifying the origins, characterizing, evaluating and discussing the evolution and modalities adopted by this current of urbanism in Bogotá, in two spatial areas, the old sector and the city as a whole, became of interest. Specifically, to discuss two types of relationship between these territories of the city was proposed: the first, in which a notable differentiation between the old sector and the rest of the urban area predominates, as if they were foreign realities despite having essential links; the second, characterized by functional relationships between the two areas, particularly in terms of the benefit for the speculative real estate market. This text discusses heritage and urban planning policies during the decades of the 1970s and 1980s, based on the expressed context. Inspired by the questions about the sense of the city and the condition of contemporary urbanism, the author discusses the notion of order in the context of strategic and structural factors affecting spatial logic of a “New Polis”. Focusing on structural forces and decision-making patterns underlying the configuration of urban projects, he identifies three ways of argumentation where the possible answers could be found. These lines of reasoning can also be regarded as philosophical approaches to the problem of rationality in contemporary theories of urbanism. Using urban strategy-structure relations as the typological criterion, he distinguishes between three types of rationality – or three types of order: 1) morphological, 2) strategic and 3) synergic. In the first instance, the logic of urbanistic decisions is interpreted in the morphological context of urban structure and its dynamics. In the second case, spatial logic of urban form reflects neoliberal strategies focused on large-scale urban developments. In the third approach, called here as synergic configuration, it is assumed that strategies which pay more attention to the construction of physical and functional links between urban development projects will induce synergy expected in the overall strategy of a New Polis. Such a configuration of networked projects – and respective synergy of urbanistic construction – reflects the idea of strategic planning with a strong urban project gaming component. Focusing on structural implications of this type of urban synergy, the author proposes also the SAS (strategies – actors – structures) model. He illustrates this idea with the examples taken from the city of Krakow.

The rapid spread of the COVID-19 pandemic and the subsequent compartmentalization of cities have questioned the existing norms of urban living. In such context, it is important to explore a form of ‘urbanism’ that fluctuates between the pre-COVID 19 requirements of social interdependence and the post-COVID-19 expectation of physical independence. In the form of qualitative research, “urbanity” is proposed as a critical point of departure for the theoretical investigation, while “system thinking” is employed as its key philosophical framework. Subsequently, a border normative definition for “city” is established by interrogating the notions of “urbanity” and “city as a system”. The reciprocal connection thus established between “urbanity” and “city as a system” defines an analytical framework to evaluate the behavior and challenges of urban settings underpinned by the expectations of the post-COVID-19 life. In applying this theoretical framework to the case study investigation, the “form syntax” method is used as the main analytical tool. Reviewing the results against the expectations of post COVID-19 urban space, a case is made on the criteria that facilitate post-pandemic urban life with special reference to the city of Colombo.

Tem como objetivo a elaboração de figuras conceituais que representem e expliquem a materialização das cidades latino-americanas, que, como apontou Waisman (2013), carecem de aportes teóricos próprios, recorrendo aos aportes do Hemisfério Norte, muitas vezes inadequados ao lidar com nossa peculiar realidade sociocultural e material, baseada na figura da Espontaneidade. Inicialmente, recorre-se às diferentes interpretações acerca da disciplina, através da revisão da Historia, Teoria e Critica. Posteriormente, apresentam-se figuras conceituais, propostas como elementos mediadores entre a teoria e a prática do urbanismo em sua origem – aqui europeia – e a realidade da materialização das cidades brasileiras. The paper revises the contemporary urbanism´s theory and concepts as means of introducing its theoretical and practical approaches – urban morphology and urban projects. The main goal is to construct new concepts which represent and explain the latin-american cities´s materialization, which as pointed by Waisman (2013), lack of theorization of their own, relying on Northern Theory, many times not appropriated to the peculiar urban conditions socio cultural and materiality faced by southern cities. First we discuss the different interpretation of the discipline by means of Historic, theoretical and critical revision. In the conclusion, some conceptual figures are proposed, as mediating elements between theory and practice of urbanism in its European origin and the reality of Latin American cities.

This is a publication about citizen-led urbanism processes in Latin America. It follows the recent life of a movement originating from, and driven by and for citizens, who out of a compelling love for their cities, have brought together actors from all fields to co-create new, more inclusive and equitable public space models. By using tools such as innovation, creativity and co-responsible solidarity, citizen-led urbanism has been able to complement the traditional approaches to urban planning and city governance. This publication also invites us to move from the theory and concepts that provide the rationale for citizen-led urbanism to the actual practical experiences which are helping to shape it and consolidate it as a regional movement. It thus takes us on a journey through successful projects developed in different places and contexts of Latin America and looks at the experience of the first urban innovation labs, as a means to consider the paths that may lead to new horizons of an inclusive future, in view of the challenges, both known and yet to be known, of the first half of the 21st century. In less than one decade, with their impressive diversity and vigorous urban activity, members of the citizen-led urbanism movement have brought about changes in the streets, neighborhoods and cities where they live: changes in the way of thinking of authorities and fellow citizens; changes in public policies, which have an impact not only on the urban landscape, but also on how we relate to each other through our relationship with what we call “the urban” and with ecosystems, with our individual needs and with the urgency of organizing ourselves collectively to identify solutions for the common good.
