ABSTRACTOne of the world's great Victorian-era suburban metropolises, Melbourne, Australia, was transformed by mass immigration and the redevelopment of some of its older suburbs with low-rise flats and apartments in the post-war years. Drawing on a range of sources, including census material, municipal rate and valuation books, immigration and company records, as well as building industry publications, this article charts demographic and morphological change across the Melbourne metropolitan area and in two particular suburbs in the mid- to late twentieth century. In doing so, it both responds to McManus and Ethington's recent call for more histories of suburbs in transition, and seeks to embed the role of immigration and immigrants into Melbourne's urban historiography.

Abstract:
Litter is generated in shopping areas and is washed or blown into stormwater drainage systems. These convey the litter to open water bodies leading to the accumulation of non-biodegradable litter on the banks and beaches of urban waterways and bay foreshores. The increasing public awareness of the problem prompted the State Government of Victoria to provide funding to develop an innovative patented litter trap known as the In-line Litter Separator (ILLS). The ILLS is retrofitted to the drainage system downstream of shopping areas and removes litter and other pollutants from the passing stormwater. In a two-year development program, ten prototypes were installed and tested in the Melbourne and metropolitan area. The results were so successful that the ILLS is now manufactured in Australia and overseas under license from Swinburne University. This paper presents the performance criteria, the design concepts, the outcomes of laboratory and hydrologic modelling and the analyses of prototype test results that led to the commercial production of the ILLS.

Abstract:
Urban drainage systems historically were developed on principles of hydraulic capacity for the transport of storm water to reduce the risk of flooding. However, with urbanization the percent of impervious surfaces increases dramatically resulting in increased flood volumes, peak discharge rates, velocities and duration, and a significant increase in pollutant loads. Storm water and urban runoff are the leading causes of the impairment of receiving waters and their beneficial uses in Australia and the United States today. Strict environmental and technology controls on wastewater treatment facilities and industry for more than three decades have ensured that these sources are less significant today as the cause of impairment of receiving waters. This paper compares the approach undertaken by the Environmental Protection Authority Victoria for the Melbourne metropolitan area with the approach implemented by the California Environmental Protection Agency for the Los Angeles area to control storm water pollution. Both these communities are largely similar in population size and the extent of urbanization. The authors present an analysis of the different approaches contrasting Australia with the USA, comment on their comparative success, and discuss the relevance of the two experiences for developed and developing nations in the context of environmental policy making to control storm water and urban runoff pollution.

Abstract:
Urban forests provide many ecosystem services, such as reducing heat, improving air quality, treatment of stormwater, carbon sequestration, as well as biodiversity benefits. These benefits have resulted in increasing demand for urban forests and strategies to maintain and enhance this natural infrastructure. In response to a broader resilience strategy for Melbourne, Australia, we outline how a metropolitan-wide urban forest strategy (Living Melbourne) was developed, encompassing multiple jurisdictions and all land tenures. To this end, we mapped tree cover within the Melbourne metropolitan area, modelled potential habitat for some bird species, and investigated the role of tree cover for urban heat island mitigation. We outline the consultation and governance frameworks used to develop the strategy, the vision, goals and actions recommended, including canopy and shrub cover targets for different parts of the metropolitan area. The metropolitan-wide urban forest strategy acts as an overarching framework to guide local government authorities and various stakeholders towards a shared objective of increasing tree cover in Melbourne and we discuss the outcomes and lessons from this approach.

Abstract:
The consensus of using the compact city as a model for urban sustainable development has inevitably led to governments restricting outer urban expansion as an urban management tool. Urban growth boundaries (UGBs) have become one of the most widely used policy tools to achieve this goal. To evaluate the impact of UGBs on urban sustainable development in Melbourne, Australia, we compare the temporal and spatial changes of population, dwelling density, and growth before and after the implementation of the UGB policy in the Melbourne metropolitan area. The results indicate that, since the implementation of the UGB policy, the urban population, dwelling density, and growth have significantly accelerated; however, nearly half of the new population is located on the urban fringe. Based on the pressure of population growth, the UGB in Melbourne has been adjusted frequently, which has reduced its binding force on urban growth. Herein, we focus on the reasons for amendments to the Melbourne UGB, namely, urban density and the intensity of urban land use and compare the UGB policies of the Melbourne and Portland, Oregon (USA), metropolitan areas. We argue that the state government should restrict urban growth boundaries and increase urban density. At the same time, UGB policy must be coordinated with broader government policy, such as urban land use, urban transportation, and environmental planning, and a mechanism should be established to release land supply in defined areas. In addition, governments should expand public participation in the UGB amendment process and in supporting the implementation of the UGB policy

The bulk and retail water companies of the greater Melbourne area are developing the 2009 Metropolitan Sewerage Strategy to provide sustainable sewerage services to 2060. The objective of the strategy is to establish long term principles and near term actions to produce a robust sewage management system for Melbourne. Melbourne's existing sewerage system is largely centralised and discharges to two major treatment plants. Several small satellite treatment plants service local urban areas generally more distant from the centralised system. Decentralised and on-site wastewater systems are options for future sewage management and could play a role in local recycling. A portfolio of 18 on-site and decentralised concept designs was developed, applicable to the full range of urban development types in Melbourne. The concepts can be used in evaluation of metropolitan system configurations as part of future integrated water cycle planning. The options included secondary and tertiary treatment systems incorporating re-use of water for non potable uses, urine separation, black and greywater separation and composting toilets. On-site and cluster treatment systems were analysed. Each option is described by its indicative capital and operating costs, energy use and water and nutrient balances. This paper summarises and compares the portfolio mix of decentralized and on-site options in Melbourne's context.

Abstract:
As growth regions evolve to accommodate the increasing population, they need to develop a wider variety of residential properties to accommodate the varying needs of the residents. As a result, the new accommodation is denser which involves higher embodied water carbon and energy. This research compares the construction differences in metropolitan and growth regions of Melbourne to identify embodied carbon, water, and energy. Representative areas of 25 km2 are selected from both regions. The growth region has 80% of the built area comprised of 2nd generation low-rise residential buildings whereas the prolific construction type in the Metropolitan region is mixed purpose industrial with 30% of the built area comprising of this type. The methodology implies open-source satellite imagery to build a spatial dataset in QGIS. The visual identification of the constructions in the study areas enables to identity the materials used in their construction. The total embodied carbon, water, and energy for the Metropolitan region are 32,895 tonnes, 4192 mL, and 3,694,412 GJ, respectively, whereas in the growth region, the totals are 179,376 tonnes carbon, 2533 mL water, and 2,243,571 GJ. Whilst Metropolitan has a significantly higher overall footprint when this is compared to the population of each region, it is shown that the growth region with its current construction type has a higher embodied carbon, water, and energy per head. The total per head for Metropolitan is 226.7 GJ energy, 257 kL water, and 20 tonnes carbon, whereas in the growth region, the embodied energy, water, and carbon, respectively, per head is 287.4 GJ, 324.6 kL, and 22 tonnes. The current performance per head of the growth region is considerably lower than that of Metropolitan. Using diverse residential construction types and efficient materials can serve the demanding needs of denser populated areas.

The distribution and density of red fox populations was investigated in metropolitan Melbourne from 1990 to 1993. Distribution data were collected from sightings reported by members of the public, from spotlight and active den surveys, and from trapping and road kills. Archival data suggested that resident populations of foxes have been present within the inner metropolitan area since the early 1940s. Contemporary fox populations were found to be extensively distributed throughout the urban area, with few 1-km 2 grids within a 5-km radius of the Central Business District not containing foxes. Density estimates were based on nearest-neighbour analysis of active natal dens in four field sites. Observations of cubs over a 4-year period at 17 dens within the field sites revealed a mean litter size of 4.36 cubs. Mean 4-year density estimates for each field site, immediately after the breeding season, were 0.47–2.55 dens km −2, which was estimated to represent 3–16 foxes km −2. Density estimates may be conservative, as family groups may contain more than one non-breeding adult. The implications of these data are discussed with respect to the potential role of the urban fox in the epidemiology of rabies. It was concluded that fox populations at the field sites were of sufficient density to maintain a sylvatic epizootic of rabies.

Objectives The aim of the present study was to provide qualitative insights from urban-based junior doctors (graduation to completion of speciality training) of the effect of rural placements and rotations on career aspirations for work in non-metropolitan practices. Methods A qualitative study was performed of junior doctors based in Adelaide, Brisbane and Melbourne. Individual face-to-face or telephone semistructured interviews were held between August and October 2014. Thematic analysis focusing on participants’ experience of placements and subsequent attitudes to rural practice was undertaken. Results Most participants undertook rural placements in the first 2 years after graduation. Although experiences varied, positive perceptions of placements were consistently linked with the degree of supervision and professional support provided. These experiences were linked to attitudes about working outside metropolitan areas. Participants expressed concerns about being ‘forced’ to work in non-metropolitan hospitals in their first postgraduate year; many received little warning of the location or clinical expectations of the placement, causing anxiety and concern. Conclusions Adequate professional support and supervision in rural placements is essential to encourage junior doctors’ interests in rural medicine. Having a degree of choice about placements and a positive and supported learning experience increases the likelihood of a positive experience. Doctors open to working outside a metropolitan area should be preferentially allocated an intern position in a non-metropolitan hospital and rotated to more rural locations. What is known about the topic? The maldistribution of the Australian medical workforce has led to the introduction of several initiatives to provide regional and rural experiences for medical students and junior doctors. Although there have been studies outlining the effects of rural background and rural exposure on rural career aspirations, little research has focused on what hinders urban-trained junior doctors from pursuing a rural career. What does this paper add? Exposure to medical practice in regional or rural areas modified and changed the longer-term career aspirations of some junior doctors. Positive experiences increased the openness to and the likelihood of regional or rural practice. However, junior doctors were unlikely to aspire to non-metropolitan practice if they felt they had little control over and were unprepared for a rural placement, had a negative experience or were poorly supported by other clinicians or health services. What are the implications for practitioners? Changes to the process of allocating junior doctors to rural placements so that the doctors felt they had some choice, and ensuring these placements are well supervised and supported, would have a positive impact on junior doctors’ attitudes to non-metropolitan practice.

Purpose The purpose for this paper is to share jurisdictional knowledge on local law-making theory and praxis, an area of law not well represented in the literature despite its involvement in day-to-day life. Design/methodology/approach The paper not only shares knowledge about the local law-making process in Melbourne, Australia, but also explores attitudes to local law-making gathered through semi-structured interviews from a sample of relevant stakeholders. Findings The paper reports on findings from a study undertaken in Melbourne, Australia. Stakeholder perceptions and attitudes were canvassed regarding local law-making in the areas of land use planning and waste management. Overall, stakeholders were satisfied that Melbourne is a robust jurisdiction offering a fair and transparent local law-making system, but they see scope for more public participation. Research limitations/implications The findings suggest that even though the state of Victoria offers a fair and transparent system of local law-making, there is still significant scope for more meaningful involvement from the community, as well as space for more effective enforcement of local laws. The stage is set for greater cross-jurisdictional reciprocal learning about local law-making between cities. Originality/value This paper offers meaningful and utilitarian insight for policy and law makers, academics and built environment professionals from relevant stakeholders on the operation and transparency of local law-making.

Abstract:
Suburban centres policies in Greater Vancouver, metropolitan Melbourne, and Bellevue, Washington are examined to derive general lessons toward the improvement of this type of policy. It is found that two attempts to pursue the development of a regional system of suburban centres have been unsuccessful, while a municipally-based policy has achieved some success in terms of the physical design of a suburban downtown. Patterns of private sector development are found to have been very little affected by any of the case study policies. Further, several assumptions concerning the linkages between public transit and land use in suburban centres are found to require further careful examination before they should be used as a basis for future policy development.

Recent resolutions by the Global Ministerial Conference on Road Safety called for a blanket 30 km/h speed limit in urban areas to address this problem. A project undertaken in Melbourne, Australia, set out to evaluate the effectiveness and benefits of a lower speed limit in a local residential area in the City of Yarra. The intervention comprised replacing 40 km/h speed limit signs in the treated area with 30 km/h signs with an adjacent untreated control area. A before and after study was employed with speed, resident surveys, and estimated safety benefits as measures of its success. Modest reductions in mean speed were observed in the after-phase of the study while benefits were impressive for vehicles travelling at higher speed levels where the risk of severe injury or death is greater. These findings represent an estimated 4% reduction in the risk of severe injury for pedestrians in the event of a collision. Questionnaire responses showed an increased degree of support for the 30 km/h speed limit in local streets in the trial area. The implication of these findings for road safety is discussed, along with the challenges and potential hurdles. Lower speed limits in local streets and municipalities is one important measure to help address vulnerable road users in residential local streets.

Abstract:
In 1968, the Housing Commission, Victoria, built a series of high-rise towers in response to an identified metropolitan planning issue: urban sprawl and the outward growth of metropolitan Melbourne. This “solution” precipitated a crisis in urban identity. The construction of the first of a series of these modern high-rise towers at Debney Park Estate, Carlton and Park Towers, South Melbourne displaced significant immigrant communities. This became the impetus for the formation of Residential Associations who perceived this project a major threat to existing cultural values pertaining to social and built heritage. This paper examines the extremely polarising events and the positions of both the Housing Commission and the Residential Associations over the course of fifteen years from 1968. The research is grounded in an historical review of government papers and statements surrounding the social housing towers, as well as scholarly articles, including information gathered by Renate Howe and the Urban Activists Project (UAP, 2003-2004). The historical review contextualises the dramatically vocal and well-publicised positions of the Residential Associations and the Housing Commission by reference to the wider social circumstances and the views of displaced community groups. Looking beyond the drama of the heated debate sparked by this crisis, the paper exposes nuances within the positions, investigates the specifics of the lesser known opinions of displaced residents and seeks to re-evaluate the influence of the towers on the establishment of an inner urban community identity.
