Abstract:
This article discusses the challenges facing public transport in Ukraine in terms of reducing fuel consumption and emissions. The absence or insufficient development of means and methods for monitoring driver behaviour, as well as high staff turnover, create significant difficulties in controlling drivers and vehicles. A conducted study in Lutsk, the administrative center of the Volyn region, analyzed the driving behavior of passenger buses in the city. Results showed that typical driving modes include idling (40%), acceleration (18%), driving at a constant speed (29%), and braking (13%). The study also revealed average accelerations and decelerations, and these results do not meet the requirements of ecological driving. The correlation between driver behavior and these dynamic acceleration and braking characteristics has been established. Possible causes for this phenomenon are discussed in the study. The article proposes the introduction of modern solutions to solve these problems. These solutions are Eco-Driving Assistance Systems (EDAS) or integrated systems, such as FleetControl from TRIONA, which can help learning operating conditions and reduce fuel consumption and emissions. These programmes can also serve as effective monitoring tools for individual drivers and transport companies. This paper describes these applications and reviews the research related to their use and development. In addition, the article highlights the importance of training drivers in eco-driving as a cost-effective method of improving fuel efficiency in transport companies. The paper concludes by emphasising the need for further research to fully understand the complexities of public transport in Ukraine and the potential benefits of introducing innovative technologies for a more sustainable and efficient future for the industry.

Abstract:
Studies related to transportation planning and development have been in the center of activities of many researchers in the past decades. Road congestions issues, economic problems, health problems and environmental problems are some examples of complex problems that can be caused by urban and public transportation in big cities. Evaluating urban and public transportation systems could help to reach effective solutions to overcome these issues. This article presents a short bibliographic review of some recent studies on Multi-Criteria Decision-Making (MCDM) approaches for evaluating urban and public transportation systems. To this aim, Scopus was chosen as the database for making a search on journal articles. Scopus is trusted by major institutions in the world, and all journals covered in this database are inspected for sufficiently high quality each year. The search was made on the journal articles from 2017 to 2022 (July). The analyses presented in this study show that the Analytic Hierarchy Process (AHP) method is the most used method, which has been applied to different studies in the field of urban and public transportation systems based on MCDM approaches. According to the analysis of the number of articles, Turkey is ranked 1st among different countries, and “Budapest University of Technology and Economics” (Hungary) is 1st in the ranking of institutions. Moreover, most of the articles have been published within the “social sciences” subject area. The recent trend in different studies on urban and public transportation systems shows the importance of using MCDM approaches in this field. Moreover, noticeable employment of fuzzy sets in several studies is a point that can shows the significant role of uncertainty in dealing with this type of problems.

Abstract:
The purpose of the article is to identify the tasks of developing urban transport infrastructure and changing the transport behavior of passengers. Urban transport should allow solving the following tasks: the possibility of planning the travel time, ensuring the reliability and safety of the trip, creating conditions for the availability of transport services at their cost, safety and comfort, as well as providing transport services at minimal economic costs. In the process of applying analytical research methods, actual problems of urban infrastructure have been identified and directions for solving these problems have been proposed. Human transport behavior in the conditions of rapid development of information and communication technologies has been analyzed. The growing digitalization leads to the creation of a wide variety of proposals for the implementation of mobility and its use. In addition to multimodality, this also applies to suggestions for information support and organization of systems.

Abstract:
Urban public transport systems must be economically efficient and additionally environmentally sustainable. Available decision support systems, including multiple criteria decision models, allow identifying which urban public transport vehicles are acceptable and those that should no longer be used in efficient and environmentally friendly cities. Previous research has ranked urban public transport vehicles by applying analytic hierarchy process multi-criteria decision-making models, from economic and non-polluting perspectives. However, until now, the types of vehicles acceptable for fleet renewal have not been identified. This study proposes a consistent combination of the ELECTRE TRI multiple criteria decision sorting method and the DELPHI procedure, the objective of which is to identify which urban public transport vehicles are acceptable, taking into consideration a suggested sustainable threshold, which includes economic and environmental strict requirements. The proposed model is based on 2020 Madrid urban public road transport data, published by Madrid City Council, which were compiled by the authors, and assessed by a panel of 20 experts to identify criteria and factors included in the model. Findings help local administrations to identify which urban public transport vehicles should be progressively replaced by those classified as economically efficient and additionally environmentally sustainable.

Abstract:
Thesis (Ph. D.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2008.
Includes bibliographical references (p. 285-294).
Transfers are endemic in public transport systems. Empirical evidence shows that a large portion of public transport journeys involve at least one change of vehicles, and that the transfer experience significantly affects the travelers' satisfaction with the public transport service, and whether they view public transport as an effective option. Despite their importance, however, transfers have long been overlooked by decision-makers, transportation planners, and analysts. Transfer-related research, practice, and investments are rare compared with many other aspects of transportation planning, probably because (1) the underlying transfer behavior is too complex; (2) the analysis methods are too primitive; and (3) the applications are not straightforward. This dissertation focuses on these issues and contributes to current literature in three aspects: methodology development, behavior exploration, and applications in practice. In this research, I adopt a path-choice approach based on travelers' revealed preference to measure the disutility associated with transfer, or the so-called transfer penalty. I am able to quantify transfer experience in a variety of situations in great spatial detail, and reduce the external "noises" that might contaminate the model estimation. I then apply the method to two public transport networks: a relative small and simple rail network (subway and commuter rail) in Boston and a large and complex network (Underground) in London. Both networks offer a large variability of transfer environment and transfer activities. Estimation results show high system-wide transfer penalties in both studies, indicating that transfer experience can have a very negative impact on the performance and competitiveness of public transport. They also suggest that the system-average value has limited applications in planning and operation because the transfer penalty varies greatly across station and movement. Such variation is largely caused by different transfer environments, not by different personal characteristics, attitudes, preferences, or perceptions, at least in the two investigated networks.
The two applications to the London Underground network illustrate that the lack of careful consideration of transfer effect can lead to inaccurate passenger flow estimation as well as less credible project evaluation and investment justification. The results further confirm the potential, as well as the importance, of transfer planning in major multimodal public transport networks.

Ahern, Aoife. "The potential impact of new urban public transport systems on travel behaviour." Thesis, University College London (University of London), 2001. http://discovery.ucl.ac.uk/1317551/.

Full text
Abstract:
Predicting the potential impacts of new urban public transport on people's travel behaviour is very complex. A key aspect of travel behaviour is the choice of mode. It is particularly difficult to estimate the number of people who will use new urban public transport systems. Understanding modal choices related to these systems is especially important in view of concerns about the impact of the car on the environment, on quality of life and on congestion levels in towns and cities. In this thesis, the modal choices of potential users of two new light rail systems, Luas in Dublin and Tramlink in Croydon, are examined. The decision-making processes behind these people's modal choices are explored using a theory that has been borrowed from social psychology called the Theory of Planned Behaviour. In order to apply the Theory of Planned Behaviour it is necessary to identify the attitudes, beliefs and perceptions of behavioural control of potential users. Hence, interviews have been carried out with potential users of Croydon Tramlink in the six months immediately prior to its opening. This thesis will describe those interviews, the analysis of them and the findings. In addition, follow-up studies were conducted six months after the opening of the system in order to examine how many of the interviewees had used the system. In Dublin, questionnaires were distributed to potential users of the new light rail system planned for the city. The questionnaires were distributed 2 years before the planned opening of the system. The thesis concludes that the Theory of Planned Behaviour is an appropriate tool for understanding and explaining modal choices, particularly those modal choices that relate to new urban public transport. It is also concluded that both Luas and Tramlink are likely to be successful systems and will generate new trips.

Prendiville, Alison. "An investigation into the design and specification of revenue collection systems in urban mass transit." Thesis, University of East London, 2001. http://roar.uel.ac.uk/1226/.

Full text
Abstract:
This thesis describes the nature of the specification and design of revenue collection systems from four urban mass transit systems: Manchester Metrolink, Sheffield Suptertram, Grenoble Tag Light Rail system and the Netherlands National Ticketing system. Previous research in this area has been generated from an industry perspective that has focused on new technologies and types of ticketing systems available. In addition fare collection is frequently discussed, and there is academic research available, in relation to pricing theory and policy. However, as yet there appears to be no theoretical or empirical research examining urban mass transit revenue collection systems and their specification. This research was initiated from a supplier of revenue collection systems expressing dissatisfaction in the design and specification selection procedure. In addition there was a need to conceptualise the important role that a revenue collection system plays in achieving a public transport operator's objectives. The aim of this study was to add to the theoretical base of this research area through the four case studies and to improve the design and selection of revenue collection systems in `real life' situations. Due to the nature of the research area being `real world' and revenue collection systems being bespoke, theoretical propositions were created from the literature review in order to guide the research and test the hypothesis. Through the theoretical proposition the role of the revenue collection system in a service marketing context is also established. This thesis is presented in seven chapters. Chapter 1 provides an introduction and background information to the research area. In Chapter 2 the research methodology is discussed together with the nature of the research. In Chapter 3 the literature review and the generation of the theoretical propositions and hypothesis are presented. In Chapter 4 the case studies describe the nature of the revenue collection systems and their specifications. In chapter 5 the case study analysis is undertaken based upon the theoretical propositions. Chapter 6 presents the overall conclusions and tests the hypothesis; it also presents recommendations for improving revenue collection system specification. Finally Chapter 7 discusses the research and its strengths and weaknesses and suggests areas for further research.

Abstract:
The vulnerability of guided transport systems facing natural hazards is a burning issue for the urban risks management. Experience feedbacks on guided transport systems show they are particularly vulnerable to natural risks, especially flood risks. Besides, the resilience concept is used as a systemic approach for making an accurate analysis of the effect of these natural risks on rail guided transport systems. The purpose of this thesis is to provide an analysis of guided transport systems’ resilience in the face of flood risks through a study of the failure mechanisms to which the components of these systems are subjected. Indeed, the urban critical infrastructures such as guided transport systems are complex systems in which the components are strongly interdependent. This interdependency may imply many failures caused by cascade effect within the system. Moreover, the qualitative methodology is linked to a probabilistic framework. Indeed, from the probability of a natural hazard occurring with a given intensity through components failures due to cascade effect, the objective is to assess the probability of degraded modes of operation. This probabilistic framework allows to shift from a qualitative approach based on dependability methods to a quantitative approach based on Bayesian networks

Abstract:
Increasing population growth in urban areas has led to significant problems, stretching the limits of existing urban transportation systems. While once playing a critical role in transport in the early development of cities, water transport has since declined sharply in relevance with increases in bridges, tunnels and the widespread proliferation of automobiles. But land based mass transit systems are often reaching capacity. These issues have led to a resurgence of interest in the use of urban ferry services as transport corridors along currently underutilised waterways. Cities such as Brisbane, New York, London, Gothenburg and Bangkok have operating urban ferry systems which play an important role in the transport functions of each city. In order to provide a better understanding of the operation of water transport services, their wider impact and the implications for their inclusion in future city planning, this thesis investigates key issues for planning this form of transport.

Abstract:
Traffic system analysis and planning is a very complex process that requires quality input data collected on a relevant sample and over a relevant time period. The project Sustainable Urban Mobility Boost Smart Toolbox aims at development of the methodology (toolbox) in data rich reality, which is combining traditional and novel data science approach for transport system analysis and planning. It enables digital transformation of existing (traditional, ingrained) analytic methodologies by novel utilization of mobile network infrastructure as urban mobility data sources (spatio-temporal data on population migrations gathered from anonymized mobile network logs) and data science capabilities. The project is funded by the EIT Urban Mobility Regional Innovation Scheme RIS 2020. The end product will provide transport planners with insight in spatial distribution of commuters and their transport means. Also, it will propose methodology for the identification and implementation of the measures for improvement of the transport system based on input data. Primary goal of the Project is to provide universal methodology suitable for any city to create sustainable transport system.

Abstract:
The King Abdulaziz Project for Public Transport in Riyadh city is one of the world’s largest urban transit systems being developed. The project aims to meet the demands of the city’s growing urban population while reducing traffic congestion, heavy private car dependence and air pollution. The performance of any public transport system largely depends on its accessibility. Therefore, this study evaluates the populations’ access to Riyadh’s public transport stations using network analysis tools based on geographic information systems.

Full text
Abstract:
The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.

Full text
Abstract:
Transport Network Companies (TNCs) have become a popular alternative for mobility due to their ability to provide on-demand flexible mobility services. By offering smartphone-based, ride-hailing services capable of satisfying specific travel needs, these modes have transformed urban mobility worldwide. However, to-date, few studies have examined the impacts in the Latin American context. This analysis is a critical first step in developing policies to promote efficient and sustainable transport systems in the Latin-American region. This research examines the factors affecting the adoption of on-demand ride services in Medellín, Colombia. It also explores whether these are substituting or competing with public transit. First, it provides a descriptive analysis in which we relate the usage of platform-based services with neighborhood characteristics, socioeconomic information of individuals and families, and trip-level details. Next, factors contributing to the election of platform-based services modeled using discrete choice models. The results show that wealthy and highly educated families with low vehicle availability are more likely to use TNCs compared to other groups in Medellín. Evidence also points at gender effects, with being female significantly increasing the probability of using a TNC service. Finally, we observe both transit complementary and substitution patterns of use, depending on the context and by whom the service is requested.

Abstract:
This publication reports on some of the health challenges facing cities. It aims to serve as a guide for public managers and decision makers optimize the great potential of cities to improve the well-being of those who reside in the cities of Latin America and the Caribbean. It is organized in two parts. The first part, Health Inequalities in Latin American Cities, focuses on identifying the ways in which social inequality has led to negative health outcomes, in order to make visible the relevance of the challenge of inequality and the urgency to grapple with it. The second part, Urban Policies for Healthy Cities, focuses on how cities can contribute to improving the health standards in their population. The publication addresses critical issues for urban health, such as the interdependence between physical-social factors and health, the relationship between urban characteristics and the incidence of COVID-19, the connections between social inequality and exposure to pollution environment, the relationship between urban planning and gender violence, the power of urban interventions -such as public transport and social housing- to improve health indicators, and the relevance of having good data to improve the accessibility of health systems. Full text
Abstract:
Property tax is a significantly under-utilised tax instrument in Punjab, accounting for only 6% of the total provincial tax. With a population of over 100 million, all of Punjab collects less urban property tax than the city of Chennai in India, home to about 10 million people. Punjab's cities have significant service delivery deficits. For example, only 35% of urban households in Punjab have piped water. These deficits will worsen in the absence of local financing that can be used to make public investments. This policy brief outlines the current landscape of property taxation in Punjab, highlights the significance of this source of public finance, and frames future policy direction, particularly the trade-offs between various valuation systems.
