Abstract:
We are a nation of cities. The 1980 census reported that almost three out of every four Americans lived in urban areas, and estimates are that the 1990 census will show that the proportion of the population living in urban areas will increase further. Many of the nation's most pressing domestic problems deeply affect the well being of urban residents: welfare reform, homelessness, substance abuse, education, health care for the uninsured, quality of the work force, and the like, all have significant urban dimensions. And while we may never see “urban” regain the popularity it obtained during most of the 1960s, any policy response designed to address these pressing problems will have a major urban component; whether it is called urban policy is another matter. It was interesting to observe during the past presidential campaign how frightened the candidates were of using the word urban or city. While I have not yet seen a content analysis of the 1988 election campaign, the words urban and city were noticeably absent from the debates, speeches, and sound bites. We did, however, hear a lot about community in one of the debates.The purpose of this essay is to highlight some of the prominent issues cities and their residents are likely to face in the 1990s, with emphasis on ways in which these issues can be structured into an undergraduate urban policies and urban policy curriculum through reference to the recent book literature.

ResumenLa dimensión urbana de la Política de Cohesión de la Unión Europea (UE) ha ejercido una influencia de calado en la política urbana en el marco español. Dentro de la misma, las Iniciativas Comunitarias URBAN (1994-1999) y URBAN II (2000-2006), y la Iniciativa Urbana (2007-2013) han contribuido a un nivel relevante de europeización de dicha política en el país. En el periodo 2014-2020 el eje urbano de la Política de Cohesión ha contado con continuidad a través del lanzamiento de 173 Estrategias de Desarrollo Urbano Sostenible Integrado (EDUSI) por parte del Ministerio de Hacienda. Su estudio es pertinente en el momento presente al no haberse llevado a cabo todavía un análisis general de este instrumento, y al conllevar el mismo la introducción de un conjunto de cambios importantes en la línea iniciada por instrumentos anteriores. Este trabajo tiene dos objetivos principales: i) analizar y entender la genealogía del instrumento enmarcándolo en el contexto comunitario y español desde una perspectiva diacrónica de europeización; ii) analizar y entender en qué medida las EDUSI suponen la plasmación en el país del enfoque hacia una mayor competitividad de las ciudades, potenciado en la última década en el marco del eje urbano de la Política de Cohesión, en detrimento de un enfoque de regeneración urbana integrada. Para alcanzar ambos objetivos este trabajo lleva a cabo un análisis cualitativo de las EDUSI a través de ocho categorías analíticas. Se llega a un entendimiento en profundidad de la genealogía del instrumento, así como a un conjunto de conclusiones que se acompañan de recomendaciones de política relevantes para orientar el eje urbano de la Política de Cohesión en el periodo 2020-2027.AbstractThe urban axis of the Cohesion Policy has exerted a profound influence on urban policy in the Spanish framework. The URBAN Community Initiatives (1994-1999) and URBAN II (2000-2006), and the Urban Initiative (2007-2013) have resulted in a relevant Europeanization of that policy. In the 2014-2020 period, the urban axis of the EU policy has been formalized in the country through the launch of 173 Integrated Sustainable Urban Development Strategies (ISUDS-EDUSI). The study of this instrument is pertinent at the present time as an in-depth analysis of this instrument has not been addressed so far by the literature. This work has two main objectives: i)to analyze and understand the genealogy of the EDUSI in the UE and Spanishframeworks from a diachronic Europeanization perspective; ii) to analyze and understand to what extent EDUSI represents the embodiment of the approach promoted in the last decade in the framework of Cohesion Policy towards greater competitiveness of cities and efficiency of European Funds at the expense of an integrated urban regeneration vision. To achieve both objectives, this work carries out a qualitative analysis of 167 EDUSI through eight analytical categories. In-depth knowledge of the instrument is reached, as well as a set of conclusions that are accompanied by relevant policy recommendations to guide the urban axis of Cohesion Policy in the 2020-2027 period.

O trabalho objetiva analisar, numa perspectiva econômica, as implicações mais relevantes da utilização, pelas prefeituras brasileiras, de alguns novos e importantes instrumentos de política urbana, introduzidos no recentemente aprovado Estatuto da Cidade. Fazendo uso das relações entre os conceitos de externalidades, densidade urbana e função utilidade, o trabalho pretende mostrar que a aplicação criteriosa de alguns instrumentos de política urbana consagrados no Estatuto da Cidade, especialmente a concessão onerosa de adicional de potencial construtivo, pode contribuir para a correção de distorções geradas no processo de expansão da cidade e propiciar a promoção de trajetórias de crescimento urbano mais desejáveis do ponto de vista social e urbanístico.Palavras-chave: desenvolvimento urbano; externalidades e densidade urbana; Estatuto da Cidade; adicional de potencial construtivo; outorga onerosa. Abstract:
The importance of gas as the major source of fuel energy has recently been on the rise, reducing the traditional dependence on coal and coal briquets significantly. Accordingly, how to distribute government incentives among alternative sources of energy becomes an important policy issue. While admitting that the decision will be ultimately swayed by political considerations, this paper suggests that there are several policy criteria which, if properly adopted, would help rationalize energy policymaking. The author argues that in addition to the traditional criteria such as efficiency and equity, the uncertainties of the energy policy system and the consistency and continuity of the policy should be considered as substantive policy criteria as well. Among those, this paper focuses on the equity effects of gas and coal subsidies for various income groups. Evaluating the current distribution of government subsidies fairly equitable and favoring a greater reliance on gas as major source of energy in the future in light of its higher social benefits, this paper warns against the negative equity effects of gas subsidy for the lower income class, particularly when it is combined with the withdrawal or reduction of coal briquet subsidy currently available to them.

A ênfase encontra-se no papel do Poder Público local e sua articulação com a iniciativa privada para a produção de moradias de baixa renda. Discute a relação entre as políticas urbanas e habitacionais e a implantação de empreendimentos pela iniciativa privada, seus mecanismos e efeitos na produção do espaço urbano, tendo como estudo de caso empreendimentos financiados pelo Programa de Arrendamento Residencial (PAR) da Caixa Econômica Federal, na cidade de Presidente Prudente, localizadano oeste do Estado de São Paulo. It discusses the relationship between the urban and housing policies and the enterprises implementation by private initiative, its mechanisms and effects on the production of urban space, taking as study case projects financed by the Residential Leasing Program (PAR) of Caixa Econômica Federal, in the city of Presidente Prudente, located in the west of Sao Paulo state.In the case dealt, the lack of urban policy with clear guidelines for housing policy leads to a direct action of private capital, which contributes to the production of exclusive and segregated spaces.Keywords: urban policy, urban expansion, sociospatial segregation, social interest housing, residential leasing program.

Abstract:
Desvendar processos espaciais e possibilidades de planejamento em áreas de transição rural-urbana é o objetivo deste trabalho. Partiu-se do pressuposto de que, embora essas áreas não tenham sido historicamente o foco central do planejamento urbano, expressam hoje forte convergência de interesses, processos e conflitos socioeconômicos, territoriais e ambientais. Portanto, não é possível promover a ocupação e o uso sustentável e socialmente justo de todo o território municipal, como define o Estatuto da Cidade (Lei nº 10.257/01), se não há descritores técnicos e instrumentos urbanísticos capazes de garantir efetivas possibilidades de planejamento nas áreas de transição rural-urbana. Pôde-se constatar que, apesar dos recentes avanços legais/institucionais no campo da reforma urbana, ainda há muitas limitações no que diz respeito ao enfrentamento dos graves problemas decorrentes do processo histórico de uso e ocupação do território, espraiado, incompleto, especulativo, e o seu consequente planejamento. Palavras-chave: planejamento urbano; política urbana; transição urbano-rural. Abstract: To investigate spatial processes and city planning possibilities for the rural-urban transition areas is the objective in this paper. Was anticipated that even if these areas have not been, historically, centered by urban planning focus, they express, currently, a strong convergence of interests, processes and conflicts on social-economic, territorial and environmental issues. So, it’s not possible to promote a sustainable and socially just occupation and land use of the whole municipality area – as it is defined by the Estatuto da Cidade (“City Statute”, a 2001 Brazilian Federal Law) – if we do not have urban policy instruments that could actually guarantee urban planning possibilities for the rural-urban transition areas. Was evident that although the recent legal and institutional advances for the Urban Reform ideals in Brazil, it stills many difficulties to face the serious problems that come from an historical process of spread, incomplete and speculative land use and occupation, and its consequent planning issues.
