Abstract:
As a high quality green belt in the city, a city's waterfront landscape is can be a liveable and comfortable place. For citizens, it is also an attractive place to live in. A good city waterfront landscape can be updated and maintained by itself. Therefore, we can not treat the urban waterfront area as just a beautiful landscape in aesthetic terms, but we should also understand it in deeper and broader dimensions. The urban waterfront landscape directly affects the urban structure, the urban ecological environment and the life quality of the urban residents. By analysizing the two cases, Western Harbor in Malmö and Jinji Lake in Suzhou China, we can draw some interesting conclusions about waterfront landscape. Through the discussion of this subject, I aim for an understanding of the urban waterfront landscape as a harmonious system with the artificial and natural landscapes working together, based on scientific and artistic aspects.

Abstract:
In this dissertation we propose an objective method for updating traditional urban planning methodologies based on input from citizens regarding their current and future urban requirements. Specifically, our methodology is based on citizen web – based surveys regarding urban time use allocation and opinions concerning how to cover urban needs, and on the use of data mining tools to process the collected data. The Smart Urban Planning Method allows to obtain new planning values for urban land use design using an innovative conversion rule which transforms the daily distribution of urban time use into quantities of urban land use. We test our Method by experimenting with a case study on the specific urban subsystem of public facilities and services, and use Girona Province as a pilot area. Our novel Method obtains new, objective, and more accurate design values for the planning of facilities and services using citizens’ satisfaction thresholds.
En la present dissertació proposem un mètode objectiu per a l’actualització de les metodologies tradicionals de planificació urbanística basat en l’opinió dels ciutadans al respecte dels seus requeriments urbans presents i futurs. Específicament, la nostra metodologia està basada en enquestes web a la ciutadania per conèixer com distribueixen el seu temps urbà i en la opinió de com cobrir les seves necessitats urbanes. S’utilitzen eines de mineria de dades per al processat de les dades recollides. El Mètode Smart Urban Planning permet obtenir nous valors de planificació urbanística per al disseny dels usos del sòl amb la utilització d’una innovadora regla de conversió que transforma la distribució diària del temps urbà en quantitats d’usos del sòl urbà. Provem el nostre Mètode experimentant amb un cas d’estudi en el subsistema urbà dels equipaments i serveis públics, i emprem la província de Girona com a àrea pilot. El nostre Mètode innovador obté nous valors de disseny per a la planificació urbanística dels equipaments i serveis més objectius i acurats a partir d’índexs de satisfacció ciutadana.

Objetiva-se, com essa dissertação procurar a essência da produção e da reprodução da cidade, baseada na abordagem do consumo do e no espaço, tendo como alvo de investigação as ações do poder público, dos moradores e dos donos do capital, ponderando ainda o grau de influência de cada um, e verificando como o poder público tem intermediado esses conflitos, de forma a detectar quais os interesses envolvidos nessa forma de planejar a cidade. Na análise dessa problemática tomar-se-á como área de estudo a avenida Presidente Tancredo de Almeida Neves, na cidade de Rio Claro (SP), sendo que essa uma área foi conquistando uma significativa centralidade no decorrer dos anos. Espera-se com esse estudo contribuir para o entendimento dos processos e dinâmicas sócioespaciais, recentes na cidade de Rio Claro, interior de São Paulo.
My aim with this dissertation is to look for the city's production and reproduction essence, based on the approach for and in the space's consumption, taking as a target of investigation the actions of the public power, from the capital's owners residents, considering still the influence degree of each other and checking as the public power has been intermediating these conflicts about the form to detect which wrapped interests in this city's planning form. In this problematic analysis we'll take as the study's area the Presidente Tancredo de Almeida Neves Avenue, in Rio Claro City (SP), knowing that the area was conquering a centralized significant in the course of the years. It waits in spite of the fact that this study contributes to the understanding of the processes and dynamic spacepartner, recently at Rio Claro City, in the countryside of Sao Paulo State.

Resumo: Este trabalho aborda a formação das primeiras Estâncias no Estado de São Paulo, e os fatores que inicialmente determinaram a escolha de um município como Estância. As condições sociais que precederam a necessidade, por parte do Governo do Estado, de eleger determinados municípios, a fim de torná-los Estâncias Sanitárias (primeira forma de distinção). Serão abordados aspectos históricos, sociais, condições sanitárias bem como fatores econômicos, e como estes vetores influenciaram o desenvolvimento do conceito "Estância". A evolução dos critérios e formas de classificação. O cenário climático presente no Estado de São Paulo, e sua condição de transição dentro do panorama nacional será discutido, buscando entender como sua relevância e distinção pode ser questionada, enquanto fator determinante na classificação do município. Outros fatores que relacionam o desenvolvimento da indústria do turismo com o desenvolvimento municipal serão analisados de forma criteriosa. O Plano Diretor proposto por Ruy Ohtake a administração pública morungabense será apresentado e discutido dentro do contexto da evolução urbana do município, que ainda hoje, enfrenta dificuldades para se definir entre industrial e turístico
Abstract: This paper addresses the formation of the first resorts in the state of São Paulo, and the factors that initially led to the choice of a municipality as Estancia. The social conditions that preceded the need for the State Government, to elect certain municipalities in order to make them Resorts Sanitary (first form of distinction). Historic social aspects, health conditions and economic factors, and how these vectors influenced the development of the concept "Stanza" will be addressed. The development of criteria and forms of classification. The present climate scenario in the State of São Paulo, and its transition condition within the national scene will be discussed, seeking to understand how its relevance and distinction may be questioned, as the determining factor in the rating of the municipality. Other factors relate to the development of the tourism industry to municipal development will be carefully analyzed. The Master Plan proposed by Ruy Ohtake morungabense the public administration will be analyzed and discussed within the context of urban evolution of the city, which still faces difficulties in defining between industrial and tourism

Abstract:
The emerging Information Communication Technologies (ICTs) provide the possibility of developing innovative approaches to replace the traditional approaches of using text, 2D-maps, images and graphs to facilitate better communication and collaboration. This thesis uses these emerging technologies to present an innovative collaborative virtual environment for multiple stakeholders to come together to visualise and analyse complex urban agendas and have an informed debate about the proposed plans, their inter-dependencies and intended outcome. The research has been driven by working closely with a group of stakeholders in the Black Country. The case study approach ensured the concerns of the majority of the stakeholders are addressed within an urban planning context involving a range of complex data sets. This research has designed and implemented a software framework that can create a VR-centred planning environment which can efficiently manage planning related datasets, support interactive visualisation and analysis, and enhance stakeholder engagement. The overall software system has been implemented within a co-located workspace comprised of a PowerWall, 3D input devices and conferencing facilities for 30 participants. The underlying unified urban model can integrate various geospatial data, demographic data and new urban plans to bring new developments to life. This model allows the users to reconfigure the urban space to suit the discussion points relevant to an urban scenario. Three types of evaluations have been conducted: performance evaluation, usability evaluation and business benefit evaluation. In this case the experiments have been conducted within an urban space of 350km2. The performance evaluation experiments have shown that the interactive response for rendering, navigation and interactive tasks are adequate for real-time performance. The human factors experiments show that the user interface is easy to learn and easy to use for typical interactive tasks. The proposed collaborative environment has been rated high by the stakeholders in terms of the value of this system for their urban tasks.

El contexto del estudio es una capital regional (Córdoba) en un país de menor desarrollo (Argentina). La extensión física, la segregación socioeconómica y la fragmentación urbana son las principales dimensiones para entender los procesos en curso. Con base en la evidencia empírica, el objetivo final de la investigación es impartir conocimientos sobre el proceso de expansión impulsado en un contexto de enfoque más flexible para las regulaciones de crecimiento urbano.

This thesis documents and examines seven histories of environmental and planning thought over the last century, drawing on Yiftachel's (1989) classification of planning theories. It provides evidence that environmental and planning theory over time is moving: away from the understanding of nature as an object; away from the notion of a unitary public interest in planning theory; toward an increasing recognition of uncertainty in environmental decisionmaking; away from instrumental rationality in planning decisionmaking; away from hard determinism in urban design and planning control theory; away from direct pollution controls in environmental policy theory.-- This thesis argues that these changes can be understood in the context of broader philosophical shifts around the issues of being, knowing and acting, involving a reevaluation of the relationships between: subject and object; value and fact; cause and effect.-- It suggests that the changes indicate a shift away from philosophical rationalism in policy theory over time. The thesis concludes that neither the extremes of rationalism or relativism provide a sound theoretical foundation for environmental planning. It suggests that future theoretical development is likely to come from the interaction of theoretical approaches influenced by non-Western cultures, and innovations produced by local cultures adapting existing theories to meet their specific needs.

The round shape has a natural township and city, which was a lot built in the history of mankind. For the construction of defensive structures circle is the most economical form. In the territories where the landscape allowed, the cities sought to round outlines, even the presence of a hill of rivers or riverand were not for the form of a circle obstacle. Like the rings in trees, as well as in historical development round city increases the ring residential quarters, protective and social buildings. Round form was associated with the minimum length of the city walls, which significantly saves the effort on their erection. A circulate shape is very simple to create on the terrain with one rather long rope. This form is readily achieved, which also speaks of its economic effectiveness.

While ecosystem service knowledge has demonstrated to enhance decision-making at different levels, successfully managing the interface between science and policies is still a challenge. The thesis focuses on cities, and aims to explore the integration of ecosystem services in urban planning processes and tools. A preliminary review of recent urban plans reveals shortcomings in current practices and the potential benefits of a further integration. At the conceptual level, the problem of integration is addressed by building a framework that shows the entry points and pathways through which planning actions affect the supply and demand of urban ecosystem services. The framework is applied to systematise a fragmented scientific evidence, and to select a set of indicators that planners can use to assess the impacts of planning decisions. At the operational level, the integration of ecosystem service knowledge is tested in a real-life planning context dealing with the prioritization of brownfield regeneration scenarios in the city of Trento (Italy). Alternative scenarios are assessed based on the beneficiaries of two key ecosystem services, namely microclimate regulation and nature-based recreation, hence compared through a multi-criteria analysis that allows exploring multiple perspectives and balancing competing interests. The last part of the thesis frames the integration of ecosystem services in urban planning in the wider context of spatial strategies for sustainable urban development. The six main spatial strategies agreed-upon at the European level, including the 'green city' strategy supported by the ecosystem service approach, are compared with the recent development trends of 175 European cities. The results reveal factors that may hinder the implementation of the strategies, as well as potential conflicts and trade-offs that should be carefully considered when aiming at a truly-sustainable urban development.

The global weakening of nation states has isolated cities. On the other hand, the authority of local administrations has been increasing rapidly. Urban planning responsibility is under the authority of local governments. Due to intense competition for attractive solutions, local authorities have tended to use methods that produce immediate results. Therefore, planning approach has been changing and in place of comprehensive plans, we find quick fix projects. According to comprehensive planning approach and the planning legislation in Turkey, urban plans should be made according to the principle of planning hierarchy. This principle defines the consistency of plans in different scales and refers to the holistic principle of urban planning. However, local governments have adopted project-based policy implemented in the form of urban transformation. This policy leads to practical applications that contradict the principles of the discipline of urban planning. Then, it forms a basis for negative results such as unplanned development. This study focuses on projects in Ankara and their consistency with upper scale plans in order to make a rational assessment of urban transformation projects. This thesis aims to show how local authorities and new legislative frameworks encourage urban transformation while ignoring the principle of planning hierarchy in case of Ankara. Local governments prefer project-based policy since development serves the benefit of investors and therefore municipalities. To avoid this situation, legislation should be examined and laws that lead to conflicting investments of authority should be simplified. Additionally, through law, planning agenda should be focused on the structural planning approach.

O instrumento das operações urbanas foi definido pela lei federal brasileira do Estatuto da Cidade como instrumento de política urbana que permite à administração pública municipal, através de parcerias com o setor privado, realizar transformações estruturais em setores territoriais definidos, com recursos provenientes do setor privado. Em São Paulo, as operações urbanas foram propostas como instrumento de planejamento urbano em projeto de plano diretor elaborado em 1985, iniciando-se a partir daí uma trajetória que incluiu diferentes interpretações e formas de aplicação. O trabalho aqui apresentado reconstitui essa trajetória desde as primeiras concepções do instrumento até o ano de 2000, ou seja, o período que compreende suas primeiras formulações e que antecede a promulgação do Estatuto da Cidade. Foram comparadas e analisadas as cinco operações urbanas formuladas nesse período, colocando-as em relação a três processos articulados: urbanização, imobiliário e institucional. Com fundamento nas análises realizadas, argumenta-se que as operações urbanas tal como foram desenvolvidas em São Paulo nesse período, subordinaram-se à lógica do empreendedorismo imobiliário, contribuindo para processos de construção especulativa do lugar. Para que as operações urbanas desempenhem papel ativo como instrumento de políticas públicas voltado para uma cidade mais justa e menos desigual será preciso alterar as próprias bases constitutivas e os processos operativos das parcerias público-privado, em sua concepção e em sua origem.
The urban operations legal instrument was defined by the Brazilian federal urban development law (Statute of the City ? Estatuto da Cidade) as an instrument of urban policy that allows the local public administration, through partnerships with the private sector to accomplish structural changes on specific urban areas. The urban operations were proposed in São Paulo as an instrument of urban planning in a master plan project of 1985, starting then a course that includes different interpretations and ways of application. This work reconstitutes this trajectory from the first formulations of the instrument till the year 2000, the period that comprises its early designs and that was before the Statute of the City promulgation. Five urban operations proposed in this period were analyzed and compared in connection with three articulated processes: urbanization, property and institutional. Based on the accomplished analyses, it is argued that the urban operations as they were developed in São Paulo during this period followed the rules of the real state entrepreneurship logic and in doing so contributed to the speculative construction of place process. In order that the urban operations have an active role as a public policy instrument to a more just city it will be necessary to change its own constitutive basis and the operative processes of public-private partnership in its conception and origin.

This dissertation examines new professional practices in urban planning that utilize new types of spatial planning support systems (PSS) based on geographic information systems (GIS) software. Through a mixed-methods research design, the dissertation investigates the role of these new technologies in planning workshops, processes, and as metropolitan infrastructures. In particular, PSS are viewed as supporting social learning in spatial planning processes. The study includes cases in Boston, Kansas City, and Austin. The findings indicate high levels of social learning, broadly confirming the collaborative planning theory literature. Participants at planning workshops that incorporated embodied computing interaction designs reported higher levels of two forms of learning drawn from Argyris and Schöns' theory of organizational learning: single and double loop learning. Single loop learning is measured as reported learning. Double loop learning, characterized by deliberation about goals and values, is measured with a novel summative scale. These workshops utilized PSS to contribute indicators to the discussion through the use of paper maps for input and human operators for output. A regression analysis reveals that the PSS contributed to learning by encouraging imagination, engagement, and alignment. Participantsʼ perceived identities as planners, personality characteristics, and frequency of meeting attendance were also related to the learning outcomes. However, less learning was observed at workshops with many detailed maps and limited time for discussion, and exercises lacking PSS feedback. The development of PSS infrastructure is investigated by conducting a qualitative analysis of focus groups of professional planners, and a case where a PSS was planned but not implemented. The dissertation draws on the research literatures on learning, PSS and urban computer models, and planning theory. The research design is influenced by a sociotechnical perspective and design research paradigms from several fields. The dissertation argues social learning is required to achieve many normative goals in planning, such as institutional change and urban sustainability. The relationship between planning processes and outcomes, and implications of information technology trends for PSS and spatial planning are discussed.

My aim with this dissertation is to look for the city's production and reproduction essence, based on the approach for and in the space's consumption, taking as a target of investigation the actions of the public power, from the capital's owners residents, considering still the influence degree of each other and checking as the public power has been intermediating these conflicts about the form to detect which wrapped interests in this city's planning form. The urban renewal is the inevitable product during the urban development process. Chongqing has been carrying out a serious of reconstruction and urban revitalization during these years, and the SHI-BA-TI area is included in the process. SHI-BA-TI area is one of the most famous sight-spots of Chongqing which represents the traditional culture spirit of the city. So that the high-valuable culture features of the site should be reserved in the reconstruction project and expressed in new way with creative method. The concept of my design is reserving the “old core and skin” while adding in the “new core and skin”. This reconstruction design achieved the objective that reserving the historic and cultural core of the site while adding some urban public functions upon the site, which makes the site correspond to the land value of the city center and help with enhancing the status and image of the city center.

Este trabalho apresenta um esforço na busca pela compreensão da relação entre cidade e movimento, no contexto do planejamento urbano e de circulação. Através de revisão teórica e documental busca esclarecer questões relativas à compreensão dos possíveis impactos gerados por novos sistemas de circulação sobre o sistema urbano no processo de planejamento de transportes. Parte da premissa de que existe uma relação dinâmica entre acessibilidade e estrutura espacial urbana. Partindo, também, da hipótese de que a consideração da influência dos sistemas de circulação sobre o sistema urbano geralmente aparece de forma limitada nos processos de planejamento de transportes, este trabalho busca estabelecer de que forma os possíveis impactos decorrentes desta relação são tratados no processo de planejamento de transportes. A investigação se desenvolve em dois campos teóricos: o do planejamento urbano e de mobilidade urbana no contexto contemporâneo, e o da relação dinâmica entre circulação e estrutura urbana e os impactos dela decorrentes. Através do estudo do processo de planejamento do trecho final da Linha 1 do TRENSURB, em Novo Hamburgo - RS, que se desenvolveu principalmente entre os anos de 2000 e 2010, se buscou relacionar e analisar os conceitos definidos pela teoria e sua manifestação na prática do planejamento de circulação e a abordagem dos possíveis impactos neste processo. This document presents the effort in understanding the relationship between movement and the city, in the context of urban and mobility planning. It seeks, through documental and theoretical review, to throw some light on the understanding of the possible effects of new mobility over the urban system in the process of mobility planning. Starting from the assumption of the existence of a dynamic relation between accessibility and urban spatial structure, and the notion that the effects of this relationship are of limited consideration in the process of planning, this work seeks to understand how the future impact of mobility systems are treated in its planning process. This research develops in two theoretical fields: of urban planning and of mobility planning, through the dynamic relationship between movement and spatial urban structure and its impacts. Through the investigation of the planning process of the final section of TRENSURB - Line 1 in Novo Hamburgo, RS (2000-2010), it aimed to connect the theoretical concepts with the practice of mobility planning and its consideration of possible impacts. Through the systematization of categories of analysis of impacts of circulation systems on urban spatial structure, this research also contributes as methodological support for future studies that involve the analysis of issues related to urban mobility, which are more inclusive and articulated to the urban context.

The consideration of ecosystems and ES in the planning practice can play an important role in coping with urban challenges, aside to their potential to ameliorate quality of life. Urban planning represents one of the tools administrations have to influence the distribution of ecosystems and ES in a city, and to determine the benefits they provide and, more specifically, to re-determine the number, the location and type of beneficiaries reached. Inclusion of the ES concept in the planning practice can lead to strategic the creation or restoration of Green Urban Infrastructures in a city to maximize the provisioning of a specific ES. Despite the awareness of advantages coming from the application of the ES concept in the planning, there is limited evidence about the application in the planning practice. Goal of this work of this work is to contribute to mainstream ES knowledge into practice. Towards the achievement of this goal, it is crucial to understand the extent to which the ES concept is currently included in urban planning, and to identify the type of information that can most effectively support decision-makers and planners in adopting ES knowledge, and specifically Ecosystem-based measures in their “everyday†urban planning. The work is organized in four specific objectives: i) to provide an overview of the current state of the art related to inclusion of Ecosystem-based measures in urban planning and discuss, and use it identify and discuss the main shortcoming and propose possible solutions. ii)0 to develop an approach to estimate the cooling capacity provided by Green Urban Infrastructures to support urban planning. iii) to test the application of ES assessments in two case studies. iv) to develop guidance to support equitable distribution of ES in cities. This dissertation is about addressing the need to make township centres a more socially and economically inclusive space for the majority of the inhabitants. It is about transforming the current status of a township from a dormitory or residential zone that simply repels its inhabitants to look for a sense of wellbeing and livelihood elsewhere to a township with an active centre that retains its people through promoting and supporting context specific socio-economic opportunities of the place It has become evident in many South African townships that there is an entrepreneurial activity that supports the livelihood of people within the settlements yet this activity is largely unsupported in legislation and in built infrastructure. The entrepreneurial activity is mainly found in the informal and formal small scale, medium and micro enterprises (SMMEs) and the neglect of this mainstream township economy, is reflected in its spatial exclusion from central business districts within cities around the country and within the township centres themselves. The Khayelitsha Business District is a township urban centre that finds its SMME economy operating on the centre's periphery while large scale enterprises, coming from outside the township dominate the built half of the business district. It is precisely this lack of representation of the formal and informal small scale, medium and micro enterprises within the Khayelitsha Business District that this dissertation seeks to address and provide a suitable architectural and urban intervention. It seems intuitive that through infrastructural interventions, that promote active social and economic participation of the majority of the population, can one seek to create spaces of socio-economic inclusion. Appropriate urban planning strategies, such as those suggested by professors David Dewar and Fabio Todeschini in their book "Urban Management and Economic Integration", and architectural examples, such as the ancient Greek Agora, will be analysed and used to equip me in imagining an inclusive vision for the further urban development of the remaining half of the business district and in designing a building that celebrates the aspirations and needs of the SMME economy. It is my hope that such an urban scheme and building will contribute positively to the ideal of an inclusive urban centre.

Resumo: O processo de urbanização é causador de grandes impactos ambientais, dentre eles a extinção da vegetação nativa. Pouco se sabe sobre o efeito de fragmentos florestais no clima local urbano, apesar de haver um consenso em relação aos benefícios da vegetação na modificação do microclima e na melhoria dos níveis de conforto térmico humano. Este estudo tem como objetivos caracterizar o microclima de fragmentos florestais, remanescentes da Floresta Estacional Semidecidual, na cidade de Campinas-SP; quantificar a magnitude e a extensão do efeito de fragmentos florestais urbanos no clima do entorno edificado; e encontrar um percentual mínimo de área de fragmento florestal em relação à área total urbanizada que seja suficiente para modificar o clima local urbano. Para tanto, foram realizados monitoramentos fixos e móveis de variáveis climáticas na microescala e na escala local urbana. Os fragmentos florestais foram caracterizados por meio da abertura do dossel florestal, da área e com base em inventários. A paisagem urbana foi descrita a partir da classificação do uso do solo, sendo possível distinguir as zonas climáticas urbanas e o padrão da fronteira. Os resultados mostram que a estabilidade térmica aumenta com a área dos fragmentos florestais. Ocorrem diferenças térmicas e de umidade do ar no perfil vertical e horizontal das florestas, que são influenciadas pelo ambiente construído. Por outro lado, foi possível constatar que o efeito das florestas sobre a o clima local urbano aumenta com o percentual de área de floresta sobre o total urbanizado (A.V. / A.U.). Sugere-se uma porcentagem mínima de 20% de A.V. / A.U. No tecido urbano, recomenda-se a distribuição homogênea de fragmentos florestais, com formato regular, em uma distância de aproximadamente o dobro da largura média dos fragmentos
Abstract: The urbanization process causes major environmental impacts, among them the native vegetation extinction. Little is known about the effects of forest fragments in an urban environment, although there is a consensus regarding the benefits of vegetation in modifying the microclimate and improving the human thermal comfort. This study aims to characterize the microclimate of the forest fragments, remnants of Semideciduous Seasonal Forest, in the city of Campinas; to quantify the magnitude and extent of the effect of urban forest fragments in the climate of the surrounding buildings; and to find a minimum percentage of forest fragmentation area in relation to the total urbanized area which is sufficient to modify the local urban climate. Thus, observations of climate variables in both micro and local scales were made. The forest fragments were characterized by measurements of forest canopy openness, area and inventories. The urban landscape was described based on land use classification, being possible to distinguish the climatic urban zones and the frontier pattern. The results show that thermal stability increases with the area of forest fragments. There were differences of thermal and air humidity in the vertical and horizontal profile of forests, which are influenced by the built environment. On the other hand, it was possible to conclude that the effect of forests on the local urban climate increases along with the percentage of forest area over the total urbanized area (A.V. / A.U.). It was suggested a minimum percentage of 20% of A.V./A.U. It was recommended a homogenous distribution of forest fragments through the city, in a distance about a double of the medium fragments width

The city of Cairo, like many other historic cities, experienced a break in the continuum of its traditional urban pattern due to the modernisation project. The break was not only limited to the physical pattern but to social and economic activities. The swing of emphasis from the historic area to the modern quarters left the city peripheral to administrative and economic activities, augmenting urban and sociocultural decay. This study analyses these changes and forwards an argument that there is a strong need to conserve the human scale, individuality, richness and diversity of the historic city of Cairo and integrate it into the modern metropolis as a living and vigorous entity. The objective is to reconcile the old with the new through the perpetuation of culture. In this study, culture is considered as a vehicle to generate the need for conservation and regeneration of the old area, while at the same time maintaining a context for both continuity and diversity in the traditional urban fabric. In doing so, the study examines the historical and cultural urban processes that shaped the traditional city, focusing on the complex interaction between social and physical entities. The study then considers the current dimension, where tourism and small-scale manufacturing have enabled the historic city to reposition itself as the most powerful secondary economic base in the metropolis, drawing on the legacy of its urban heritage. The study argues that by learning from the past that created unity in the built environment, the future of the city could be shaped: balancing the conservation of its cultural heritage and the promotion of sustainable development to suit contemporary needs.

The effectiveness of the strategies employed by the Urban Wildlife Group (a voluntary conservation organisation) to provide and manage three urban nature parks has been evaluated, using a multiple methods methodology. Where the level of community interest and commitment to a project is high, the utilisation of the community nature park strategy (to maximise benefits to UWG and the community) is warranted. Where the level of interest and commitment of the local community is low, a strategy designed to encourage limited involvement of the community is most effective and efficient. The campaign strategy, whereby the community and UWG take direct action to oppose a threat of undesirable development on a nature park, is assessed to be a sub-strategy, rather than a strategy in its own right. Questionnaire surveys and observations studies have revealed that urban people appreciate and indeed demand access to nature parks in urban areas, which have similar amenity value to that provided by countryside recreation sites. Urban nature parks are valued for their natural character, natural features (trees, wild flowers) peace and quiet, wildlife and openness. People use these sites for a mixture of informal and mainly passive activities, such as walking and dog walking. They appear to be of particular value to children for physical and imaginative play. The exact input of time and resources that UWG has committed to the projects has depended on the level of input of the local authority. The evidence indicates that the necessary technical expertise needed to produce and manage urban nature parks, using a user-oriented approach is not adequately provided by local authorities. The methods used in this research are presented as an `evaluation kit' that may be used by practitioners and researchers to evaluate the effectiveness of a wide range of different open spaces and the strategies employed to provide and manage them.

Abstract:
The overall objective of the research was to evaluate the performance of the Chinese planning system on design, urban design in particular, and to search for ways to integrate urban design thinking with existing urban planning agendas to improve design control in China. The reason for undertaking this research was due to the general perception that urban design did not play the role that it deserved in China. Despite an increasing number of initiatives, the question of how to address urban design issues in planning and development control remains a source of controversy. Focusing on the Chinese planning system, the research examined the approaches, the procedures, and the general effectiveness of design control in China. The research emphasised more at a local level by taking Guangzhou as a case study. It also evaluated the strengths and weaknesses of the recent urban design initiatives, namely, the Urban Design Plans for specific districts and the Model Community Program. Moreover, the research has examined the British design experience and looked in more detail at the recent experience of Glasgow. The research revealed that the main defects were the incomprehensive design concerns in local policies and plans, the inability of current statutory plans to deal with design issues, the lack of appropriate design guidance, the poor understanding of the local character, and the lack of openness and co-ordination in the planning process. Recent urban design initiatives have generated interest but have achieved limited success due to the lack of strategic level thinking. The examination of the British design experience has offered some valuable lessons. These include the incorporation of urban design principles at all levels of planning, an emphasis on the quality of the public realm, careful and detailed analysis of the local context as the basis for the development of design policy and guidance, and an appreciation of the value of public participation and involvement. Combining this understanding of the inefficiencies of China's design control with the lessons drawn from the British experience, the thesis also makes a number of recommendations for improving China's planning and development control system.

Abstract:
The destructive impact of development upon the environment has been recognized worldwide since the mid-1960s. One aspect of this environment-development conflict is the impact of urban development on water resources. This thesis evaluates how well a municipal planning process for an urban lake resolved the problems of the impact of residential development on lake water quality and the conflict over further development. The Burnaby, British Columbia planning process for Deer Lake is used as a case study. Three bodies of literature - urban lake planning, environment-development relationships, and conflict resolution -are used to provide the framework for the case study. Two criteria are developed from the literature to evaluate the planning process: its capability to produce ecologically compatible outcomes and its capability to resolve conflict. The main conclusion of the evaluation is that although the early phase of the Deer Lake process (1972-1978) was weak, there was a marked improvement in the most recent phase (1983-early 1987) in the capability of the process to produce ecologically compatible outcomes through the use of relevant scientific/technical information (to reduce the impacts on lake water quality caused by residential development). While the ability of the Burnaby planning process to anticipate conflict has always been strong, there is room for further development of the capability to resolve conflict. A further conclusion is that the Deer Lake planning process fits the typical profile of how urban lake planning has incrementally evolved in North America since the mid-1960s. A summary of the two sets of recommendations of the thesis follows. Recommendations regarding urban lake planning in . general include: 1. Municipal planners should take advantage of available information resources on lake planning (universities, colleges, higher levels of government, consultants) to broaden their awareness of potential impacts and ways to manage them. 2. Municipal planners should: understand watershed-lake relationships prior to formulating alternatives for urban lakes; seek a balance between environment and development; and require minimization of ecological impacts. 3. Municipal planners should recognize that urban lake planning may involve conflicts. They should therefore make themselves aware of the variety of conflict resolution techniques available. 4. The guidelines developed in section 6.5 should be considered by municipalities in planning for urban lakes. Recommendations regarding Deer Lake include: 1. Continue with the interdepartmental committee to plan and manage the lake. 2. The committee should implement further rehabilitation measures as soon as possible. 3. The committee should continue to anticipate and minimize ecological impacts. 4. The committee should maintain connections with UBC and Douglas College. 5. The planning department should determine the public's views on the agreement reached with the province for residential development of the prison site in the Deer Lake watershed and, if necessary, consider the resolution techniques described in Appendix 3.

Abstract:
Modern society since the 1970s has been characterised by an ongoing information revolution which has been led by innovations in Information and Communication Technologies (ICTs). Technological breakthroughs have pushed social organisations to constantly adjust themselves to fit new possibilities and demands. But, in spatial planning, comparing to other fields, the influences of the ICT innovations are still limited due to the ‘mismatch’ between real demands and technology supply and ‘bottlenecks’ in implementations. This research is aimed at improving the technological support practice in spatial planning decision-making by, linking the technology supply with planning demand. This is based on both theoretical debate and practical experiences, to develop a new model for a successful Planning Support System (PSS), and to test and implement it in the practice of ‘sustainable urban regeneration’. In this research, new opportunities have been created from matching the innovations of Web 2.0 internet applications and geo-semantic web services with the standing demand on gathering and exchanging knowledge in spatial planning, which facilitate the shift of decision-making towards a more communicative and collaborative mode. To do this, a new PSS framework was proposed for bridging the ICT innovations and the planning world, focusing on the common interest in the positive combination of technology, knowledge and people. A prototype system was designed, developed and implemented with local authorities in Greater Manchester in a case study of sustainable transport planning. The experiences learnt show that: 1) the contradiction between the limited expectations of the planners and the complex technological facilities that the developers offer affected the motivation to take up innovations in the first place; 2) the wider context of planning decision-making, i.e. the changing ideology of public policy-making, affects the acceptance of ICT innovations in practice, 3) the organisational structure and politics within planning institutions can also limit the diffusion of innovations. Besides, the actors (i.e. initiator, developers and targeted users) in technology implementation are often not clearly defined, which causes uncertainties and misunderstandings in the process. Furthermore, there is a dilemma in that using ICT innovations to facilitate policy innovations also means unexpected changes in daily routine or organisational culture, which most governmental departments are not fully ready and willing to accept. Therefore, it is recommended that future development in PSS should: 1) actively embrace the new technologies and interfaces, 2) find suitable ‘use-cases’ which support knowledge exchange in the multi-level and multi-agent plan-making, 3) follow a task-based approach to produce a useful tool with clearly defined purposes, 4) identify the appropriate actors and partnerships for PSS development and implementation and 5) try to institutionalise PSS development and implementation within the planning authority, to minimise resistance caused by non-technical issues and organizational obstacles.
